The TCS programme involves eight weeks of classroom training and six months project work at various locations in India, and Modi asked the young Japanese not to get locked into a classroom, to get out every weekend and spend some MONEY.
“Come back not just as a TCS employee but as an ambassador of India,” he said, before wading into the crowd to interact with the chosen students.
Earlier Modi addressed girl students at the Sacred Heart University, fielding questions from college and school children. He dealt mainly in allegory, talking of India’s “cabinet” of female goddesses in the Hindu pantheon.
He sidestepped a question on how to face the Chinese threat, saying that India and Japan should focus on progress, and it was possible to take on a dark room not by fighting it with swords and brooms but by lighting a diya.
In the afternoon, Modi calls on Emperor Akihito and delivers the keynote address at a business seminar.

The DRDO top officials are not bothering the increasing numbers of court cases. It is not linear increase but it is in multifold, from CAT to High Court followed to Supreme Court.
As a learned lawyer you can very well understand the clients mental status when someone involve in court. Scientists or technical official who are engaged in court business than expectation of product output from them is futile.
If you ask your scientific adviser the figure of court cases and court expenses of last five years along with solicitor general’s advices or legal cell advices in which they deny for further move but the ego of DRDO’s top brass are very high.
Sir, you have check the payments to lawyers some time DRDO using project funds illegally and the scientists are also involved to attend court cases in the name of technical discussion in nearby DRDO or other establishment.
In RTI, DRDO will not provide the number of cases running in various courts across the country but certainly you will able to get data of cases and number of scientist and technical officials are involved. Number is alarming i.e. in thousand.
For example one simple case of tenure transfer of scientist is enclosed. In which you can understand the level of ego of senior DRDO officials compel to scientist go to the court and waste his hard earn money and suffer unnecessary. Venkaiah pushes for promotion of DRDO civilian technologies
Union Urban Development Minister M. Venkaiah Naidu said that his ministry intended to promote bio-digester toilets and other civilian technologies developed by the Defence Research and Development Organisation (DRDO) in a big way.
Talking to reporters after inaugurating a two-day international conference on ‘Advanced Avionics’ at the Research Centre Imarat (RCI) here on Monday, he said there was a need to take advantage of science and technology to better the lives of common people. He said that although there was no dearth of onion production, there was still a shortage. Technology developed to preserve onions for longer periods can be used to overcome the shortage.
Citing examples of mosquito repellents, mobile water treatment plants, high nutrient value packaged food and medical equipment developed by DRDO, he said these were no ordinary innovations. Observing that the aim was to make the life of common more comfortable, he said that his ministry would OFFER incentives to State governments to implement necessary schemes.
Mr. Naidu said that a new mission in place of JNNRUM was in the advanced stage of finalisation. As part of the nationwide launch of Pradhan Mantri Jan-Dhana Yojana, he will inaugurate the scheme in Hyderabad on August 28. Under the scheme, a person having a bank account will become eligible for life insurance worth Rs.1 lakh.
Earlier, inaugurating the conference, he lauded the RCI’s contribution to the development of different missiles. He said, “We have achieved great strides in missile technologies. But we are importing most of our defence equipment. The government wants to reduce this considerably. We want to establish manufacturing facilities in India to cut imports,” the Minister added.
Recalling that Prime Minister Narendra Modi had announced that India should be able to export military hardware to other nations in the next 10 years, he said that a large quality manufacturing base was required to achieve it.
Scientific Advisor to Defence Minister and Director-General DRDO, Avinash Chander, referred to different technologies developed by RCI for missiles over the years and said whenever India was challenged by the denial of technology, the country rose to the occasion. “You deny, we prosper has been our motto,” he quipped.
V.G. Sekaran, Director General, Missiles and Strategic Systems, DRDO, said the field of avionics was witnessing fast-paced technological innovations and wanted scientists to configure systems that would take care of future requirements.
RCI Director, G. Satheesh Reddy, who gave an overview of the work done at RCI in the last 25 years, said the institution was gearing up to undertake futuristic research and make products that would be the first of their kind.
The conference is being organised to mark the conclusion of the silver jubilee celebrations of RCI.

BHAVNA VIJ AURORA,ET Bureau | Aug 23, 2014, 12.19 PM IST – The Times of India NEW DELHI: When defence minister Arun Jaitley commissions Indian Naval Ship Kamorta on Saturday in Vizag, it will be bereft of the critical mediumrange surface-to-air missile (SAM) and advanced light towed array sonars (ALTAS) — both of which Defence Research and Development Organisation (DRDO) has failed to deliver.
This is not the first failure for DRDO, the only body in the country doing research in the field of defence systems. Prime Minister Narendra Modi had commissioned INS Kolkata on August 16 in Mumbai.
That too was without the crucial long-range SAM systems and ALTAS.
Extremely unhappy about the state of affairs, Modi has put DRDO on notice. With the government approving 49% FDI in defence, the PM has asked the tardy organisation to shape-up in the face of competition from the private sector. Officials in the security setup of the country told ET that Modi has asked the defence minister to conduct a detailed review of the organisation, and if need be come out with a white paper on it.
Modi personally delivered a stern message to DRDO, asking the officers to give up their “chalta hai” (lackadaisical) attitude, during the annual award ceremony of the organisation on August 20. The PM had started the DRDO clean-up project even before he attended the award function. He ordered scrapping of a committee that was reviewing cases to grant extension of service to scientists, who had superannuated. The committee sent its recommendations to the Appointments Committee of the Cabinet.
As many as 15 top scientists of DRDO, including Director General (DG) Avinash Chander, are on extension. Chander, in fact, is now on contract after two extensions. Incidentally, he holds three posts — Secretary (Defence) R&D, DG (DRDO) and Scientific Advisor to the defence minister. It was the previous ACC, under the UPA government, comprising Manmohan Singh, AK Antony and Sushil Kumar Shinde that had granted him extensions and finally appointed him on contract in November 2013. About six to eight people were believed to be getting extensions each year in DRDO.
“The PM was not happy about it. As per a department of personnel and training (DoPT) ruling, only the best scientists of international stature should be considered for extensions. He asked for all the details. He was told about the high attrition rate among the younger scientists,” disclosed a senior defence ministry official.
The review committee, scrapped by the government, comprised secretaries of Department of Atomic Energy, DRDO and ISRO as members. Modi is believed to have said that the secretaries of the same departments could not review extensions of their own personnel. He has now constituted the committee to include the Cabinet Secretary and secretaries of unrelated departments of science and technology and earth sciences.
“It is to weed out the dead wood that Modi made the announcement about employing only young scientists, not over the age of 35, in five of the 52 DRDO labs. It is a beginning and will send the message to everyone working in DRDO to deliver,” explained the defence ministry official.

Under the various guidelines of CVC, Hon’ble Supreme Court & High Court Judgments, the intent/intention for criminal misconduct is sufficient ground for section 13(1)(d) of PC Act 1988.
The DMSRDE scientists are involved in Criminal Misconduct under section 13(1)(d) of PC Act 1988 which is established by following facts.
Supply Order of Rs. 45,76,005.00 was issued to KAN-THT (INDIA) Pvt. Ltd., Delhi vide SO No. 14AT0089 dated 19 November 2013.(Copy Enclosed)
Original Delivery Period (ODP) was 28 Feb 2014.
Complaint was made to CVC on 22 January 2014.
Supply Order was cancelled by Director, DMSRDE under planned conspiracy between Director, DMSRDE and KAN-THT India, Delhi.
Commercial Invoice No. BIOBASE20140123IN dated 22 and 23 January 2014 was issued from JINAN BIOBASE BIOTECH CO. LTD., CHINA to KAN-THT in the name of DMSRDE, Kanpur, I don’t think corrupt official of DMSRDE even know about this. (Copy of the Invoice is enclosed.
From Invoice of Biobase, China it is quite evident that KAN-THTwas mediator in whole procurement deal and SO was issued to KAN-THT not to Biobase, China. Since SO was issued to KAN-THT India, Delhi then how Biobase, China issued Commercial Invoice of the Fume Hoods on name of DMSRDE, Kanpur.
The price of 14 No. of Fume Hood 1200C as per invoice dated 22 and 23 January 2014 is total $ 35000.00 as per conversion rate of one $ = 62 Rs. 2170000.00 (Rupees Twenty one Lakh Seventy thousand only)
The cost of supply order for 14 No. of Fume Hood 1200C as per SO dated 19 November 2013 in INR is Rs. 45,76,005.00(Rupees Forty five lakh seventy six thousand and five only).
Therefore the difference in prices of Supply Order and Invoice is Rs. 24,06,005.00 (Rs. 4576005.00 – Rs. 2170000.00). The difference of amount of Rs. 24,06,005.00 was not justify, if you plus other expenses like transport/installation/profits etc not come more than 30 to 40% the nexus between, DMSRDE officials and KAN-THT India, Delhi can clearly establish.
The supply order was cancelled under exposure of deal & pressure of my complaint to CVC on subject matter. Cancellation of supply order itself shows that there was no need of Fume Hoods in DMSRDE and procurement was initiated just to get fatty commission by corrupt officials of DMSRDE. Therefore total amount of Rs. 4576005.00 of public money was going in wastage and major part of this, more than 50% was going in pocket of DMSRDE corrupt officer
Mere cancelation of Supply Order cannot dilute their crime under section 13(1)(d) PC Act 1988 and their involvement in criminal misconduct. It is very clear that Dr. Arvind Kumar Saxena, Director, DMSRDE was having intent for corruption of Rs. 26,14,815.00 and involved in criminal conspiracy and criminal misconduct along with Mr. Ajitendra Singh Parihar, Scientist ‘D’(The Indenter). Mr. Shielendra Kumar, Scientist ‘F’ (Head Estate & Work Division and MMG) and Mr. Ajay Chandel, Head of KAN-THT India, Delhi.
Till date no action has been initiated by Sri Avinash Chander, DGR&D, DRDO against Dr. Arvind Kumar Saxena, Director, DMSRDE despite he is fully aware of the real facts and truth of the case.
The crux of above case is how DRDO purchase manual manipulated in this case
As per invoice of Biobase, China the billing address is DMSRDE and shipping address is also DMSRDE, it means Dr. Arvind Kumar Saxena, Director, DMSRDE very well knows that if they ask CDC from CC R&D, DRDO who is suppose to issue CDC in the case of domestic suppliers will ask the copy of purchase order placed by domestic supplier to foreign supplier as well as the copy of invoice issued by foreign supplier to domestic suppliers and it is clear mandate that the more than 30% of the invoice cost are not allowed.
If the billing and shipping is direct to DMSRDE or any establishment than Director is suppose to issue CDC.
In this case as per Biobase, China invoice custom can made party for damrage charges to DMSRDE and DRDO lose its credentials.
This the mechanism to fooling the CDA and Government of India after making so many rules and precautions DRDO officials busy in research to fix the poor tax payers money.
In light of aforesaid facts, I kindly request you to submit your true findings& recommendations in FFIC report and leave the DS promotion list to almighty GOD’s disposalas these corrupt top DRDO officials could not write your faith.
Although as per DOPT Guidelines for FFI, you should call me for personal hearing but you make that technical lapse, still I again like to inform you that there are several trump cards that has not been revealed till so far as your FFIC did not gave personal hearing to me.
Besides this I would also remind you very humbly that like your Bigboss Sri Avinash Chander, you will not submit false report to protect Dr. Arvind Kumar Saxena, Director, DMSRDE, Kanpur as Sri Avinash Chander submitted false report to protect his friend Dr. Arun Kumar. That everybody knows the effort of Bigboss was failed and Dr. Arun Kumar was treated properly by Hon’ble Defence Minister Sri AK Antony.

Though the stern message was couched in mild language, the intent behind it could not be lost. Most of DRDO projects, ranging from Tejas light combat aircraft to long-range surface-to-air missile systems, after all, are running years behind schedule with huge cost overruns.
The fact that India, which aspires to be a superpower, still embarrassingly imports over 65% of its military requirements is basically due to failure of successive governments to build a strong domestic defence-industrial base (DIB) as well as tardy performance of DRDO and its 50 labs, five defence PSUs, four shipyards and 39 ordnance factories.
India does not lack the requisite scientific talent and capability but this “chalta hai” attitude (lackadaisical) has put paid to all endeavours, said Modi at the annual DRDO awards function on Wednesday.
“The world will not wait for us. We have to run ahead of time. We should not say in 2014 that a project conceived in 1992 will take some more time,” said Modi. With defence technology evolving at a rapid rate around the globe, India cannot afford to conceptualize systems that are two steps behind what will soon hit the MARKET.
“DRDO has to decide whether it will only react to the situation, or become pro-active and set the agenda for the global community. I have hopes from DRDO because I know it has the capability to perform,” said Modi.
Prime Minister Narendra Modi at the DRDO Awards 2013 function in New Delhi on Wednesday.
Defence minister Arun Jaitley also stressed that defence scientists had the “intellectual talent” to turn DRDO into “a hub for defence manufacturing” if they worked towards it in the right earnest.
But this might take some doing. For one, DRDO wants more FUNDS for R&D. For another, though it has over 7,500 scientists on its rolls, it wants to attract bright youngsters from top-notch institutions like the IITs with better incentives.
“Our intake of young scientists is down to just 70 per year. This is certainly not a good sign for an innovation-centric organization. Sanction of additional manpower at the rate of 300 per year for the next seven-eight years is essential for meeting technology challenges,” said DRDO chief Avinash Chander.
But it’s equally true that DRDO itself needs to be revamped and reformed. As reported by TOI earlier, the Rama Rao Committee (RRC) in 2008 held DRDO should focus only on 8 to 10 “critical technologies” of “strategic importance”, instead of making everything from dental implants and mosquito repellents to nuclear missiles and fighter jets.
Two key RRC recommendations, for instance, to establish a new Defence Technology Commission and a commercial arm for DRDO (as a private limited company with Rs 2 crore as seed capital) are yet to be implemented.
