Regarding 25 questions asked by government for improving DRDO.

SUBJECT:   Regarding 25 questions asked by government for improving DRDO.

Sir,

Government is putting his whole heartedly efforts to improve the DRDO in the interest of defence preparedness and properly utilization of govt. fund as well as the turning DRDO in delivering mode. Government floated 25 questions to understand the DRDO problems that why after spending so huge amount not able to deliver single 100% indigenous system.

Unfortunately, government is seeking answer from those who are the responsible for gutted DRDO in this stage. How can they accept their incompetency, they are not so generous because they were not even take seriously KARGIL WAR failures. The Gen Malik openly told the country    “We had one or two incidents particularly on the weapon-locating radar. If the DRDO had not come in the way we would have got them before the Kargil war and that would have definitely reduced our casualties,” he told Karan Thapar on Devil’s Advocate programme on CNN-IBN.

One question out of 25 questiosn is – What DRDO is doing to make quality scientific manpower pool larger than what is available, to make it much more competent and qualitative, and what kind of facilities and infrastructure DRDO provide to scientific community including their pay, facilities and other things? – Action CC R&D (HR)

I don’t know what DRDO submitted against this question but yesterday I have received a good real analytical input from one of DRDO establishment ACEM, Nashik. Which can an eye opener for Ministry of Defence to see the real cause of DRDO failure?

Although the received letter is not having sign but as per sources all information are true and it can be verified by not from GM but from each and every officials/ employees of ACEM.

It is requested that listen the voice of young scientists although they are serving for their livelihood but same time want to contribute to nation with their full knowledge and ability but unfortunately DRDO management is rotten that the young scientists simply wasting their energy and time.

With hope our great IITan Shri Parrikar ji will this issue with honest and eligible scientists and use the scientific potential in right direction.

Parliament Question No 789 Regarding DRDO Projects

Dear friends please go through the parliament question 789 asked by Hon  Shri  Nishikant Dubey and others regarding DRDO projects. Our Hon Defence Minister Shri Manohar Parrikar answered the question as a same way like Ex defence Minister Sh A K Anthony because both only read the paper supplied by Dr. J.P. Singh, Scientist ‘G’ Director of Parliamentary Affairs. As a matter of fact Dr. J.P. Sigh is highly qualified scientist of DRDO with M.Sc. (Physics), MLISC and Ph.D. but since several years he is posted at DRDO HQ and looking after Parliamentary Affairs in DRDO. Dr. J.P. Singh was promoted as Scientist ‘G’ wef 01 July 2012 and having seniority no. 346 among all Scientist ‘G’ of DRDO as seniority roll as on November 2013,  still by superseding all his seniors he was appointed as Director, Dte of Parliamentary Affairs , DRDO HQ with blessings of his God Father.

You all be happy to see the answer same old story repeating since last 15 years friends we have great hope from Shri Manohar Parrikar because he is IIT’ans but without investigating the answer supplied by Dr. J.P. Sigh he state read same way like Sh A K Anthony.

It is requested that to our Defence Minister please see the answers earlier given by Sh A K Anthony on same matter. Also request don’t believe the reply given by Dr. J.P. Sigh some time he also not know the real facts, he only does galvanizing the inputs. We want to see the difference between technical qualified politician with other one. It will the great loss for our country if DRDO incompetent scientists are able to bluff the technical sound person like Parrikar ji.

Will the Minister of  DEFENCE    be pleased to state:-

(a) whether several projects of the Defence Research and Development Organisation (DRDO) are lagging behind schedule and if so, the details thereof and the reasons for delay in completion of these projects, project-wise;

(b) the details of funds required, budget allocated, released and utilized by the DRDO for the purpose during each of the last three years and the current year, project-wise;

(c) the steps taken / being taken by the Government for completion of such projects;

(d) whether DRDO proposes to open Centre of Excellence in the country and if so, the details thereof; and

(e) whether the Government proposes to change the policy relating to the appointment of scientists in DRDO to meet the shortage if so, the details thereof?

ANSWER

(a) & (b): Project-wise details regarding original and revised date of completion, sanctioned cost, expenditure made during last three years and current year along with reasons for delay in completion of major ongoing projects of DRDO is attached at Annexure `A`.

(c): The following corrective/remedial measures have been taken/being taken to complete ongoing projects in-time.

# Consortium approach is being used for design, development and fabrication of critical components

# Three-tier project monitoring approach has been instituted in the major projects.

# Project Monitoring Review Committee (PMRC) and Project Appraisal and Review Committee (PARC) meetings are held regularly to monitor the progress of ongoing projects.

# Concurrent engineering approach has been adopted in technology intensive projects to minimize time-lag between development and productionisation of the systems.

# Information Technology and modern management techniques are being applied.

# Encouraging joint funding by users to ensure their commitment towards earliest completion.

# Promoting synergy and better co-ordination among User Services, DRDO and production agencies through cluster meetings.

(d) Yes, Madam. DRDO has already established seven Centers of Excellence in various disciplines and taken initiative to establish the following four more Centers in the areas of interest to defence.

# Bi-nodal Center of Propulsion Technologies (CoPT) at IIT, Bombay.

# Jagdish Chandra Bose Center for Advanced Technology (JCBCAT) at  Jadavpur University, Kolkata.

# Joint Advanced Technology Center  (JATC) at IIT, Delhi.

# Center for Advanced Materials &  Electromagnetics (CAMEL) at IIT,  Jodhpur.

(e) No, Madam. The present policy relating to appointment of scientists in DRDO is functioning effectively. However, there is shortage of scientists in DRDO as there has been no increase of scientific manpower since 2001 while a number of projects have grown multifold in terms of size and technological complexity over the past fifteen years. DRDO has initiated a Cabinet Note for augmentation of manpower by 1316 posts (1260 scientists and 56 works cadre Officers). These are proposed to be filled in phased manner in three recruitment years.

Over Rs 16,000 cr spent, DRDO yet to finish vital projects

Vital defence projects that have been taken up by the country’s premier Defence Research and Development Organisation (DRDO) over the last several years, do not show any signs of completion despite thousands of crores of taxpayers’ money spent on them.

Defence Minister Manohar Parrikar, while detailing the nine major DRDO projects that have not been able to meet their deadlines, stated in Parliament that Rs 16,708 crore have been spent on these projects that were scheduled to be completed years ago.

Some of these projects, such as the Light Combat Aircraft (LCA), Tejas, Phase II, which was expected to be completed by December 2008, has now been pushed to the end of this month. The government had sanctioned Rs 5,777 crore for this project. The first of the LCAs, which was conceived in 1983, was handed over to the Indian Air Force (IAF) in January this year by Parrikar, 32 years after the project started.

Similarly, the probable date of completion of the Naval Light Combat Aircraft (LCA, Navy) Phase I, which was expected to be completed by March 2010, is under revision. One of the reasons submitted by the Defence Minister for the delay is that “technology challenges have been significantly higher than originally anticipated”. The sanctioned cost of this project is Rs 1,714.98 crore

The probable date of completion of another much talked about project, Aero Engine Kaveri, which was supposed to be completed by December 1996, is also under revision. Sources within DRDO claim that the project, for which the government had sanctioned Rs 2,839 crore, is likely to be shelved

The Air Borne Early Warning & Control (AEW&C) System, for which the government has sanctioned Rs 2,275 crore, is running four years behind the probable date of completion. It was supposed to be handed over to the IAF in October 2011. This has now been postponed to December 2015.

Another crucial project, Long Range Surface-to-Air Missile (LR-SAM), which was allotted Rs 2,606.02 crore is also running four years behind its completion date. It was supposed to be completed by May 2011, but the DRDO has now promised to finish it by December 2015.

The helicopter version third generation anti tank guided missile, whose promised date of completion was December 2010, is now expected to be completed by January 2018. Air-to-air missile Astra too is running four years behind its scheduled date of completion and is expected to be ready by December 2016.

The project on the dual colour missile approach warning system for fighter aircraft and advanced lightweight torpedo, which were to be completed by the DRDO in 2013, are now likely to be executed by the latter part of 2015. For the financial year 2013-14, a total of Rs 10,610.17 crore was allocated to DRDO, of which Rs 5,552.57 crore was in revenue and Rs 5,057.60 crore was in capital.

A senior official with the DRDO stated that the “culture” of promoting scientists who are unable to complete their projects on time, instead of reprimanding them is a big factor behind the delays that have become synonymous with DRDO.

“The practice of seeking extensions for a project, one after another, has been condoned by successive Defence Ministers. Why would a scientist want to complete his project on time if he knows that even if he does not complete it on time, the project will be extended and he will continue to work on the same project? Scientists who retire are given extensions because they have been working on a project, so they would naturally want the project to go on and on,” the official stated.

According to Parrikar, the government has taken many corrective measures to complete the ongoing projects on time like three-tier project monitoring and constituting a Project Monitoring Review Committee (PMRC). However, DRDO officials claimed that he was only repeating what has been said by Defence Ministers who came before him.

“Consortium approach, three-tier project monitoring approach, Project Monitoring Review Committee (PMRC) and Project Appraisal and Review Committee (PARC) have been there in the DRDO for the last 10-15 years. There is no new remedy which Parrikar has tried to suggest,” the official claimed.

As Per annexure ‘A; serial No 3 Aero Engine Kaveri, DRDo answer was technical bla bla the real delay reason the incompetent, corrupt, immoral scientist led the project.

Mr. T Mohan Rao, Director GTRE who was picked up by the Karnataka police during a raid on a high-end spa cum-massage parlour in Jaya-mahal on 11th May 2011 at 11 PM with the Mr V N Narayan, Agent Israeli firm ILN Technologies Inc.

T Mohana Rao is Director of the Gas Turbine Research institute (GTRE), a DRDO wing involved in the manufacture of Kaveri, India’s first indigenous jet engine for LCA Tejas. According to the police, Mohana Rao had claimed at the time of the arrest, “I have come to fix an appointment for
my wife for tomorrow.” Mohana Rao also allegedly lied to the police that he was a consultant with aeronautics space research and was a resident of Vimanapura in HAL. In 2008, Mohana
Rao and the GTRE team were awarded the Dr V M Ghatge national award for his outstanding contribution in the field of aerospace technology. Mohana Rao is also chairperson of the Bangalore branch of Aeronautical Society of India and the Chairperson of the township advisory committee of C V Raman Nagar, where most DRDO personnel live.

A 25­ years­ old Junior Research Fellow has filed a complaint against D Majumdar, additional director of DIPAS, of making sexual advances.

NEW DELHI: After well­ known environmental scientist Dr R K Pachauri faces allegations of sexual harassment by his junior woman colleague, a senior scientist of the Defence Research and Development Organisation (DRDO),the country’s premier defence research body, too is facing similar charges by a junior researcher.

A 25 ­year ­old Junior Research Fellow has accused 59­ year­ old Dr D Majumdar, the additional director of the DRDO’s Delhi ­based Defence Institute of Physiology and Allied Sciences (DIPAS), of sexually harassing her. Taking cognizance of the woman’s complaint, Majumdar has been shunted out in ‘public interest’ following the recommendations of a high ­level committee, which was set up by the DRDO, to look into the allegations

According to official sources, the woman, who joined DIPAS in December last year, filed a complaint with the head of the organisation in February. In her complaint to Dr Shashi Bala Singh, Director, DIPAS, the woman accused Majumdar of making sexual advances towards her and she also sought her transfer from the particular group of Ergonomics. The woman alleged that Majumdar used to sexually harass her on his office premises. Over 40 other fellow researchers also came in support of the woman complainant and gave their representation against Majumdar. Subsequently her complaint was forwarded to the DRDO headquarters and a five­ member committee headed by Hina Gokhale, Director HRD of the DRDO, was formed to look into the allegations, as per the Vishakha Guidelines formulated by the Supreme Court.

Majumdar, who is retiring by the end of 2015, has been transferred to a Gwalior ­based laboratory where he has been directed to report by March 16. When contacted, Majumdar defended himself and said that the allegation was a conspiracy. “I completely denied such allegations and it is a conspiracy to defame me. Surprisingly, hours after appearing before the committee on March 3, I received my transfer orders from the headquarters,” said Majumdar, Scientist G of the DRDO, which is equivalent to a Joint Secretary ­rank officer. While deposing before the committee, he reportedly handed over six testimonials from junior scientists in his favour.

However, the complainant didn’t comment. When contacted, Dr. Shashi Bala Singh said, “I will not be able to make any comment on it. Please contact my headquarters.”

But DRDO Spokesperson Ravi Gupta said, “We (DRDO) follows strict regulations, whenever such allegations come out in the department. Since in this matter, a committee is already constituted and looking into the matter, it would be inappropriate for me to comment on its proceedings.”

Experiment with Controversies DIPAS was recently in the news for carrying out a study for faster deployment of troops for high ­altitude operations in case of war ­like situation, which was rubbished by the Indian Army. In fact, army severely criticised the methods adopted by the DIPAS scientists to collect data sample for its study. DIPAS was set up after the Indo ­China war in 1962 with the thrust area identification of high altitude physiology, nutrition and biochemistry of human in and also with the urgent need felt for ergonomic assessment of workstations and machine interface. The laboratory carries out various researches and studies to look into the aspect of high altitude warfare.

Tomorrow you are going to chair DRDO DMC and it will be great experience for DRDO stalwart. After termination of contractual appoint of  Sh Avinash Chander, DRDO top management was really shocked and disturbed, not for national interest but due to shaking of their equations which they build with passage of time.

It was so sudden that they don’t have time to rebuilt equations; as a result day by day all dirt of DRDO coming out and DRDO management is in chaos.

  1. Silver chariot issue if common man see the Dr Dharamveer Gandhi , MP, AAP & Sh Hemant Tukaram Godse’s, MP, Shiv Sena  parliament question’s reply of Dr. Guruprasad, Director R&D E, Pune will certainly going to laugh and feel pity situation of DRDO’s scientific logics /caliber.
  2. DRDO management wrongly handled the case of Sh D Muthuraja, DRDO only titillated the ego of Dr. Guruprasad and agreed to throw scientist to ACME without work, result is matter with High court, Mumbai and not only countryman but whole laughed on this Silver chariot adventure. Till date no corrective measures are taken by DRDO, because money is flowing in DRDO.
  3. The case of promotion of Sc H and appointment as Director ASL of Ms Tessy Thomas and her husband Cmdr S K Patel’s tailor made appointment and then within few days giving him post of Director is one of suicidal attempts to derail the scientific tempo and created frustrations, result the Dr R K Gupta blow the trumpet.
  4. Dr Gausal Azam Khan, Sc D, (NRI quota) is victim of Dr Shashi Bala’s ego, he approached minority commission, now fighting case in CAT, Delhi and Tis Hazari, forgot all science, offshoot is Dr Mujamdar was transferred 3rd March 2015 and lot of other conspiracies are knitting around DIPAS which will be surfaced in few days.
  5. Dr A K Saxena, Director, DMSRDE, Kanpur don of lab did all manipulations in procurements, the evidences are sufficient, lay man can certify his acts & deeds but DRDO’s two fact finding committee have dare to make even small dent. In spite he kicked off two scientists from his kingdom with the help of harfunmoula Dr A K Singh, DOP who can go up to any extent because he believes that he is the resident of mother Teresa crescent road with ministers and MP’s.
  6. Tomorrow Dr K Tamilmani, DG (Aero) going to sit in your next being senior most DG. He is one of the big manipulator please find enclose two pay slips where he is drawing Transport allowances and same time using official vehicles which are procured by fooling the government procedure. In the name of project Rustom-II, Remote Video Terminal Vehicles DRDO got concurrence from Ministry of Finance and cheated the whole nation.
  7. Sir, God is given you chance to create history, please fix these corrupt official of DRDO who are daily cheating the nations and wasting the foreign exchange and as well as poor tax payer money. Sir, only few incompetent scientists are spoiling the DRDO, most are in extensions, some you can easily identify as they sitting in non scientific assignment for last 10 to 15 years but same time they got all outstanding promotions without doing science. The big examples of violation of FCS are Dr R K Jain, Director, RAC & Dr A K Singh, DOP rest you can see from the list of approx 7560 scientist

Sir, every day I am receiving lot of evidences of corrupt practices from all DRDO establishments and request you to kindly depute some agency who can analyze the   data/ evidences, so we can contribute to Honorable Prime Minister Modi ji’s mission of Swatch Bharat, corruption free India.

  1. Please find enclosed Corruption Complaints Status against Dr A K Saxena, Director, DMSRDE, DRDO, Kanpur & other officials working with him (Complaints during period from 29/11/2013 to 15/01/2014).
  2. All complaints sent to CVC with documentary evidences till date no action was taken by DRDO hqrs because Ex Secretary, DRD, SA to RM, DG, DRDO Sh Avinash Chander patronized Dr A K Saxena, Director, DMSRDE.
  3. DRDO hqrs constituted two fact finding committees to investigate the complaints. First fact finding committee under chairmanship of Dr S S Negi, Sc ‘H’ only grope the complaints and smell only the hands of Sh Navin Prakash Gupta, Sc ‘C’ and Sh R P Bhatt, Sc ‘F’.  Rest real findings buried under the Sh Avinash chander’s table because that time Dr S S Negi was in the race of IRDE Lab directorship.
  4. Based on his unconstitutional (because the fact finding committee jurisdiction is only find the facts and handover those facts to competent authority not to give any suggestions) suggestions DRDO hqrs transferred both scientists from DMSRDE, Kanpur and gave hurdle free play ground to Dr A K Saxena’s team to collect as much run (Gandhi) from the unrequited, low specifications items/ machineries etc from unqualified vendors. (Dr A K Singh, DOP submitted an affidavit in Allahabad court that on the basis of first fact finding committee’s suggestions DRDO transferred Sh Navin Prakash Gupta, Sc ‘C’ to DRL, Tezpur)
  5. The copy emails are a security threat waning in the concern of defence preparedness as these emails exposes that vendors are know the all future plans of DRDO R&D that what they are planning to develop and what are their aim & objects. But unfortunately our responsible post holders are ignoring such activities of their beloved ones.
  6. Second fact finding committee under chairmanship of Dr D.C. Pande, Sc’H’ , LRDE, Bangalore visited DMSRDE and grilled Dr A K Saxena’s team but delayed the report waited up to result of Distinguished Scientist. Unfortunately Dr D.C. Pande not able to achieved goal, submitted report. In the mean time Sh Avinash Chander hold his position very strongly and showed his lousy power by making Ms Tessy Thomas as Director, ASL and her husband Cmdr S K Patel director QRS with violation of all rules regulation, with this success he kicked the second fact finding report proudly in to dustbin.
  7. It is requested that it is high time top show DRDO’s corrupt scientists that you are paid for science and development not for making fun ride with vendors. ( like Director, GTRE, Mohan Rao who caught by Karnataka police in massage parlor with Israeli company rep) The technology is so powerful that now 250 crores eyes are watching corrupt official’s each and every move.
  8. The following table will show you clear picture of handling corruption complaints related to DRDO. The massage is to all corrupt officials is that nothing will happen to anyone so enjoy life with corrupt practices.

Your early needful action in this matter required. The all honest DRDO officials are waiting the decision so they can feel the difference of new fare governance.

Hello,

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of misusing of Government vehicles by Dr M R Bhutiyani Director, Defence Terrain Research Laboratory (DTRL), Delhi. It is observed that since last month Dr M R Bhutiyani, Director, DTRL, DRDO continuously misusing the three officials vehicles of DTRL for his daughter marriage program. Today (28th Feb 2015) morning around 7:45 AM he used staff car for his family & relative. I would like to appreciate Sh Sunil Dhar, Sc F and Col Harsh for not cooperating Dr M R Bhutiyani, Director, DTRL, for manipulations in official car/ vehicles log books.

  1. Provide the logbook details of DTRL officials vehicles form 01/02/2015 to 28/02/2015.
  2. Provide the name of officials who demanded the DTRL officials vehicles form 01/02/2015 to 28/02/2015
  3. Provide the overtime details of drivers of DTRL officials vehicles form 01/02/2015 to 28/02/2015
  4. If vehicles were driven by army service personal then total hours of his duty from the gate record of Metcalf house from 01/02/2015 to 28/02/2015
  5. Total number of requisition for personal use of official vehicle by Dr MR Bhutiyani, Sc G, Director, DTRL

Note matter is related to corruption allegation and for proof the photograph is enclosed of DTRL vehicle where Saturday 21st Feb 2015 the Army jawan doing duty since morning, ferrying Tandoor, Karahis (Halwai Utensils) for Dr MR Bhutiyani, Sc G, Director, DTRL, DRDO daughter marriage
