Rustom-II UAV to be tested in Chitradurga

dh 11The first flight of India’s new combat-capable unmanned aerial vehicle (UAV) Rustom-II is scheduled to be held by the end of July in Chitradurga test flight range.

Scientists at the Aeronautical Development Establishment (ADE) would move to the test range later this week for the trial as an window between July 28 and August 2 would be kept open for the flight in the presence of Defence Minister Manohar Parrikar.

Once ready, the medium-altitude, long-endurance (Male) UAV is likely to be an asset for the military not only for its surveillance capability, but also for its ability to be used as an unmanned armed combat vehicle in the line of the US’s Predator that New Delhi is interested to buy.

“Rustom-II is a very big platform with a range of 250 km. However, for the first flight we will be flying it up to a distance of 50-100 km,” said a source associated with the UAV’s development.

Compared to Rustom-I that was test flown for the first time in November 2009, Rustom-II will be having Electronic Intelligence, Communication Intelligence, Medium and Long-Range Electro-optic Payloads and Synthetic Aperture Radar that will enable it to see through the clouds.

“Rustom-I is a primitive vehicle with minimal capabilities. Rustom-II, on the other hand, has several capabilities, including the ability to carry weapons,” G Satheesh Reddy, Scientific Adviser to Raksha Mantri, told DH.

Once fully ready, Rustom UAVs are meant to replace Israeli Heron unmanned aerial vehicles being used by the air force and the navy. The aircraft is named after former Indian Institute of Science professor Rustom Damania, who pioneered aviation research in India in the 1980s.

Addressing a seminar on UAV in Delhi last November, an ADE official stated that the three services initially projected a requirement of 76 of these platforms.

However, like many other defence research and development organisation (DRDO) projects, Rustom-II is also facing time overrun as the production schedule, first fixed for 2016, has now been pushed to 2017 with the possibility that it may get further delayed.

The biggest challenge faced by the scientists is the excess weight of the airframe. The airframe had a weight of about 2,400 kg by 2015 end, which ADE scientists would have to bring down to about 1,700 kg in the final version for accommodating every sensor package.

Hindustan Aeronautics Ltd and Bharat Electronics Ltd partners DRDO in the development of Rustom-II and has committed several hundred crores as financial support.

DRDO’s cause for Agni test delay under cloud

The clarification of Defence Research and Development Organisation (DRDO) on the inordinate delay in test firing of India’s most potent and longest range nuclear capable ballistic missile Agni-V has put a question mark on the competency of the premier arms research and development agency.

DRDO Chief Selvin Christopher has been quoted by a news agency that Inter-Continental Ballistic Missile (ICBM) Agni-V has been stuck due to a technical snag with its battery and not because of any other considerations. Christopher, however, did not respond to confirm the report. Other senior scientists involved in the Agni-V programme also refused to comment.
The fourth test of the home-grown missile, already tested successfully thrice, has been postponed twice. The test holds significance as it would pave way for the missile’s early induction in the armed forces.
On May 8, The Express had run a story titled ‘PM’s US visit trips Agni-V launch plans’ citing that the test was postponed due to Prime Minister Narendra Modi’s US visit. Dismissing it, the DRDO Chief was quoted saying there is a problem with the battery and the issue can be resolved. This has, however, raised eyebrows as it appears that the organisation has failed to rectify the fault for the last several months.

Battery is required for on-board electronics which need power. Defence experts said the glitch could not be that big which will take so much time to be rectified.

As it pertains to the defence armaments of the nation, can the DRDO devote so much time for rectifying the glitch?

An eminent national security expert and professor at New Delhi-based Centre for Policy Research (CPR) Bharat Karnad termed it a lame excuse by the DG of DRDO.

“The Agni-V test was originally slated during Autumn of 2015. Is it Christopher’s contention that the supposed battery ‘snag’ is so grievous in nature that ASL, Hyderabad has been unable to fix it for the last nine months?” he wondered.

Actually, Karnad observed that the clarification of the DRDO chief confirms the suspicion that Agni-V testing has been stalled for political reasons to avoid friction with the US.

Senior woman scientist at DRDO unit in Doon files sexual harassment case against top-ranking official

A senior woman scientist has filed a sexual harassment complaint against a top-ranking official of the Instruments Research & Development Establishment (IRDE), a unit of the Defence Research and Development Organisation (DRDO) in Dehradun. In her complaint to DRDO, the scientist has alleged that the accused official touched her inappropriately on the pretext of checking her I-card. A DRDO spokesperson confirmed they have received the complaint and added that “a fact-finding committee has also been formed.”
According to sources, the scientist had initially approached IRDE officials with her complaint but when she saw no action being taken, she went to the National Commission for Scheduled Caste (NCSC) in Delhi earlier this month. Jagjit Singh, a senior official of NCSC, told TOI, “The complainant had approached us with her problem. We have asked DRDO to look into her case and are now waiting for the response.”
Meanwhile, last week, IRDE officials were summoned by the DRDO top brass in connection with the scientist’s complaint. According to a DRDO spokesperson, “the next course of action will be decided after receiving the recommendations of the fact-finding-committee which has been constituted under a senior woman scientist.”
The case has jolted a number of people in the leafy campus of IRDE in the city where research is undertaken to devise cutting-edge gadgets like night vision cameras, thermal imagers as well as other electro-optical surveillance instruments for the defence forces.
Meanwhile, when TOI contacted the senior official against whom the allegations had been made, he said, “Nothing like what is being claimed by the woman has happened. I have come to know about the fact finding committee but I am yet to be called for giving any statement. I will present my version to them whenever called. TOI 30 June 2016

Christopher proves that he cannot face any honest DRDO official

Since 2011, Sh Prakash Singh, SAO-I continuously fighting against the corrupt official lobby of DRDO. It is true that in the passage of time our government organizations are turned into black hole for public funds and whenever any official in government of India tries to correct the system are always harassed miserably by top bosses.
DRDO is also like other government organization, having huge corruption records, fortunately DRDO take escape route in the name of secrecy. Now, in the era of digitization of records DRDO not able save the face of its corrupt officials.
Honorable RM Parrikar shahib very well aware of DRDO corruption, since lot of scientists/ officials approached him and explained and denude the true picture of DRDO.
Sh Prakash Singh complained to CVC and CBI prevailing corruption in DRDO in 2011, CVC registered the case but took long time to expedite the case and DRDO encash the extenuation of CVC and terminated him from service. Media took stand and played their duty and then Honorable RM Antony reinstated Sh Praksh Singh.
This reinstation gave a big boost to Sh Prakash Singh in his mission to fight against corrupt officials of DRDO, here Sh Praksh Singh under estimated the powers of corrupt gang of DRDO.
Within two month of span Sh Prakash Singh received two transfer order first LASTEC to SPIC and then SPIC to DL, Jodhpur. Although transfer is not any punishment but the vindictive interest behind the act is more important, his transfer is not in public or organization benefit, it is only for ego satisfactions of corrupt gang of DRDO.
The main aim to send him far from Delhi is to restrain him to meet Honorable RM who understand the motives of corrupt gang of DRDO and passed order to identify them and initiated the action against them.
Sh Prakash Singh transfer is the litmus test of Sh Parrikar Shaihib existence whether he is able to protect victimization of honest and whistle blower or helpless in front of DRDO corrupt gang.
Yesterday Christopher gave open challenge to Sh Parrikar Shaihib by trying throw out Sh Prakash Singh from his office with the help of DRDO bouncers i.e. DSC Jawans & Private EMU contractual security. Prakash Singh obtained pass no 14876 2:30 dated 3rd June 2016 at 2:30 PM vide gate pass no 14876 to meet DOP,CCHR (R&D) and Secretary, DRDO.
Secretary, DRDO Dr S Christopher showed his discourtesy, intractability, rudeness by not to entertained Sh Prakash Singh and not listen his grievances, proved that government of India wasting public funds by assigned the secretary, DRDO post.

Website received inputs from various Labs/Establishments of DRDO and forwarding to you for necessary corrective measurement but unfortunately the bunch sitting in DRDO Hq playing old tactics that make a inquiry committee with yes men team, cooked slowly, a farzi inquiry report, and send MoD with lot of excuses if matter is related to corruption like the procurement was necessary in the strategic application so procedure laps overlooked.

If matter is related to service matter then it was presented like if we will not transfer this guy then country and organization will be in trouble. Actually, always you will found only cause, the ego of boss or fear of expose of corruption and nepotism. The fact is no one bothers for loss of public funds or harassment of family, in DRDO because money is flowing.

Sir, only one case, if you take seriously you will find chain of corrupt officials in DRDO. Like the case of DMSRDE corruption since last three years, MoD only served the show cause notice to 40 officials. Everyone knows the material facts, evidences are clear and sufficient but why they are not able to fix. Only reason is that they very well know that every lab/establishment working on same manner but they are fortunate and till date not exposed. Then how can they tie belt on their colleagues who are unfortunately exposed?

Sir please do something exemplary so DRDO corrupt officials stop following corrupt practices and honest will get their due credentials.

Sir,

DRDO is infamous for awarding or routing tenders and contract to their kith & kin. Right from conservancy contracts to any specialized components/sub system/system.  Some of cases, if they are not able to develop any family based firm, than groom as his/her pet vender.

The procurement data of DRDO are self explanatory, these families/relatives or pet firms supplies any damn item irrespective of their field or expertise.

It is also observed the manufacturer always quote higher than pet firm, If any manufacturer has to do business with DRDO then should smell or identify these families/relatives or pet firms and routed his business through these firm only.

In case of Dr V K Sarswat, famous Ex DG, DRDO & SA to RM, presently member of Niti Ayog, GOI, Hon Madras High Court convicted, lot of cases pending in CVO, MoD, the pet firm was M/s SEC Industries Private Limited, Hyderabad, In case of Dr A Subhananda Rao, Ex Director, HEMRL, the pet firm was M/s Resin & Allied, Vijaywada, In case of Dr K Tamilmani, DG (Aero) the pet firm is M/s Aero Space Engineers, Salem, In case of  Dr A K Saxena,DMSRDE, Kanpur the pet firm is M/s Manglam Traders, Kanpur. It is just for example any lay man can spot the pet firm for each lab. DRL, Tezpur found a power supply firm of Hyderabad for their Poly Houses worth corers business.

Website received a letter today from Bangalore which exposes the above expertise in Centre For Air Borne System (CABS), DRDO, Bangalore. Our new Director General cum Secretary belongs to this lab only and might be aware of credentials of this firm of Mrs Suma Verughees’s husband Thomas Verughees the owner of  M/s DRD Software and Systems India Private Limited, Kerala, M/s WAVE MECHANICS PRIVATE LIMITED,Bangalore. M/s COM AVIA , these firms have big business association with DARE, ADA & CABS and some little with ADE

Like his predecessor Dr S Christopher will accommodate this firm in 2015 DRDO award as Technology absorption Award.

Prime Minister, Dr Manmohan Singh presented the DRDO Awards for the year 2007 M/s SEC Industries Pvt Ltd, Hyderabad got Defence Technology Absorption Award

Prime Minister, Dr Manmohan Singh conferred the DRDO Technology Awards-2003 and 2004 and M/s Resins & Allied Products, Vijayawada got Defence Technology Absorption Award.

Prime Minister, Sh Narendra Modi conferred the DRDO Technology Awards-2013    M/s Aero Space Engineers, Salem got Defence Technology Absorption Award.

Sir, countrymen closely watching you’re cleaning and correcting steps in DRDO, results are coming from various fields like restriction the uses of transportation/ curtailing the contract recruitments, controlling procurements, DG warning to Lab Directors, not come with unfeasible projects, identifications of corrupt officials and removing them from important post, approvals for appropriate actions on corrupt senior officials.

Sir, It is requested that give the clear cut directions to PCDA (R&D) to rotate JCDA officials because all procurement manipulation only possible with the help of these IDSA officials. In some places they are occupying these creamy posts more than 10 years and enjoying all legal and illegal facilities from DRDO.

Hope you will analyze the following letter and take appropriate measures to stop these families/relatives or pet firms business in DRDO, which directly affecting the progress of DRDO projects because with these families/relatives or pet firms labs accepting lower quality items.
