Bangalore: DRDO bleeds as scientists desert organisation in droves

Young scientists are leaving India’s premier defence research agency in large numbers.

Defence Research Development Organisation (Drdo), responsible for developing indigenous defence systems, has not been able to retain its young scientists over the last seven years or so.

Close to 1,000 scientists have resigned from Drdo since 2007, but it is the exit of young scientists (Scientist ‘B’ and Scientist ‘C’ grades) that is a cause of concern.

The scientists in these grades are critical for research and development of a number of indigenous defence projects in areas such as aeronautics, armaments, combat vehicles, electronics and missiles.

Between 2007 and 2009, around 285 scientists in ‘B’ grade and 162 in ‘C’ resigned. Over the next four years, between 2010 and 2013, there was a small drop as 162 in grade ‘B’ and 77 in ‘C’ resigned.

The flight of the younger scientists is in complete contrast to the resignation to the senior scientists in ‘D’, ‘E’, ‘F’ ‘G’ ‘Outstanding’ ‘Distinguished’ categories, as between 2007 and 2013 only 86 resigned.

Following the high attrition rate in 2012, mainly due to availability better opportunities and incentives in the private sector, the ministry of defence (MoD) announced a few incentives and corrective measures to retain scientists.

The measures included two additional increments on promotion to each Grade, up to six variable increments on promotion granted on fast track, professional update allowance to all scientists, fast track promotions through assessments, opportunity to acquire higher qualifications at reputed institutes viz. IIT`s / IISc, etc. as Drdo sponsored candidate, young Scientists, Scientist of the Year and other Drdo awards in recognition to their contributions and creation of excellent infrastructure facilities at work places and residential complexes.

The incentives, however, have not been able to stop the exodus. Defence minister AK Antony said in Parliament recently that ‘personal and for pursuing higher studies’ as the reason for the scientists leaving the organisation.

Drdo has a sanctioned strength of 7,500 and is currently short of a few hundred scientists.

Sir,

I have submitted eleven complaints to you regarding Corruption cases meted out by Dr. A.K. Saxena, Director, Defence Materials and Stores Research & Development Establishment (DMSRDE), Kanpur and several other Scientistsof this establishment working under Defence Research & Development Organisation (DRDO), Min. of Defence. Details of complaints along with involved Scientists are as follows:dmsrde rac

Based on my complaints to you a Fact Finding Committee was constituted by DGR&D and Scientific Advisor to Raksha Mantri to investigate my complaints and I have been informed by CPIO, DRDO regarding this. Copy of the letter No. RTI/01/2091/P/2014/0068 25 Feb 2014 from CPIO, DRDO is enclosed, Fact Finding Committee of DRDO yet to submit his report to DGR&D, DRDO.

The Fact Finding Committee under Chairmanship of Dr, S S Negi, Sc ‘H’, IRDE with as member Sh Manoj Bali, Sc ‘G’, Director, LIC, DRDO Hqrs and Sh Jagdeep, Sc ‘F’ Additional Director, DMM, DRDO Hqrs visited DMSRDE and inspected few files and interacted with scientists of DMSRDE. It is observed that the demeanor of  Fact Finding Committee was not appreciable, they treated the complainants unfairly because their mindset was prejudice and it is standard procedure in DRDO if someone want to give feedback about corrupt practice  of top officials they try to do their best for victimize such personnels. In this case the protest from complainants already present to DG, DRDO.

There are n numbers of examples, recently Sh Prakash Singh, SAO-II, LASTEC, who gave feedback of corrupt practices of Dr Anil Kumar Maini, Director, LASTEC and others,  the whole DRDO sit aside and they forcibly gave CRS to Sh Prakash Singh but grace of GOD you intervene the situation and save the service of honest person. Surprisingly, Dr Anil Kumar Maini is living DRDO from 31st May 2014 as he applied VRS and got sanctioned. His retirement was due on 31st Jan 2015, Big question what is the hurry, or he is maintain the LASTEC legacy, his predecessor was also took VRS.

In this case the Fact Finding Committee Chairman Dr, S S Negi, Sc ‘H’, IRDE is a pro management, yes man recently in Dehradun he set a unprecedented example as Chairman of ASCODAR committee. While handling a very sensitive issue of SC Community he tried to harass Sh Jagdish Kumar, TO ‘C’ by pressurizing him to give power point presentation to prove himself for 94 marks in APAR, which was not in the purview of ASCODAR. This act was done only in pressure of Sh R C Agarwal, Director, DEAL, Dehradun (Fax copy enclosed)

How can honest persons believe that Dr, S S Negi, Sc ‘H’, IRDE will give justice to his assignment of Chairmanship of Fact Finding Committee. Hope GOD will give him strength to come out from grip of corrupt gang of DRDO.

Besides this above mentioned my all complaints has been registered at CVC and Director (VIG.), Ministry of Defence is inquiring the complaints. In this connection I got letter No. CVC/RTI/13/1862/249925 dated 18th March 2014 from CVC.  “All complaints sent to CVO, MoD for further action.

Sir, this year in DRDO following delinquent Scientists of DMSRDE involved in Corruption got assessment call for promotion vide RAC, DRDO letter No. RAC/08/05/AB/M/2014 dated 12 March 2014.  Details are as follows:dmsrde rac2

Sir, DRDS Rules 1979 as amended are applicable for Recruitment & Promotion   in case of DRDS cadre (Scientists) and FCS is fully applicable in DRDO. As per DOPT OM No. AB-14017_37_2008-Estt-RR.pdf dated 10 September 2010 page 6 Para (ix)     and Page 9 Para(4) it is clearly stated that “Scientists/ Technical experts doing management/ administrative work in the Ministries should not be considered for up gradation under FCS, they should only be given benefit of up gradation under MACP”. Then how these corrupt officers got outstanding report and outstanding call despite being involved in Administrative/Management/Non-Scientific work. These officers got reward from Dr. AK Saxena, Director for indenting and clearing the cases of procurement that resulted Corruption in tunes of crores.

Sir, I therefore kindly request you to issue order to DGR&D, DRDO and Chairman, RAC to take appropriate action as per laid down direction of GOI for appearing in Assessment-2014 for DRDS till they got clearance from Vigilance (MOD) and Fact Finding Committee of DRDO.

Sh Avinash Chander in his reply to press question regarding engaging scientists in allied work justified but he forgot that VI Pay commission gave all incentives to scientists who are engaged in scientific work not for those who are working as clerk and wasting our country’s  poor tax payers money.

Unfortunately, DRDO top management encouraging scientists to work as managerial task, like HR, Admin, Stores, Security etc for long durations and scientists who are involved in such tasks are getting outstanding promotions without any scientific contributions. Dr A K Singh, DOP, Dr R K Jain, Director, RAC are exemplary examples to all DRDS scientists.  Result the real scientists either leaving the organization or dumped un-utilized or frustrated and every ugly acts are coming out from organisation.

Appropriate early action is requested, I would like to thanks you for recommendation of CBI investigation in DRDO recruitment scam for 10 top DRDO officials and also recommendation for alternate recruitment mechanism instead of RAC.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect  of LRSAM Project, DRDL’s demand of  Design, Manufacturing, Supply, Erection and Commissioning of Detachable Integrated Logistics Store Enclosure vide Demand No. DRDL/LRS/26/98P/13/049 Demand Dated 31/12/13. It is observed that M/s Trinetra Constructions already started construction on the site against above demand and supply order is not given to firm till date. The firm already erected the structure and work in progress up to window and door level.

 

  1. Copy of authority letter (other than supply order) given to M/s Trinetra Constructions enters and starts the construction the restricted area by competent LRSAM officials.
  2. Date of starting construction by M/s Trinetra Constructions against above said demand.
  3. Certified copies of last three years (April 2010 to March 2013) orders given by DRDL to M/s Trinetra Constructions.
  4. Names and address of other firms who were invited for said demand as the case was dealt in limited tender mode.

Scientist’s wife murdered in DRDO quarters

BANGALORE: The wife of a scientist with Aeronautical Development Authority (ADE) was stabbed to death inside her house on Monday morning.

The body of Rajini Rajamala, 42, lying in a pool of blood, was spotted by her neighbour just after 11am at the Defence Research and Development Authority (DRDO) residential quarters in CV Raman Nagar, off Old Madras Road.

A man who had come to house number 22/12, on the third floor of house complex number 4, inside the residential quarters, is suspected to have killed her.
Two stab marks were found on her neck. The neighbour, whose identity was kept a secret by police, is a resident of the second floor of the same building. She told police that on hearing a noise, she peeped out of her balcony to see what was going on. She saw a man landing on the ground, and suspected that he had jumped from the third floor of the building.

Surprised, she went up to the third floor, and found Rajini dead.

By the time she returned, the man had vanished. She immediately cried for help and informed police. The murder is suspected have taken place between 10am and 11am.

Her husband Packya Das, a grade D scientist, left for work around 9.30am. One of the neighbours called Das, who was at work, informing him about the murder a few minutes after 11am, police said. The couple’s children, a son and daughter, were at school at the time.

Kamal Pant, additional commissioner of police, law and order, who visited the spot said no valuables were missing from the house. Also, there were no signs of a forced entry.

Joint commissioner of police, law and order (East), KV Sharat Chandra, who is monitoring four special teams formed to investigate the case, said police have a few clues. “All I can say at this point is that the attacker left something behind,” he said.

DID ASSAILANT JUMP FROM THIRD FLOOR?

That the alleged killed jumped from the third floor has left everyone shocked. Joint commissioner Sharat Chandra said: “We’re as surprised that a man jumped from the third floor and survived. However, in her statement, the neighbour said she only saw him land on the ground and suspected that he had jumped from the third floor.”

Sources said the attacker was injured after jumping from the building and there were some spots of blood where he landed. The investigating teams are looking at CCTV camera footage in and around the complex to look for suspicious persons.

“The quarters have a thoroughfare running through, allowing free entry of private vehicles. So there’s no way to maintain a log of visitors. The public road has a bus stand and BMTC buses ply here. However, we keep a record of private vehicles entering the area at night,” DRDO spokesperson.

Anarchy in DRDO Labs

The corrupt practices of DRDO Directors have made them blind to the extents that do not respect the chain of command. Do not respect their seniors who helped them to shoulder the responsibility.

Unnecessary infighting within labs has caused lack of motivation towards self reliance.

Directors, to satisfy their ego, searches some know buried facts against an individual’s officials who were the trusted men (Chamchas) of his predecessor.

Honorable Defence Minister is requested to make specific mention in his forth coming address to DRDO Directors Conclave “Directors of 52 Labs should concentrate their energy to delvers at least 52 Import Substitutes only” rather than indulge sundry ego problems, which resulted in form of increasing legal litigations.

Director, DRDE, Gwalior Sh M P Kaushik being put the lab knew that his predecessor in year 2010 permitted the inclusion of BE degree in service book record of Sh B P Shakya, STA’B’.

Since the Sh B P Shakya, STA’B belongs to Schedule Cast category and trusted man of  Sh M P Kaushik’s predecessor overlooked the DO Part order 22 dated 10th March 2010 and served  charge sheet to Sh B P Shakya, STA’B.

It is requested to S A to RM Sh Avinash Chandra as competent authority please quashed the charge sheet dated 16th October 2013 issued by Sh M P Kaushik and give directive to Sh M P Kaushik to concentrate his energy in DRDE & DRDE development work instead of wasting the precious time and energy in his cheap ego satisfaction.

Sir there is more 100 of similar cases known to me where individuals concealed their higher qualification while time of their joining. In DRDE you will find five cases in similar nature.  Have DRDO ready to open all cases?

It is again requested please give directions to your all directors to stop harassing the Schedule Cast and weaker section of society.

In above it is also observed that the CAO, DRDE also not gave his co-operation and guidance to individual to get natural justice. As a senior administrative official and moral ground he should advice to Sh M P Kaushik not to take such vindictive approach.

Similar case of harassment of Schedule Cast category has been observed in DEAL, DRDO, Dehradun. Where sh R C Agarwal, Director, DEAL, instead of delivering the product casting 100 Cr (SDR) for which DRDO has extended his service twice (unprecedentedly ) has diverted his attention to torture Schedule Cast individual Sh Jagdish Kumar T O ‘C’, who has been thrice to Antarctica and best communication man of DEAl.

Sh R C Agarwal failed in every field of his technical contribution, feels that helping his own community by out of way, in promotion, protecting them in their action of harassing Schedule Cast and weaker section.

Sh R C Agarwal accepted and recommended Sh R K Agarwal’s false claim ““his main contribution has been the development of NARAD, the first semi-static and transportable terminals developed in the country. These terminals were immediately deployed in SRI LANKA during operation PAWAN where they have played a vital Role.”

By this Sh R C Agarwal has abused his power and authority and has mislead with false information to honorable Raksha Mantri and selecting committee empower to select Sceitist ‘H’ equivalent to Lt general.

Sh R K Agarwal created hatred with SC community and Sh R C Agarwal seconded his misadventure. A committee constituted by DG, Sh SS Sundaram to look in to  the matter,   but unfortunately committee again plan to humiliate Sh Jagdish Kumar T O ‘C’, by sending a Fax dated 6th January 2014 vide No.78700/TIS to ask him to prepare a power point presentation on work claimed in APAR against the norms of ASCODAR.

Honorable Raksha Mantri is requested to set up a inquiry so that Schedule Cast and weaker section of DRDO should not suffer.

DRDE scientist charged with stalking researcher – Times of India

BHOPAL: A senior scientist at the Defence Research & Development Establishment (DRDE), Gwalior has been accused of stalking, blackmailing and forcing his fellow researcher for sexual favours.

According to complaint lodged with the police on Saturday, scientist Prabhat Garg was harassing his fellow researcher for the last three years. She was in DRDE Gwalior in 2010 for research work, said police.

The complainant later got married and settled in Karnataka two years ago. But, Garg allegedly continued stalking her making calls and sending texts on her cellphone. She informed about it to her husband, and subsequently got a complaint lodged at the University road police station. Garg has been booked under Section 354 of IPC.

Superintendent of police (SP) Santosh Singh said case is being investigated and a team would be sent to Delhi to question Garg. Meanwhile, Garg’s father and wife reached university road police station and inquired about the case. Police have asked them to support the investigation.

Sir,

This is with reference to your Minute Sheet No. AE/Gen Admin/13/0578 dated 26 September 2013 issued by Dr. D.N. Tripathi, Addl. Director (Admin).

Vide this order all officers & employees of DMSRDE were ordered to park their vehicles in parking area/shades near CSD Canteen with effect from 01 October 2013.

DRDO rules & procedures for construction work (minor/major) did not allow & authorize Director, DMSRDE, Kanpur to construct any building/shade/parking area or erection of any structure with in the premises of Technical and Residential area, DMSRDE.

MES(Military Engineering Services) and CCE(R&D) are the only agencies authorize for any construction of building , to execute minor & major work in buildings, construction/erecting of shades/parking area etc in Technical & Residential area of DMSRDE.

It is also quite evident from Minute Sheet No. AE/Gen Admin/13/0578 dated 26 September 2013 that there exists building of CSD Canteen in DMSRDE near newly constructed parking area/shade.

Kindly refer to following decisions of Central Information Commission and verdict given in these decisions.

  1. File No. CIC/LS/A/2012/002612 dated 22.3.2013 (Dr. Neelam Bhalla vs. DRDO) Verdict – “It is, no doubt, true that DRDO is an exempted organisation; yet it has been the consistent view of this Commission that the benefit of exemption extends only to functional / operational matters and not to establishment related routine matters. The legality of this view has not been challenged in the relevant judicial forum so far”.

CIC in their above mentioned decisions consistently held that Establishment Matters relating to the organization notified u/s 24 of the RTI Act come within the purview of the Act and information in this regard thereto are not exempted from disclosure.

In light of the decisions of CIC and facts mentioned above, kindly provide the following information under Section 6(1) of RTI Act 2005.

INFORMATION SOUGHT

  1. The name of authorized agency for construction of parking area/shade in Technical and Residential area of DMSRDE, Kanpur as per Guidelines/Procedures/Rules .of DRDO.
  2. The name of the agency viz MES/CCE(R&D)/Director, DMSRDE, Kanpur which constructed the said two shade for parking area near CSD Canteen, DMSRDE.
  3. Provide the copy of letter sent to GE (R&D), MES, Kanpur or CCE (R&D), New Delhi for construction of these two shades for parking area near CSD Canteen, DMSRDE.
  4. Provide copy of the sanctioning letter by Director, DMSRDE or by DRDO HQ to sanction minor/major work to carry out the construction of two shades for parking area.
  5. Total expenditure incurred in construction of two shades for parking area near CSD Canteen.
  6. Whether these two shades for parking area has been developed by Director, DMSRDE. (Yes/No).
  7. If answer to point (6) is yes then provide the following information

i.      Name of vendor to whom the supply order was placed for construction of two shades in parking area near CSD canteen.
ii.     Copy of supply order placed for construction of two shades in parking area near CSD Canteen.
iii.    The total expenditure incurred in construction of two shades in parking area near CSD Canteen.

8.      Whether any material like Cement Sheets, iron pipes, iron angles and hooks etc were purchased by MMG/Estate & Works Division/other Division under Director, DMSRDE.(Yes/No) for construction of two shades for parking area near CSD Canteen.

9.      If answer to point (8) is yes then provide the copy of supply order issued by Head MMG/Director, DMSRDE to the said vendor who supplied the material for construction of two shades in parking area.

10.     Name of vendor who supplied the material used for construction of two shades for parking area near CSD Canteen, DMSRDE.

11.      The name of vendor who carried out construction work to erect two shades in parking area near CSD Canteen.

12.      Whether said vendor is registered at DMSRDE for construction work/supply of store & items etc. Yes/No.

13.      If answer to point (12) is yes then provide the copy of registration certificate issued by Director, DMSRDE to that vendor.

14.       Mode of tendering for procurement of materials used to erect/ construction of two shades in parking area.

15.        Provide copy of form DRDO.MM.06 duly filled for procurement of materials required for constructions of two shades for parking area near CSD Canteen.

16.         Provide copy of CST in case mode of tendering was Limited Tender/Open Tender.

17.         How many parking shades/areas were existing in DMSRDE premises for parking the vehicles, prior to construction of these two shades in parking area near CSD Canteen?

18.         Prior to issue of order dated 26 September 2013, in which place the vehicles of officers & employees were parked in DMSRDE.

19.         How many four wheelers and two wheelers are daily coming in DMSRDE premises along with officers & employees of DMSRDE.

20.         How many four wheelers could be parked in the two shades for parking area near CSD Canteen?

21.         Reasons for taking decision to park all the vehicles by all the officers & employees of DMSRDE in two shades in newly constructed parking area near CSD Canteen.

22.         Whether all the vehicles (four wheelers & two wheelers) of officers & employees of DMSRDE could be parked in two shades recently constructed for parking area near CSD Canteen. (Yes/No)

23.          If answer to point (22) is No then provide the numbers of four wheelers that could be parked in two shades in parking area near CSD Canteen.

24.          From which head of budget of DMSRDE, the funds were sanctioned for construction of these two shades in parking area by private vendor or purchase of material required for construction of two shades in parking area near CSD Canteen.

25.       M/s Gupta Constructions, Gandhi Gram, Krishna Nagar, Kanpur is registered in DMSRDE as a vendor for supply of which kinds of store items and to provide which kind of services to DMSRDE.

26.          Provide copy of registration certificate issued to M/s Gupta Constructions, Gandhi Gram, Krishna Nagar, Kanpur by Director, DMSRDE.

27.          The date on which the said two shades for parking area near CSD Canteen were ready after construction and work completion and clearance certificate was issued to vendor for payment.

28.          Since how long (the exact date) the CSD Canteen is operational/ existing/running in DMSRDE, Kanpur.

29.         In which building of DMSRDE the CSD Canteen is running/existing. Provide the building number and exact nomenclature of that building.
