            Nobody is getting transfer from drl  due to unlawful  behavior of Dr vijay Veer and previous director Dr Lokendra singh . peoples are going to CAT . but some chamcha are getting both transfer and outstanding promotion like DR Anurag Pandey Sc C joined drl at 31/08/09 and got twice transfer (document attached) first from DRL to DRDE and then DRDE to nagpur near is home town in public interest  .Even he did not complete his tenure of 3 year as mentioned in his joining letter (attached). because he developed some fake product like  TERMICLEAR which is carcinogenic (AMES test positive) also got scientist of the year award in 2010. he also developed herbal Painout in which there is nothing Herbal. he also got Outstanding promotion in 4 years.

Sycophancy actually has classic Greek antecedents which makes sense because it is a classic act. The first sycophants were those who reported to the courts in ancient Greece about who was doing what to whom largely without proof… nothing much has changed since then and our army of lick spittle and belly crawlers have refined it to a science and an art.
In fact, with this capability being of the essence for survival it is pretty much on the cards that one day very soon it will be a post graduate course in a good university . You see, sycophancy or toadying up to the boss is a highly functional option to hard work and industry because bosses love it. Endless flattery to keep the ego swollen, gales of laughter to accompany frightful jokes, sprays of praise drenching the CEO, the more blatant the better. Even the bosses who pretend to have the intellect to ‘see through it’ enjoy the fantail of fawning Uriah Heeps who act as a backdrop for them. And it is not just about politicians, it is across the board.

Having done much research on this cadre and the potential it has for success, promotion and tangible perks I have divided the tribe into five categories which you may recognise or actually belong to without realising it.

THE OFFICE BUTT KISSER

He is unctuous, cloying in his shameless praise of the superior’s ideas, always grovelling and nodding his head in premature agreement, willingly rendering space, scuttling about doing the big man’s bidding, and bowing and scraping like a windshield wiper, all of it wrapped up in servile body language and that throat catching gasp of awe in his voice: sshh, the CEO is on his way . Like Thor was coming down from Olympus.

THE GREAT POLITICIAN AND PRETENDER

He spends his life networking and, like a crazed bee, flitting from flower to flower picking up pollen laced with malice.Dangerous to those who cross him his only aim is to have the chief ‘s ear and retain it.This he manages by snitching, sneaking, backstabbing and other such genial exercises camouflaged with a thin patina of friendliness as he shoves the knife in. For some reason the top bosses depend on him for the dirt that shores up their inherent insecurity so he becomes indispensable.

THE ERRAND BOY

He manipulates the boss through the family. Sir I brought five kilos of rice from our own farm. Pedas from Mathura. Fresh gur from his uncle’s factory.

Does madam’s shop ping. Takes the kids for tennis. Drops visiting relatives to the airport, takes them sightseeing. Fetch and carry , a sort of ADC cum flunky who then wins back favours by making the cut every time there is the 5 o’clock HR letter moment.He is just too vital to the boss’s comfort zone to be sacked.Ergo, he crawls up the ladder.

THE UNTIRING OVER WORKER

This is the cleverest guy of the lot. He creates this great charade doing nothing. Comes early , goes late, attends office on Sundays and holidays, makes sure the boss does see him grinding away , writes copycat reports, creates power points and spiral bound idiot scenarios with equal dexterity to show he is a company man but the moment there is real tasking he falls sick or passes the hot little buck down the line.

THE PROFESSIONAL APPLE POLISHER

Slick as hair gel. Smart but lazy , he uses guile and style and smoke and mirrors to conceal his major flaw….complete lack of talent. Dresses like the boss, takes up golf if the chief plays golf, bridge if that’s his game, learns to lose deliberately , goes to the right places, power dresses, acts and plays the role and becomes a sort of dressed-up lackey whose presence pleases the top guy .

Until the falling at your feet, Sir, is just his way of pulling the rug because you have outlived your usefulness and there is a new boss on the way .Then our friend will be at the airport with a bouquet to receive him.

Hon’ble Sir,

With regards, I would like to draw your kind attention towards letters under reference. The press release of PIB, MOD is regarding – Avinash Chander to Continue as DRDO Chief on Contract after Superannuation.

Following facts are conclusive form the above letters.

  1. A contractual retired employee (employee on contract) is now DRDO Chief.
  2. By which Order, The President is pleased to retire Dr. Avinash Chander, Secretary, Department of Defence Research & Development in the Ministry of Defence from Government Service with effect from 30.11.2014 (AN) on attaining the age of superannuation. Why the said Order was not disclosed by MOD?
  3. The Order dated 31 May 2013 was issued by previous Government and this Government has issued orders for retirement of Shri Avinash Chander.
  4. There is no fresh order issued by this Government regarding contract of Shri Avinash Chander as DRDO Chief.

Questions

  1. Government is emphasizing on young Scientist in the DRDO on the other hand despite being several talented and experienced scientists available in DRDO, what is necessity and compulsions of a retired person as DRDO Chief.
  2. How a person on contract will enjoy administrative and financial powers while DRDO is having 30000 employees and Rs. 15283 crore budget?
  3. Will they have to report a contractual employee?
  4. How an employee on contract be Head of Department and Head of Office in DRDO.
  5. Would Ministry of Defence could not find any suitable scientist as DRDO Chief out of 7500 talented scientists in DRDO or from other organisations.
  6. Why Government is not maintaining Transparency in the appointment on contract and powers being exercised by Shri Avinash Chander after superannuation. All RTI replies returned under section 24 of RTI Act 2005
  7. Government has cancelled many appointments of previous Government but why not of Shri Avinash Chander while several complaints are pending before the Government against him.
  8. Can a man of doubtful integrity be appointed on contract basis as DRDO Chief? The case of Dr Arun Kumar’s daughter’s recruitment where Sh Avinash Chander give clean chit and after CVC/CVO, MoD intervention the said recruitment was found illegal and cancelled.
  9. Farzi EDK MoU in US propaganda till date nothing has been done, only Ms Reny enjoying the US trips, what India got from this MoU except spending crores of tax payers money and Sh Avinash Chander’s photo session with Ms Fay Crowe, her mother, her sister and her daughter.

Sir, on behalf of Government would you like to reply to the nation being a technocrat-cum-politician, how much it is justified to have DRDO Chief on contract basis for one and half year.

The scientific community and employees are very much surprised from this decision of Government and this will lead frustration among the scientific community of DRDO. In the interest of nation and the DRDO, I kindly request  to you to remove the Shri Avinash Chander as DRDO Chief and setup High Level Committee to inquire all the complaints against   Shri Avinash Chander pending before the Government (PMO & MOD)

Avinash Chander to continue as DRDO chief till May 2016

Avinash Chander 28 novNew Delhi: India’s premier defence and research organisation DRDO’s chief Dr Avinash Chander was to retire on November 30 but will continue to occupy the position on a contractual basis till May 2016.

“The President is pleased to retire Dr Avinash Chander, Secretary, Department of Defence Research & Development (DOB: 06.11.1950), in the Ministry of Defence from Government Service with effect from 30.11.2014 (AN) on attaining the age of superannuation,” an official statement said on Friday.

It said “the appointment of Chander beyond his date of retirement, November 30, for 18 months would be on contract basis, with the same terms and conditions as he would be entitled to Secretary (DRD) before the date of retirement.”

His contractual term will end on May 31, 2016. Asked if this was the first time a DRDO chief will go on contract, sources said there had been instances when chiefs have been given “extraordinary” extensions.

The DRDO chief also holds the post of Scientific Adviser to the Defence Minister and the Secretary of Department of Defence Research and Development.

Chander joined DRDO in 1972 after completing graduation in Electrical Engineering from Indian Institute of Technology (IIT), Delhi.

He obtained MS in Spatial Information Technology from Jawharlal Nehru Technological University (JNTU), Hyderabad. Chander is the chief architect of Agni series of ballistic missile systems.

Development of Agni range of missiles under a highly-restrictive international control regimes was possible only out of his technology forecast, perspective planning and relentless efforts, DRDO officials said.

The Narendra Modi government on Friday sacked Dr Avinash Chander as chief of the prestigious Defence Research and Development Organisation, asking him to retire with immediate effect.

Friday was the last day in office for Dr Chander, India’s senior most missile scientist and scientific advisor to the Defence Minister, who was to serve on extension till the end of 2015.

The government order is said to be in line with the Modi government’s policy to avoid extensions to government scientists in order to encourage a younger and fresher profile in the DRDO and other scientific organisations.

I love this story. Everything about it numbs the brain. What I love best about it is that nobody could have made this up: An Indian military laboratory tucked away in a leafy Pune neighbourhood, tasked with building combat support vehicles, has built and supplied a gleaming battery-powered rath to the grateful Alandi Temple nearby. Correct. A chariot. For a temple. You see what I mean? Can’t make this stuff up.

Details sometimes kill a great story. In this case, they really crank up the W-T-F value.

The story emerged on the front pages of the New Indian Express which reported that the rath was built at a cost of Rs five crore and “donated” to the temple. The laboratory reportedly explained that the work was done as “seva” and that a scientist who apparently blew the whistle on what he felt was a totally improper use of public money and laboratory resources, was shunted and buried in a lower profile role in Nashik. The clincher now, the NIE report says, is that the Bombay High Court has stepped in and ordered the DRDO and MoD to explain what this rath business is all about. I know nothing beyond what’s been reported, so I decided to poke around. When I called a DRDO spokesperson asking him what the fuss was about, he fobbed me off. “It was done as seva. What is wrong if some military research helps some civilian cause also?” he asked. Well, plenty, I thought, but decided to sit on it. Let’s see just how farcical this can get. Other than a little hilarity and outrage on Twitter, the story hasn’t turned too many people on. That may change if the DRDO decides to officially comment.

First off, only an idiot would hope to find any justification at all for a public-funded combat vehicle research lab spending any resources (money, man-hours that could be better spent, materials, electricity) on a rath. Second, excuses like “seva” etc don’t hold. If the rath project eats into laboratory time or resources even slightly, it’s unacceptable. Period. Three, inappropriate diversions of this kind are an insult to the hundreds of DRDO scientists actually doing stellar, quality military research, even at the same laboratory. Indulgences of this kind hurt the reputations of scientists who have to work harder just to make up for the incompetence, laziness and vacuous sahib culture of their colleagues. Finally (and this is my favourite reason) it should disturb us all gravely that a motorised battery-powered chariot is the level of “technology” the DRDO is dabbling with and feels proud to pass on. As someone on Twitter pointed out to me, a small group of engineering kids could have built the thing in two months or less. (Less. Definitely less. Have you seen the stuff engineering students make these days?)

The Bombay High Court has better things to do than intervene in preposterous issues of this kind, but I for one would love to know how this one plays out, especially since the DRDO chief himself has been asked to explain. The DRDO chief is a good man, a strong missile scientist, who I hope will send out the right message. Because for far too long, the DRDO has gotten away never having to explain itself, always shielding itself with a pretend-patriotic forcefield, crying foul at the slightest criticism and accusing its detractors of being anti-nationals.

“Not just high-altitude chikki”. That was the title of the final column I wrote for the Indian Express before I left in 2007. The column welcomed a rare formal awakening within the government about the need to completely overhaul and reinvent India’s doddering, plagued and villified Defence Research & Development Organisation (DRDO). The government’s decision to find ways to kick the DRDO into a shape was, if not directly a result of, at least catalysed by a relentless eight-part series that the Express had frontpaged just days earlier, carefully picking apart the breathtaking incompetence and sense of entitlement that had allowed the DRDO to balloon into a nightmarishly out-of-control and wasteful organisation. The title of my parting column was a reference to the mind-boggling products the DRDO found (sigh, and still finds) the need to expend its energies on, instead of focusing on giving India its basic weapons. (The DRDO’s Defence Food Research Laboratory in Mysore actually researches, among other things, stabilised chikki and cashewnut burfi for troops at high altitude). DRDO chief at the time M Natarajan had written an letter to all employees asking them not to be affected by the “malicious news columns” that seek “distract us from our goal of self-reliance”.

Comment Writing about DRDO for almost exactly ten years now, the one thing I’ve noticed is that hilarity about its misadventures always diffuses into anger. The truth is, the organisation has nobody but itself to blame. Earlier this year, Prime Minister Modi chastised the DRDO at a public event, informing it that the world wouldn’t wait for it, and that delays in crucial weapons projects was unacceptable. The DRDO has enjoyed “friendly” defence ministries in the past, notably under AK Antony. Modi has signalled that the time for fun and games is over. The message is simple: That’s public money you’re using. Soldiers need the stuff you make. You don’t have a moment or a rupee to waste. Get your shit together. Now.

No IAS can beat the DRDO technocrats

Government having best IAS to govern and run the government machinery, for that, time to time government order published to take care the smooth functioning of various departments.

Sometimes they observed that the orders are manipulated for wasted interest by various departments.

Recently DOPT published an order for “Grant of extension/re-employment to Central Government servants beyond the age of superannuation F.No.22/35/2011-EO (SM.II) dated 24th September, 2014”

In Para 1 of above order  “The ACC has observed that in some of the cases, the Departments are not taking timely action to reconstitute the Departmental Peer Review Committee (DPRC) and are unilaterally extending the service of the officers beyond the age of superannuation without first obtaining approval of the ACC.”

Sh Narendra Modi ji canceled 4 scientists of DRDO’s extensions on 31st October 2014 but since August 2014. He was expressed his view that flag of research sectors should be in the hand of young achievers.

It seems DRDO’s technocrat mafia took it as challenge a start playing their gimmick the recent example of appointment of Dr. Pushkar Raj Scientist ‘G’ ,Director, DTC (Defence Technology Commission)  secretariat DRDO HQ, New Delh.

The DRDO Internal Order No O14.066 dated 26-SEP-2014 stated that “authority has approved appointment of Dr. Pushkar Raj, Scientist ‘G’, as Director DTC Secretariat, at DRDO HQ, with immediate effect. This appointment is for a period of 03 years from the date of assumption.

Now the best part of above order is as per official records Dr. PUSHKAR RAJ Sc G, HQ_DTC SECTT’s  date of birth is 20-Jul-1955, than how can DRDO authority appointed him beyond the age of 60 years without approval of ACC. 

Only GOD knows that how DRDO is running, there is  no rules following by DRDO, in one LAB director is purchasing wine from poor tax payers money, other Lab Director is busy in manufacturing silver chariot for religious ceremony costing 2.5 crores from again poor tax payers  pocket, DG Sh Avinash Chander busy to please his shisya first promoted, than made her Director of Lab by superseding and ignoring numbers of senior scientists, not only this Chander recruited her husband as Scientist ‘G’ and made him Director,QRS,  DOP is busy to help his sister to harass genuine scientists by issuing charge sheet, also helping his corrupt friend directors for harass whistle blowers,   everywhere you will find  despoliation/  vandalism in DRDO.

When head is corrupt then who will run the show honestly – only GOD, Modi Ji or now Parrikar Ji can save our premier defence organization.

Ex-Delhi University Vice Chancellor Deepak Pental Sent to Tihar Jail on Plagiarism Complaint

NEW DELHI: Former Delhi University vice chancellor Deepal Pental was today arrested and sent to Tihar jail on a fellow professor’s complaint. He will, however, be released soon as the High Court has stayed his arrest warrant.

A Delhi court ordered Professor Pental’s arrest on a petition by Professor P Parthasarthy, who had accused him of plagiarising his paper on biotechnology and also illegally using cobalt, a chemical substance, from the university’s science lab.

Professor Pental was arrested for the “unauthorized use of a hazardous material,” which is a non-bailable offence and carries a maximum sentence of life in jail.

Mr Pental, 63, a professor of genetics and a noted researcher, was the vice chancellor of Delhi University in 2005-2010. He is described as an expert in the field of transgenics and has reportedly published more than 60 research papers. He has also received many awards, including one from France.

SUBJECT:   Request for cancellation Post Retirement Contractual Appointment of Sh Avinash Chander as DG, DRDO to save the premier organization from the clutches of corrupt and incompetents officials.  

Sir,

Shri Avinash Chander, DG, DRDO, SA to RM and Secretary, DRD is retiring on 28 November 2014 at age of 64 after getting two unconstitutional & unrequired extensions of two-two years.

As a matter of fact and requirement under FR & SR, a retired Government servant cannot be appointed as Head of the Organisation with all administrative and financial powers after his retirement on contract. There is provision of appointing retired Government servant on need basis following with due prescribed procedure under rules keeping in view of transparency and open opportunity for all eligible persons.

DRDO is very prestigious organisation  for Defence related indigenous R&D with budget of Rs. 15283 crore for FY 2014-2015 but what is fate of 90% + projects of DRDO, Government, media and public knows very well.

DRDO is better known as “Delay Research & Derailed Organisation” and you are committed to revamp DRDO. The whole nation especially the scientific community appreciated your steps and measures taken for DRDO in present and planned for future.

Appointment of Hon’ble Manohar Parrikar, an eminent engineer from IIT as Defence Minister by you was very much appreciated by nation, media and scientific community.

That will definitely help overhauling and revamping of DRDO by eradication of corruption from DRDO, maintain accountability and transparency in DRDO.

The integrity and moral fibre are two main attributes of Government servant but unfortunately Shri Avinash Chander could not maintain these two in his tenure from 31st May 2013 to 28 Nov 2014 as DG, DRDO, SA to RM and Secretary, DRD which is very much evident from the various complaints pending against him before PMO and Cabinet Secretariat.

In his tenure, number of court cases increases in many fold,  Sh Chander set example to promoting and recruiting incompetents (Ms Tesy Thomas promotion to Sc H and her husband CMDR S K Patel‘s appointment as Sc G and after few days he was made Director, QRS). This act follows discontentment among the senior scientists of DRDO.

The number of SC/ST and minorities complaints increased.

Not able to manage media instead of two crores budget for Public Interface.

There was not a single mentionable product/technology delivered instead Sh Chander tried to show the old products again like EDK the MoU was already signed by DRDO in 2012, Chander spends crores of rupees for that in US visit for unacceptable technology, no evidence are of reorganizations of said product internationally because there are  numerous advance technologies are available.

Secondly, the Bio digester, DRDO three times earlier dedicated this to nation and interestingly it is not as said by DRDO spin off technology it is mere only gobar gas plant in the name of innovation of DRDO the said microbes are already found in cow dunk.  One senior scientist from DRDO itself already exposes this propaganda of DRDO to CVC

The contractual appointment after retirement has also been challenged by some citizens before Government and media also highlighted the pro & cons of this matter.

Therefore, it is requested to Hon’ble Sir to cancel the post retirement contractual appointment of Shri Avinash Chander, DG, DRDO, SA to RM and Secretary, DRD before 30th November, the date of his retirement and not continue him further in DRDO in interest of nation and scientists of DRDO.
