Subject: Ego & high handedness of Lab Directors ruined the defence preparedness.
There are several cases of such criminal offences of DRDO Directors where, the day he assumes charge, he becomes an authority without accountability, capable of implementing corruption and nepotism under his control. He deceives the organizational goal.
Dr. Anil Kumar Maini, Director LASTEC, DRDO has set an example of personal vendetta against an honest hard working officer Sh. Prakash Singh, Senior Administrative Officer – II (SAO-II), LASTEC, DRDO
Dr. Maini is frustrated because Sh. Prakash Singh exposed his corrupt practices to CBI. Dr. Maini mislead DRDO Hqrs. managing Compulsory Retirement Orders (CRS) for Sh. Prakash Singh.
After one year, honorable Defence Minister noticed this injustice and Sh. Prakash Singh was reinstated.
For three years in successive prior to 2014 Sh. Prakash Singh was given 65 marks only in APAR. After reinstatement the responsible officer under whom Sh. Prakash Singh reporting Joint Director (AFHQ Cadre) is well versed with the criticality of work assigned to Sh. Prakash Singh and his committed involvement towards day to day administrative work has evaluated him with 90 marks.
When Dr. Anil Kumar Maini came to know about the APAR marks of Sh. Prakash Singh, he was annoyed with the assessing officer, the Joint Director (AFHQ Cadre) and told him to give a justification/presentation in front of board of senior scientists of LASTEC.
Such irresponsible act of Dr. Anil Kumar Maini for ego satisfaction may create a divide in DRDO cadre.
It has been brought to the notice of honorable Defence Minister several times, that administrative responsibilities given to scientists are not being performed according to laid down constitutional provisions. Most of the time, “Chamchas” follow the director’s verbal orders blindly. The DRDO lab directors busy with settle their personal vendetta they don’t have time to see the national interest.
It is requested that appropriate directive may be issued to Dr. Anil Kumar Maini to stop the harassing of honest officials of LASTEC, DRDO.

SUBJECT : Subversion of Rules and Violation of CCS Conduct Rules 1964 by Dr. Trilok Chand Shami, Scientist “F” of DMSRDE, Kanpur
Sir,
Defence Materials and Stores Research & Development Establishment (DMSRDE), Kanpur is an establishment under Defence Research & Development Organisation (DRDO), Min. of Defence.
Dr. Arvind Kumar Saxena was appointed as Director, DMSRDE on 01st January 2011. Right from his joining he is involved in various kinds of Administrative and Financial irregularities that have led to massive Corruption. More than ten complaints have been registered by Central Vigilance Commission at New Delhi based on the veracity and the prima facie. In all these illegal activities, he is assisted by number officers like Mr. Shilendra Kumar, Dr. D N Triphai, Mr. Amit Sarayia, Mr. A K Singh and Dr. Trilok Chand Shami. His behaviour towards officers and staff is absolutely shameful. On smallest pretext he prosecutes some ones and lets off his pets of his caste on grave violation of rules.
Under Rule 5 of the CCS (Conduct) Rules, 1964, which inter alia prohibits Central Government servants from canvassing or otherwise interfering with, or using their influence in connection with or taking part in, an election to any legislature or local authority subject to the exercise of the right of franchise and assisting in the conduct of an election in the due performance of a duty imposed on them by or under any law for the time being in force.
Further, DOPT Letter No.1101 3/08/2013 – Es tt.(A )- III, dated 6th June, 2013 clearly states that As such submission of representations directly to higher authorities by- passing the prescribed channel of communication, has to be viewed seriously and appropriate disciplinary action should be taken against those who violate these instructions as it can rightly be treated as an unbecoming conduct attracting the provisions of Rule 3 (1) (iii) of the CCS (Conduct) Rules. 1964.
Dr. Trilok Chand Shami, Scientist “F” of DMSRDE is another corrupt officer with least regards to rules and regulation. In his letter dated 19th January 2011, he has committed a grave mistake by writing a DO letter (enclosed asAnnexure-I) to a political leader namely Shri Satpal Maharaj, MP. Every Govt. employee has to be apolitical and no Govt. employee can communicate directly or indirectly to any political party or a political leader.
Since Shri Avanish Chander, DGR&D, DRDO and Scientific Advisor to Raksha Mantri is taking no action against Dr. AK Saxena, Director, DMSRDE and his corrupt officers, I therefore request you that the provisions of unbecoming conduct be invoked in respect of Dr. T C Shami, Scientist “F” and a charge sheet be issued under the provisions of Rule 3 (1) (iii) of the CCS (Conduct) Rules. 1964.
It is requested that kindly take appropriate action as per provision of Rule 3 (1) (iii) of the CCS (Conduct) Rules. 1964.

BRIEF FACTS OF THE COMPLAINT
Defence Materials & Stores Research & Development Establishment (DMSRDE), Kanpur is an establishment under Defence Research & Development Organisation (DRDO), Min. of Defence, DRDO Bhawan, New Delhi.
Purchase Management 2006 is applicable for procurement of store items in DRDO. Gross irregularities and violation of Purchase Management 2006 was made in procurement of Dyneema Fabric in year 2011-2013 when the cases were indented by officers of Composite Materials Divisions under illegal orders of Head, LED & Composite Division, Head MMG & Dr. A. K. Saxena, Director, DMSRDE.
Dr. A K Saxena Director is an incompetent, arrogant and corrupt administrator who has violated all the rules and regulations of purchase. In earlier complaints pending with Central Vigilance Commissioner at New Delhi and now in the present case, it becomes amply clear that he is the ‘CENTRE OF GRAVITY’ of corruption menace in DMSRDE. Para 5.1.1 of DRDO PURCHASE MANUAL 2006 clearly states that following cautions shall be observed for purchasing stores:
Bulk purchases will normally fetch quantity discount. This should, however, not lead to over-stocking resulting in expiry of shelf life or redundancy due to obsolescence.
Purchase orders will not be split-up to avoid the necessity for obtaining sanction of the higher authorities.
Open tendering should be adopted to ensure fair competition, unless it is considered expedient to follow other modes of tendering due to urgency. Purchases will be made from the lowest acceptable tenderer. Adequate care would be exercised to ensure that delivery from the vendor is within the specified time schedule.

Triphati, Head Rubber and Adhesive Division, Mr. Amit Sariaya, Head MMG (2011-2012), Mr. Shielendra Kumar Accordingly Head MMG (2013), Mr. AK, Scientist ‘D’ and Mr. Arun Kumar Singh, Scientist ‘D’ possibly under heavy pressure entered into a criminal conspiracy with Dr. A K Saxena, Director & CFA of splitting demands of the same items, details of which are mentioned below:
PROCUREMENT IRREGULARITIES OF DYNEEMA
Dyneema worth total estimated cost of Rs. 1.05 Crore was procuredon limited tender basis by splitting requirement
11 demands below Rs.10 lakh (to avoid TPC) were raised during 16 months period (from May 2011 to Sep 2012) which were cleared by the SPC (Store Procurement Committee) dealing cases below Rs. 10.0 lakh, headed by Dr. Ashok Ranjan, Joint Director and Mr. Darshan Lal, Joint Director, as Chairman of SPC 2011 and SPC 2012, Respective supply orders placed during Aug 2011 to Aug 2012.
One demand raised by Mr. A. S. Parihar and Dr. D.N. Tripathi, Joint Director in Apr 2013 for which supply order is placed on Manglam Traders in July 2013 worth Rs 7.06 Lakh. One demand raised by Mr. Arun Kumar Singh and Dr R. K. Tiwari, Joint Director, in Feb 2013 for which supply order is placed on SMPP Pvt. Ltd. in Nov 2013 worth Rs 25.8 Lakh.
Point to be noted that there is no requirement for this store in such a huge quantity as there is no running project work on Bullet Proof Jacket with DMSRDE.

Further 02 Supply Orders worth Rs 13.5 Lakhs were placed on a pet vendor Mangalam Traders, Kanpur. 02 Supply Orders worth Rs 12.5 Lakhs were placed on a pet vendor Shahi Traders, Kanpur 01 Supply Orders worth Rs 7 Lakhs were placed on a pet vendor Pee Cee Textile Stores Kanpur.
06 supply orders worth Rs 58.5 Lakhs were placed on a pet vendor S M Pulp Packaging Pvt Ltd, a manufacturer of molded pulp products, protective packaging, presentation packaging and Industrial packaging which turned to an Armour manufacturer over a period of two years by adding the armor division through buildup of technical knowhow in the strategic field while working with scientists of DMSRDE Kanpur on development of Bulletproof Jacket.(pls refer website http://smgroupindia.com/pulp-molded-packaging.htm). SMPP Pvt Ltd was not registered vendor at DMSRDE from 01.01.2011 to July 2013, when the vendor supplied the Dyneema in DMSRDE.. It is interesting to see that BPJ developed by DMSRDE Kanpur is still waiting for a customer where as S M Pulp Packaging Pvt Ltd are established supplier for the same as they claim in the website that there BPJ is certified by HP White USA and TBRL Chandigarh a nodal agency of DRDO for ballistic testing.
Further 02 Supply Orders worth Rs 13.5 Lakhs were placed on a pet vendor Mangalam Traders, Kanpur. 02 Supply Orders worth Rs 12.5 Lakhs were placed on a pet vendor Shahi Traders, Kanpur 01 Supply Orders worth Rs 7 Lakhs were placed on a pet vendor Pee Cee Textile Stores Kanpur
Placement of these orders on limited tender to non-registered, known/ local vendors clearly exhibit vested interest through manipulation in prices, quality etc so as to fetch financial benefits hence indicates financial corruption/ corrupt practices of giving business/ benefits to own firms
Further interesting statistics out of above is as under
04 demands worth Rs. 25.5 Lakhs were raised on 15th Sep 2011 by Mr. Amit Kumar, posted in Composite Material Division, and Dr. R. K. Tiwari, Joint Director, through Light Engineering Division (LED) with a deliberate attempt to bypass Group Director of Composite Material Division, an honest person Dr. D. K. Setua for the reason that splitting of demand is not permissible as per the guide lines of DRDO’s Purchase Manual 2006.It is important to note that Mr. AK, Scientist ‘D’ is not a part of Light Engineering Division (LED). He is posted in Composite Material Division. How he can indent the cases of LED?
Further these demands were cleared in SPC meeting held on 28th Sep 2011 and their tender enquiry was issued on same date 03rd Oct 2011 and very magically all the 04 No. Supply orders worth Rs. 28.5 Lakhs were fetched by the same firm M/s SMPP Pvt. Ltd. on same date 11th Nov 2011.
Placement of these orders on limited tender to M/s SMPP Pvt. Ltd. clearly exhibit vested interest through manipulation in prices, quality, quantity etc so as to fetch financial benefits hence indicates financial corruption/ corrupt practices of giving business/ benefits to own firms. SMPP Pvt Ltd was not registered vendor of DMSRDE during 2011-2013.
In a nutshell point is that out of Rs 1.05 crore only 02 supply order worth Rs. 16 lakhs were placed on OEM M/s DSM Dyneema BV. Dyneema is a proprietary item of OEM M/s DSM Dyneema BV and procurement from OEM might have saved around 35% of the cost paid in form of custom duty, local dealer profit and other overheads which comes to Rs 25 to 30 lakhs of loss of poor tax payer’s money.
6. From the facts stated above, it is amply crystal clear that prima facie material regarding Abuse of Authority by arrogant and corrupt administrator Dr. A. K. Saxena, Director DMSRDE exists.
That he has created a robust cobweb of corruption system and that he entered into criminal conspiracy with Chairman’s of two successive SPC committee, Head Composite Division, Head Light Engineering, Head Finance Division with an intention to cheat DRDO and exchequer’s money.
In pursuance of the said criminal conspiracy, Dr. A K Saxena, Director, present Head MMG, and Mr. A K Singh, Technical Staff Officer of Director DMSRDE are tampering with evidence / documents that shall be prejudice to fair trial, investigation, trial or any inquiry.
7. In view of the above mentioned facts and evidences it is earnestly requested that an order for through investigation of all procurement done by Dr. Arvind Kumar Saxena after assuming charge as Director, DMSRDE, DRDO, Kanpur to stop further corruption and wastage of poor tax payers money.

Gross irregularities and violation of Purchase Management 2006 was made in procurement of Chemicals in year 2012 when the cases were indented by officers of MMG under threat illegal orders of Head ‘Materials Management Group’ (MMG)& Dr. A K Saxena Director DMSRDE
Dr. A K Saxena Director is an incompetent, arrogant and corrupt administrator who has violated all the rules and regulations of purchase. In the year 2012 while chairing ‘Head of Divisions’ (HOD) meeting, he directed that all HOD’s shall ensure that all demands of chemicals what-so-ever should be immediately forwarded to Head MMG. Head MMG shall consolidate all the requirements and one order shall be placed to get maximum discount from the suppliers
Accordingly Head MMG circulated a memo requesting for the details of chemicals as per the enclosed format. Now here is where criminal conspiracy starts and instead of placing one consolidated demand, Head MMG & Dr. A K Saxena, Director & CFA split the orders of various chemicals to the tune of Rs. 2.2 Crores.
Procurement of CHEMICALS
Chemicals worth total estimated cost of Rs.2,19,19,074/-were procured centrally by a single division i.e. Material Management Group on limited tender basis splitting total demand against requirements received from various divisions of lab
into 30 cases below Rs.10 lakh(to avoid TPC) during 10 months period(from 12 Oct 2011 to 31 July 2012)
these demands were cleared by the same SPC (Store Procurement Committee) Chairman Darshan Lal Joint Director, and
issuing more than 40 supply orders during Apr 2012 to Dec 2012
Point to be noted that only in Month of Oct 2011 22 Demands worth total estimated cost of Rs. 15333034.00 were raised out of which 16 Demands worth total estimated cost of Rs 11471067.00 were cleared in one SPC meeting held on 16th Nov 2011 by SPC (Store Procurement Committee) dealing cases costing less than Rs 10 lakh headedby Chairman Darshan Lal Joint Director. Further it has bypassed the expert higher level SPC (Store Procurement Committee) dealing cases costing more than Rs 10 lakh headed by an honest officer Chairman Dr. DK Setua, Addl. Director having expertise with chemical background who might have not permitted splitting of cases in this manner.
These 30 No. Cases for which at least details up to supply order date(which confirms that supply order is prepared) are mentioned in following tables

Demands of chemicals vide DMSRDE/13MMG042 & DMSRDE/13MMG041 at Sl.No. 01 and 02 reflect same chemical “Ethylene Di Chloride AR Make: Rankem/SD fine /Qualigens /SRL Each Pack of 2.5 ltr”
The requirement of chemicals was split into demands below Rs. 10.0 Lakh to avoid TPC and open tender.
DRDO Chemical Rate Contract exists w.e.f. 17th Sep 2012 and placement of these supply orders under the RC would have fetched better quality at discounted prices.
Placement of these orders on limited tender to known local vendors ignoring DRDO Chemical RC clearly exhibit vested interest through manipulation in prices, quality, pack size etc so as to fetch financial benefits hence indicates financial corruption/ corrupt practices of giving business/ benefits to own firms.

Why I asked this Information –
DRDO sends annually many officers for higher studies particulars to IIT’s and national Universities. The admission which granted normally after tough competitions are available to DRDO’s sponsored candidates was easily.
Aim of such higher studies is to use the academic platform to solve the complicate technical issues. DRDO in turn give the IIT’s or Universities sufficient grants against project and R&T schemes.
No one gets benefited neither the institutions nor the DRDO, it is because the most of the individuals after getting higher education working as admin, allied works, and the reaction of this most of them leave the organization. For example Dr.DP Singh, Estate Manager, Scientist ‘F’ did his post graduation and PhDs from DRDO sponsoring and performing duty of admin purely non scientific assignment. Sh A.K Musla, Sc ‘F, holding post Joint Director Admin in IRDE, Dehradun, he also did his B.Tech and M.Tech from DRDO sponsored funds and working as purely in admin. I am quoting only two names as tip of the iceberg, because in DRDO you will find 100 of such cases. DRDO is shear wasting the corers and corers rupees public funds in the name of higher education programs. Although, the aim and object of the higher education program is really good, but in hands of bad corrupt officials, the output is wasting by DRDO.
According to the ministry, a total of 1,107 scientists, mostly young entrants, have resigned from the DRDO between 2003 and 2007, implying that on an average one person leaves every two days.

What I have asked in my RTI
The DRDO Awards Scheme, in its present form, was introduced in the year 1999 to motivate DRDO scientists, engineers and partners in industries and academic institutions in contributing for the cause of national security and self-reliance. The present Award Scheme, instituted by the Government of India, are therefore, meant to encourage DRDO scientists and our partners in the Private Sector Undertakings (PSUs), the private firms as well as the academic institutions in performing even better towards accelerating the pace of development of critical technologies, transfer of technologies from laboratories to industries as well as productionisation of the state-of-the-art defence systems
The Scheme consists of a total of 17 awards, out of which, 4 awards are given by the Directors of the concerned laboratories/establishments in recognition of outstanding contributions of their scientists and other supporting staff consisting of technical, administrative and allied cadres. The remaining 13 awards are decided at the DRDO HQrs for which nominations are called every year from all laboratories/establishments. The nominations are initially short listed by the Screening Committee under the chairmanship of the Chairman, Recruitment and Assessment Centre (RAC). The short listed nominations are, thereafter, examined by the Apex Committee for finalisation of the awards which also consists of two outside experts. These awards are normally given away by the Prime Minister of India on the “Technology Day” which falls on 11th May of every year.
In this connection it is requested to provide the following detail information

Why I asked this Information –
The awards given by Government of India like Padma Award, Shanti Swaroop Bhatnager Award etc all these awards are given with an aim to encourage/motivate/ recognize the contribution of individual recipients and therefore it carries a citation.
DRDO constituted its awards like Scientist of the year, Young Scientist awards, Technology Leadership Award etc. with the aim to inculcate a culture of hard work, dedication, scientific achievements, and technology breakthrough leading to the technology development for national security.
But the award given in DRDO, the mode of selection, the encouragement to the scientific team does not rely on the standards.
Different rules for different occasion or different rules for different officer, the motto of DRDO or the definition of DRDO is suitably implemented..
The public would like to know the manner DRDO spending nearly 2 crores of rupees annually to these awards, the recipients does not know that he has been chosen for this award, there is no scientific presentation of technology. The recipients, are even unable to operate any scientific instruments like network analyzer, spectrum analyzer etc because most of awardees scientist or technical personals are working as Director Management Services, Head Material Managements, Security Officer, Library In-charge, Works In-charge and other suitable position from where they can feed their Akas(Boss).
If any one look in to the list of award recipients and analyses year wise, he will be find the most of citation actually not even justify the work or relation between award and awardees.
There is N number of examples available in various labs where most of awards were not justified; it is purely depending upon the Director’s choice. So nut shell DRDO awards are like ”Andha banten revari apne apne ko de” it is nothing doing with their contribution whether the awardees is related to technology or not. How come a person sitting in security, MT will entitled to get technology award, when DRDO having other awards for non technical working area.
It is really big question in front of country people?
Like in Kargil, one officer got gallantry award and later it was found that the fake encounter was staged for award. (Famous ketchup Colonel Case)
Same tactics is adopted by DRDO they are distributing awards to their own boys with fake technology propaganda.
Since money belongs to poor tax payers, when Padama award citation are available to citizen of India then how can DRDO deny give details in the name of schedule –II exemption.
One award Defence Technology Absorption Awardis using by DRDO for giving color to their pet firms. Anyone can judge from the recipients list that these firms are really worth does these firms have any significant signature in field of respective industry like M/s Resins & AlliedProducts, Vijayawada. received this award from Honorable Prime Minister Sh Man Mohan Singh is related to Dr. A. How many authors were awarded by DRDO for their contribution and keeping the flag of DRDO high
How many such authors were assigned the administrative task to lead the DRDO Labs as Director and then CC R&D?
How many such authors were left the DRDO during April 1990 to March 2010 period?
Why I asked this Information –
Almost 400 Corers of rupees are distributing through these boards and different DRDO projects to IIT’s, Universities’ and Colleges and even some NGO’s, in the name of expanding and deepening the knowledge-base, Enhancing core competence in the field of knowledge, To encourage and provide funds for basic research in pertinent scientific disciplines etc.
The most of funds distributed till date to maximum private universities and private institutions and especially in last ten years out of total grants has gone to southern states. DRDO in its charter of duty has specifically mentioned Kashmir to Kanyakumari and Gujarat to North East the equal opportunity will given to universities/institutions.
The DRDO is giving funding for various R&T projects with IIT’s, IIsc’s and various premier scientific institutions. In return DRDO sends annually many officers for higher studies particulars to IIT’s and national Universities.
The number of international papers can justify the real out of projects working with IIT, IIsc and other various institutions.
I am surprised that DRDO is deny for giving information related to paper publish in international journals, where is schedule-ii exemption is comes in between.
Information sought is already publish in journals, so why DRDO afraid to give information. It shows that DRDO is not respect for RTI Act 2005.
International publications are basically the most valuable achievement of any scientific institute /organization and it always proudly mentioned by each and every institute /organization.

Why I asked this Information
The information sought for is not related to end senior officer in his individual/personal capacity but in his capacity being a public authority.
Too frequent visit to a particular destination on Government expenses require to justify and as to how much it was beneficial to the organization and how much to the officer especially when he belongs to that particular destination. It appears that the permanent residence is his Hqrs and place of posting is a temporary duty station. The frequent move availability of the officer in the Hqrs. station may lead to problem of command and control and discipline, which may hamper the progress and led to undue delay and time and cost overrun to ongoing projects of DRDO.
In this particular case I requested the TD details of Dr. Prahlada, Appellate Authority, CC R&D (Ae & SI) & DS, who is staying C-7 Qutab Enclave, DRDO guest house since his posting to DRDO Hqrs, for him most of time he took his breakfast in his Hyderabad residence and lunch in DRDO Hqrs and evening for dinner he was again back to his Hyderabad residence. Please see his TD detail and then decide.
Second one is Shri RC Aggarwal, Director DEAL, Dehradun, since his posting he use to out from DEAL, Dehradun almost more than 250 days out of 365 days. How can the armed forces expect trustworthy products from these so called senior scientists?
There more 9-10 CC R&D and Directors who are belongs to Hyderabad and Bangalore and their families are staying Hyderabad and Bangalore respectively and they all are staying in DRDO guest houses they are giving their residence address in telephone directory at DRDO guest houses and enjoying HRA also. They are frequent fliers, they all are already break the Milkha Singh ‘s (Flying Sikh of India) records and relishing without fear with TD with poor tax payers money.
