विषय : डीआरडीओ के वैज्ञानिक डा. गोसाल खान  के साथ भेद भाव पूर्ण कार्यवाही के सन्दर्भ में

माननीय श्री प्रधानमंत्री जी  आपने देश को एक महत्वपूर्ण सन्देश दिया “भारतीय मुसलमान देश के लिए जिएगा और देश के लिए ही मरेगा ” यह सन्देश डीआरडीओ के कुछ  मठाधीशो को समझ नहीं आया और वो लोग अपनें अहम के खातिर किसी भी शख्स का उत्पीड़न करने से बाज नहीं आ रहे है।  वैसे तो इन सब उत्पीड़न कार्यो की बहुत  लम्बी लाइन है जो की आपको डीआरडीओ में चल रहे कोर्ट केसो की संख्या देखते ही पता चल जाएगी परन्तु डा. गोसाल खान  का मामला सीधे सीधे आपके सन्देश की डीआरडीओ द्वारा अवेहलना है। 

डा. गोसाल खान  पश्चिम बंगाल के छोटे से गांव के रहने वाले हैं और अपनी योग्यता व् लगनशीलता के कारण कोलकत्ता से उच्च शिक्षा ग्रहण की व् अमेरिका में रिसर्च करने चले गए परन्तु देश से लगाव  के कारण सात वर्षो पश्च्यात डीआरडीओ वरिष्ठ वैज्ञानिक के पद ग्रहण कर लिया। अमेरिका में रहते हुए उनकी दो पुत्रियों का जन्म हुआ और व् स्वत ही अमेरिका की नागरिक बन गयी। और  डा. गोसाल खान कभी भी अमेरिका में बस सकते हैं  पर इन सब बातो के बाउजूद डा. गोसाल खान डीआरडीओ में मेहनत से अपने रिसर्च में लगे रहे व् कई रिसर्च पेपर पब्लिश करे, कई अवार्ड्स प्राप्त करे व् नयी पीढ़ी के योग्य पात्रो को पी एच डी करा रहे है।

डा. गोसाल खान  द्वारा लिखे एक रिसर्च पेपर को जापान की एक संस्था ने “Developing World Scientist Award” के लिए चयनित किया तो उनके निदेशक महोदया डा. शशिबाला सिंह  ने अनपेक्षित कारणों डा. गोसाल खान विरुद्ध मोर्चा खोल दिया और अंतत अपने भ्राता श्री ए के सिंह (निदेशक कार्मिक) की मदद से उन्हें एक न्यायविस्र्द्ध चार्ज शीट दे दी गयी।

डा. शशिबाला सिंह व् श्री ए के सिंह  का यह कृत्य श्री अविनाश चन्दर, वैज्ञानिक सलाहकार  की छत्र छाया में देश हित की अनदेखी,  जापान में देश की छवि दूषित करने का  प्रयास है।

रही बात डा. गोसाल खान  की उनको इस उत्पीड़न ने  लाइफ साइंस वैज्ञानिक से कानून का विद्यार्थी बनने में मजबूर कर दिया।

डा. गोसाल खान ने अपने उत्पीड़न के सन्दर्भ में  अल्प संख्यक आयोग को भी पत्र लिखा पर डीआरडीओ के दिग्गजों ने एक असंवैधानिक समिति (समिति में कोई भी अल्प संख्यक सदस्य नहीं था)  का गठन कर उलटे डा. गोसाल खान  के विरुद्ध विभागीय कार्यवाही की संस्तुति कर दी।

माननीय श्री प्रधानमंत्री जी आपको जानकार हैरानी होगी पिछले कुछ सालो में डीआरडीओ के वैज्ञानिक, तकनीकी अधिकारी, कर्मचारियों  ने  इतने संख्या में  कोर्ट केस करे जितने की  डीआरडीओ ने आज तक प्रोजेक्ट नहीं करे होंगे।  डीआरडीओ पिछले दस सालो  में कोर्ट केसो में खर्च किये कुल रूपये से एक देश को नया प्रोडक्ट मिल सकता था।

ये सब  वैज्ञानिको को प्रशासनिक कार्यो में नियुक्त करना है जब वैज्ञानिक विज्ञानं छोड़ प्रशासनिक कार्यो करने लगता है तो वह सत्ता शक्ति का शिकार होकर इस प्रकार के उत्पीड़न कार्य करता है और पूरा संस्थान अपने लक्ष्य से भटक जाता है।

अतः आपसे अनुरोध है कि डा. गोसाल खान को भारत में रहने के लिए आपके अविलंब हस्तक्षेप की आवश्यकता है। अन्यथा डीआरडीओ के सिंह  बंधू जोकि  श्री अविनाश चन्दर, वैज्ञानिक सलाहकार के  वरद हस्त से रक्षित है  डा. गोसाल खान को इतना प्रताड़ित करेंगे की डा.खान को वापस अमेरिका भागना पड़ेगा। अभी तो सिर्फ अपनी सैलरी से हज़ारो रूपए खर्च कर कोर्ट के चकर काट रहे है और विज्ञानं छोड़ कानून की किताब पड़ रहे है। पर कब तक ?

माननीय श्री प्रधानमंत्री जी  आपने  इस महत्वपूर्ण विषय में ध्यान देकर इस दुरूपयोग रोकने के लिए आदेश भी दिए परन्तु यह बड़े खेद का विषय है कि कार्मिक विभाग आपके आदेशो को समुचित प्रभाव  से  कार्यान्वित करने में ढीलम ढाल कर रहे।

डीआरडीओ के श्री अविनाश चन्दर, वैज्ञानिक सलाहकार द्वारा अयोग्य, अक्षम व्यक्तियों की संस्तुति करना लगातार जारी है।  डी आर डी ई, ग्वालियर के निदेशक महोदय प्रोफ डा एम पी कौशिक जोकि इस 31 अक्टूबर 2014 को रिटायर हो रहे हैं वह अभी दिल्ली में श्री अविनाश चन्दर के चरण वंदना में लगे है कि किसी भी तरह उनको सेवा विस्तार दिला दे या फिर कोई चेयर, फेलोशिप, कॉन्ट्रैक्ट या कुछ भी दिला दो।

बदले में वो क्या कर सकते है उसकी एक झलक देखिये, एन बी सी वारफेयर के हेड होने के नाते  डा एम पी कौशिक ने एक विदेशी  यंत्र  (ICAD Chempro100i Make: Environics) जोकि विषाक्त केमिकलो का तुरंत  प्रभाव से पता लगा लेता था का आयात करा और उसकी गुणवत्ता को देख कर सेना ने  999 संख्या में 100 करोड़ रुपये की  इस यंत्र की खरीद जोकि  सामान्य  से दुगनी से ज्यादा कीमत थी।  यंत्र की सेना में विदेश से आप्पूर्ति  के बाद पता चला है की यह यंत्र हमारे देश की क्लाइमेट कंडीशन के लिए उपयुक्त नहीं है और काम नहीं कर रहा।

इस यंत्र की बड़ी इतनी संख्या में बड़ी हुई कीमतों में खरीददारी से किसको फायदा मिला और कहां कहां तक बटा यह तो सिर्फ डा एम पी कौशिक ही बता सकते है।

ऐसे लोगो की सेवा विस्तार के लिए संतुस्ती आना ही एक गंभीर बात है।  इस से संस्तुति करने वालो की मंशा व् नियत पर भी सवाल उठता है।

आपकी निरक्षण व् कार्यवाही के लिए कुछ तथ्य सलग्न है।

आशा है की इन तथ्यों की सपूर्ण जाँच करवा कर देश के बहुमूल्य पैसो का दोहन करने वालो के खिलाफ उचित कार्यवाही का जल्द से जल्द जाँच का आदेश देंगे।

Enclosed details: Purchase background of ICAD Chempro 100i,, Make: Environics

Budgetary Price approximately $9,500 

Purchase Price – Rs 100000/- each in bulk purchase                                                (more than $ 16000/each)

Army has purchased instrument ICAD Chempro 100i (Qty: 999 No’s, Make: Environics) against contract nos B/28704/NBC-4C/ICAD/GS/WE-6 Dated 23 Jun 2009 and B/28704/NBC-4C/Option/ICAD/GS/WE-6 dated 26 Mar 2010 for approximately 100 Crore (INR). This instrument detects the chemical warfare agents and is of utmost importance for the defence services. Having cleared the payment after the delivery, it was found that all these instruments failed to perform as per the specification and have technical problems. It is evident from the letter enclosed that performance related issues were raised in Nov 2012 and since then no action has been taken. Few officials are trying to cover up the issue by changing the specification instead of taking 100 Crore back.

As per the information gathered from the sources, these instruments were first purchased by   M P Kaushik from DRDE Gwalior (A DRDO Laboratory and Nodal Agency in Chemical Warfare). Satisfactory working certificate were given to the company and payment was cleared. Later Army gave the contract. It seems that with the help of M P Kaushik few official of army has executed this act.

Honourable Sir,

DRDO basically turn as den of corruption and manipulations, still not ready to accept that the new era of corruption free governance begin in country.

The root of corruption and the confidence of manipulation and thinking of fooling the politicians in the name of defence secrecy are deeply absorbed in the blood of top old senior scientists who are running the DRDO show.

If some vital information exposed by media or frustrated honest scientists to the government, DRDO first advocate in the name of secrecy or next thing is same old established tactics that make a 1st fact finding committee then 2nd fact finding committee and encash the complaints with temporary duty claims in the name of inquiry and stretch the case up to year or two and people will forgotten the issue/corrupt officer retire from service  and corrupt official easily gulp the poor tax payers money.

Sir, will you seriously going to take the corruption prevailing in DRDO which is very important because our defence preparedness is lying on the shoulder of DRDO, if it is not strong enough then what will the fate of country.

As in 5th September 2014 in your interaction to our lovely school students gave clear message that up to 2024 you are ready to give blessing and service to our country. It is very important that you have to operate the inside spread cancer (corruption / nepotism / favoritism) of DRDO.

I would like to inform you that I have continuously submitting lot of complaints in various agencies like CVC, IB and CBI since last 15 years and simultaneously exposing via www.corruptionindrdo.com since 4 years.

Recently, I have submitted 12 complaints on corruption against Dr. Arvind Kumar Saxena, Director, DMSRDE, DRDO, Kanpur to CVC, New Delhi. The complaints are tip of the iceberg and proper investigation can reveal hundreds of crores corruption which was executed by Dr. Arvind Kumar Saxena via various means.

DRDO’s expert manipulators made first fact finding committee spend few time and then made second fact finding committee and now they are killing the time in Dr. Arvind Kumar Saxena’s corruption cases.

Then after few years CAG will submit a report in front of honourable parliament like CAG Report CA No 30 of 2013 (Defence Services) Chapter V, DRDO

Para 5.1 – Extra avoidable expenditure by ANURAG – Violation of the prescribed procurement procedure and allow M/S ITI to execute the job through outsourcing at higher price resulted extra expenditure of Rs 2.12 Crores by ANURAG.

Para 5.2 Unwarranted procurement of CATIA V6 Software costing Rs 11.05 Crores and lying unused since 2011 – ANURAG

Para 5.3 DRDO procured components for NAG Missile at a cost Rs 52.58 Crores in anticipation of an order from Army, which resulted in blocking of Government money of Rs 34.70 Crores.

The man behind the ANURAG procurement manipulation enjoying extension, he is one of the Gem of DRDO scientist and expert such procurement business since his induction in DRDO as direct Scientist D.

Above CAG reports are very tiny part of DRDO corruption the actual corruption is in the tune of thousands of crores every year, dumping equipments, construction buildings in the name of infra structure development without needs and lot of things.

Hope we will witness some great steps as the whole country believes in your working and fast decisions mechanism.

A day after signing a clutch of DEALS with Japanese PM Shinzo Abe, Narendra Modi was in upbeat mood on Tuesday – and this time he wowed a set of suited businessmen by playing traditional Taiko drums with great verve.

Modi’s performance came at the launch of Tata Consultancy Services’s Technology and Cultural Academy, a programme to send young Japanese employees to India for training in technical and cultural skills.

After TCS CEO N Chandrasekaran finished his opening remarks, inviting Modi to play a note on the drums after the professional drummers had finished, Modi asked “Pehle drum bajaiyen?” and could barely wait his turn.

The two drummers – one man and one woman — did their number and then Modi took over, playing the drums at a rapid beat and holding his own when the male drummer joined him. The audience – some of it on videoconference — burst into applause when he had finished.
The TCS programme involves eight weeks of classroom training and six months project work at various locations in India, and Modi asked the young Japanese not to get locked into a classroom, to get out every weekend and spend some MONEY.

“Come back not just as a TCS employee but as an ambassador of India,” he said, before wading into the crowd to interact with the chosen students.

Earlier Modi addressed girl students at the Sacred Heart University, fielding questions from college and school children. He dealt mainly in allegory, talking of India’s “cabinet” of female goddesses in the Hindu pantheon.

He sidestepped a question on how to face the Chinese threat, saying that India and Japan should focus on progress, and it was possible to take on a dark room not by fighting it with swords and brooms but by lighting a diya.

In the afternoon, Modi calls on Emperor Akihito and delivers the keynote address at a business seminar.

Sir,

The DRDO top officials are not bothering the increasing numbers of court cases. It is not linear increase but it is in multifold, from CAT to High Court followed to Supreme Court.

As a learned lawyer you can very well understand the clients mental status when someone involve in court. Scientists or technical official who are engaged in court business than expectation of product output from them is futile.

If you ask your scientific adviser the figure of court cases and court expenses of last five years along with solicitor general’s advices or legal cell advices in which they deny for further move but the ego of DRDO’s top brass are very high.

Sir, you have check the payments to lawyers some time DRDO using project funds illegally and the scientists are also involved to attend court cases in the name of technical discussion in nearby DRDO or other establishment.

In RTI, DRDO will not provide the number of cases running in various courts across the country but certainly you will able to get data of cases and number of scientist and technical officials are involved. Number is alarming i.e. in thousand.

For example one simple case of tenure transfer of scientist is enclosed. In which you can understand the level of ego of senior DRDO officials compel to scientist go to the court and waste his hard earn money and suffer unnecessary. Dr. Vijay Veer, Director, DRL, Tezpur’s ego and his incompetency resulted to this CAT case.

As our Prime Minster said in his 15th August speech that he observed that in ministries department running as their own jagir and this clear cut accurately fit with DRDO working.

With great hope that you will certainly look into the matter and asked to correct this court business in DRDO.

For your kind attention on the complaint under reference on the subject cited above. In this procurement case Scientists of DMSRDE, DRDO were involved.

DGR&D, DRDO is trying to protect the corrupt Scientists of DMSRDE who involved in Corruption by means of illegal FFIC. In this series he constituted two FFIC which made investigation on 13-14 March 2014 and 9-10 July 2014. First FFIC gave clean chit to Dr. AK Saxena and beyond their constitutional rights recommended two scientists transfers as penalty. This is the example case in government department where fact finding committee chairman acts as judge or DRDO Hqrs’s top management used him for unconstitutional act. This brilliant idea was came from the Dr. W Selvamurty’s great चेला ( who is running DRDO administration because everyone knows that our DRDO, DG is always busy with cooking, out of the way promotion and directorships for his ………….., so he leaves all the conspiracy acts to his administrative man like his predecessor did. Beside the whole organization witnessed the exemplary result of Dr. Arun Kumar, the predecessor’s  Great चेला .

It is not new for DRDO, DRDO never take lessons from the failure of projects, that’s why Hon’ PM said on 19th August 2014 to DRDO’s so called ऋषि  leave the “चलताहै ” attitude.

The report of second FFIC is still awaited, GOD knows what will Pande ji do, it is very interesting to see his report outcome and maybe you are waiting for DS list.

Bye they way please go through some astonishing facts of only one case as a example which establish how tampering of evidences and fabrication of documents took place in DMSRDE.

Under the various guidelines of CVC, Hon’ble Supreme Court & High Court Judgments, the intent/intention for criminal misconduct is sufficient ground for section 13(1)(d) of PC Act 1988.

The DMSRDE scientists are involved in Criminal Misconduct under section 13(1)(d) of PC Act 1988 which is established by following facts.

  1. Supply Order of Rs. 45,76,005.00 was issued to KAN-THT (INDIA) Pvt. Ltd., Delhi vide SO No. 14AT0089 dated 19 November 2013.(Copy Enclosed)
  2. Original Delivery Period (ODP) was 28 Feb 2014.
  3. Complaint was made to CVC on 22 January 2014.
  4. Supply Order was cancelled by Director, DMSRDE under planned conspiracy between Director, DMSRDE and KAN-THT India, Delhi.
  5. Commercial Invoice No.  BIOBASE20140123IN dated 22 and 23 January 2014 was issued from JINAN BIOBASE BIOTECH CO. LTD., CHINA to KAN-THT in the name of DMSRDE, Kanpur, I don’t think corrupt official of DMSRDE even know about this. (Copy of the Invoice is enclosed.
  6. From Invoice of Biobase, China it is quite evident that KAN-THTwas mediator in whole procurement deal and SO was issued to KAN-THT not to Biobase, China. Since SO was issued to KAN-THT India, Delhi then how Biobase, China issued Commercial Invoice of the Fume Hoods on name of DMSRDE, Kanpur.
  7. The price of 14 No.  of Fume Hood 1200C as per invoice dated 22 and 23 January 2014 is total $ 35000.00 as per conversion rate of one $ = 62 Rs. 2170000.00 (Rupees Twenty one Lakh Seventy thousand only)
  8.  The cost of supply order for 14 No. of Fume Hood 1200C as per SO dated 19 November 2013 in INR is Rs. 45,76,005.00(Rupees Forty five lakh seventy six thousand and five only).
  9. Therefore the difference in prices of Supply Order and Invoice is Rs. 24,06,005.00 (Rs. 4576005.00 – Rs. 2170000.00). The difference of amount of Rs. 24,06,005.00 was not justify, if you plus other expenses like transport/installation/profits etc not come more than 30 to 40%  the nexus between, DMSRDE officials and KAN-THT India, Delhi can clearly establish.
  10. The supply order was cancelled under exposure of deal & pressure of my complaint to CVC on subject matter. Cancellation of supply order itself shows that there was no need of Fume Hoods in DMSRDE and procurement was initiated just to get fatty commission by corrupt officials of DMSRDE. Therefore total amount of Rs. 4576005.00 of public money was going in wastage and major part of this, more than 50% was going in pocket of DMSRDE corrupt officer
  11. Mere cancelation of Supply Order cannot dilute their crime under section 13(1)(d) PC Act 1988 and their involvement in criminal misconduct. It is very clear that Dr. Arvind Kumar Saxena, Director, DMSRDE was having intent for corruption of Rs. 26,14,815.00 and involved in criminal conspiracy and criminal misconduct along with Mr. Ajitendra Singh Parihar, Scientist ‘D’(The Indenter). Mr. Shielendra Kumar, Scientist ‘F’ (Head Estate & Work Division and MMG) and Mr. Ajay Chandel, Head of KAN-THT India, Delhi.
  12. Till date no action has been initiated by Sri Avinash Chander, DGR&D, DRDO against Dr. Arvind Kumar Saxena, Director, DMSRDE despite he is fully aware of the real facts and truth of the case.

The crux of above case is how DRDO purchase manual manipulated in this case

  1. As per invoice of Biobase, China the billing address is DMSRDE and shipping address is also DMSRDE, it means Dr. Arvind Kumar Saxena, Director, DMSRDE very well knows that if they ask CDC from CC R&D, DRDO who is suppose to issue CDC in the case of domestic suppliers will ask the copy of purchase order placed by domestic supplier to foreign supplier as well as the copy of invoice issued by foreign supplier to domestic suppliers and it is clear mandate that the more than 30% of the invoice cost are not allowed.
  2. If the billing and shipping is direct to DMSRDE or any establishment than Director is suppose to issue CDC.
  3. In this case as per Biobase, China invoice custom can made party for damrage charges to DMSRDE and DRDO lose its credentials.
  4. This the mechanism to fooling the CDA and Government of India after making so many rules and precautions DRDO officials busy in research to fix the poor tax payers money.

In light of aforesaid facts, I kindly request you to submit your true findings& recommendations in FFIC report and leave the DS promotion list to almighty GOD’s disposalas these corrupt top DRDO officials could not write your faith.

Although as per DOPT Guidelines for FFI, you should call me for personal hearing but you make that technical lapse, still I again like to inform you that there are several trump cards that has not been revealed till so far as your FFIC did not gave personal hearing to me.

Besides this I would also remind you very humbly that like your Bigboss Sri Avinash Chander, you will not submit false report to protect Dr. Arvind Kumar Saxena, Director, DMSRDE, Kanpur as Sri Avinash Chander submitted false report to protect his friend Dr. Arun Kumar. That everybody knows the effort of Bigboss was failed and Dr. Arun Kumar was treated properly by Hon’ble Defence Minister Sri AK Antony.

Hope you will listen your heart’s voice “अब  कितने  दिन  बाकि  है  वैसे भी  लगता  है  मोदी  जी   ने    एक्सटेंशन  बंद करने  का  मन बना  लिया  19 अगस्त को  जैसा  की  उन्होंने  कहा  की  मुझे  5 लैब्स  ऐसी  चाहिए  कि   जिसमे  35  वर्ष  से ऊपर   कोई   नहीं  हो”  समझने  वालो  के  लिए  इशारा  ही  काफी  होता।

Dear friends,

Fight against corruption nepotism favouritism and clean the DRDO is the main goal of www.corruptionindrdo.com website and this mission website exposed the DMSRDE’s corruption and corrupt practices of Director Dr. Arvind Kumar Saxena. Several RTIs were filed to collect information & disclose the cases of corruption. An atmosphere against corruption was developed in DMSRDE and people came on front.

People of Kanpur along with DMSRDE’s officials witnessed the frustrations of Director Dr. Arvind Kumar Saxena via print media where he tried to his best to destroy the reputation with his absurd words like the website involved in anti national activities and DRDO information is leaking to US and intelligence agencies after website and DRDO is not able to close the website because the hosting is from US blab la.

My friend Saxena lost his mind like Dr Arun Kumar did after the exposer, he filed FIR what happened everyone knows in DRDO, so my friends as Lord Krishana said it is matter of number 95,96,97,98 99 …. wait don’t lost the hope, culprit will get his due.

CVC, CVO, MOD all agencies are on the job files are moving, accountability is fixing, After first fact finding committee of Dr S S Negi got his due credits from 1st September onwards he will going to enjoy IRDE, Directorship, now 2nd Fact finding committee of Dr D C Pande, Sc ‘H’ also waiting of his due rewards. The facts are with Sh Avinash Chander, DG, DRDO, if he believes in GOD or Bhartmata then DMSRDE will know otherwise Sh Jaitely Ji and Modi Ji’s is there for further action.

CVC has informed that all complaints have been forwarded to CVO (MOD) for further necessary action. CVC reply is enclosed.

Sri Avinash Chander not able to protect Dr.Arvind Kumar Saxena from CVC & CVO(MOD) like Dr. VK Saraswat could not save Dr.Arun Kumar (Suspended just before two hours of his superannuation, Dr. AK Tyagi, Sc ‘G’ who was busy to protecting corrupt official of DRDO as
CPIO,DRDO Hqrs charge sheeted for his corrupt practices, Sri SM Veerbhadrapa, Ex Director, DTRL charge sheeted just before retirement for his act of manipulation in appoint procedure of Mrs T Chandra banu, Mrs T Chandra banu, Scientist ‘F’ whose appointment cancelled by DRDO by mere 12 days before her superannuation.
