Anti-corruption law: Union Cabinet nod for raising max punishment to 7 yrs

In an attempt to give the anti-corruption law more teeth, the Cabinet Wednesday cleared a proposal to move official amendments to the Prevention of Corruption (Amendment) Bill, 2013, paving the way for enhancement of both the minimum and the maximum punishment under the proposed law.

Under the amendments, the penal provisions have been substantially enhanced — the minimum punishment being raised from six months to three years imprisonment and the maximum punishment enhanced from five years to seven years imprisonment.
With the maximum punishment raised to seven years in jail, corruption now has been brought under the heinous crime category.
The amendments also propose to extend the protective umbrella of prior sanction for prosecution to public servants who have ceased to hold office due to retirement or resignation. “Further, prior sanction for inquiry and investigation shall be required from the Lokpal or Lokayukta, as the case may be, for investigation of offences relatable to recommendations made or decision taken by a public servant in discharge of official functions or duties,” the government said.
Essentially aimed at laying down more stringent measures to tackle corruption, the proposed amendments provide for more stringent punishment for the offences of bribery, both for the bribe-giver and the bribe-taker.
With the average trial period of cases under the PC Act in the last four years having been above eight years, the new amendments have proposed to ensure speedy trial by providing a trial completion within two years.
The new amendments further state that “intentional enriching by public servants will be construed as criminal misconduct and possession of disproportionate assets as proof of such illicit enrichment”.

Vital defence projects that have been taken up by the country’s premier Defence Research and Development Organisation (DRDO) over the last several years, do not show any signs of completion despite thousands of crores of taxpayers’ money spent on them.

Defence Minister Manohar Parrikar, while detailing the nine major DRDO projects that have not been able to meet their deadlines, stated in Parliament that Rs 16,708 crore have been spent on these projects that were scheduled to be completed years ago.

Some of these projects, such as the Light Combat Aircraft (LCA), Tejas, Phase II, which was expected to be completed by December 2008, has now been pushed to the end of this month. The government had sanctioned Rs 5,777 crore for this project. The first of the LCAs, which was conceived in 1983, was handed over to the Indian Air Force (IAF) in January this year by Parrikar, 32 years after the project started.

Similarly, the probable date of completion of the Naval Light Combat Aircraft (LCA, Navy) Phase I, which was expected to be completed by March 2010, is under revision. One of the reasons submitted by the Defence Minister for the delay is that “technology challenges have been significantly higher than originally anticipated”. The sanctioned cost of this project is Rs 1,714.98 crore

The probable date of completion of another much talked about project, Aero Engine Kaveri, which was supposed to be completed by December 1996, is also under revision. Sources within DRDO claim that the project, for which the government had sanctioned Rs 2,839 crore, is likely to be shelved

The Air Borne Early Warning & Control (AEW&C) System, for which the government has sanctioned Rs 2,275 crore, is running four years behind the probable date of completion. It was supposed to be handed over to the IAF in October 2011. This has now been postponed to December 2015.

Another crucial project, Long Range Surface-to-Air Missile (LR-SAM), which was allotted Rs 2,606.02 crore is also running four years behind its completion date. It was supposed to be completed by May 2011, but the DRDO has now promised to finish it by December 2015.

The helicopter version third generation anti tank guided missile, whose promised date of completion was December 2010, is now expected to be completed by January 2018. Air-to-air missile Astra too is running four years behind its scheduled date of completion and is expected to be ready by December 2016.

The project on the dual colour missile approach warning system for fighter aircraft and advanced lightweight torpedo, which were to be completed by the DRDO in 2013, are now likely to be executed by the latter part of 2015. For the financial year 2013-14, a total of Rs 10,610.17 crore was allocated to DRDO, of which Rs 5,552.57 crore was in revenue and Rs 5,057.60 crore was in capital.

A senior official with the DRDO stated that the “culture” of promoting scientists who are unable to complete their projects on time, instead of reprimanding them is a big factor behind the delays that have become synonymous with DRDO.

“The practice of seeking extensions for a project, one after another, has been condoned by successive Defence Ministers. Why would a scientist want to complete his project on time if he knows that even if he does not complete it on time, the project will be extended and he will continue to work on the same project? Scientists who retire are given extensions because they have been working on a project, so they would naturally want the project to go on and on,” the official stated.

According to Parrikar, the government has taken many corrective measures to complete the ongoing projects on time like three-tier project monitoring and constituting a Project Monitoring Review Committee (PMRC). However, DRDO officials claimed that he was only repeating what has been said by Defence Ministers who came before him.

“Consortium approach, three-tier project monitoring approach, Project Monitoring Review Committee (PMRC) and Project Appraisal and Review Committee (PARC) have been there in the DRDO for the last 10-15 years. There is no new remedy which Parrikar has tried to suggest,” the official claimed.

my wife for tomorrow.” Mohana Rao also allegedly lied to the police that he was a consultant with aeronautics space research and was a resident of Vimanapura in HAL. In 2008, Mohana
Rao and the GTRE team were awarded the Dr V M Ghatge national award for his outstanding contribution in the field of aerospace technology. Mohana Rao is also chairperson of the Bangalore branch of Aeronautical Society of India and the Chairperson of the township advisory committee of C V Raman Nagar, where most DRDO personnel live.

  2. All complaints sent to CVC with documentary evidences till date no action was taken by DRDO hqrs because Ex Secretary, DRD, SA to RM, DG, DRDO Sh Avinash Chander patronized Dr A K Saxena, Director, DMSRDE.
  3. DRDO hqrs constituted two fact finding committees to investigate the complaints. First fact finding committee under chairmanship of Dr S S Negi, Sc ‘H’ only grope the complaints and smell only the hands of Sh Navin Prakash Gupta, Sc ‘C’ and Sh R P Bhatt, Sc ‘F’.  Rest real findings buried under the Sh Avinash chander’s table because that time Dr S S Negi was in the race of IRDE Lab directorship.

The copy emails are a security threat waning in the concern of defence preparedness as these emails exposes that vendors are know the all future plans of DRDO R&D that what they are planning to develop and what are their aim & objects. But unfortunately our responsible post holders are ignoring such activities of their beloved ones.
  6. Second fact finding committee under chairmanship of Dr D.C. Pande, Sc’H’ , LRDE, Bangalore visited DMSRDE and grilled Dr A K Saxena’s team but delayed the report waited up to result of Distinguished Scientist. Unfortunately Dr D.C. Pande not able to achieved goal, submitted report. In the mean time Sh Avinash Chander hold his position very strongly and showed his lousy power by making Ms Tessy Thomas as Director, ASL and her husband Cmdr S K Patel director QRS with violation of all rules regulation, with this success he kicked the second fact finding report proudly in to dustbin.
  7. It is requested that it is high time top show DRDO’s corrupt scientists that you are paid for science and development not for making fun ride with vendors. ( like Director, GTRE, Mohan Rao who caught by Karnataka police in massage parlor with Israeli company rep) The technology is so powerful that now 250 crores eyes are watching corrupt official’s each and every move.

Agni 5, India’s Longest Range Ballistic Missile, Successfully Test-Fired – NDTV

NEW DELHI: India today successfully test-launched Agni-5, its longest range ballistic missile, for the third time off the Odisha coast. The missile was launched from a canister from Wheeler Island, giving it higher road mobility.

The three stage, solid propellant “missile was test-fired from a mobile launcher from the launch complex-4 of the Integrated Test Range (ITR) at about 8.06 hours,” ITR Director M V K V Prasad said.

“The missile, witnessed a flawless ‘auto launch’ and detailed results will be known after all data retrieved from different radars and network systems,” he added.

With a range of 5000 km, the nuclear-capable missile can carry a warhead in the east as far as all of China and in the west all over Europe.

The three-stage missile is about 17 metres long and weighs 50 tons. The first rocket engine takes it to a height of about 40 kilometres. The second stage pushes it to about 150 kilometres. The third stage takes it to about 300 kilometres above the Earth. And the missile finally reaches a height of about 800 kilometres.
The missile travels faster than a bullet and can carry 1000 kilogram of nuclear weapon. It can be launched only on direct orders from the Prime Minister; India hopes it turns out to be a weapon of peace not war.

Unlike other missiles of Agni series, the latest one ‘AGNI-5’, is most advanced having some new technologies incorporated with it in terms of navigation and guidance, warhead and engine, Mr Prasad said.

India carried out two successful tests of the basic version of Agni-5 in 2012 and 2013.

The development of Agni-5 began in 2009 and according to DRDO it will likely be inducted in 2015.

Agni-5 gives India the ability to launch nuclear weapons from land at will from anywhere in India. It will give India the ability to hit back or have second-strike capability even after a nuclear strike.

It was also a super charged farewell gift for DRDO chief Avinash Chander who retires today. India’s Integrated Missile Programme has been a resounding success with the Agni missiles giving the country a credible nuclear deterrence. As a scientist and team leader, Dr Avinash Chander has achieved significant success in his work.

CAT has quashed the impugned orders of DRDO issued vide letter No.DHRD/16342/6thCPC/DRTC/C/P/05(iv)/1112/D(R&D) dt. 30.05.2013 read with order dated 10.05.2013 and 13.05.2013 to the extent of recovery.

The recovery orders due to withdrawal of Rs.4800/- Grade Pay to Technical Officer/ TO ‘A’ w.e.f 01.01.2006 were set aside.

Let’s build pressure on DRDO Hqrs for implementation of Supreme Court Judgment& CAT, Hyderabad judgment and to stop recovery of pay,refund the amounts recovered/adjusted.

Shoddy research, inordinate delays, corruption and its fancy for reverse engineering have resulted in the Parliamentary standing committee on defence raising the red flag on DRDO budget for 2014-15.

According to documents accessed by dna, the committee has nailed DRDO on several occasions. It has asked DRDO to furnish details on how many new models, weapon systems and engines have been imported in the last 10 years in the name of study and modifications. “DRDO labs are more interested in importing systems, modifying them a little bit, re-labelling them and reselling them to forces,” the panel observed.

Of the 31-member committee, four members have defence background. “Where do you think DRDO stands in our military hardware preparedness vis-à-vis China today?” the committee said. It also asked DRDO to disclose those areas of technology where they are not competitive or behind the curve.

“There is a perception that DRDO is not really fulfilling its role; it is only doing normal non-commercial office work. DRDO should work out what is required by the services… futuristic and does not get outdated before it is introduced into services. People are expecting something extraordinary from DRDO, something out-of-the-box,” it said.dna began its investigations in August this year when Prime Minister Narendra Modi criticised DRDO during an address in Kargil. drdo delay story dna

“If a project was conceived in 1992, it should not be the case in 2014 we are still saying it will take some more time,” he had said. India, he said, has the potential to be a world leader in defence sector, but was being held back by a chalta hai attitude.

In the last 10 years, the DRDO budget has increased from Rs 3,443.18 crore to Rs 10,868.89 crore (around three times). However, it has completed/closed only 13 projects costing Rs 134.08 crore in 2013 14, while it got 52 new projects, costing Rs 1,651.59 crore from January 1, 2013 to March 31, 2014.

“DRDO’s mandate is to develop products and technologies to modernise our armed forces. It has shown a list of products developed by them. Please also furnish a list of technologies developed,” the committee said.

DRDO’s annual report says that, as on March 31, 2014, it was handling 339 projects costing approximately Rs 45,554.73 crore. Out of these, 37 projects cost above Rs 100 crore, and, in total, account for Rs 38,613.89 crore. This is approximately 85% of active project costs.

DRDO scientists are among the best paid in India. They get incentives like two additional increments on promotion, up to six variable increments on promotions granted on fast track, professional update allowance, opportunity to acquire higher qualifications at reputed institutes and residential complexes.

The committee also asked DRDO about its research on a Gujarat-based Sadhu, Prahlad Jani, who has been living on air. He does not eat and drink. A research on him was carried out in 2003 and 2010 and the committee asked if the outcome can be used in warfare.

Talking to dna, a committee member said on condition of anonymity: “DRDO is doing shoddy research and some parliamentarians seem to be encouraging it by asking how outcomes could be used in warfare. Are you going to deprive Indian soldiers food and water in harsh conditions like extreme heat and cold? It’s disgusting.”

“This is not the only example. Recently, in Pune, they developed a hi-tech chariot to be donated to a temple. Is it what they are supposed to do?” he said.

“There are also a number of irregularities like an institute director buying a Honda CRV for personal use from the institute’s budget, although that car was not fit for that terrain.

“A building construction project worth crores was given to National Buildings Construction Corporation (NBCC) without proper tendering. There are also complaints of misbehaviour and harassment of officials and purchase of expensive tickets from Nagpur, home district of one DRDO institute director,” he said.

DRDO blames it on defence services, finance officers

DRDO has its own woes. They range from lack of testing facilities to infrastructure to shortage of funds to impractical demands of defence services. Another big reason is the rejection of DRDO technologies by defence services, terming them “inferior”, and their ‘preference’ for imported technologies.

A top DRDO official in Delhi said, “Top defence people visit international exhibitions and defence machinery manufacturers where they see the latest technologies. They collect brochures and after coming back, they shortlist good technologies from various options available, amalgamate them and ask DRDO to develop a product or technology. They don’t even bother to study the feasibility of their demands in context with the resources with us. That is one major reason for delay in aircraft and engines.”

“What they see in these exhibitions is imported technology where countries like the US, Russia and France have in-house raw materials building and manufacturing facilities. In India, we have to import even small components. This is one reason for the delay and increase in project costs,” he said.

Dr Vijay Veer, Director, DRL, Tezpur and Dr AK Singh, DOP, DRDO Hqrs have taken a joint project in DRL on not giving transfer even after completion of tenure. They are trying their best to fulfil their ego even when Honourable CAT, Guwahati has ordered the same. Both are putting all efforts to harass their fellow colleagues. Had they even ask their conscience regarding that? I think the answer is no. From the history we know that there is always a rise and fall of dynasties. We do not know what will be the future of them.

This CAT, Guwahati Bench order no. 317/2014 is another example of their joint venture.  In this connection, I would like to draw your kind attention another CAT, Guwahati Bench order no. 49/2010.

Officials on completion of fixed tenure of service may be considered for posting of their choice as far as possible. Sub: Representation for transfer of Shri B.Jayakumar, SDE reg.

Sir,

I am directed to refer to your letter o.1/4/(G)/2006-BBB/1972 73, dated 4-6-2009 on the above mentioned subject and to say that after careful consideration of the same the competent authority has not agreed to the requests of S/Shri B.Jayakumar, R.Shankarpandian & R.Periasamy, Sub Divisional Engineers for their transfer from B&BBO, Shillong to C&SRO, Coimbatore.

  1. Adverting to the facts I find that applicant initially joined as Junior Engineer under Central Water Commission on 25.01.1979. After serving at different places, he was eventually transferred from Chennai to Meghna Division, Silchar on 04.07.2007 and has since been continuing in the same station.
  2. The Government of India, Ministry of Finance vide its O.M. No.20014/3/83-E.IV, dated 14.12.1983 granted some incentives to various categories of Central Government employees for serving in North Eastern States of India. Said O.M. provides, inter alia, that there will be fixed tenure of posting of 3 years at a time for officers with 10 years service or less and 2 years at a time for officers with more than 10 years. Officials on completion of fixed tenure of service may be considered for posting of their choice as far as possible. Applicant has completed more than 20 years of service for respondents organization. He joined at Silchar (Assam) on 04.07.2007 and completed prescribed tenure of 2 years in N.E.Region on 04.07.2009. As such he became entitled to his choice place of posting.

On 17.01.2009 applicant has given choice place of posting as under:-

3). Delta Sub Division-Karikkal under C&SR Region-Coimbatore To buttress the claim following reasons were adduced:-

1). My 75 years old mother staying with my family. She needs constant medical care. Hence my

presence is required at Chennai.

2). I have 27 years Son & 23 years Daughter at Chennai, to fix suitable alliance, as a father my presence is very essential.

  1. It is palpable from the perusal of impugned letter dated 06.07.2009 that request made by applicant was turned down without assigning any cogent reason. Mrs.U.Dutta, learned counsel for applicant strongly relied on the decision of this Bench rendered in the case of Sanjay Garg vs. Union of India in O.A. No.175 of 2009 dated 04..02.2010. Relevant portion of said judgment is reproduced below:-
  2. We have heard the rival submissions. It is stipulated in the office memorandum dated 14.12.1983 that officers on completion of the fixed tenure of service in the State or Union Territories of North East Region may be considered for posting to a station of their choice as far as possible. May is an auxiliary verb qualifying the meaning of another verb by expressing ability, competency, liberty, permission, possibility, probability or contingency. Regardless of the instrument however, whether Constitution, statute, deed contract or whatever, Courts not infrequently construe may as shall or must to the end that justice may not be the slave of grammar. However, as a general rule, the word may will not be treated as a word of command unless there is something in context or subject matter of act to indicate that it was used in such sense. It appears that to attract competent officers to serve in the North East Region the provision for choice transfer was made. Right to give a choice was bestowed on the employees. Once a right is created it cannot be disturbed without any legal justification. Jurisprudentially, speaking right is an interest, protected under the law. The justification which is given by the respondents qua, the non consideration of choice is correct in the context of normal transfer rules but when it is stipulated that officer on completion of fixed tenure of service at North East

Region may be considered for posting to a station of their choice, it is incumbent on the authorities concerned to accommodate the officer at the place of his choice as far as possible. However, for some reasons, if such posting is not possible, opportunity of being heard, must be provided and detailed order should be passed stating the reasons as to why the concerned officer could not be accommodated at the place of his choice.

  1. Transfer can uproot a family, cause irreparable loss to an employee and drive him into desperation. It disrupts education of his children and leads to numerous other complication and problems and cause hardship and demoralization. It therefore follows that policy of transfer should be reasonable and fair and should apply to everybody equally. It cannot be gain said that transfer is an exigency of service and may be ordered for administrative reason and the employer is the best judge in this regard. In a Welfare State to maintain the rule of law attempt should be made to ensure fairness and equality of treatment, arbitrariness should be avoided at all cost. The proposition that who will be posted where is within the discretion of the authorities in control of the matter, is not absolute. It is subject to the limits of law. By serving in the North East Region applicant gained right of consideration for posting to a station of his choice. This fact was not correctly appreciated by the respondents.

The obligation which emanated out of the assurance given to the employee for coming to North East Region was not properly discharged. The issue was not examined in the right perspective. The rule of audi alteram partem (no one should be condemned unheard) was not followed. Taking into consideration the entire conspectus of the case, we direct the respondents to accommodate the applicant at the place of his choice within four months from the date of this order. Meanwhile applicant be not disturbed from the place of his present posting.

I find that facts of the present case are squarely covered by the ratio of the aforesaid ruling. In the present case also I find that obligation which emanated out of the assurance given to the employee for coming to North East Region was not properly discharged. The issue was not examined in right perspective. The rule of audi alteram parterm (no one should be condemned unheard) was not followed. Respondents did not assign any reason in rejecting the request for choice posting. Having regard to the facts, I direct the respondents to accommodate the applicant on the place of his choice within a period of four months from the date of receipt of order. Meanwhile, applicant be not disturbed from his present place of posting.

  1. In the result, O.A. stands disposed of accordingly. No costs.

By this O.A., applicant makes a prayer to direct the respondent to consider his choice posting in any of the stations of his choices, namely Coimbatore, Chennai, Mysore or Gwalior.

  1. Mrs. U.Dutta, learned counsel appearing on behalf of the applicant submitted that applicant has joined as Scientist B for the post Parasitology (Microbiology) in Defence Research Laboratory, Tezpur on 07.01.2004. He was promoted to the grade of Scientist C from 01.07.2007 and further to the grade of Scientist D on 01.07.2014 and he has been continuing at Tezpur as such.
  1. According to the learned counsel, applicant is a permanent resident of village Chathirappatti, Thanjvur district of11/15/2014 Untitled Page http://judis.nic.in/judis_cat/CaseNo_Cat_Result.aspx 2/3 Tamilnadu and he has completed his fixed tenure of 3 (three) years in the N.E. Region way back in 2007 and on completion of his fixed tenure of posting at N.E. Region, he is entitled to any of his choice place of posting. To buttress her argument, learned counsel has drawn our attention to Clause (i) of the O.M. dated 14.12.1983 which reads as under:-

(i) Tenure of posting/deputation:

There will be a fixed tenure of posting of 3 years at a time for officers with service of 10 years or less and of 2 years at a time for officers with more than 10 years of service. Periods of leave, training, etc. in excess of 15 days per year will be excluded in counting the tenure period of 2/3 years. Officers, on completion of the fixed tenure of service mentioned above, may be considered for posting to a station of their choice as far as possible. The period of deputation of the Central Government employees to the States/Union Territories of the North Eastern Region will generally be for 3 years which can be extended in exceptional cases in exigencies of public service as well as when the employee concerned is prepared to stay longer. The admissible deputation allowance will also continue to be paid during the period of deputation so extended.

According to the learned counsel, aforesaid beneficial provision was subsequently extended by the O.M.s dated 01.12.1988 and 22.07.1998.

  1. According to the learned counsel, applicant’s mother who is a widow is staying alone in his native village and has been suffering from various heart related problems since several years and there is no one to look after her. Applicant being the eldest son in his family has not been unable to look after her in her need as applicant is posted far off place. That apart, according to the learned counsel during his stay at Tezpur, applicant, his wife and son had developed certain ailments due to extreme weather and climate do not suited them.

According to the learned counsel, due to the aforesaid compelling reasons applicant submitted various representations before the respondents i.e., on 07.04.2008, 12.06.2008, 02.05.2011, 12.09.2012, 13.05.2013, 02.07.2013, 11.07.2013, 23.07.2013 and 24.07.2014 seeking posting in any of the choice places, namely Gwalior, Coimbatore, Chennai or Mysore upon completion of his fixed tenure in N.E.Region, but the respondents have not considered any of his representations till date.

Learned counsel further submitted that as many as five Scientists, namely Dr. Mehbuba Begum, Shri Y V S Rao, Dr.Jubilee Purkayastha, Dr. Anurag Pandey and Dr. Gaurav Agnihotri, who have jointed at DRL, Tezpur much later than the applicant, have been transferred out to their choices out of N E Region, but in an arbitrary and unreasonable manner the respondents, the respondents have not yet transferred the applicant to any of his choice places despite completion of his tenure at N.E. Region.
  1. We have heard the learned counsel for the applicant, perused the pleadings and material placed before us.
  1. Clause (i) of the OM dated 14th December 1983 prescribes that there will be a fixed tenure of posting of 3 years at a time for officers with service of 10 years or less and of 2 years at a time11/15/2014 Untitled Page http://judis.nic.in/judis_cat/CaseNo_Cat_Result.aspx 3/3 for officers with more than 10 years of service. It was further prescribed therein that – officers, on completion of the fixed tenure of service mentioned above, may be considered for posting to a station of their choice as far as possible. The said OM confers a right upon the applicant to be considered for being posted at his place of posting as far as possible. Applicant has completed his tenure of three years in 2007 at DLR, Tezpur. Upon completion of his fixed tenure in N.E.Region, applicant has opted for 4 choice places of posing, namely, Gwalior, Coimbatore, Chennai or Mysore in his representations, the respondents ought to have considered his request, inasmuch as applicant has been continuing at DLR, Tezpur for more than 7 years even after the completion of his tenure.
  1. In the case of Union of India vs. Dr. Umesh Kr. Mishra WA No. (SH) 17/2012, Honble Gauhati High Court has held that Fairness requires that if a policy has been laid down, the same may be deviated from only if there is any reason to do so. If no reason is forthcoming, the exercise of power of transfer in violation of a laid down policy may be held to be arbitrary. This Tribunal in its decisions rendered in the cases of S K Garg v. UOI & Ors (OA.179/2009 and R.Periasamy v. UOI & Ors (OA.49/2010) held that it was incumbent on the authorities to accommodate the officer at the place of his choice after completion of his fixed tenure and if such posting is not possible opportunity of being heard must be provided and detailed order should be passed stating the reasons as to why the concerned officer could not be accommodated at his place of choice.

Therefore, the respondents ought to have considered the case of the applicant for his posting at any of his 4 choices after completion of his tenure at N. E. Region and in the event of their inability to accommodate him at any of his places of choice; reasoned order ought to have been passed after affording him a reasonable opportunity of being heard. Such steps having not taken, it is a fit case to direct the respondents to consider the case of the applicant for his posting in any of his 4 choices.

  1. For the reasons, narrated above, we direct the respondents to consider his transfer to any of his choice places, namely, Gwalior, Coimbatore, Chennai or Mysore subject to the availability of vacancy in the light of the aforesaid OMs as well as the observation made hereinabove, as expeditiously as possible, but not later than a period of four months from the date of the receipt of this order.
  1. O.A. stands disposed of accordingly at the admission stage. No order as to costs.

Why do people want to go private organizations? Is it because they do good work and they are rewarded? Do you have any method of incentives for good work done by scientists? Please elaborate – (CC R&D HR)

As per the reply in Parliament ( LOK SABHA) against UNSTARRED QUESTION NO 596, ANSWERED ON 09.12.2013, the total 487 scientists left from DRDO from 2008 to 30th November 2013. Scientist B- 289, Scientist C- 152, Scientist D – 26, Scientist E-  13, Scientist F – 7.

Why they left – Financial reasons – very few, most young scientists join this great premier scientific organization with great enthusiasm that they will contribute their best to serve the nation, but unfortunately they encounter incompetent, greedy, bosses who got these higher posts on the basis of flattering/corruption /nepotism.

Examples are numerous but this is one real reason I grew up in a small town called ———— and my father works for ——. All my childhood I spent in scientific community and I dreamt of becoming a scientist one day. I did that and I ignored offers from private sector and Joined DRDO.

The establishment that I joined promised me excellent work in my field of analysis and designing. At 21, I joined and things of course were very indifferent to what I dreamt of.

We had bureaucracy and people were not happy. The organization was something like a hierarchy controlled rather than intellectual oriented. I had an excellent team and my STA’s are one of the best. People never cared to harness their potential. Have no idea why.

Most of the works that we were supposed to do were outsourced; this is one thing that I fought with everybody. I did not want to work for my salary; I wanted to work for pleasure.

Finally, my team was able to deliver some engineering marvels that my superiors said it was impossible to do. My growing frustration with outsourcing was a big issue for me. A single step ahead in the project is like fighting with in.

After 5 years of service, I came to US to pursue my further studies.”

The absolute power to Lab Directors is also a big reason to derail the organizations.

The training of young scientist started with collecting quotations, making specifications, filing indents of not required instruments & items on direction of their bosses to get good APAR and promotions. If the scientist not compromise with his integrity for helping out the corruption of his bosses and Director, then immediately his harassment started by all means including transfers.

One scientist from GTRE, Bangalore genuinely approached the Director for his transfer but the egoist Director after receiving transfer order from DRDO Hqrs told him “ I will see who is going to relieve you if you pressurized me. Your dead body only can only be relieved” It is not a joke and this is the real scenario of DRDO.

The individual  ask transfer without having GOD father in DRDO always get same treatment, his carrier start spoiling by Lab Directors, if Lab Directors is annoyed with any individual of lab means he will going to face social boycott by  whole lab because one try to help him means he will also come under threat zone. Targeted individual start facing each and every step of his day to day work like NO TD, No support for project work, no recommendation for good work, APAR/ACR dropped to average and many more obstacles are common.

If Lab Director sniff that the individual is watching corruption or raising voice for that, it means that that individual is now going to get a kick without following the rules to remotest area with instruction that make sure that this man does not get peace at all.

DRDO has an unwritten thumb rule that when any Lab Director is not happy with any individual it means that he must be transferred to other destination without justifying the reason and the best part of this is that entire DRDO HQRS backsthat egoist corrupt director. This has resulted in the DRDO we know today.

All 25 questions raised by the Cabinet/PMO / Parliament Committee are really the honest approach to make DRDO a productive organization. DRDO is wasting more than two lakh crores worth of infrastructure without any mentionable output. DRDO should accept Genral Mallik’s comment after KARGIL WARcasualties in the conflict could have been reduced had the Defence Research & Development Organisation (DRDO) not come in the way.

Unfortunately, DRDO still does not understand the importance of the country’s needs. It still wastes money on SDR type of technologies, which already exist, and DRDO is ready to give second extension for PDC, like Sh R C Agarwal, who got a second extension without output.

It is requested DRDO Hqrs now Modi Ji giving full opportunity to save and grow DRDO in real means, अब तो जागो औरभ्रष्टाचार, भाई भतीजावाद, अयोग्य लोगो को आगे बढ़ाने का कार्य बंद करो।  देश के विकास की और देखो।  जय हिन्द

DRDO AWARDS for the year 2013 for outstanding contribution in various areas of technology will be given away by the Prime Minister, Shri Narendra Modi, in the august presence of Hon’ble Defence Minister Shri Arun Jaitley and a galaxy of dignitaries on 20th August 2014 in a brief ceremony to be held at Kothari Auditorium, DRDO Bhawan.

The DRDO awards in 10 categories are being given to honour individual Scientists/Teams of DRDO, partners of DRDO from other sectors for their outstanding contributions in furthering DRDO’s efforts in achieving self-reliance.

DRDO Life Time Achievement Award 2013 is being conferred on Dr. Dipankar Banerjee formerly Director, DMRL and Chief Controller R&D of DRDO for his distinguished contributions to the field of Metallurgy, Materials science & Combat Aircraft Program.

Technology Leadership Award: In recognition of outstanding contributions and leadership qualities, the Technology Leadership Award for the year 2013 is being awarded to Shri S Anantha Narayanan, Distinguished Scientist & Director Naval Physical & Oceanographic Laboratory (NPOL), Kochi towards development of underwater surveillance systems, new technologies in underwater transducers, onboard processors and deployment mechanisms and fostering industrial partnerships leading to proliferation of a large number of systems in the Indian Navy.

ACADEMY EXCELLENCE AWARDS are given to members from academia associated with DRDO for research in emerging areas. The two Academy Excellence Awards for the year 2013 are being conferred on Emeritus Prof. S Mohan, Indian Institute of Science, Bengaluru for his noteworthy contributions to several projects of DRDO. DRDO awards for PATH BREAKING RESEARCH AND OUTSTANDING TECHNOLOGY DEVELOPMENT for the year 2013 are being conferred upon:

DRDO AWARD FOR PERFORMANCE EXCELLENCE are being conferred on Shri PS Subramanyam, Distinguished Scientist & Director, Aeronautical Development Agency (ADA) Bengaluru and his team along with Dr. K Tamilmani, former Chief Executive, CEMILAC and his team towards accomplishing an unprecedented milestone in Defence Aviation through indigenous design, development and certification of a state-of-the-art fighter aircraft, Tejas for induction into services. Tejas has been granted Initial Operational Clearance (IOC) in Dec 2013. This rare feat of the team has catapulted India into the elite club of nations which possess the technological capabilities and infrastructure to build and roll out their own fighter aircraft with state-of-the-arttechnologies.

SPECIAL AWARD FOR STRATEGIC CONTRIBUTION 2013 is being conferred on:

  • Smt. U Jeya Santhi, Scientist ‘F’ and her team for significant contributions towards successful design, development, erection and commissioning of Strategic Command and Control infrastructure comprising a secured, multi-layered, Strategic Communication Network and specialised Blast and EMP hardened structures.

Establishments, Strategic Programmes and other Intelligence Agencies providing high level of security assurance.

Defence Technology Absorption Award is given to DRDO’s industrial partners for their support in transformation of technologies developed by DRDO into products/systems/processes for Armed forces. The award is being given to:-

  • M/s Accord Software & Systems Ltd., Bengaluru, has immensely contributed towards indigenous design, development and production of advanced high dynamics GPS+GLONASS+GAGAN receivers with state-of-the-art technologies and features in multiple configurations to the specific requirements/ specifications of Indian Defence programmes in close coordination with DRDO laboratories.
  • M/s Aerospace Engineers, Salem, Tamil Nadu, has displayed profound technical expertise in absorbing various technologies and has delivered high-precision and quality elastomeric products manufactured out of these technologies for use on various airborne systems developed by DRDO that include LCA, Lakshya, Nishant, Missiles, Life Saving Systems, aircrafts and helicopters.
  • M/s Krishna Industries, Mumbai has displayed pioneering efforts towards indigenous production of “Bulb Bars” of various sections of DMR-249A grade steel, on industrial scale, in association with DRDO for construction of warships by devising ingenious roll design, rolling parameters and novel heat treatment technique. Their sustained efforts have culminated in producing high quality bulb bars for the first time in the country, thereby meeting the requirements of the Indian Navy in a timely and cost effective manner.

DEFENCE TECHNOLOGY SPIN-OFF AWARD 2013 is being awarded to Defence Food Research Laboratory (DFRL), Mysore for significant extension work in the rural sector for the benefit of tomato farmers & women entrepreneurs by means of commercialization of tomato-based value- added products.
