RTI to Cabinet Secretariat Regarding Role of CCE DRDO in 500 Flats Constructions

Kindly provide me with the following information requested under the purview of the Right to Information (RTI) Act, 2005 in respect of construction of residential accommodation at Mayur Vihar (Chilla Gaon) (350 flats) and Ghitorni (Aya nagar)(150 flats) with reference to enclose letter dated 23.05.19 address to Project Manager CCE(R&D),DRDO in reference to their letter no CCE(R&D)D/Intelligence Community.2304 dated 18.04.2019 signed by Shri Hitesh Kumar, Under Secretary. Para 2 of enclosed letter It is informed that nothing adverse has been found against any of the firms mentioned in the list except two firms ie (i) M/s RD. Konsultants (ii) M/s Torsteet Research Foundation in India, which have been involved in furnishing false information for grabbing contract and suppressing vital information

  1. Whether DRDO CCE involved in construction of residential accommodation at Mayur Vihar (Chilla Gaon) (350 flats) and Ghitorni (Aya nagar)(150 flats) Yes or No
  2. If yes then please provide the role of DRDO.
  3. 3.      Whether DRDO CCE bagged the above construction contract through any tender participation or Cabinet Secretariat nominated for execution of the above mentioned construction task.
  4. Provide the sanction authority letter for above mention flats construction project to CCE, DRDO

Note: the matter is related to corruption as first post and other media expose the 7900 cr scam in IAACS Project of Air force and the equation between M/s RD. Konsultants and CCE, DRDO is very suspicious.

RM Reviews Progress on R&D in Area of Critical Defence Technologies

Raksha Mantri Shri Rajnath Singhtoday reviewed the progress of research and
development activities in the area of defence technologies at Defence Research
and Development Organisation (DRDO)Headquarters.
Chairman DRDO, Dr G Satheesh Reddy and other senior scientists gave detailed
presentation to the RM. The presentation covered recent achievements, details of
major ongoing projects and the roadmap of DRDO. Shri Singh was apprised about
the DRDO developed cutting-edge, state-of-the-art technologies and systems
accepted by the Armed Forces and those under development.
The RM appreciated the commitment and dedication of DRDO scientists and
directed that they should focus their energies on flagship programmes of national
importance. He also appreciated the DRDO initiatives to promote academia and
industry. The Minister desired that such interaction should be enhanced further
to create a greater scientific temper and production base, which would be a
driving force for accelerated research and defence manufacturing.
Shri Rajnath Singh also released a publication titled ‘Roadmap of DRDO’, which
encapsulated its target for the next ten years. He congratulated DRDO for its
singular achievements in strengthening the national defence capabilities and
enabling the nation to join a select club of countries having some of the most
advanced defence technologies, such as Anti-Satellite Capability, 4.5 Generation
Fighter Aircraft, Airborne Early Warning & Control System (AEW&CS), Ballistic
Missile Defence Programme, etc.
Earlier, on his arrival at DRDO Bhawan, Shri Singh paid floral tribute at the statue
of former President and noted missile scientist Dr APJ Abdul Kalam.

RTI to DRDO Development of Custom made Analytical Software for Bullet Resistance Jacket

it is observed that in DRDO all labs are procuring software worth crores of Rupees from poor tax payers money and most of software pirated or from open sources.    As per reliable sources in some case new recruited scientist are soft targets for worn out senior scientists they exploit them to encourage to develop software modules and after development they procure same software procured in projects through  their beloved  firms.

The copy of Supply order and Receiving slip of software CD plus accessories are enclosed for your ready reference.

  1. Provide the certified copy of physical availability supplied CD plus accessories from JCDA representative.
  2. If available then provide the utilization certificate by DRDO Hq representative.

DRDO’s Assessment Phobia always in Extreme in May June

Website received so many calls and letters related to assessment most of that the Directors are not giving due credentials of their work.

I could not understand that after so many years of service and experience they don’t what to accept the assessment game of DRDO, although inside they all accepts the DRDO assessment culture but in front of family and friends not want to show the biggest rotten culture of DRDO.

What is the base of DRDO assessments; simply there are three types of candidates in every year in all categories.

  1. Who are the beloved of Directors, DG’s or have good connections of VIP like politicians, bureaucracy, judiciary etc or any outside important board member but this type of situation is very less but it worked because when RAC forced to external member to clear incompetents so that time he bargain for his man,  you can these example in every labs of DRDO the competency is not a necessity of these type of creatures and Director make sure that any  situation this candidates should clear in any cost. That’s why defer system was created. Examples are such candidates are enjoying post of DG and Directors in so many place who gave their 100% more than their own family to their respective bosses DRDO fraternity very well knows such candidates. Unfortunately today’s DRDO standing on these kinds of candidates. The greatest irony of these that after retirement they made arrangements to suck the blood of DRDO till whole life. And DRDO management always running files to arrange such equations for them.
  2. In this category very few candidates falls that is non controversial in these cases Director’s not interested if they are getting promotions or not getting, if not getting then he went and ask the boss most common answer is I have tried by best due to shortage of available posts   I could not able help you but I will make sure that next time you will get.
  3. Third category scientists are specials in most cases they are the real competent and Lab Directors and his courtiers never want that theses type will grow, because both felt illiterate in front of these categories. Directors put their whole efforts to stop them to get promotion. You can verify that the cream of DRDO scientists never get right time promotions, this is clear yard stick to find out actual talent of DRDO. It can be one or two exceptions. The FCS is only created for these types of scientists but FCS benefits are getting by point one categories candidates.
  4. Rest is clear that DRDO assessment is a eye wash and government wasting crores of crores rupees in such melodrama. Where after June 30 lot of candidates start plays Kakei’s role and set for few days in Kope Bhawan.
  5. Why DRDO not able to delivering world class product after corruption the nepotism with assessment business is major cause and the spine of DRDO is suffered with illness.
  6. So friend digest this dilemma of ASSESSMENT fever and take rest and enjoy with your family leave this matter for Dr G Shatish Reddy and he will make differentiate between candidates and scientists
  7. In DRDO almost 7500 scientific manpower is their but every time DRDO asking government we are in shortage of scientists to cope with demand of services why because of out of 7500 scientific manpower only 50% is scientists, out of these 50%, 20% percent scientists are suffering with assessment vaccine and rest is 50% are candidates only.  Regards

Misuse of Manpower in DRDO

A letter received to website “Misuse of Manpower in DRDO” it is observed that it is common practice in all DRDO labs but some places it is quite visible and it is time to think to reduce this culture in DRDO. This VIP attitude of of senior scientists is very much exploited by sycophant and use this to raise their carrier graph up to DG level. All DRDO fraternity  timid ( त्रस्त ) by these snails, hope our Chairman can inspire by Naval Chief  Admiral Karamveer Singh’s decision of eliminating the VIP culture, otherwise theses  sycophant DRDO official will continue to rose up to DG level and your predecessors will face same problems.

Addressing the gathering on the occasion, Nirmala Sitharaman opined that there is keenness among a lot of young minds to come back to India from abroad owing to the growth of startups in the country.
New Delhi: Defence Minister Nirmala Sitharaman on Tuesday pulled up the Defence Research and Development Organization (DRDO) and asked it to focus more on Research and Development (R&D) and exploit the opportunity and support being extended by the central government. Speaking at the launch of the Mission Raksha Gyan Shakti, which aims at increasing intellectual property right (IPR) to reduce the transfer of technology and dependence on foreign companies, the defence minister said, “DRDO should focus, in fact, refocus on R&D and it should be on toes to make themselves nimble to innovations.”

She also called upon all stakeholders to step up, as more was “needed to be done to nurture innovation in Defence, which could be translated into a commercially viable solution.” Sitharaman further said that the present ministry hierarchy should break the traditional barriers to identify, motivate and support people who are “capable to innovate, fabricate and manufacture in-house.”

Addressing the gathering on the occasion, Sitharaman opined that there is keenness among a lot of young minds to come back to India from abroad owing to the growth of startups in the country. “I would like to see equal fervour among innovators, among startups, among those who want to do something for defence related activities,” she said. Crediting Secretary of Defence Production Dr Ajay Kumar for the mission Raksha Gyan Shakti, Sitharaman observed that this operation is giving the “impetus needed for moving towards innovating for defence.”

“Defence is always seen as a very difficult area to come in with a commercialised product in hand. Defence is seen as an area in which probably much transparency doesn’t prevail when you want to buy a thing when you want to procure it for the purpose of defence. We need technical requirement for defence, be it of quality, be it of certain standards for performance or be it a necessity for use,” she explained. Sitharaman also stressed on the hesitancy of innovators to approach the Defence Ministry for the commercialisation of their products.

“Anyone who wants to innovate or anyone who wants do anything towards commercialising some product, which is patented hesitates to approach defiance related sectors. They would rather go to food industry due to preconceived notion that it is very difficult to even break in and then have a dialogue and then see that there is a possibility of commercially producing something that the defence might need,” Sitharaman added.

“Each time an innovation is patented the innovator may not be interested in producing it. You need to find somebody to produce it on a commercial scale. We make sure to facilitate it, make finances available and find a market for it,” the defence minister said.

Defence Minister Nirmala Sitharaman at the launch of the ‘Mission Raksha Gyan Shakti’, which aims to promote Intellectual Property Rights in the defence sector.

NEW DELHI: The Defence Research and Defence Organisation (DRDO) should introspect to make themselves more “nimble” towards innovation, Defence Minister Nirmala Sitharaman said here today, while stressing on having an Intellectual Property cell in the defence ministry for sharing innovative ideas with manufacturers.

Sitharaman made the remarks at the launch of the ‘Mission Raksha Gyan Shakti’, which aims to promote Intellectual Property Rights in the defence sector. During her address at the event which was held at the DRDO Bhawan, she said, “DRDO like structures have to be on their toes for R&D. DRDO should introspect to make themselves more nimble towards innovation.”

She also stressed on the importance of an Intellectual Property cell to facilitate match making and sharing innovative ideas with the manufacturer from the user point of view. “I am telling Dr Ajay Kumar (Secretary Defence Production) and the DGQA that it is important for the ministry to have this cell to exchange ideas and do matchmaking,” she said.

Sitharaman explained that the defence sector is seen as an area where technical requirements are not easily shared, which leads to people who want to innovate not approaching the defence ministry. “They would go to any other ministry rather than approach defence, because it is difficult to break in and have a dialogue,” she said.

“It is that kind of barrier which we have to break and benefit from young minds. So that kind of benefit which you will derive is available for you. The ministry will have to do more for people who want to innovate,” she added.

The minister also said that the users, in this case the armed forces, should provide ideas about what they want. “You should be giving ideas to someone else to create it. The users can identify the situations in which you can conceive of something,” she said.

Nagpur: Anti-Terrorist Squad (ATS) investigators grilling Nishant Aggarwal have reported that the BrahMos Aerospace systems engineer confessed to having copied data related to the missiles from his senior colleague Alan Abraham’s computer, when he was still undergoing training in the organization.
The First Information Report (FIR) registered by Uttar Pradesh ATS was accessed by TOI. It says Aggarwal told investigators that he had copied the data from the official computer of his colleague around four years ago, without his permission. The person from whose computer the data was downloaded was posted at the Hyderabad facility of BrahMos Aerospace, where Aggarwal was undergoing training. The person has now quit the job and is pursuing a research project in Canada.
Aggarwal had just joined the organization four years ago, and was posted at the facility in Nagpur before arrested three days ago.
The FIR says Aggarwal confessed that he had copied the data without his colleague’s permission. However, he has also named close to a dozen other colleagues, who, he claims, have even more sensitive data stored on their private computers as wel. the designations of these colleagues include his peers andeven seniors.
However, Agagarwal had no answer to how official data, which was supposed to remain a secret, reached his personal devices pertained to mution of war, supersonic BrahMos cruise missiles.
The FIR further says that apart from storing the details in in personal devices, Aggarwal also had links with two Pakistani Intelligence Operatives (PIOs).They were in contact with him through fake Facebook (FB).accounts in the name of Neha Sharma and Pooja Ranjan.Aggarwal did not reveal anything on how did he got in touch with the two persons on Facebook.Their e-mail IDs have been traced to Pakistan, said the ATS.
Meanwhile, it is learnt that among the papers seized by ATS from Nishant’s computers is a user manual of the missiles supplied to the Indian Navy. The manual is, however, supposed to be 10 years old,and a routine document each engineer has for his reference.Much changes have been made to the system since then, said sources.
Sources said it was sometime during 2011 that such information was provided in soft copy to a number of BrahMos Aerospace employees for reference.Even this was supposed to remain in official computers only.After that, software that does not allow data to be copied or altered has been put in place.
Sources say the investigations began after an IAF officer was held on similar charges early this year. It was found that Neha Sharma was a Facebook friend of this officer too. An army officer at Jabalpur too was under scanner.
The FIR mentions that the PIO agents using fake names had been extracting information from top officials of important defence establishments of the country. Their tactics included honey trapping and even blackmailing and bribaery.

Colleague from whose computer Aggarwal copied data was posted at Hyderabad, Aggarwal was trainee at that time.Colleague has quit job and is now pursuing research at Canada.
Aggarwal named a dozen other colleagues who have official data on their computers.
ATS FIR says two Pak operatives — Neha Sharma and Pooja Ranjan – had befriended many defence officials.
Honey-trapping, bribery and blackmail were tactics to glean information.

BrahMos scientist held on spying charge, 2 others raided in Uttar Pradesh

Brahmos scientist and BSF jawan were handled by same Pakistani handler: UP ATS report

In a shocking development, a young scientist working with the BrahMos Aerospace Pvt Ltd (BAPL)’s missile research centre in Nagpur was arrested on Monday on alleged charges of spying for Pakistan’s intelligence agency ISI and other countries, informed sources said.

Scientist Nishant Pradeep Agrawal has been working for the last four years in the BAPL, an Indo-Russian Joint Venture, and was nabbed in a joint operation of Uttar Pradesh Police and Maharashtra Police.
The UP-Anti Terrorist Squad (UP-ATS) has also raided two other unidentified persons in Agra and Kanpur in the north India state and seized their laptops, an official statement of the Uttar Pradesh Police said on Monday.

Following a tip-off, he was placed under surveillance for the past few days by the Military Intelligence as well as Uttar Pradesh Police and Maharashtra Police.
The BAPL officer has been booked under the Official Secrets Act (OSA), the sources said.

The UP Police statement said the UP-ATS had monitored fake Facebook accounts originating from Pakistan in the name of women to “honey-trap” key officials working in sensitive defence-related set-ups in India.

The information came to light after the Border Security Force (BSF) recently nabbed a person in Noida, Uttar Pradesh, and two fake Facebook IDs of women created in Pakistan were put under observation after they were found to be chatting with Agrawal.

Accordingly, the UP-ATS acquired a search warrant from a court and along with Maharashtra ATS, swooped on Agrawal’s residence at Ujjwal Nagar in Nagpur.

“We have found certain secret and ultra-sensitive information on his personal computer. It should not been there on his personal laptop. It violates the provisions of the OSA, and hence he has been arrested,” the statement added.

The joint ATS teams of the two states also searched his BMAL office and from another location recovered an old laptop which is being examined to see if it contains anything objectionable.
The UP-ATS has moved a local court in Nagpur seeking a transit remand to take Agrawal to Lucknow for further investigations.

They said that after the investigations, they would be able to know what kind of chats he was having with the fake women’s accounts on Facebook.

Depending on the outcome, the accused may be slapped with additional charges, the UP-ATS said.
As per preliminary information, Agrawal was reportedly passing on certain highly classified information, including “technological and other details”, to the Inter-Services Intelligence (ISI) of Pakistan as well as the USA.

However, official circles are not aware of what kind of access to sensitive information or the security clearance levels Agrawal enjoyed in the company.
Hailing from Roorkee in Uttarakhand, Agarwal had been recently awarded the “Young Scientist Award” for the year 2017-18.

He had got married earlier this year and had been living in a rented house in Nagpur’s Ujjwala Nagar.

Among other things, the BrahMos centre is involved in manufacturing certain critical components for the BrahMos missile, considered the world’s fastest cruise missile that can be launched from land, ships, aircraft or submarines.
The Indo-Russian joint venture’s recent development of the latest version of the BrahMos Supersonic Cruise Missile has elicited keen interest in global defence circles and several major political powers in the world.

The missile — successfully test-fired on July 16 from the Integrated Test Range at Balasore in Odisha — is an outcome of a joint venture of India’s Defence Research & Development Organisation (DRDO) and Russia’s NPO Mashinostroyenia Corp (NPOM), since 2011.
