Honorable Sir,

In last fifteen years many honest officers / employees who raised their voice against corrupt practices being followed by DRDO senior officials were penalized.

Sh G Jupiter of ASL, DRDO, Hyderabad a patriot and honest officer who helped Intelligence Bureau (IB) in national interest and in bringing out spying activity by senior scientist and officer of DRDO is being harassed by not giving him his due credits even after the honorable CAT decision in his favor.

Honorable Defence Minister is requested to look personally in this matter and do needful in national interest.

Defence Research & Development Organisation (DRDO), Min. of Defence conducts assessment of Scientist ’G’ for the promotion to the grade Scientist ‘H’(Outstanding Scientist) every year in month of June under the provisions of Rule 8(2) of DRDS Rules 1979 as amended and the results are declared in month of July of the same year. The assessment for promotions from Scientist ‘G’ to Scientist ‘H’ (Outstanding Scientist) was conducted in June 2013 for the assessment year 2013 and result was declared in October 2013

In reference to the above kindly provide the following information under RTI Act 2005.

INFORMATION SOUGHT

  1. Certified copy of Minutes of the Peer Committee Meeting for promotion of Scientists ‘G’ to Scientists ‘H’ (Outstanding Scientists) for the year 2013.
  2. Copy of Peer Committee meeting recommendation duly approved by Defence Minister for promotion of Scientists ‘G’ to Scientists ‘H’ (Outstanding Scientists) for the year 2013.
  3. Whether any review Peer Committee meeting was held again in the year 2013 for reviewing the recommendations/Minutes  of previous Peer Committee Meeting held earlier in 2013  for promotion of Scientists ‘G’ to Scientists ‘H’ (Outstanding Scientists) for the year 2013. (Yes/No)

Sir,

I have found the paper “CARBON NANOTUBES AND RELATED STRUCTURES” Kingsuk Mukhopadhyay, Kanik Ram, K.U. Bhasker Rao published in Defence Science Journal, Vol. 58, No. 4, July 2008, pp. 437-450 but unfortunately, it has been found  the second and third para of page 437 & 438 of this paper has been ditto copied from the paper published in Topics in Applied Physics, USA, Volume 80, 2001, pp 391-425 entitled “Applications of Carbon Nanotubes” by Pulickel M. Ajayan, Otto Z. Zhou.

It is shocking that the Kingsuk Mukhopadhyay author from DMSRDE has even failed to acknowledge the paper ““Applications of Carbon Nanotubes” by Pulickel M. Ajayan, Otto Z. Zhou.

This is the height of the plagiarism. Dr A K Saxena, DMSRDE and Sh Avinash Chander, SA to RM requested to do needful appropriate action to uphold the moral and dignity of DRDO.

Kindly refer to following decisions of Central Information Commission and verdict given thereof in these decisions.

  1. File No. CIC/LS/A/2012/002612 dated 22.3.2013 (Dr. Neelam Bhalla vs. DRDO) Verdict – “It is, no doubt, true that DRDO is an exempted organisation; yet it has been the consistent view of this Commission that the benefit of exemption extends only to functional / operational matters and not to establishment related routine matters. The legality of this view has not been challenged in the relevant judicial forum so far”.
  2. CIC/LS/A/2010/000107 dated 26.4.2010 (Ms. K. Surya Kumari Vs DRDO), CIC/SM/C/2008/00054/LS dated 29.01.2010 (Shri Prabhat Vs DRDO) and CIC/LS/A/2012/002487 dated 31.12.2012 ( Ms. Savitha Vs DRDO)

In its various decisions CIC consistently held that Establishment Matters relating to the organization notified u/s 24 of the RTI Act come within the purview of the Act and information in this regard thereto are not exempted from disclosure.

In light of the above decisions of CIC, Kindly provide the following information under Section 6(1) of RTI Act 2005. 

INFORMATION SOUGHT

  1. Whether Mr. Suresh Chand, Chief Admin Officer (CAO) was an employee of TBRL, Chandigarh. (Yes/No)
  2. If answer to point (1) is yes then provide the following information.

      i.            The date on which Mr. Suresh Chand was retired from TBRL.

    ii.            Whether a lady other than his wife claimed on his retirement pensionery benefits on the day of  his retirement.(Yes/No)

  iii.            Whether pension of Mr. Suresh Chand was withhold.(Yes/No)

  iv.            If answer to point (iii) is yes then provide the reasons for withholding of his pension.

    v.            Was the case of withholding of his pension and reasons thereof was referred to DRDO HQ/Vigilance for inquiry?(Yes/No)

  vi.            If answer to point (v) is yes then what is the status of his pension and retirement benefits?

vii.             Whether his pension & retirement benefits has been restored partially after inquiry/ non enquiry. (Yes/No)

viii             Whether Director, TBRL refer the case of Mr. Suresh Chand to CVC besides DGR&D, DRDO for information under new  Transparency Law of Govt of India.(Yes/No)

3.              Please refer to Rule 21 of The Central Civil Services (Conduct) Rules, 1964: RESTRICTION REGARDING MARRIAGE and GOI MHA OM No. 219/51-Ests. Dated 16.02.1955: Procedure for dealing with requests from Government servants for permission to remarry while first wife is still living, provide following information.
 i.            Whether TBRL/DRDO received any request from Mr. Suresh Chand, CAO regarding permission to remarry while first wife is still living. (Yes/No)

Dear Mr Anil Kumar,

BEL is backbone of our defence services and contributes in specialized system needs of our forces as well as paramilitary forces.

BEL has always been associated with DRDO in several areas and fields and the joint venture has always given great results. But unfortunately corruption is also growing very fast in our defence sector. In DRDO, you must be well aware, how in name of secrecy and R&D unlimited funds are managed. There is no accountability in DRDO and scientists are utilizing their brains and skills to fool our country’s people by applying numerous methodologies, like changing nomenclature of items, changing specifications, rotating the same items as surplus available in labs, in customizing the systems purchased at exorbitant prices. These are common practices in DRDO but with fast development of communication systems and easy access to databases these corrupt practices are starting to get exposed.

Recently after superannuation Sh A .K Musla, Scientist ‘G’, IRDE, DRDO, Dehradun joined Bharat Electronics Limited (BEL), Kotdwara. Please find the RTI application to DRDO and copy of reply by DRDO Hqrs. This practice is adopted by corrupt DRDO scientists; they join various institutions/ organization where commercial interests between both organizations exist. Dr W Selvamurthy (Dr in YOGA from Private Institute) has joined Amity Group as President, Amity Science, Technology and Innovation Foundation (ASTIF) and Chair professor, Life Sciences without obtaining the required NOC from government of India. Recently Defence Minister recommended CBI inquiry against top DRDO officials and Dr W Selvamurthy is one of them.

Sir, I have sent an RTI to Ms. Vanitha Bhandari, MANAGER (HR&A) PIO, Bharat Electronics Limited (BEL) Kotdwara-246149, Dist. Pauri Gharwal, Uttarakhand and till date have received no communication from, BEL Kotdwara.

It is requested that if you could please look into the matter and do needful to stop the corrupt practices prevailing in BEL with the help of DRDO officials. It would be a great contribution towards a corruption free India.

1. Please provide the list of Institutes where these campus selections were conducted.

2. Name of DRDO officials who were in the committee of above campus selections.

3. Provide the names from the list of 51 scientists ‘B’ recently recruited whose father/mother is working in DRDO and their post in the organization.

4. Provide the names from the list of 51 scientists ‘B’ recently recruited who are having immediate relatives working in DRDO, name of relative, the relation with newly recruited scientist and their post in the organization. If it is not available then please collect the same from the individual.

NO Assessment interview requirement for Promotion from scientist ‘F’ to Senior scientist ‘G’ as per the DRDO service rule-1979-Rule-8(2)(e) ; but Chairman, Recruitment and Assessment of DRDO forward name before promotion committee after “ INTERACTION ’’ .

What is the meaning of interaction and what is its need against the rule?  Nothing except the violation of law for corruption. UPSC conducted examinations for thousands participant for few seats then how RAC chairman want to stop the limited scientists opportunities to appear before the committee directly. Intention of Chairman is very clear.

Then Chairman, RAC Dr. P. S. Goel’s letter RAC/01/Assessment/PSG, dated 22-3-11 introduced this mechanism to give favor to incompetent few DRDO scientists  and for this act in return he got Prof. MGK Menon’s chair, RCI, Hyderabad  which fed him 84 lakhs per year. It is pure kick back or DRDO should prove the justification of his appointment.

What is this, is it not corruption? Best part of this type of corruption is money which he is receiving is poor tax payer’s money.

Question is, if he was competent authority to amendment of this kind of mechanism than why later DRDO amended this through Government of India gazette notification. He doesn’t have knowledge of the constitution of India, he is not competent authority to amend the  DRDS rules which are framed under Article 309 of  the constitution of India.

Where is law, where is administration, where is governance, it is happening in every stage in DRTC promotions also, where incompetent fake certificates holders are getting promotions and all relevant benefits, in recruitment of scientists lot of cases are exposed like Arun Kumar’s daughter, Selvamurty’s daughter, A K Bansal’ daughter and now several in queue like Narendra Kumar’s daughter, R B Singh’s son appointment are under lenses

Recently in CEPTAM recruitment   drive nearly 5 lakhs applications was received by CEPTAM, they made almost Rs 15 lakhs or more by introducing mandatory SMS registration, pure corruption by CEPTAM management god only knows who is patronizing this kind of corruption in DRDO. The 1 lakh applicant were rejected,  and thousands were not appeared due to examination center, CEPTAM did great job candidate who want center in nearby DELHI put him to Goa, Mizoram, Ajmer, Kolkata, Chennai etc.
