The Ministry of Labour & Employment, after a recent inspection, has found that contract labourers being employed at Centre for Air Borne Systems (CABS), an establishment under Defence Research & Development Organisation (DRDO), are not being paid wages in accordance with Minimum Wages Act.
Sources in the Centre for Air Borne Systems said recruitment and maintenance of the contract labourers has been outsourced to a local private company––Mahalakshmi Enterprises.
Less wages
In a report post inspection, the Deputy Chief Labour Commissioner (Central), has said: “It is found that the contractor is paying wages less than the minimum rates fixed for sweeping and cleaning workers.”
Asserting that the contractor has violated the norms of employment by paying employees less that the fixed rate, the report pointed out that the firm owes Rs 2,79,496 to about 60 employees, as difference amount for months of October and November 2012, information about which the contractor could provide the department.
“But this has been a problem not only now, the contractor has not been paying in accordance to the Act for a long time now, we hope that the inspection and susequent action will get us our money,” one of the representatives of the workers said.
However, sources said a meeting held as recently as two weeks ago discussed the same issue and that the contractor had not yet paid the difference amount, or complied with the Act.
By Anantha Krishnan M | ENS – BANGALORE 01st June 2013 12:33 PM – THE NEW INDIAN EXPRESSThe Defence Research and Development Organisation’s (DRDO) new boss Dr Avinash Chander has put India’s fighter jet project Tejas on his radar, with a possible mission to jettison it out of the current turbulence. In an interview to Express on Friday, soon after New Delhi officially handed over the mandate to pilot DRDO for the next three years, Avinash said that completing the Initial Operational Clearance (IOC) of Tejas by September this year and attaining the Final Operational Clearance (FOC) by the end of 2014, are two primary targets he has already set. “After finishing the taking over formalities, I am catching the first available flight to Bangalore to review the project. I am absolutely aware of the issues that are dogging the project and I would now want to see it from close quarters, what the delays are. The Tejas’ IOC and FOC cannot be postponed any further,” said Avinash, who will also double up as the Scientific Advisor to Defence Minister. He said the induction of India’s long-range ballistic missile Agni-V and development of 155-mm gun are other projects that would get his immediate attention. Saying that his task is cut out with many projects reeling under time overruns, Avinash promised to turn around DRDO into a delivery-oriented unit. “There are grey areas still, despite our efforts to stick to the deadline. We are lagging behind in directive energy systems such as high-energy electro-magnetic lasers. We also need to gear up on the materials front,” said the missile scientist. We have proven our abilities with multiple missile programmes and we need to emulate the same in other projects as well,” said the 62-and-a-half-year-old DRDO chief. He said DRDO will be restructured to catch up with the challenges of modern times. “I will take everything one step at a time. I am aware that we need to create the ‘Brand DRDO’ image,” he said It will be a collective team effort. The idea is to take DRDO to the next level. I will ensure that the confidence of users in DRDO will be always high, Avinash said. Incidentally, Avinash will be the second man after former president Dr A P J Abdul Kalam, who will serve as the DRDO chief beyond 65 years.
Avinash Chander, the man behind Agni series of missiles, was on Friday appointed as the new Scientific Adviser to the Defence Minister and Director-General of Defence Research and Development Organisation (DRDO). He will also hold the post of Secretary, Department of Defence Research and Development. He succeeds V. K. Saraswat, whose term ended on Friday.
“I feel honoured to take up this new responsibility. Dr. Saraswat has set DRDO on a good course. I have to continue and take it to the next level,’’ said Dr. Chander.
Dr. Chander, who was recently awarded Padma Shri, was behind the successful development of 5000-km range Agni-V, enabling the nation to join the elite club of five advanced nations. Development of Agni missiles in highly restrictive international control regimes was possible only out of his technology, perspective planning and efforts. He created the infrastructure, industry base, production lines, and integration facilities to produce different classes of Agni missile systems, a DRDO release said here.
Dr. Chander’s pioneering research in innovative energy management guidance system enabled utilisation of solid propulsion, the main thrust and the backbone of the long-range missile system. Under his leadership, DRDO developed critical technologies such as composite rocket motors and advanced high accuracy navigation system. He also laid the technology road map for missile complex laboratories and led the R&D in the advanced navigation systems, onboard computers, servo valves and seekers.
Dr. Chander joined DRDO in 1972 after completing graduation in Electrical Engineering from IIT Delhi. He is a fellow of the Indian National Academy of Engineers.
Priorities
Y. Mallikarjun reports from Hyderabad:
Dr. Chander told The Hindu before leaving for Delhi DRDO had lot of commitments and among the immediate priorities were the induction of Light Combat Aircraft Tejas by next year-end and of Agni-V in the next two years.
Dr. Chander, who obtained M.S. in Spatial Information Technology from JNTU, Hyderabad, is also Vice-President of the Aeronautical Society of India. He has received numerous awards and honours, including DRDO Scientist of the year and Agni Self-Reliance Award.
Hope you will take DRDO to fly high, with output of products which are extreme essential to our defence and a step towards self-reliance.
As per current scenario of DRDO, it is only possible, if you will able to weed out corrupt and incompetent senior officials from DRDO.
Waiting and watching for your honest steps.
With warm regards

Antony told the country’s premier government-run organisation responsible for manufacturing defence equipment that it should adhere to the timelines and satisfy the user.
NEW DELHI: Reflecting frustration over long delays of strategic projects like Light Combat Aircraft (LCA), defence minister A K Antony came down hard on DRDO, saying there is a “limit to time slippages” and that it should “perform or perish”.
Antony told the country’s premier government-run organisation responsible for manufacturing defence equipment that it should adhere to the timelines and satisfy the user.
He specifically referred to the LCA project, which has not fructified even after nearly three decades of inception, and said, “I am waiting that the LCA should become a reality.”
The defence minister said in military development projects across the globe, it is a “herculean task” to meet timelines and there are time slippages. “But there is limit for slippages,” he said, clearly reflecting the frustration.
“In the times of cut-throat competition, the choice is very clear, perform or perish. In delivery of strategic systems, timelines must be adhered to and the satisfaction of the user is the litmus test,” Antony said at a DRDO awards function.
Asking the DRDO to focus on its core competence and “not fritter away its resources and energy”, he said, “Do not think that I am criticising you, I am with you in all times but as the minister of defence, it is my duty to say some things to you.”
On the LCA programme, he said he had been given a particular date by the DRDO. “I hope that it is the final date and the aircraft gets its Initial Operational Clearance II.”
The IOC-I of the LCA was held in January 2011 in Bangalore and its IOC-II was scheduled to be held in July but it has now been postponed to be held in November.
Antony asked the team of HAL, DRDO and the IAF to work together on the LCA project and ensure that it achieves the IOC-II and then the final operational clearance by the end of next year.

A DRDO employee, sacked on the grounds that he was a perpetual troublemaker after blowing the lid off alleged irregularities in the recruitment procedure, has sought protection from the Central Vigilance Commission ( CVC) claiming he was harassed for being a whistleblower.
The CVC had sought response from the defence ministry’s vigilance wing before taking any action on the complaint filed by Prakash Singh, an administrative officer, who has been at loggerheads with the DRDO for some time now.
Singh was forced to go on premature retirement last year for alleging that his boss A. K. Maini had indulged in malpractices in the recruitment process. He had forwarded the complaint to the CBI. The DRDO claimed that Singh was sacked because the allegation levelled by him was baseless and caused embarrassment to the organisation and defamation to his senior. It also said the officer had “ acquired a habit of complaining against his colleagues, superior officers and other agencies like DCDA.” The other charge against Singh was that “ he had been involved in creating problem to the organisation by the hostile attitude towards his colleagues and officers that shows, he has not been performing his duties with the requisite quality”. In its reply to the CVC, the defence ministry said that Singh has sought defence minister A. K Antony’s intervention for getting reinstated.
It also said that allegations made by Singh about a scam in the recruitment exercise were being investigated by a high level committee in DRDO on the direction of the defence ministry.
The defence ministry has instructed DRDO to submit its report within a month.
The officer had complained to the CBI against some officers occupying key positions in the defence scientific establishment claiming irregularities in recruitment. But his identity was disclosed after the CBI referred his complaint to the DRDO’s vigilance wing.
Singh had approached the CVC earlier this year seeking protection under Whistleblower Resolution. The CVC on March 18 sought response from the vigilance wing of the defence ministry which came up with the reply on April 25.

High- level committee in the DRDO, on the direction of the defence ministry, will investigate the allegations made by Singh
It is observed that DRDO is denying 99% RTI request under shadow of Schedule – II. This RTI request will reveal the policy of DRDO in which DRDO official stated that they give reply of all RTI requests but not to give the requested information.
DRDO RTI cell is always lead by corrupt official, like Dr. Prahalada who held the position of appellate authority very long time. He is a corrupt person did a lot of corruption in DRDO and is still doing corruption sitting as Vice Chancellor of DIAT, DRDO.
One CIC decision exposed his corrupt practice that year of years he claimed the HRA from the government and simultaneously enjoyed the government accommodation. Although as per DRDO RTI reply that he refunded a few lakh but no administrative action was taken against him for his corrupt practice.
Dr. Arun Kumar is facing suspension and disciplinary action against him after intervention of Honorable Defence Minister, was also holding the position of appellate authority for long time in DRDO.
Present CPIO, DRDO Dr A K Tyagi also faced numerous enquiry and transfers due to his involvement in corruption.
Following RTI of Bangalore, CPIO, ADE and Dr Prahalada then appellate authority provide wrong/false information to applicant.
Appeal to clean DRDO of corrupt and anti-national officials
