  1. Whether consolidated report on the complaints against Dr. AK Saxena & others of DMSRDE, DRDO, Kanpur has been received by Director (Vig.) and CVO (MOD) from DRDO as sought by your MOD ID no. 63/DO(Vig.)/CVC/2014 dated 04.08.2014 to Director (Vigilance & Security), DRDO. (Yes/No)
  2. If answer to point (1) is yes then provide the copy of the consolidated report received from DRDO.
  3. If answer to point (1) is yes then status of action taken by Director (Vigilance) on the report received from Director (Vigilance & Security), DRDO.

Sir,

With reference to above I would like to submit following facts for your mission of corruption free India.

  1. DMSRDE, DRDO, Kanpur is involved in R&D of polycarbosilane (PCS) since more than 15 years. This material is used for high temperature applications etc.
  2. Polydimethylsilane (PDMS) in form of brisk white powder is used as precursor material required for synthesis of polycarbosilane. Initially the PDMS was manufactured in small scale (quantity)in DMSRDE itself by Scientists of DMSRDE.
  3. The development process of polycarbosilane from Polydimethylsilane (PDMS) was patented by DRDO vide Indian Patent No. 249015 against Indian Patent Application No. 2254/DEL/2004 and the patent was granted on 21 Sept 2011 and published on 30 Sept 2011.
  4. The manufacturing technology of PDMS and polycarbosilane is having only with few countries in world.
  5. When Dr. A. K. Saxena took charge as Director, DMSRDE in January, 2011, he started the procurementof Polydimethylsilane (PDMS) and till date in the period 01.01.2011 to 31.12.2013 he procured 227 Kg PDMS costing around Rs. 1,86,35,780.00 in DMSRDE. PDMS was purchased in DMSRDE @ Rs. 80,000/- per kg approximately.
  6. Procurement was done through 8 demands of limited tender, repeat order and one last order through open tender. The strange fact is that all seven orders of this rare material was placed to M/s Mangalam Traders, Kanpur and the eighth supply order was placed to M/s Paawani Speciality Chemicals, Kanpur which is again the family firm of M/s Mangalam Traders, Kanpur.
  7. As per DMSRDE’s inputs the PDMS material was prepared by ex-DMSRDE employee Shri I. P. Pal, Ex Technical Officer ‘C’ under guidance of Dr. A. K. Saxena under roof of M/s Mangalam Traders, Kanpur of which proprietor is   Mr. Manish Gupta and Director is his brother Mr. Anish Gupta.
  8. The Cost and quantity was so designed and architect as every time the order should not exceed in the tune of Rs. 50 Lakhs so it will always come under sanction power of Dr. A. K. Saxena, Director, DMSRDE, Kanpur.
  9. The Prices of PDMS First Order 4/2/2011 cost @ Rs 45000.00/Kg Second Order 27/4/2012 cost @ Rs 70000.00/Kg, Third Order 4/04/2012 cost @ Rs 75000.00/Kg, fourth order 9/02/2012 cost @ Rs 75200.00/Kg, Fifth order 6/09/2012 cost @ Rs 80000.00/Kg, sixth Order 26/02/2013 cost @ Rs 80000.00/Kg, Seventh Order 06/11/2012 cost @ Rs 77800.00/Kg, Eighth 17/12 2013 Order 06/11/2012 cost @ Rs 77800.00/Kg.
  10. The whole exercise of procurement of PDMS itself exposes the corruption and corrupt practices prevailing in DRDO.
  11. The various documentary evidences already exposed the nexus between Dr. A. K.  Saxena and owners of M/s Mangalam Traders and M/s Paawani Speciality Chemicals Shri Manish Gupta and Shri Anish Gupta.
  12. I have filed a complaint to CVC dated 11 June 2014 regarding corruption in PDMS procurements in DMSRDE and DRDO HQ made 1stFact Finding Committee than after few months’ days DRDO HQ made 2nd Fact Finding Committee. Till date no action taken against Dr. A. K. Saxena by Shri Avinash Chander, DGR&D, DRDO and Scientific Advisor to Raksha Mantri, DRDO Bhawan, New Delhi.
  13. Now it seems Dr. A. K. Saxena convinced or taken care of motivation of Shri Avinash Chander and seems he inspired your 15th August 2014 address that “mera kya” and boldly raised open tender vide DMSRDE/15552004 dated 1st September 2014 for procuring 60 Kg PDMS.
  14. As per sources the Gupta Bandhu of M/s Mangalam Traders and M/s Paawani Speciality Chemicals, Kanpur  arranged 90 Kg PDMS and as usual the case initiated within the sanction capacity of Director i.e. 50 Lakhs of 60 kg. It is understood that the supply order will go in favour of Gupta Bandhu in any cost. Rest 30 kg PDMS will be procured under repeat order of the order issued against this open tender of PDMS.
  15. It is completely established corruption case and enclosed procurement details clearly show the modus oprendi of Dr. A. K. Saxena, Director, DMSRDE. The said open tender dated 01 Sept 2014 should immediately be cancelled till finalization of inquiry by CVC.

Sir, It is requested that for sake of poor tax payers money to take appropriate exemplary action  so that Shri Avinash Chander not dare to patronize such corrupt scientists and whole DRDO fraternity could understand  your commitment against corruption.

Role model and an inspiration for women scientist’s husband appointment case

DRDO advertised RAC Advt No. 110, December 2012 for the post of Scientist ‘G’ specially to accommodate CMDR S K Patel Husband of Ms Tessy Thomas but unfortunately due to lot of  resistance from DRDO senior scientists Sh Avinash Chander could not succeeded to obliged ? as he was not the big boss that time and Dr V K Sarswat turned down the case and thus RAC Advt No. 110 for Scientist ‘G’ mere wasted.

DRDO advertised RAC Advt No. 112/ October 2013 for the post of Scientist ‘G, this time  Sh Avinash Chander was boss and ignoring 485 available scientists G, CMDR(Retd.) S K Patel husband of Ms Tessy Thomas was selected and he joined DRDO as Scientist ‘G’ on 27 March 2014. He was appointed as Director in Directorate of QRS(DQRS) on 31 March 2014″ at DQ, DQRS as Director. The all eligible and more experienced DRDO scientists who are grown with DRDO Missile program now blowing the trumpet – Mera Kya, Mujhe Kya

               With reference to above subject and in the interest of larger public interest, the case study with evidences gathered by RTI replies from DRDO was submitted to then Defence Minister which subsequently endorsed to your department by then Defence Minister.

Surprisingly, today I have received above referred letter from your under secretary Sh S G Mulchandaney, in which he attracts my attention to DOPT OM No.11013/08/2013-Estt.(A)-III. (Copy enclosed for your ready reference)

It seems that your officials sitting there dealing such serious matter/ information blindly they even not bothered that it was duly endorsed by honorable minister. Can DOPT tell me that information submitted by me is related by any means with the DOPT OM No.11013/08/2013-Estt. (A)-III dated 6th June 2013.

It is requested that please take appropriate action to theses irresponsible officials who are trying to discourage honest approach for clean governance.

Honourable Sir,

DRDO basically turn as den of corruption and manipulations, still not ready to accept that the new era of corruption free governance begin in country.

The root of corruption and the confidence of manipulation and thinking of fooling the politicians in the name of defence secrecy are deeply absorbed in the blood of top old senior scientists who are running the DRDO show.

If some vital information exposed by media or frustrated honest scientists to the government, DRDO first advocate in the name of secrecy or next thing is same old established tactics that make a 1st fact finding committee then 2nd fact finding committee and encash the complaints with temporary duty claims in the name of inquiry and stretch the case up to year or two and people will forgotten the issue/corrupt officer retire from service  and corrupt official easily gulp the poor tax payers money.

Sir, will you seriously going to take the corruption prevailing in DRDO which is very important because our defence preparedness is lying on the shoulder of DRDO, if it is not strong enough then what will the fate of country.

As in 5th September 2014 in your interaction to our lovely school students gave clear message that up to 2024 you are ready to give blessing and service to our country. It is very important that you have to operate the inside spread cancer (corruption / nepotism / favoritism) of DRDO.

I would like to inform you that I have continuously submitting lot of complaints in various agencies like CVC, IB and CBI since last 15 years and simultaneously exposing via www.corruptionindrdo.com since 4 years.

Recently, I have submitted 12 complaints on corruption against Dr. Arvind Kumar Saxena, Director, DMSRDE, DRDO, Kanpur to CVC, New Delhi. The complaints are tip of the iceberg and proper investigation can reveal hundreds of crores corruption which was executed by Dr. Arvind Kumar Saxena via various means.

DRDO’s expert manipulators made first fact finding committee spend few time and then made second fact finding committee and now they are killing the time in Dr. Arvind Kumar Saxena’s corruption cases.

Then after few years CAG will submit a report in front of honourable parliament like CAG Report CA No 30 of 2013 (Defence Services) Chapter V, DRDO

Para 5.1 – Extra avoidable expenditure by ANURAG – Violation of the prescribed procurement procedure and allow M/S ITI to execute the job through outsourcing at higher price resulted extra expenditure of Rs 2.12 Crores by ANURAG.

Para 5.2 Unwarranted procurement of CATIA V6 Software costing Rs 11.05 Crores and lying unused since 2011 – ANURAG

Para 5.3 DRDO procured components for NAG Missile at a cost Rs 52.58 Crores in anticipation of an order from Army, which resulted in blocking of Government money of Rs 34.70 Crores.

The man behind the ANURAG procurement manipulation enjoying extension, he is one of the Gem of DRDO scientist and expert such procurement business since his induction in DRDO as direct Scientist D.

Above CAG reports are very tiny part of DRDO corruption the actual corruption is in the tune of thousands of crores every year, dumping equipments, construction buildings in the name of infra structure development without needs and lot of things.

Hope we will witness some great steps as the whole country believes in your working and fast decisions mechanism.

Sir hope you will segregate the real Rishis who are in clutches of few Rakshas.

Role Model and an Inspiration for Women Scientists – Especially for DRDO

“We feel Tessy Thomas serves as a role model and an inspiration for women scientists to achieve their dreams and have their feet planted in both worlds successfully,”

In January, Prime Minister Manmohan Singh told the Indian Science Congress that Ms Thomas is an example of a “woman making her mark in a traditionally male bastion and decisively breaking the glass ceiling”.

Ms Thomas – the media also love to call her Agniputri, or one born of fire, after the missiles she has helped develop.

An expert in ‘solid propellants’, which fuels Agni missiles, she is based at the Advanced Systems Laboratory in Hyderabad. ????????

But the charismatic scientist says she has never faced any anti-female bias at her workplace ??????

Women scientists enter IIT council Akshaya Mukul, TNN | Sep 2, 2014

NEW DELHI: The IITs, predominantly a male club that never had a woman director or scientist in its council, is in for a big change.

HRD ministry has nominated two women scientists Tessy Thomas and Vijayalakshmi Ravindranath to the IIT council, the apex body of 16 IITs.

A senior HRD official said, “The idea behind getting women scientists in the IIT council is to show that science is not the sole preserve of men. Women can be at par with men in carrying out research.”

Some of DRDO women scientists truly inspired by Tessy Thomas and all DRDO witnessing the progress of those women scientists who are following  Tessy Thomas’s footsteps.

(d)     The custodian of information sought is ACC Cell, hence denial of information is illegal under RTI Act 2005.

(e)     The information was denied to conceal the facts related to irregularities & illegality in contractual appointment of Shri Avinash Chander, CC (R&D) as Secretary, DRD, MOD by ACC.

(f)      Under the provisions of Section 7 subsection(8) [Disposal of Request], reproduced for your ready reference:

Where a request has been rejected under sub-section (1), the Central Public Information Officer or State Public Information Officer, as the case may be, shall communicate to the person making the request,—

(i) the reasons for such rejection;

(ii) the period within which an appeal against such rejection may be preferred;   and

(iii) the particulars of the appellate authority.

The CPIO should provide the period within which an appeal against such rejection may be preferred and particulars of the appellate authority but such information was not provided in his letter dated 29 August 2014. Thereby CPIO fails to perform his duties properly and violated the provisions of Section 7(8)(ii) &(iii) so that appellant could not file first appeal.

(g)     As a matter of fact, an another application under RTI Act 2005 was filed on 29th January 2014 to CPIO, DOPT by appellant regarding contractual appointment of Shri Avinash Chander as Secretary, DRD, MOD. (Annexure FA3)

(h)     The same application under RTI Act 2005(Annexure FA3) was transferred by DOPT vide letter No. 39/3/2014-EO(SM-I) dated 16-04-2014 to CPIO, ACC Cabinet Secretariat. The information sought in the said application under RTI Act forwarded by DOPT to ACC, Cabinet Secretariat was provided to the appellant by Shri K.A. Avinash, US & Link CPIO, ACC vide letter No. F 12015/277/2014 dated 19 May 2014.(Annexure FA4)

(i)       It is very surprising that same nature of information was provided by one CPIO of ACC, Cabinet Secretariat vide letter dated 19 May 2014 but now the same nature of information was denied by another CPIO, ACC on false & illegal grounds.

(j)       The information sought is neither related to DRDO nor DRDO is custodian of the information sought, information sought is not at all related to charter & activities of DRDO, ACC is sole custodian of the information sought and information sought is pertaining to activities, charter & business of ACC under Allocation of Business Rules 1961.

(k)     The denial of information by misusing section 24 of RTI Act 2005 by CPIO, ACC is motivated to protect the interest of particular officer and to conceal irregularities committed by ACC in appointment of Shri Avinash Chander as Secretary, DRD, MOD.

(l)       CPIO denied information on illegal grounds with malafide intentions to harass the appellant.

Appellant sought information vide his application dated 01 August 2014 under RTI Act to CPIO, ACC, Cabinet Secretariat and the information sought was denied by CPIO, ACC. Dr. Manoj Gupta Sc ‘G’ along with his wife and colleague Dr. RS SATPUTE Sc ‘E’, HEMRL, DRDO, Pune went to Colombo, Sri lanka on 25th August 2014 on tourist Visa.

Dr. Manoj Gupta was successfully kidney transplanted on 1st September 2014 and massage of his operation was received by his colleagues in HEMRL, Pune.

A article was published by Sri Lanka Guardian on 29th April 2014 “Kidney Racket & Dysfunctional Medical Laws” Colombo, Sri Lanka Guardian) Some unscrupulous Sri Lankan doctors have allegedly made a fortune by luring poor Indian men to sell their kidneys, which were then transplanted in new recipients who coughed up on average 4-5 million rupees for their organ transplants. Information revealed by three Indian agents who were arrested by the Police in Andhra Pradesh is sickening. Police say that the suspects who themselves had sold their kidneys to rogue Sri Lankan doctors have facilitated the sale of 21 kidneys of poor Indian villagers during the last several months.

In view of above it is requested that kindly investigate the matter thoroughly as per THE TRANSPLANTATION OF HUMAN ORGANS ACT, 1994 No.42 OF 1994 dated 8th July, 1994 for the sake of our poor villagers, who were exploiting by rich and educated heartless people.

( April 29, 2014, Colombo, Sri Lanka Guardian) Some unscrupulous Sri Lankan doctors have allegedly made a fortune by luring poor Indian men to sell their kidneys, which were then transplanted in new recipients who coughed up on average 4-5 million rupees for their organ transplants. Information revealed by three Indian agents who were arrested by the Police in Andhra Pradesh is sickening. Police say that the suspects who themselves had sold their kidneys to rogue Sri Lankan doctors have facilitated the sale of 21 kidneys of poor Indian villagers during the last several months.

Worse still, Police say many of those hapless Indian kidney donors have been duped by Lankan doctors. One such victim, known as Kiran was quoted in the flagship Indian newspaper, the Times of India, as saying that though he was initially promised a half a million rupees, doctors after removing his kidney paid him only Rs 390,000. Those very doctors had been making a fortune, charging 4-5 million rupees from the patients in order to transplant those unlawfully obtained kidneys.

What has allegedly taken place in some of those state-of-the art private hospitals in Sri Lanka is a mafia- styled exploitation of the poor and the vulnerable. The lax legal regulations governing organ transplant in Sri Lanka and the sense of urgency of the life saving operation has been exploited by the unscrupulous entities in the medical profession to make a fast buck at the expense of poor and vulnerable donors and equally helpless recipients.

Incriminating details unearthed by the Indian police have proved a nexus between some of the local doctors, Indian agents, donors and recipients. Some rogue doctors have operated safe havens for unscrupulous organ donors and paid their expenses during their stay in Sri Lanka as part of a monetary package that the donors have been promised in return for their kidneys.

It is disturbing that the Government Medical Officers’ Association (GMOA), which has regularly been speaking up for the professional rights of the doctors is maintaining a deafening silence on the scam. Such a silence could well be opportunistic.

The Ministry of Health has launched a probe on all kidney transplant operations performed from January 2013 to April 2014 at private hospitals in the country.

Director, Private Medical Institutions Development Unit, Dr. Kanthi Ariyaratne, has been instructed to investigate the donors, the surgeons and medical teams that performed transplant operations and as to whether any exchange of money had taken place or any third party had been involved in obtaining kidneys .

Sir,

The DRDO top officials are not bothering the increasing numbers of court cases. It is not linear increase but it is in multifold, from CAT to High Court followed to Supreme Court.

As a learned lawyer you can very well understand the clients mental status when someone involve in court. Scientists or technical official who are engaged in court business than expectation of product output from them is futile.

If you ask your scientific adviser the figure of court cases and court expenses of last five years along with solicitor general’s advices or legal cell advices in which they deny for further move but the ego of DRDO’s top brass are very high.

Sir, you have check the payments to lawyers some time DRDO using project funds illegally and the scientists are also involved to attend court cases in the name of technical discussion in nearby DRDO or other establishment.

In RTI, DRDO will not provide the number of cases running in various courts across the country but certainly you will able to get data of cases and number of scientist and technical officials are involved. Number is alarming i.e. in thousand.

For example one simple case of tenure transfer of scientist is enclosed. In which you can understand the level of ego of senior DRDO officials compel to scientist go to the court and waste his hard earn money and suffer unnecessary. Dr. Vijay Veer, Director, DRL, Tezpur’s ego and his incompetency resulted to this CAT case.

As our Prime Minster said in his 15th August speech that he observed that in ministries department running as their own jagir and this clear cut accurately fit with DRDO working.

With great hope that you will certainly look into the matter and asked to correct this court business in DRDO.
