ADE. DRDO purchased 4(Four) Toyota Innova in the name of Remote Video Terminal Vehicle (RVT) and practically using those vehicle as Staff cars. Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of Conference on Microscopy in Materials Science and Biomimetic Technology Feb 26-28 , 2015 at DMSRDE, Kanpur. It is observed that DRDO Hqrs is funded various lab to organised conferences and seminars for encourage and update the scientists of DRDO on relevant subjects. But unfortunately this good scheme was now using to get kickbacks from vendors and suppliers in the name of souvenirs, sponsor lunch, Diner etc. These so call seminar or conference organiser societies are mostly headed by DRDO lab directors. Secondly these activities are organised in DRDO labs premises and it is always golden time for antinational elements to explore the DRDO labs and its activities easily. There is no practice to screening the visitor of conference or seminar, the complete machinery whole heartedly involve with delegates instant registration and minting money as per Directors desire. No mechanism to check private parties delegate papers. It is also observed in various cases that for every conference or seminar director deputed his faithful person to open an account and authorised to use funds which they received from DRDO and as well as from vendors and sponsors.
The total fund sanctioned by DRDO HQ to DMSRDE, Kanpur for organising the on ADVANCED POLYMERS, FIBERS AND FABRICS (APF – 2011) December 26-28, 2011.

Pranay Upadhyay, CNN-IBN Feb 06, 2015 at 12:35pm IST New Delhi:A day after the project director of nuclear-capable Agni 5 missile programme at DRDO RK Gupta was removed, a letter has surfaced in which he has claimed that he was targeted by former DRDO chief Avinash Chander.
“I feel dishonoured the way I was treated. I smell malicious intention. My whole family is undergoing mental agony. In case of any untoward incident or accident, I fix responsibility on Dr Avinash Chander and Dr VG Sekaran,” Gupta writes in his letter.
Gupta was removed as director of Agni V programme a day after a successful test. While DRDO sources termed the transfer as “routine”, the officer alleged that he was singled out by two senior officials within the organisation including former chief Avinash Chander, who demitted his office on January 31.

Gupta has complained to the Defence Ministry that he received the letter, dated January 9, only on February 2 when he reached his office after the successful launch.
“With all humility and respect, I wish to bring to your notice that on February 2, I was relinquished from the post of project director Agni-V. I am shocked that such bad treatment is meted out to such a senior scientist with an excellent track record throughout service tenure,” he said in his letter to Defence Secretary RK Mathur, who is also holding the additional charge of DRDO.
Incidentally, Gupta’s name had come up in connection with the sudden termination of Chander’s contract by the government, 15 months ahead of his tenure.
It was then rumoured that one of the reasons for Chander’s removal was three complaints filed by individuals including by Gupta who has denied any such move.

सुमन सेमवाल, देहरादून रक्षा अनुसंधान के सर्वोच्च डिफेंस रिसर्च एंड डेवलपमेंट आर्गेनाइजेशन (डीआरडीओ) की प्रयोगशाला डिफेंस इलेक्ट्रानिक्स एप्लीकेशंस लैबोरेटरी (डील) में संदिग्ध परिस्थिति में अग्निकांड जैसी गंभीर घटना होना और उसकी जांच में सिर्फ खानापूर्ति करना कई सवाल खड़े करता है। रविवार चार जनवरी को घटना होने के बाद अब तक नियमानुसार पुलिस को भी सूचना नहीं दी गई है। वहीं, घटना के आठवें दिन जांच कमेटी ने अपनी रिपोर्ट सौंपी, तो उसमें विस्तृत अध्ययन की जगह महज लीपापोती दिख रही है। यहां तक कि नुकसान भी महज 2.20 करोड़ रुपये के करीब आंका गया है, जबकि अग्निकांड की भेंट चढ़े प्रयोगशाला के इलेक्ट्रोमैग्नेटिक इंटरफेयरेंस इलेक्ट्रोमैग्नेटिक कंपेटिब्लिटी (ईएमआइईएमसी) चैंबर में लगभग एक करोड़ रुपये की लागत से हाल ही में जर्मनी से मंगाया गया ईएमआइ टेस्ट रिसीवर भी था।
गुरुवार को जांच कमेटी की तरफ से डील निदेशक को सौंपी जांच रिपोर्ट में आग की पड़ताल महज साक्ष्यों के आधार पर की गई है। जबकि आग जैसी घटनाओं की फोरेंसिक जांच के लिए डीआरडीओ के पास दिल्ली में सेंटर फॉर फायर, एक्सप्लोसिव एंड एन्वायरमेंट सेफ्टी (सिफीस) जैसी संस्था मौजूद है। कुछ समय पहले जब डीआरडीओ की ही लैफ्टिक लैब में ‘कॉयल लेजर’ प्रोजेक्ट में आग लगी थी तो सिफीस के अधिकारी को जांच में शामिल किया गया था। डील में अग्निकांड की जांच के दौरान ईएमआइईएमसी चैंबर के तकनीकी अधिकारी ने सिफीस के अधिकारी को भी जांच में शामिल करने का सुझाव दिया था, मगर इसे दरकिनार कर दिया गया। यही नहीं चैंबर में ऑप्टो इलेक्ट्रानिक्स फैक्ट्री (ओएलएफ) के टी-90 टैंक की फायर कंट्रोल यूनिट को भी टेस्टिंग के लिए लाया गया था। यह अभी विकास की स्टेज में था, जिस पर बड़ी धनराशि व श्रम व्यय हुआ था। इसके साथ ही चैंबर में दर्जनों महंगे उपकरण आग की भेंट चढ़ गए। बावजूद इसके जांच को बेहद हल्के में लिया गया।

रविवार को हुई घटना से पहले जब कार्यालय शुक्रवार शाम को बंद हुआ, उस समय एक चतुर्थ श्रेणी कर्मचारी कार्यालय से कोसों दूर था, लेकिन आश्चर्यजनक यह कि उसे कार्यालय में उपस्थित दिखाया गया है और उससे इस संदर्भ में हस्ताक्षर लिए गए हैं कि उसकी मौजूदगी में संबंधित कक्षों को बंद कर दिया गया था।
फिलहाल जांच कमेटी की रिपोर्ट में सत्य माना जा रहा है। रिपोर्ट को डीआरडीओ के महानिदेशक को भेजा जा रहा है। जहां से उसे रक्षा मंत्रलय को भेजा जाएगा। यदि रक्षा मंत्रलय चाहेगा तो दोबारा जांच कराई जा सकती है। यह सच है कि अभी घटना की पुलिस रिपोर्ट नहीं की गई।’ आरसी अग्रवाल, निदेशक, डील
Chennai: Police arrest RTI applicant for refusing to stand at hearing

CHENNAI: Tamil Nadu State Information Commission (TNSIC), in an unprecedented assault on the spirit of the Right to Information Act, under whose provisions the commission is set up, called in the city police to arrest an applicant for refusing to remain standing up and asking to be allowed to sit down in front of a two-member bench hearing an appeal by the applicant at the commission’s headquarters in Teynampet here on Wednesday.
There is no rule that an RTI applicant should remain standing during an appeal, but when NGO Satta Panchayat Iyakkam (Legal Panchayat Movement) president Siva Elango asked for a chair during the hearing of a second appeal after TNSIC rejected his RTI application and first appeal, chief information commissioner K S Sripathi and commissioner S F Akbar refused to accede to the request.
When the SPI president took a chair, the commissioners informed the Teynampet police and lodged a formal complaint. Police picked up Elango from the TNSIC headquarters and booked him under IPC Sections 353 (preventing a government servant from discharging his duty), 294 (b) (obscenity) and 506 (1) (criminal intimidation).
Police presented Elango in a magistrate’s court, which remanded him in judicial custody for 15 days. Elango is currently in Puzhal Central Prison here.
RTI activists seeking to expose corruption have been at the receiving end of threats and attacks by politicians and bureaucrats, and some of them have even been murdered for their efforts, but this is the first time that a state information commission has gone out of its way to stymie an appeal for information and intimidate an applicant, activists in the city said.
Elango, who has filed several RTI applications and represented various applicants, said TNSIC members and staff have routinely sought to derail his petitions for information and harass him. “On Wednesday commission staff even deflated the tyres of my motorcycle,” he said.
Wednesday’s hearing of Elango’s second appeal was on an RTI application he filed on February 22, seeking details of advertisements issued by the state government from 1991 to 2014. “I approached TNSIC after the government failed to reply to my application,” he said. “Instead of penalising the PIO concerned for not providing the information on time, the commissioners have been misbehaving with me during the proceedings.”
Chief information commissioner Sripathi was unavailable for comment, but commissioner Akbar said TNSIC had given Elango “sufficient opportunities” to obtain the information he requested. “He did not follow some procedures,” he said. Asked what specific procedures he was referring to, Akbar said, “I cannot divulge everything that happened during the hearing.”
SPI general secretary Senthil Arumugam said information commissioners in the state continue to be lax even after applicants protested against them. “They should treat applicants with some dignity. Unfortunately, they safeguard errant PIOs instead,” Arumugam said.
Enraged by Elango’s arrest, RTI activists said they will organise a sit-in protest at the TNSIC headquarters on Friday. Lok Satta Party (TN) spokesperson N Narayanan issued a statement condemning the TNSIC after Elango’s arrest.
Activists have been urging the commission to webcast proceedings on its site and allow applicants to record proceedings. In July 2014, SPI released a video that captured commission member P Thamilselvan abusing an applicant during the hearing of an appeal.
TOI recently reported that the number of RTI appeals disposed of by TNSIC plunged by more than 50% in 2014 from the previous year. Statistics from the commission’s website (Tamil Nadu Information Commission) show the number of appeals the commission attended to dropped from 19,889 in 2013 to 8,121 till November 2014. The commission receives an average of 60,000 RTI applications a year.

Chennai: In a bizarre case, an RTI activist has been jailed for refusing to stand at a hearing. The RTI activist had asked for a chair so that he could sit in front of a 2-member bench hearing an appeal at the headquarters in Chennai.
The victim, NGO Satta Panchayat Iyakkam President Siva Elango, asked for a chair during the hearing of a second appeal after Tamil Nadu State Information Commission rejected his RTI application. When the RTI activist took the chair, they lodged a complaint with the Teynampet Police.

Provide the copy of approval of Ministry of Defence for create head of corporate social responsibility (CSR) in DRDO.

DRDO officials are found to visit hill area, earlier ITM, Mussoorie is very popular for all senior top DRDO officials especially in summer. The ITM Mussoorie conduct lot of courses in various topics/ subjects but passage of time it can be verified that the officials visiting Mussoorie is related with topic or not.
