Rocked by allegations of corruption in its deal with Brazilian aviation firm Embraer, which is under investigation in Brazil and USA, the Ministry of Defence (MoD) responded by saying it had asked for an explanation from the firm over the matter.
“We are as surprised as anyone else. If there was an investigation, they should have informed us. This is mentioned in the contract,” said a senior source.
Defence Minister Manohar Parrikar who was in Goa following his tour to the US had been briefed over the matter and with his concurrence, a communication was being sent at the time of writing this piece. “Within 15 days, they are to respond,” said the source.
On its side, the DRDO and MoD will begin re-examining their files for anomalies it was informed.
WHAT HAPPENED
The Airborne Early Warning and Control (AEW&C) System is under-development by the Bengaluru based Centre for Air Borne Systems (CABS) for the Indian Air Force. As a part of the deal, the Brazilian aircraft manufacturer modified its jet aircraft, EMB-145 to carry the Active Array Antenna Unit (AAAU), developed by the DRDO, on the aircraft’s fuselage. A total of three modified EMB-145 aircraft had been developed under this agreement.
The various sub-systems of the AEW&C Mission system were integrated into the ‘modified green’ aircraft by DRDO and the full-fledged EMB-145 based AEW&C tested from 2012. The AEW&C system comprises many sub-systems like Radar and communication links that are being designed and developed by DRDO.
WHAT IS AIRBORNE EARLY WARNING AND CONTROL SYSTEM
As the name suggests, this is a mobile, aerial platform to keep an eye on the enemy for any missile launches or fighter plane launches taking place and responding accordingly. It can also be used as a communications platform to direct own planes and missiles, in response.

As per reports which appeared in the Brazilian press, government agencies in Brazil and USA were looking into Embraer’s business deals. It was reported that the firm had hired the services of a UK-based agent for the Indian sale of EMB 145 plane, an arrangement which is disallowed as per the MoD rules.

The deal was concluded in July 2008. A DRDO release from then stated, “A few EMB-145 based AEW&C/AWACS versions are already in operation with Air Forces of Brazil, Mexico and Greece”.

India has asked an explanation from the Brazilian aircraft-maker Embraer following media reports of an international investigation into the alleged payment of bribes to secure an aircraft deal in 2008.

Embraer is alleged to have used bribes and involved middlemen to secure contracts in India and Saudi Arabia. In India’s case, the payoff was made to a U.K.-based middleman in the deal for three Embraer aircraft ordered by the Defence Research and Development Organisation (DRDO) for building an indigenous Airborne Early Warning and Control Systems (AEW&C) aircraft for the Indian Air Force. A Defence Ministry spokesperson said on Saturday that the DRDO sought an explanation and details from the manufacturer within 15 days.

Under watch since 2010

According to Brazilian newspaper Folha de Sao Paulo, Embraer had been under investigation by the United States Justice Department since 2010 “when a contract with the Dominican Republic raised the Americans’ suspicions.”

“Since then, the investigation has widened to examine business dealings with eight more countries,” the report said.

The newspaper reported that the company was cooperating in the investigations, and “is expecting to reach a deal soon with American authorities” and has even set aside $200 million to pay “any eventual fines that come about as a result of the process”.

The newspaper has quoted Albert Phillip Close, manager of Embraer’s defence area, as having admitted to the authorities as part of a plea bargain that in the case of India, the aircraft major had contracted a representative to assist in the sale of a surveillance system to the government.

$208-million deal in 2008

India had signed a $208-million deal in 2008 for procuring three Emb-145 aircraft. The planes were delivered beginning 2011 and the project is now nearing completion after a series of delays.

This is the second major defence deal under the scanner after the VVIP chopper case involving Agusta Westland and both the deals were signed by the previous United Progressive Alliance government.

Indian defence procurement prohibits the employment of middlemen in defence deals.

The Defence Ministry spokesperson when asked about the reports said the DRDO will seek explanation and details from manufacturers of Embraer aircraft on media reports on the 2008 deal.

“On receipt of information by the DRDO, further steps may be initiated,” he said.

India’s defence research agency DRDO will seek explanation and details from Brazilian aircraft maker Embraer over alleged payment of kickbacks in the USD 208-million jet deal inked during the UPA regime. After receipt of information by the Defence Research and Development Organisation (DRDO), further steps may be initiated, the Defence Ministry said today after it emerged that the 2008 deal has come under the scanner of US authorities which have been probing Embraer for alleged payment of bribe to secure contracts.
“DRDO to seek explanation and details from manufacture of Embraer aircraft on media reports on aircraft deal signed in 2008. “On receipt of information by the DRDO, further steps may be initiated,” the Ministry said. The deal was signed in 2008 between Embraer and the DRDO for three aircraft equipped with indigenous radars for AEW&C (airborne early warning and control systems). Since then, the investigation has widened to examine business dealings with eight more countries. “Investigations that have been opened by the government of the United States to establish whether Embraer paid bribes in order to obtain contracts abroad have affected deals that the Brazilian company closed with Saudi Arabia and India,” Brazalian newspaper Folha De São Paulo reported. It is suspected that a leading Indian middleman based in UK was roped in for the deal. DRDO chief S Christopher, who headed the AEW&S programme earlier, did not pick up calls or respond to messages.
Embraer is cooperating with the investigations and announced in July that it was expecting to reach a deal soon with American authorities, the paper said. The company has put USD 200 million aside to pay any eventual fines that come about as a result of the process. The company has not released details regarding the state of the investigations, but three people who have been following the case have confirmed to Folha that the deals concluded in Saudi Arabia and India are being examined, the paper reported.
In both cases, suspicions were underlined in May this year when an employee with more than 30 years at the company reached a plea-bargain agreement in investigations being conducted by the Federal Public Prosecutor’s Office in Brazil. Albert Phillip Close, Manager of Embraer’s defence area, told Prosecutor Marcello Miller that he had heard a former sales director who worked in Europe admit to American investigators the payment of commissions to facilitate the sale of aircraft to the Saudis.
In November of 2010, the company announced the delivery of two Embraer 170 executive jets to the Saudi Arabian
state-owned oil company Aramco. The amount of the deal was not announced at the time.

नई दिल्ली। आज से 6 साल पहले मुंबई में फौज के शहीदों की बेवाओँ को घर देने के नाम पर आदर्श सोसाइटी की नींव डाली गई थी। सारे नियमों को धता बताकर उस सोसाइटी में नेता और अफसरों ने फ्लैट हथिया लिए थे, कानून को ठेंगा दिखा कर 31 मंजिला आलीशान इमारत बना ली गई थी। आईबीएन-7 ने उस वक्त इस घोटाले का पर्दाफाश किया था और आज हम डिफेंस के इलाके में एक और गोरखधंधे का पर्दाफाश करने जा रहे हैं।
सेना को अपने अनुशासन और नियमों का पालन करने के लिए जाना जाता है, लेकिन अगर हम कहें कि मसूरी की वादियों के बीच डिफेंस के एक बेहद संवेदनशील इलाके में धड़ल्ले से अवैध निर्माण हुए हैं। वहां ऐसे लोग रह रहे हैं जिनका सेना से कोई लेनादेना नहीं है, वहां आलीशान मेंशन तैयार हो गए हैं,बार खुल गए हैं,रेस्तरां बन गए हैं और वहां विदेशियों की खुलेआम आवाजाही हो रही है, तो आप हैरान रह जाएंगे।

मसूरी का ऊपरी इलाका लैंडोर कैंटोनमेंट के नाम से जाना जाता है। एंट्री प्वाइंट पर लगे बोर्ड पढ़कर कोई भी बता सकता है कि इलाका बेहद संवेदनशील है। यहीं DRDO का बेहद संवेदनशील इंस्टीट्यूट ऑफ टेक्नोलॉजी मैनेजमेंट भी है। लेकिन यहां की हकीकत चौंका देगी। लैंडोर कैंटोनमेंट के एंट्री प्वाइंट के थोड़ा सा आगे मडकप कैफे है। यहां भारी संख्या में विदेशी आते हैं। ऐसे में अंदाजा लगाना मुश्किल नहीं है कि सुरक्षा के लिहाज से बेहद संवेदनशील इस इलाके में इनकी मौजूदगी कितनी खतरनाक साबित हो सकती है।
कैफे में विदेशी नागरिक नजर आए के भीतर जाते हुए विदेशी महिला को हमने अपने कैमरे में कैद किया। और आगे बढ़े तो और विदेशी चेहरे। इस कैंटोनमेंट इलाके में विदेशी बेफिक्र और बेरोकटोक घूमते हुए। आखिर क्यों और कैसे? किस विदेशी पर भरोसा करें और किसपर नहीं? क्या कैंटोनमेंट इलाके में कोई और अवैध खेल चल रहा है? हम आगे बढ़े तो और चौंके। कैंटोनमेंट के इलाके में धड़ल्ले से चल रहा है अवैध निर्माण। कहीं कॉटेज, कहीं विला, फौज का ये इलाका जैसे अमीरों की ऐशगाह बनता नजर आ रहा था।
आखिर ये कौन लोग हैं जो फौज के बेहद संवेदनशील कैंटोनमेंट इलाके में ताल ठोक कर मकान बनवा रहे हैं और रह रहे हैं? आखिर ये गेस्ट हाउस और रेस्तरां किसकी मर्जी और किसकी इजाजत से चल रहे हैं। क्या आम आदमी भी यहां जमीन लेकर मकान बनवा सकता है? कैंटोनमेंट बोर्ड की चिट्ठी में साफ लिखा है उसने किस भी व्यक्ति या फर्म को यहां गेस्ट हाउस चलाने की इजाजत नहीं दी है फिर ये सब क्या है और कैसे है? DRDO के निदेशक की तरफ से कर्नल स्याह की चिट्ठी में साफ साफ कायदे-कानूनों को ताक पर रखकर लैंडोर कैंटोनमेंट के इलाके में अवैध निर्माण का जिक्र है।
DRDO के वरिष्ठ वैज्ञानिक डॉ वाई अशोक बाबू की में भी ऐसे ही अवैध निर्माणों का जिक्र है। इसके मुताबिक ज्यादातर मकान और संपत्ति मार्श ग्रुप की हैं। वो मार्श ग्रुप जिसके मालिक संजय नारंग बताए जाते हैं। डीआरडीओ के वरिष्ठ साइंटिस्ट वाई अशोक बाबू की चिठ्ठी के मुताबिक धालिया बैंक भी अवैध निर्माण की श्रेणी में आता है। इसके मालिक बिजनेसमैन संजय नारंग हैं।
आईबीएन7 की टीम जब DRDO की चिठ्ठी में बताए गए अवैध निर्माण की तस्वीरें ले रही थी तभी रमेश झा नाम का एक शख्स अपने स्कूटर पर हमसे पूछताछ करने आ धमका। उसने खुद को मार्श ग्रुप का सुरक्षाकर्मी बताया और प्रापर्टी की तस्वीरें न उतारने की ताकीद दी। साथ ही हमारे यहां आने की वजह भी पूछी। उससे निपटकर हम कर्नल स्याल और वाई अशोक बाबू की चिठ्ठी में लिखे दूसरे अवैध निर्माणों की तलाश में आगे बढ़े। आगे एक आलीशान मेंशन था नाम धालिया बैंक।
क्रिकेटर सचिन तेंदुलकर मसूरी आने पर अक्सर इसी धालिया बैंक मेंशन में ठहरते हैं। इस मेंशन को लेकर DRDO और कारोबारी संजय नारंग में विवाद चल रहा है। डीआरडीओ के वैज्ञानिक वाई अशोक बाबू की चिठ्ठी के मुताबिक धालिया बैंक मेंशन को लेकर इंस्टीट्यूट ऑफ टेक्नोलॉजी मैनेजमेंट सुप्रीम कोर्ट में केस लड़ रहा है। धालिया बैंक के पास ही बेहद संवेदनशील माना जाने वाला डीआरडीओ का एक इंस्टीट्यूट ऑफ टेक्नोलॉजी मैनेजमेंट भी है।
इसमें देश भर के मशहूर साइंटिस्ट ट्रेनिंग देने के लिए आते हैं जिसमें मिसाईल टेक्नोलॉजी और फाइटर प्लेन के निर्माण से जुड़े वैज्ञानिक भी शामिल हैं। ऐसे में लैंडेर कैंटोंनमेंट के अंदर का अवैध निर्माण इनकी सुरक्षा के लिए बेहद खतरनाक साबित हो सकता है। हम और आगे बढ़े तो हाथ में डीआरडीओ वैज्ञानिक की चिट्ठी थी जिसमें लिखी प्रापर्टीज के नाम हम तलाश रहे थे, इसी बीच हमें एक लॉज नजर आया। सेना के निषिद्ध इलाके में एक लॉज आखिर कैसे।
आखिर डिफेंस के बेहद संवेदनशील इलाके में बार, रेस्तरां, लॉज और मेंशन कैसे खड़े हो गए। इसका जिम्मेदार कौन है? क्या ये देश की सुरक्षा के साथ बड़ा खिलवाड़ नहीं है? आखिर आदर्श घोटाले से सेना ने अब तक सबक क्यों नहीं लिया? ये सारे सवाल आईबीएन 7 ने सेना से पूछे सवाल पूछते ही खलबली मच गई, कई दिनों तक जैसे सबको सांप सूंघा रहा। फिर जवाब आया, हमें बताया गया कि सेना ने मसूरी के लैंडोर कैंटोनमेंट इलाके में 8 अवैध निर्माण देखे हैं और उन्हें हटाने की प्रक्रिया शुरू कर दी गर्ई है। यानि सेना ने आईबीएन-7 की पड़ताल और उसके खुलासे पर मोहर लगा दी। लेकिन हमारे इस सवाल का जवाब नहीं मिला कि आखिर इतने सालों से सेना को इनकी भनक क्यों नहीं लगी?
सबकुछ डिफेंस के निषिद्ध इलाके के भीतर वो रक्षा संस्थान जिसकी इजाजत के बिना उसके संवेदनशील इलाके में एक पत्ता तक नहीं खटकता, वहां तमाम लॉज, मेंशन और रेस्तरां खड़े हो गए आखिर कैसे? हमने जब इस बारे में कैंटोनमेंट बोर्ड के सीईओ रहे सुब्रत पॉल से बात करने की कोशिश की तो उन्होंने एसएमएस के जरिए अपने तबादले और अस्वस्थ होने का हवाला दिया।साफ जाहिर है मामला बेहद संवेदनशील है।ऐसे में कोई कुछ बोलना नहीं चाहता।
डिफेस लैंड को मैनेज करने की जिम्मेंदारी कैंटोनमेंट बोर्ड की है। बोर्ड का प्रेसीडेंट सेना का ब्रिगेडियर या मेजर जनरल रैंक का अधिकारी होता है। सो हमने उनसे सवाल पूछा कि क्या उन्हें पता है कि उनके इलाके में धड़ल्ले से अवैध निर्माण किए गए हैं और अब भी किए जा रहे हैं? क्या सेना ने इसकी जांच की, कोई कार्रवाई की?
तो IBN7 को सेना का जवाब आया कि लैंडोर कैंटोनमेंट की डिफेस लैंड बी-3 और बी-4 कैटोगरी की है जिसका मैनेजमेंट डायरेक्टर जनरल डिफेंस इस्टेट के पास है। कुल मिलाकर लैंडोर में 8 अवैध निर्माण के मामले हैं। सारे मामलों का संज्ञान ले लिया गया है और उसे शो कॉज नोटिस के जरिए खाली कराने या तोड़ने की प्रक्रिया शुरू कर दी गई है। फिलहाल लैंडोर कैंटोनमेंट के अंदर अवैध निर्माण वाली 22 प्रापर्टीज को शो कॉज नोटिस जारी किया गया है।लेकिन सवाल ये कि जब इन प्रापर्टीज का निर्माण हो रहा था तब सेना और कैंटोनमेंट बोर्ड कहां था। ऐसे में अगर मामले की सीबीआई जांच की जाए तो सेना और डिफेंस इस्टेट के कई अफसर नप सकते हैं।
जाहिर है सेना को इस गोरखधंधे की जानकारी मिल चुकी थी फिर भी हमारे सवाल पूछने से पहले तक इसकी पर्दादारी की जा रही थी। और अब सेना अनौपचारिक तौर पर सारी गलती कैंटोनमेंट बोर्ड पर थोप रही है। हमने फिर सेना से एक और मेल के जरिए उन 8 प्रॉपर्टीज का ब्यौरा मांगा जिन्हें वो अवैध मान रही है । जवाब मिला कि इस मुद्दे पर आर्मी हेडक्वार्टर ने सेंट्रल कमांड से सफाई मांगी है। सेना ने ये भी माना कि 8 प्रॉपर्टीज के अलावा भी कई अवैध निर्माणों की जानकारी मिली है और जांच जारी है।
लेकिन लाख टके का सवाल तो ये है कि ये सारे अवैध निर्माण एक या दो दिन में हुए नहीं हैं, इन्हें बनाने में कई साल लगे इतने साल सेना क्या करती रही? बोर्ड के प्रेसीडेंट यानि सेना के वरिष्ठ अफसर को इसकी भनक कैसे नहीं लगी? क्या ये सेना की तरफ से बरती गई लापरवाही नहीं है? क्या इस लापरवाही के लिए सेना के आला अफसरों पर कार्रवाई नहीं होनी चाहिए? कहीं इस अवैध निर्माण के पीछे सेना,कैंटोनमेंट बोर्ड और भू-माफिया का कोई गठजोड़ काम तो नहीं कर रहा है? अवैध निर्माण के मामले में सेना और कैंटोनमेंट बोर्ड के आंकड़ों में फर्क क्यों है? सेना ने आदर्श घोटाले से लगता है कोई सबक नहीं लिया, लैंढोर कैंटोनमेंट में सालों से चल रहे अवैध अतिक्रमण पर फौज आंखें मूंदे बैठी रही।

You will be surprise to know that it is fashion in DRDO that scientists using Army Jawan specially drivers in their official as well as personal car. Earlier DRDO witnessed the Project vehicle  used Dr K Tamilmani, DG, Aero, DRDO and that time he engaged the Army Havaldar  driver so no one question for duty timings.

Please find some pictures of Army jawans performing duty for private vehicles. EMU, DRDO Dehradun engaged a private Scorpio in contract since few years. The vehicle is fully painted with Bharat Sarkar, Raksha Mantralay, EMU, DRDO etc. Vehicle registered in the name of KHUSHAL SINGH, UK07AR0900 [RISHIKESH ARTO, UK].

The vehicle is driven by Army Jawans but it was observed that vehicle is used for suspicious covert operation by private parties, like today morning at 07:43 vehicle reached at Mr D L Uniyal, Uniyal Nivas, Danda, Dharampur, Dehradun. The vehicle Driver was Hav Rakesh Sharma, posted at EMU, DRDO, Dehradun. He picked Mr Uniyal at 07:46 and moved out to Dehradun. Vehicle crossed Uttarakhand border 08:17 and stopped at Dat Kali Mandir. Antother vehicle Tata Maza driving by CHM Tajindra Singh joined and moved 08:30. As per sources both vehicle going to parental village (Muzaffar nagar, UP) of Dr D P Singh, Scientist ‘G’ who is heading EMU, DRDO, Dehradun since 10 Years. Both vehicles full of relative and friends of Dr D P Singh, Scientist ‘G’.

Sir, this not the first occasion as Army Jawans he is using these Army personal in all his family and his friends, relative assignment without seeing the time.

I want to know why our tax money will utilized by these lecherous DRDO scientist and over to this they are using our respected Jawans as bonded labours.

Enclosed letter is received by this website and forwarded to you for kind perusal. ADA is den of corruption; they are just sucking funds out. It’s very   unfortunate these officials don’t have even slightest patriotism or commitment to organization.

Top to bottom including those who are working on contract or as a consultant just flowing off money of poor tax payers. Just it is private work centers that are making some primitive aircraft which will never be used by air force.

Now and then, some senior air force officers make positive statements either for some favors from ADA or they may be trying to get some job in ADA or related organizations after their retirement.

Most of the ADA Scientists & finance people using accommodation, TD, DA and taxi massively. This requires complete large scale inquiry from CBI or any competent agency.

Army to shoot with its own design

NEW DELHI: When India is facing numerous cross-border troubles, terror and Naxal threats and insurgency in the Northeast, the Indian Army is operating in combat zones with sub-standard assault rifles. With the Army on the lookout for a worthy successor to the homemade INSAS rifle, the primary weapon for the armed and paramilitary forces despite its inherent problems, DRDO has got another slap on its face.
the sunday standard 21 Aug 16For nearly two decades, the Army has been looking to replace the INSAS rifles as there has always been a mismatch between its end-user and the manufacturer. To overcome this handicap, the Army is setting up its own weapon design think-tank.
Titled Army Design Bureau, the independent body will be headed by a Major General. It will function as the Army’s interface with leading research institutions such as IITs, DRDO, academia, Defence Public Sector Units and the industry to enable them to understand and appreciate the Army’s need. With this, the Army aims to bridge the gap between field requirements, available weaponry and military hardware.

For example, the main battle tank Arjun Mark-2, being developed by DRDO, has not been able to meet the Army’s requirements despite repeated modifications. Sources claim that officials from the agency fail to understand the Army’s requirements.

Even the Army’s 2009 tender for over 1.86 lakh bulletproof jackets after the ones fielded by the vendors failed the trials.

The Infantry unit desperately needs over two lakh primary 7.62x51mm assault rifles, 1.6 lakh close quarter battle carbines, 16,000 7.62mm light machine guns and 3,600 7.62 specialised sniper rifles. The new bureau is expected to expedite the process of acquisition.

It will be the main repository of technical know-how and will assist in the making of General Staff Qualitative Requirements, which lays down why the equipment is required, its physical and operational details, and the maintainability and quality requirements. This requirement will have innovative ideas developed by the field formations and generation of long-term research requirement for the Army and sharing it with DRDO and academia.

The design unit will have two wings. Technical resources will be in Delhi, while simulation, innovations and design wing will be in Secunderabad, a hub of defence research industry. “It will not only narrow down search of modern day weaponry but also pave the way for high-quality research and product development,” said an official.

The Army has wanted for long a separate organisation that can perform the role of a facilitator between the research and development efforts and procurement of weapons and equipment. This specialised design unit will bring in a synergy between multiple directorates of the army, responsible for procurement.

Officials claim that in modern warfare and increasing influenced technology, design and development and subsequent procurement of military hardware and equipment is becoming increasingly complex.

The critical military procurement should take place in a time sensitive environment to ensure timely availability of the weaponry.

Bacteria from Antarctica or cow dung? DRDO’s bio-toilet claim questioned

Some scientists working with the Defence Research Development Organisation (DRDO) have questioned the veracity of the claim that the DRDO uses bacteria brought from Antarctica in its much-talked about bio-toilets that are being installed in railway coaches and public places. According to these scientists, who have filed a complaint with the Chief Vigilance Commission seeking an inquiry into the claims being made by DRDO, the defence outfit is using cow dung in its bio-toilets.

The bio-toilets that are being developed by DRDO’s Gwalior-based Defence Research and Development Establishment (DRDE) and the Tezpur-based Defence Research Laboratory (DRL), use anaerobic microbial bacteria to decompose and convert biological human excreta into usable water and gases.

DRDO has claimed that the anaerobic bacteria used in these toilets have been imported from Antarctica and that they can effectively function in extreme conditions and temperature ranging from -6 degree Celsius to 50 degree Celsius. However, scientists with DRDO have claimed that the imported bacteria cannot survive in high temperatures.

“These bacteria need a certain amount of heat (from 0 degree C to 5 degree C) to work efficiently and this was the reason why many such bio-toilets installed at Siachen for the Army are now useless as these could not function for the lack of heat. The DRDO, which has been claiming that it was using imported bacteria, is now forced to use cow dung in its bio-toilets,” said senior DRDO scientist Dr Y. Ashok Babu, who has lodged a complaint with the Central Vigilance Commissioner (CVC) and sought a probe in the matter. Ashok claimed that the whole thing is a farce and certain people within the organisation want to make easy money by making the government believe that they were using a sophisticated technology in their bio-toilets.

Another senior scientist working with DRDE, Gwalior, told this newspaper: “They are using cow dung rather than bacteria brought from Antarctica. The Defence Minister can independently speak to any microbiologist in the country and he will get to know the entire story.”

Earlier this month, Defence Minister Manohar Parrikar, while replying to a question in the Rajya Sabha, had stated that cow dung was being used in bio-toilets to multiply the bacteria from Antarctica, which was being used primarily. His response was based on the information provided by the DRDE.

Ashok Babu, however, clarified that “DRDE is claiming that it is using a ‘consortium’ of bacteria brought from Antarctica in the bio-toilets but the truth is that it brought a single species of bacteria and is now passing off a bacteria found in cow dung as bacteria from Antarctica. The Defence Minister should ask the concerned scientists in DRDE to list out each bacterium in the ‘consortium’ of bacteria; this will bring out the truth. DRDO’s bio-toilets raise a stink

BHUBANESWAR: The much-hyped bio-toilets invented by Defence Research and Development Organisation (DRDO) and installed in railway coaches, public places and colonies seem to have sparked of a controversy with some senior scientists raising voice against the functioning and technology which allegedly uses cow dung instead of imported bacteria.

Developed by Gwalior-based Defence Research and Development Establishment (DRDE) and Tezpur-based Defence Research Laboratory (DRL), both laboratories of DRDO, the bio-toilets, fondly known as ‘E-loo’, use anaerobic microbial bacteria to decompose and convert biological human excreta into usable water and gasses.
DRDO e looThough initially, the bio-toilets installed in high-altitude regions such as Siachen and Ladakh performed as expected for a certain period, now many of them are reportedly abandoned or unused for obvious reasons leading to objections from the armed forces.
While the DRDO said the anaerobic bacteria have been imported from Antarctica and can effectively function in extreme conditions and temperature ranging from -6 degree Celsius to 50 degree C, a group of DRDO scientists claimed that the imported bacteria cannot survive in high temperature.

“Since such type of anaerobic bacteria are abundantly available in cow dung, the cattle waste is now being used in bio-toilets while the research organisation is hoodwinking the people in the name of technology development by wasting crores. Like the bio-toilets, the normal septic toilets also have a perfect anaerobic environment with the only difference being addition of cow dung in the name of inoculum culture in the former,” they said.

According to senior DRDO scientist Dr Y Ashok Babu, who has lodged a complaint with the Central Vigilance Commissioner (CVC) seeking a probe into it, the imported bacteria worked perfectly well in the laboratory but did not work efficiently in the Siachen region, for which a solar panel heating system was added to accelerate digestion process.

“There is no requirement of specific bacteria in the normal temperature and local bacteria in the septic tank will do the same task more efficiently if cow dung is added to it. The technology is a farce which allows a handful of greedy business people to earn crores of rupees,” the complaint stated.

DRDE Director Dr Lokendra Singh, however, refuted the allegations. He said the cow dung is used only to multiply the bacteria brought from Antarctica, which can survive in Indian conditions. “Actually the cow dung used in the toilets is not the cattle waste but the bacteria which are transported through it. The toilets are working perfectly for which the Railways has given bulk orders,” he claimed.

The DRDO has so far made the transfer of technology (ToT) agreement with 56 companies which are producing bio-toilets at a cost ranging from Rs 15,000 to Rs 75 lakh depending on the volume of population using it and quality of materials.

Singh informed that while already 40,000 bio-toilets have been installed in railway coaches, additional 80,000 toilets are to be installed shortly. Besides, around 20,000 E-loos have been placed in colonies, urban areas and villages. The Indian Railways has planned to install 2.5 lakh toilets in all coaches by October 2, 2019

No action by CBI on ‘illegal’ Landour cantonment constructions

The CBI is yet to act on a complaint made by an estate officer belonging to the Defence Research Development Organization (DRDO), alleging that private individuals have constructed several guesthouses and hotels illegally in the high security and sensitive Landour cantonment area in Mussoorie.

The complaint letter and other related documents that have been accessed by this newspaper, say that the construction of hotels and guesthouses in the cantonment area was done without taking any required permission, mostly between 2000 and 2014. The letter alleges that most of the hotels and the guesthouses belong to a Mumbai based hotelier named Sanjay Narang.

In the letter, which was sent by the DRDO official on 6 July to the CBI, the complainant had stated that several high-end hotels and guesthouses were running illegally in the high security cantonment area.

“There many high end hotels and guest houses are running here illegally such as Rokeby Manor, Bothwell Bank, Tabour Cottage, Pine Tree Lodge, Lanodur Bakery (all owned by Mars Hospitality Group of Sanjay Narang), La Villa Batheny, Ivy Bank, Domas Inn, Devdar Woods, Prospect Point,” the letter, which was received by the CBI, reads.

According to the letter, the CEO of the Landour Cantonment Board stated that “no permission has been given to anyone to build any guesthouse” when the DRDO official wrote to the former, asking how and when permission to build these guesthouses were given.

The reply by Subrat Pal, the CEO of the Landour Cantonment, dated 12 May 2016, reads: “The board has not given licenses to any persons or firms to run the guest houses in the cantonment area.”

The DRDO official thereafter wrote to the CBI seeking investigation into how these guesthouses and resorts were allowed to come up in the high security zone.

“Sachin Tendulkar had admitted that he had met Manohar Parrikar to seek help in sorting out the problems being faced by Narang in Landour cantonment.”

The complainant, in his letter alleged, “Mr Narang also constructed a big mansion (Dahlia Bank) behind ITM violating Works of Defence act… It’s impossible to run 12 hotels without permission in a cantonment area, if (the) integrity and sanctity of the Cantonment is intact.” This newspaper has independently confirmed that the CBI has received the letter. ITM is Institute of Technology Management, a DRDO laboratory.

Sources in DRDO said that ITM had raised the issue of illegal construction of guesthouses and resorts in the cantonment area in 2007 and had written to the local authorities and the cantonment board seeking investigation into the same. But no action was taken either by the local authorities or the cantonment board, sources further revealed.

According to them, a letter seeking inquiry into these illegal constructions was also written to the Defence Estate Officer, Meerut Cantonment, in June this year after which a senior defence official from the Central Command met the complainant and other officials last week in Mussoorie.

This newspaper has accessed another letter written by one Colonel Sial, nominated member from ITM in the Landour Cantonment Board. The letter, written in May, alleges that at least six guesthouses and resorts are being operated by Mars Hospitality Group inside Landour cantonment area. The letter reads: “…none of the owners of the properties have been able to produce any letter that allows them to carry out construction, repair or addition.”

Replying to this newspaper’s queries, Sanjay Narang stated, “I have not seen any complaint filed by the ITM against our properties in Landour. Rest assured all of our properties have been acquired legally and are operated with all permissions necessary. We have no resort in Landour and the only guesthouse we operate in Landour is Rokeby Manor, which has been running since prior to 1905.” Despite repeated attempts, CBI director Anil Sinha did not respond to the queries of this newspaper. However, sources in the agency said that since this was a very high profile matter, the agency was waiting before taking appropriate action. Retired cricketer Sachin Tendulkar had last week admitted that he had met Defence Minister Manohar Parrikar to seek help in sorting out the problems being faced by Narang in Landour cantonment.
