Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of recommendation of CVO, MOD with Diary No. 14320 dated 24.10.2013 forwarded to CBI, New Delhi for probe in recruitment scam of DRDO under Prevention of Corruption Act 1988 with due approval of then Defence Minister Shri A.K. Antony against top ten retired senior Scientists of DRDO.
Regarding the said recommendation of former Defence Minister the News were covered by print media which are also available on website of CBI.
With reference to facts stated above, kindly provide following information under RTI Act 2005.
The status of said recommendation for probe by CBI.

Two months after it sacked Defence Research and Development Organisation (DRDO) chief Avinash Chander, the government has denied extension to a top DRDO scientist. Bikash Bhattacharya, who was on his first extension as the director of Pune-based High Energy Materials Research Laboratory (HEMRL), retired Tuesday. Besides him, the government in the past six months has denied extension to at least three top DRDO scientists.
While Chander was sacked unceremoniously citing the need for appointing younger scientists, the Modi government has on several platforms made public its intentions to streamline DRDO.
Sources in DRDO said the HEMRL director’s extension was recommended by Chander and was considered by the Appointments Committee of Cabinet (ACC). It was, however, rejected by the government “about 10 days ago”. Bhattacharya was formerly associated with ISRO.
Bhattacharya, 62, who took over as director, HEMRL on September 11, 2011 was already on one extension after he completed 60 years on March 23, 2013. As per DRDO’s existing promotion policy, two extensions are permitted for a tenure of two years after the scientist completes 60 years, the retirement age.
Bhattacharya is the fourth scientist to have been denied extension by the Modi government in the past six months. Others who were denied extension are directors of Defence Research & Development Establishment (DRDE), Defence Bioengineering and Electromedical Laboratory (DEBEL) and Electronics & Radar Development Establishment (LRDE) — M P Kaushik, V C Padaki and Venkatnarayana Raju, respectively.
The denial of extensions by the Modi government has reversed the trend of the UPA government which was criticised for making extensions a “norm” instead of an “exception”. In 2012 for instance, 11 top scientists were on extension at various laboratories across the country.

Very humbly, I submit as under:
I, Dr. Rohidas Gopinath Taware was working as a Group ‘A’ Gazetted officer with designation Technical Officer ‘B’ in High Energy Materials Research Laboratory (HEMRL), Pune- 411021, DRDO, Ministry of Defence. My educational qualification is M.Sc., Ph.D., MBA, PGDEE (Post Graduate Diploma in Ecology and Environment). I have completed 27 years’ of satisfactory service in HEMRL. My entire service record is spotlessly clean.
I hail from a much respected family. My father was a Freedom Fighter and a brave soldier of Azad Hind Sena.
I had submitted timely my grievances to Dr. A Subhananda Rao, Director, HEMRL, Pune regarding my harassment. But no cognizance was taken by him.
I made earnest ‘Appeal for Justice’ on 09.01.2008 to the Director of Personnel (DoP), DRDO, Ministry of Defence, New Delhi regarding my grievances along with supporting documents. I had written a letter on 04.05.2009 to DoP regarding my ‘Harassment by Ostracism’ in HEMRL, Pune. The DoP, too, did not take any cognizance of my grievances and harassment.
Instead of considering the gravity of my grievances and harassment by ostracism, Dr. Arun Kumar, the Director of Personnel, all of a sudden, suspended me on 08.2009 by fax order. So, I lodged my protest on 26.08.2009 against the illegal suspension order issued by the DoP.
There is a big conspiracy in DoP office of DRDO from my suspension to dismissal from the service. The Director, HEMRL gave false information to DoP that I was involved in “High-Handed Anti- Departmental Activities”, “the Laboratory has come to a stand still vulnerable position”, “the working of the Laboratory is badly dislocated” and “all officers are in demoralized state”.
The DoP office without any preliminary Inquiry proceeded against me and arranged for my suspension and further dismissal. Thus, the Director HEMRL and DoP joined hands against me and were bent upon to see that I was dismissed from service on 30.12.2010 for the reasons best known to them. The suspension to dismissal charges are not related to each other. Further, penalty of dismissal is horribly disproportionate to the charges leveled against me.
The charges leveled against me for my dismissal like ‘tone and tenor of letter’ are trifling, false and fictitious.
I wish to point out legal points regarding my suspension to dismissal which show that how the Principles of Natural Justice were blatantly violated.
Two separate Memoranda, two separate Disciplinary Inquiries.
Second Inquiry initiated for alleged misconduct during my suspension period when I was not on duty.
Two separate Penalties simultaneously, First Minor & Second Major.
Second penalty was awarded without cancelling first penalty.
No revocation of suspension when first minor penalty was awarded.
Second penalty of Dismissal awarded while under suspension.
Both the penalties horribly disproportionate to the charges.
All the orders from suspension to dismissal illegal. Approval from Rajya Raksha Mantri (RRM) taken instead of Raksha Mantri. Signatory to the orders not authorized under Art.77(2) of the Constitution.
After dismissal order, I have done a lot of correspondence with the Competent Authority of DRDO for my illegal suspension, illegal punishments including my dismissal and for the settlement of Government dues i.e. rightful amount. But no cognizance was taken by them. This is also the intentionally harassment of me and my family.
I had submitted ‘Appeal for Justice’ to the Competent Authority of the DRDO for my grievances and harassment. But instead of taking any cognizance, suitable action or giving any justice for the same, they have horribly punished me.
It means, ‘Asking for Justice is a Crime’ in DRDO!The Competent Authority of DRDO unnecessarily constrained me to file a various suits in the Hon’ble Courts for the Justice. After the dismissal order, I am jobless. I am highly qualified with 27 years well experienced officer from DRDO but disqualified for any service in the society because of my additional qualification is ‘Dismissal’ which was illegally and unauthorized awarded by the Competent Authority of DRDO. Hence, in all respect, this is very serious harassment and punishment for me.
Sir, I have mentioned all the above irregularities and illegalities, involved in my suspension to dismissal, for your perusal please. I pray and request you to look in to the case and give me justice.

Sh Avinash Chander gave clean chit to Dr Arun Kumar, Ex DOP for involved in appointment of of his daughter, Dr W Selvamurthy’s daughter, Sh Bansal’s Daughter, Dr G. Elangovan’s wife etc. After intervention of Ex Defence Minister, Dr run Kumar suspended, facing disciplinary proceeding, his daughter Ms Swati & Mrs T Chandra Banu’s service annulled and rest Ms Geetha & Ms Dolly Bansal’s are in queue. Dr V Bhujanga Rao then CC R&D (HR) gave clean chit to Dr A K Maini, E Director LESTEC for giving CRS to Sh Praksh Singh, SAO, LASTEC, but what happened Sh Praksh Singh reinstate and Maini is fighting for his pension till date. Sh Avinash Chader made two Fact Finding Committees to find out Dr A K Saxena’s corrupt practices but only GOD or Dr A K Singh knows the truth. India TV News Desk [ Updated 13 Mar 2015, 12:22:05 New Delhi: One of India’s senior nuclear scientists, Pashupati Rao, who works at Nuclear Fuel Complex (NFC) run by the Department of Atomic Energy (DAE) is now facing wrath for sending suggestions to Prime Minister Narendra Modi on a critical national project.
On 28 September, 2014, Rao had sent his suggestions including sensitive matters on the new nuclear complex to PM’s official portal (pmindia.gov.in), which PMO had further sent to Rao’s employer, DAE, marking them as ‘grievance’ and sent out another mail to Rao on January 21 this year, saying his ‘grievance’ has been disposed.
The PMO, in its communication to DAE, had revealed Rao’s name and designation, thus making his full identity known to his superiors.
Following this, DAE persistently started following up with Rao asking for explanations while the latter desperately continued to explain himself.
As published in Economic Times, some DAE officials on condition of anonymity even said that Rao may face serious consequences.
Prominent whistleblower Prabhu Dandriyal, who some years ago had claimed to have exposed corruption in Defence Research & Development Organization, filed a Right to Information application on January 27 this year with the PMO on Rao’s matter.
Dandriyal, in his RTI application demanded to know the guidelines followed by PMO while dealing with sensitive matters. He told that the PMO reply that came a month later, on February 27, said the request is being processed, and details are being collected.
In the Rao’s suggestions to the Prime Minister, he had proposed that an independent team be appointed to review the project and he also mentioned technical details on cutting costs in it.
However, the PMO having sent his suggestions as ‘grievance’ to DAE has put the top nuclear scientist in a bureaucratic nightmare.
The communication that happened with PMO was with NFC, Hyderabad, where Rao worked.
His matter was turned into a staff grievance. Although the scientist tried hard to explain his stand however, nothing worked in his favor.
In one of the communications to the Grievance Redressal Committee, Rao wrote, “I am a successful officer and I have been awarded with DAE group achievement award for indigenization associated work. My feedback given to the PMO which is converted as my grievance is not aimed at any individual.”
However, DAE has not relented and on February 10, it had sent out a letter to Rao reminding him that his job was limited to helping him in maintenance of NFC.
“As an organization, we will follow the process. As he is a staff member, it is being treated as a staff grievance and is being looked into,” S Goverdhan Rao, deputy chief executive of NFC, told ET.
Meanwhile, Dandriyal is still awaiting a full reply from the PMO. He says, “It will be very difficult for people from the system to come out and expose corruption and inefficiency if there is no mechanism to protect them.”

Honourable Sir,
It is requested to sake of DRDO image, productivity, to save money to curtailing in court cases, to protect honest scientists and whistle blowers please reshuffle immediately the DRDO scientists who are involved in non scientific assignments since 10 -15 years and main reason of DRDO’s current non productive image. These incompetent scientists are great example of exemplary carrier growth without doing science in DRDO. Dr. A.K. Singh, Director, Dte of Personnel (DOP), DRDO HQ case is on the top, Dr R K Jain who is the boss of Scientists recruitment centre master mind of pushing all incompetent scientists on the top and country facing tremendous loss in respect of technology development, in respect of wastage in money and he was enjoyed his three consequent out staying promotion without doing science.
Sir, if you ask young real scientists, not incompetent ones, who come through LDCE will certainly going to pin point these two great scientists the main reason behind the downfall of DRDO.
The DRDO is great organisation in term of HR qualification enhancement. There are hundreds of examples where someone joined DRDO as peon/security guard or casual labour or Technician and within five to 10 years year span he become Technical Officer or in some cases scientists.
If you enquire DRDO regarding this kind of example of fake qualifications you will found thousands of degree diploma cases from unrecognised centre without doing study only managed. This is the major reason of DRDO’s corruption, nepotism and above all degradation of DRDO HR quality.
On 15th February 2015 DRDO, RAC conducted the limited departmental examination for scientist ‘B’ post for DRDO’s employees, you will find more than 90% cases candidates not having properly UGC or ACETE or DCE approved degrees. The certificates they enclosed are from recognised universities or institutes but the process of acquiring degrees are totally not recognised as per UGC norms.
And best part is that these two duos (Dr A K Singh & Dr. R K Jain) are the key persons to organise the game plan the application format was designed such a way that the degree acquiring process not able to revealed the ineligibility of candidate..
But interestingly till date they have not found single case only with the help of RTI four high profile cases were exposed resulted two scientists job was annulled and two are under process and Ex Defence Minister approved for CBI inquiry on 14th October 2013 and also given approval for reconsider the DRDO recruitments through UPSC,
Sir, if government is serious about to revamp DRDO and make it productive worth organisation than first thing scarp RAC & CEPTAM immediately. These two bodies are engaged almost more than 25 scientists and number of technical manpower. Both establishments are den of corruption and nepotism. Because of these two establishments DRDO getting third grade manpower.
Main evidence of these establishments working screens the recruitments and promotions and court cases and RTIs which are sufficient to justify the above statement.

In this connection I got Letter No. DVS/02/2053/P/63 dated 12 Feb 2015 from Dte of Vigilance & Security, DRDO, Min. of Defence, DRDO Bhawan, Rajaji Marg, New Delhi for confirmation to my complaint dated 14 Nov 2014 to Hon’ble Defence Minister (mentioned at sr. no. 4 above). Sir, on 25 March 2014 the Supreme Court of India told N. Srinivasan to step down as BCCI president so that a fair investigation may be conducted. The court found it “nauseating” that he should hold on to the post despite various courts censuring him.
On 27th November,2014 the Supreme Court said that N Srinivasan’s conflict of interest was “obvious” as he also owned a team i.e. CSK in the IPL. The court also asked BCCI if it was open to have fresh polls for a new board without N Srinivasan.
Accordingly Mr. N.Srinivasan announced that he was stepping aside from the post of President of the BCCI until the probe was completed ostensibly.

Because he always boast up that his father was great police officer and that’s why I have able to retain bungalow at 14-B, Mother Teresa Crescent, New Delhi-110011 along with ministers. He also protects corrupt DRDO officials and supports them in lodging false FIR against the whistle blowers.

On last August DRDO award ceremony our Prime Minister mentioned to DRDO scientist please do something to reduce weight of our soldiers uniform like light weight shoes etc. That time our PM not aware of DRDO’s kind hearted scientists who already spent 5 corers Rs to saving bullock burden.
Dr A K Singh gave his all administrative supports to harass above scientists, Sir there are 100 of cases available their Dr A K Singh supporting Lab directors in ACR/APAR cases, promotions cases specially in minorities etc, Sir, It is requested please ask the total amount spend by DRDO in various court cases like CATs/District Courts/High courts and Supreme Court in Dr A K Singh tenure it is self explanatory of his administrative capability and degrading HR quality and image of DRDO.
