PUBLIC OPINION & SURVEY ON CONTRACTUAL APOINTMENT OF SHRI AVINASH CHANDER AS DG,DRDO, SA TO RM & SECRETARY, DRD EVEN AFTER HIS RETIREMENT

Sri Avinash Chander, Distinguished Scientist and Chief Controller Research & Development (Missiles & Strategic Systems) as Secretary, Department of Defence Research & Development–cum-Director General, Defence Research& Development Organisation and Scientific Adviser to Raksha Mantri vide letter No. 12/9/2013-EO(SM-I) dated 31st May 2013,Secretariat of Appointment Committee of Cabinet, DOPT, Ministry of Personal, Public Grievances and Pensions, New Delhi. [copy of order dated 31 May 2013  enclosed]

According to the said letter dated 31 May 2013 , The appointment of Shri Avinash Chander beyond his date of retirement i.e.30.1 1.2014 would be on contract basis with the same terms and conditions as he would be entitled to Secretary (DRD) before the date of retirement.

The Chief of DRDO is holding three post simultaneously DGR&D,DRDO, SA to RM and Secretary, DRD and having control over 30000 employees, 52 establishments and Rs. 15283 crore of public money.

The said appointment order of Sri Avinash Chander was illegal on the grounds-

(i)            Shri Avinash Chander is not having International Stature that is basic requirement for extension in service from age of 62-64 years; hence the extension in service beyond the age of 62 years to Sri Avinash Chander was illegal.

(ii)          appointment from Distinguished Scientist to Secretary is promotion cum appointment (promotions in extension in service is illegal as FR 56(d)

(iii)         Shri V. Narayanasamy, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office replied to Parliament in the year 2012 that “there is no policy formulation for appointing the Secretaries in Union Ministries and Departments on contract”.

(iv)         According to News published on 28 May 2012 in Hindustan Times stating “Contractual appointment post-retirement not in rules” based on reply given by DOPT, Ministry of Personnel in 15th Lok Sabha.

(v)          Orders for regular appointment and contractual appointment could not be clubbed in one order as both are totally distinct action as per recruitment rules.

(vi)         An official appointed on contract after retirement cannot function as Head of Office for all administrative & financial matters in the department. It is apparent from his appointment letter that he will exercise all administrative and financial powers on contractual appointment as he was having in his regular appointment before retirement.

In this matter several applications under RTI Act 2005 was filed to DOPT, Cabinet Sectt. , DRDO and MOD. In some applications vital information was provided by Government.

Recently on 06 August 2014, one DRDO scientist filed complaint to Hon’ble Prime Minister who is also the Chairman of ACC. The said complaint is under consideration to Cabinet Secretariat, Government of India.

India Today in its issue of 13 Oct 2014(English Edition) and 15 October 2014(Hindi Edition) published detailed News about post retirement appointment and extensions business in DRDO.

Narendra Modi government takes RTI to another level: All replies to be put online

NEW DELHI: It had been expected to dilute the UPA government’s showpiece Right to Information (RTI) Act that had become a scourge of sorts for its ministers and bureaucrats and was even blamed by some as a contributing factor for the policy paralysis during its reign. But the Narendra Modi-led BJP government has done the reverse and taken RTI to quite another level.

Starting next month, all replies given under RTI by ministries will be posted online, available for access to all and not just to persons seeking the information. This will mean unprecedented scale of disclosure and cheer transparency advocates, especially those in the NGO sector with whom this government has had a testy relationship. Until now, only the person filing the RTI application seeking replies from a ministry or a government department would get the reply and that too mostly via post.

The Department of Personnel and Training (DoPT) on Tuesday issued an official memorandum to all central ministries and departments directing them to take “immediate action” to ensure that “the facility to upload the reply to RTI application and first appeal on the website of the respective ministry or department” may be started from October 31. Replies to queries will be put up on ministries’ website and be available for all to view and not just the person behind the query.

The move has won the government plaudits. Satyanand Mishra, former Chief Information Commissioner, told ET that the step takes transparency under the RTI Act to “just another level.” “It is a very good and welcome step. It will not only improve transparency but also reduce workload of government officials as it will help eliminating possibility of repeated RTI queries on the same issue,” Mishra said.

“As far as person whose RTI reply is put online, someone seeking transparency in form of a RTI plea should not have any problem is government shows the same transparency and makes the reply to him public,” he added. Incidentally, the UPA government too had tried to do a similar thing and even passed instructions to this effect in April last year, but its move could never be implemented.

A DoPT official told ET that the Modi government was now implementing what could not be done by its predecessor, noting that the RTI Act had a specific provision for suo-moto disclosure of information. “Any person can now check a website to see what information has already been asked for and provided under RTI and hence the Ministry will be relieved of answering the same queries again and again. It will also bring transparency,” a senior DoPT official said, requesting anonymity.

The DoPT note to ministries, while exhorting disclosure, also warns them to exercise caution while dealing with information that could affect privacy of individuals.

“It may be noted that RTI applications and appeals received and their responses relating to personal information of an individual may not be disclosed, if they do not serve any public interest,” the note said.

On its part, the DoPT has already added, on a pilot basis, a new feature on its website that gives an option to all Central Public Information Officers to upload replies to RTI on its site. The PMO recently led by example by disclosing the details on number of staff, PM’s staff and also the assets of all central ministers.

The UPA birthed the RTI with great pride in 2005, but found itself bruised periodically by the transparency revolution it had unleashed. Some political storms triggered by the RTI during the UPA era include letters between Manmohan Singh and Sonia Gandhi on RTI amendments; in the telecom scam, the communication between Singh and the then-telecom minister A Raja; the exchange between the PM and the CJI on the declaration of assets by judges and letters from three sports ministers that flagged off the c o r r uption in the 2010 Commonwealth Games spending.

डीआरडीओ से एक और महिला वैज्ञानिक की छुट्टी

देहरादून। नियमों को ताक पर रख डीआरडीओ में हुई भर्ती के मामले में एक और महिला वैज्ञानिक पर गाज गिरी है। महिला वैज्ञानिक की दस वर्ष पुरानी नियुक्ति डीआरडीओ ने समाप्त कर दी है।

फर्जीवाड़े का खुलासा होने के बाद यह दूसरी वैज्ञानिक हैं जिसकी सेवाएं समाप्त की गई हैं। इससे पहले जून में एक निदेशक की पत्नी वैज्ञानिक (एफ) टी चंद्रा बानु की सेवाएं समाप्त की गई थी। डीआरडीओ ने अधिकारिक तौर पर सेवाएं समाप्त करने की पुष्टि की। डीआरडीओ में वैज्ञानिकों की नियुक्तियों में वरिष्ठ अधिकारियों की ओर से अपनी बेटी, पत्नी और रिश्तेदारों को तरजीह देने और इसके लिए नियमों को दरकिनार करने का खुलासा नवंबर 2013 में सेंट्रल विजलेंस कमीशन ने किया था। सीवीसी की रिपोर्ट में तीन महिला वैज्ञानिकों की नियुक्ति में अपनाई प्रक्रिया की जांच की गई, जिनके रिश्तेदार पहले से डीआरडीओ में वरिष्ठ पदों पर तैनात थे। –

  • रक्षा संस्‍थान में मानकों में हेराफेरी कर हुई नियुक्ति का मामला

  • 2004 में हुई थी भर्ती, पिता संस्थान में उच्च पद से हैं रिटायर

  • चार माह पूर्व भी एक महिला वैज्ञानिक की नियुक्ति हुई थी निरस्त

  • सीवीसी की रिपोर्ट में नियुक्तियों में फर्जीवाड़े का हुआ था खुलासा

जून 2014 में डीआरडीओ ने एक निदेशक स्तर के अधिकारी की पत्नी वैज्ञानिक (एफ) टी चंद्रा बानु की सेवाएं समाप्त की थी। उम्र, शैक्षणिक योग्यता, अनुभव के नियमों में रियायत देकर बानु को वर्ष 2008 में साइंटिस्ट एफ पद पर नियुक्ति दी गई थी। अब संस्थान से वरिष्ठ पद से रिटायर हुए वैज्ञानिक की बेटी स्वाति श्रीवास्तव की सेवाएं समाप्त कर दी गई है। वर्ष 2004 में जिस विषय के वैज्ञानिक की तैनाती होनी थी उसमें हेरफेर कर जो डिग्री स्वाति के पास थी उसी के आधार पर नियुक्ति दी गई। अभी मामले में कुछ और वरिष्ठ वैज्ञानिकों के रिश्तेदारों पर कार्रवाई हो सकती है। डीआरडीओ के प्रवक्ता डा. रवि गुप्ता ने बताया कि वैज्ञानिक स्वाति श्रीवास्तव की नियुक्ति समाप्त कर दी है। हालांकि उन्होंने हटाए जाने के कारण स्पष्ट नहीं किए।

सीबीआई जांच की हो चुकी है सिफारिश ः डीआरडीओ में वैज्ञानिकों की भर्ती में धांधली पर तत्कालीन रक्षा मंत्री एके एंटनी ने नवंबर 2013 में सीबीआई जांच की सिफारिश की थी। सीवीओ की जांच रिपोर्ट के बाद डीआरडीओ में रिक्रूटमेंट एसेसमेंट सेंटर (आरएसी) के माध्यम होने वाली भर्ती पर सवाल खड़े हो गए हैं। इस रिपोर्ट को मंत्रालय को सौंप दिया गया है, जिसके बाद सीबीआई जांच के आदेश रक्षा मंत्री ने दिए हैं। मामले में डीआरडीओ के दो पूर्व प्रमुख सहित कुछ वरिष्ठ वैज्ञानिकों पर चहेतों को नियुक्ति देने में नियमों को दरकिनार करने का आरोप है।

  Subject: Scraps the promotions for Scientist ‘F’ to Scientist ‘G’ in DRDO year 2011

Hon’ble Sir,

  1. Defence Research & Development Organisation (DRDO) is an organisation under MOD having annual budget of Rs. 15000 crore for FY 2014-2015. This organisation is having about 7500 scientists under DRDS cadre who are comprising of more than 50 scientific disciplines and working in their respective area based on his qualification and discipline.
  2. Prior to the formation of the Recruitment & Assessment Centre(RAC) in DRDO the  recruitments and promotions of scientists in DRDO were made by UPSC. Later on Government of India allowed DRDO to have its own recruitment & assessment body for recruitment and assessment of scientists under DRDS cadre. Consequently an in-house Recruitment & Assessment Centre (RAC) was created in DRDO in 90’s. RAC  conducts recruitment of scientists in DRDO and assessment of scientists for promotion from the grade of Scientist ‘B’ to Scientist ‘H’.
  3. All scientists of DRDO comes under the Defence Research & Development Services(DRDS) cadre and under the provisions of Article 309 of Constitution of India, Government of India framed The Defence Research & Development Service Rules 1979 (DRDS Rules 1979) as Recruitment & Promotion Rules for DRDS cadre.
  4. DOPT, GOI framed Flexible Complementing Scheme (FCS) for faster promotions of scientists working in all S&T Department/Organisations under Central Government. Consequently from past 35 years DOPT issued various OM & Notifications for FCS from IIIrd CPC to VIth CPC.
  5. The OM No. 2/41/97-PICdated 9th Nov 1998  and OM No. AB-1401713712008-Estt(RR)dated 10th September, 2010issued by DOPT are umbrella notifications for FCS.
  6. Vide SRO  11(E) dated 10th August 1990, FCS was introduced in DRDS Rules 1979 and under the provisions of Rule 8(2)(a) of DRDS Rules 1979 it clearly mentioned that promotions from the rank Scientist ‘B’ to Scientist ‘H’ (Outstanding Scientist) are covered under the FCS. Copy of the Rule 8(2)(a) is annexed as Annexure-1.
  7. In DRDO scientists are recruited based on the requirement of various Lab/Estt which were sent to RAC through DRDO HQ and then RAC recruits the scientists based on their discipline, qualifications, experience and other requirement as sought by Labs/Estt of DRDO.
  8. Under the provisions of OM No.AB-1401713712008-Estt(RR)  dated 10th September, 2010of DOPT the promotions under FCS are applicable to the scientist who are working in S&T organisation/department and involved in Scientific &Technological  work. Scientists/ Technical experts doing management/ administrative work in the Ministries should not be considered for up gradation under FCS, they should only be given benefit of up gradation under MACP. Copy of page no. 06 of the OM annexed as Annexure-2.
  9. Procedure of promotion from grade of Scientist ‘F’ to Scientist ‘G’ till 2010 were followed as provided under Rule 8(2)(a) of DRDS Rules 1979 and the same procedure supposed to be followed  in 2011 for promotions from grade of Scientist ‘F’ to Scientist ‘G’but the RAC, DRDO  adopted the new procedure illegally without amending the DRDS Rules 1979 by issuing SRO under the provisions of Article 309 of the Constitution.
  10. DRDS Rules 1979 clearly stipulates that  DRDS Rules can be amended only by issuing an SRO under Article 309 of the Constitution of India. DRDO violated the Article 309 by implementing interview/interaction in promotion of scientist ‘F’ to scientist ‘G’ grade in 2011 without proper amendment in SRO.
  11. In this matter Dr. A.K. Singh, Scientist ‘G’ (then Director, DHRD) issued letter No. DHRD/76145/C/M/01 dated 21 March 2011 on the Subject ” Assessment of Sc ‘F’ for promotion- revised procedure of” to Director, RAC. Copy of the letter dated 21 March 2011 is annexed as Annexure-3.
  12. Dr. A.K. Singh issued the said letter illegally  without issuing of any SRO in the subject matter as in the year 2011 Dr. A.K. Singh himself was appearing in assessment as candidate for promotion from  grade of Scientist ‘F’ to Scientist ‘G’ and wanted to be get benefitted by the said new procedure for assessment.
  13. Based upon the letter of Dr. A.K. Singh dated 21 March 2011, Dr. P.S. Goel, then Chairman, RAC issued his DO letter No. RAC/01/Assessment/PSG, dated 22 March 2011 regarding “Promotions for grade of Scientist ‘F’ to Scientist ‘G”. Copy of the letter dated 22 March 2011 is annexed as Annexure-4.[How quickly the letter by Dr. P.S. Goel was issued on 22 March 2011, this establish planned conspiracy]
  14. Dr. P. S. Goel and Dr. A.K. Singh planned whole conspiracy of the said illegal assessment in the year 2011 in DRDO with help of then Dr. V.K. Saraswat then DGR&D, DRDO.
  15. Dr. P.S. Goel introduced this illegal mechanism to give favour to few incompetent DRDO scientists and for this act in return he got Prof. MGKMenon Chair, RCI, Hyderabad which fed him 84 lakhs per year. It is pure kick back or DRDO should provethe justification of his appointment. Dr. A.K. Singh himself promoted in the year 2011 by misusing this illegal mechanism for assessment in the year 2011.
  16. There was noassessment interview requirement for promotion from scientist ‘F’ to  scientist ‘G’ as per the DRDO service rule-1979-Rule-8(2)(e) till 2011 , but Chairman, Recruitment and Assessment Centre (RAC) of DRDO forwarded name before promotion committee after “ INTERACTION ’’ .
  17. The SRO No. 21 for the amending DRDS Rules 1979 was published in official gazette of Government of India on 23 March 2012. Copy of the SRO 21 dated 23 March 2012 is annexed as Annexure-5.
  18. The list of Scientist ‘F’ that were illegally promoted to  Scientist ‘G’in the year 2011 is annexed asAnnexure-6.
  19. Sir , all these promotion from grade of scientist ‘F’ to  scientist ‘G’ in the year 2011 were illegal and liable to be scrapped as it amounts corruption , nepotism and misuse of power for personal gain by Dr. A.K. Singh being Director, DHRD who issued illegal letter dated 21 March 2011.Therefore promotion of Dr. A.K. Singh, Scientist ‘G’ , Director of Personnel should be quashed/scrapped and through investigation in the matter may be ordered to give justice to the all affected Scientist ‘F’ of DRDO and fix the accountability of the corrupt culprits in the matter.

  1. HEMRL, Pune is one of the establishments of DRDO working on R&D of High Energy Materials and it developed the technology of EDI. DRDO patented the technology of Explosive Detection & Identification through Indian Patent Office by Patent Application No 524/DEL/1996 dated 12-Mar-1996 for

“A PROCESS FOR EXPLOSIVE DETECTION AND IDENTIFICATION”.

The patent granted vide patent no 238663 dated 16 Feb 2010.

As per GOI website Inventors of the said patent were RABINDRA KUMAR SINHA, USHA DEVI RAMACHANDRAN NAIR, HIRA LAL YADAV and JAMAN SINGH GHARIA    .

Astonishing fact is that HEMRL falsely credited Ms Reny M Roy, Scientist C as innovator of EDK vide their letter No HEMRL/TS/3341 dated 8 March 2010. Copy of the letter is enclosed as Annexure-II.

  1. DRDO signed licensing agreement for explosive detection kit with an Indian company, Vantage Integrated Security Solutions, Noida. The company basically working in area of CCTV, they import in kit form and assemble in Noida, no any connection in explosive, basically the company is instrumental for EDK propaganda because of  Mr Panrav Verma’s (Owner) close proximity with corrupt DRDO officials who are using this company for CCTV applications for all over DRDO labs.Company’s website is self explanatory http://www.vantagesecurity.com/.
  1. The expose of special audit by CGDA in 2012  jolted DRDO in each and every level subsequently Dr V K Sarswat, DG DRDO failed to get further extension and relived on 31st May. Indian media criticized the misadventures of DRDO corrupt practises especially by top scientists.
  1. To divert the attention of country and media as well as politicians Sh Avinash Chander made big international propaganda of EDK Reverse Technology Transfer to US which was already signed MOU between then HEMRL, Pune’s Director, Dr. Subhanadnanda Rao and Mrs Fay Crow, President of Crow & Crow Co, on 25th April 2011. Copy enclose as evidence.
  1. Crowe and Company, LLC, a woman-owned, very small LLC, registered in   SUMMERVILLE, South Carolina in 20th November 2007, net base company as per company website crowderscustomizing.com involve in business of car accessories, marketing & management consultancy. As per data available in internet the company turnover only $ 100000 only has two employees etc.
  1. DRDO designed a high profile drama involved Indian Embassy, Washington, DC US chamber of commerce, FICCI, India to fool the country.
  1. DRDO wasted lakhs of lakhs Rupees organised lunch for 1000 people, DRDO team under leadership of Sh Avinash Chander consisting more than 12 persons visited US, then Indian Ambassador Mrs Nirupama Rao gave dinner party for these DRDO team and Fay Crowe team.
  1. Interestingly such big defence organisation of India signed second time same MOU with Mrs Fay Crowe, CEO who was present there with her mother, sister and daughter. India’s achievement was the photo session of Sh Avinash Chander only.
  1. Explosive Detection & Identification (EDK) is nothing but as usual bluff of DRDO, because DRDO is mastering in bluffing the country and the KARGIL War was the eye opener for the country. But because of lack in vision of UPA government corrective measure not taken and DRDO got liberty to fool the country.

Hon’ble Sir,

Human Resource is an asset of an organisation and proper utilisation and deployment of its HR/Manpower is challenging job for an organisation especially on DRDO which holding very significant responsibility for the nation. In the past several years   DRDO cannot meet its target well within time and seeking extensions in PDC again & again in several major projects of national significance. This drawback of DRDO has been noticed by Hon’ble Ex-PM Dr. Manmohan Singh, Ex- Defence Minister Shri A.K. Antony, CAG, CGDA, Parliamentary Standing Committee on Defence (15th Lok Sabha). This has been also noticed and criticised by you in DRDO Award Function on 20th August 2014 by saying “Chalta Hai wala attitude nahin chalega“.

Poor HR planning and deployment of scientists in various Lab/Estt of DRDO is major reason for not delivering the products and timely completion of project. Almost each and every lab/Estt all sundry work (Admin/Stores/Security/MTO/Library/works/ conservancy etc) are managed by qualified scientist and technical officials (more than 15% of total strength of DRDO) Simultaneously they are drawing all perks which is provided towards incentive in the name of scientific encouragement and also enjoying flexible complementary scheme on promotions which is also strictly for those who dedicatedly involve in scientific and technical assignments.

HR of DRDO comes under CCR&D (HR) which consisted of DOP, DHRD, RAC, CEPTAM, DESIDOC, ITM, MILIT, DIAT, DPI and RTI Cell. Presently Dr. G. Malakondiah, Distinguished Scientist is holding the charge of CCR&D (HR) and he was convicted by Madras High Court for imprisonment of three weeks in case of contempt of court this the highest example of ignorance of constitutions provision.

One such example of poor HR planning of DRDO is of Dr. A.K. Singh, Director, Directorate of Personnel, DRDO HQ, New Delhi. Dr. A.K.Singh, Scientist ‘G’ is great Nuclear Medicine scientist of India with five patents granted, fourteen patents filed, one copy right and more than fifty publications in international & national journals.Bio-Data of Dr. A.K. Singh is annexed.

As a matter of fact, despite having so many scientific contributions in area of Nuclear Medicines which is primarily used for treatment of cancer, brain tumours and complex diseases.

Dr. A.K. Singh was basically recruited for projects of DRDO in its New Delhi based unique laboratory working in Nuclear Medicine, Institute of Nuclear Medicine and Allied Sciences (INMAS). He worked in INMAS till the year 2004 but all of sudden he was transferred in DRDO HQ and assigned non-technical clerical assignments like Staff Officer to CCR&D.

Since the year 2004, the great Nuclear Medicine scientist is working non-scientific work like Director, CEPTAM, Director, DHRD and presently DOP. The work assigned to Dr. A.K. Singh is of administrative nature for which DRDO is having it’s another HR cadre known as administrative cadre and from this cadre manpower should be appointed in DOP.

Being a bonafide life science scientist, Dr. A.K. Singh, DOP not having any expertise in field of HR, therefore, he made several wrong decisions due to which DRDO faces lot of embarrassment and bad fame in media, it also affected various officials of DRDO who are facing several court cases in various courts all over India, even 15th October 2014 he received notice from CAT Delhi for his misadventure towards a senior scientist who belong to minority.  This created lot of expenditure in term of fees to lawyers, TA/DA to attend court cases and cause of derailing scientific research tempo of DRDO.

Government of India is paying more than Rupees twenty lakhs to Dr. A.K. Singh, DOP for his non-productive and non-scientific work that can be carried out by any of the officer of Joint Director/Additional Director of DRDO from the admin cadre. DRDO wasting poor tax payers money.

Dr. A.K. Sigh is great Nuclear Medicine Scientist which is rare in DRDO. The discipline of Dr. A.K. Singh is from Life Sciences so proper utilization of his potential to  posted him in Laboratory/ Establishment of DRDO under Life Sciences Cluster so he can contribute more in the national interest.

There are nine (09) Lab/Estt under Life Sciences Cluster of DRDO spread over all India. These are DEBEL, DIPAS, DIPR, INMAS, DRL, DIBER, DFRL, DIHAR & DRDE. Life sciences scientists are 120+ out of 7500 total DRDO scientist’s strength so proper utilization of these 9 labs can only possible when all life science scientists dedicatedly posted in Life Sciences Cluster of DRDO not in HR related Corporate Directorate. Dr A K Singh qualified life science scientist but he convert his field into technical services in the official records while as per his biodata he is fit for life sciences activities.

Sir you know the maxim “wrong shoe in right leg- “. Similar is the case of Dr. A.K. Singh who has been wrongly posted in HR assignments of DRDO while he is great Nuclear Medicine scientist with international fame scientific contributions in Nuclear Medicine. He is very much required in Lab/Estt of DRDO that are working in specialization of Dr. A.K. Singh like Defence Research Laboratory, Tezpur, Defence Research & Development Establishment, Gwalior, DEBEL, Bangalore and INMAS, New Delhi. Since Dr. A.K. Singh had already worked in INMAS, New Delhi for more than 16 years and his experience was bitter at INMAS thereby he was expelled from projects and scientific assignments at INMAS, New Delhi. Therefore the ,most suitable  work places for getting output from his scientific knowledge and experience is DRL, Tezpur, DRDE, Gwalior and DEBEL, Bangalore.

Keeping in view of the facts stated above, to save public revenue and streamline HR of DRDO, it is very much required that scientists of the DRDO having educational qualification and experiences in life sciences should be posted in Lab/Estt under Life Sciences Cluster of DRDO.

Therefore I kindly and earnestly request you to start “operation clean- Swachta Abhiyan” in DRDO by transferring Dr. A.K. Singh, DOP from DRDO HQ to any of the Life Sciences Cluster Lab/Estt like DRL, Tezpur, DRDE, Gwalior or DEBEL, Bangalore so that poor & dirty  HR of DRDO may be rich & clean.

Delhi University since its inception is guiding source for all other Indian universities due to its proximity with education ministry, UGC and power center at Delhi.

With passage of time, however, it has been noticed that casual attitude has been taken over and faculties are involve in recruitments in various government organizations as a expert and “very early they have adopted a culture of one man scratch another man back”

The opportunity give Delhi University for collaborating the science and technology with various labs have been diluted when some faculties shows leniency in performing the business which has lowered the image of DU.

One such example of this casual attitude has been surfaced when one senior scientist with ten years service annulled on last Friday 10th October 2014 as the appointment found manipulated and the DU environment biology faculty was participated as a expert for interview of Biotechnology scientist recruitment in RAC, DRDO.

It is astonishing fact that how DU administration allowed environment biology faculty to play role as expert for Biotechnology scientist recruitment and bunch of brilliant biotechnology candidate he selected environmental biology candidate. Basically he was instrumental for the said task but we all believe that no professor will help the corrupt official because rest candidates are also their students.

Another case observed of issuing experience certificate to Mrs S Geetha by Prof. Vani Brahmachari, ACBR. Earlier RTI reply by CPIO, DU clearly send that all six faculties specifically denied that Mrs S Geetha never work in any research project at ACBR including the signatory Prof. Vani Brahmachari.

Recent above reference RTI reply the information given by Prof K Natrajan, Offg, Director, ACBR vide letter no ACBR/14/843 dated 29/30 September 2014 stated that the issued certificate is genuine without furnishing any evidence financial/report/application/ appointment letter etc of Mrs S Geetha which can justify that Mrs S Geetha worked as research assistant for 38 days at ACBR.

It seems Prof K Natrajan, Offg, Director, ACBR not serious about the image of DU and trying to mislead the authorities of HRD ministries. He also not aware the Sh A K Antony already given approval for CBI inquiry on 29th October 2013 reference Notes at 48-55 ante and the observation of JS & CVO at note 56 ante (few pages is enclosed herewith for ready reference)

It is requested for the sake of DU image and for sake of eligible students who study hard to get good job and wish to serve nation but the nexus of corrupts ruins their honest wish, therefore, an authoritative investigation required for the matter pertaining to Mrs S Geetha. It will further stop the casual attitude of faculties and directors of Delhi University to play with future of genuine scholars.

Kindly provide me with the following information requested under the purview of the Right to Information (RTI) Act, 2005 in respect of Original Application (OA) No. 1761 of 2014 under RTI Act 2005. Your reply No.Info/OA/1761/2014/5294 dated 30th September 2014 received on 13th October 2014 as per Postal department the letter dispatched on 9th October 2014. The reply enclosed a letter of Offg. Director, ACBAR in which the information given as below

“ The experience certificate dated 2nd December 2003 issued by the Director, ACBR to Mrs S Geetha clearly indicates that Mrs  S Geetha worked for 38 days at ACBR as Research Assistant. Several short term Research/Teaching Assistants are engaged in the center for various academic activities. Prof. Vani Brahmachari was the Director (Offg) of during 2003 who is also competent authority to issue such certificate to bonafide short terms candidate. The experience certificate dated 2nd December 2003 clearly shows that it was signed by Prof. Vani Brahmachari in her capacity as Director, ACBR although Mrs S Geetha did not work in any of her research project directly which is reflected in the Note sheet dated 9th January 2013 internally circulated among the teachers of the ACBR after gap of ten years from the date of the certificate. Therefore, it is clear that the experience certificate issued by the Director, ACBR is genuine and there is no internal contradiction.”

As per above statement that Prof K Natrajan, Offg, Director, ACBR confirmed that the experience certificate was issued Prof. Vani Brahmchari in the capacity of Offg, Director, ACBR means Mrs  S Geetha was worked as research assistant for period of 38 days in ACBR.

  1. Please provide the official order of competent authority for appointed Prof. Vani Bharmchari as offg, Director, ACBR in 2003.
  2. Provide the period in which Prof. Vani Brahmachari worked as offg, Director, ACBR.
  3. As per Note sheet dated 9th January 2013 all six faculties were denied that Mrs  S Geetha had not worked with them, (I have RTI reply from DU is available ) but unfortunately Offg. Director, ACBAR confidently justifying that the issued experience certificate is genuine means Mrs  S Geetha worked as research assistant in ACBR. Please provide information with whom Mrs  S Geetha worked as research assistant name & designation ,as Prof K Natrajan, Offg, Director, ACBR confirmed the genuineness of experience certificate and must have documentary evidences to prove the authenticity of issued experience certificate.
  4. Please provide the mode of appointment of Mrs  S Geetha like if she applied against any advertisement or she was recommended by someone for research assistant.
  5. Provide the application of Mrs  S Geetha for the post of research assistant at ACBR
  6. Provide Mrs  S Geetha signed any document/ report generated while she worked as research assistant. Hope that as Prof K Natrajan, Offg, Director, ACBR is aware of latest forensic technologies where age of paper/ink can be dated.
  7. The modes of appointment given to research assistant by ACBR.
  8. Mrs  S Geetha mentioned in her application submitted to RAC, DRDO that she received Rs 5000/ month during working as research assistant at ACBR, Please provide the financial terms and condition of ACBR for research assistant and total amount paid to Mrs  S Geetha for 38 days working as remuneration/ Scholarship/salary etc.

Breaking News – Ms Swati Srivastava, Scentist, ‘C’ DIPAS terminated at 5:30 Hrs on Friday 10th October

Ex DOP, Dr Arun Kumar’s daughter Ms Sawti Srivastava, Scientist ‘C’ DIPAS was terminated at 5:30 Hrs on Friday 10th October 2014.

She was recruited through RAC without having eligibility for the post of Scientist ‘B’ in 2004. Dr Arun Kumar was than Director, RAC and manipulated all recruitment rules for secure her appointment for the post of Sc ‘B’

like

the subject advertised for recruitment was Biotechnology but her subject was environment science. For interview call the number of candidates against post ratio was changed temporary to accommodate her name

For interview subject expert was called from Delhi University the faculty of Environmental Science for the post of Biotechnology.

Ultimately after long fight since 2009 with gang of corrupt officials finally the day has come – Satya ki jeet hui ( सत्य की जीत हुई )

Congratulations to Dr Neelam Bhalla, Sc ‘F’,DTRL, Sh Prakash Singh, Senior Admin Officer Grade – II, LASTEC, Dr. Rajiv Chauhan, Dr A K Singh, DOP, DRDO, Media persons, CVC, CVO, MOD for their great effort for clean DRDO from Corrupt officials.

First suspension of Dr Arun Kumar, Ex DOP, DRDO Charge Sheet to Dr S M Veerbhadrapa, Dr A K Tyagi, termination of Mrs T Chandrabanu, Madras High Court punished two top DRDO scientists Dr V K Sarswat , Ex DG, DRDO and Sh.G MALAKONDIAH, CC (R&D), HR, DRDO   with simple imprisonment for a period of three weeks and also pay a fine of Rs.2,000/each

Dr Snehmani, Sc ‘F’, SASE recruited without meeting eligibility criteria, giving fake inputs at the time of selection of scientist ‘C’ and finally Cmdr S K Patel husband of Ms Tessy Thomas (Agni Putri) who got illegal appointment as Sc ‘G’ and subsequently given post of director within three days by superseding 480+ scientist ‘G’, one of the great achievement of Sh Avinash Chander, DG, DRDO.
