It seems that your good office is helpless and not able to manage the DRDO administration, throughout the DRDO establishments in chaos.

Your administration threatened scientist that if you file RTI then you will be transferred to Tezpur, It is common modus of DRDO management.

Labs bosses are allowing supplier to work without supply order matter will settle later on (LRSAM Rs 3 crores case)

One is writing that incentive for higher qualification was distributed after verification, and same time other one writing that without verifications you are sending cases for incentive grant. One is writing these persons having no recognized diploma/ degrees, other one honouring same persons with awards. Harassments of schedule cast community recent cases in DEAL and DRDE.

God will help you; this is the situation when you are working in regular capacity, what will happen after 30th November when you will work in contractual capacity.

In continuation to my complaint against Dr. A.K. Saxena, Director, DMSRDE regarding Misuse of Staff Car, a new case came in light in connection with same programme that held on 23 March 2014 in which Dr. A.K. Saxena, Director, DMSRDE Kanpur and his family was chief guest.

Mr. Hirendra Pratap Singh, SAA is presently posted in Rajbhasha Division, DMSRDE and few months back he was transferred from Material Management Division (MMG) to Rajbhasha Division.

Mr. Hirendra Pratap Singh desired his posting in Finance Division. In order to please Dr. Saxena, he planned a programme with Dr. Saxena & his family as Chief Guest on 23 March 2014.

Mr. Hirendra Pratap Singh, SAA is Manager (Prabandhak) of “VIDYA VIKAS SAMITI NYAS” SARWANGPUR, KANPUR NAGAR. He asked money/fund from all employees of DMSRDE during 20-22 March 2014 for the said “NISHULKA CHIKITSA PARAMARS KENDRA”.

Keeping in view of security of the employees the names & receipt no. has been concealed.

Rs. 51/- to Rs. 501/- were collected from officers & employees on the name of Dr. Saxena by telling that Dr. AK Saxena & his family is chief guest of this function. As this is APAR season so people contributed due to fear of Dr. Saxena, Director.

To ask for or accept contributions to or otherwise associate himself in the raising of any funds other collections in cash or in kind in pursuance of any object whatsoever- Rule 12 of CCS (Conducts) Rule 1964 is an activity requiring prior permission/sanction. (See Swamy’s Handbook – Conduct Rules)

Under the provisions of Rule 12 of CCS (Conducts) Rules 1964 – Subscriptions – No Government servant shall, except with the previous sanction of the Government or of the prescribed authority, ask for or accept contributions to, or otherwise associate himself with the raising of, any funds or other collections in cash or in kind in pursuance of any object whatsoever.

Thereby, Mr. Hirendra Pratap Singh, SAA grossly violated Rule 12 of CCS (Conducts) Rules 1964 with consent of Dr. AK Saxena, Director.

It can be imagined the situation of the Defence Establishment where one employee is collecting funds to please the Director of the Establishment.

Kindly take disciplinary action against Mr. Hirendra Pratap Singh, SAA and appropriate inquiry on illegal paisa vasooli.

Sh G Jupiter helped Intelligence Bureau (IB) to nab the espionage activity of DRDO.

The officer had a meeting with Ms Rosy Sharma then Deputy Secretary, D (R&D) Ministry of Defence on 20th and 21st June 2001.

Sh G Jupiter helped the Government of India to exposed and fixed mafia and spy agent operating in DRDO.

Intelligence Bureau (IB) officer Sh K T Moses has awarded Indian Police Medal for exposing this case, however, Sh G Jupiter was victimized by DRDO for the same act to the extent that he had to approached Honorable Court (CAT) for justice but mighty DRDO did not honor the Honorable Court (CAT) judgment till date and happy to harass a genuine honest patriot.

To maintain the honesty and commitment to the nation, it is requested that this case may please be treated with open heart and the officer should be given justice and his dues the nation woes.

    HYDERABAD, May 4: Defence Research Development Organisation (DRDO) scientist Srinivasulu, who was nabbed by Intelligence Bureau (IB) officials and city police here on Thursday night, was found to be working as a faculty member in the Tripoli University in Libya.

    IB officials, acting on a tip off, sought the assistance of city police, who arrested the B-grade defence scientist at the Rajiv Gandhi International airport when he was about to board the Dubai-bound Air-India flight.

    According to sources, Srinivasulu neither submitted his resignation nor obtained permission from the DRDO authorities for working in Libya. He obtained a passport without the knowledge of DRDO which is statutory. He left for Libya an year-and-half back and joined as a faculty member in the university at Tripoli.

    During interrogation, Srinivasulu reportedly confessed before IB officials that he was taking some secret documents with him and one of his colleagues at Tripoli university, Kumar, was also involved in the spying.

    Sources added that Srinivasulu has planned to go to Sharjah by the Dubai-bound Indian Airlines flight and then to Malta Islands in Africa by air. From there he was to catch a ship for Tripoli.

The news was published in Times of India “DRDO to recruit 500 more scientists this year” – Vishwas Kothari, TNN Jan 8, 2014,

Directorate of HRD, DRDO vide their letter no DHRD/77001/C/M/010 dated 22 August 2012 conveyed to all Lab Directors/Establishment that the Government for Sanction of additional scientist posts to meet only the immediate and unavoidable critical requirements against the ongoing projects/progarammes as per the advice of Ministry of Finance.

The Lab Directors are therefore to submit scientists’ requirement as per enclosed   “Appendix ‘A’ “

How the government has been fooled and the poor tax payers money is being misused can be observed by “Appendix ‘A’ “, deployment of scientists (DRDS personals)

The Performa “Appendix ‘A’ stats the scientists requirement as under:-

All these above activity is earlier in DRDO doing by admin allied cadres which were duly approved and sanctioned by Government of India, and come through UPSC recruitment system, but unfortunately in the last week of December 2010 DRDO director’s conclave some directors raised voice against the admin allied officials quoting that  they are creating hurdles by pin pointing the Government orders. The DRDO directors want to run their own rules and they very much sure that the big boundary walls of their territory can stop their all illegal acts in the name of secrecy.  So it was decided in year 2010 itself that they will remove admin allied cadre phase wise.

If you examine the current scenario of each DRDO lab will find everywhere 30 – 40 % scientists are engaged in above mentioned assignment.

The best part of this these scientists who are engaged in admin allied task are enjoying all special perks and allowances which are given specially to scientists in VI pay commissions and also  getting fast promotions in respect of those scientists who are devotedly working in projects/ programs. It is because of their proximity with top management of DRDO.

Due to this incompetency is growing very fast in DRDO. This has resulted into large number of litigation due to incompetent scientists handling the administration and HR activities.

The current ongoing example the grade pay 4800 was inducted without taking proper sanction from Min of Finance and hundreds of effected employees filed case in CAT.

There lot of complaints registered by CVC/CVO MoD in respect of recruitment procedures  were manipulated several times by these incompetent scientists who were looking HRD/Administrations and resulted Sh A K Anthony, Defence Minister recommended a CBI inquiry against 10 top DRDO officials on 29th October 2013.

Major setback is that by implementing this practice of using scientist for sundry task the real scientist losing their interest in work and most of the time either leave the organization or sit idle.

So all these fabricated demand of DRDO may please be thoroughly examined with their time bound impact.

Finance Ministry requested to send their rep to meet admin/ allied officials of DRDO before sanctioning the post of scientist.

Finance Ministry must examine the DO part orders of all respective 52 Labs of DRDO, which will be best way to verification of utilization of scientific / technical manpower of DRDO.

DRDO to recruit 500 more scientists this year

PUNE: The Defence Research and Development Organisation (DRDO) plans to recruit 500 additional scientists this year to meet its workforce requirement across different levels and projects.

“Our present recruitment is focused on filling vacancies that arise from retirements and resignations. However, considering the kind of projects we have been working on, we have moved a proposal with the Union government for an additional recruitment of 500 scientists,” DRDO’s human resources (HR) chief Malakondaiah said on Tuesday. “The government had asked us to file the proposal projecting our need,” he added.

The collective cost of DRDO’s ongoing projects, including Aakash missile, light combat aircraft ‘Tejas’ and Brahmos missile, is worth Rs 1.6 lakh crore. The organisation has close to 7,500 scientists as part of its existing force, he said.

Malakondaiah, who is chief controller of research and development (HR), was in the city to address the valedictory function of the 71-member ‘batch-18’ of the Post Induction Training School (POINTS) at the Defence Institute of Advanced Technology (DIAT), a deemed university under the DRDO in Girinagar here.

Started in March 2003, POINTS is an initiative to impart integrated training to newly inducted scientists in the beginning of their career in DRDO laboratories and projects. So far, the school has trained 3,394 scientists from 17 batches and the 18th batch was the first of its kind, comprising graduates and postgraduates only from the Indian Institutes of Technology, Indian Institute of Science and DIAT.

Malakondaiah said, “Unlike conventional industries like information technology, DRDO is facing an almost negligible rate of attrition vis-a-vis resignations, which contributes barely one per cent of the arising vacancies. This is due to the fact that the Sixth Pay Commission has vastly reduced the gap in the pay scales offered by DRDO and private corporate bodies. This has also helped the organisation to attract and retain young scientific talent emerging from the IITs and IISc.” The additional recruitments will go a long way in resolving some of the issues related to the shortfall of workforce in projects across DRDO, he added.

Meanwhile, POINTS programme director Ajay Misra gave an overview about the training activities at the valedictory session, while DIAT vice-chancellor Prahlada addressed the young scientists. Deputy director D Srikanth was also present.

According to DoPT guidelines issued time to time, DRDO officials can avail LTC80 scheme for self and their wards.

Taking the privilege some of the scientists / officials have found out the method to temper normal e-tickets of Air India to LTC80 tickets.

This way the government is paying more and Air India is getting less, the balance amount goes to the pocket of individuals.

Sh G S Malik, Director, DTRL, DRDO received written complaints on 31st December 2013 and 1st January 2014 of this racket which was run by a scientist of DRTL, DRDO, Ministry of Defence.

An inquiry committee was setup and the finding reveals that LTC claim was settled with doctored / tempered Air India E- tickets.

Sh G S Malik, Director, DTRL, DRDO reported immediately  this matter to Director Vigilance, DRDO Hqrs vide letter No DTRL/Dir/Vig_LTC/2014 dated 3rd January 2014 along with evidences. Copy enclosed for ready reference.

The interesting facts is that top DRDO official a CC R&D instructed to Director, Vigilance & Security to rafa/dafa/ buried this case.

DRDO lab loosed their credentials, the morals, the values, ethics and highly place officials of DRDO has gone down to such an extent that the youngsters of DRDO are at the loss.

Honourable Defence Minister has taken strong action against some top officials, who played with constitutional authorities based on the recommendation of CVC & CVO, MoD.

This LTC scam is not only pertain to DRTL but if examined thoroughly more than 100 cases from  will found from Delhi based DRDO Labs.

For your ready reference the sample e- ticket which was booked by one Sc’D’, DTRL using his credit card for Sh Sanjeev Kumar, Sc ‘D’, LASTEC, DRDO. It clearly indicates that scam is not limited to DTRL.

It is requested that the competent authority may please be directed for through investigation in DTRL, LASTEC, DIPAS, INMAS, CEPTAM, SAG, ISSA, SSPL, DIPR, CFEES etc. and CC R&D should not be allowed to jeopardize the investigation.

Recent News on LTC scam in various News papers.

The CBI filed an FIR against him. Nine MPs have been accused of inflating travel bills to claim expenses they never paid.

CBI is still probing if officials of Shipping Corporation of India, Air India and Ordinance Factory Board (OFB), Jabalpur committed fraud. The agency had registered a preliminary enquiry into the matter in August.

CBI has alleged that senior and mid-level officers in government organisations colluded with private tour operators to take personal trips with families to far-off destinations and then claim the amount spent as official visits.

DRDO makes own rules on pay scales

HYDERABAD: Sixteen months after it was pulled up for sanctioning projects without the approval of the government, the Hyderabad-based Defence Research and Development Organisation (DRDO) has done it again. This time, the premier defence research establishment has amended the pay scales of its employees on its own in violation of the rules and without the approval of the Union finance ministry.

Documents in possession of TOI show that DRDO amended or upgraded the Grade Pay of Technical Officer ‘A’ from Rs 4,600 to Rs 4,800. The defence organization effected the hike in 2009 with retrospective effect from 2006 and it came to the knowledge of the Union finance ministry in April 2012 through a query raised under the Right To Information (RTI) Act. A furious finance ministry then held that the order was ‘irregular’ and sought a strong-worded explanation from DRDO. The defence organization was also directed to withdraw the higher pay scale already granted to its Technical Officers.

But what followed was hilarious! In response to the reprimand from the Centre, DRDO reportedly sought retrospective permission for amending the Grade Pay scales. At this, an even furious finance ministry turned down the request in a strongly worded letter saying that the “arrangement was irregular, contrary to the accepted recommendations of the 6th Central Pay Commission (CPC) and in violation of allocation and transaction of business rules since it had been undertaken suo motu without reference, much less concurrence.”

The finance ministry also rubbished the claims of DRDO that this was done to maintain ‘relative hierarchy of Senior Technical Assistants (STA ‘C’) vis-a-vis Technical Officers ‘A’. DRDO was reminded that 6th CPC’s recommendations were aimed at de-layering the government and that ensuring the same ‘relative hierarchies’ as existed before the CPC awards defied the very purpose of rationalisation/standardization of pay scales attempted by successive Pay Commissions. At the end, DRDO was once again asked to withdraw the orders.

And now, DRDO in an attempt to cover up its administrative blunder, has distressed its more than 1,100 such technical officers across its 52 laboratories of which almost 124 promotees have already retired. In December 2013, DRDO not only downgraded these officers of DRDO Research and Technical Cadre, but also asked these officials to appear for special review and assessment and interview schedule in addition to the recovery of money so paid to them.

Meanwhile, the aggrieved officials maintain that it took them five years residential period and rigorous assessment tests to earn technical officers promotions from Rs 4,600 to Rs 4,800 grade. The DRTC Officers Association has reportedly urged defence minister A K Antony to bring the erring officers to book. These officials have been asked to return money to the tune of Rs 1,000 to Rs 5,000 earned monthly all these years as a result of this increased grade pay.

This was the second instance that DRDO has been found indulging in arbitrary functioning. About 16 months ago, a clandestine audit conducted by the Comptroller General of Defence Audit (CGDA) on the instructions of defence minister Antony, found major anomalies in DRDO’s arbitrary functioning. The defence organization was found guilty of sanctioning projects without government approval etc.

When asked about the developments, DRDO director general Avinash Chander said “while following the orders, the defence organization is trying to find a solution to the problem and issues raised by the technical officers issue.” Dr G Malakondaiah, chief controller, R&D (HR) at DRDO, while refusing to comment upon the orders in the past, said attempts are on to find a way out of the situation stemming out of the technical officers’ pay scale issue.

I congratulate all the honest and innocent workforce of DRDO, who did noticed the misadventures of DRDO Hqrs & Directors of lab and informed the Honorable Defence Minister/ Honorable President of India through registered complaints. These corrupt officials used to write their own constitutions such that they can misinterpret the government laid down rules and misappropriate the government funds for their own benefits, under the shadow of secrecy and OSA 1923, and they swallowed their ugly acts.

God gave me courage to fight against the corrupt officials of DRDO. I have begun this journey just after “KARGIL WAR”. DRDO did consumed thousand & thousand crores, did not delivered any significant product which can utilize in “KARGIL WAR” and then General Malik uttered “casualties in the conflict could have been reduced had the Defence Research & Development Organisation (DRDO) “not come in the way”

“It has taken fifteen years to convince the government of India about involvement of DRDO officials/ Directors in neck deep corruption.”

On 28th October 2013 Defence Secretary Sh R K Mathur put up note to Defence Minister with proof of involvement in recruitment of scientists unfairly with manipulation and hiding facts while investigation, trying to close three times the investigation with wrong feedbacks by following top DRDO officials.

 A very strong recommendation from Honorable Defence Minister highlights the incompetence of existing Recruitment & Assessment Centre ( RAC). Honorable Defence Minister recommended the replacement of RAc by suitable recruitment agency like UPSC from financial year 2014-15.

CBI inquiry is big blow for DRDO having lakhs crores  infrastructure, having more than 30000 strong scientific / technical work forces, having 52 labs across the country.

Some of the above top ex DRDO officials’ calls on to Honorable Defence Minister to convince their innocence during last to last week and expressed that CBI inquiry may stop further research work in DRDO. Honorable Defence Minister very well knew that in the last 30-40 years of their scientific carrier what are their ground contribution because DRDO measurably failed to deliver any significant product in our last “KARGIL WAR”. They forgot that before them or after them whatever DRDO achieved or achieving that is because of honest people work force not by their corrupt / nepotism /incompetent group.

DRDO directors demonstrated their incompetency several times but they manage major share in defence budget every year. They do not deserve single penny until unless they are able to develop an import substitute.

With fake degree’s the manpower were selected as charge-man/ technical assistant and become scientist’H’ outstanding scientist, distinguished scientists by purchasing degree from private institutions, deemed universities and also manipulating by DIAT itself, crores of crores rupees were distributed by DRDO every years in the name of scientific development but now by CGDA audit also revealed that this money is routing through private institutes and deemed universities. It also confirmed facts that if any one check DRDO’s M Tech/PhD’s/ honorable degrees then will found that the money connection and degrees allotments like reveri’s by private universities and deemed universities etc. And unfortunately this mechanism also starts following in government intuitions in the name of resource development.

The incompetence of DRDO directors have been observed and felt by services Hqrs. Since inception of DRDO till 1990, DRDO used to work very closely on General staff requirement and Generals were closely monitoring day to day developments of DRDO. But when DRDO started “working on major programs” without prior knowledge of basic science &technology gave assured commitment for product development which never saw the light of the day.

The time has come for sincere and honest efforts by scientific community for an end result/ product development.

Honorable Defence Minister is requested to thoroughly investigate the DRDO procurement policy which has made the scientist a mere suppliers. Every director of 52 Labs has fake companies or associations with suppliers. Investigation will reveal that incompetent suppliers who are in touch with DRDO director beside his knowledge base, if he is rice exporter/ simple computer peripheral sellers /simple traders, he can sell any high-tech missile parts/ high tech laser components / high end software’s or anything which required by DRDO scientists in national interest or strategic applications. Dilemma these high tech information is shared by these incompetent suppliers with their families in kitchen and dining table. This is only for money matter nothing else no national interest, no values, no moral. In last 10 years honorable defence minister and national security adviser also received n numbers of anonymous letter but having truth and IB also gave confirmation reports.

Sir, how can you imagine wonders from this mind set the lab directors of DRDO ?  Absolute power, Absolute corruption.

Government of India, Ministry of Defence should reconsider the appointment of Scientific Adviser to RM as it was done through search committee before 1984. A person with a moral values /strong scientific knowledge base known across the globe/ technical leadership/ technology contributions like  Dr. Daulat Singh Kothari,  Prof. Suri Bhagavantham, Dr. Basanti Dulal Nagchaudhur I, Dr. Raja Rammana, etc.

The selection of Scientific Adviser in house the incompetent manpower has damaged the scientific temperament. The current environment / work culture there are no special or outside observation encouragement for innovation, creativity, scientific achievements, etc, only incompetent/ yes man/ are encouraged. Today in DRDO no transparency in recruitments / promotions /procurements is observed, every lab facing nepotism/ yes man culture.

Sir, I want to congratulate you for taking such strong decision and giving signal to all corrupt official of DRDO, in spite of big lobbyist ex – DG, SA to RM who have good connection in PMO.

The decision is timely, well awaited Lokpal has passed honorably from both the houses and Lokpal recommends appropriate punishment for corrupt officials, “They will get their due”

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect to 51 scientist ‘B’ recently recruited through campus selection from various institutions.

1. Please provide the list of Institutes where these campus selections were conducted.

2. Name of DRDO officials who were in the committee of above campus selections.

3. Provide the names from the list of 51 scientists ‘B’ recently recruited whose father/mother is working in DRDO and their post in the organization.

4. Provide the names from the list of 51 scientists ‘B’ recently recruited who are having immediate relatives working in DRDO, name of relative, the relation with newly recruited scientist and their post in the organization. If it is not available then please collect the same from the individual.

Kindly refer to following decisions of Central Information Commission and verdict given in these decisions.
File No. CIC/LS/A/2012/002612 dated 22.3.2013 (Dr. Neelam Bhalla vs. DRDO) Verdict – It is, no doubt, true that DRDO is an exempted organisation yet it has been the consistent view of this Commission that the benefit of exemption extends only to functional / operational matters and not to establishment related routine matters. The legality of this view has not been challenged in the relevant judicial forum so far.

ANTONY RECOMMENDS CBI PROBE INTO DRDO RECRUITMENT SCAM

Defence Minister AK Antony has recommended a CBI probe into an alleged recruitment scam in Defence Research and Development Organisation (DRDO) where some senior officers — including two of its former chiefs — violated rules while giving jobs to their kin in violation of rules. The CBI probe was recommended after the Central Vigilance Commission (CVC) favoured action against officials.

The Defence Minister recommended the CBI probe into the recruitment scam after the vigilance wing of the Ministry carried out a probe for more than a year after the allegations surfaced, officials said here on Sunday. The DRDO officials under the scanner included two former chiefs and a former Chief Controller of the organisation.

Recently, a Director-rank officer of the DRDO was probed for his alleged role in an appointment made against the laid down procedures and was suspended hours before his retirement from service in May. The official, a senior scientist, was suspended by the department as an inquiry was pending against him in a recruitment-related case where he allegedly recruited his own daughter in the organisation.

The matter had come to light after the CVC recommended action against two DRDO officials for their alleged role in the case. The suspended official was allegedly involved in promotion and selection of scientists in the organisation.
