An old age problem -DRDO has become ageing body with top scientists on extension

For a country that boasts of one of the youngest populations in the world, it is strange that the field that perhaps deals with the most cutting-edge technology is dominated by scientists past their prime. Most top scientists at the Defence Research and Development Organisation (DRDO) who are tasked with creating future weapons are past the retirement age of 60 and are on service extensions.

Indeed, such is the state of affairs that the head of the research organisation, which encompasses 54 establishments and labs dealing with fields as diverse as ballistic missile defence and insect repellent cream, will get an 18-month contractual tenure from November when he turns 64, the maximum age till which service extensions can be given. This extraordinary contract, beyond the remit of extensions, was specially approved by the previous UPA government more than a year in advance for the present DRDO Chairman Avinash Chander.

Though not new, the old age crisis of the lumbering organisation has worsened as private sector prospects have brightened for young scientists. Internal surveys have found that nearly 87 per cent of the young scientists who join DRDO soon get disenchanted with the archaic, rigid structure of the research body that does not reward extraordinary performance with proportional career growth. Annual intake of new scientists has dropped to just 70, barely enough to replace those who take early retirement, thereby, rapidly increasing DRDO’s age profile.

It is still early to judge the Narendra Modi Government’s policies, but the perception that it is taking a strong stand on the issue has brought cheer to hundreds of young scientists itching to prove their worth in DRDO’s labs across India. A series of events, from the Prime Minister’s remark on promoting young scientists to the cabinet secretariat’s stinging order curbing DRDO’s unilateral age extensions to its scientists, have raised hopes that the problem is finally being addressed.

It’s about time, too. As many as 10 of the 16 top DRDO scientists are on extension. Apart from Chander, nine of the top-graded `Distinguished Scientists should have retired, but most are now on their second extension.

Rules mandate that DRDO scientists must retire at 60. They can, however, be given two two-year extensions under,extraordinary circumstances. Beyond the age of 64, there is no provision for service extension. Yet, the UPA government, in May 2013, approved an Appointments Committee of the Cabinet note to give an 18-month extension to Chander following his “date of retirement of 30.11.2014 on contract basis, with the same terms and conditions as he would be entitled to before the date of retirement”.

By doing this, the UPA went back on its promise to appoint a younger head to DRDO. (Both V.K. Saraswat and M. Natarajan, who preceded Chander, retired at 64.) The special provision made for Chander has become the subject matter of several complaints, the latest by one of DRDO’s own, younger scientists to the cabinet secretariat in August. “The post-retirement contract is not legal and has been made against the rules. A contractual employee can be taken for an advisory role but not to head an organisation,” Navin Gupta, the Kanpur-based DRDO Scientist ‘C’, said in his complaint.

While a convincing argument can be made that age is no criterion for innovation and that experience and continuity is needed to deal with certain technology areas, most scientists on extension in the DRDO are handling primarily administrative positions- from most director generals at the headquarters to the heads of six of DRDO’s 54 labs and establishments.

The impact of the extensions policy on DRDO’s talent pool is immense: an internal survey found that most of its entry-level scientists are unhappy about their career prospects and some 57 per cent of all scientists leave the organisation prematurely due to lack of professional satisfaction. Since 2008, nearly 500 entry and mid-level scientists have resigned or taken early retirement while intake of new scientists has barely kept pace. At a seminar on August 20, Chander admitted this was a problem that required urgent attention. “DRDO’s annual intake of young scientists has dipped to 70 per year, resulting in a rapidly rising average age which certainly is not a good sign for an innovation-centric organisation,” he said. The average age of DRDO scientists is creeping closer to 40.

When Modi, speaking immediately after Chander at the same function, said that at least five DRDO labs should only employ scientists under 35, it was the first indication that his Government was addressing the problem. Many thought that the PM picked the number, five, randomly, unaware that it had come from the most in-depth review of the DRDO ever done.

The review, conducted by the Rama Rao Committee in 2008, had identified five labs working in critical fields such as solid state physics, metallurgy, cryptology and lasers for ‘empowered‘ status in order to give them the liberty to quickly induct young talent, bypassing the cumbersome selection process.

The voluminous report suggested other far-reaching reforms, but the UPA government never fully implemented it. The new Government has dusted it and top officials are studying its recommendations. These include revamping the human resource structure to enable DRDO to hire talent from outside, including Indians working abroad, for key technologies; identifying a set of ’empowered labs’ that have the freedom to hire and fire scientists; lowering the age of entry of talent; and looking abroad for key innovators. “A balance has to be struck. The optimised path may be being selective in granting extensions for specific research projects and not for administrative roles,” says Air Marshal Ajit Bhavnani (retd), who was a member of the review committee.

As for the old age issue, one of the first things the Modi regime has done, at least, is get the cabinet secretariat to issue a terse circular on September 26, directing DRDO to stop the practice of unilaterally granting age extensions to its scientists without the approval of the Appointments Committee of the Cabinet, which is headed by the Prime Minister. Sources say extensions have been put on hold and all such future requests would be critically examined. Whether the Government is firm in this resolve will be tested by the upcoming grant of a contract extension to the DRDO chairman.

Young scientists are leaving India’s premier defence research agency in large numbers.

Defence Research Development Organisation (Drdo), responsible for developing indigenous defence systems, has not been able to retain its young scientists over the last seven years or so.

Close to 1,000 scientists have resigned from Drdo since 2007, but it is the exit of young scientists (Scientist ‘B’ and Scientist ‘C’ grades) that is a cause of concern.

The scientists in these grades are critical for research and development of a number of indigenous defence projects in areas such as aeronautics, armaments, combat vehicles, electronics and missiles.

Between 2007 and 2009, around 285 scientists in ‘B’ grade and 162 in ‘C’ resigned. Over the next four years, between 2010 and 2013, there was a small drop as 162 in grade ‘B’ and 77 in ‘C’ resigned.

The flight of the younger scientists is in complete contrast to the resignation to the senior scientists in ‘D’, ‘E’, ‘F’ ‘G’ ‘Outstanding’ ‘Distinguished’ categories, as between 2007 and 2013 only 86 resigned.

Following the high attrition rate in 2012, mainly due to availability better opportunities and incentives in the private sector, the ministry of defence (MoD) announced a few incentives and corrective measures to retain scientists.

The measures included two additional increments on promotion to each Grade, up to six variable increments on promotion granted on fast track, professional update allowance to all scientists, fast track promotions through assessments, opportunity to acquire higher qualifications at reputed institutes viz. IIT`s / IISc, etc. as Drdo sponsored candidate, young Scientists, Scientist of the Year and other Drdo awards in recognition to their contributions and creation of excellent infrastructure facilities at work places and residential complexes.

The incentives, however, have not been able to stop the exodus. Defence minister AK Antony said in Parliament recently that ‘personal and for pursuing higher studies’ as the reason for the scientists leaving the organisation.

Drdo has a sanctioned strength of 7,500 and is currently short of a few hundred scientists.

Directorate of HRD, DRDO vide their letter no DHRD/77001/C/M/010 dated 22 August 2012 conveyed to all Lab Directors/Establishment that the Government for Sanction of additional scientist posts to meet only the immediate and unavoidable critical requirements against the ongoing projects/progarammes as per the advice of Ministry of Finance.

The Lab Directors are therefore to submit scientists’ requirement as per enclosed   “Appendix ‘A’ “

How the government has been fooled and the poor tax payers money is being misused can be observed by “Appendix ‘A’ “, deployment of scientists (DRDS personals)

All these above activity is earlier in DRDO doing by admin allied cadres which were duly approved and sanctioned by Government of India, and come through UPSC recruitment system, but unfortunately in the last week of December 2010 DRDO director’s conclave some directors raised voice against the admin allied officials quoting that  they are creating hurdles by pin pointing the Government orders. The DRDO directors want to run their own rules and they very much sure that the big boundary walls of their territory can stop their all illegal acts in the name of secrecy.  So it was decided in year 2010 itself that they will remove admin allied cadre phase wise.

If you examine the current scenario of each DRDO lab will find everywhere 30 – 40 % scientists are engaged in above mentioned assignment.

The best part of this these scientists who are engaged in admin allied task are enjoying all special perks and allowances which are given specially to scientists in VI pay commissions and also  getting fast promotions in respect of those scientists who are devotedly working in projects/ programs. It is because of their proximity with top management of DRDO.

Due to this incompetency is growing very fast in DRDO. This has resulted into large number of litigation due to incompetent scientists handling the administration and HR activities.

The current ongoing example the grade pay 4800 was inducted without taking proper sanction from Min of Finance and hundreds of effected employees filed case in CAT.

There lot of complaints registered by CVC/CVO MoD in respect of recruitment procedures  were manipulated several times by these incompetent scientists who were looking HRD/Administrations and resulted Sh A K Anthony, Defence Minister recommended a CBI inquiry against 10 top DRDO officials on 29th October 2013.

Major setback is that by implementing this practice of using scientist for sundry task the real scientist losing their interest in work and most of the time either leave the organization or sit idle.

So all these fabricated demand of DRDO may please be thoroughly examined with their time bound impact.

Finance Ministry requested to send their rep to meet admin/ allied officials of DRDO before sanctioning the post of scientist.

Finance Ministry must examine the DO part orders of all respective 52 Labs of DRDO, which will be best way to verification of utilization of scientific / technical manpower of DRDO.

DRDO to recruit 500 more scientists this year

PUNE: The Defence Research and Development Organisation (DRDO) plans to recruit 500 additional scientists this year to meet its workforce requirement across different levels and projects.

“Our present recruitment is focused on filling vacancies that arise from retirements and resignations. However, considering the kind of projects we have been working on, we have moved a proposal with the Union government for an additional recruitment of 500 scientists,” DRDO’s human resources (HR) chief Malakondaiah said on Tuesday. “The government had asked us to file the proposal projecting our need,” he added.

The collective cost of DRDO’s ongoing projects, including Aakash missile, light combat aircraft ‘Tejas’ and Brahmos missile, is worth Rs 1.6 lakh crore. The organisation has close to 7,500 scientists as part of its existing force, he said.

Malakondaiah, who is chief controller of research and development (HR), was in the city to address the valedictory function of the 71-member ‘batch-18’ of the Post Induction Training School (POINTS) at the Defence Institute of Advanced Technology (DIAT), a deemed university under the DRDO in Girinagar here.

Started in March 2003, POINTS is an initiative to impart integrated training to newly inducted scientists in the beginning of their career in DRDO laboratories and projects. So far, the school has trained 3,394 scientists from 17 batches and the 18th batch was the first of its kind, comprising graduates and postgraduates only from the Indian Institutes of Technology, Indian Institute of Science and DIAT.

Malakondaiah said, “Unlike conventional industries like information technology, DRDO is facing an almost negligible rate of attrition vis-a-vis resignations, which contributes barely one per cent of the arising vacancies. This is due to the fact that the Sixth Pay Commission has vastly reduced the gap in the pay scales offered by DRDO and private corporate bodies. This has also helped the organisation to attract and retain young scientific talent emerging from the IITs and IISc.” The additional recruitments will go a long way in resolving some of the issues related to the shortfall of workforce in projects across DRDO, he added.

Meanwhile, POINTS programme director Ajay Misra gave an overview about the training activities at the valedictory session, while DIAT vice-chancellor Prahlada addressed the young scientists. Deputy director D Srikanth was also present.

Austerity a setback for DRDO projects

A Rs. 1,000-crore or 10 per cent budget cut under the government’s austerity clamp for the second year running has kept the DRDO poorer by about 700 entry-level scientists in the last two years.

This may push back some of its prestigious missile and aircraft development programmes, according to a top DRDO official.

The DRDO’s hiring arm, the Delhi-based Recruitment and Assessment Centre, planned to induct 350 young engineers each year in 2012-13 and 2013-14, mainly for its missile and aeronautics labs.

Admitting a shortage of young scientists, RAC Chairman D.N. Reddy told The Hindu, “We have many new and important projects which will now be delayed for want of manpower.”

Frontline hits of this could be the long-range Agni-VI targeted for 2016, the Light Combat Aircraft set for completion in 2015 and the Futuristic Main Battle Tank.

The 35,000-strong DRDO, with 8,000 scientists, gets 6.5 per cent of the defence budget or about Rs. 10,000 crore; this year, the belt-tightening measures have kept back 1 per cent of the funds.

The hiring proposals were cleared by the Prime Minister’s Office. However, the Finance Ministry’s all-round slash on spending has halted the RAC’s drive until the middle of 2014, Dr. Reddy said.

Instead, it has to be content with about 70 recruits only to fill the vacancies created by retiring staff; half of them go directly into the priority areas of missiles and aircraft.

Only short-term

“The financial implications are only of short duration. After June 2014, we are confident that our needs will be met,” he reasoned on the sidelines of a conference on condition monitoring here on Friday.

Every December, RAC picks the cream of graduates from 16 IITs, the Indian Institute of Science and the Defence Institute of Advanced Technology, Pune. Now the entry-level staff are just a few hundred in number.

Reflections of our time

After 1942 it become clear that India will become independent and the national leaders started carving various developmental plans and knowing fully well that the day British goes the kitty will be empty.

However, Tata, Birla and many financially sound business tycoons came forward to rebuild India. Tata institute of Sciences, BITS Pilani, Visvesvaraya Technological University, etc. were to execute the task in land.

In 1948, though it was minor war we used equipment/arm ammunitions left out by British and fortunately both the parties across the border used the same equipment and arms ammunitions.

In 1962 we were an infant but had to fight the Chinese war in which we imported some equipment and arms ammunitions.

Successively in 1965 & 1971 once again we depended upon imported Russian equipment and some equipment given to India on goodwill.

In 1999, Kargil we were 52 years old with scientific and technological achievements on papers with lot of rewards awards like Scientist of the year, young scientist, PATH BREAKING RESEARCH AND OUTSTANDING TECHNOLOGY, AGNI AWARD FOR EXCELLENCE IN SELF-RELIANCE, DEFENCE TECHNOLOGY SPIN-OFF AWARD, BEST INNOVATION/FUTURISTIC DEVELOPMENT AWARD, Silicon Trophy, TITANIUM TROPHY and the list is very long.

We fought the war with imported arms & equipment. The statement of former Army chief V P Malik, who led the army during the 1999 Kargil war, has said “casualties in the conflict could have been reduced had DRDO not come in the way” in the acquisition of weapon-locating radar. “Delivery delayed is delivery denied,” said Defence Minister A.K. Antony.

The best part is that in Kargil war both parties imported same communications equipment from same suppliers of same country and history was repeated. Because of the terrain condition across the border same problems were faced by both the armies and suppliers sent engineers to rectify the problem.

Interestingly, the scientific achievement after 52 years of independence was the same.

In the Government of India, almost all the ministries have spent thousands and thousands of crores and achieved frontline technology but compared to defence R&D is far behind.

Why?

When DRDO used to have one CC R&D it delivered some output. After special powers were granted to project directors the incompetency took the fore front with the blessing of the recruiters that “position makes a man.” With this principle incompetent over powered. The bluffers became achievers.

Congrats to Dr. W. Selvamurthy one such achiever of DRDO, for assuming charge as President of Amity University, Noida.

Dr W.Selvamurthy, as CC R&D, visited DEAL, DRDO, Dehradun in a function when all the past directors were invited for felicitation. Dr E Bhagirath Rao, Sh V P Sandlas, Sh Ashok Sen were present in the function. Ex CC R&D Sh V P Sandlas then was Director General at Amity University and Dr W.Selvamurthy in his address said “the so called Director General of Amity University Sh V P sandlas” with his crooked famous smile on his face.

Amity University is same and today same Dr W.Selvamurthy has joined Amity University without obtaining the mandatory NOC from government of India (copy of RTI reply from DRDO enclosed)

But I must congratulate him that so far he has distributed crores and crores of rupees to his beloved south bound private universities via Life science board of DRDO, as per DRDO culture now he will access his past office and be able to manage funds for Amity University.

So almost private institutions are having same practice to oblige those who had helped them to provide funds (poor tax payers’ money) in the name of projects and individuals are getting interests or kickbacks by mutual understanding.

Only GOD knows when the government of India, GOM, Defence Standing Committee will realize this out flow of precious money. Since there is no accountability, these senior scientists and technocrats are fooling the nation and helping and nurturing the incompetency in the field of science and technology. This growing incompetency is a major obstacle of our self-reliance.

DRDS Promotion Policy

Dear all Scientists,

   It is observed that due to absolute power, the directors of labs are encouraging nepotism, casteism openly, and this is major obstacle in progress of DRDO. The incompetency is the main and foremost challenge for Sh Avinash Chander.

DRDO Directors are having a lethal weapon i.e CPAR and absolute right to block the carrier of anyone beside that the person delivering his best to organization and country.

I request you all please go through this Honorable Nainital Highcourt judgement where it is clearly mentioned that if your junior is called for assessment then you have the right to ask DRDO to call you for assessment.

Dr K K. Jha, the petitioner has challenged DRDO, that on what grounds was he not called for assessment without serving any negative advice and at the same time his juniors were called for assessment.

He got assessment call and promoted as Scientist ‘F’. If Dr.K.K.Jha had not approached the court he would not have been able to get promotion because Dr, A S Bains maintained his CPAR’s in bare minimum numbers.

For all its defences against non-performance, the Defence Research & Development Organisation (DRDO), ironically, has only to look within for ready templates of distinction. Programmes that have met targets are an isolated few but they worked well because their ethic symbolizes a fundamental breakaway from the tedium of the larger organisation’s default approach. Self-reliance, a term battered by DRDO’s track-record on showpiece programmes, shines beneath the hood in the Navy’s sonars, avionics and electronic warfare systems on IAF fighter aircraft and missiles developed under corporate foreign joint ventures.
The first two were developed on time because of the labs linking up with the armed forces right from the initial stages and, significantly, leadership that keeps young scientists on their toes. The latter, because international partnerships mandate a more professional approach to programme completion.
One of the most successful DRDO laboratories is also one of the least known, tucked away silently in the Trikkakara suburb of Kochi, fomenting applied research and technology to give the Navy real self-reliance in critical sensor systems.

The Naval Physical and Oceanographic Laboratory (NPOL), the only DRDO lab to win both the Silicon Trophy and Titanium Trophy for excellence, has, in the last two decades, given the Navy an impressive 87 per cent self-reliance in acoustic sensors for warships and submarines. All Navy warships, including foreign ones, as a result, are fitted with DRDO sonars like the APSOH, HUMVAD and HUMSA, and the Navy does not need to import. Now, it is putting its finishing touches to the USHUS sonar for the Navy’s Kilo-class submarines and the Mihir dunking sonar for HAL’s Advanced Light Helicopter, all well within their projected timeframes.

Vice Admiral Madanjit Singh, formerly the Navy’s Southern Commander at Kochi, said, “The NPOL’s success is from user involvement right from the word go. The steering panel is headed by a serving Naval commander who sets the agenda, efforts between the DRDO and Navy are joint.”

VK Aatre, former NPOL director who went on to become DRDO chief, agrees. “When I was there, we could not distinguish between designers, Navy personnel and production engineers,” he said. “We shared an excellent rapport. The difference here was that the user was part of the design team.”

The lab’s current director V Chander, an IIT-IISc alumnus, has espoused applied research like no other DRDO establishment, working not for idealistic invention, but delivering quality, fool-proof sonar systems to the Navy. How?

First, he’s rechristened the HR cell as People, Academics, Research & Training. He’s made sure young scientists get to spend time with the Navy for extended periods of time rather than labour away only in their laboratories. Third, he’s made sure that the level of involvement with warships and the Navy is so high that projects are either completed or prudently foreclosed before despondence and lassitude can set in.

Vice Admiral Singh, as DG Defence Planning in 2000, recommended to the Task Force on the Reorganization of Higher Defence Planning, that the country’s R&D labs be rationalized on the lines of NPOL. What ensued, another story entirely, was a turf war that saw the idea quietly dissipate. Another area where DRDO has shone despite itself is avionics and electronic warfare systems for IAF fighter aircraft.

The IAF’s most advanced fighter, the Sukhoi-30 MKI, flies with avionics developed by the Defence Avionics Research Establishment (DARE) in Bangalore, and has proved so good that the new British Hawk advanced jet trainers and the license-produced units of the upcoming contract for 126 foreign fighters, will be armed with DARE avionics and electronic warfare systems.

For now, in addition to the Sukhois, these arm IAF Jaguars and MiG-27s which, combined, have over 30 DARE electronic systems, including mission computers, electronic warfare suites, laser rangers and multifunction advanced cockpits.

A testimony to DARE’s work: in 2003, the Royal Malysian Air Force ordered radar computers worth Rs 21.15 crore (75 per cent of DRDO’s officially declared export value of Rs 27.93 crore) from DARE for its Sukhoi-30MM fighter fleet, and is interested in buying more.

Air Marshal JS Gujral, formerly IAF Central Air Commander and Deputy Chief in charge of acquisitions, feels DARE has done an excellent job in a world where such technology is simply too advanced to share. “DARE’s projects have succeeded also because of deep interfacing with the IAF. They have maintained a high mark in defence output and timeframes compared to DRDO’s other not-so-successful ventures. Across the board, the avionics and electronic warfare systems by DARE match up with the best in the world. The IAF has been very happy with what they have provided us,” Gujral said. DARE Director RP Ramalingam said, “DRDO has realized that if there is a WW III, the winner will be the side that can best control the electromagnetic spectrum, and has therefore placed India as a competent force in the world map of avionics.”

Foreign joint ventures, on the other hand, have compelled DRDO to put out more realistic predictions on time and cost. The BrahMos missile project, which began development in 1998 as a corporate joint venture with Russia and resulted in a world-class cruise missile that other countries now want to buy, was completed in just six years at a cost of Rs 667 crore – no time and cost overruns.

Similarly, the new generation Barak-II surface to air missile for the Navy, being developed by DRDO in a JV with Israel, is officially to cost Rs 2, 606.02 crore and be ready by May 2011, a far more realistic predictive frame than any other missile project under the indigenous IGMDP.

The defence sector does not have a policy for foreign direct investment, but DRDO open to joint ventures with foreign partners. No wonder then, that on June 7, the Parliamentary Standing Committee on Defence said, “BrahMos model should be followed in other projects also. Private sector should be given more opportunities in defence production and user participation should be encouraged from R&D stage.”
