India’s secrets are in Guangdong

A successful Chinese hacking attack has caused what is arguably the biggest security breach in India with systems of hundreds of key DRDO and other security officials being compromised and leading to the leak of sensitive files related to the cabinet committee on security (CCS), the highest decision-making body for security issues of the government of India.

The other stolen files recovered so far belong to the governments of the United States, Russia, and South Korea.

The leak was detected in the first week of March as officials from India’s technical intelligence wing, National Technical Research Organisation (NTRO), working with private Indian cyber security experts cracked open a file called “army cyber policy”. The file had been attached to hacked email accounts of senior DRDO officials that quickly spread through the system in a matter of seconds.

As Indian security experts began to track its origin they discovered, for the first time, that all the sensitive files stolen from the infected systems were being uploaded on a server in the Guangdong province of China.

So far, Indian intelligence has never been able to pinpoint a hacking attack with such accuracy.
As they continued to trace the breach, they discovered thousands of top secret CCS files, and other documents related to surface-to-air missile and radar programmes from DRDL, a DRDO laboratory based in Hyderabad, among many other establishments.

Even the e-tickets of the scientists who had travelled to Delhi in the last week of February were found on the server.

The intelligence officials also discovered documents of deals struck between DRDO and Bharat Dynamics Ltd, a defence PSU which manufactures strategic missiles and components. Some other recovered files were related to price negotiations with MBDA, a French missile manufacturing company.

But the shocking part was the extent of the hacking by the Chinese, believed to be officially sponsored.

The officials began to find files related to the Russian military as well as files that belonged to CSRDC (Centre for Security Research & Development Center) which comes under the United States department of Homeland Security’s Science and Technology directorate.
Some files from NASA too have been recovered so far. All this was discovered after cyber security

officials of the Information Dominance Group (IDG) and private Indian cyber security officials began to track down the “NetTraveler Trojan and Key logger” that had infected Indian systems. The other files recovered belong to South Korea, Russia, and the United States.

For a server of its size and capacity, believed to be worth almost Rs150 crore in the open market, it hosted just six domains. This is highly unusual because a server of this size usually has over 10,000 domains.

This meant that this was being used for a specific purpose. Initially, it took time to decipher the files since they were all encrypted. But after the key was found, the decryption of the files began and to their horror, Indian intelligence officials discovered this massive breach of security.

INDIAN DISCOVERER KEPT UNDER CAPTIVITY…… This article is intended to provide some insights to Government of India why INDIAN ACADEMIC and RESEARCH INSTITUTIONS ARE CRUMBLING despite spending huge amounts for research and development. My own experience says hard working scientists with honesty and sincerity face a hell in Indian academic and research institutions, besides not getting normal promotions. The biggest consolation for me today is that I escaped from going to jail, while doing research work at Jodhpur . On one hand, my senior colleagues in DRDO at Jodhpur did not want me to get any award for the discovery of a new atomic phenomenon taking place in radioisotopes, for the fear that I might become the next Director of the Defence Laboratory. They denied me two promotions by downgrading my ACRs. Now some people in DRDO staged a war through Krishnan Raman and Gp Capt Sandhu, as DRDO staff or retired from DRDO and resorted to mudslinging on the Physics Discoveries done by me, discrediting even the India ’s glory. Just one day before Gp Capt Sandhu launched an attack on my research work, I received an e-mail on 2 Feb 13 from Air Cmde Raghubir Singh(Retd), Pune with a copy to Sandhu Gp Capt GS…….. “Dear Dr Padmanabha Rao, I read about you today & your meeting SA at that time. There is similar case of an intellectual Gp Capt GS Sandhu my course mate & we served together in the IAF & DRDO for long years. He took premature retirement & continued with his research on his own .He too had met Dr APJ Abdul Kalam”. ….. BLACK HOLES IN WHITE APRON:…………. While working as Lecturer in Medical Physics in Nuclear Medicine Dept at the All India Institute of Medical Sciences, New Delhi I have been invited as Assembly Member to the World Federation of Nuclear Medicine and Biology held at Tokyo in 1974 at the age of just 37 yrs. Looking at the Memento presented to me at Tokyo, one eminent Physics Professor at Jodhpur told me that it is a rare International Honor. For my doctoral thesis, I worked independently after office hours sometimes up to 2.00 A.M for over 5 years that ultimately led to the award of PhD Degree (AIIMS) in 1975. All these academic distinctions did not help me to get a normal promotion from Lecturer to Assistant Professor for 11 years in the prestigious academic institution in the country, while some others managed to get senior posts with no experience, in the same Department. My medical colleagues did not want an honest man around in the Department in their top secret activity. When AIIMS prohibits private practice, my three Nuclear Medicine doctor colleagues leagued with two private practicing doctors and tested nearly 400 patients secretly for imaging of liver, brain and thyroid using Gamma Camera and radiopharmacuticals whether required for diagnosis or not but to have monetary benefit. These patients were subjected to radiation exposure whether required for diagnosis or not. Against the normal practice, they were given appointments on phone and in the appointment register patients names were not entered, but as 2 patients of doctor (Private practitioner’ name). Reports were handed over directly to patients, while such VIP facilities were denied for AIIMS Hospital patients. Money transaction took place from private practitioners to my medical colleagues. The news was published in magazines, with the title ‘Nuclear Racket’ in the weekly Blitz, and ultimately in Indian Express. Three enquiries were held as a pretext but only to save the guilty. File containing detailed list of patients tested illegally reached Health Minister Laskar through Home Minister Venkata Subbayya but everything was hushed up. Afterwards, two of these Nuclear Medicine doctors could secure posts as International Atomic Energy Agency (IAEA) experts at Geneva . I left AIIMS after 19 yrs when not promoted for 11 yrs from the post of Lecturer………. INDIAN DISCOVERER KEPT UNDER CAPTIVITY:………….. When I joined the Defence Laboratory at Jodhpur in Rajasthan in March 1983 as Sc D (Assistant Director) through UPSC selection, two of my senior colleagues who knew me at Delhi were unhappy of my joining. As a result, no office chair and table were offered to me for 40 days. In 1984, I wrote a letter in private capacity to Prime Minister Indira Gandhi requesting to nominate me for Jawaharlal Nehru Fellowship. An officer was deputed from PMO to meet me and discuss the matter. But the then Director did not allow the officer to meet me. My seniors were afraid that I may become the next Director. What I got was punishment instead of Fellowship. My Annual Confidential Report was downgraded so that I do not get promotion for next 4 to 5 yrs. On instigation by my senior colleagues, three members of workers union were looking for an opportunity. Probably in 1992, three members of workers union saw me in an isolated building but hardly 15 meters from Director’s office. One person blocked the door without any chance for me to escape from the room. Time was 5.30 p.m, and the laboratory would be closed at any moment. When I was trying to escape from room, another person hiding behind the door hit me. My hand was fractured. The third person stood at the entrance of the building so that I cannot escape from the building. The Director office just 15 meters away did not care to relieve me. Director and Deputy Director were hearing the episode from another office. After 45 minutes my colleague with the help of Administrative officer relieved me. When all the scientists protested for the untoward incident and news appeared in local Dailies, those three were suspended on the advice of the Scientific Advisor to Minister for Defence, Dr. Arunachalam. I lodged an FIR and it became a criminal case. In 1997, I withdrew the case because one person may go to jail for 7 yrs. I happened to do the breakthrough research that led to six fundamental physics discoveries while attending criminal court on one side. I just got only one promotion when most of my colleagues got 3 promotions in 14 yrs of service. While the laboratory has been a hell to carry on my research, it was a heaven to some. Some of my colleagues were fortunate to became Grade I directors without any need of working a single hour in the experimental laboratory. One Head of the Department was fortunate enough to purchase 10 plots near aerodrome for serving as Stores in-charge. Today it is worth several Crores of Rupees. Some scientists did pioneering research how to become rich and get regular promotions without any need of doing any significant work. While many young scientists leave DRDO, to some scientists DRDO is an ATM card. This is how a serious research worker with sincerity and honesty can face torturous life in India , so the young seek foreign shores…….. The Defence Research and Development Organisation (DRDO) is in the news. First, the good news. It successfully test-fired nuclear-capable Agni III long range missile with a strike range of 3,000 km from the Wheeler Islands off the coast of Odisha, recently. This is a major achievement both for the DRDO and the country’s defence capability.

Now, for the bad news. DRDO’s financial and administrative powers have been whittled down or taken away. This is a blow for science and technology efforts in India.

SUDDEN ABOUT-TURN

Only two years ago, in 2010 to be precise, the delegation of powers to the DRDO was considerably liberalised. It seemed as though the government was, for once, serious about freeing scientific establishment from the proverbial red tape.

It allowed DRDO the discretion to spend up to Rs 50 crore with the concurrence of its financial advisor. It appears that a recent action of the DRDO, of approving a design and development project of Rs 49.82 crore for optical sensors to be used in unmanned aerial vehicles and airborne platforms without involving the Ministry, irked the authorities. So, the MOD has “clipped the wings” of the DRDO by re-imposing old controls.

This is a retrograde step engineered by the combined heavy hands of the entrenched babus in administration and accounts, blessed by an unenlightened and short-sighted political leadership. This flies in the face of various pronouncements of the Prime Minister during his various addresses to the scientific community.

In February 2012, Manmohan Singh in an interview to the Science magazine stated that “we need to do much more to change the face of science in India”.

I do not know if this is the change he wanted — imposing more rigorous accounting controls and stifling administrative procedures, so that DRDO becomes yet another run-of-the-mill government organisation.

Recently, the Prime Minister wanted Indian scientists “to seek newer frontiers of research, match capabilities of peers around the world and help India leapfrog”, even as one of his Cabinet ministers was busy belittling the scientific community under his watch.

COMPETENT AUTHORITY

From whatever can be gleaned from news reports, it appears that the recent decisions are based on a special audit conducted by the Controller General of Defence Accounts (CGDA) as ordered by the Minister. It is not clear as to how the CGDA can be considered competent to evaluate R&D activities. There are any number of forums to evaluate programmes and priorities, including peer group assessments, the Standing Committees and Consultative Committees of Parliament on defence.

Only a few years ago, we had the Rama Rao committee going into aspects of revamping defence research and development. So far, no one knows what the recommendations are, and how far these have been implemented.

Time and again, the government, particularly the MOD, tends to shoot itself in the foot by demoralising and insulting both military and civilian organisations under its fold.

DRDO to take action against terror suspect researcher

Taken by surprise over the arrest of one of its researchers in Karnataka for links with Pakistan-based terror outfits, India’s defence research agency Friday announced that it was initiating disciplinary action against him under government rules.

Defence Research and Development Organisation (DRDO) spokesperson Ravi Gupta said the youth, identified as Aijaz Ahmed Mirza, was only a junior researcher, which is a temporary position.

Mirza was not an employee, Gupta clarified.

“This has reference to reports in certain sections of media reporting the arrest of Aijaz Ahmed Mirza. In this regard, it is intimated that Mirza had been placed as Junior Research Fellow (JRF) for the past few months, at the Centre for Air Borne Systems (CABS), a DRDO laboratory,” he said.

Gupta also said that verification of Mirza’s antecedents as well as police verification was conducted in the process of his placement in the temporary position.

“He was not involved in any sensitive work and as such no sensitive/classified information has been compromised. Disciplinary action as per government of India rules is being taken,” he added.

Under the research fellowship scheme, DRDO offers opportunities to young scientists and engineers to work in its labs in the areas of basic research relevant to the laboratory.

11 Bangalore terror suspects remanded in police custody

The 11 persons arrested by the Bangalore police on Wednesday on the charge of plotting terror strikes in Karnataka, were remanded in police custody for 14 days by a judicial magistrate here on Thursday. Defence Research and Development Organisation, where suspect Aijaz Ahmed Mirza was employed as a junior research fellow, issued a release on Friday, saying Mirza “was not involved in any sensitive work and, as such, no sensitive/classified information has been compromised.”

“Disciplinary action as per Government of India rules is being taken [against Aijaz],” it said adding Mirza’s antecedents were verified before he was taken in.

Even as the police remained tight-lipped, heads of various Muslim organisations, at a press conference, expressed concern at the developments. Students Islamic Organisation (SIO) State president Ashfaq Ahmed said journalist Muthi-ur-Rahman Siddiqui was a listed member of the SIO and the Jamaat-e-Islami.

Jamaat leader Moulana Wahiduddin Khan said, “If those arrested are found guilty, they should be punished by all means.” But he called for more transparency on the part of the police. “Why is it that terrorists from a certain community are always arrested when elections are near,” he asked.

At another press conference, Muthi-ur-Rahman’s brother Ata-ur-Rahman said: “My heart says my brother is innocent.” Meanwhile, the Central Crime Branch of Bangalore police arrested Ubed-ul-Rahman, an MBA student, in Hyderabad.

CLARIFICATION

In a report from Bangalore published in the issue of August 31, headlined “Journalist among 11 arrested for ‘plotting terror in Karnataka’,” the description of some journalists who were purportedly targeted by the alleged plotters as ones “known for their virulent anti-minority columns” was unfair and unwarranted, and escaped gatekeeping mechanisms that are in place to keep such editorialising comments out of the news columns of this newspaper. That description, as well as the loose and imprecise reference to the “divergent ideologies” of two terrorist organisations are regretted and may be deemed as withdrawn. — The Editor

NEW DELHI: With India still importing well over 60% of its military hardware and software, Prime Minister Manmohan Singh on Tuesday asked DRDO to concentrate on key strategic and military technology areas to ensure weapon systems are developed without huge time and cost overruns.

In the backdrop of crucial projects like the Tejas light combat aircraft running way behind schedule, the PM said, “The share of the indigenous content in defence procurement continues to be low. We need to take a hard look at the pipeline of our projects and focus our time and material resources on selected areas where we have demonstrated capacity to deliver projects within reasonable time and cost.”
Holding there was “a net deterioration in international strategic and security environment”, “political uncertainties in our neighbourhood”, turmoil in West Asia and ever-growing terrorism and cyber threats, the PM said the armed forces would be provided the “wherewithal” to secure “our frontiers”.

This will, in the long term, help India to build a robust domestic defence industrial base, in both the public and private sectors, to compete with global players in developing state-of-the-art technologies.

“We need to give the industry a boost and quicken the pace of development. The role of DRDO is this is truly critical, given that there are 800 enterprises supporting its projects and programmes,” he said.

Bio-toilets of DRDO is only required for using in extreme cold areas where temperature is sub-zero and some what beneficial in trains…… but in plains in normal temperatures in villages it works just like any normal toilet with under ground septic tank… only difference is they use more costly metal septic tank …. and even they add some bacteria in to the tanks…. it is essential as faecal matter degradation occurs naturally…….. Yes of course ideally DRDO should be concentrating on key military technologies to deliver without time & cost over runs-but how? If we have lagged behind in Tejas, option is not to get out of the aircraft development & concentrate on say making guns –we have to catch up with aviation technology too. Developing appropriate technologies should be national mission. For example we have been manufacturing MiG’s in our Hindustan Aeronautics for the last 50 years or so. Has the joint program between Russia & India lead us to any worthwhile aviation technology which could have been useful in our LCA or was it merely CKD’s riveted and nut-bolted in our complexes here –the Tatra way all the time? MoD must take a hard look of technology content in such joint ventures & also cost of locally assembled aircraft being comparable to the fly away imports. Now that DRDO has achieved breakthrough and much needed successes in quick successions in missiles & other areas, it must continue the dream run by change of leadership in labs which have been lagging behind. It may even think of getting service officers on deputation to man critical programs

Private companies have the capacity to follow strict time frame which is very crucial to bring the cost down. In the U.S private firms run most defense companies and the results are for all to see.

Government baffled over DRDO chief’s claim on missile shield

The government of India has been baffled by DRDO chief V.K. Saraswat’s repeated claims that a ballistic missile shield is ready for deployment, and that two locations, presumably New Delhi and Mumbai, will be the first recipients of the ballistic missile defence (BMD) system. Speaking on a TV programme in early May, Saraswat said that “this system is now ready for induction”. Nearly two weeks later, the claim was repeated in an interview to Press Trust of India where Saraswat was quoted as saying, “The ballistic missile defence shield is now mature… We are ready to put phase I in place.”

Only six tests have been carried out so far and there is no confirmation if they worked.

Well-known defence technology analyst Prasun K. Sengupta is sceptical; he bluntly terms the DRDO’s claims as “sheer unabashed jingoistic kite-flying by DRDO, period”.

Only six tests, that too in highly controlled conditions, have taken place so far and there is no independent confirmation of whether they have been successful. As of now it is not clear which of the three services will even man the system. Former joint director of the Centre for Air Power Studies, Air Vice-Marshal (retd.) Kapil Kak says, “It is indeed surprising why the IAF – as the national instrument vested with the responsibility of India’s air defence – was not closely involved from the proof-of-concept stage itself.”

Mail Today requested the DRDO to respond to a series of questions early last week, but had received no response till Tuesday.

According to the DRDO, six of its seven tests have been successful. But, instead of carrying them out in realistic conditions, they have been done in laboratory conditions so far. The usual test comprises of the launch of a “hostile missile” from the Interim Test Range in Chandipur on the Orissa coast, and the counter-launch of an interceptor missile from Wheeler Island just 70 km away. DRDO scientists say that the target missile that was intercepted in the test of February 2012, for example, mimicked a 2,000-km range missile of the type that Pakistan possesses, yet it was actually launched from 70 km away.

Equally important is the fact that the “target” missile is a liquid fuelled slow-moving Prithvi, and as of now the DRDO has not tested its system against its own solid-propelled missiles like Agni I or Agni II. As Sengupta puts it, “Its (the Prithvi’s) slow speed during both the boost phase and the terminal phase “does not in any way mimic the flight profiles of the solid-fuelled Theatre Ballistic Missiles and Intermediate Range Ballistic Missiles with both China and Pakistan.”

With nuclear weapons around, only a shield that will guarantee blocking every single missile is the only one worth having. As of now there is no indication that the DRDO, or any other country, can achieve such a goal. None of the DRDO’s claims have been verified by third parties, say, any of our armed forces. In contrast, China’s January 2010 test was authenticated by the Pentagon whose spokesman said, “We detected two geographically separated missile launch events with an exo-atmospheric collision also being observed by space-based sensors.”

The Indian BMD system is something of a puzzle. It was initially mooted by APJ Abdul Kalam in 1997 and taken up in the 2000s, when key technology relating to tracking, fire control and guidance radars became available from Israel, France and Russia. However, none of the three services ever expressed any requirement for such a system. Their need has been for a system to counter shorter ranged, theatre ballistic missiles and cruise missiles.

Non-proliferation experts are appalled at the lack of any visible political guidance to the BMD. The obvious response of an adversary to a missile shield is to field greater numbers of missiles with nuclear weapons; that seems to be the track Pakistan is following. Kak notes, “For an unstable and fragile state like Pakistan, India’s BMD could indeed be destabilising, as this would substantially reduce the value of Pakistan’s nuclear and missile arsenal, tempting it to increase the same.”

MIT scholar Christopher Clary argues that, “Indian policymakers must be willing to make the calculation that whatever safety comes from missile defences of dubious effectiveness outweighs the risks that come from a Pakistani nuclear arsenal that is larger than it would be without Indian missile defences.”

Of course, there is the other question. In its claims DRDO says that the system will be ready for “two places”, presumably Mumbai and Delhi. But what about Kolkata, Bangalore, Hyderabad, Lucknow and the rest of the country?

The government only has itself to blame for permitting a technology programme with such serious ramifications and not providing it any political guidance.

Sub:– DRDO have no reply – taken shelter from RTI section 24(1) for unaccountability &    delay during Kargil war – More Casualities of Indian Army.

Respected Sir,

Former Army Chief V.P.Malik, who led the army during the 1999 Kargil war, has said casualties in the conflict could have been reduced had the DRDO “not come in the way” of acquiring weapon – locating radars. ‘We had one or two incidents particularly on the weapon locating radar. If the DRDO had not come in the way we would have got them before the Kargil war and that would have definitely reduced our casualties’.

My RTI related to know the DRDO scientist / officer accountable and responsible for the delay which caused more casualties of the Indian Army as per the army chief Malik.. But DRDO have no reply – taken shelter from RTI section 24(1) for unaccountability?

I request you to take necessary action against the accountable officer in DRDO responsible for more casualties of Indian Army.

India flexes some firepower as DRDO rolls out Missile Defence System for Mumbai, Delhi

Delhi and Mumbai, the two most vital metros of India, have been chosen for DRDO’s Ballistic Missile Defence system that can be put in place at short notice.
The detailed proposal is being prepared for final clearance from the Cabinet Committee on Security (CCS).

The strategic planning has already begun to install the BMD system in the two cities and the final proposal will be put before the government after detailed analysis of the entire project, sources told PTI in New Delhi.
The sites for installing radars to track enemy missiles and storing counter-attack projectiles will be determined during the planning stage, they said, adding that these locations must have adequate stealth features and protection against enemy sabotage.
To ensure maximum protection against air-borne threats, DRDO will put a mix of counter-attack missiles which will be able to shoot down enemy missiles both within the earth’s atmosphere (endo-atmospheric) and outside it (exo-atmospheric).
The BMD system will require minimum human intervention due to the complete automation of tracking devices and counter-measures. Human intervention will be required only to abort the mission, the sources said.
After successful implementation in Delhi and Mumbai, the system will be used to cover other major cities in the country, they added.
The shield, developed by Defence Research and Development Organisation, has undergone a series of successful tests. It can destroy an incoming ballistic missile within 2,000 km.

Never possible that Mr. Sarasvat  SA to RM  is unknown from the Tender pulling ways in DRDO by corrupt scientist and sheltered by the seniors put up a big question and if he is not known then it is also a question to the intelligence and vigilance agencies. I put up few cases here sufficient to show the corruption and a high revenue loss to the Govt. of India

1- Ex – Scientists of DRDO getting the Tenders with the pecuniary arrangement with his colleagues Presently working in DRDO. — HERML having practice to hire outside manpower to produce explosive and the companies involved in this business is related to ex- DRDO senior officials. Dr Hardwar Singh, Ex- Director HEMRL & present director M/s Viswaat Chemicals Pvt Ltd since 2006), the sources said that earlier he was sleeping partner (his son Bunty was inducted in the firm as an employee) when he was active Director, HEMRL.  [ For detail Pl. see Annex-I]

2- Single contractor submit tenders in different names and pull the tender on high value — Dr S K Vasudeva ex Director spic (presently Program Director at the age of 66 yrs).Dr S K Vasudeva has a close friend Sh Sudhir Marwaha.Sh Sudhir marwaha has created many namesake companies in the name of his close relatives  and friends. Tenders are filled by these relatives and friends in the name of these namesake companies for all the construction and technical projects in SPIC DRDO.All the projects in this way are awarded to Sh Sudhir Marwaha by CCE R&D( for the last one decade). [ For detail Pl. see Annex-II]

3- Back door support —        Tender   released to another party came through back door with the support of DARE senior members who  took  all product  input, budget, data  sheets and quoted rates accordingly to pull tenders.[ For detail Pl. see Annex – III]

A high revenue loss is expected from this type of the tender pulling techniques developed by corrupt scientists. Scientific Advisor to Raksha Mantri  & Secretary DRDO , Mr. Sarasvat is fully Accountable & Responsible to  Govt. of India revenue loss.

I request you to take suitable action against the corrupt scientist / accountable officer and prevent the tender pulling by the Ex – Scientists of DRDO getting the Tenders with the pecuniary arrangement with their colleagues presently working in DRDO.

Thank you for reading this mail.

I have faith on our system, that’s why I am writing to you even after RTI rejected my request to provide a satisfactory answer.

The purpose of this mail is to “delink our scientists from the external polluted world” and if anyone does it for his own interest he or she must be noticed and get the due reward so that our new generation of scientists will focus on more creative things than doing unwanted jobs”

 

1.This is a requirement for a entirely new technology product called ARINC -818 used for Video data over Fibre Channel”

2. Normally for new technology it’s practice to initially purchase off the shelf product to get familiar with the technology.

3. Based on this requirement we spent almost 8 months time with DARE team to provide demo, data sheets etc etc.

4. finally tender came with our specification ( a product from GRT, USA).

5. since the requirement was very urgent they asked us to delivery in 4 weeks. You can see the same in the tender specification attached for your reference

6.after tender is released another party came through backdoor with the support of DARE senior members took all our product input, budget, data sheets and quoted

7. Due to his link he has managed to grab the order with 16 weeks as delivery time as a development project ( if it has to be a development project there are many companies to quote for the same, but since it was 4 weeks delivery no one quoted as it understood to be a off the shelf product.

9. the tender opening was delayed to make this party do some development job.

10. However it was not delivered ( as expected) even after 16 weeks.

11. in the mean time we asked the details of what this party is going to supply ( only technical info) in 16 weeks and i was replied in negative by RTI reply.

12. we even got calls to withdraw the complain which was actually not a complaint but an information. I have attached the RTI letter for your reference.

13. I request you to take this investigation forward as Mr. Arun kumar is not very responsive and showing negative interest on such matters.

14. It seems if no one ask them they will take their sweet time to deliver something which of course will be acceptable to DARE team as the TOP Senior people have the blessings. However it is not the way we look forward our scientist to get involved in favouritism to this extent and which will not take us forward.

 

We look forward for a quick and satisfactory investigation to this matter which will have a positive impact.
