Also the said vendor is not registered at Custom & Excise Department under Service Tax category and not depositing any Service Tax for hired vehicles services at DMSRDE.
Therefore the Information Sought is pertaining to Allegations of Corruption and as such not exempted u/s 24 of the RTI Act 2005.

The main objectives of the RTI Act are – To promote transparency and accountability in the working of every public authority and
To set up a practical regime for giving citizens access to information that is under the control of public authorities.
RTI Act 2005 was introduced to make the government machinery transparent and enhanced the accountability for good governance.
Right to Information and has been given the status of a fundamental right under Article 19(1) of the Constitution. Article 19 (1) under which every citizen has freedom of speech and expression and have the right to know how the government works, what role does it play, what are its functions and so on.
The Act confers right to the citizens to know as to how the taxpayer’s money is being spent by the Government.
Right to Information Act empowers every citizen to seek any information, take notes, extracts or certified copies of documents or records, and take certified samples of material.
DRDO although governed by Indian constitution and draw salary from central government funds.
But decisions are autonomous without accountability. They all are self style generals, they have own rules and rule implantations in own terms & conditions, but when succumbed to injury look for RM for protection and ask protection in the name of secrecy.
Like when an RTI revealed that induction of Grade Pay – Rs 4800 without approval of finance ministry now question of recovery of Rs 24 Cr is big crisis for DRDO, several court cases are facing by DRDO, almost 665 technical officers are busy to tackle the recovery issue.
DRDO management to hide their irresponsible act, making arrangements for reassessment for these technical officers. Please imagine the money involvement and man hour wastage.
The present Honorable Defence Minister has tried his level best and convinced DRDO officers/ employees to fall in the line and follow the constitutional provisions.

These well known decisions are in the right direction and has encourage the common people to identify incompetent, corrupt official , non performers etc of DRDO Labs across the India. So this cancer of corruption, nepotism, casteism can be treated in first stage.
DRDO has made it mockery of RTI Act – 2005. There are several examples in CIC decision; “ The Commission has taken a consistent view that notwithstanding the fact that DRDO is an exempted organization, this exemption applies only in respect of scientific/technical matters and not in respect of establishment matters.”
And best part is this that after CIC stands, DRDO went Honorable High Court for wasting precious poor tax payer’s money. Common man cannot digest who give power to these corrupt officers for saving their own skin they are using public money.
In case of DMSRDE, DRDO Lab Kanpur, some RTI were placed to expose the corrupt practices following in the Lab. As usual practice of RTI cell DRDO all were denied and after thoroughly and specifically made first appeal force to think first appellate authority for provide requested informations.
RTI cell DRDO intends to disclose informations. However, the RTI cell at Lab level put the sundry things under schedule-II exemptions. DRDO has protected its corrupt officials under exemption clause in the name of secrecy.

KOCHI: In the backdrop of the recent storm over alleged corruption in defence procurements, defence minister AK Antony today said the country’s interests were paramount and there will be “no cover up and no vendetta”.
“India’s interests are our only concern. We are not against any company or country. But India’s interests are paramount”, he told reporters on the sidelines of a function at the Indian Coast Guard here.
Replying to questions in the light of Army chief General V K Singh’s recent claim about alleged attempts to bribe him to favour a sub-standard contract, he said “Corruption will not be tolerated. Even if there is suspicion, a probe will be ordered”.
“No cover up, no vendetta is our policy,” he said, adding if there is an iota of doubt, it would be looked into.
Antony said efforts were on to make defence procurement more transparent. “When people do not get contracts, there will be criticism and allegations. Some companies do try to influence officials and if it is proved action will be taken”.
He said six companies from Israel, Russia, Germany and Singapore and two from India had recently been blacklisted.
The Defence acquisition council meeting last week had sanctioned Annual projects, five-year projects and Long Term Plan from 2012-27, he said.
On reported differences between the Army and the Defence Ministry, he said, “Both are functioning from the same building. There is no communication gap, no confrontation. I function as a joint family. I am very comfortable. I respect the armed forces, their commitment, their dedication. I am proud of it”.
Antony said there was so much demand for joint exercises with the Indian defence forces that “everyone wants to do (it) … ,”
As you very well are aware about the complaint lodge against the website by Dr Arun Kumar, DOP who is working in DRDO in service extension which is only meant for those who are real scientists and involved in international level research work. As per Government of India order it is clearly stated that this extension provisions are not for those who are working in administrative jobs.
Despite various complaints/ court cases pending against him, it is really surprising that how DRDO top management is co-operating his unlawful acts.
Sir, in my 8th August 2011 letter to you I have informed you about DOP’s undue support to Sh Dharmendra Kumar, Scientist ‘B’, SPIC for unknown reasons.
DRDO RTI cell refuse to give me RTI reply related to Sh Dharmendra Kumar, Scientist ‘B’, SPIC, DRDO funny quote that we will not give you information because you will publish that on your website.
Sir, DRDO’s RTI cell forgot that they are public servant and govern by Indian constitutional law but unfortunately some scientist are thinking that they are from the MARS and nobody from common public can raise any voice against their illegal acts.
Recently I have received my RTI reply from Delhi University regarding the qualification information of Sh Dharmendra Kumar, Scientist ‘B’, SPIC, DRDO.
Please see that Sh Dharmendra Kumar, Scientist ‘B’, SPIC had hide is post-graduation degree that is MSc (Operational Research) which he obtained from Delhi University in 2001, when he joined as STA ‘A’ in 20th October 2003.
Please see the following gazette notification of SRO 147 dated 28th June 2oo2 where it is clearly mentioned that “Candidates possessing the higher qualifications viz M Sc, Ph D, B.Tech, B E degree etc. shall not be considered for the recruitment”
Hope you will finally take appropriate action in time so the employees of DRDO start thinking that now there is a no need to send inputs to www.corruptionindrdo.com and their grievances and undue harassment will be properly taken care. It can only be possible to put honest, god-fearing, who believe in justice will post on key posts like CC (R&D), HR, DOP, RAC, CEPTEM etc. These posts are the origin of injustice, corruption, favouritism and nepotism.

I have put the website www.corruptionindrdo.com on abeyance till committee’s final decision, which I am supposed to receive at the earliest, so that our mission to expose corruption/nepotism / favoritism prevailing in DRDO for sake of national interest will continue.
I would like to again assure Govt. of India that the website is working to support the Government agencies who are working towards the eradication of corrupt practices by public servants and if anywhere Government of India feels that the website may harm/hinder the national security, as an honest Indian citizen, I am ready to close the website on the committee’s verdict.
