Army whistleblower alleges harassment

Pune: In a classic case of harassment of a whistleblower, who had exposed a security breach, the office of an Army officer was sealed on the orders of a high ranking Army official.
Earlier, on March 13, 2018 Sakal Times had carried a report that said the CBI was going to probe a Major General’s role in a security breach at VRDE.

As per the latest development, Lt Colonel NK Dubey found his office at the Ahmednagar-based DRDO’s Vehicle Research & Development Establishment (VRDE) sealed at around 5.30 pm on Tuesday evening. A letter was issued to him half an hour later, stating that Major General Ajay Gupta, Director of VRDE, has transferred him to the National Centre for Automotive Testing.

Despite the ongoing CBI inquiry against Gupta in the security breach matter, he was recently given an extension after completing two years at VRDE through an order issued by Secretary DD R&D and Chairman of DRDO Dr S Christopher on May 18, 2018. Surprisingly, within a two working days of this order, Gupta shunted Dubey out of his office.

According to sources in Army, Dubey was shunted for reporting the security breach to Army Headquarters and CBI. Dubey reported about a 30 minute meeting conducted by Gupta on February 15, 2018 with two foreign nationals and a non-resident Indian, along with officials of a private company, without taking clearance from the Directorate of Vigilance and Security, New Delhi, as is mandatory for DRDO officials.

Earlier, Dubey reported the security lapses at VRDE, including inadequate guard posts, unavailability of QRT vehicle, unavailability of routes to do perimeter patrolling, inadequate boundary lights, etc. to DRDO, after which a letter dated May 22, 2017 was written by Gupta to Army HQ to transfer Dubey. The Army headquarters, however, refused to do so. (Army HQ letter available with Sakal Times)

A source said, “Lt Colonel Dubey have been targeted for exposing corruption and corrupt practices. Previously also, in 2017, Major General Gupta kept him out of office for around two months despite Army HQ refraining him from doing so.” Source added that Gupta had received the letter on June 12 from Army HQ, but he sat on it till August as it was demi-official (person to person). Source said that due to this, Dubey could join back only in August after being informed by Army HQ about the letter. Sealing the office of Dubey and posting him out is an act of revenge against him for being a whistleblower in a number of previous cases against Gupta.

It is significant to note that in 2015, dozens of complaints were reported against Gupta for his deliberate acts and omissions of misconducts under CCS (Conduct) Rules 1964 and under the Army Act, criminal misconduct amounting to corruption under the Prevention of Corruption Act, 1988 and criminal offences under IPC to then defence minister Manohar Parrikar. Gupta, then the Director of Vigilance and Security, DRDO HQ, New Delhi, was removed from his post and transferred to the office of Director General, Aeronmautical Systems, Bengaluru.

When questioned, Gupta said, “He (Dubey) is being relieved because there is an investigation against him for leakage of information which he was holding and gave to an unauthorised person outside the lab. Somebody has asked us to conduct an inquiry. He may influence the investigation and hence, he is being posted out.”

Responding to questions that Gupta sat on the Army HQ’s order overruling his decision to transfer Dubey, Gupta said, “DRDO is not under Army, DRDO is an independent organisation, which runs on the basis of its own rules and regulations. If the Army has posted him here, then there is a particular procedure which has to be followed as per DRDO rules. Even DRDO has written to the Army to post him back, I don’t know why the Army is not posting him back.”

When questioned about the VRDE security breach and complaint to CBI, Gupta replied, “I don’t know what you are talking about. I don’t want to talk further.”

A parliamentary panel, which examined the issue of preparedness of the country’s armed forces, defence production and requirement, has taken a dim view of the functioning of Defence Research and Development Organisation and felt it needs a “major overhaul”.

DRDO is the premier institution in defence research in the country, with more than 50 laboratories, 500 scientists and 25, 000 other scientific, technical and supporting personnel and has a budget of Rs 13,600 crore, which is about 5.5% of the total defence budget.

Noting that DRDO and Defence Public Sector Undertakings (DPSUs) are expected to be storehouses of strategic know-how in the development of missiles, armaments, light combat aircrafts, radars, electronic warfare systems and other defence hardware, the Parliamentary Standing Committee on Estimates wondered as to why the country has to depend on foreign suppliers not just for sophisticated weapons but also for basic defence armaments.

“DRDO has not been able to meet nation’s expectations… the committee is of the view that the functioning of DRDO needs a major overhaul and its contribution in the context of country’s requirements need to be examined,” the panel said in a report which was adopted in its meeting on Tuesday.

The report is yet to be presented before Parliament.

The panel also referred to a CAG report of 2015 which had said that an examination of 14 mission mode projects carried out by DRDO laboratories revealed that all projects “failed to achieve their timelines” and the probable date of completion was extended many times.

The committee also flagged another report of a high-power committee constituted by the Ministry of Defence, which had reviewed the functioning of DRDO and had said that at least 11 laboratories of the organisation need to be closed down or amalgamated and its “non-core” research activities need to be stopped.

Referring to the high-power committee’s recommendation that DRDO needs to work with clearly defined objectives to develop weapon systems and platforms, the panel said that it feels that the end users – the three services – must be consulted on areas of research and development of weapon systems.

The panel also recommended the formation of an inter-ministerial group to facilitate collaboration among organisations such as SRO, DRDO and DPSUs.

It also called for “clear-cut road map” for meeting targets of Defence Production Policy, 2018, which aims at making India one of the top defence producers by 2025 with self-reliance in 13 areas covering almost the entire range of weapons and systems.

Can any citizen imagine that one scientist who was cornered by then defence minister after special CGDA reports, when he founds that in his own NGO he was supplying worth corers, Madras High Court gave 21 days sentence and Rs 2000 fine,  and for this acts he got Life Time Achievement award (Rs 10 Lakhs) from your hand.

COIMBATORE: Several countries have evinced interest in procuring the indigenously developed Akash missile, a top Defence Research and Development Organisation (DRDO) official said here today.

There is a growing demand for the Akash, an all-weather medium-range surface-to-air missile, and many nations have shown interest in it, DRDO Chairman S Christopher told reporters here.

Developed by the DRDO, the Akash missile system has the capability to neutralise aerial targets such as fighter jets, cruise missiles and air-to-surface missiles as well as ballistic missiles.

Talks were underway with the countries and “it (orders for the missile) will come”, Christopher said without divulging further details.

To a query on the allocation for research and development, he said this year the organisation has a budgetary allocation of Rs 2,000 crore.

Christopher, who was here to participate in a function, also said there were export inquiries for the BrahMos missile.
BrahMos is joint venture between the DRDO of India and NPO Mashinostroyenia(NPOM) of Russia.
PSU Bharat Dynamics Ltd Chairman and Managing Director, V Udaya Bhaskar said the Akash missile is going to be in good demand for another three to four years as both the Indian Air Force and the Indian Army need them in good numbers.

L&T Board whole-time Director (Defence) Jayant Patil said a new aerospace facility in the district will become operational in another 10 months and it will manufacture rocket motors for ISRO.

The defence arm of the L&T, which has so far invested Rs 500 crore in the unit here, is also supplying air frame to BrahMos missile and will expand the product range in the near future.

ALL IS NOT WELL WITH DRDO FUNCTIONING

In a big goof up which puts up a question mark over the functioning of country’s premier institute involved in research in the field of defence, the Defence Research and Development Organisation (DRDO), an official posted as Estate Manager in Dehradun has been transferred to a position which doesn’t even exits. In an order dated April 27, the directorate of personnel, DRDO Bhawan, New Delhi transferred Estate Manager, Maintenance, Dehradun, D P Singh to Project office, Dehradun along with 12 other officials. As per the order his place in Dehradun would be taken over by the Estate Manager, Hyderabad, William Paul. The transfer order bears signature of personnel director Gopal Bhushan.

The order clearly states that the transfers would be applicable from May 1 and the transferred personnel should take new charge assigned to them within 30 days of the issue of the order. The order has however created a piquant situation in Dehradun as there is no project office here as depicted in the order. When contacted the Director ITM,(DRDO) Sanjay Tandon said, “ The order has come from headquarters so one should inquire about it from there only. It could be a typographical error or there could be a plan to set up new office here.”

It is pertinent to mention here that D P Singh has been working on the post of Estate Manager from last 12 years. He was looking after the task of appointment of contract workers in all three institutes of DRDO in Dehradun, the Defence Electronic Application Laboratory (DEAL), Instruments Research and Development Establishment (IRDE) and Institute of Technology Management (IMT).

The transfer of D P Singh was long overdue and the way he was transferred from one office in Dehradun to another nonexistent office in Dehradun only has raised many an eyebrow in all three offices of DRDO located here.

 

Def Minister’s inquiry in DRDO’s TOT could open can of worms

“Many old TOTs by DRDO given to industries will be under the scanner.”

The inquiry was ordered after a news report about the repetitions of TOT by DRDO at the Defence Expo held at Chennai in April.

Similiarly, in year 2013, one of the TOTs in question of an explosive device kit prepared by High Enegy Material Laboratory (HEMRL) Pune received a lot of media attention after the signing of MoU with a US-based company.

Sakal Times has found out that a propaganda of TOT was promoted in order to boost the image of DRDO after the corruption and nepostism in it was exposed by the audit report of Comptroller General of Defence Accounts (CGDA) in 2012.In order to Boost the image of DRDO Avinash Chander,the then director of DRDO in year 2013 served the old wine in new bottle and created a propoganda for reverse technology transfer to USA by forged TOT of explosive device kit prepared at HEMRL, Pune.

According to documents with Sakal Times, the patent for EDK was falsified and a memorandum of understanding (MOU) was signed with one South Carolina-based company – which was actually a car accessories’ company with only two employees.

Murky background
HEMRL developed the EDK technology and applied to patent it in March 1996. In February 2010, the EDK was patented in the name of its inventors – Rabindra Kumar Sinha, Jaman Singh Gharia, Usha Devi Ramchandran Nair and Hira Lal Yadav.

Despite this, HEMRL falsely credited the innovation on the name of another scientist who was not the inventor – Reny M Roy – and was sent to America. The letter from HEMRL stated that she is the team leader and her presence in USA for the demonstration is necessary.

Roy claims this is wrong information. “The team had not completed their work, it was us who made it operational. Nothing is on anybody’s name, please don’t do such things as DRDO is doing good work,” she said.

Sinha, one of the inventors of EDK, said, “We completed the project and we don’t know why our name has not come and it doesn’t affect us.”

The DRDO director in 2013, when the MOU was signed, Avinash Chander, is currently based in Hyderabad and defended his actions saying, “I am not responsible for this, I was not the head of HEMRL lab. You should ask the concerned director.”

Propaganda and repeated MOU of TOT

  • 2011: HEMRL signed the first MOU with Crowe and Company, a Summerville,South Carolina-based car accessory and consulting services company with annual revenue of USD 1 lakh and has two employees. The MOU was signed between the then HEMRL director Shubhanand Rao and Fay Crow, who was the president of Crowe and company. It is significant to note that before signing the MOU with Crowe and company, DRDO signed a licensing agreement for EDK with a NOIDA based company by the name of Vantage Integrated Security Solutions-which used to deal in the assembling of CCTV Cameras
  • 2012: Controller General of Defence Accounts audit reveals large scale corruption in DRDO projects and VK Saraswat, the then Director General was relieved from his services. The new Director Avinash Chander again signed an MOU with Crowe and Company in Washington DC.
  • 2013:The new Director Avinash Chander again signed an MOU with Crowe and Company in Washington DC. A big function was organized by the DRDO at US Chamber of Commerce building. A dinner party was also hosted by the then Indian Ambassador to Amercia Nirupama Roy for DRDO official and family members of Fay Crowe. A delegation of a dozen scientist including Chander, Roy and Satish Naik, a Technical officer took part in the event.
  • 2015: Chander was sacked by the then Defence Minister, Manohar Parrikar. DRDO team comprised Chander, Reny Roy and Satish Naik, technical officer in addition to nine officials

DRDO’s explanation

  • Though DRDO claims that no explanation was demanded from them, Directorate of Public Interface (DPI) of DRDO has sent an explanatory letter to Defence Minister dated April 23.
  • The letter stated that TOT’s were not repeated during the Defence Expo 2018, and that earlier the technology was demonstrated to clients and later a proposal for TOT was sent to them.
  • DRDO spokesperson Manish Bhardwaj told Sakal Times, “No such inquiry has been ordered by Honourable Raksha Mantri on this matter. The news report refereed by you is factually incorrect. A rebuttal was already sent to the concerned media by the Directorate of Public Relations (DPR), Ministry of Defence.”

 नैनो टेक्नोलॉजी से स्मार्ट वेस्ट बनाने के लिए शहर की एक कम्पनी ने डीएमएसआरडी के एक पूर्व कर्मी और उसके परिजनों की रिर्स्च पर लगभग चार करोड़ रुपए का खर्च किया। वेस्ट बनने के बाद आरोपियों ने अमेरिका में एक अलग कम्पनी बनाकर स्मार्ट वेस्ट की मार्केटिंग शुरू कर दी। इस धोखाधड़ी को लेकर कम्पनी के लॉ अफसर ने चकेरी थाने में डीएमएसआरडी के पूर्व कर्मचारी और उनके परिजनों के खिलाफ धोखाधड़ी, फर्जी दस्तावेज बनाना और उनका प्रयोग करने की धाराओं में एफआईआर दर्ज कराई है।

कृष्णापुरम चकेरी में श्री लक्ष्मी काटसिन लिमिटेड का प्रशासनिक कार्यलय है। कम्पनी के लॉ अफसर नितिन कुमार तलसियान के मुताबिक कम्पनी सेना के लिए बुलटप्रूफ जैकेट और जूते आदि बनाने का काम करती है। लॉ अफसर के मुताबिक डीएमएसआरडी में डा. जीएन माथुर पूर्व कर्मी हैं। डीएमएसआरडी में कार्यरत रहने के दौरान यह कम्पनी के मालिकों से सम्पर्क में आए थे। डीएमएसआरडी से रिटायर होने के बाद सन 2005 मे डा. जीएन माथुर ने बतौर निदेशक श्री लक्ष्मी काटसिन लिमिटेड ज्वाइन कर ली। सन 2008 में डा. जीएन माथुर, उनकी पत्नी डा. रंजना माथुर और बेटी देविना माथुर के साथ कम्पनी के ऑफिस पहुंचे और कम्पनी के चेयरमैन डा. एमपी अग्रवाल से मुलाकात की। इस दौरान डा. जीएन माथुर और उनके परिवार ने नैनो टेक्नोलॉजी का प्रयोग कर स्मार्ट वेस्ट बनाने का प्रस्ताव रखा। इन लोगों ने कम्पनी के सीएमडी को बताया कि स्मार्ट वेस्ट पहनने के बाद लोगों को ब्लड शुगर, ब्लड प्रेशर समेत अन्य जरुरी जांचों के लिए डाक्टर के पास नहीं जाना पड़ेगा। इसके अलावा जीपीएस के जरिए लोगों के बारे में जानकारी भी जुटाई जा सकेगी। प्रस्ताव सुनने के बाद सीएमडी स्मार्ट वेस्ट बनाने को राजी हो गए और सन 2008 में श्री लक्ष्मी नैनो टेक्नोलॉजी के नाम से नई कम्पनी बनाई गई।

लॉ अफसर के मुताबिक इसी दौरान आरोपी पक्ष ने डा. विजय के वारदान को कम्पनी के मालिकों से मिलवाया। जिन्हें नैनो टेक्नोलॉजी का विशेषज्ञ बताया गया। उसके बाद आरोपियों ने रिर्स्च और डवलपमेंट के लिए अमेरिका समेत अन्य देशों के दौरे किए। सन 2008 से 2016 तक कंपनी के खर्च पर आरोपियों ने नैनो टेक्नोलॉजी के जरिए स्मार्ट वेस्ट बनाई। जिसके रिर्स्च, डेवलपमेंट और प्लानिंग में कम्पनी का 3 करोड़ 67 लाख, 40 हजार 377 रुपए लगे। जब स्मार्ट वेस्ट बनकर तैयार हो गया तो आरोपियों ने अमेरिका में एक अलग कम्पनी नैनो वेयर के नाम से बनाई और स्मार्ट वेस्ट की मार्केटिंग शुरू कर दी। उसके बाद आरोपियों द्वारा श्री लक्ष्मी नैनो टेक्नोलॉजी और श्री लक्ष्मी काटसिन लिमिटेड के साथ हुए अनुबंधों की भी अनदेखी की गई। चकेरी इंस्पेक्टर प्रमोद शुक्ला के मुताबिक एफआईआर दर्ज कर ली गई है मामले में विशेषज्ञों से राय लेने के बाद आगे की कार्रवाई की जाएगी।

Lobbying on as officers eye top DRDO job

With the tenure of the chief of Defence Research and Development Organization Christopher (DRDO) ending next month, the officers eyeing his post have started meeting bureaucrats and politicians to push their candidature.

Even Christopher, who was given a one-year extension on 29 May last year, is interested in another tenure with the premier defence organisation and is banking on Defence Expo 2018, the largest land, naval and internal homeland security systems exhibition in the Asia-Pacific region, which will be held in Chennai from 11 to 14 April.

The defence expo, which will be inaugurated by Defence Minister Nirmala Sitharaman, will also see the presence of Prime Minister Narendra Modi on 12 April.

Sources said it is during this event that Christopher intends to showcase the “impressive work” done by DRDO under his leadership, ever since he took over as the chief of the organisation in May 2015, to give a message to the PM that he deserves another extension.

The other officers who are fighting it out to lead the DRDO, which has an annual budget of close to Rs 17,900 crore, include P.K. Mehta, who is presently Director General for armament and combat engineering system in the organization; Dr Sudhir Mishra, who is the Director General of BrahMos missile system division of the DRDO; and G. Satheesh Reddy who is presently serving as Director General (Missiles & Strategic Systems) and Scientific Adviser to the Defence Minister.

Mehta, according to sources, is being backed by a very powerful leader from a western state, while Mishra is getting the support of some members of Niti Aayog.

Reddy’s appointment, according to sources, was almost finalised last year.

Last year, Christopher, who was given an extension at the last moment, had directed all the labs to remove his photographs from the lab, just two weeks before he was to retire.

Christopher in an internal communication had stated that “Old colonial practice followed by the Services, to display prominently, photos of their Chiefs and Commanders, is followed inadvertently by some of the labs. This practice is also not required. I request all DRDO establishments to display the photos of the President and Prime Minister of India only, and not the Chairman of DRDO. This may please be implemented at the earliest and not later than 15 May 2017”. He had stated that he was among the first few officials in the MoD who never used a red beacon, much before PM’s recent directive came. Sources within the organisation said that all the four people who were in the fray, had an exceptional profile.

Sir,

In the name of Services Interaction, DRDO has service officers from all three wings of the armed forces. The officers are posted on a tenure basis.

It is observed that in DRDO more than 90% services officers are assigned logistic/ administrative jobs like Security Officer, Motor Transport Officer, Estate Manager, Material Management and managing scientists officers mess/canteen requirements, etc.

Some smart services officers who are involved in DRDO’s scientists’ bluff game are able to get permanent absorption in the organization and enjoy services as well as the scientist sticker.

But sincere services officers face a lot of embarrassment from the corrupt scientist herd. They face unprecedented transfers in their short tenure, negative remarks on their service records only because they perform the job assigned honestly. For all these unfair means DRDO takes help of senior services officers who are permanently absorbed and are enjoying all kinds of benefits along with the corrupt scientists.

Since the last 30 years, DRDO has not been able to quote a single services officer who has contributed to any remarkable technical contribution to the nation through DRDO (except the services doctors).

The important part of these absorbed services officers is that they are promoted unduly without contribution to the nation or services. Only thing that they protect are the bluffers.

Only one example to prove the aforementioned is Maj. Gen. Ajay Gupta, present Director, VRDE, DRDO, Ahmednagar. If anyone sees his journey in DRDO, he will know how blessed the Maj. Gen. is because of saving culprit scientist as long as he was serving tenure as Director Vigilance, DRDO, HQ. Of the hundreds of complaints filed, he stopped or delayed multiple cases. This reveals the truth about how corruption flourishes in DRDO with the help of service officers.

It is a very serious matter that active Army Maj. Gen, who was earlier served as Director Vigilance & Security. DRDO HQ for long tenure did this misadventure.

As per Sakal Times “When contacted, Maj Gen Gupta said, “I did not conduct any meeting with those foreign nationals. They came to VRDE without any clearance, which is why I went to the gate to turn them back.”

Above statement of Maj Gen Gupta is totally wrong because as per evidences for telling no for meeting he can pass the massage through Security or if he wants to say no personally, how come conveying the same took 30 minutes.

Second one most important evidence not highlight in news clip that is at 10:44:44 hrs, 15th Feb 2018 Cam – 3 of Dhound gate recorded that some stuff was dumped in foreigner’s white car by VRDE personals, Maj Gen Ajay Gupta was present there  in meeting with foreign national.(Evidence – 12)

As per CCTV recording one local vehicle dealer was present in above said meeting as per sources he was only organized the meeting which itself explanatory that Maj Gen Ajay Gupta very much involve personally with vendors/dealer etc.

Therefore, for the clean reputation of Indian Army a serious inquiry is needed, CBI, IB, MI are have their own course but Army Headquarter should deal this matter in high level. Because the Maj Gen Ajay Gupta approached DRDO Hqrs to send a denial to media on this issue fortunately it did not work since Maj Gen Ajay Gupta was enjoying the post of Dir. Vig & Security for a long time and have lot of inputs of wrong doings of high level DRDO official so he will try to bury the incident and influence the enquiry.

As a citizen of India and tax payer I request you to take appropriate action on above said incident and set exemplary precedent for service officers who are serving in DRDO and working against national interest. Hope we will soon be able to see our grate army practice to dealt such serious security/corruption matter which can dent our national interest
