I have sent all these input to Bangalore based journalist Sh Sharan Poovanna, Senior Correspondent with the New Indian Express. He tried his best to get Dr K Tamilmani’s view but Dr K Tamilmani just walked away without giving any explanation.
Dr K Tamilmani is public servant he cannot escape from responsibility; he is bound to give answer about misusing the poor tax payer’s money.
Today, Dr. K Tamilmani, DG-Aero has come in his own vehicle, but driven by military Havaldar. Interestingly, even ADE office cannot have a military Havaldar posting; Dr. K Tamilmani has managed his posting to ADE and using him as driver.

Honourable Sir,
It is requested to sake of DRDO image, productivity, to save money to curtailing in court cases, to protect honest scientists and whistle blowers please reshuffle immediately the DRDO scientists who are involved in non scientific assignments since 10 -15 years and main reason of DRDO’s current non productive image. These incompetent scientists are great example of exemplary carrier growth without doing science in DRDO. Dr. A.K. Singh, Director, Dte of Personnel (DOP), DRDO HQ case is on the top, Dr R K Jain who is the boss of Scientists recruitment centre master mind of pushing all incompetent scientists on the top and country facing tremendous loss in respect of technology development, in respect of wastage in money and he was enjoyed his three consequent out staying promotion without doing science.
Sir, if you ask young real scientists, not incompetent ones, who come through LDCE will certainly going to pin point these two great scientists the main reason behind the downfall of DRDO.
The DRDO is great organisation in term of HR qualification enhancement. There are hundreds of examples where someone joined DRDO as peon/security guard or casual labour or Technician and within five to 10 years year span he become Technical Officer or in some cases scientists.
If you enquire DRDO regarding this kind of example of fake qualifications you will found thousands of degree diploma cases from unrecognised centre without doing study only managed. This is the major reason of DRDO’s corruption, nepotism and above all degradation of DRDO HR quality.
On 15th February 2015 DRDO, RAC conducted the limited departmental examination for scientist ‘B’ post for DRDO’s employees, you will find more than 90% cases candidates not having properly UGC or ACETE or DCE approved degrees. The certificates they enclosed are from recognised universities or institutes but the process of acquiring degrees are totally not recognised as per UGC norms.
And best part is that these two duos (Dr A K Singh & Dr. R K Jain) are the key persons to organise the game plan the application format was designed such a way that the degree acquiring process not able to revealed the ineligibility of candidate..
But interestingly till date they have not found single case only with the help of RTI four high profile cases were exposed resulted two scientists job was annulled and two are under process and Ex Defence Minister approved for CBI inquiry on 14th October 2013 and also given approval for reconsider the DRDO recruitments through UPSC,
Sir, if government is serious about to revamp DRDO and make it productive worth organisation than first thing scarp RAC & CEPTAM immediately. These two bodies are engaged almost more than 25 scientists and number of technical manpower. Both establishments are den of corruption and nepotism. Because of these two establishments DRDO getting third grade manpower.
Main evidence of these establishments working screens the recruitments and promotions and court cases and RTIs which are sufficient to justify the above statement.

In this connection I got Letter No. DVS/02/2053/P/63 dated 12 Feb 2015 from Dte of Vigilance & Security, DRDO, Min. of Defence, DRDO Bhawan, Rajaji Marg, New Delhi for confirmation to my complaint dated 14 Nov 2014 to Hon’ble Defence Minister (mentioned at sr. no. 4 above). Copy enclosed as Annexure-1 and I sent the confirmation vide letter dated 20 Feb 2015. Copy enclosed as Annexure-2.
Sir, on 25 March 2014 the Supreme Court of India told N. Srinivasan to step down as BCCI president so that a fair investigation may be conducted. The court found it “nauseating” that he should hold on to the post despite various courts censuring him.
On 27th November,2014 the Supreme Court said that N Srinivasan’s conflict of interest was “obvious” as he also owned a team i.e. CSK in the IPL. The court also asked BCCI if it was open to have fresh polls for a new board without N Srinivasan.
Accordingly Mr. N.Srinivasan announced that he was stepping aside from the post of President of the BCCI until the probe was completed ostensibly.

Singh, Director, DOP, and request assigned him some other scientific assignment as per his credentials so that he could not influence the probe and temper the evidences. Because he always boast up that his father was great police officer and that’s why I have able to retain bungalow at 14-B, Mother Teresa Crescent, New Delhi-110011 along with ministers. He also protects corrupt DRDO officials and supports them in lodging false FIR against the whistle blowers.

अमर उजाला ब्यूरो देहरादून। डीआरडीओ की रक्षा इलेक्ट्रोनिक अनुप्रयोग प्रयोगशाला (डील) में हुए अग्निकांड की नए सिरे से शुरू हुई जांच की आंच में कुछ अधिकारी झुलस सकते हैं। संगठन के अग्नि, विस्फोटक तथा पर्यावरण सुरक्षा केंद्र (सीफीस) तिमरपुर के तीन विशेषज्ञों को अग्निकांड से संबंधित कुछ खामियां मिली हैं। सूत्रों की माने तो लापरवाही के आरोप में कुछ वैज्ञानिकों की जवाबदेही सुनिश्चित हो सकती है।
डील में बीती चार जनवरी को हुए अग्निकांड के लिए चार सदस्यीय जांच टीम ने रिपोर्ट तैयार की थी। संस्थान ने नौ जनवरी को जांच रिपोर्ट मुख्यालय भेज दी। डील के अपने स्तर पर हुई जांच में मामले में लापरवाही मान कर किसी भी अधिकारी की जिम्मेदारी सुनिश्चित नहीं की गई। इस जांच रिपोर्ट से असंतुष्ट रक्षा मंत्रालय के निर्देश पर यहां पहुंचे सीफीस के तीन वैज्ञानिक दो दिन से जांच कर रहे हैं। जांच का मुख्य बिंदु डील में लगी आग से संस्थान की इलेक्ट्रोमैग्नेटिक इंटरफेरेंस इलेक्ट्रोमैग्नेटिक कंपेटिबिलिटी (ईएमआईईएमसी) टेस्टिंग लैब को भारी क्षति पहुंचाने के असल कारणों को जानना है। इस टेस्टिंग लैब का इस्तेमाल संस्थान द्वारा तैयार किए गए उपकरणों के अलावा सेना के लिए अन्यत्र तैयार होने वाले उपकरणों के प्रमाणीकरण के लिए किया जाता था। दोबारा जांच को लिखा था पत्र
स्थानीय भाजपा नेता रविंद्र जुगरान के पत्र पर रक्षा मंत्री मनोहर परिकर ने डील से जवाब तलब किया था। भाजपा नेता के पत्र में डील ही नहीं बल्कि अन्य प्रयोगशालाओं में अग्निशमन की व्यवस्थाओं पर भी सवाल खड़ा किया गया था। रक्षा मंत्रालय के आदेश पर घटना के एक माह बाद दोबारा जांच शुरू एक महत्वपूर्ण टेस्टिंग लैब के जलने में सुनिश्चित होगी जवाबदेही

INVESTIGATION & INQUIRY OF COMPLAINTS OF CORRUPTION AGAINST DR. A.K. SAXENA, DIRECTOR, DMSRDE, KANPUR UNDER DRDO, MOD.
Sir,
I humbly submit your kind attention towards corruption in tunes of crores at Defence Materials & Stores Research & Development Establishment (DMSRDE), Kanpur, an establishment under Defence Research & Development Organisation (DRDO), Ministry of Defence, Government of India.
Dr. Arvind Kumar Saxena, was appointed as Scientist ‘C’ on 28.04.1984 in DMSRDE, Kanpur and since then he is continuously posted at DMSRDE, Kanpur from past 30 years. He was never transferred from DMSRDE, Kanpur and since the date of his posting he is working at Kanpur. The roots of the Dr. Saxena while working at DMSRDE, Kanpur has become so deep that he was involved in various activities involving the financial and administrative irregularities that leads corruption in DMSRDE.
Dr. Arvind Kumar Saxena, Scientist ‘G’ was appointed as Director, DMSRDE, Kanpur wef 01 January 2011. In spite of the fact that he has been involved in various financial and administrative irregularities , Dr. Saxena was promoted to the rank of Scientist ‘H’ wef 02 August 2012 and since then he is holding the rank of Scientist ‘H’ and working as Director, DMSRDE.
The right from his appointment as Director, he was involved in various kinds of administrative and financial irregularities that lead corruption in tunes of crores. Several complaints were made against Dr. Arvind Kumar Saxena to then Defence Minister.
I am an RTI activist and social worker running a website corruptionindrdo.com to expose the corruption in DRDO. I also made as far as 12 complaints regarding corruption in procurements of various instruments, equipment and materials in DMSRDE by Dr. Arvind Kumar Saxena, Director, DMSRDE to Central Vigilance Commission, Hon’ble Defence Minister and DGR&D, DRDO. These complaints were filed by me during 29 Nov 2013 to 11 June 2014. Total cost of store items procured against which complaints were filed is about Rs. 7.5 crore. A complete list of complaints filed by me to CVC and Hon’ble Defence Minister is enclosed as Enclosure-1.
All the aforesaid complaints made by me have been endorsed by Central Vigilance Commission (CVC). CVC has taken cognizance of aforesaid complaints and registered on prima facia. These complaints have been forwarded to Chief Vigilance Office (CVO), Ministry of Defence for further enquiry/investigation of the aforesaid complaints. Under the provisions of RTI Act 2005 the CPIO, CVC vide letter no. CVC/RTI/13/1862/241925 dated 18.03.2014 informed to me that his complaints have been forwarded to CVO (MOD) for investigation. Letter enclosed as Enclosure-2.
Under RTI Act, CPIO, CVO MOD informed that all complaints have been forwarded to Director, Vigilance & Security, DRDO for further inquiry and asked the consolidated report from DRDO vide their letter dated 04 August 2014. Letter enclosed as Enclosure-3.
Meantime, a Fact Finding Inquiry Committee (FFIC) was constituted by Shri Avinash Chander, DG, DRDO to inquire the complaints against Dr. A.K. Saxena. The Fact Finding Inquiry Committee visited DMSRDE, Kanpur on 13th – 14th, March 2014 for inquiry on the complaints submitted against Dr. A.K. Saxena. The said committee submitted its report to Shri Avinash Chander but no action taken by DRDO against Dr. A.K. Saxena, Director.
Despite since long time all 12 complaints are still pending with Dte of Vigilance & Security (DVS), DRDO HQ, New Delhi and no action has been taken against Dr. A.K. Saxena.
Dr. A.K. Saxena, Director, DMSRDE is going to retire on 31 July 2015 and only five months remain for his superannuation. To give safe passage to safely retire to Dr. A.K. even after making corruption in tunes of croresis totally against the Government policy of “Zero Tolerance for Corruption”.
Therefore to take speedy action in the corruption cases of DMSRDE registered by CVC and forwarded to CVO(MOD) , I kindly request to take appropriate action in the matter and provide the status of complaints.In case the appropriate action on complaints has been taken then kindly provide copy of inquiry report.

सुमन सेमवाल, देहरादून-रक्षा अनुसंधान के सर्वोच्च डिफेंस रिसर्च एंड डेवलपमेंट आर्गेनाइजेशन (डीआरडीओ) की दून स्थित प्रयोगशाला डील (डिफेंस इलेक्ट्रानिक्स एप्लीकेशंस लैबोरेटरी) में हुए अग्निकांड की विभाग के स्तर पर हुई जांच रिपोर्ट को खारिज कर दिया गया। रक्षा मंत्रलय के निर्देश पर सेंटर फॉर फायर, एक्सप्लोसिव एंड एन्वायरमेंट सेफ्टी (सिफीस) के तीन वरिष्ठ वैज्ञानिकों ने नए सिरे से अग्निकांड की जांच भी शुरू कर दी है।1पिछले माह चार जनवरी रविवार को सुबह डील में आग की घटना सामने आई थी। अग्निकांड में अतिमहत्वपूर्ण इलेक्ट्रोमैग्नेटिक इंटरफेयरेंस इलेक्ट्रोमैग्नेट कंपेटिब्लिटी (ईएमआइईएमसी) टेस्टिंग लैब बुरी तरह जल गई थी। अग्निकांड की वजह व नुकसान के आंकलन के लिए संस्थान निदेशक ने इसकी जांच वरिष्ठ विज्ञानी डॉ. वीपी दत्ता की अध्यक्षता वाली कमेटी को सौंपी। 12 जनवरी को इसकी रिपोर्ट निदेशक को सौंपी गई तो उसमें नुकसान का आंकलन 2.20 करोड़ रुपये आंका गया और घटना की वजह प्रथमदृष्ट्या शॉर्ट-सर्किट होना माना गया। विभाग के स्तर पर जांच के बाद सौंपी गई रिपोर्ट पर उठे सवालों को जागरण ने प्रमुखता उठाया था। सवाल उठा था कि जांच में सिफीस जैसी विशेषज्ञ एजेंसी को दरकिनार किया गया।1रक्षा मंत्री मनोहर पर्रिकर ने इन तथ्यों का न सिर्फ संज्ञान लेकर डील निदेशक को कड़ा पत्र लिखा, बल्कि सिफीस को नए सिरे से जांच के निर्देश भी दिए। सिफीस के वरिष्ठ वैज्ञानिक राजीव नारंग, वीके शर्मा व एमके जैन ने अग्निकांड की जांच शुरू कर हर तथ्य को खंगालना भी शुरू कर दिया है। जानकारी यह भी सामने आई है कि घटना से पहले आखिरी बार लैब की चाभी डील के वैज्ञानिक चंदन कुमार के पास थी, लेकिन संस्थान की जांच में इस बात का जिक्र तक नहीं किया गया।
आग के इसी तरह के तमाम पहलुओं की गहनता से पड़ताल की जा रही है।

आइआरडीई के तकनीकी अधिकारी ने भी पीएमओ को पत्र लिखा-डीआरडीओ के दून स्थित एक और एजेंसी यंत्र अनुसंधान एवं विकास संस्थान (आइआरडीई) के तकनीकी अधिकारी वीके गोयल ने जांच पर सवाल खड़े करते हुए प्रधानमंत्री कार्यालय को पत्र लिखा था।
उत्तराखंड राज्य निर्माण आंदोलनकारी सम्मान परिषद के पूर्व उपाध्यक्ष रवींद्र जुगरान ने भी रक्षा मंत्री को पत्र लिखकर अग्निकांड की उच्च स्तरीय जांच कराने की मांग उठाई थी।
इन प्रमुख उपकरणों को पहुंचा था आग से नुकसान-ईएमआइईएमसी टेस्टिंग लैब के अलावा हाल ही में जर्मनी से मंगाए गए ईएमआइ टेस्ट रिसीवर व टी-90 टैंक की फायर कंट्रोल यूनिट, डिजिटल ओस्लो स्कोप (करीब आधा दर्जन), एंप्लिफायर (12 से अधिक), स्टैंड एंटीना (विभिन्न फ्रीक्वेंसी के) व दर्जनों अन्य उपकरण।
देहरादून। रक्षा अनुसंधान एवं विकास संगठन (डीआरडीओ) की रक्षा इलेक्ट्रोनिक अनुप्रयोग प्रयोगशाला (डील) में हुए अग्निकांड की जांच नए सिरे से होगी। अग्नि, विस्फोटक तथा पर्यावरण सुरक्षा केंद्र (सीफीस) तिमरपुर को यह जिम्मा सौंपा है। डीआरडीओ की लैब सीफीस के तीन सदस्यीय जांच दल में वैज्ञानिक राजीव नारंग, एनके जैन और वीके शर्मा डील पहुंच चुके हैं। ये विशेषज्ञ अग्निकांड के असल कारणों का पता लगाकर रक्षा मंत्रालय को रिपोर्ट सौपेंगे। बीती चार जनवरी को हुए अग्निकांड से संस्थान की इलेक्ट्रोमैग्नेटिक इंटरफेरेंस इलेक्ट्रोमैग्नेटिक कंपेटिबिलिटी (ईएमआईईएमसी) टेस्टिंग लैब को भारी क्षति पहुंची थी। इसके अलावा लेबर रिकार्ड, कोऑपरेटिव सोसायटी व एनुअल मेंटिनेंस कान्ट्रेक्ट रूम खाक हो गए थे।
निदेशक डील आरसी अग्रवाल ने वैज्ञानिक डा.वीके दत्ता के अधीन चार सदस्यीय जांच कमेटी बनाई थी। 9 जनवरी को डा.दत्ता ने डीआरडीओ मुख्यालय को रिपोर्ट भेज दी। रिपोर्ट के बाद किसी भी अधिकारी के खिलाफ अभी तक जिम्मेदारी सुनिश्चित नहीं की गई है। ब्यूरो

Sir. It is requested that kindly give direction to DRDO to honor RTI Act -2005, DRDO blindly refusing all RTI applications without apply the mind. This RTI request is completely related to corruption. No action or late action on corruption is drastically damaging the government image in common man.

Hello,
With above referenced letters kindly provide me the following information requested under the purview of the Right to Information, RTI Act, 2005 in respect of complaints against Dr. Arvind Kumar Saxena, Director, DMSRDE, Kanpur
I have submitted 12 complaints on allegations of corruption against Dr. AK Saxena, Director, DMSRDE. [List Enclosed]
Two FFICs were constituted by Sri Avinash Chander, DG, DRDO to inquire the complaints against Dr. A.K. Saxena.
The three member first Fact Finding Inquiry Committee (FFIC) constituted by Sri Avinash Chander was consisted of Chairman as Sri S.S. Negi, Scientist ‘H’ , Sri Manoj Bali, Scientist ‘G’ and Sri Jagdeep, Scientist ‘F’. First Fact Finding Inquiry Committee visited DMSRDE, Kanpur on 13th – 14th, and March 2014 for inquiry on the complaints submitted by me against Dr. A.K. Saxena.
Sri Avinash Chander again set up four membered second Fact Finding Inquiry Committee. The second FFIC was constituted under chairmanship of Dr. D.C. Pandey, Scientist ‘H’ and three members Sri Hari Babu Srivastava, Scientist ‘G’, Sri Jagdeep, Scientist ‘F’ and Sri R.S. Mehta, Joint Director. The said committee visited DMSRDE, Kanpur on 9-10 July 2014.
It is also observed that few order cancelled for which complaint was submitted, it is perfect evidence that FFIC found some manipulations in procurements.
