  1. Fact finding not found any truth for complaint submitted by Sh Navin Praksh Gupta and Prabhu Dandriyal and thus dropped and rejected.
  2. Prabhu Dandriyal was terminated by DRDO (Stated without proof and will pay for that will be filed criminal case against Sh D N Tripathi, Sc F, Addl. Director Administration and Finance, DMSRDE, Kanpur in Dehradun Court)

But Chairman FFIC, Dr S S Negi who is Dr (PhD) on Semiconductor Devices turns Dr on psychology and forgot the procurement related corruption allegation, started the analyses of behavior and life style of Sh R P Bhatt, Sc’F’ and Sh N P Gupta, Sc ‘C’

Committee certified that – Sh R P Bhat, Sc’F’ is a habitual drunkenness, misbehavior, threatening and harassment to others, including the transfer to other lab. The question is it was in the purview of Dr. Negi & team or if it is correct than how Sh R.P Bhatt promoted up to Sc ‘F’, is Dr Negi team gone through the last 5 years APAR of Sh R P Bhatt any negative comment of Dr A K Saxena was there?

As per sources the second Fact finding Committee asked all procurement related files and found lot of irregularities, but the Sh Avinash Chander and Dr A K Singh both were given assurance to Dr A K Saxena, the reason only know to them or GOD.

The website have all documentary evidences to prove the corruption allegations, it is expected that DRDO have no choice to send all these cases for CBI inquiry and website will submit all those evidences to CBI, which website continuously receiving.

See the DRDO efficiency till date DRDO not take any action on the basis of second fact finding committee reports or neither had they submitted the fact finding report to CVO, MOD.

As Director (Vigilance), MOD has sought Director (Vigilance & Security), DRDO for consolidated report by his letter dated 04 August 2014.

Toilet truth hits drive

New Delhi, Sept. 3, 2014: Whether the digester bacteria have called cease work or not isn’t clear but the government’s bio-toilet drive in villages is suddenly looking a bit leaky.

The Odisha government has told the National Human Rights Commission that nine of the 12 bio-digester toilets installed in five villages in Bhadrak district have become defunct, contrary to the Centre’s claims that these toilets don’t need maintenance.

The toilets, developed by defence research organisation DRDO and launched by then rural development minister Jairam Ramesh as part of the Centre’s drive to end open defecation, had been installed in 2012 in two blocks — Dhamara and Basudevpur — all meant for community use.

In a report last month, the state’s rural development department said the Bhadrak district administration had written to the DRDO in July requesting it to repair the toilets — that use bacteria for treating the waste — but has got no response yet.

No one from the DRDO was available for comment.

The report followed a case filed by a lawyer, Radhakanta Tripathy, who complained to the rights panel that the toilets were not helping the common people and the practice of open defecation was continuing as before.

“The people were expecting their miseries would end after the installation of the bio-toilets. These toilets have become defunct and nobody is taking responsibility for their maintenance,” Tripathy said.

The report has come as a “reality check” at a time the Centre is promoting these toilets in a big way as part of its efforts to make India free of open defecation by 2019.

A letter from the ministry of drinking water and sanitation last month to all state secretaries in charge of sanitation said states may be given the option of adopting the DRDO model for safe disposal of human waste. The ministry also sent the names of 39 firms that produce bio-toilets, used mainly by the army in high-altitude areas.

The railways, islands such as Lakshadweep and houseboats also use the technology that involves bacteria converting human waste to odourless compost and biogas. There is no need to replenish the bacteria since they regenerate.

Bindeshwar Pathak, founder of sanitation NGO Sulabh International, said the technology was not foolproof. “The water released from tanks of these bio-digesters is pollutant. The technology should be further developed.”

But Rail Tech, one of the firms mentioned in the government letter, defended the technology. “The technology is working perfectly in trains and army camps in high-altitude areas. There is no reason why they cannot work in the plains,” Rail Tech director Kunal Jain said.

He said the problem lay with the user. “If foreign materials are dropped into the drainage system of the toilets, they will stop working.”

Bio-toilets Fail to Flush out Open Defecation in Bhadrak

BALASORE: The much-touted bio-toilets are lying defunct in Bhadrak district for over a year as technical details of construction of the toilets are neither available with District Water and Sanitation Mission (DWSM) nor its State counterpart.

The bio-toilets were installed by Defence Research and Development Organisation (DRDO) in association with the Federation of Indian Chambers of Commerce and Industry (FICCI) on a pilot basis in Dhamara and Basudevpur of the coastal district which houses India’s strategic missile test facility at Wheeler Island.

Sources said of 12 such loos set up in 2012, only three are in working condition now. While eight bio-toilets, dubbed as E-loos, were installed in villages, four were set up in Basudevpur NAC area. The toilets were constructed for community use at Jayadurgapatna, Amarnagar, Dhamara, KK Pur and Mandari.

The villagers alleged that the toilets lack water supply and proper ventilation. “The toilets lack adequate space for use and do not have ventilation ducts. The toilets were used only for a few days after installation and most of them are lying in an abandoned state now,” said a local, Gouranga Panda.

The residents claimed that the bio-toilets were not user-friendly. While the excreta was not getting flushed out, the water supply was irregular. Later, the doors of the toilets were damaged.

The units were so small that people felt suffocated inside. As foul smell started emanating from the toilets gradually, people stopped using them. Surprisingly, the district administration has turned a blind eye to the issue, they alleged.

Deputy Secretary of Rural Development (RD) Department Subash Chandra Das said the Department was unable to repair the bio-toilets as it did not have technical details.

Though the DWSM and Bhadrak Collector have asked the DRDO authorities to make these toilets operational as well as supply technical details, there has been no response yet.

With the toilets lying defunct, around 1,020 families are forced to go for open defecation. Of those families in four villages except Mandari, who depend on the bio-toilets, only 170 have individual household latrines (IHHLs). Mandari comes under Basudevpur NAC where four bio-toilets were constructed.

Das said the BDOs of Chandabali and Basudevpur and Executive Officer of Basudevpur NAC have been instructed through the Collector to issue work orders for construction of IHHLs in these villages.

Sir,

With utter dismay and disgust, I the dishonor of informing you that HUMANITY have been put to SHAME by the INFAMOUS Dr. A K Saxena, Director DMSRDE, who is fighting his last / lost battle of his corrupt practices due to my PIL before the Hon’ble Delhi High Court.

I am a committed INDIAN whose sole motto is to fight corruption, particularly in DRDO. It was because of my efforts that Dr. Arun Kumar (erstwhile Director of Personnel, DRDO); and Dr. A K Taygi (erstwhile Director RTI Cell, DRDO) have been charge sheeted and Dr. AK Mani (erstwhile Director LASTEC,Delhi) took VRS to avoid charge sheet because the fire case of COIL laser project was enough against him.  I am sure SIR, that you would have been briefed about the submissions made by Mr. Anil Soni (counsel for MOD) before the Hon’ble Chief Justices of Delhi Court on 29-04-2015 in reference to my PIL (W.P.(C) 3610/2015) that as to why DRDO should not file an FIR against Dr. A K SAXENA with CBI for adopting corrupt practices to LOOT exchequers money for his personal benefit.

On 01-05-2015, an employee of DMSRDE, Mr. Raj Kumar, Technician-A entered the premises of DMSRDE at 1020 Hrs. He punched his attendance card and while signing the late register he collapsed at the gate itself.  This INSENSITIVE Director of DMSRDE kept his body at the gate till 1300 hrs. The question is that when last month Dr. A K Saxena took his mother to PGI, Lucknow in DMSRDE ambulance and accompanied her in his staff car, why didn’t he show this basic courtesy to Mr. Raj Kumar. Director of a laboratory is supposed to be the guardian of his officers and staff. As per the laid down SOP he ought to have informed the police immediately and sent the body to a govt. hospital. Dr. A K SAXENA didn’t do either of the two and allowed the body to remain at the gate for three hours. The disgusting thing is that the body wasn’t even covered with a piece of cloth.

Mr. Raj Kumar, Technician-A was basically being harassed by Dr. A K Saxena. Mr. Raj Kumar, Technician-A had made several verbal requests to Dr. A K Saxena for a transfer to a technical group that would have benefitted him in his promotion. The question is that why was Mr. Raj Kumar, Technician-A posted in a group which only does paper work. Dr. A K Saxena is a master of using posting and transfers as TERROR TOOL within the laboratory. Till now he has effected hundreds of transfers in his span as a Director and now he plans to transfer Head of Works for the THIRD Time.

Dr. A K Saxena visited the body of Mr. Raj Kumar after two hours and the important functionary of laboratory, Mr. R K Jain, Head Administration was missing from the laboratory. Incidentally Mr. R K Jain as Chairman of Vendor Registration Committee is INFAMOUS for registering Vegetable Vendors  for supply of chemicals and costly equipments to DMSRDE at the direction of Dr. A K Saxena.

Officers and staff of DMSRDE, Kanpur are suffering at the hands of Dr. A K Saxena and today all of them were shattered by his DISGUSTING INHUMANITY.  These days he only busy in making his PENSION Papers for a safe exit from DMSRDE. He doesn’t realize that like  Dr. Arun Kumar (erstwhile Director of Personnel, DRDO) and Dr. AK Mani (erstwhile Director LASTEC,Delhi), he will also not get clearance from vigilance for their crimes.

It is therefore requested that CORRUPT and INHUMAN Director Dr. A K Saxena be removed with immediate effect and thus stop him from DESTRUCTION of EVIDENCE of his crimes.

CORRUPTION IN DRL, TEZPUR BY DR. VIJAY VEER, DIRECTOR, DRL, TEZPUR – PART-II

SUBJECT: CORRUPTION IN PROCUREMENT OF STORE ITEMS FOR TRANSIT GUEST FACILITY AT TAWANG, BY DR. RKR SINGH, TECHNICAL, OFFICER ‘C’ AND DR. VIJAY VEER , DIRECTOR, DRL, TEZPUR , DRDO, MINISTRY OF DEFENCE.

  1. Through the note sheet dated 26.09.2013, Dr. Vijay Veer approved the procurement of some items but surprisingly the amount of procurement items for which approval was sanctioned not mentioned and mode of purchase was not mentioned. Which is essential for the approving the financial sanction by CFA under Purchase Management 2006 of DRDO.
  2. A note sheet dated 26.09.2013 was initiated by Dr. RKR Singh, Technical Officer ‘C’ , OI/C , DRL Detachment(Dett.), Tawang to Director & CFA DRL Tezpur. The said note sheet was approved by Dr. Vijay Veer, Director and CFA on 26.09.2013. Copy of the note sheet is annexed as Annexure No. -1.
  3. This case is regarding false procurement of furniture (bed), Blanket and mattress by submission of improper  bills.
  4. He is involved in various kinds of financial irregularities and misappropriation of public funds by making fake procurement with help of his favourite very junior officers at DRL, Tezpur.
  5. Vijay Veer, Scientist ‘G’ taken over as Director, DRL, Tezpur w.e.f. 01st March 2012. As per DRDO legacy Dr. Vijay Veer start running DRL, DRDO, Tezpur violating all laid down rules of GOI. His superannuating on 31 December 2015.
  6. Defence Research Laboratory (DRL), Tezpur (Assam) is an establishment of Defence Research & Development Organisation (DRDO), Ministry of Defence, DRDO Bhawan, New Delhi.
  7. The Indents were initiated under cash purchase in Performa DRDO.MM.09 (Prescribed Performa for Cash Purchase under Purchase Management 2006). All these indents were initiated and countersigned by Dr. RKR Singh, himself as OI/C, DRL Dett. Tawang, HOD, High Altitude Division and finally approved by Dr. Vijay Veer, Director and CFA on 10.10.2013. Copies of all three cash purchase demands (indents) are annexed as Annexure No. – 2A, 2B & 2C. The summary of said procurement is given below.RKR case tableRKR case table
  8. The Receipt, Issue & Expenditure Boucher No. CRV/100 dated 19.11.2013 is attached as Annexure No. – 3.
  9. Copies of bills submitted by Dr. RKR Singh for said procurement under cash purchase are annexed as Annexure No. – 4.GROUNDS
  10. It is quite evident from facts & documents attached above those three demands were initiated by Dr. RKR Singh, Technical Officer ‘C’ both as Indenter & HOD. These demands were raised on 09.2013, 07.10.2013 and 07.10.2013 respectively.
  11. These demands get financial sanction from Accounts Officer, Store Office, OI/C Planning & Coordination and Director/CFA on 10.2013.
  12. Items not came in DRL premises, no entry of item at Security Gate is available, no physical verification of items purchased which is quite evident as Wooden Bed were purchased at Tawang which 350 kms away from Tezpur.
  13. Surprisingly the bill submitted by Dr. RKR Singh, Technical Officer ‘C’ is of dates 09.10.2013, 01.10.2013 and 09.10.2013, which are prior to the date of sanction/approval by Director/CFA. Such practices are not permissible under Purchase Management 2006.
  14. This establishes that the items were procured even before sanction/approval by CFA and without withdrawing Cash Section of Finance Division or Cash Purchase Officer.
  15. Since procurement was not visible so improper bills were submitted as without getting fund from Finance Division of DRL, Tezpur, then from which money Dr. RKR Singh purchased the said items for which he submitted false bills.
  16. On perusal of items it establishes the items were purchased for creation of Temporary Transit Facility in the already available structure at DRL, Dett. Centre, Tawang. There was no exigency in the matter as Tawang is 350 kms away from Tezpur and none of the official visiting there regularly. The said items should be purchased after due sanction and approval of CFA and withdrawal of fund from Finance Division of DRL, Tezpur.
  17. The DRL Dett. Centre, Tawang is at 350 km from Tezpur and there is no permanent/temporary/prefabricated structure at site of DRL Dett. Centre, Tawang. Only two teen shades of small size are there and one garage. Even the toilets, bathroom and boundary are not there on site of DRL, Dett. Centre, Tawang. Copies of recent photographs of DRL Dett. Centre site are annexed
  18. It is self explanatory from these photographs of DRL Dett. site that there is no Temporary Transit Facility existing in DRL Dett. Centre, Tawang. Even there is no boundary wall and kitchen etc then how any official of DRL, Tezpur can can stay there.
  19. Two employees Mr. N. Tashi, Security Attendant ‘A’ and Mr. L. Rinchin, Security Attendant ‘A’ who originally hails from living at Tawang unauthorizedly without any Posting Order (DO-I) or Movement Order  for Temporary Duty.This establishes whole conspiracy for misappropriation of fund by Dr. RKR Singh and Dr. Vijay Veer by submitting false demands, false bills and misappropriation of Rs. 24533.00 without purchasing any item.

    However, the amount of public fund is small but it establishes doubtful integrity of Dr. Vijay Veer, Director, DRL, Tezpur and Dr. RKR Singh, Technical Officer ‘C’. It warrants disciplinary action against both of them under CCS (CCA) Rules 1965 and Prevention of Corruption Act, 1988.

Army’s fleet of Arjun tanks face technical issues; major proportion of 124 tanks in service not operational

NEW DELHI: The Army is facing major technical issues with its ‘indigenous’ Arjun tanks, as a significant proportion of its fleet has become inoperable in recent months and are non-serviceable due to continued maintenance problems.

The Army, which reluctantly inducted 124 tanks from 2009, after the UPA government insisted that a token number have to be ordered to keep the tank development programme viable, has of late been having quality problems with the fleet.

The defence minister has been apprised of the issue. Sources said that the Army’s opinion is that while a large number of tanks are not operational due to technical defects, the fleet as such is not combat worthy due to reliability issues. “A number of tanks are not operational currently as transfer of technology (ToT) of several imported systems fitted onboard has not been done,” an Army official said.

The Army is surprised that quality issues have started arising even though the entire fleet came into service as recently as 2013 when deliveries ended. Given that the tanks are highly dependent on foreign equipment — 60% of the tank is imported — the failure to get maintenance technology means that the systems have to be sent abroad for even minor repairs.

It is believed that a meeting on the low serviceability rate of the Arjun fleet was conducted at South Block recently and Defence Minister Manohar Parrikar is aware of the problems. The Army has identified 96 problems, including 18 major ones. The minister has been keen to increase the efficiency of existing platforms available with the military given that there is a paucity of funds to procure new systems.

In IAF, he has personally intervened to ensure that the availability rate of the Su 30 fleet improves by at least 10%. A similar approach is being taken for the Army too. DRDO is, meanwhile, working on the development of a successor in the form of the Arjun Mk II.

Last year he was blessed by Sh Avinash Chander but now things are changed in DRDO.

As per sources in earlier all his assessment outside expert is always same person.

He has good proximity with Dr R K Jain, because both scratches each other back.

More than 80 % believes in Dr A K Singh capability of manipulation as per them he will get or manage promotion.

Dr A K Singh giving illegal support to his sister Dr Shashi Bala, Director, DIPAS for harassing  Dr Gausal Khan, Scientist, D, from NRI quota and a minority community, helping her maligning the image of DRDO. The ex SA specially given direction in Dr Gausal Khan case no intervention by DOP but DOP put his pet person Sh Rajiv Ranjan on the case.

if Dr A K Singh successes to get promotion then it means we have to fight with more strength to beat these kinds of corrupt officials.

Sir,

     When GOI gave approval to DRDO for Recruitment Assessment Center with the intention in 1984 that DRDO mission mode project will not suffer because of shortage of manpower.

Passage of time now Recruitment Assessment Center become den of corruption and the reason GOI approved this recruitment system get no result. Recently   parliament witness that all core DRDO project are running unprecedentedly behind the schedule.

The numbers of complaints received against DRDO recruitments by MoD in past 10 years is clear cut evidence of RAC manipulations. Ex. Defence Minister already gave approval for CBI inquiry against 10 top DRDO scientists including two former DG. Unfortunately accused DRDO, DG, Dr. V K Saraswat who are also convicted by Madras High court also enjoying state minister post as permanent member in NITI Ayog.

Sir , please find the another example of Dr.A K Singh’s manipulation in recruitment of scientist. Today website received this letter and forwarding you for appropriate action to save premier defence organization from the clutches of corrupts.
