India TV News Desk [ Updated 13 Mar 2015, 12:22:05 New Delhi: One of India’s senior nuclear scientists, Pashupati Rao, who works at Nuclear Fuel Complex (NFC) run by the Department of Atomic Energy (DAE) is now facing wrath for sending suggestions to Prime Minister Narendra Modi on a critical national project.
On 28 September, 2014, Rao had sent his suggestions including sensitive matters on the new nuclear complex to PM’s official portal (pmindia.gov.in), which PMO had further sent to Rao’s employer, DAE, marking them as ‘grievance’ and sent out another mail to Rao on January 21 this year, saying his ‘grievance’ has been disposed.
The PMO, in its communication to DAE, had revealed Rao’s name and designation, thus making his full identity known to his superiors.
Following this, DAE persistently started following up with Rao asking for explanations while the latter desperately continued to explain himself.
As published in Economic Times, some DAE officials on condition of anonymity even said that Rao may face serious consequences.
Prominent whistleblower Prabhu Dandriyal, who some years ago had claimed to have exposed corruption in Defence Research & Development Organization, filed a Right to Information application on January 27 this year with the PMO on Rao’s matter.
Dandriyal, in his RTI application demanded to know the guidelines followed by PMO while dealing with sensitive matters. He told that the PMO reply that came a month later, on February 27, said the request is being processed, and details are being collected.
In the Rao’s suggestions to the Prime Minister, he had proposed that an independent team be appointed to review the project and he also mentioned technical details on cutting costs in it.
However, the PMO having sent his suggestions as ‘grievance’ to DAE has put the top nuclear scientist in a bureaucratic nightmare.
The communication that happened with PMO was with NFC, Hyderabad, where Rao worked.
His matter was turned into a staff grievance. Although the scientist tried hard to explain his stand however, nothing worked in his favor.
In one of the communications to the Grievance Redressal Committee, Rao wrote, “I am a successful officer and I have been awarded with DAE group achievement award for indigenization associated work. My feedback given to the PMO which is converted as my grievance is not aimed at any individual.”
However, DAE has not relented and on February 10, it had sent out a letter to Rao reminding him that his job was limited to helping him in maintenance of NFC.
“As an organization, we will follow the process. As he is a staff member, it is being treated as a staff grievance and is being looked into,” S Goverdhan Rao, deputy chief executive of NFC, told ET.
Meanwhile, Dandriyal is still awaiting a full reply from the PMO. He says, “It will be very difficult for people from the system to come out and expose corruption and inefficiency if there is no mechanism to protect them.”

It is observed that when citizen of India submitted some feedback, suggestions to improve system or information regarding misuse of fund & power by authorities, PMO officials are taking these inputs as personal grievances of individuals rather than taking inputs in national interest. The PMO officials forwarding that information directly send to concern organizations without concealing the name of individuals, it may be affect the carrier of individual or authorities can target to harass the individual.
It is requested please submit your valuable comments and suggestion on subject matter and regarding handling of RTI’s.

Honourable Sir,
It is requested to sake of DRDO image, productivity, to save money to curtailing in court cases, to protect honest scientists and whistle blowers please reshuffle immediately the DRDO scientists who are involved in non scientific assignments since 10 -15 years and main reason of DRDO’s current non productive image. These incompetent scientists are great example of exemplary carrier growth without doing science in DRDO. Dr. A.K. Singh, Director, Dte of Personnel (DOP), DRDO HQ case is on the top, Dr R K Jain who is the boss of Scientists recruitment centre master mind of pushing all incompetent scientists on the top and country facing tremendous loss in respect of technology development, in respect of wastage in money and he was enjoyed his three consequent out staying promotion without doing science.
Sir, if you ask young real scientists, not incompetent ones, who come through LDCE will certainly going to pin point these two great scientists the main reason behind the downfall of DRDO.
The DRDO is great organisation in term of HR qualification enhancement. There are hundreds of examples where someone joined DRDO as peon/security guard or casual labour or Technician and within five to 10 years year span he become Technical Officer or in some cases scientists.
If you enquire DRDO regarding this kind of example of fake qualifications you will found thousands of degree diploma cases from unrecognised centre without doing study only managed. This is the major reason of DRDO’s corruption, nepotism and above all degradation of DRDO HR quality.
On 15th February 2015 DRDO, RAC conducted the limited departmental examination for scientist ‘B’ post for DRDO’s employees, you will find more than 90% cases candidates not having properly UGC or ACETE or DCE approved degrees. The certificates they enclosed are from recognised universities or institutes but the process of acquiring degrees are totally not recognised as per UGC norms.
And best part is that these two duos (Dr A K Singh & Dr. R K Jain) are the key persons to organise the game plan the application format was designed such a way that the degree acquiring process not able to revealed the ineligibility of candidate..
But interestingly till date they have not found single case only with the help of RTI four high profile cases were exposed resulted two scientists job was annulled and two are under process and Ex Defence Minister approved for CBI inquiry on 14th October 2013 and also given approval for reconsider the DRDO recruitments through UPSC,
Sir, if government is serious about to revamp DRDO and make it productive worth organisation than first thing scarp RAC & CEPTAM immediately. These two bodies are engaged almost more than 25 scientists and number of technical manpower. Both establishments are den of corruption and nepotism. Because of these two establishments DRDO getting third grade manpower.
Main evidence of these establishments working screens the recruitments and promotions and court cases and RTIs which are sufficient to justify the above statement.

In this connection I got Letter No. DVS/02/2053/P/63 dated 12 Feb 2015 from Dte of Vigilance & Security, DRDO, Min. of Defence, DRDO Bhawan, Rajaji Marg, New Delhi for confirmation to my complaint dated 14 Nov 2014 to Hon’ble Defence Minister (mentioned at sr. no. 4 above). Copy enclosed as Annexure-1 and I sent the confirmation vide letter dated 20 Feb 2015. Copy enclosed as Annexure-2.
Sir, on 25 March 2014 the Supreme Court of India told N. Srinivasan to step down as BCCI president so that a fair investigation may be conducted. The court found it “nauseating” that he should hold on to the post despite various courts censuring him.
On 27th November,2014 the Supreme Court said that N Srinivasan’s conflict of interest was “obvious” as he also owned a team i.e. CSK in the IPL. The court also asked BCCI if it was open to have fresh polls for a new board without N Srinivasan.
Accordingly Mr. N.Srinivasan announced that he was stepping aside from the post of President of the BCCI until the probe was completed ostensibly.

In the light of the above facts stated above, I kindly request that for fair probe on complaints against Dr. A.K. Singh, Director, DOP, and request assigned him some other scientific assignment as per his credentials so that he could not influence the probe and temper the evidences. Because he always boast up that his father was great police officer and that’s why I have able to retain bungalow at 14-B, Mother Teresa Crescent, New Delhi-110011 along with ministers. He also protects corrupt DRDO officials and supports them in lodging false FIR against the whistle blowers.

Sh D Muthuraja, Scientist E was shunted to ACME Nashik without work as he did complaint against the wrong deeds of Sh Guruprasad, Director, R&D Eng. of making Rath in R&D premises without any fear and wasted precious poor tax payers money and DRDO manpower (two parliamentarian already raised question in zero hour on 18th December 2014)
As per sources you might be received answer from Sh Guru Parsad , Director, R&D Eng., DRDO, Pune the bullock story “making of Rath was not just devotional activity but also interesting technical task. Apart from saving bullock burden”
On last August DRDO award ceremony our Prime Minister mentioned to DRDO scientist please do something to reduce weight of our soldiers uniform like light weight shoes etc. That time our PM not aware of DRDO’s kind hearted scientists who already spent 5 corers Rs to saving bullock burden.
Dr A K Singh gave his all administrative supports to harass above scientists, Sir there are 100 of cases available their Dr A K Singh supporting Lab directors in ACR/APAR cases, promotions cases specially in minorities etc, Sir, It is requested please ask the total amount spend by DRDO in various court cases like CATs/District Courts/High courts and Supreme Court in Dr A K Singh tenure it is self explanatory of his administrative capability and degrading HR quality and image of DRDO.

Sir,
I humbly submit your kind attention towards corruption in tunes of crores at Defence Materials & Stores Research & Development Establishment (DMSRDE), Kanpur, an establishment under Defence Research & Development Organisation (DRDO), Ministry of Defence, Government of India.
Dr. Arvind Kumar Saxena, was appointed as Scientist ‘C’ on 28.04.1984 in DMSRDE, Kanpur and since then he is continuously posted at DMSRDE, Kanpur from past 30 years. He was never transferred from DMSRDE, Kanpur and since the date of his posting he is working at Kanpur. The roots of the Dr. Saxena while working at DMSRDE, Kanpur has become so deep that he was involved in various activities involving the financial and administrative irregularities that leads corruption in DMSRDE.
Dr. Arvind Kumar Saxena, Scientist ‘G’ was appointed as Director, DMSRDE, Kanpur wef 01 January 2011. In spite of the fact that he has been involved in various financial and administrative irregularities , Dr. Saxena was promoted to the rank of Scientist ‘H’ wef 02 August 2012 and since then he is holding the rank of Scientist ‘H’ and working as Director, DMSRDE.
The right from his appointment as Director, he was involved in various kinds of administrative and financial irregularities that lead corruption in tunes of crores. Several complaints were made against Dr. Arvind Kumar Saxena to then Defence Minister.
I am an RTI activist and social worker running a website corruptionindrdo.com to expose the corruption in DRDO. I also made as far as 12 complaints regarding corruption in procurements of various instruments, equipment and materials in DMSRDE by Dr. Arvind Kumar Saxena, Director, DMSRDE to Central Vigilance Commission, Hon’ble Defence Minister and DGR&D, DRDO. These complaints were filed by me during 29 Nov 2013 to 11 June 2014. Total cost of store items procured against which complaints were filed is about Rs. 7.5 crore. A complete list of complaints filed by me to CVC and Hon’ble Defence Minister is enclosed as Enclosure-1.
All the aforesaid complaints made by me have been endorsed by Central Vigilance Commission (CVC). CVC has taken cognizance of aforesaid complaints and registered on prima facia. These complaints have been forwarded to Chief Vigilance Office (CVO), Ministry of Defence for further enquiry/investigation of the aforesaid complaints. Under the provisions of RTI Act 2005 the CPIO, CVC vide letter no. CVC/RTI/13/1862/241925 dated 18.03.2014 informed to me that his complaints have been forwarded to CVO (MOD) for investigation. Letter enclosed as Enclosure-2.
Under RTI Act, CPIO, CVO MOD informed that all complaints have been forwarded to Director, Vigilance & Security, DRDO for further inquiry and asked the consolidated report from DRDO vide their letter dated 04 August 2014. Letter enclosed as Enclosure-3.
Meantime, a Fact Finding Inquiry Committee (FFIC) was constituted by Shri Avinash Chander, DG, DRDO to inquire the complaints against Dr. A.K. Saxena. The Fact Finding Inquiry Committee visited DMSRDE, Kanpur on 13th – 14th, March 2014 for inquiry on the complaints submitted against Dr. A.K. Saxena. The said committee submitted its report to Shri Avinash Chander but no action taken by DRDO against Dr. A.K. Saxena, Director.
Despite since long time all 12 complaints are still pending with Dte of Vigilance & Security (DVS), DRDO HQ, New Delhi and no action has been taken against Dr. A.K. Saxena.
Dr. A.K. Saxena, Director, DMSRDE is going to retire on 31 July 2015 and only five months remain for his superannuation. To give safe passage to safely retire to Dr. A.K. even after making corruption in tunes of croresis totally against the Government policy of “Zero Tolerance for Corruption”.
Therefore to take speedy action in the corruption cases of DMSRDE registered by CVC and forwarded to CVO(MOD) , I kindly request to take appropriate action in the matter and provide the status of complaints.In case the appropriate action on complaints has been taken then kindly provide copy of inquiry report.

The said committee submitted its report to Shri Avinash Chander action only GOD knows the truth.
Shri Avinash Chander again set up second Fact Finding Inquiry Committee in which Chairman was equivalent rank to Dr. Saxena and three junior officers were members of the Fact Finding Inquiry Committee. The second FFIC was constituted under chairmanship of Dr. D.C. Pandey, Scientist ‘H’, LRDE, Bangalore and three members Sri Hari Babu Srivastava, Scientist ‘G’, Sri Jagdeep, Scientist ‘F’ and Sri R.S. Mehta, Joint Director. The said committee visited DMSRDE, Kanpur recently on 9-10 July 2014. Therefore constitution of two FFIC by Shri Avinash Chander establishes that there were complaints against Dr. A.K. Saxena but to give him patronage and support the Shri Avinash Chander set up illegal FFIC. This second FFIC also submitted its report to Shri Avinash Chander but still no action against Dr. A.K Saxena took place by DRDO.
Sir , Shri Avinash Chander was supporting the corrupt practices at DMSRDE, Kanpur. In this connection I again submitted complaints to Hon’ble Prime Minister and Hon’ble Defence Minister in October-November 2014.

Complaints dated 24.12.2013, 26.12.2013, 22.01.2014 have been received in the Commission and their complaint Nos. are 5022/2014/Vigilance9, 4967/2014/ Vigilance9 & 5387/2014/Vigilance9 respectively. These complaints are under consideration in the Commission.
Complaints dated 28.12.2013, 06.01.2014 & 09.01.2014 have been received and these have been sent to CVO, MOD for necessary action vide Commissions OM No. 30714/2013/Vigilance9 dated 26.12.2013, 3617/2014/Vigilance9 dated 10.03.2014 respectively.
Complaints dated 12 Jan 2014, 06 Feb 2014 & 03 March 2014 are consideration of Commission.
Complaint dated 11 June 2014 has been forwarded to CVO (MOD) for further action.
Pranay Upadhyay, CNN-IBN Feb 06, 2015 at 12:35pm IST New Delhi:A day after the project director of nuclear-capable Agni 5 missile programme at DRDO RK Gupta was removed, a letter has surfaced in which he has claimed that he was targeted by former DRDO chief Avinash Chander.
“I feel dishonoured the way I was treated. I smell malicious intention. My whole family is undergoing mental agony. In case of any untoward incident or accident, I fix responsibility on Dr Avinash Chander and Dr VG Sekaran,” Gupta writes in his letter.
Gupta was removed as director of Agni V programme a day after a successful test. While DRDO sources termed the transfer as “routine”, the officer alleged that he was singled out by two senior officials within the organisation including former chief Avinash Chander, who demitted his office on January 31.

Gupta has complained to the Defence Ministry that he received the letter, dated January 9, only on February 2 when he reached his office after the successful launch.
“With all humility and respect, I wish to bring to your notice that on February 2, I was relinquished from the post of project director Agni-V. I am shocked that such bad treatment is meted out to such a senior scientist with an excellent track record throughout service tenure,” he said in his letter to Defence Secretary RK Mathur, who is also holding the additional charge of DRDO.
Incidentally, Gupta’s name had come up in connection with the sudden termination of Chander’s contract by the government, 15 months ahead of his tenure.
It was then rumoured that one of the reasons for Chander’s removal was three complaints filed by individuals including by Gupta who has denied any such move.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of PMO website regarding Interact with Honorable Prime Minister of India. It is observed that when citizen of India submitted some feedback, suggestions to improve system or information regarding misuse of fund & power by authorities, PMO officials are taking these inputs as personal grievances of individuals rather than taking inputs in national interest. The PMO officials forwarding that information directly to concern organizations without concealing the name of individuals, it may be affect the carrier of individual or authorities can target to harass the individual.
Kindly provide the PMO policy for handling the inputs receiving in Interact with Honorable Prime Minister of India.
Whether government officials can send feedbacks of their respective organization.
PMO officials who are handling these inputs/feedbacks/infarctions are permitted to disclose the name of individual to his/her department superiors.
Whether government officials who are submitting inputs in PMO website in Interact with Honorable Prime Minister of India are violating CCS (Conduct) Rule 1964, Rule 20 or any other CCS Rules (Yes/No)
