CORRUPTION FREE DRDO- REAL TRIBUTE TO “SWACHH BHARAT ABHIYAN”

Our Hon’ble Prime Minister Shri Narendra Modi has given an enthusiastic and passionate call for ‘Swachh Bharat Mission’ to realise Mahatma Gandhi’s dream of cleanliness, urging everyone to devote minimum two hours every week towards cleanliness. Needless to say that the “Swachh Bharat Abhiyan” is the crying need, as India, the otherwise recognized religious and spiritual capital of the world is also well-known as the filthiest country on the globe. ‘Swachh Bharat Mission’ is a mass movement to realize Gandhi’s visualization of clean India by 150th Birth Anniversary on 2nd October 2019. The Mahatma’s visualisation of cleanliness was three-pronged – a clean mind, a clean body and clean surroundings. Holding that ‘Cleanliness is next to godliness’, he emphatically wrote, “We can no more gain God’s blessing with an unclean body than with an unclean mind. A clean body cannot reside in an unclean city”. (Young India 19/11/1925) An old proverb says, “Cleanliness is next to godliness.” This means that cleanliness comes next to godliness in im­portance.The whole statement means cleanliness takes a common man to the proximity of God. This journey starts from cleanliness of clothes, body and surroundings. Everything around us should be clean and beautiful. For which, Addison says “Beauty produces love, but cleanliness preserves it”. The very famous quote of our “Father of Nation” is “I WILL NOT LET ANYONE WALK THROUGH MY MIND WITH THEIR DIRTY FEET”. Then, there is the cleanliness of mind. Mind should be clear off from all the feelings of hatred, harm and haram (sinful). Buddha’s eight fold path emphasized much in the cleanliness of mind. When the dirt of sinfulness is obliterated from the screen of mind, noble, lovable and pious actions come into action. Mahatma Gandhi also told that “Cleanliness of mind and body is the first step in education”. Means  शिक्षा का पहला चरण दिमाग और शरीर की सफार्इ है. DRDO is spending crores of rupees onEnvironmental Control Hygiene Maintenance Services (ECHMS) contract. For example the open tender for DMSRDE, Kanpur dated 01 September 2014 is having an estimated cost of Rs. Twenty two Lakhs Fifty Thousand and Open tender for ADE, Bangalore dated 16-09-2014 is having an estimated cost of Rs. One Crore. So DRDO top management should not worried about cleanliness of roads, residential complexes, offices, work places, parks/gardens and toilets etc. DRDO officials needs cleanliness of mind based on principles of Mahatma Buddha and Mahatma Gandhi that will make DRDO corruption free and that will be true homage to Mahatma Gandhi Ji  and real contribution in Prime Minister “Clean India Mission”.

Sir,

  1. Defence Research Laboratory (DRL), Tezpur (Assam) is an establishment of Defence Research & Development Organisation (DRDO), Ministry of Defence, DRDO Bhawan, New Delhi.
  1. Dr. Vijay Veer, Scientist ‘G’ taken over as Director, DRL, Tezpur w.e.f. 01st March 2012. As per DRDO legacy Dr. Vijay Veer start running DRL, DRDO, Tezpur violating all laid down rules of GOI.
  1. The procurement procedure adopted in fashion that few vendors from New Delhi who are closed associate with him from his tenure in DRDE, DRDO, Gwalior are brought in picture for each and every requirement of DRL, Tezpur by overlooking local competent and expert/ experienced suppliers / vendor in their respective field.
  1. This phenomenon is common in DRDO the most of Director in DRDO fix one or two pet suppliers and after that selected suppliers supply from needle to elephant to the lab like M/s Jangid Construction supplying and involved in different field requirements. The technical evaluation committee signed blindly for sake of their CPAR and career.
  1. The corruption can openly viewed in all supplies / contracts cases of M/s Jangid Construction, New Delhi and M/s MK Decorators, New Delhi it is in the tune of thousands to Lakhs of rupees. Dr. Vijay Veer having close association with proprietors of M/s Jangid Construction, New Delhi and his associate M/s MK Decorators, New Delhi.
  1. Dr. Vijay Veer has provided a plenty supply orders to M/s Jangid Construction and his associate M/s MK Decorators after assuming charge as Director, DRL, Tezpur. Presently most of the supply orders are given to M/s MK Decorators, New Delhi.
  1. It is observed that Dr. Vijay Veer influence the project in-charge and other officials in process of procurement by all means.
  1. In almost all indents, the vendor addresses are from New Delhi only. List of vendors to which Limiter tenders were sent is given below.

  1. In all indents stated above supply orders were place to M/s Jangid Construction, New Delhi and M/s MK Decorators, New Delhi. Copy of some of the indents and supply orders given to M/s Jangid Construction and M/s MK Decorators are enclosed.

10. He has split the indents intentionally with gross violation of PM 2006(Purchase Manual of DRDO).

11.  He is giving the contracts for the work which CCE (R&D) East is supposed to do, making his way to accumulate ill-gotten gains.

12.  From the facts stated above, it is amply crystal clear that prima facie material regarding misuse of power for personal gain and corruption exists by Dr. Vijay Veer, Director, DRL, Tezpur.

13.  The corrupt practices and misuse of power by Dr. Vijay Veer, Director, DRL, Tezpur has developed corrupt system at DRL, Tezpur and that affected scientific activity and R&D at DRL, Tezpur.

14.  In view of the above mentioned facts and evidences it is earnestly requested that an order for through investigation of all procurement done by Dr. Vijay Veer, Director, DRL, Tezpur after assuming charge as Director, DRL, Tezpur to stop further corruption and wastage of poor tax payers money.

DRDO develops CO filters for submarines

Nagpur: Like any automobile, submarines generate a lot of harmful gases like carbon-mono-oxide (CO). India was importing special room filters for submarines which could absorb CO as well as other gases. To ensure safety of the Naval staff, the Defence Research Development Organization (DRDO) has not only developed its own CO filters called ‘CFKIII room filters’ but also room filters that can absorb over 40 different gases, at almost one fifth of the imported cost.

The information on CO filter is on display at the three-day AXIS technical festival organized by students of the Visvesvaraya National Institute of Technology (VNIT). In fact, India is the first country to develop a CO filter which can work for indefinite period even in heavy moisture conditions as compared to the Russian filter costing about Rs1 lakh.

On inquiring about the filter, sources in DRDO headquarters told TOI that the organization has developed other types of room filters too which can prevent over 40 harmful gases including hydrogen sulphide, ammonia, stibine, hydrogen cyanide, acrolein. These filters need to be changed after 45 days and one ship needs at least 14 different filters.

DRDO Gwalior laboratory has developed many equipment and techniques which can detect, protect and decontaminate the chemical warfare agents Sarin, Soman and Tabun. A filter paper like strip attached to any human body part changes into various colours that help in detecting the type of chemical. This lab has also developed a toe-to-head carbon coated suit and a mask which filters everything else and allows only oxygen to go in.

Another DRDO lab, Centre for Fire Explosives and Environment Safety in Delhi, has recently developed a light weight ‘fire proximity suit’ which has five layers of protective material. It has also developed an Emergency Escape Chute (EEC) which can take a load up to 4 to 5 tonne and can be used effectively for evacuating people from high rise buildings, oil rig platforms and can be used together with auto-inflatable raft. The lab is yet to transfer the technology to a manufacturer.

The Solid State Physics Laboratory of DRDO in Delhi has made an indigenous alternative hand held equipment to highly expensive imported one. Since it can detect chemical warfare agents effectively, it is being called as e-nasika or-e-nose which can sniff any chemical. It uses ‘surface acoustic wave’ or SAW sensors. It will be manufactured by Bharat Electricals Limited in Pune. Against the imported version costing Rs20 lakh, this one costs just Rs5 lakh.

No extensions sans ACC okay: Government to DRDO

NEW DELHI: In a message to the Defence Research Development Organisation that has over a dozen scientists working on tenures beyond 60, the government has frowned at the tendency of giving extensions to scientists without consulting the Appointments Committee of Cabinet (ACC).

Prime Minister Narendra Modi is said to be unhappy with DRDO’s functioning and had recently advocated that five out of the 52 DRDO labs be manned by young scientists after reports with the government revealed that as many as 358 scientists had quit DRDO between 2009 and 2013.

A government note sent on Friday to nine ministries and departments which have specialists in scientific or medical fields, including DRDO and Department of Space, the Department of Personnel and Training has said that the ACC headed by the prime minister has observed that in some cases, departments have unilaterally extended the service officers beyond the age of superannuation without obtaining the approval of ACC.

“It is reiterated that in absence of specific approval of ACC towards extension of services beyond the date of superannuation, an officer should stand retired on his date of superannuation and under no circumstances should the Ministry/Department extend his services beyond superannuation unilaterally without approval of ACC,” the note says. This also comes on the heels of the success of the Mars Orbiter Mission where Modi had praised scientists at ISRO for the feat.

In Friday’s note, the policy drawn up by the NDA government in 2002 was pointed to, which said that any tenure extensions to scientists should be “only in really exceptional circumstances” and only if the retiring specialist “is not just one of the outstanding officers but is really head and shoulders above the rest”.

That policy also said that too many cases of extensions are likely to cause “frustration and affect morale of upcoming scientists who have exposure to latest technological developments.” In 2012, DRDO admitted that 37 scientists — 12 of whom were in distinguished category — were on extended tenures. This was despite the Rama Rao Committee, which carried out the first external review of DRDO in 2008, calling for a younger profile of top scientists. DRDO secretary Avinash Chander is also working on an extension.

ET had reported on August 23 that Modi was not happy about this situation and had sought all details after he was told about the high attrition rate among younger scientists. Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of OFFICE MEMORANDUM  F.No.22/35/2011-EO (SM.II) 24th September, 2014 Sub: Grant of extension/re-employment to Central Government servants beyond the age of superannuation.  In Para 1 – The ACC has observed that in some of the cases, the Departments are not taking timely action to reconstitute the Departmental Peer Review Committee (DPRC) and are unilaterally extending the service of the officers beyond the age of superannuation without first obtaining approval of the ACC.

  1. Provide the name of officials and name of their respective departments who were get extension in service beyond superannuation for two years without first obtaining approval of the ACC from January 2011 to till date as mentioned in above OM

Sub: Grant of extension/re-employment to Central Government servants beyond the age of superannuation

Attention of all the Ministries/Departments is invited to the Government of India (Transaction of Business) Rules which prescribe that the ACC is the competent authority to decide the cases of extension in service beyond the age of superannuation. Attention is also invited to DoPT’s OM. No. 26012/6/2002-Estt, (A) dated 09.12.2002 on the subject mentioned above laying down instructions/criteria for grant of extension in service to the categories of personnel referred in proviso to F.R. 56(d). The ACC has observed that in some of the cases, the Departments are not taking timely action to reconstitute the Departmental Peer Review Committee (DPRC) and are unilaterally extending the service of the officers beyond the age of superannuation without first obtaining approval of the ACC.

2. It has also been observed that Ministries/Departments often submit proposals late to the EO Division as a result of which submission of cases for consideration of the ACC also gets delayed.

3. In view of the above, all the Scientific Ministries/Departments are hereby advised to take timely action for constitution of the DPRC for considering the cases for extension of service of specialists in medical or scientific fields, beyond the normal date of superannuation and ensure that proposals seeking approval of the ACC be invariably submitted at least two months in advance of the date of superannuation.

4. It is also reiterated that in absence of specific approval of ACC towards extension of his services beyond the date of superannuation, an officer should stand retired on his date of superannuation and under no circumstances should the Ministry/Department concerned extend his services beyond superannuation unilaterally without the approval & ACC.

Dear Pandey Ji,

As you very well aware the complaints against Dr.Arvind Kumar Saxena, Director, DMSRDE, Kanpur and estimated amount involved in corruption is about 7.5  crore is a tip of ice berg only.

Sh. Avinash Chander (Padam Shree) appointed 1st FFIC under Chairmanship of Dr.S.S. Negi, Scientist ‘H’ as Chairman and Shri Manoj Bali , Scientist ‘G’ and Shri Jagdeep, Scientist ‘F’ as members of FFIC. This FFIC visited DMSRDE, Kanpur on 13-14 March 2014 and submitted FFIC report in a speedy manner in April 2014. This illegal committee submitted fake report as directed by Shri Avinash Chander who patronage Dr. AK Saxena and in lieu of obedience both Dr.SS Negi and Manoj Bali were awarded by big boss.

You are aware that Dr. SS Negi has been appointed as Director, IRDE, Dehradun and Shri Manoj Bali, Scientist ‘G’ is promoted as Scientist ‘H’ superseded 55 senior scientists as his senirity roll no is 71,  despite several honest and eligible scientists have been ignored.

You have been appointed as Chairman of 2nd  FFIC by big boss with same hope that you also show your loyalty and obedience towards him but your honesty came in path and you still not submitted the report to big boss and not giving clean chit to Dr. AK Saxena who is very close friend of mini DG & DOP Dr. A.K. Singh. Thereby your name is not in today list of promotes for the year 2014 for Distinguished Scientist. May be it will come in supplementary list?

You are fully aware that now Government has been changed and our Prime Minister is not happy with DRDO’s Chalta hai attitude,   for FFIC as maximum time for submission report is three months as per DOPT Inquiry Manual, CVC expects preliminary investigation to be completed within three months.

You have visited DMSRDE, Kanpur on 09-10, July 2014 and completed the FFI. Now third month is coming to end soon and Director (Vigilance), MOD has sought Director (Vigilance & Security), DRDO for consolidated report by his letter dated 04 August 2014.

In recent judgment of Madras High Court, Hon’ble justice commented “Scientist have no excuse that they have no administrative knowledge” and thereby two great senior officials have been sentenced three week imprisonment. Although DRDO हाथ क़ानून से भी लम्बे है today they filed SLP in Supreme Court and got time further with the help of poor tax payers money. पर कब तक ?

Don’t worry sir, one chance still there for you with for being DS in case you submit true report solely based on voice of your sole. You remember that “गरीबों की सुनो वो तुम्हारी सुनेगा, इस साल नहीं हुआ लेकिन अगले साल प्रमोशन होगा”.

क्योंकि अगले असेसमेंट तक अविनाश चन्दर जी तो होंगे नहीं मोदी जी २ अक्टूबर को झाड़ू लगा कर भारत को स्वच्छ बनाने का अभियान छेड़ रहे , भाई साहेब अब सफाई तो होगी ही उसको कोई नहीं रोक सकता ।

You submit the report to justice with poor tax payers money so that culprits of corruption in DMSRDE could be punished CVC and higher authorities.
