it is observed that in DRDO all labs are procuring software worth crores of Rupees from poor tax payers money and most of software pirated or from open sources.    As per reliable sources in some case new recruited scientist are soft targets for worn out senior scientists they exploit them to encourage to develop software modules and after development they procure same software procured in projects through  their beloved  firms.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect  of CVO, BEL Mr. S. Shiva Kumar letter No:21328/ 399&426/ BEL/GAD/18-19 Dated:29 March 2019 subject Detailed Enquiry done on the allegations of Irregularities Gross violations in the appointment of Design Consultants and in the execution of IACCS project.

  1. Whether IACCS Directorate, Air force received any communication from BEL that CVO BEL is investigating on the allegations of Irregularities Gross violations in. execution of IACCS project, Yes or No
  2. If yes, then provide the date of receiving such communication from BEL on above said matter..
  3. Whether IACCS Directorate, Air force informed about vigilance inquiry on IACCS project to their respective staff. Yes or No
  4. As BEL vigilance investigation team mentioned in its report no Nil dated 20.03.2018 that Air force staff not cooperated in investigation, as they tried to restricted entry and not provided CCTV footage and other record in behalf of corrupt BEL officials working on site. Please provide whether IACCS Directorate, Air force received BEL vigilance report of 20.03.2018.
  5. Provide that Whether IACCS Directorate, Air force received any communication from BEL in respect of non cooperation of Air force staff of IACCS project.
  6. It is observed by investigation team and they collected records of evidences that in some IACCS project sites Air force staff provided unauthorized entries like M/s C S Constructions Pvt Ltd, Delhi personals. The firm has no official role in IACCS project. Any communication from BEL or any other agencies Yes or No
  7. Provide if the IACCS Directorate, Air force received any information that key company M/s R D Konsultants who was responsible for PPR/DPR and consultant for all design aspect of IACCS project declared bankruptcy or disassociated from IACCS project from BEL. Yes or No
  8. If yes, then provide the step taken by IACCS Directorate to ensure to protect the national security compromise in respect of project.
  9. Provide that any inquiry committee constituted by Air force on misshape of IACCS project. Yes or No

DRDO’s Assessment Phobia always in Extreme in May June

Website received so many calls and letters related to assessment most of that the Directors are not giving due credentials of their work.

I could not understand that after so many years of service and experience they don’t what to accept the assessment game of DRDO, although inside they all accepts the DRDO assessment culture but in front of family and friends not want to show the biggest rotten culture of DRDO.

What is the base of DRDO assessments; simply there are three types of candidates in every year in all categories.

  1. Who are the beloved of Directors, DG’s or have good connections of VIP like politicians, bureaucracy, judiciary etc or any outside important board member but this type of situation is very less but it worked because when RAC forced to external member to clear incompetents so that time he bargain for his man,  you can these example in every labs of DRDO the competency is not a necessity of these type of creatures and Director make sure that any  situation this candidates should clear in any cost. That’s why defer system was created. Examples are such candidates are enjoying post of DG and Directors in so many place who gave their 100% more than their own family to their respective bosses DRDO fraternity very well knows such candidates. Unfortunately today’s DRDO standing on these kinds of candidates. The greatest irony of these that after retirement they made arrangements to suck the blood of DRDO till whole life. And DRDO management always running files to arrange such equations for them.
  2. In this category very few candidates falls that is non controversial in these cases Director’s not interested if they are getting promotions or not getting, if not getting then he went and ask the boss most common answer is I have tried by best due to shortage of available posts   I could not able help you but I will make sure that next time you will get.
  3. Third category scientists are specials in most cases they are the real competent and Lab Directors and his courtiers never want that theses type will grow, because both felt illiterate in front of these categories. Directors put their whole efforts to stop them to get promotion. You can verify that the cream of DRDO scientists never get right time promotions, this is clear yard stick to find out actual talent of DRDO. It can be one or two exceptions. The FCS is only created for these types of scientists but FCS benefits are getting by point one categories candidates.
  4. Rest is clear that DRDO assessment is a eye wash and government wasting crores of crores rupees in such melodrama. Where after June 30 lot of candidates start plays Kakei’s role and set for few days in Kope Bhawan.
  5. Why DRDO not able to delivering world class product after corruption the nepotism with assessment business is major cause and the spine of DRDO is suffered with illness.
  6. So friend digest this dilemma of ASSESSMENT fever and take rest and enjoy with your family leave this matter for Dr G Shatish Reddy and he will make differentiate between candidates and scientists
  7. In DRDO almost 7500 scientific manpower is their but every time DRDO asking government we are in shortage of scientists to cope with demand of services why because of out of 7500 scientific manpower only 50% is scientists, out of these 50%, 20% percent scientists are suffering with assessment vaccine and rest is 50% are candidates only.  Regards

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect  of news series published in First Post Apr 02, 2019 -Bharat Electronics in the dock for  compromising  confidential IAF project, favoring one vendor, BEL s internal inquiry report reveals. In response of enclosed RTI from BEL CMD confirmed that CVO, BEL investigated and prepared a report on IACCS project for irregularity and compromising in IACCS project. According to BEL, CMD received the investigation report on 02.04.2019 and on 21.05.2019 submitted his observation on recommendations of CVO, BEL.

  1. Whether CMD, BEL send such observation on recommendations of CVO, BEL to Ministry of Defence Production on IACCS Project.  Yes or No
  2. If yes, then date of receiving said CMD, BEL letter.
  3. Provide the certified copy of CVO, BEL, recommendations which enclosed by CMD, BEL (actual CVO recommendations matter is enclosed as PDF)
  4. Current status of the report, action taken till date by competent authorities.
  5. Provide the measures taken by competent authorities for protect the national security informations existing with M/s RD Konsultants and his associate related to AICCS project.
  6. Provide the action taken steps till date on M/s RD Konsultants the fraudulent transactions with M/s BEL as recommended by CVO, BEL.
  7. Provide the action taken steps till date on the committee members for violating company’s procedures & CVC guidelines and facilitated the selection of M/s RD Konsultants during evaluation of prequalification, without scrutinizing the submission of works experience, site visits and clearing the fake turn over documents of M/s RD Konsultants.
  8. Provide the action taken steps till date on Shri. Dibyendu Bidyanta, AGM(HR&A) and Shri. B.K. Pant, DGM (HR&A) who are involved and responsible for overlooked the criteria in Mr Manish Goyal appointment
  9. Provide the action taken steps till date on Mr Manish Goyal as CVO recommended suspension till departmental fair proceeding
  10.  Provide the action taken steps till date to maintain the CCTV and its record in all AICCS project sites as observed by CVO,BEL

Recommendations:

  1. To blacklist M/s RD Konsultants for the fraudulent transactions with M/s BEL and also as the agency had involved in collusion of interest by executing the works through his affiliates M/s CS constructions Pvt Ltd, through subcontracting from M/s L&T. which has resulted in conflict of interest in the transactions with BEL . Financial penalty to be levied on M/s RD Konsultants as one way of punishment.

2        Disciplinary Proceedings to be initiated on the committee members   for violating company’s procedures   & CVC guidelines and facilitated the selection of M/s RD Konsultants during evaluation of prequalification, without scrutinizing the submission of works experience, site visits and clearing the fake turn over documents of M/s RD Konsultants. Theviolations were brought in the Corporate Vigilance observations points 1-15.

The following committee members are to be held responsible even though few of the delinquent officers are retired

  1. R K Handa then GM(NCS)     – Retired
  2. Gurjeet Singh then Sr. DGM(CS) – Retired
  3. T.K. Moitra    then DGM(F&T)
  4. Virender Kumar    then DGM(AC) CS
  5. Saleem Parveez.    Manager (Civil) CS

3       With respect to appointment of Mr. Manish Goyal, it is observed that his experience falls short of minimum criteria of 10 years. These facts are not checked by HR/GAD. Disciplinary Proceedings on Shri. Dibyendu Bidyanta, AGM(HR&A) & Shri. B.K. Pant, DGM(HR&A)  who are involved in the recruitment of Shri. Manish Goyal, as per CDA rules. Mr. Manish Goyal shall be kept under suspension henceforth for fair conduct of department/legal proceedings.

4  The unit has not prepared their own instructions and procedure duly approved by the board for the appointment of consultants to ensure that the selection is made with maximum attention to the suitability, competence and proven track record.

  1. CCTVs installed at the behest of vigilance has not kept in proper record which led to non-maintenance of measurement books, subleasing and collusion of parties.
  2. It is important to mention that IACCS is a time bound project of armed forces viz Air Force. Hence care to be taken to ensure customer get real value for money. procedural proprietaries are maintained, no collusion of interest and involve customer at all possible levels, abiding by CVC guidelines and no corrupt practices are involved, in such important projects.

Misuse of Manpower in DRDO

A letter received to website “Misuse of Manpower in DRDO” it is observed that it is common practice in all DRDO labs but some places it is quite visible and it is time to think to reduce this culture in DRDO. This VIP attitude of of senior scientists is very much exploited by sycophant and use this to raise their carrier graph up to DG level. All DRDO fraternity  timid ( त्रस्त ) by these snails, hope our Chairman can inspire by Naval Chief  Admiral Karamveer Singh’s decision of eliminating the VIP culture, otherwise theses  sycophant DRDO official will continue to rose up to DG level and your predecessors will face same problems.

The Gen Hada’s circular is funny maximum lab Director’s are misusing the manpower and as per Hada Director will monitor misuse of Manpower ask HEMRL Director’s residence renovation from Scientist D to Tradesman fixed the lite,  wires, water taps etc and Lab work shop manufactured the swing inside and installed in his residence so guys forget about misuse of manpower bear all incompetents because they got post on the basis of their capability of camchagiri

  4. The visit cost of Air force officers sponsored by BEL or Air Force or Foreign Firms
  5. Provide the Year and month of Visit of Air force officers against IACCS project
  6. AS per news clips the BEL already ordered plant and machinery to foreign vendors in more than 1000 Cr and sites are not yet ready or few sites even not started. In this regard please provide that Air force released payment or part payment to BEL for dumping plant and machinery in advance to make them scrape in few years.
