Hello,

Kindly provide me with the following information requested under the purview of the Right to Information (RTI) Act, 2005 in respect of Original Application (OA) No. 1761 of 2014 under RTI Act 2005. Your reply No.Info/OA/1761/2014/5294 dated 30th September 2014 received on 13th October 2014 as per Postal department the letter dispatched on 9th October 2014. The reply enclosed a letter of Offg. Director, ACBAR in which the information given as below

“ The experience certificate dated 2nd December 2003 issued by the Director, ACBR to Mrs S Geetha clearly indicates that Mrs  S Geetha worked for 38 days at ACBR as Research Assistant. Several short term Research/Teaching Assistants are engaged in the center for various academic activities. Prof. Vani Brahmachari was the Director (Offg) of during 2003 who is also competent authority to issue such certificate to bonafide short terms candidate. The experience certificate dated 2nd December 2003 clearly shows that it was signed by Prof. Vani Brahmachari in her capacity as Director, ACBR although Mrs S Geetha did not work in any of her research project directly which is reflected in the Note sheet dated 9th January 2013 internally circulated among the teachers of the ACBR after gap of ten years from the date of the certificate. Therefore, it is clear that the experience certificate issued by the Director, ACBR is genuine and there is no internal contradiction.”

As per above statement that Prof K Natrajan, Offg, Director, ACBR confirmed that the experience certificate was issued Prof. Vani Brahmchari in the capacity of Offg, Director, ACBR means Mrs  S Geetha was worked as research assistant for period of 38 days in ACBR.

  1. Please provide the official order of competent authority for appointed Prof. Vani Bharmchari as offg, Director, ACBR in 2003.
  2. Provide the period in which Prof. Vani Brahmachari worked as offg, Director, ACBR.
  3. As per Note sheet dated 9th January 2013 all six faculties were denied that Mrs  S Geetha had not worked with them, (I have RTI reply from DU is available ) but unfortunately Offg. Director, ACBAR confidently justifying that the issued experience certificate is genuine means Mrs  S Geetha worked as research assistant in ACBR. Please provide information with whom Mrs  S Geetha worked as research assistant name & designation ,as Prof K Natrajan, Offg, Director, ACBR confirmed the genuineness of experience certificate and must have documentary evidences to prove the authenticity of issued experience certificate.
  4. Please provide the mode of appointment of Mrs  S Geetha like if she applied against any advertisement or she was recommended by someone for research assistant.
  5. Provide the application of Mrs  S Geetha for the post of research assistant at ACBR
  6. Provide Mrs  S Geetha signed any document/ report generated while she worked as research assistant. Hope that as Prof K Natrajan, Offg, Director, ACBR is aware of latest forensic technologies where age of paper/ink can be dated.
  7. The modes of appointment given to research assistant by ACBR.
  8. Mrs  S Geetha mentioned in her application submitted to RAC, DRDO that she received Rs 5000/ month during working as research assistant at ACBR, Please provide the financial terms and condition of ACBR for research assistant and total amount paid to Mrs  S Geetha for 38 days working as remuneration/ Scholarship/salary etc.

Subject: Complaint regarding qualification entry in service books & recruitment through Limited Departmental Competitive Examination (LDCE) without having required qualifications in DEAL, DRDO, Raipur Road, Dehradun.

Sir,

With reference to above following individuals serving in DEAL, DRDO, Raipur, Dehradun in different post did not have recognized diploma /degree in respective field. The DEAL management unconstitutionally added their qualification without proper verification and violated CCS (CCA) rules 1965. The added qualifications in service book of individuals were duly audited by JCDA on regular basis.

In one RTI reply according to DRDO Hqrs the individuals submitted their respective qualification certificates are not recognized by apex bodies of Government of India. RTI enclosed for ready reference.

It is requested, the cases of following individuals of DEAL, DRDO, Raipur Road, Dehradun may please be investigate / verified as per norms of laid down rules of GOI and take appropriate action to stop their illegal financial benefits with immediate effect and also investigate the role of JCDA, Dehradun for their audit approvals in these individuals cases and fix their responsibilities on the subject matter.

An official of DEAL, DRDO Sh. Jagdish Kumar, Technical Officer ‘C’ reported to SSP, Dehradun against the crime committed by Sh. R K Agarwal, Scientist ‘H’ Principal Associate Director, (Farzi Designation because as per RTI information there is no such gazette notification), DEAL.

Thanks to RTI Act 2005 which is strong and effective weapon against corrupt officials.

RTI revealed that Sh R C Agarwal fully supported and extended all his official powers to protect his Agarwal bandhu Sh. R K Agarwal, Sc ‘H’

  1. SSP, Dehradun same day i.e. 4/6/2014 sent Sh. Jagdish Kumar, Technical Officer ‘C’ to Thana Raipur for inquiry.
  2. SHO, Raipur Thana assigned the task to Sub Inspector B P Singh on same day i.e. 4/6/2014
  3. Sub Inspector B P Singh did not look into the matter seriously. After many requests he visited DEAL, DRDO campus on 3/7/2014 and met Sh. R K Agarwal in his office, in the company of Sh K Sivakumar, Sc ‘G’, Dr R S Pundir,  Sc ’G’, Sh Dilip Kumar, Sc ’F’, Sh Atul Dev, Sc ‘F’, Sh VVS Panwar, TO ‘C’, working as Security officer, Sh Balwant, Senior Security Assistant.
  4. Sub Inspector B P Singh submitted his investigation report with conclusion that matter is not worthy of further inquiry and is not fit for registration of FIR.
  5. As per RTI reply it clearly shows Sub Inspector B P Singh sent his final report on 3/7/2014.

Actual facts

  1. Sub Inspector B P Singh visited DEAL on 7/7/2014 and met Sh. R K Agarwal in the chamber of Sh RC Agarwal and collected few useless, unrelated paper, un-certified papers which he annexed with his final report, he forgot the date of final report i.e. 3/7/2014.
  2.  Sub Inspector B P Singh called Sh Jagdish Kumar, applicant on 8/7/2014 at 12.00 hrs and wrote down his statement; again he forgot the date of final report i.e. 3/7/2014.
  3. Per Sub Inspector B P Singh’s report he has not asked any question to Sh R K Agrawal about the allegation made by sh Jagdish Kumar with certified proof of Sh R K Agrawal’s act and deeds, the person who was harassed  by Sh R K Agrawal
  4. Sh RC Agarwal managed the show by offering tea to Sub Inspector B P Singh or like as he already authenticated Sh R K Agarwal false claim of showing association in prestigious project ‘NARAD’ for his promotion to Sc H and because of Sh RC Agarwal illegal act of nepotism so many senior deserving scientist not get their due credits,
  5. Sub Inspector B P Singh’s report is false and produced under pressure of Sh RC Agarwal & Sh R K Agarwal but they forgot that truth cannot be hidden by any means.
  6. Reply by CVO, MOD regarding CEPTAM -06 DRDO Recruitment Scam

Following points were raised.

DRDO Hqrs made it a mockery and laughing object. DRDO has violated SRO from beginning of CEPTAM and there are several cases pending in CAT/High courts all across the India.

The recent recruitment drive tells a different story.

CEPTAM – 06 Advertisement Published in Employment News dated 04-10th May, 2013.

No of post advertised in various categories – 844

Approximately 5 lakhs application received (excluding hundreds of applications misplaced)

Approximately 1 lakh applications were rejected for silly reasons (example followed)

Approximately 2 lakhs candidates not able to appear for examination held on 25th August 2013

Approximately 3 lakhs candidates deprived by Sh Rajesh Goyal, Director, CEPTAM

It is very big question, how DRDO can give permission to Sh Rajesh Goyal, Director, CEPTAM to play with fundamental right of young citizen of India.

Please go through the following facts which clearly shows Sh Rajesh Goyal’s, Director, CEPTAM personal vested interest

The SMS game – All interested candidates who wish to apply for DRDO Entry Test, are compulsorily required to register themselves on mobile no. 56677 of CEPTAM by sending a SMS in this format CEPTAM First choice of Exam City Code Post Code Date of Birth as ddmmyy NAME (Leaving a space between first, middle and last name) Example: CEPTAM 15 0112 231283 Rupesh Kumar Goyal (Name of Director’s son, it is example of pure chamchagiri environment of CEPTAM). Why this SMS system introduced by Sh Rajesh Goyal, Director, CEPTAM
Approximately 5 Lakhs application received and each applicant paid Rs 3 for each SMS registration.

Total MONEY received by CEPTAM 15 Lakhs

The contract was cooked with M/s MILLENNIUM SYSTEMS a computer peripheral supplier and well connected with Sh Rajesh Goyal since he was in ISSA. Anyone can verify these things with back record of firms supply orders vs with Sh Rajesh Goyal’s involvements. The M/s MILLENNIUM SYSTEMS website http://milsys.co.in is shown the order of client list. If 5 lakhs applicants registered the MONEY was huge 15 Lakhs and in open MARKET bulk SMS service providers 6 to 7 paisa /SMS so any one can work out the play in this contract. The CEPTAM did not give this contract through DAVP shows the corruption angle.

No approval from competent authority to induct compulsory Mobile registration.
No tender floated by CEPTAM for bulk SMS service providing
No minimum 7 vendors address procurement policy of DRDO followed (Limited tender)
CEPTAM was not approached to DAVP empanelled SMS bulk service provider
M/s MILLENNIUM SYSTEMS – Provides -Selling of Computers & Related Peripherals such as :Range of Desktops / Servers – IBM / HP / COMPAQ / ACER etc.Range of POS and Kiosk / Billing Machines – Panasonic / Epson,Multimedia Products e.g. Video & Audio Processing Cards, Website designing and hosting. Man power Solutions / Recruitment Solutions /Data Entry. Annual maintenance contracts (AMC)

The CVO MOD in reply of RTI revealed some facts and corrective steps suggested by MOD

Sh Rajesh Goyal was the chela of Dr A K Singh and following letter revealed the  lenient view taken by DRDO the main point of corruption nexus with M/s MILLENNIUM SYSTEMS is not even mentioned. Now after  Sh Rajesh Goyal retirement suddenly M/s MILLENNIUM SYSTEMS vanished from CEPTAM procurement scenario. Modi ji is true that every organisation respective heads starts to run their parallel system defying all government laid downs rules. In  DRDO you will find this culture in every lab the companies rises with new Director and vanished with his retirement and best part of this these beloved companies act like a Wall Mart from needle to missile parts are readily available with these new born companies.

Any candidate who deprived from this SMS or wrong address act can asked relief from court. Court certainly give fair chance to special written test for DRDO recruitment. Are defence organisations exempted under RTI?

The Supreme Court has decided to examine whether defence organisations such as the Defence Research and Development Organisation (DRDO) can withhold information regarding transfer of an employee, claiming that they are exempted organisations under the Right to Information Act.

A Bench of Justices Dipak Misra and V. Gopala Gowda issued a notice to the Centre and the DRDO on a petition filed by Dr. Neelam Bhalla, a scientist, who was transferred to a different unit and has sought the reasons for her transfer under the RTI Act. Having failed to get relief before the Central Information Commission and the Delhi High Court, she has moved the apex court.

The petitioner contended that only those information which directly affected and correlated to “intelligence and security” could be exempted and would not apply to information which were general in nature.

She said this petition raised an important question of law as to the interpretation of section 24 of the Right to Information Act, vis–a-vis the exclusion of exempted organisations such as the DRDO. She said citizens were deprived of records relating to their services not being related to corruption and human rights violation.

She said the “wilful disclosure of incorrect or false or misleading information relating to routine matters such as transfer not only to the petitioner but also to higher authorities, namely the Minister of Defence and the National Commission for Women, to justify their actions, was an offence under the newly enacted Whistle Blowers Protection Act.”

She said she was a victim of gender discrimination and humiliation at the hands of senior scientists and in this context, filed a complaint before the NCW inter-alia alleging nepotism and lapses in the policy of recruitment and in particular that her task for the recruitment of scientists ‘B’ was selectively taken away. She prayed for a direction to the authorities to disclose the reasons for her transfer.

Dear friends,

Fight against corruption nepotism favouritism and clean the DRDO is the main goal of www.corruptionindrdo.com website and this mission website exposed the DMSRDE’s corruption and corrupt practices of Director Dr. Arvind Kumar Saxena. Several RTIs were filed to collect information & disclose the cases of corruption. An atmosphere against corruption was developed in DMSRDE and people came on front.

People of Kanpur along with DMSRDE’s officials witnessed the frustrations of Director Dr. Arvind Kumar Saxena via print media where he tried to his best to destroy the reputation with his absurd words like the website involved in anti national activities and DRDO information is leaking to US and intelligence agencies after website and DRDO is not able to close the website because the hosting is from US blab la.

My friend Saxena lost his mind like Dr Arun Kumar did after the exposer, he filed FIR what happened everyone knows in DRDO, so my friends as Lord Krishana said it is matter of number 95,96,97,98 99 …. wait don’t lost the hope, culprit will get his due.

CVC, CVO, MOD all agencies are on the job files are moving, accountability is fixing, After first fact finding committee of Dr S S Negi got his due credits from 1st September onwards he will going to enjoy IRDE, Directorship, now 2nd Fact finding committee of Dr D C Pande, Sc ‘H’ also waiting of his due rewards. The facts are with Sh Avinash Chander, DG, DRDO, if he believes in GOD or Bhartmata then DMSRDE will know otherwise Sh Jaitely Ji and Modi Ji’s is there for further action.

CVC has informed that all complaints have been forwarded to CVO (MOD) for further necessary action. CVC reply is enclosed.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of Dr M K Mandal, DG Life Science, DRDO’s official visit to DRL, Tezpur and Twang Arunachal Pradesh during October 2013 along with DR. Vijay Veer, Director, DRL and few officials of DRL. It was observed that the all expenditure towards Twang visit were managed by DRL guest house entertainment funds, for this one scientist drawn Rs 20000 for lodging and  food bills and simultaneously  all officials along with Dr M K Mandal also claimed in TA/DA as normal course.

It is requested in above para-one of this request it is clear cut mentioned the corruption/ favoritism/ abuse of power, so before denial of information your point wise explanation is required that the matter not pertain under corruption.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of M/s Jangid Construction, RZF 40, Street No. 40, Sadh Nagar Part II, New Delhi 45. It is observed Dr Vijay Veer, Director, DRL, Tezpur giving undue favor to M/s Jangid Construction ignoring the guidelines providing in DRDO purchase manual 2005.

M/s Jangid Construction constructed Entomology Building in DRDE, Gwalior under supervision of Dr Vijay Veer and this old connection now continue in DRL, Tezpur. The all construction / renovation job of DRL, Tezpur are supposed to come under CCE(east) but it is observed all such work are given to M/s Jangid Construction with support sleeping firms. iii)       M/s Kushi Enterprises, West Patel Nagar, Delhi 08

iv)        M/s Bhagwati Enterprises, Shiv Block, Delhi 45

v)         M/s MRN Group, New Delhi 40

vi)       M/s M K Decorator, Palam Colony, Delhi 30

In most of the cases scientists of DRL, Tezpur split their demand so it can be execute through limited tenders with above firms, who is the boss ?

  1. Provide the supply order of M/s Jangid Construction for Entomology Building, DRDE.
  2. Provide the copy of all supply orders of M/s Jangid Construction in respect of DRL, Tezpur.

Note: the requested information is not come under exemption of schedule –II of RTI Act 2005. Since, March 2014 end DRDO stopped to provide information under shadow of exemption. It is requested in above para-one of this request it is clear cut mentioned the corruption/ favoritism/ abuse of power, so before denial of information your point wise explanation is required that the matter not pertain under corruption.

Hello,
Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of Ms Sweta Singh, JRF, Pharma Tech Division, DRL, Tezpur.

She joined 3/10/2011 and doing PhD from Gauhati University and drawing fellowship @ 16000/month. She was absent from January 2013 to Febuary 2014 but it was observed that in this duration she continuously received fellowship amount. Her fellowship was extended for one year from 3/10/2013. After one RTI request against this illegal favor, Ms Sweta Singh returned an amount of Rs 17600.00 through cheque no 508551 dated 8/5/2014 in response of letter no 51/13/AE dated 28/10/2013.

  1. Provide the total amount of fellowship given to Ms Sweta Singh, JRF, DRL, Tezpur
  2. Provide the total days of present of Ms Sweta Singh, JRF, at DRL, Tezpur
  3. Provide the proceeding noting of extension of fellowship after 3/10/2013 and copy of approval from HRD, DRDO
  4. Provide the certify copy of DRL letter no 51/13/AE dated 28/10/2013.
