Honourable Sir,

DRDO basically turn as den of corruption and manipulations, still not ready to accept that the new era of corruption free governance begin in country.

The root of corruption and the confidence of manipulation and thinking of fooling the politicians in the name of defence secrecy are deeply absorbed in the blood of top old senior scientists who are running the DRDO show.

If some vital information exposed by media or frustrated honest scientists to the government, DRDO first advocate in the name of secrecy or next thing is same old established tactics that make a 1st fact finding committee then 2nd fact finding committee and encash the complaints with temporary duty claims in the name of inquiry and stretch the case up to year or two and people will forgotten the issue/corrupt officer retire from service  and corrupt official easily gulp the poor tax payers money.

Sir, will you seriously going to take the corruption prevailing in DRDO which is very important because our defence preparedness is lying on the shoulder of DRDO, if it is not strong enough then what will the fate of country.

As in 5th September 2014 in your interaction to our lovely school students gave clear message that up to 2024 you are ready to give blessing and service to our country. It is very important that you have to operate the inside spread cancer (corruption / nepotism / favoritism) of DRDO.

I would like to inform you that I have continuously submitting lot of complaints in various agencies like CVC, IB and CBI since last 15 years and simultaneously exposing via www.corruptionindrdo.com since 4 years.

Recently, I have submitted 12 complaints on corruption against Dr. Arvind Kumar Saxena, Director, DMSRDE, DRDO, Kanpur to CVC, New Delhi. The complaints are tip of the iceberg and proper investigation can reveal hundreds of crores corruption which was executed by Dr. Arvind Kumar Saxena via various means.

DRDO’s expert manipulators made first fact finding committee spend few time and then made second fact finding committee and now they are killing the time in Dr. Arvind Kumar Saxena’s corruption cases.

Then after few years CAG will submit a report in front of honourable parliament like CAG Report CA No 30 of 2013 (Defence Services) Chapter V, DRDO

Para 5.1 – Extra avoidable expenditure by ANURAG – Violation of the prescribed procurement procedure and allow M/S ITI to execute the job through outsourcing at higher price resulted extra expenditure of Rs 2.12 Crores by ANURAG.

Para 5.2 Unwarranted procurement of CATIA V6 Software costing Rs 11.05 Crores and lying unused since 2011 – ANURAG

Para 5.3 DRDO procured components for NAG Missile at a cost Rs 52.58 Crores in anticipation of an order from Army, which resulted in blocking of Government money of Rs 34.70 Crores.

The man behind the ANURAG procurement manipulation enjoying extension, he is one of the Gem of DRDO scientist and expert such procurement business since his induction in DRDO as direct Scientist D.

Above CAG reports are very tiny part of DRDO corruption the actual corruption is in the tune of thousands of crores every year, dumping equipments, construction buildings in the name of infra structure development without needs and lot of things.

Hope we will witness some great steps as the whole country believes in your working and fast decisions mechanism.

Sir hope you will segregate the real Rishis who are in clutches of few Rakshas.

Role Model and an Inspiration for Women Scientists – Especially for DRDO

“We feel Tessy Thomas serves as a role model and an inspiration for women scientists to achieve their dreams and have their feet planted in both worlds successfully,”

In January, Prime Minister Manmohan Singh told the Indian Science Congress that Ms Thomas is an example of a “woman making her mark in a traditionally male bastion and decisively breaking the glass ceiling”.

Ms Thomas – the media also love to call her Agniputri, or one born of fire, after the missiles she has helped develop.

An expert in ‘solid propellants’, which fuels Agni missiles, she is based at the Advanced Systems Laboratory in Hyderabad. ????????

But the charismatic scientist says she has never faced any anti-female bias at her workplace ??????

Women scientists enter IIT council Akshaya Mukul, TNN | Sep 2, 2014

NEW DELHI: The IITs, predominantly a male club that never had a woman director or scientist in its council, is in for a big change.

HRD ministry has nominated two women scientists Tessy Thomas and Vijayalakshmi Ravindranath to the IIT council, the apex body of 16 IITs.

A senior HRD official said, “The idea behind getting women scientists in the IIT council is to show that science is not the sole preserve of men. Women can be at par with men in carrying out research.”

Some of DRDO women scientists truly inspired by Tessy Thomas and all DRDO witnessing the progress of those women scientists who are following  Tessy Thomas’s footsteps.

(a)       An application under Section 6 of RTI Act 2005 was submitted online to Shri Rajesh Nagpal, Under Secretary & CPIO on 01 August 2014.  Copy of the RTI application dated 01 August 2014 is enclosed

(b)       CPIO ACC Cell, Cabinet Secretariat denied/refused for information sought vide his decision letter F. No. CABST/R/2014/60302-RTI dated 29 August 2014.

(c)       CPIO denied for information under the provisions of Section 24 of RTI Act 2005.

(d)       Cabinet Secretariat, Rashtrapati Bhavan, New Delhi has not been placed in Second Schedule of RTI Act 2005 by Government of India.

(e)       Appellant is deeply aggrieved by this decision of CPIO, ACC Cell and this leads to appellant to file first appeal u/s 19(1) of RTI Act 2005.

  1. Reasons/Grounds for First Appeal and Prayer/Relief:-

(a)     Information sought was related to Business & Charter of Appointment Committee of Cabinet, Cabinet Secretariat, Government of India. The information sought was regarding appointment of Secretary, Deptt. of Defence R&D(DRD), MOD by Appointment Committee of Cabinet, GOI.

(b)     Cabinet Secretariat, Rashtrapati Bhavan, New Delhi has not been placed in Second Schedule of RTI Act 2005 by Government of India.

(c)     The information sought or any part of it was not at all concerned with details of DRDO projects and therefore Section 24 does not apply on the information sought.

(d)     The custodian of information sought is ACC Cell, hence denial of information is illegal under RTI Act 2005.

(e)     The information was denied to conceal the facts related to irregularities & illegality in contractual appointment of Shri Avinash Chander, CC (R&D) as Secretary, DRD, MOD by ACC.

(f)      Under the provisions of Section 7 subsection(8) [Disposal of Request], reproduced for your ready reference:

Where a request has been rejected under sub-section (1), the Central Public Information Officer or State Public Information Officer, as the case may be, shall communicate to the person making the request,—

(i) the reasons for such rejection;

(ii) the period within which an appeal against such rejection may be preferred;   and

(iii) the particulars of the appellate authority.

The CPIO should provide the period within which an appeal against such rejection may be preferred and particulars of the appellate authority but such information was not provided in his letter dated 29 August 2014. Thereby CPIO fails to perform his duties properly and violated the provisions of Section 7(8)(ii) &(iii) so that appellant could not file first appeal.

(g)     As a matter of fact, an another application under RTI Act 2005 was filed on 29th January 2014 to CPIO, DOPT by appellant regarding contractual appointment of Shri Avinash Chander as Secretary, DRD, MOD. (Annexure FA3)

(h)     The same application under RTI Act 2005(Annexure FA3) was transferred by DOPT vide letter No. 39/3/2014-EO(SM-I) dated 16-04-2014 to CPIO, ACC Cabinet Secretariat. The information sought in the said application under RTI Act forwarded by DOPT to ACC, Cabinet Secretariat was provided to the appellant by Shri K.A. Avinash, US & Link CPIO, ACC vide letter No. F 12015/277/2014 dated 19 May 2014.(Annexure FA4)

(i)       It is very surprising that same nature of information was provided by one CPIO of ACC, Cabinet Secretariat vide letter dated 19 May 2014 but now the same nature of information was denied by another CPIO, ACC on false & illegal grounds.

(j)       The information sought is neither related to DRDO nor DRDO is custodian of the information sought, information sought is not at all related to charter & activities of DRDO, ACC is sole custodian of the information sought and information sought is pertaining to activities, charter & business of ACC under Allocation of Business Rules 1961.

(k)     The denial of information by misusing section 24 of RTI Act 2005 by CPIO, ACC is motivated to protect the interest of particular officer and to conceal irregularities committed by ACC in appointment of Shri Avinash Chander as Secretary, DRD, MOD.

(l)       CPIO denied information on illegal grounds with malafide intentions to harass the appellant.

  1. Prayer /relief sought for:-

Appellant sought information vide his application dated 01 August 2014 under RTI Act to CPIO, ACC, Cabinet Secretariat and the information sought was denied by CPIO, ACC. Therefore, it is kindly prayed to FAA, ACC, Cabinet Secretariat that the orders may kindly be issued to CPIO, ACC, Cabinet Secretariat to provide the information sought by appellant in RTI Application dated 01 August 2014 based on the grounds/reasons mentioned above in Para(5).

  1. Provide the total sanctioned amount from DRDO for 7th conference of Medical Arthropodology with certified copy of sanctioned letter of DRDO.
  2. Provide the total expenditure of conference as per SB A/C opened in Axis Bank, Tezpur specifically opened for said purpose.
  3. Provide the total amount collected from various vendors in the name of said conference.
  4. Provide the total amount collected as registration fee for said conference from participants firms.
  5. Provide the permission single day bar license from local exercise authority for the use of liquor/wine for said conference dinner.
  6. Provide the permission and fund allocation of DRDO Hqrs for purchasing liquor/wine for said conference.

Note :  If Dr. Vijay Veer, Director, DRL purchased liquor/wine for said conference without assigned fund for  liquor/wine head by DRDO Hqrs, then it means it is matter of corruption, misuse of government funds. The copy of approval for purchase of liquor/wine enclosed herewith.

7th conference of Medical Arthropodology at DRL, Tezpur

The Sentinel- TEZPUR, December 12: A two–day–long national 7th conference of Medical Arthropodology sponsored by the Defence Research & Development Organization (DRDO) under the Ministry of Defence, Government of India was inaugurated at Defence Research Laboratory (DRL), Tezpur by Dr W Selvamurthy, former distinguished scientist and chief controller (life sciences), DRDO and presently president, Amity Science Technology and Innovation Foundation (ASTIF) as well as Chair Professor, Life Sciences, Amity University, Noida. The central theme of the conference is herbal insecticides, biomedicine and biodefence in vector borne disease management. In his inaugural address of the conference as chief guest, Dr Selvamuthy lauded the role played by DRL in controlling vector and vector borne diseases and vector surveillance in North East India. Vector borne diseases are particularly rampant in tropical and sub–tropical countries. In India, malaria, dengue, filariasis, leishmaniasis and Japanese encephalitis are considered major public health problems. DRL has developed several herbal based insect repellent formulations which have been of much benefit for the troops stationed in this part of the country.
Earlier, Dr Vijay Veer, Director of DRL, Tezpur welcomed all the invited dignitaries and guests from services, academia and industry, participants and research scholars coming from different parts of the country to DRL. In his welcome speech, Dr Veer said Medical Arthropodology is an incredibly exciting discipline with the largest number of species under single specific group of animals, the arthropods, highlighting their biomedical and biodefence significance. Most of the arthropods are not harmful to humans and many are highly beneficial organisms. Still, many isolated group of spiders, scorpions, mites, ticks and particularly, insects concern humans because of their harmful nature of causing injuries through their poisonous bites and stings distributing the tranquillity of human’s living environment. They also play a key role in the transmission of a large number of diseases responsible for the massive human suffering.

The inaugural meeting was also addressed by Dr J Mahanta, Director, RMRC (ICMR), Dibrugrah, Dr BK Tyagi, Director, CRME (ICMR), Madurai and Brigadier AB Khare, Brig (Med), HQ Gajraj Corps, Tezpur. The book of abstracts of the conference as well as a Catalogue of Research & Development Products & Technologies developed by DRL was released on the occasion by Dr W Selvamurthy and other dignitaries. A bio–bibliography of Dr Devinder Singh, Professor, Punjabi University, Patiala and renowned forensic entomologist and Dr Jagadish Mahanta, Director, RMRC (ICMR), Dibrugarh and renowned biomedical scientist was released for their significant contribution to scientific research and to commemorate the 7th conference of Medical Arthropodology. A science exhibition displaying the products developed by DRL and a poster session was inaugurated by the chief guest.

Apart from a galaxy of eminent scientists, nearly 70 delegates will take part in the two day conference. There will be four technical sessions on the theme “Arthropod borne diseases”, “Herbal insecticides & biomedicine” and “Arthropods and biodefence” which included keynote lectures, invited lectures and oral presentations. The conference is expected to provide a unique opportunity and common platform for all scientists and researchers working in multi–disciplinary fields of life sciences and medical sciences to discuss the possible conventional and prospective herbal insecticide designs, as well as bio–medical and biodefence significance of arthropods to help us get prepared in advance to combat effectively any untoward catastrophe where insects or their allies are used as the carriers. Dr I Baruah, Head, Medical Entomology Division of DRL OFFERED the vote of thanks. This was stated in a press release.

People of Kanpur along with DMSRDE’s officials witnessed the frustrations of Director Dr. Arvind Kumar Saxena via print media where he tried to his best to destroy the reputation with his absurd words like the website involved in anti national activities and DRDO information is leaking to US and intelligence agencies after website and DRDO is not able to close the website because the hosting is from US blab la.

My friend Saxena lost his mind like Dr Arun Kumar did after the exposer, he filed FIR what happened everyone knows in DRDO, so my friends as Lord Krishana said it is matter of number 95,96,97,98 99 …. wait don’t lost the hope, culprit will get his due.

CVC, CVO, MOD all agencies are on the job files are moving, accountability is fixing, After first fact finding committee of Dr S S Negi got his due credits from 1st September onwards he will going to enjoy IRDE, Directorship, now 2nd Fact finding committee of Dr D C Pande, Sc ‘H’ also waiting of his due rewards. The facts are with Sh Avinash Chander, DG, DRDO, if he believes in GOD or Bhartmata then DMSRDE will know otherwise Sh Jaitely Ji and Modi Ji’s is there for further action.

Sri Avinash Chander not able to protect Dr.Arvind Kumar Saxena from CVC & CVO(MOD) like Dr. VK Saraswat could not save Dr.Arun Kumar (Suspended just before two hours of his superannuation, Dr. AK Tyagi, Sc ‘G’ who was busy to protecting corrupt official of DRDO as
CPIO,DRDO Hqrs charge sheeted for his corrupt practices, Sri SM Veerbhadrapa, Ex Director, DTRL charge sheeted just before retirement for his act of manipulation in appoint procedure of Mrs T Chandra banu, Mrs T Chandra banu, Scientist ‘F’ whose appointment cancelled by DRDO by mere 12 days before her superannuation. The two Ex- DG Dr. VK Saraswat and Sh M Natrajan along with Dr W Selvamurthy are under CBI lense.
