Sir,
For your kind attention on the complaint under reference on the subject cited above. In this procurement case Scientists of DMSRDE, DRDO were involved.
DGR&D, DRDO is trying to protect the corrupt Scientists of DMSRDE who involved in Corruption by means of illegal FFIC. In this series he constituted two FFIC which made investigation on 13-14 March 2014 and 9-10 July 2014. First FFIC gave clean chit to Dr. AK Saxena and beyond their constitutional rights recommended two scientists transfers as penalty. This is the example case in government department where fact finding committee chairman acts as judge or DRDO Hqrs’s top management used him for unconstitutional act. This brilliant idea was came from the Dr. W Selvamurty’s great चेला ( who is running DRDO administration because everyone knows that our DRDO, DG is always busy with cooking, out of the way promotion and directorships for his ………….., so he leaves all the conspiracy acts to his administrative man like his predecessor did. Beside the whole organization witnessed the exemplary result of Dr. Arun Kumar, the predecessor’s Great चेला.
It is not new for DRDO, DRDO never take lessons from the failure of projects, that’s why Hon’ PM said on 19th August 2014 to DRDO’s so called ऋषि leave the “चलताहै ” attitude.
The report of second FFIC is still awaited, GOD knows what will Pande ji do, it is very interesting to see his report outcome and maybe you are waiting for DS list.
Bye they way please go through some astonishing facts of only one case as a example which establish how tampering of evidences and fabrication of documents took place in DMSRDE.
Under the various guidelines of CVC, Hon’ble Supreme Court & High Court Judgments, the intent/intention for criminal misconduct is sufficient ground for section 13(1)(d) of PC Act 1988.
The DMSRDE scientists are involved in Criminal Misconduct under section 13(1)(d) of PC Act 1988 which is established by following facts.
Supply Order of Rs. 45,76,005.00 was issued to KAN-THT (INDIA) Pvt. Ltd., Delhi vide SO No. 14AT0089 dated 19 November 2013.(Copy Enclosed)
Original Delivery Period (ODP) was 28 Feb 2014.
Complaint was made to CVC on 22 January 2014.
Supply Order was cancelled by Director, DMSRDE under planned conspiracy between Director, DMSRDE and KAN-THT India, Delhi.
Commercial Invoice No. BIOBASE20140123IN dated 22 and 23 January 2014 was issued from JINAN BIOBASE BIOTECH CO. LTD., CHINA to KAN-THT in the name of DMSRDE, Kanpur, I don’t think corrupt official of DMSRDE even know about this. (Copy of the Invoice is enclosed.
From Invoice of Biobase, China it is quite evident that KAN-THTwas mediator in whole procurement deal and SO was issued to KAN-THT not to Biobase, China. Since SO was issued to KAN-THT India, Delhi then how Biobase, China issued Commercial Invoice of the Fume Hoods on name of DMSRDE, Kanpur.
The price of 14 No. of Fume Hood 1200C as per invoice dated 22 and 23 January 2014 is total $ 35000.00 as per conversion rate of one $ = 62 Rs. 2170000.00 (Rupees Twenty one Lakh Seventy thousand only)
The cost of supply order for 14 No. of Fume Hood 1200C as per SO dated 19 November 2013 in INR is Rs. 45,76,005.00(Rupees Forty five lakh seventy six thousand and five only).
Therefore the difference in prices of Supply Order and Invoice is Rs. 24,06,005.00 (Rs. 4576005.00 – Rs. 2170000.00). The difference of amount of Rs. 24,06,005.00 was not justify, if you plus other expenses like transport/installation/profits etc not come more than 30 to 40% the nexus between, DMSRDE officials and KAN-THT India, Delhi can clearly establish.
The supply order was cancelled under exposure of deal & pressure of my complaint to CVC on subject matter. Cancellation of supply order itself shows that there was no need of Fume Hoods in DMSRDE and procurement was initiated just to get fatty commission by corrupt officials of DMSRDE. Therefore total amount of Rs. 4576005.00 of public money was going in wastage and major part of this, more than 50% was going in pocket of DMSRDE corrupt officer
Mere cancelation of Supply Order cannot dilute their crime under section 13(1)(d) PC Act 1988 and their involvement in criminal misconduct. It is very clear that Dr. Arvind Kumar Saxena, Director, DMSRDE was having intent for corruption of Rs. 26,14,815.00 and involved in criminal conspiracy and criminal misconduct along with Mr. Ajitendra Singh Parihar, Scientist ‘D’(The Indenter). Mr. Shielendra Kumar, Scientist ‘F’ (Head Estate & Work Division and MMG) and Mr. Ajay Chandel, Head of KAN-THT India, Delhi.
Till date no action has been initiated by Sri Avinash Chander, DGR&D, DRDO against Dr. Arvind Kumar Saxena, Director, DMSRDE despite he is fully aware of the real facts and truth of the case.
The crux of above case is how DRDO purchase manual manipulated in this case
As per invoice of Biobase, China the billing address is DMSRDE and shipping address is also DMSRDE, it means Dr. Arvind Kumar Saxena, Director, DMSRDE very well knows that if they ask CDC from CC R&D, DRDO who is suppose to issue CDC in the case of domestic suppliers will ask the copy of purchase order placed by domestic supplier to foreign supplier as well as the copy of invoice issued by foreign supplier to domestic suppliers and it is clear mandate that the more than 30% of the invoice cost are not allowed.
If the billing and shipping is direct to DMSRDE or any establishment than Director is suppose to issue CDC.
In this case as per Biobase, China invoice custom can made party for damrage charges to DMSRDE and DRDO lose its credentials.
This the mechanism to fooling the CDA and Government of India after making so many rules and precautions DRDO officials busy in research to fix the poor tax payers money.
In light of aforesaid facts, I kindly request you to submit your true findings& recommendations in FFIC report and leave the DS promotion list to almighty GOD’s disposalas these corrupt top DRDO officials could not write your faith.
Although as per DOPT Guidelines for FFI, you should call me for personal hearing but you make that technical lapse, still I again like to inform you that there are several trump cards that has not been revealed till so far as your FFIC did not gave personal hearing to me.
Besides this I would also remind you very humbly that like your Bigboss Sri Avinash Chander, you will not submit false report to protect Dr. Arvind Kumar Saxena, Director, DMSRDE, Kanpur as Sri Avinash Chander submitted false report to protect his friend Dr. Arun Kumar. That everybody knows the effort of Bigboss was failed and Dr. Arun Kumar was treated properly by Hon’ble Defence Minister Sri AK Antony.

Honorable Sir,
I have to submit following points for rejuvenate DRDO and give moral boost to real honest scientific work force for fruitful and meaningful system/ arms development for end application in three services.
DRDO since its inception was committed to assist the active services and the defence production agency in modernization of front line technologies.
Until 1980 the organization followed its road map which was evolved by Dr Kothari the then front line technologies to PM. Since then we fought three successive war with our neighbors and requirements of three services increased many fold as they had to secure our borders from external threats,
The demand on DRDO increased therefore, 52 defence R&D labs scattered across the India were established in phased manner. Primary importance was given to the development of long/short range missiles, tank equaling to world class technology, light combat aircraft, nuclear powered submarine, kilo class of warships.
With foregoing objectives government of India in 1980 when Smt Indira Gandhi returned to power declared DRDO an integral part of defence working under secretary, DR&D, DG, DRDO and Scientific Adviser to Raksha Mantri. (the three combined post to be hold by single person)
Simultaneously the annual budget of DRDO from Rs 64 crores was raised to 1100 crores in particular for establishing modern infrastructures and accelerates indigenous technology development of arms and ammunitions.
The enhanced fund and absolute power to SA to RM without accountability derailed the road map laid by Dr. Kothari the then adviser to PM. Prior to this the post of SA to RM was honorary post
Grabbing land in the name of defence and construction of buildings disproportionate to manpower was the prime work of DRDO top bosses after mid 1980’s. Since the omission commission is hefty every DRDO top officials focused upon the infrastructure development without justified the requirements or create fake requirement in the name of ongoing projects and this being continue till date. Annual maintainace and repairs of these unused infrastructures gulps the major chunk of DRDO annual budget.
Presently in DRDO 99% officials are engaged with procurement cases and look for its completion on 31st march every year, however, they have forgotten the development of frontline technologies and some of the projects/ programs under taken in early 70’s which were suppose to completed by not later than 5 years from the date of sanction is still incomplete after 40 years the notable example are Arjun tank, GTX engine, Tejas, Nag, Akash, Trishul missiles etc.
Due to weak government at the center nobody question the authenticity of prolong time taken for development of arms/ ammunitions etc.
While successive SA to RM were able to justify the failures and where the centre rewarded those with Padama Awards, such erroneous decisions encouraged the incompetency in DRDO and at one time before the Kargil War SA to RM authenticated the conceptual proving of the arms than the development of prototype. The justification was that “ we are 100 crores people nobody can attack on us”
Immediately India witnessed the Kargil conflict in 1999 where the General Malik said “casualties in the conflict could have been reduced had the Defence Research & Development Organisation (DRDO) not come in the way”
With this poor show of DRDO during Kagil war the then PM expressed unhappiness with then SA to RM and said “ अपना घर संभालिये सब कुछ ठीक नहीं चल रहा है”
Today the condition is that the DRDO procurement policy 2006 duly approved by finance ministry is violated by top DRDO officials (SA to RM, Directors, Program Directors etc.) by splitting the orders to make them within their sanction power. Compromising the quality, favors to vendor by customizing specifications, managed foreign visits with help of suppliers all this result at the end short closing of the project without deliverable output.
Now annually DRDO consuming not less than Rs 10000 crores but ultimate looser is country with poor tax payers. “DRDO has become social commitment” Former PM Sh VP Singh said in 2nd DRDO Director’s conference at Bangalore.

A white paper may please be sought from DRDO and it should be made public so that 49% FDI in defence sector could be justified.

Lab wise manpower vis -a -vis Project/Programs (it will give the clear picture of delays in output)
Products developed and its production and deployments in services for each lab (it will prove the worthiness of Lab)
Awards – vis a vis output of awardees
Incentives given on product development ( this will expose the real talent)
Patents – Granted/ applied
Man power planned and its proportionate buildup accommodation lab wise
Total cost of abandon equipments lab wise
Statistical failure data analyzing and corrective measure for deployed project like LCA/Arjun Tank/Arihant/various Missiles.
Sir, this is a honest approach to clean DRDO from corruption as you said in Kargil “Corruption is the worst plague that has ruined the country. Once it is rooted out, we will sail on the path of development smoothly,”

Kindly provide me with the following information requested under the purview of the Right to Information (RTI) Act, 2005 in respect of FR 56 (d). Fundamental Rules (FR) are statutory rules framed in exercise of the powers conferred by the proviso to Article 309 of the Constitution, by the President.
There is provision to grant extension in the service beyond the age of superannuation under the 2nd and 3rd provision of FR 56(d).
DOPT vide OM No. No. 26012/6/2002-Estt. (A) Dated 9th December 2002, fixed the Proforma for sending proposals for approval of Department of Personnel & Training for grant of extension to Government servants beyond the age of superannuation.
It has been observed that DRDO is not adherence to this Proforma for sending the proposals to DOPT and using a different Proforma having 10 points only while Proforma set by DOPT is having 13 points. (Copy of both DOPT & DRDO Proforma are enclosed for ready reference).
DOPT is also accepting the proposals of DRDO in another Performa framed by DRDO itself which left very vital information in its Proforma.
Kindly provide the following information under RTI Act 2005.
Sri P. S. Subramanyam, Director of Aeronautical Development Agency (born 28.06.1950) was on extension up to 64 years till 30 June 2014. Government of India has given one more year extension to him beyond the age of 64. Provide copy of File Noting of Screening Committee headed by the Cabinet Secretary and File Noting of Appointment Committee of Cabinet (ACC) for granting the extension in service after superannuation age of 64 years to him.
Copy of service extension rules / provisions of which service may be granted by Government of India to a Scientist working under Central Government beyond the age of 64 years.
DRDO sending proposals for approval of Department of Personnel & Training for grant of extension to Government servants beyond the age of superannuation with their own performa other then FR 56 (d) provide the copy of approval of competent authority for DRDO performa.

Please find enclosed letter in which I have submitted a complaint to Prof. Dinesh Singh, Vice-Chancellor Delhi University on 7th December 2013 by Speed Post regarding “Fake Experience Certificate issued from Dr. B. R. Ambedkar Centre for Biomedical Research North Campus, Delhi University” with evidences.
On 26th Feb 2014 an RTI request was filled to The Deputy Registrar (Information & CPIO) Delhi University, to know about the action taken by Vice-Chancellor Delhi University, surprising I have received a reply that office of Vice-Chancellor Delhi University not received my letter.
Now I am again enclosing this letter for your good office with expectation that as our Prime Minister is committed to eradicate corruption, in same line you will also take this high profile corruption, this type of corruption depriving the genuine honest talents for getting their due credentials. Ms S Geetha, daughter of ex Chief Controller, DRDO Dr W Selvamurthy submitted an experience certificate issued from Dr. B. R. Ambedkar Centre for Biomedical Research North Campus, Delhi University, for the post of Scientist ‘C’ in DRDO. The signature on certificate is of PROF. VANI BRAHMACHARI. Photocopy of RTI reply from Registrar, Delhi University in respect of said experience certificate that PROF. VANI BRAHMACHARI denied having ever worked with anyone named Ms S Geetha.

Photocopy of Ms S Geetha’s application is also enclosed herewith for your ready reference in which she mentioned that she worked as research assistant for 38 days in Dr.B.R.Ambedkar Centre for Biomedical Research North Campus, Delhi University and received amount @ Rs 5000/month.
Photocopy of RTI reply from Registrar, Delhi University in respect of said experience certificate is enclosed herewith for your ready reference. In this reply PROF. VANI BRAHMACHARI denied having ever worked with anyone named Ms S Geetha.
It is requested that please set an enquiry as per University Rules and regulation to find out the truth and punish the culprits so that this scientific & technocrat mafia who are working to oblige each other and thereby fooling the countrymen, stop their corrupt practices. The deserving and bright candidates consequently loose the opportunity to serve the nation.
Ms S Geetha is daughter of ex Chief Controller, DRDO Dr W Selvamurthy. Recently on 29thOctober 2013 Defence Minister recommended CBI inquiry against top DRDO officials and Dr W Selvamurthy is one of them. The recommendedCBI inquiry is for investigating the corrupt practices prevailing in RAC (Recruitment & Assessment Center) of DRDO. Ms S Geetha was also recruited direct as scientist ‘C’ with criminal conspiracy.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of LRSAM Project, DRDL’s demand of Design, Manufacturing, Supply, Erection and Commissioning of Detachable Integrated Logistics Store Enclosure vide Demand No. DRDL/LRS/26/98P/13/049 Demand Dated 31/12/13. It is observed that M/s Trinetra Constructions already started construction on the site against above demand well before (almost two months) supply order is not given to firm. The firm already erected the structure and work in progress the store was constructed and wall plaster is in progress.
The demand was raised vide Demand No. (DRDL/LRS/26/98P/13/049) dated 31.12.13 by sh V. Venkateswarlu , Scientist – D, LRSAM Project, DRDL SO Value with TAX (Rs.) 29925000.00 Firm Name M/s Trinetra Constructions Address 17-1-388/77/B, Lakshmi Nagar Colony, Saidabad , HYDERABAD The firm submitted the Bank Guarantee of Rs 2850000 vide Andhra Bank Guarantee No.35214IGPER0004 dated 13.03.14 As per the bank guarantee dates and enclosed photo of constructions anyone can understood the work was started very early before the date of bank i.e 13.03.14. Your rep Sh Ved Veer Arya , IDAS, finance officer , missile complex ( DRDL,ASL, was participated in the processing of the case. The matter is directory related with corruption and it seems that PCDA rep closed his eyes because the rate of construction of required store Enclosure is five time higher.

Copy of authority letter (other than supply order) given to M/s Trinetra Constructions enters and starts the construction the restricted area by competent LRSAM officials.
Date of starting construction by M/s Trinetra Constructions against above said demand.
Certified copies of last three years (April 2010 to March 2013) orders given by DRDL to M/s Trinetra Constructions.
Provide the number of supply orders placed to M/s Trinetra Constructions in April 2011 to March 2014 processed by CDA, Hyderabad.
Note : Matter is directly related to corruption and not exempted under Section 24 (1) as a proof the photos of above said Detachable Integrated Logistics Store Enclosure are enclosed.
Please follow the provision of section 6(3) of the Act.
