Honorable Sir,                                                                                                                                The mood of country man from village to industry, to Government agency has taken in    one line- fight against corruption.

The patriotism has come out and the nuisance mongers are still denying the facts. They have no courage to face the real scenario. In DRDO a practice has been followed for a quite some time that DRDO must have a big programs without the feasibility study and without the realizing the strength and weakness. A 100 crores was sanctioned to DEAL, Dehradun to develop Software Defined Radio (SDR), but the truth behind the green room is the laboratory has not developed a single frequency radio on its own and when they are talking to develop SDR it appears a big crime.

The knowledgeable team with in the country who has knowledge about radio they have not contacted prior to conceive the proposal of “SDR”. One such reaction of a patriot and technocrat is enclosed.

This reaction is result of the open tender floated by DEAL, Dehradun’ SDR’s team. Tender: DEAL/206/4043/2011-2012/D100/074 Dated: 09, Aug 2011, Opening Date: 27, Sep 2011 tender for Development of SCA Core Framework.

The expert feels that specification have been laid down by a person who does not know a bit of radio.

The file has initiated with the estimated cost of Rs 6 Crores with a delivery period as mentioned in tender is not later than 82 weeks from the date of signing of contract. It is interesting to note that the PDC of SDR project is July 2013 and this assignment of  Development of SCA Core Framework definitely going to cross the PDC limit of the SDR.

The sources said that the estimated cost is exorbitantly high and Malafide intension and misappropriation of government money is clearly visible. The tender directly or indirectly will go to hand of   M/s Spectrum Signal Processing BC Canada

Dear sir,                                                                                                                                                I have gone to yr site. It is really interesting to see how these govt departments are working for the benefit of our beloved country. See  I have enclosed one tender fr one of labs of drdo . I hav had a bitter experience with them in the past. They do not know anything but pretend that they r all experts. This tender documents clearly shows that they r not only trying to get a partner for developing their project and that too at their own interest. They do not know a bit about radios forget software radios. How goverment has sanctioned them this project when there under-statement in the tender clearly shows that they hardly know the software architecture of the their would-be-radio.yet They r all set to review the work of tenderer. They will try to get it done for themselves and yet not share the IPR and Copyrights. Finally they will get it procured from somewhere and put their stickers on it and claim that it is theirs.  I have come to know from our principals in US they (MOD) have already STUCK A DEAL with a Company for supply of items for three service and the project is only to fill the gaps. The persons in DEAL have hardly any experience in writing codes and data how they r going to evaluate from others. Perhaps they will get to learn a lot from the DP. Sir pl give this tender wider publicity because it is only a farce. They get all the information from you and will abort the contract later on. Beware all tenderers! they r all fraud and corrupt people.

A CAG audit, inquiry by a high-powered committee spell disaster for NTRO

Created in the aftermath of the intelligence failure in Kargil, the National Technical Research Organisation (NTRO) was supposed to be at the cutting edge of gathering intelligence via technical means. But just six years after its birth on April 14, 2004, the outfit is gasping for breath.

Mired in corruption and known for operational inefficiency, it has become a hub for nepotism and has the dubious distinction now of being the first intelligence agency in the history of independent India to be subjected to a financial audit by the Comptroller and Auditor General of India.

More than the audit, though, it’s the ongoing inquiry being conducted by a one-man high-powered committee that threatens to shake the agency’s very foundations. The man heading the committee, P.V. Kumar, retired as a special secretary from the Research and Analysis Wing last year and was absorbed into NTRO as its advisor. Kumar has now been given the unenviable task of inquiring into the murky waters around the organisation in the hope that it can be brought back on track.

Topping Kumar’s agenda are the alleged misdeeds of the agency’s second-in-command, Dr M.S. Vijayaraghavan, a former DRDO scientist who was inducted into NTRO under mysterious circumstances. Why was someone who had spent his professional life working with semi-conductors and heading a facility that dealt with silicon chips chosen to head a technical intelligence organisation? His detractors attribute it to his proximity to the scientific advisor to the prime minister, R. Chidambaram.

The high-powered committee has been asked to look into some of the allegations of misappropriation and misconduct against Vijayaraghavan. These are:

* He chaired several price negotiation committees, including one that purchased a large number of routers from US firm CISCO Systems in an order worth US $1 million. Subsequent to the purchase, Vijayaraghavan’s daughter was employed by CISCO. Did the promise of a job influence the deal?
* Kumar is also looking into the details of Vijayaraghavan’s travels abroad as well as the total expenditure incurred by NTRO on the same. Documents available with Outlook show that NTRO spent Rs 18.22 lakh in 2007-2008, Rs 16.72 lakh in 2008-2009 and Rs 8.04 lakh in 2009-2010 to sponsor his travels.
* Vijayaraghavan’s appointment was allegedly made without a search committee or an advertisement. Did this not violate the recruitment rules of the government?
* There are several other issues as well. For instance, Vijayaraghavan was staying at a posh, two-storeyed bungalow in Delhi’s upmarket Hauz Khas locality for almost a year. While the rent for the bungalow ran into several lakhs a month, he didn’t have to pay a single rupee.

The most worrying aspect of Vijayaraghavan’s current tenure, however, is that while being appointed as advisor to NTRO, he was also allowed to continue in his earlier capacity as head of a DRDO lab as well as serve as the executive director of a non-government society seen as a lobby for the electronic industry. Known as the Society for Electronic Transactions & Security (SETS), it paid for a huge bungalow in Bangalore where his family stayed while he resided in Delhi. Interestingly, while the gazette notification states that he was appointed in the pay scale of Scientist “G”, his current appointment is a grade higher.

But Vijayaraghavan’s indiscretions are not the only anomalies at NTRO. The agency appointed Vaibhav Vikrant, a man with a financial background, to fly by remote control its Unmanned Aerial Vehicles. Usually the preserve of experienced IAF pilots, Vikrant only had to take a snap course in flying aero-models in Hissar for his appointment to sail through.

Then there are security breaches. Ruchi Srivastava, an NTRO official, allegedly purchased a computer mainframe of Chinese origin, without bothering to seek the approval of the agency responsible for clearing such purchases, the Cipher Policy Committee. Similarly, a portable satellite communication system was purchased from a Singapore-based company blacklisted by the Indian government.

Worried about the massive security and financial implications, the government asked the CAG to begin an audit in Feb 2010. Kumar likewise was asked to begin a thorough investigation into the other allegations. Sources say the report, when ready, could sound the death knell for NTRO. The organisation, built on the patterns of the American National Security Agency, is now busy fighting its internal demons, rather than stopping terrorists preparing to wage a covert war against India.

As the chancellor of DIAT, Pune you have taken the decision to remove Dr. L M Patnaik but have decided to place Dr Prahlada who is yet another big corrupt DRDO official. Sources reveal that yesterday Fax order’s saying Dr L M Patnaik was terminated; it shows the situation (discipline) of high profile deemed Defence University.

  1. The selection of Vice Chancellor for DIAT is not done in accordance with the guidelines of Government of India, which is laid down for such prestigious appointments. Please refer the Gazette Notification No 146, Part-II, Section-4 –
  2. The Universities are Independent bodies and the university Vice Chancellor is the leader of an institution of higher education. According to the standard he / she must be a noted scholar (Dr.Parhalada rules to accomplish this?), who is responsible and excellent (Dr.Parhalada meet these criteria?), as well as the person who has high moral. (Who once said to an SC DRDO Scientist “you people are not born for higher studies”). Sir, you are very well aware of this incident of DRDO’s M Tech selection board. http://bit.ly/p20SwG
  3. He was posted as CC (R&D) in DRDO Headquarters in November 2005 and since then he was staying at C – 7 Guest House.  JCDA, R&D reveled in RTI response that he is drawing HRA as well. He has also attracted disciplinary action as in the CCS (CC & A) 1965 rules of action against Dr. Prahlada. Why not take steps to DRDO pending lawsuit against Dr. Prahlada.   4. The working of DRDO is now in full swing corruption and nepotism. In Vice Chancellor for DIAT advertisement it was put on Internal Intranet DRONA of DRDO. It is 100% violation of recruitment rules for such higher post and the best part of this out of 7356 so called best scientists, only the most corrupt official was chosen. No patents, no international publications, no academic excellence was considered in the case of Vice Chancellor for DIAT.
  5. Sir, your image in the country is one of most honest persons and recently UPA Chairman; Smt. Sonia Gandhi had also shown her faith on you by delegating powers in absence of her. But in the cases of DRDO it is not understandable that why you are taking such lenient steps by allowing these corrupt scientists of DRDO to thrive in spite of receiving all the evidences against them. You simply believe that constituting a committee is the only way to handle the situation.

A committee constituted – Ms Shobha Verma, Addl Director, Mr Sashtri, Director                 Anurag Cell and Sh SL Badnikar, Director GAETEC. They recorded all                                 statements and submitted the report but nothing about corrupt officials of DLRL.

ii)   The Case of Sh T Mohan Rao against whom the FIR was registered and he                       spent one night in jail but next day he got the bail with the help of same lawyer                       who bailed out the supplier of GTRE Sh VN Narayan, representative of ILN                           Technologies. The question was raised by Honorable Member of Parliament Sh                  Navtej Singh Siddhu on 8th August 2011 but Joint Secretary replied that matter                    is sub judicious, Sh Mohan Rao was only removed from the Directorship of                           GTRE but has been attached with CEMILAC another Lab of DRDO in Bangalore. Sh T Mohan Rao even not informed his superior about his detonation officially and very next day he went to GTRE and made another Identity card from the security, as his mobile and identity card were seized by the police during interrogation. It is difficult to digest that such a high profile man enjoying extension of service without work and on the other side you only announced the removal in Commodore Sukhjinder Singh for Admiral Gorshkov similar case. iii)    The case of Dr S K Vasudeva, working in contract in SPIC DRDO where plenty of unaudited funds are looted by corrupt officials, you already verified it with IB. the list of companies which were indulging in SPIC game is so lengthy and you are aware about it through the IB reports. Still the Dr S K Vasudeva is enjoying his status in SPIC while the new Director, Dr Satish Kumar is only puppet. The daughter of Dr S K Vasudeva, Ms Vinita just removed her stuff from the involved company’s premises few days ago. She is the owner of M V Grafix and her role is like Mrs Kanimozi in 2G Scam.

An independent inquiry committee has been constituted in DRDO HQ, New Delhi Vide Directorate of Vigilance and Security Note No. DVS/02/2053/P/01 Dated 17Mar. 2011 regarding the acts of corruption committed by Dr. Arun Kumar in getting her daughter Ms. Swati Srivastava as Scientist ‘B’ in response to the advertisement no. 66 item no. 34 meant for stream of Biotechnology. How your DOP works please go through the following case of Sh Dharmendra Kumar Scientist ‘B’ SPIC, DRDO. The case Sh Dharmendra Kumar Scientist ‘B’ SPIC shows how DRDO top brass handles the case of their beloveds. The whole process done by DOP in such a manner that even lay man can smell of DOP’s rotten empire.

  1. DRDO issued 2 appointment letter to Sh Dharmendra Kumar
  2. DOP bypassed the CC and direct got your approval.
  3. Sh Dharmendra Kumar sent a letter from Pune on 3rd Feb 2011 to you from NDA, Khadakwasla letter no NDA/DK/Pers/DRDO/10-11 dated 03 Feb 2010 and on 14th Feb 2011 the whole case is processed by your most efficient DOP and his staff and a letter was dispatched by  Sh B B Sharma, Joint Director(Pers-TC) letter no DOP/01/00025/Misc/NG/01.

Sir can you tell the poor DRDO staffs that what channel is best to send grievances which are the more serious matters than Sh Dharmendra Kumar’s case or tell us Sh Dharmendra Kumar’s hot line with you.

I request all the applicant or petitioner who wants to settle their grievances from SA to route their application through Sh Dharmendra Kumar, Scientist ‘B’, SPIC, DRDO, New Delhi. His Mobile No/ land line No and home address you will get soon on website in interest of DRDO officials.

  1. Sh Dharmendra Kumar sent a letter from Pune on 17th March 2011 to DOP for request to extend his joining time and on 18th March 2011 DOP granted extension. DRDO only work in this speed at time of last week of every March for procurement cases.
  2. Sh Dharmendra Kumar was not in the strength of DRDO when 1st appointment letter was issued in his name i.e. 23rd Dec 2010 as he was already joined NDA on 22nd Dec 2011, then how come LDCE appointment offered him.
  3.  PMO is looking forward for name of Sh Dharmendra Kumar’s  in next DRDO award list as young scientist award, because Dr Vasudeva will definitely going to include his name for his great contributions to manipulating the fake procurement case with Sh Suchit  and Sh.Jitender Chug as you already aware that Director Vigilance, Ministry of Defence asked all expenditure done by SPIC up to 31st July 2011.

DOP, DRDO – Dr Arun Kumar’s Deeds & Acts – I

Honorable Sir,

I wish to bring to your notice another case of irregularities being committed by Dr. Arun Kumar, DOP, DRDO Hqrs. in the matter of recruitment of appointment to the post of Scientist ‘B’ ( A Group ‘A’ Gazetted Post in DRDO)

  1. Sh. Dharmender Kumar was the Senior Technical Assistant -‘B’ (Non Gazetted Post) in SPIC, DRDO, Delhi. On his selection for appointment to the post of Assistant Professor( Mathemetics) in NDA, Khadakwasla, Pune, he resigned from the post of Senior Technical Assistant -‘B’ , which was accepted by the competent authority and he was relived on 20th December 2010 from   SPIC, DRDO, Delhi. He joined the post of Assistant Professor (Mathematics) in NDA, Khadakwasla, Pune on 22nd December 2010.
  2. Sh. Dharmender Kumar on his selection for appointment to the post of Scientist ‘B’ in DRDO through Limited Departmental Competitive Examination for the post of Scientist ‘B’ in DRDO vide DOP, DRDO letter No DOP/05/56002/LDCE 09-20 dated 23th December 2010.
  3. As per clause 2 (h) of terms & condition of offer of appointment letter, Sh. Dharmender Kumar was required to assume the appointment of Scientist ‘B’ within one month from the date of issue of above referred offer letter (23rd December 2010),failing which the offer of appointment will be cancelled( as mentioned in the)
  4. Further, as per terms & condition of offer of appointment issued to the Sh. Dharmender Kumar on 23rd December 2010 i.e. after 3 days of his being SOS from DRDO, and 1 day after joining the NDA, Pune, he was required to undergo a medical test by the prescribed medical board and required essentially to undergo a training course of Scientist ’B’ at DIAT, Pune. Further as per Directorate of Human Resources, DRDO letter No DHRD/17050/DIAT/POINTS16/C/M/1 dated 31st March 2011 that 20 weeks duration mandatory  training course for Scientist ’B’ has been scheduled w.e.f 20th April 2010.
  5. Sh. Dharmender Kumar should had not been issued with the letter of offer of appointment to the post of Scientist ‘B’ in DRDO on 23rd December 2010, when he  at own resigned and SOS from DRDO on 20th December 2010 and joined NDA, Pune on 22nd December 2010. The post of Scientist ‘B’ against which he was selected was meant out for the departmental candidate of DRDO as such, when he was not entitled to be given the offer of appointment to the post of Scientist ‘B’ in DRDO
  6. When the last date(22nd January 2011) bu assumption of charge of appointment to the post of Scientist ‘B’ in DRDO and joining the mandatory training course in DIAT, Pune by 20th April 2011 has already expired, his request for joining the post of Scientist ‘B’, DRDO should not have been entertained.
  7. Sh. Dharmender Kumar vide his letter dated 3rd February 2011 written directly to Scientific Adviser to RM (and not through proper channel of his office NDA, Pune) requested to extend the period of joining in DRDO as Scientist ‘B’ for a period of 2 months. The extended period of joining time expired on 22nd February 2011.
  8. As per the terms & condition of offer of appointment to the post of Scientist ‘B’ in DRDO as well as under the provision of DRDS Rules 1979 and amendments made thereof, the offer of appointment was required to be cancelled when he has failed to adhere to the terms & condition, a offer of appointment.
  9. From the contents of letter dated 3rd February 2011 of Sh. Dharmender Kumar it is  under that he was bypassed the official channel by writing directly to Scientific Adviser to RM, when he has holding the post of Assistant Professor (Mathematics) in NDA, where he was supposed to taught lesson overall discipline, including with regards to correspondence, command & control. He has left DRDO and NDA not for the sake of nation, but consideration (refer to para of his letter 3rd February 2011) both the offer being equally lucrative, more ever; the growth prospect and financial incentive were higher in the said venture. He has send the copy of his letter directly to the DOP, DRDO and not to his earlier controlling authority i.e. SPIC, DRDO

It is highly regretted to say that instead of taking any action against him for the acts of subordination, which are subversive of discipline, and cancelling the offer of appointment to the post of Scientist ‘B’ in DRDO, he has been allowed to join the post of Senior Technical Assistant -‘B’ in SPIC, DRDO on 2nd May 2011 and the very next day i.e. 3rd May 2011 itself the DOP processed his case vigorous  speed to evaluate him to join the post of Scientist ‘B’ in DRDO, thus violating the provision of:

a)     Terms & Condition of the offer of appointment letter to the post of Scientist ‘B’

b)     DRDS Rules 1979

c)      Central Civil Services (Conduct) Rule 1964

d)     DHRD,DRDO Letter No DHRD/17050/DIAT/POINTS16/C/M/1 dated 31st March 2011

I would like to request you to kindly consider the above facts and ask the Defence Secretary to conduct a thorough inquiry into cases of misuse, abuse and unauthorized use of office and position of DOP,DRDO by Dr Arun Kumar, Scientist ’H’ Outstanding Scientist,  DRDO Scientist of the Year Award in the year 2008. So that rule of law is allowed to prevail in the organization in a transparent manner.

We all look forward to your statements “Nurture talent, ensure fairness” “fairness at all levels”, but Sir, DRDO’s honest employees are eagerly waiting for implementing your statements, I ensure on behalf of all DRDO’s honest employees if the day this is implemented, the whole nation will see the great output of DRDO.

Thanks for your initiative against your corruption in DRDO. We hope you will also fight human rights violation in DRDO. Please publish this letter in your website and kindly send a copy to SA, defence minister and prime minister for their kind help and consideration.

VIOLATION OF RIGHTS OF EMPLOYEES AT SF COMPLEX, DRDO, JAGDALPUR

SF Complex is located at ??? (We Don’t know exactly!!!).

The official address of SF Complex, is “SF COMPLEX, AIRPORT TERMINAL BUILDING, JAGDALPUR-494001”. All of us (the employees) of SFC are given appointment letters with above address as reporting place. But, all are forced to report at the above address as well as at its work centre located at Girola village, Bakawand block, Bastar district. This location is completely out of 40 Kms away from municipality (Jagdalpur) of the official address.

Where should all the employees report? As per rule they should report at the place of posting as per the appointment letter. But it is not so. Is it (forcing to report at other place) not violation of an employee’s right to report at the posting place? Sometimes management says that reporting place is at Girola and sometimes Airport terminal building, Jagdalpur. It is clear cut case of harassment that we are facing here. Let me site the example: one of the scientists, named Shri Kushal Sahoo, was killed in an accident near Bakawand last year while returning from the Girola site to Jagdalpur in Bolero vehicle. Bakawand police station filed FIR and accident report (you can refer the same with the police station). When settling the case the DRDO HQs asked the official movement order to consider it as death while performing duty. As the movement order was not issued actually (even for the all of us) for him and few more travelling in the same vehicle who are also injured, management of SF Complex made a statement of case stating that “Kusahl Sahoo is travelling for the purpose of meeting at Airport Terminal Building, Jagdalpur office”. Why this kind of statement if the travelling from Jagdalpur to Girola and back is official and as per the rule? After this accident all the staff took a decision and reported at posting place only. This happened for two days and later management has interfered and threatened to report at Girola. If we don’t report we will get termination letter as many of us are on probation. Later we were forced to apply for leave for that two days otherwise there will be serious action. And finally we were forced to report at Girola. Is it not violation of our right? Reporting at posting place is not correct? Then why appointment letters were given like that? After this episode management called the great DIRECTOR-DOP, Dr ARUN KUMAR and then DIRECTOR ASL, AVINASH CHNANDER. These people have come and told us that Girola is reporting place, not airport terminal building Jagdalpur, and shouted, threatened to do any extent if we don’t report at Girola. Working hours are considered from the time reported at Girola to time left from there.

Sir please tell us what we have to do? We have to follow appointment letters or we have to live in miserable and harassed life? We have to travel unofficially without movement orders like this? Even buses are already outdated and crossed their service life and travelling without vehicle move order. If, any, accident happens to these vehicles, who is responsible? Director, ASL or General Manager, SF Complex?

Kindly solve our problem as Director, DOP or Director, ASL or GM, SFC will not solve this problem. Please allow us to work in peaceful environment to make DRDO and our nation great!!!.

The Sunday guardian exposed DRDO’s Pune labs corrupt activities today morning and also Indian Express Pune on July 24, 2011.

HEMRL to save Dr. Hardwar Singh’s company M/S Viswaat Chemicals start doing all efforts to hide all the corrupt acts for favoring the M/S Viswaat Chemicals.

Today morning HEMRL security withdraws all bio-metric cards issued to GOGO (M/S Viswaat Chemicals) work force.

Col Mathur, Security Officer issued simple without monogram (HEMRL) cards to GOGO (M/S Viswaat Chemicals) work force.

A register put for in/out for signature of GOGO (M/S Viswaat Chemicals) work force.

The two-wheeler entry for GOGO (M/S Viswaat Chemicals) work force was stopped.

Now the numbers of GOGO (M/S Viswaat Chemicals) work force was tallied with contract order.

This exercise today takes time to issue the new cards so GOGO (M/S Viswaat Chemicals) work force reached their respective job site nearly 1100 hrs to 1130 hrs

The GOGO (M/S Viswaat Chemicals) work force is now asking the refund of Rs 500 which HEMRL deposited for issuing bio-metric cards.

Hope S A to R M will see these inputs and will ask do this to all other sites like ASL, ACEM, SF Complex and other sites where Dr Hardwar Singh is running his empire, because SA cannot dare to touch the Singh.

The corruption in purchase has been investigated and major penalties awarded additional secretary Dr MS Vijayraghvan, NTRO was directly under PMO, NTRO has been conceived by the DRDO. All those people holding the high offices in NTRO have served in DRDO at least for 20 -25 years.

The DRDO corruption culture is running in their veins. DRDO is training ground for technocrats to learn the skills of corruption using all technical terminology to fool forces, bureaucrats, financial experts and as well as  politicians.

Defence Research, National; Technical Research, Space Research, Atomic Research all these research organizations started to accomplish a mission, to ease the life of common citizen of India, to enhance the economy growth, but the common man has lost the faith because they consume a heft some but deliverables are like piece of peanuts.

If we compare of technology development of North Korea probably we can find our self nowhere. North Korea is isolated from the rest of the world but they have the technology which can challenge the developed countries. It is due to the discipline inculcated in their citizens from decades.

Why we are not able to give due respect to our constitution. If we are not getting “some thing”, than we remembers the various articles of constitutions and there is lot of hue & cry for violation of fundamental right. But when its come to repay the due to constitution we simply ignore and than one man scratch another man’s back or blame game start.

DRDO in its successive   failures of projects/ programs have justified the expenditure by comparing the loss occurred due to rail accident, or loss occurred by natural calamities/ floods etc.

Sometimes DRDO people compare their assets with assets of XYZ, who won the election and enjoyed the facility provided by the government. This sickness expressed just to justifies the expenditure where the system did not perform due to incompetency of top DRDO officials. There is rat race in DRDO now days to become rich like a smugglers become rich in short period.

The tactics used by NTRO in their procurement as well as recruitments are followed exactly are one tone, carbon copy of DRDO existing culture.

Honorable Prime  Minister, Honorable Defence Minister must not ignore DRDO from the list of sick, unproductive organization, if it continuo like this, if accountability not fixed than history will repeat once again and the fighting forces lose their precious lives it is all due to non availability of latest frontline  technology.
