Sir,
The DRDO top officials are not bothering the increasing numbers of court cases. It is not linear increase but it is in multifold, from CAT to High Court followed to Supreme Court.
As a learned lawyer you can very well understand the clients mental status when someone involve in court. Scientists or technical official who are engaged in court business than expectation of product output from them is futile.
If you ask your scientific adviser the figure of court cases and court expenses of last five years along with solicitor general’s advices or legal cell advices in which they deny for further move but the ego of DRDO’s top brass are very high.
Sir, you have check the payments to lawyers some time DRDO using project funds illegally and the scientists are also involved to attend court cases in the name of technical discussion in nearby DRDO or other establishment.
In RTI, DRDO will not provide the number of cases running in various courts across the country but certainly you will able to get data of cases and number of scientist and technical officials are involved. Number is alarming i.e. in thousand.
For example one simple case of tenure transfer of scientist is enclosed. In which you can understand the level of ego of senior DRDO officials compel to scientist go to the court and waste his hard earn money and suffer unnecessary. Dr. Vijay Veer, Director, DRL, Tezpur’s ego and his incompetency resulted to this CAT case.
As our Prime Minster said in his 15th August speech that he observed that in ministries department running as their own jagir and this clear cut accurately fit with DRDO working.
With great hope that you will certainly look into the matter and asked to correct this court business in DRDO.

Recently on 25th Union Urban Development Minister Sh M. Venkaiah Naidu inaugurated a two-day international conference on ‘Advanced Avionics’ at the Research Centre Imarat (RCI), DRDO at Hyderabad.
The hidden agenda to invite Sh M. Venkaiah Naidu for such technical issue and which is not related to his ministry and not related to honorable academic interest was to ease the affect of Modi ji’s well derived media created line “ Chalta Hai” attitude of DRDO.
Sh M. Venkaiah Naidu and Sh G. Satheesh Reddy, Director RCI belongs to same District, Nellore and the distance of their villages between only 84 Km.
The line “ Chalta Hai” was seriously taken by DRDO in different means if the DRDO top officials really want to reply the country they should prove and set example by their output. IIT-Kanpur and Research Design and Standards Organisation (RDSO) had developed a zero discharge toilet that the railways tried but rejected. Tare said the zero discharge toilet was superior to the bio-toilet project. “The bio-toilet is based on misinformation,” he said. “With every flush, untreated waste is expelled through different levels and finally on the tracks.”

The claim for rural area bio toilet technology not new according to the Nordic Ministercounsil in 1982 there were 300,000 composting toilets being used throughout Scandinavia.
DRDO signed MOU and “DRDO to install bio toilet systems in 1000 gram panchayats across the country,” Ramesh told. (UPA Minister Mr Jayaram Ramesh)
“We (the Ministry) will pay for it completely,” the Minister said.
DRDO will install these bio toilet systems in 1000 with their beloved suppliers who got TOT with them at undisclosed premium.
As per DRDE senior scientist the so called Bacteria from Antarctica of DRDO bio-toilets commonly available in cow dung.
As per wikipedia James Bannehr, he took out a patent for the process (No. 1316, dated 28 May 1860). Among his works bearing on the subject were: “The Advantages of the Dry Earth System”, 1868; “The Impossibility overcome: or the Inoffensive, Safe, and Economical Disposal of the Refuse of Towns and Villages”, 1870; “The Dry Earth System”, 1871; “Town Refuse, the Remedy for Local Taxation”, 1872, and “National Health and Wealth promoted by the general adoption of the Dry Earth System”, 1873.
The game is in the name of technology and DRDO brand name just increased the price in multifold and loot the tax payers money.
Inauguration of first fixed bio-toilet at Tata Steel works – The bio-toilet uses an innovative, affordable, durable and eco-friendly construction solution developed by Tata Steel under the brand `Nest-In’ and uses the Nest-In methodology for wall construction and has a bio-digester for solid waste disposal. The unit has two toilets of 27 sq ft , one each for male and female workers. Both the toilets are fitted with electrical and plumbing fittings, etc.
Why not they go for DRDO bio-toilet? if it worth economical viable and Rural Ministry adopted for mass installation, in this connection a scientist from DRDO already complaint to CVC.

Venkaiah pushes for promotion of DRDO civilian technologies
Union Urban Development Minister M. Venkaiah Naidu said that his ministry intended to promote bio-digester toilets and other civilian technologies developed by the Defence Research and Development Organisation (DRDO) in a big way.
Talking to reporters after inaugurating a two-day international conference on ‘Advanced Avionics’ at the Research Centre Imarat (RCI) here on Monday, he said there was a need to take advantage of science and technology to better the lives of common people. He said that although there was no dearth of onion production, there was still a shortage. Technology developed to preserve onions for longer periods can be used to overcome the shortage.
Citing examples of mosquito repellents, mobile water treatment plants, high nutrient value packaged food and medical equipment developed by DRDO, he said these were no ordinary innovations. Observing that the aim was to make the life of common more comfortable, he said that his ministry would OFFER incentives to State governments to implement necessary schemes.
Mr. Naidu said that a new mission in place of JNNRUM was in the advanced stage of finalisation. As part of the nationwide launch of Pradhan Mantri Jan-Dhana Yojana, he will inaugurate the scheme in Hyderabad on August 28. Under the scheme, a person having a bank account will become eligible for life insurance worth Rs.1 lakh.
Earlier, inaugurating the conference, he lauded the RCI’s contribution to the development of different missiles. He said, “We have achieved great strides in missile technologies. But we are importing most of our defence equipment. The government wants to reduce this considerably. We want to establish manufacturing facilities in India to cut imports,” the Minister added.
Recalling that Prime Minister Narendra Modi had announced that India should be able to export military hardware to other nations in the next 10 years, he said that a large quality manufacturing base was required to achieve it.
Scientific Advisor to Defence Minister and Director-General DRDO, Avinash Chander, referred to different technologies developed by RCI for missiles over the years and said whenever India was challenged by the denial of technology, the country rose to the occasion. “You deny, we prosper has been our motto,” he quipped.
V.G. Sekaran, Director General, Missiles and Strategic Systems, DRDO, said the field of avionics was witnessing fast-paced technological innovations and wanted scientists to configure systems that would take care of future requirements.
RCI Director, G. Satheesh Reddy, who gave an overview of the work done at RCI in the last 25 years, said the institution was gearing up to undertake futuristic research and make products that would be the first of their kind.
The conference is being organised to mark the conclusion of the silver jubilee celebrations of RCI.

R K Agarwal in his office, in the company of Sh K Sivakumar, Sc ‘G’, Dr R S Pundir, Sc ’G’, Sh Dilip Kumar, Sc ’F’, Sh Atul Dev, Sc ‘F’, Sh VVS Panwar, TO ‘C’, working as Security officer, Sh Balwant, Senior Security Assistant.
Sub Inspector B P Singh submitted his investigation report with conclusion that matter is not worthy of further inquiry and is not fit for registration of FIR.
As per RTI reply it clearly shows Sub Inspector B P Singh sent his final report on 3/7/2014.
Actual facts
Sub Inspector B P Singh visited DEAL on 7/7/2014 and met Sh. R K Agarwal in the chamber of Sh RC Agarwal and collected few useless, unrelated paper, un-certified papers which he annexed with his final report, he forgot the date of final report i.e. 3/7/2014.
Sub Inspector B P Singh called Sh Jagdish Kumar, applicant on 8/7/2014 at 12.00 hrs and wrote down his statement; again he forgot the date of final report i.e. 3/7/2014.
Per Sub Inspector B P Singh’s report he has not asked any question to Sh R K Agrawal about the allegation made by sh Jagdish Kumar with certified proof of Sh R K Agrawal’s act and deeds, the person who was harassed by Sh R K Agrawal
Sh RC Agarwal managed the show by offering tea to Sub Inspector B P Singh or like as he already authenticated Sh R K Agarwal false claim of showing association in prestigious project ‘NARAD’ for his promotion to Sc H and because of Sh RC Agarwal illegal act of nepotism so many senior deserving scientist not get their due credits,
Sub Inspector B P Singh’s report is false and produced under pressure of Sh RC Agarwal & Sh R K Agarwal but they forgot that truth cannot be hidden by any means.
The CC TV footage and DEAL official’s are witness of Sub Inspector B P Singh’s visit on 7/7/2014, poor Sub Inspector B P Singh does not know the Sh RC Agarwal & Sh R K Agarwal’s capability of manipulation skills, they are fooling the country men for 100 crores project, Sub Inspector is mere insect for these duo.
DRDO Hqrs made it a mockery and laughing object. DRDO has violated SRO from beginning of CEPTAM and there are several cases pending in CAT/High courts all across the India.

If 5 lakhs applicants registered the MONEY was huge 15 Lakhs and in open MARKET bulk SMS service providers 6 to 7 paisa /SMS so any one can work out the play in this contract. The CEPTAM did not give this contract through DAVP shows the corruption angle.

Now after Sh Rajesh Goyal retirement suddenly M/s MILLENNIUM SYSTEMS vanished from CEPTAM procurement scenario. Modi ji is true that every organisation respective heads starts to run their parallel system defying all government laid downs rules. In DRDO you will find this culture in every lab the companies rises with new Director and vanished with his retirement and best part of this these beloved companies act like a Wall Mart from needle to missile parts are readily available with these new born companies.

नई दिल्ली। रक्षा मंत्री अरुण जेटली ने पनडुब्बी रोधी युद्धक पोत आईएनएस कमोर्ता को आज नौसेना में शामिल कर लिया। मगर, यह मध्यम दूरी में हमला करने में सक्षम सतह से हवा में मार करने वाली मिसाइल (सैम) और एडवांस्ड लाइट टोव्ड ऐरे सोनार्स (अल्तास) से महरूम होगी। इन दोनों की आपूर्ति रक्षा शोध एवं अनुसंधान संस्थान (डीआरडीओ) करने में असफल रहा है।
देश में रक्षा प्रणाली के क्षेत्र में शोध करने वाले एक मात्र संस्थान डीआडीओ की यह पहली नाकामी नहीं है। प्रधानमंत्री नरेंद्र मोदी ने 16 अगस्त को मुंबई में आईएनएस कोलकाता को सेवा में शामिल किया था। वह भी दो अहम सुरक्षा प्रणालियों सैम आल्तास से महरूम था। इस मामले में बेहद खफा मोदी ने डीआरडीओ को नोटिस भेजा है।
छोड़ दें ‘चलता है’ वाला रवैया
रक्षा क्षेत्र में 49 फीसदी विदेशी निवेश को स्वीकृति देते हुए मोदी ने इस सुस्त संसथान से निजी कंपनियों से प्रतिस्पर्धा के लिए तैयार होने के लिए कहा है। देश की सुरक्षा व्यवस्था में लगे अधिकारियों ने बताया कि मोदी ने रक्षा मंत्री से इस संगठन की विस्तृत समीक्षा करने को कहा है। साथ ही कहा है कि यदि जरूरत हो तो वह श्वेत पत्र जारी करें। मोदी ने 20 अगस्त को संस्थान के वार्षिक पुरस्कार समारोह के मौके पर डीआरडीओ को कड़ा संदेश देते हुए कहा था कि अधिकारी ‘चलता है’ वाला रवैया छोड़ दें।
डीआरडीओ में शुरू किया सफाई अभियान
प्रधानमंत्री ने कार्यक्रम में शामिल होने से पहले डीआरडीओ की सफाई का अभियान शुरू कर दिया था। उन्होंने सेवानिवृत्त होने वाले वैज्ञानिकों को सेवा विस्तार देने की समीक्षा करने वाली कमेटी को खत्म करने का आदेश दिया था। कमेटी कैबिनेट की नियुक्ित समिति को अपनी सिफारिशें भेजती थी।
डीआरडीओ के डायरेक्टर जनरल अविनाश चंदर सहित कम से कम 15 शीर्ष वैज्ञानिक सेवा विस्तार पर काम कर रहे हैं। चंदर दो वर्षों के सेवा विस्तार के बाद फिलहाह कॉन्ट्रेक्ट पर काम कर रहे हैं। मजेदार बात यह है कि उनके पास सचिव (रक्षा) शोध व अनुसंधान, डायरेक्टर जनरल डीआरडीओ और रक्षा मंत्री के वैज्ञानिक सलाहकार के पद हैं। एक अनुमान के अनुसार हर साल करीब छह से आठ लोग डीआरडीओ में सेवा विस्तार पाते हैं। प्रधानमंत्री इससे खुश नहीं हैं।
BHAVNA VIJ AURORA,ET Bureau | Aug 23, 2014, 12.19 PM IST – The Times of India NEW DELHI: When defence minister Arun Jaitley commissions Indian Naval Ship Kamorta on Saturday in Vizag, it will be bereft of the critical mediumrange surface-to-air missile (SAM) and advanced light towed array sonars (ALTAS) — both of which Defence Research and Development Organisation (DRDO) has failed to deliver.
This is not the first failure for DRDO, the only body in the country doing research in the field of defence systems. Prime Minister Narendra Modi had commissioned INS Kolkata on August 16 in Mumbai.
That too was without the crucial long-range SAM systems and ALTAS.
Extremely unhappy about the state of affairs, Modi has put DRDO on notice. With the government approving 49% FDI in defence, the PM has asked the tardy organisation to shape-up in the face of competition from the private sector. Officials in the security setup of the country told ET that Modi has asked the defence minister to conduct a detailed review of the organisation, and if need be come out with a white paper on it.
Modi personally delivered a stern message to DRDO, asking the officers to give up their “chalta hai” (lackadaisical) attitude, during the annual award ceremony of the organisation on August 20. The PM had started the DRDO clean-up project even before he attended the award function. He ordered scrapping of a committee that was reviewing cases to grant extension of service to scientists, who had superannuated. The committee sent its recommendations to the Appointments Committee of the Cabinet.
As many as 15 top scientists of DRDO, including Director General (DG) Avinash Chander, are on extension. Chander, in fact, is now on contract after two extensions. Incidentally, he holds three posts — Secretary (Defence) R&D, DG (DRDO) and Scientific Advisor to the defence minister. It was the previous ACC, under the UPA government, comprising Manmohan Singh, AK Antony and Sushil Kumar Shinde that had granted him extensions and finally appointed him on contract in November 2013. About six to eight people were believed to be getting extensions each year in DRDO.
“The PM was not happy about it. As per a department of personnel and training (DoPT) ruling, only the best scientists of international stature should be considered for extensions. He asked for all the details. He was told about the high attrition rate among the younger scientists,” disclosed a senior defence ministry official.
The review committee, scrapped by the government, comprised secretaries of Department of Atomic Energy, DRDO and ISRO as members. Modi is believed to have said that the secretaries of the same departments could not review extensions of their own personnel. He has now constituted the committee to include the Cabinet Secretary and secretaries of unrelated departments of science and technology and earth sciences.
“It is to weed out the dead wood that Modi made the announcement about employing only young scientists, not over the age of 35, in five of the 52 DRDO labs. It is a beginning and will send the message to everyone working in DRDO to deliver,” explained the defence ministry official.
DRDO spokesperson Ravi Gupta could not be contacted for a comment.
