Hello,
Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect to 51 scientist ‘B’ recently recruited through campus selection from various institutions.

1. Please provide the list of Institutes where these campus selections were conducted.

2. Name of DRDO officials who were in the committee of above campus selections.

3. Provide the names from the list of 51 scientists ‘B’ recently recruited whose father/mother is working in DRDO and their post in the organization.

4. Provide the names from the list of 51 scientists ‘B’ recently recruited who are having immediate relatives working in DRDO, name of relative, the relation with newly recruited scientist and their post in the organization. If it is not available then please collect the same from the individual.

Kindly refer to following decisions of Central Information Commission and verdict given in these decisions.
File No. CIC/LS/A/2012/002612 dated 22.3.2013 (Dr. Neelam Bhalla vs. DRDO) Verdict – It is, no doubt, true that DRDO is an exempted organisation yet it has been the consistent view of this Commission that the benefit of exemption extends only to functional / operational matters and not to establishment related routine matters. The legality of this view has not been challenged in the relevant judicial forum so far.

Note: – Above required information is directly related to corruption and does not come under schedule II. As you  are aware recently Defence Minister recommended CBI inquiry to probe recruitment done by RAC.

As per government of India Office Memorandum No 27012/52000-Estt (A) Dated 5thDecember 2006.

Procedure for grant of permission to the pensioners for commercial employment after retirement.

And this practice is very well being followed by DRDO, Please refer

Para (a) Permission will be required for post-retirement commercial employment of a retired officer who was a member of a Group ‘A’ Central Civil Service or held a Group ‘A’ post if the commercial employment is to be taken up within one year of retirement.

Para d) Before an application of the retired officer is considered, an undertaking from the retired officer is to be taken in the form of an affidavit that the factors mentioned in clauses (b) to (f) of the amended sub-rule (3)of Rule 10 of the CCS (Pension) Rules, do not come in the way of considering his application.

As per “The Gazette of India” Extraordinary No 568 dated 23rd November 2006 Part – II, Section-3, Sub section  (i)    

Para 3 (a) Whether a” No Objection” for the proposed post retirement commercial employment has   been obtained from the cadre controlling authority and from the office where the officer  retired.

              (c) Whether there is conflict of interest between the policies of the office he has held in the last three years and the interest represented of work undertaken by the organization he proposed to join.

(e) Whether service record of the officer is clear, particularly with respect of integrity and dealings with non- Government Organizations.

With reference to above kindly provide me the following information requested under the purview of the Right to Information Act, 2005.

Sir,

I have send a RTI request CPIO,Under Secretary (Estt.A-IV) R.No.202, North Block, D/o.Personnel & Training, North Block, New Delhi on 23rd July 2013. (Copy enclosed for your ready reference.)
I have received a letter from Sh B Bandyopadhyay, Under Secretary, & CPIO, vide letter No 28034/265/2013-Estt.(A) dated 29th July 2013 stated that my application forwarded to CPIO,DRDO Hqrs for providing information directly to me. Copy enclosed)
Subsequently vide letter no RTI/01/2091/P/2013/0210 DRDO Hqrs CPIO, Dr.A.K.Tyagi, Sc’F’   refused to disclose this information u/s 24 (1) of the RTI Act.
In view of above I would like to inform you some facts for your kind perusal.
In 11th July 2011 I had requested similar RTI request to DoPT and received proper information from Sh Mohd. Moniruazzaman, CPIO vide letter F.No 29/41/2011/EO(SM-II) date 2nd August 2011. ( Copy enclosed)

2.            The DRDO Hqrs CPIO, Dr.A.K.Tyagi, Sc’F’ is facing CVC probe vide CVC No.569/11/9. Dr.A.K.Tyagi, Sc’F’ major concern to protect corrupt officials by not providing information to RTI applicants who want expose DRDO officials  corrupt practices in procurement/ recruitments/ promotions / extensions etc. The current status of Dr.A.K.Tyagi, Sc’F’ case is the case file No 203/D/(Vig.II)/2011 was referred to CVC on 17th July 2013 from CVO, Ministry of Defence for further action.

3.            In my RTI request is directly related to corruption in Sh R C Agarwal’s extension case, the guidelines FR 56 d was not followed properly.   Sh R C Agarwal have no international or national reputation credits, his second extension backed by DRDO for Software Defined Radio Project (100 Cores),  without any output PDC Date 27th July 2013, there is no further extension received by DEAL, DRDO till date. As per sources 18 members team of Project Management Review Committee found that project is not feasibly fit for further extension on 14th August 2013 but the DRDO will manage to get extension for another 12 months for wasting rest Rs 40 corers precious poor tax payers’ money.

4.            It is requested to do needful action to replace Dr A K Tyagi from the duty of CPIO as he is facing CVC enquiry against him.
It is requested to kindly directed Sh B Bandyopadhyay, Under Secretary, & CPIO to provide the requested information as earlier followed by DoPT.

Kindly provide me with the following information requested under the purview of the Right To Information (RTI) Act, 2005 in respect of Sh. R K Agarwal, Scientist ‘H’, (Out Standing Scientist ) Defence Electronics Application Lab, DRDO, Dehradun

As per SRO- 36 dated 9t May 2011 ( FileNo. DHRDn6205IDRDSlRRlClP/10/1022/D(R&D))

Para 2

“(iv) The Peer Committee as specified in Schedule ID shall assess suitability for appointment of Scientist ‘H’, Outstanding Scientist in Defence Research and Development Service”.

In DRDO Newsletter September 2012 page No -14. In which the details of Outstanding Scientists of the DRDO. Sh, R K Agarwal, Outstanding Scientist, DEAL   “ his main contribution has been the development of , the first semi-static and transportable terminals developed in the country. These terminals were immediately deployed in SRI LANKA during operation PAWAN where they have played a vital Role.”

Sh. R K Agarwal claimed false that he worked and contributed in “Project NARAD”, which was the only real-time successful project and was appreciated by user (IPKF).

Sh. R K Agarwal claimed the aforementioned for his promotion to outstanding scientist and it was published in DRDO’s News Letter September 2012 page No -14 (Copy enclosed)

Departmental Part Order for manpower for Project NARAD reference are DO Part-I No.232/AD dated 18/11/1988 and DO Part-I No.238/AD, No.239/AD dated 24/11/1988. There was clear cut mention in the order that Sh. R K Agarwal was not part and parcel of Project NARAD.

The appreciation letter No 35795/Aks/per date 20th April 1990 by Major A K Singh, 57 Mtn Div. Signal Regiment to Sh Surendra Pal, Dy. Director, Project NARAD clearly reveals the names of DEAL’s scientists who participated and contributed their best  in the real operation scenario. There is no name of Sh. R.K Agarwal in the appreciation letter.

The DRDO in their RTI reply No.DEAL/RTI/0003/2013 dated 08/04/2013 clearly mentioned that No such document/information is available, means there is nothing available which proves that Sh R K Agarwal was part and parcel of Project ‘NARAD’. It is clear evidence that Sh RC Aggarwal supported Sh R K Agarwal’s false claim for promotion to outstanding scientist because of the only reason of nepotism and castism. (Copy enclosed)

  2. Whether any enquiry was conducted by DRDO HQ on this complaint. (Yes/No)
  3. The name & designation of officer who conducted the enquiry at DMSRDE, Kanpur.
  4. Provide the date on which enquiry was conducted.
  5. Provide copies of movement orders in respect to Dr. K Muraleedharan Scientist ‘G’, Director of Materials (DOM) to visit DMSRDE, Kanpur during 01 January 2013 to 30 June 2013.
  6. Provide copy of enquiry report/findings of the Enquiry Officer after enquiry was completed.

Facts :-
1. Heard today dated 09.08.2012. Appellant present. DRDO is represented by Shri
Deepak Mishra, Scientist ‘E’.

2. It is noticed that in the RTI application dated nil, the appellant had sought information on 05 paras about the appointment of Ms. Swati Srivastava. The CPIO had refused todisclose any information vide letter dated 2.11.2011 on the ground that the DRDO is an exempted organisation.

3. During the hearing, the appellant submits that the DRDO had advertised posts of Scientists ‘B’ in 2004 for which qualification was M.Sc. Bio Technology. Ms. Srivastava was M.Sc. in Environmental Biology. Thus, she was not qualified for the job. Yet due to the influence of his father Dr. Arun Kumar, who was then Deputy Director in DRDO, she was fraudulently selected as Scientist ‘B’
4. Shri Mishra submits that there is no one single file relating to this selection. In fact, there were about ten thousand candidates and to cull out Ms. Swati Srivastava’s record would be a herculean task. Further, the record is ten year old.

5. No doubt, DRDO is an exempted organisation, yet in my opinion, there is no harm if the appellant or his representative is given inspection of the entire records relating to the selection of Ms. Swati Srivastava as Scientist ‘B’. As regards the difficulty expressed by Shri Mishra in tracing out the relevant record, I appreciate the same and yet I expect him to cull out the record for appellant’s inspection.

6. This order may be complied with in 05 weeks time.

Facts :-
1. Heard today dated 09.08.2012. Appellant present. DRDO is represented by Shri
Deepak Mishra, Scientist ‘E’.

2. It is the appellant’s contention that Ms. Geeta, daughter of Dr. W. Silvamurthy, former Director, DIPAS, DRDO, New Delhi, was selected as Scientist ‘c’ in 2004. It is his allegation that said Ms. Geeta was not qualified to be selected as Scientist ‘E’ as she did not hold the Ph.D degree at that time. He also alleges that she obtained the Ph.D. Degree from Bharathiar University, Coimbatore, in an irregular manner. In this connection, vide RTI application dated 7.10.2011, the appellant had sought information on 05 paras. This was responded to by the CPIO vide letter dated 2.11.2011 wherein he refused to disclose any information on the ground that DRDO is an exempted organisation.

3. Hence, the present appeal.

4. Shri Mishra submits that he has not received a copy of the appeal memo and, therefore, it is not possible for him to respond to it off-hand. Besides, he also submits that Chairman, RAC, had conducted an inquiry into the matter and in report dated 24.12.2010 had held that the process of recruitment was in order. The Commission cannot comment on the validity of allegations made by the appellant. Even so, in my opinion, the requested information cannot be denied to the appellant only for the reason that DRDO is an exempted organisation. In fact, transparency demands that the records relating to the inquiry conducted by Chairman, RAC, are allowed to be inspected by the appellant or his representative. I order accordingly.

5. This order may be complied with in 04 weeks time.

Honorable Sir,

Your attention is drawn to open secret, Russian were able to unify electromagnetic and gravitation theory. Just after world war –II the foundation of physics and electromagnetic discovery a weapon known today as “Scalar Weapon”

Even today the mighty Americans can never dare to see the soviet face to face. The giant transmitter releases 40 mega watts each and the transmitting pulses in advertently setup a standing wave around the earth. The first experiment conducted in 1950-52

The second experiment of 1 May1960  the defensive radars of soviet  uses their prototype scalar EM beam weapons downed U-2 reconnaissance plane flying over Soviet Union that time the surface to air missile had not born. 

April 10, 1963 Russians destroyed the U.S.S. Thresher with one of his new weapons. Scalar EM (electromagnetic-gravitational) beams, focused through the ocean to interfere on the Thresher under the surface, recreated spurious EM energy resulted the jamming of all electronics control system and the submarine sank under the sea.

April 11, 1963,   two deployed Soviet scalar EM weapons fired massive scalar EM pulses through the ocean. The two massive pulses met and interfered deep under the surface, 100 miles north of Puerto Rico. The resulting giant underwater EM explosion hurled a mushroom of water half a mile up into the air, and the anomalous explosion was observed  

In 1976 the power was further raised and 3-30MHz communication across the globe was interrupted. Multi beam light seen up to 200 miles and earthquake like situation was observed in China

In June 17, 1966 from the air near Teheran, Iran, several airline pilots sighted a brilliant sphere of light, “sitting on the horizon,” so to speak, deep within the Soviet Union. The intensely glowing sphere expanded to enormous size, dimming as it expanded, always remaining “sitting on the horizon.”  The pilots observed the phenomenon for 4 to 5 minutes

In 1977 from Alaska to Chile observed dense cloud.

In 1979 &1980 Soviet was able to test Scalar EM exothermic pulse, EMP flash appeared similarly to the nuclear explosion.

In March 26, 1987 the events related to the demolition of the Atlas-Centaur rocket which occurred on provides strong evidence of the use of Teslar-scalar weapons.

In June 1982 Japan Airline flight 404 & 421 pilots reported from 42 degrees N latitude and 153 degrees longitude sighting of a giant light over the about 700 miles east of Kushiro.

In 1984 gigantic mushroom cloud emerged above the ocean of the coast of Japan within 2 minutes the cloud grew to 60000 feets.

In 1985 an expert discovered the 54 powerful scalar beam with a separation of 12 KHz.

Soviets conducted full strategic exercise of their scalar EM weapons. After analysis was proved that the modern battle could be fought without movement of the personals across the border. The directed energy weapon or scalar weapon can turn the war scenario in favor of the country that is having these weapons.

DRDO with a huge infrastructure of nearly 1 Lakh corers and a strong scientific & technical manpower of 30000 in general & 6000  high qualified outstanding scientists receiving corers of rupees as rewards for importing the import substitute  can asked to development the technology of the scalar weapon

Scientific Adviser to RM is requested to find out the details of these dates and DRDO should plan to develop Scalar Weapon.
