Nearly 700 scientists have resigned from India’s premier military research body DRDO in little less than six years from 2007, Defence Minister A K Antony said on Wednesday.
In a written reply to a question in the Rajya Sabha on resignation of scientists from Defence Research and Development Organisation(DRDO), Mr. Antony said a total of 637 scientists resigned during 2007-2011 and 50 scientists up to October 31 this year.
Scientists who had resigned have either cited personal or domestic reasons for leaving DRDO, Mr. Antony said.
However, it is assumed that increased opportunities or incentives available in other organisations and industries are the main reason of such resignation, he added.
On incentives taken as corrective measures to restrict resignation of scientists from DRDO, Mr. Antony said excellent infrastructure facilities have been created at work places and residential complexes and two additional increments have been given on promotion to each grade.
To another question, Mr. Antony said DRDO is a subordinate organisation under Defence Ministry and does not enjoy any special powers or autonomy because of its strategic nature of work.
Asked whether DRDO enjoys a huge amount of autonomy because of its strategic nature of work, he said, “DRDO is a subordinate organisation under the Department of Defence( R&D) in Defence Ministry and is governed by central government rules and regulations.
“Therefore, DRDO as an organisation does not enjoy any special powers or autonomy because of its strategic nature of work.”
Revised delegation of financial powers of Director General of DRDO was carried out in 2010 to address a long standing requirement and was done after due process and deliberation, he said.
“The process of exercise of these powers has been further rationalised and a corrigendum has been issued by Department of Defence (R&D) on November 21, 2012 as a partial modification to the earlier financial powers,” the minister added.

(a) whether it is a fact that about 650 scientists have resigned from their posts in Defence Research and Development Organisation (DRDO) during the last five years;
(b) if so, the year-wise and post-wise details thereof;
(c) whether low emoluments in DRDO are the reasons for their resignation; and
(d) if so, what corrective steps are taken / proposed to be taken by Government to persuade the scientists not to resign?

(a) A total of 637 scientists have resigned during 2007-2011 and 50 scientists upto 31st October 2012.

No Scientist ‘G’, Scientists ‘H’ and Distinguished Scientist have resigned during 2007-2012.
(c) Scientists who had resigned have indicated their personal / domestic grounds as the reasons for leaving DRDO. However, it is assumed that increased opportunities / incentives available in other organizations / industries is the main reason of such resignation.
(d) The following incentives have been granted as corrective measures to restrict resignation of scientists from DRDO:-
• Two additional increments on promotion to each Grade.
• Up to six variable increments on promotion granted on fast track.
• Professional update allowance to all scientists.
• Fast track promotions through assessments.
•Opportunity to acquire higher qualifications at reputed institutes viz. IIT’s / IISc, etc. as DRDO sponsored candidate.
•Young Scientists, Scientist of the Year and other DRDO Awards in recognition to their contributions, etc.
• Excellent infrastructure facilities have been created at work places and residential complexes.
Government is making all efforts to grant Performance Related Incentive Scheme (PRIS) to DRDO scientists at par with scientists of Department of Atomic Energy (DAE) and Indian Space Research Organisation (ISRO).

Why I asked this Information –
DRDO sends annually many officers for higher studies particulars to IIT’s and national Universities. The admission which granted normally after tough competitions are available to DRDO’s sponsored candidates was easily.
Aim of such higher studies is to use the academic platform to solve the complicate technical issues. DRDO in turn give the IIT’s or Universities sufficient grants against project and R&T schemes.
No one gets benefited neither the institutions nor the DRDO, it is because the most of the individuals after getting higher education working as admin, allied works, and the reaction of this most of them leave the organization. For example Dr.DP Singh, Estate Manager, Scientist ‘F’ did his post graduation and PhDs from DRDO sponsoring and performing duty of admin purely non scientific assignment. Sh A.K Musla, Sc ‘F, holding post Joint Director Admin in IRDE, Dehradun, he also did his B.Tech and M.Tech from DRDO sponsored funds and working as purely in admin. I am quoting only two names as tip of the iceberg, because in DRDO you will find 100 of such cases. DRDO is shear wasting the corers and corers rupees public funds in the name of higher education programs. Although, the aim and object of the higher education program is really good, but in hands of bad corrupt officials, the output is wasting by DRDO.
According to the ministry, a total of 1,107 scientists, mostly young entrants, have resigned from the DRDO between 2003 and 2007, implying that on an average one person leaves every two days.

The DRDO Awards Scheme, in its present form, was introduced in the year 1999 to motivate DRDO scientists, engineers and partners in industries and academic institutions in contributing for the cause of national security and self-reliance. The present Award Scheme, instituted by the Government of India, are therefore, meant to encourage DRDO scientists and our partners in the Private Sector Undertakings (PSUs), the private firms as well as the academic institutions in performing even better towards accelerating the pace of development of critical technologies, transfer of technologies from laboratories to industries as well as productionisation of the state-of-the-art defence systems
The Scheme consists of a total of 17 awards, out of which, 4 awards are given by the Directors of the concerned laboratories/establishments in recognition of outstanding contributions of their scientists and other supporting staff consisting of technical, administrative and allied cadres. The remaining 13 awards are decided at the DRDO HQrs for which nominations are called every year from all laboratories/establishments. The nominations are initially short listed by the Screening Committee under the chairmanship of the Chairman, Recruitment and Assessment Centre (RAC). The short listed nominations are, thereafter, examined by the Apex Committee for finalisation of the awards which also consists of two outside experts. These awards are normally given away by the Prime Minister of India on the “Technology Day” which falls on 11th May of every year.
In this connection it is requested to provide the following detail information

Why I asked this Information –
The awards given by Government of India like Padma Award, Shanti Swaroop Bhatnager Award etc all these awards are given with an aim to encourage/motivate/ recognize the contribution of individual recipients and therefore it carries a citation.
DRDO constituted its awards like Scientist of the year, Young Scientist awards, Technology Leadership Award etc. with the aim to inculcate a culture of hard work, dedication, scientific achievements, and technology breakthrough leading to the technology development for national security.
But the award given in DRDO, the mode of selection, the encouragement to the scientific team does not rely on the standards.
Different rules for different occasion or different rules for different officer, the motto of DRDO or the definition of DRDO is suitably implemented..
The public would like to know the manner DRDO spending nearly 2 crores of rupees annually to these awards, the recipients does not know that he has been chosen for this award, there is no scientific presentation of technology. The recipients, are even unable to operate any scientific instruments like network analyzer, spectrum analyzer etc because most of awardees scientist or technical personals are working as Director Management Services, Head Material Managements, Security Officer, Library In-charge, Works In-charge and other suitable position from where they can feed their Akas(Boss).
If any one look in to the list of award recipients and analyses year wise, he will be find the most of citation actually not even justify the work or relation between award and awardees.
There is N number of examples available in various labs where most of awards were not justified; it is purely depending upon the Director’s choice. So nut shell DRDO awards are like ”Andha banten revari apne apne ko de” it is nothing doing with their contribution whether the awardees is related to technology or not. How come a person sitting in security, MT will entitled to get technology award, when DRDO having other awards for non technical working area.
It is really big question in front of country people?
Like in Kargil, one officer got gallantry award and later it was found that the fake encounter was staged for award. (Famous ketchup Colonel Case)
Same tactics is adopted by DRDO they are distributing awards to their own boys with fake technology propaganda.
Since money belongs to poor tax payers, when Padama award citation are available to citizen of India then how can DRDO deny give details in the name of schedule –II exemption.
One award Defence Technology Absorption Awardis using by DRDO for giving color to their pet firms. How many authors were awarded by DRDO for their contribution and keeping the flag of DRDO high
How many such authors were assigned the administrative task to lead the DRDO Labs as Director and then CC R&D?
How many such authors were left the DRDO during April 1990 to March 2010 period?
Why I asked this Information –
Almost 400 Corers of rupees are distributing through these boards and different DRDO projects to IIT’s, Universities’ and Colleges and even some NGO’s, in the name of expanding and deepening the knowledge-base, Enhancing core competence in the field of knowledge, To encourage and provide funds for basic research in pertinent scientific disciplines etc.
The most of funds distributed till date to maximum private universities and private institutions and especially in last ten years out of total grants has gone to southern states. DRDO in its charter of duty has specifically mentioned Kashmir to Kanyakumari and Gujarat to North East the equal opportunity will given to universities/institutions.
The DRDO is giving funding for various R&T projects with IIT’s, IIsc’s and various premier scientific institutions. In return DRDO sends annually many officers for higher studies particulars to IIT’s and national Universities.
The number of international papers can justify the real out of projects working with IIT, IIsc and other various institutions.
I am surprised that DRDO is deny for giving information related to paper publish in international journals, where is schedule-ii exemption is comes in between.
Information sought is already publish in journals, so why DRDO afraid to give information. It shows that DRDO is not respect for RTI Act 2005.
International publications are basically the most valuable achievement of any scientific institute /organization and it always proudly mentioned by each and every institute /organization.

Why I asked this Information
The information sought for is not related to end senior officer in his individual/personal capacity but in his capacity being a public authority.
Too frequent visit to a particular destination on Government expenses require to justify and as to how much it was beneficial to the organization and how much to the officer especially when he belongs to that particular destination. It appears that the permanent residence is his Hqrs and place of posting is a temporary duty station. The frequent move availability of the officer in the Hqrs. station may lead to problem of command and control and discipline, which may hamper the progress and led to undue delay and time and cost overrun to ongoing projects of DRDO.
In this particular case I requested the TD details of Dr. Prahlada, Appellate Authority, CC R&D (Ae & SI) & DS, who is staying C-7 Qutab Enclave, DRDO guest house since his posting to DRDO Hqrs, for him most of time he took his breakfast in his Hyderabad residence and lunch in DRDO Hqrs and evening for dinner he was again back to his Hyderabad residence. Please see his TD detail and then decide.
Second one is Shri RC Aggarwal, Director DEAL, Dehradun, since his posting he use to out from DEAL, Dehradun almost more than 250 days out of 365 days. How can the armed forces expect trustworthy products from these so called senior scientists?
There more 9-10 CC R&D and Directors who are belongs to Hyderabad and Bangalore and their families are staying Hyderabad and Bangalore respectively and they all are staying in DRDO guest houses they are giving their residence address in telephone directory at DRDO guest houses and enjoying HRA also. They are frequent fliers, they all are already break the Milkha Singh ‘s (Flying Sikh of India) records and relishing without fear with TD with poor tax payers money.

Thank you for your all efforts you have put and we all hope that you will keep going like this. Its very well known that higher officials of DRDO are not as they appears but its not good to criticize every scientist, still there are lot of scientist who might be struggling against the system , there must be good dedicated higher officials who are working hard enough for results. Everyone must also read the story of LCA development, how many hours daily they have worked, their sacrifices and what they are getting in return, peanuts. Though this doesn’t justify the corruption in any way and corruption must be eradicated. Like LCA there are many other achievements of DRDO which cant be overlooked and were almost very difficult to achieve. But everything starts from HR policy of DRDO, HR Management of DRDO which need to changed on priority. Everything starts from the promotion policy since the intention with which performance bound performance system was introduced is not being served and senior use it as a weapon to harass junior employee and scientists. It has more side effects than effects, many scientists are here who are working hard but when it comes to promotion either not are given call or they are not able to get through interview for promotion, but it has nothing to do with their talent because they are victim of wrong management. Headquarter tries to settle things properly but at laboratory level everything is changed as per their will so that juniors wouldn’t dare against them or if they , wont get succeed in future after all who can challenge interview process(no recording). If its corrected more corruption matter will come into light , system will be more transparent and competent. Who knows better than you , being a victim you can sense more precisely and clearly everything. Every year there must be recording of interview and there shouldn’t be any known members or representative of laboratory, they motives can be served with instruction to interview panel. Or frustration will keep heaping until it burst. In many laboratory Canteen items are sold to non eligible private workers, isn’t cheating with Govt. Relation of employees with each other is also reflection of favoritism. Junior employees can be seen insulting senior as they are favorites of higher scientist or Director, Admin officer and their behavior with other employees or staff there are countless examples which need to be stated, a lot of changes are required but with your start it seems possible but i personally feel sometimes you are driven with personal emotions and that makes your efforts less effective.
Among all the available cases you certainly will find few selected persons in all the laboratory and their selected one indulge in it but whole system cant be blamed.
As far as North Korea is concerned its also well known that it is supported by China and pakistan. Pakistan exchanged nuclear technology with North Korea in exchange with missile technology while China is looking for bigger cause , its international politics. But in any way India is not inferior to North Korea , its ridiculous statement, by saying so you are insulting countless nights scientist are staff have spent working extra for country, you are underestimating efforts put for achieving higher goals country have set. At what time western countries started their efforts for defense technology and when did we start speaks of untiring will of our scientists whether ISRO, or DRDO. These technologies are not freely available in market, you may have money but no will sell you. Everything has to be start with scratches so its my request to you consider it also while commenting. Your intentions are sacred but sometime coming off differently and such deviations can be overlooked. We should take care of not giving wrong impression of our scientists because respect and dignity is something which is asked in returns otherwise nobody mention ever HOW MANY IIT’ian OR OTHER ELITE SCHOLARS ARE SERVING DIRECTLY OUR COUNTRY, EVERYONE KNOW , EVERYONE TRIES TO GO ABROAD, SETTLE THEIR OR WORKING WITH MNC FOR HIGHER SALARIES , AND BURDEN OF EXPECTATION IS ALWAYS ON DRDO, ISRO, OTHER SCIENTIFIC ORGANIZATION. SALARIES OF OTHER PERSONS WORKING ON SAME TECHNOLOGY OUR SCIENTISTS ARE WORKING IS MANY FOLD HIGHER.

Thank you for your sincere and fruitful comment. In fact this topic should be debated that “A establishment which got birth in 1958 and witnessed the successive war of 1962, 1965, 1971 and 1999 Kargil War. Why became so insensitive to the national defence.”
Just after Kargil War when media questioned the Chairman ISRO for the failure in electronic surveillance, the quick reply from Dr Kasturiragan was ISRO is not responsible for our border surveillance, DRDO is actively engaged with defence activities, they can better reply on this issue. When same question was asked to Scientific Adviser to RM he said that for surveillance of border we need a military satellite.
Rajat you asked yourself after 64 years of independence and lakhs of crores of investment on ISRO & DRDO the 120 crores people has to hear such statement, shame on us.
Even if we had taken up a firm decision after 1999 Kargil War probably India would have moved ahead in border surveillance by now.
Recently on discovery channel the details of the planning of attack at Abbottabad , Pakistan was revealed by American Mariners. A team of US navy seals was selected in 2001 just after OSAMA BIN LADEN survived from missile attack in Sudan on 20th August 1998.
The team was authorized to use any resources but as top secret mission. They have to develop
(i) A Stealth Helicopter(ii) Sound proofing of engine(iii) Only thermal sensing while move(iv) To assess lip movement behind the wall(v) Count the member through thermal sensing behind the fore wall & many more gadgets for self protection.
Dear Rajat the world saw that in 10 years time the dedicated man power were able to identified the target and accomplish the task and the complete operation was shown live in White House.
Such scientific venture needs

These four points are completely missing in DRDO. The talent is available in plenty in DRDO but in top brasses the vision totally detours, they are engaged in minting money in all means. The extension business, procurement routing via their near & dears, discourage those scientist who want to contribute on project indigenous means. I have ton of tons informations on DRDO today’s scenario, the intelligence agencies, enforcement agencies, bureaucrats are helpless to control these intellectual mafias, because they easily fool the politicians. They draw a rosy picture in front of defence committees and every time they use different arrows to justify the failures.
Now days DRDO’s for their exorbitant expenditure for any infrastructure justifies comment is due to “denial regimes”
In DRDO directors is like and protected by unforeseen forces from the top. The square root is like protection. A director bluntly says that occupying this chair is something different then possessing mere degree.
The fresh IIT products are reporting to ITI/Diploma with fake IETE (unrecognized distance education centers) / IETE graduates scientists. The difference in these scientists that IIT’ ians never compete them in assessment (because in DRDO assessment system the degree and scientific work is negligible, if you took any list of DRDO/DRTC assessment you will find the success rate of those scientists who are engaged in sundry work like administration, security, MTO, Store procurement and other non scientific work) are higher than those who are working in projects/ programs. Therefore they crushed the knowledge and ruin the scope of scientific development.
Yes there are many honest and qualified scientist but they have compromise with present scenario of DRDO.

2. Total number of official Grade wise/Post wise/ Categories wise received MS/ME/MTech, PhD degree during period April 1990 – March 2010
i) Full time ii) Part Time iii) External Registration 3. The Institution from where degree of MTech/ PhD was awarded from April 1990 – March 2010
4. Total amount invested on short term training/ workshops/seminars/courses in India (Including DIAT/ITM/IIM’s/ IIT’s, NIT’s, ESCI, ASCI, IISc’s etc.) and abroad, during period from April 1990 – March 2010
