Why do people want to go private organizations? Is it because they do good work and they are rewarded? Do you have any method of incentives for good work done by scientists? Please elaborate – (CC R&D HR)

As per the reply in Parliament ( LOK SABHA) against UNSTARRED QUESTION NO 596, ANSWERED ON 09.12.2013, the total 487 scientists left from DRDO from 2008 to 30th November 2013. Scientist B- 289, Scientist C- 152, Scientist D – 26, Scientist E-  13, Scientist F – 7.

Why they left – Financial reasons – very few, most young scientists join this great premier scientific organization with great enthusiasm that they will contribute their best to serve the nation, but unfortunately they encounter incompetent, greedy, bosses who got these higher posts on the basis of flattering/corruption /nepotism.

Examples are numerous but this is one real reason I grew up in a small town called ———— and my father works for ——. All my childhood I spent in scientific community and I dreamt of becoming a scientist one day. I did that and I ignored offers from private sector and Joined DRDO.

The establishment that I joined promised me excellent work in my field of analysis and designing. At 21, I joined and things of course were very indifferent to what I dreamt of.

We had bureaucracy and people were not happy. The organization was something like a hierarchy controlled rather than intellectual oriented. I had an excellent team and my STA’s are one of the best. People never cared to harness their potential. Have no idea why.

Most of the works that we were supposed to do were outsourced; this is one thing that I fought with everybody. I did not want to work for my salary; I wanted to work for pleasure.

Finally, my team was able to deliver some engineering marvels that my superiors said it was impossible to do. My growing frustration with outsourcing was a big issue for me. A single step ahead in the project is like fighting with in.

After 5 years of service, I came to US to pursue my further studies.”

The absolute power to Lab Directors is also a big reason to derail the organizations.

The training of young scientist started with collecting quotations, making specifications, filing indents of not required instruments & items on direction of their bosses to get good APAR and promotions. If the scientist not compromise with his integrity for helping out the corruption of his bosses and Director, then immediately his harassment started by all means including transfers.

One scientist from GTRE, Bangalore genuinely approached the Director for his transfer but the egoist Director after receiving transfer order from DRDO Hqrs told him “ I will see who is going to relieve you if you pressurized me. Your dead body only can only be relieved” It is not a joke and this is the real scenario of DRDO.

The individual  ask transfer without having GOD father in DRDO always get same treatment, his carrier start spoiling by Lab Directors, if Lab Directors is annoyed with any individual of lab means he will going to face social boycott by  whole lab because one try to help him means he will also come under threat zone. Targeted individual start facing each and every step of his day to day work like NO TD, No support for project work, no recommendation for good work, APAR/ACR dropped to average and many more obstacles are common.

If Lab Director sniff that the individual is watching corruption or raising voice for that, it means that that individual is now going to get a kick without following the rules to remotest area with instruction that make sure that this man does not get peace at all.

DRDO has an unwritten thumb rule that when any Lab Director is not happy with any individual it means that he must be transferred to other destination without justifying the reason and the best part of this is that entire DRDO HQRS backsthat egoist corrupt director. This has resulted in the DRDO we know today.

All 25 questions raised by the Cabinet/PMO / Parliament Committee are really the honest approach to make DRDO a productive organization. DRDO is wasting more than two lakh crores worth of infrastructure without any mentionable output. DRDO should accept Genral Mallik’s comment after KARGIL WARcasualties in the conflict could have been reduced had the Defence Research & Development Organisation (DRDO) not come in the way.

Unfortunately, DRDO still does not understand the importance of the country’s needs. It still wastes money on SDR type of technologies, which already exist, and DRDO is ready to give second extension for PDC, like Sh R C Agarwal, who got a second extension without output.

It is requested DRDO Hqrs now Modi Ji giving full opportunity to save and grow DRDO in real means, अब तो जागो औरभ्रष्टाचार, भाई भतीजावाद, अयोग्य लोगो को आगे बढ़ाने का कार्य बंद करो।  देश के विकास की और देखो।  जय हिन्द

Kindly provide me with the following information requested under the purview of the Right to Information (RTI) Act, 2005 in respect of DOPT OM No.  No. 26012/6/2002-Estt. (A) dated 9th December, 2002, No. 26012/8/2011-Estt. (A) dated 16th May, 2011, 26012/15/2010-Estt(A-IV) dated 4th May 2011 [DPRC] , 26012/15/2010-Estt(A-IV) dated 4th May 2011 [Screening Committee]and F.No.22/35/2011-E0 (SM.II) dated 24/26 September, 2014.

Shri Avinash Chander , Distinguished Scientist ,DRDO , Min. of Defence was given extension beyond after his superannuation from age of 62 -64 years with effect from 01 Dec 2012 to 30 Nov 2014 by approval of DPRC of DRDO, Screening Committee headed by Cabinet Secretary and Appointments Committee of the Cabinet.

Under the provisions of FR 56(d) the scientist considered for extension from age of 62-64 years should have “International Stature“. Copy of DOPT OM dt 16 May 2011 is enclosed.

  1. Provide copy of Minute Sheet & File Noting for extension in service of Shri Avinash Chander, for age of 62-64 years by the Appointments Committee of the Cabinet.
  2. The copy of bio-data of Shri Avinash Chander in prescribed Performa submitted to DPRC, Screening Committee and ACC.(Proforma for sending proposals for approval of Department of Personnel & Training for grant of extension to Government servants beyond the age of superannuation)
  3. The attributes, achievements and documentary evidenceson record of Shri Avinash Chander based on which DPRC, Screening Committee & ACC considered Shri Avinash Chander a Scientist with “International Stature” and approved his extension.
  4. The DPRCs justification for such extension based on merits of the case, the international stature of the person recommended and also indicate whether thiswill block promotion opportunities of others in the Department.

माननीय श्री प्रधानमंत्री जी  आपने देश को एक महत्वपूर्ण सन्देश दिया भारतीय मुसलमान देश के लिए जिएगा और देश के लिए ही मरेगा यह सन्देश डीआरडीओ के कुछ  मठाधीशो को समझ नहीं आया और वो लोग अपनें अहम के खातिर किसी भी शख्स का उत्पीड़न करने से बाज नहीं आ रहे है।  वैसे तो इन सब उत्पीड़न कार्यो की बहुत  लम्बी लाइन है जो की आपको डीआरडीओ में चल रहे कोर्ट केसो की संख्या देखते ही पता चल जाएगी परन्तु डा. गोसाल खान  का मामला सीधे सीधे आपके सन्देश की डीआरडीओ द्वारा अवेहलना है। 

डा. गोसाल खान  पश्चिम बंगाल के छोटे से गांव के रहने वाले हैं और अपनी योग्यता व् लगनशीलता के कारण कोलकत्ता से उच्च शिक्षा ग्रहण की व् अमेरिका में रिसर्च करने चले गए परन्तु देश से लगाव  के कारण सात वर्षो पश्च्यात डीआरडीओ वरिष्ठ वैज्ञानिक के पद ग्रहण कर लिया। अमेरिका में रहते हुए उनकी दो पुत्रियों का जन्म हुआ और व् स्वत ही अमेरिका की नागरिक बन गयी। और  डा. गोसाल खान कभी भी अमेरिका में बस सकते हैं  पर इन सब बातो के बाउजूद डा. गोसाल खान डीआरडीओ में मेहनत से अपने रिसर्च में लगे रहे व् कई रिसर्च पेपर पब्लिश करे, कई अवार्ड्स प्राप्त करे व् नयी पीढ़ी के योग्य पात्रो को पी एच डी करा रहे है।

डा. गोसाल खान  द्वारा लिखे एक रिसर्च पेपर को जापान की एक संस्था ने “Developing World Scientist Award” के लिए चयनित किया तो उनके निदेशक महोदया डा. शशिबाला सिंह  ने अनपेक्षित कारणों डा. गोसाल खान विरुद्ध मोर्चा खोल दिया और अंतत अपने भ्राता श्री ए के सिंह (निदेशक कार्मिक) की मदद से उन्हें एक न्यायविस्र्द्ध चार्ज शीट दे दी गयी।

डा. शशिबाला सिंह व् श्री ए के सिंह  का यह कृत्य श्री अविनाश चन्दर, वैज्ञानिक सलाहकार  की छत्र छाया में देश हित की अनदेखी,  जापान में देश की छवि दूषित करने का  प्रयास है।

रही बात डा. गोसाल खान  की उनको इस उत्पीड़न ने  लाइफ साइंस वैज्ञानिक से कानून का विद्यार्थी बनने में मजबूर कर दिया।

डा. गोसाल खान ने अपने उत्पीड़न के सन्दर्भ में  अल्प संख्यक आयोग को भी पत्र लिखा पर डीआरडीओ के दिग्गजों ने एक असंवैधानिक समिति (समिति में कोई भी अल्प संख्यक सदस्य नहीं था)  का गठन कर उलटे डा. गोसाल खान  के विरुद्ध विभागीय कार्यवाही की संस्तुति कर दी।

माननीय श्री प्रधानमंत्री जी आपको जानकार हैरानी होगी पिछले कुछ सालो में डीआरडीओ के वैज्ञानिक, तकनीकी अधिकारी, कर्मचारियों  ने  इतने संख्या में  कोर्ट केस करे जितने की  डीआरडीओ ने आज तक प्रोजेक्ट नहीं करे होंगे।  डीआरडीओ पिछले दस सालो  में कोर्ट केसो में खर्च किये कुल रूपये से एक देश को नया प्रोडक्ट मिल सकता था।

ये सब  वैज्ञानिको को प्रशासनिक कार्यो में नियुक्त करना है जब वैज्ञानिक विज्ञानं छोड़ प्रशासनिक कार्यो करने लगता है तो वह सत्ता शक्ति का शिकार होकर इस प्रकार के उत्पीड़न कार्य करता है और पूरा संस्थान अपने लक्ष्य से भटक जाता है।

अतः आपसे अनुरोध है कि डा. गोसाल खान को भारत में रहने के लिए आपके अविलंब हस्तक्षेप की आवश्यकता है। अन्यथा डीआरडीओ के सिंह  बंधू जोकि  श्री अविनाश चन्दर, वैज्ञानिक सलाहकार के  वरद हस्त से रक्षित है  डा. गोसाल खान को इतना प्रताड़ित करेंगे की डा.खान को वापस अमेरिका भागना पड़ेगा। अभी तो सिर्फ अपनी सैलरी से हज़ारो रूपए खर्च कर कोर्ट के चकर काट रहे है और विज्ञानं छोड़ कानून की किताब पड़ रहे है। पर कब तक ?

एरीज के पूर्व निदेशक समेत दो को भेजा जेल

नैनीताल स्थित आर्यभट्ट प्रेक्षण विज्ञान शोध संस्थान में 2008 में हुए इंजीनियर भर्ती घोटाले का मामला

संवाद सहयोगी, देहरादून: नैनीताल स्थित आर्यभट्ट प्रेक्षण विज्ञान शोध संस्थान(एरीज) में वर्ष 2008 में हुए इंजीनियर भर्ती घोटाले के आरोपी संस्थान के पूर्व निदेशक राम सागर ने मंगलवार को सीबीआइ के विशेष न्यायाधीश अमित सिरोही की अदालत में आत्मसमर्पण कर दिया। उनके साथ एक अन्य आरोपी टॉर स्टील रिसर्च इंस्टीट्यूट ऑफ इंडिया दिल्ली के मुख्य सलाहकार अभियंता (चीफ कंसल्टिंग इंजीनियर) एएल संधल ने भी अदालत में समर्पण किया। अदालत ने दोनों को 14 दिन की न्यायिक अभिरक्षा में जेल भेज दिया। घोटाले में कुल पांच आरोपी हैं।

वर्ष 2008 में संस्थान की ओर से इंजीनियर ‘बी’ के पदों पर भर्ती के लिए विज्ञापन निकाले गए थे। इन पदों पर कुल 23 अभ्यर्थियों ने आवेदन किया था। संस्थान इंजीनियर ‘बी’ पदों पर तो कोई चयन नहीं किया, अलबत्ता इंजीनियर ‘सी’ पद पर एक भर्ती कर दी। इस भर्ती में उन पर भाई-भतीजावाद का आरोप लगाते हुए नैनीताल निवासी डीएन भट्ट व अल्मोड़ा निवासी नीरज नयाल ने हाई कोर्ट में जनहित याचिका दायर की।

इस पर अदालत ने पहले केंद्रीय सतर्कता आयोग को जांच के आदेश दिए। बाद में आयोग की जांच से असंतुष्ट हो मामला सीबीआइ को सौंप दिया। मामला सामने आने पर रामसागर निदेशक पद से हटा दिया गया। सीबीआइ ने नौ मई 2013 को न्यायालय में संस्थान के निदेशक राम सागर निवासी 0610, प्रथम ई-क्रास रोड कोरामंगलम बैंगलूरू और टॉर स्टील रिसर्च इंस्टीट्यूट ऑफ इंडिया के अभियंता एएल संधल निवासी मकान नंबर 01, हौज खास नई दिल्ली समेत पांच आरोपियों के खिलाफ अदालत में आरोप पत्र दाखिल किया। तब से आरोपियों को पेश होने के लिए नोटिस दर नोटिस भेजे जा रहे थे। इसी बीच रामसागर व एएल संधल ने न्यायालय में आत्म समर्पण कर जमानत की अर्जी लगाई। मंगलवार को अदालत ने जमानत अर्जी खारिज कर दी।danik jagran 29 October 2014

Pranab Mukherjee, Narendra Modi ask people to use technology to fight corruption

President Pranab Mukherjee and Prime Minister Narendra Modi today called for making optimum use of modern technology in tackling corruption.

In his message on the beginning of ‘Vigilance week‘ starting today, the President said “use of modern technologies can play an important role in eliminating human interface in service delivery systems.”

Emphasising that it is a collective responsibility of citizen as well government officials to fight corruption, Mukherjee said corruption is a complex problem that needed multi-faceted action.

“One of them is the use of technology that can help promote openness and transparency,” he said and asked people to adopt technology initiatives in combating corruption to maximise benefits.

The Prime Minister stressed on the integrity of public servants. “It is needless to point out that integrity of public servants and transparency in public offices is utmost necessary in making transparent and efficient administration free of corruption,” Modi said.

“I appreciate the CVC’s outreach initiatives and endeavours to combat corruption with optimum use of technology,” he said.

Vice President Hamid Ansari said in his message that eradication of corruption from society is not only a legal obligation but also a moral duty of every Indian.

The vigilance awareness Week will be observed till November 1. The theme of the week is “Combating Corruption – Technology as an enabler“.

Strange Decision

It was a dark night and there were strange noises from everywhere and voice of the moaning of jackals could be heard. It was raining heavily. Although there was a bad atmosphere kingVikramaditya did not fear a bit. He climbed the tree to bring the corpse down and soon he began to walk with the corpse lying on his shoulder.

The Betaal spoke: “O King , I pity you as you are making untiring efforts without relaxing as if you wish to achieve something. Instead of enjoying a comfortable sleep in your palace you’re still coming after me”.

King didn’t speak anything because any word from his mouth would keep Betaal right back on the tree.

So Betaal starts his story……….

The ruler of Kishanagar, Rajendra, was kind and strong King. He cared about his people very much. After long period of marriage his queen, Prema, gave birth to a beautiful daughter, named Sona. As she was the only child, she enjoyed a lot of freedom. She was clever not only in studies but in the use of the bow and arrow and sword. When she reached marriageable age, her parents began searching for a suitable partner for her. But Sona disagreed to their proposal saying her parents that ,”Father, I want that my husband should be more skilled in all activities and should be overpower, me in fight. So you may make an announcement”. The King Rajendra was very proud to hear about his daughter’s thoughts.

The announcement was made not only in the King’s kingdom but also in the neighboring kingdoms. Thinking that Sona is only a girl many fighters came with thought in the mind that they can easily defeat a girl and she is only child they will get whole kingdom after King Rajendra.

But Sona defeated everyone, and they had to go back disappointed.

She was taking on the suitors one after another, among them was Uday Varma, the prince of Ayodhyapuri. He watched the fight every day, by joining the crowd. He carefully watched how Princess Sona fought and the different strategies she adopted to meet the method of fighting followed by each prince.

Within few days Uday Varma had learnt all her strategies, and the next day he was ready to fight with her he fight too cleverly. Soon Sona was defeated by Uday Varma. When Uday Varma came forward to present himself to the King and queen, King asked Uday Varma from where he had learnt to fight. Uday Varma replied “I have watched all strategies adopted by Sona, by watching her during fight”.

Sona suddenly said to him that “You have defeated me, but I can’t marry you”.

King was surprised by Sona’s decision and asked her “why couldn’t  you marry him?”

Sona turn back to Uday Varma and said “Just think and find the reason”Uday Varma thought something and said . “Yes you are right. I should not marry you.”

The king and queen were surprised that even Uday Varma too accepted Sona’s decision quickly. They were unable to find the reason.The Betaal concluded the story and asked King Vikramaditya,“Why did she say he did not deserve her hand in marriage in spite of his victory over her? Tell me Vikram if you would not speak even if you know the answer you are not a King of Justice”.

Vikram RepliedBetaal Uday Varma had learnt strategies by watching Sona’s strategies while fighting just as someone learn from his teacher and in Bhartiya Sanskruti a teacher cannot marry his student. InBhartiya Sanskruti father, mother and teacher are all like a god. As Sona realized that Uday Varma was first her student and then a suitor and she was not willing to accept that relationship for the purpose of marriage. Uday Varma too thought on the same manner and realized that he could not marry Sona“.

As king spoke a word so Betaal flew back to the tree carrying the corpsealong with him. Vikram with his sword in his hand went after the Betaal once again.

माननीय श्री प्रधानमंत्री जी  आपने  इस महत्वपूर्ण विषय में ध्यान देकर इस दुरूपयोग रोकने के लिए आदेश भी दिए परन्तु यह बड़े खेद का विषय है कि कार्मिक विभाग आपके आदेशो को समुचित प्रभाव  से  कार्यान्वित करने में ढीलम ढाल कर रहे।

डीआरडीओ के श्री अविनाश चन्दर, वैज्ञानिक सलाहकार द्वारा अयोग्य, अक्षम व्यक्तियों की संस्तुति करना लगातार जारी है।  डी आर डी ई, ग्वालियर के निदेशक महोदय प्रोफ डा एम पी कौशिक जोकि इस 31 अक्टूबर 2014 को रिटायर हो रहे हैं वह अभी दिल्ली में श्री अविनाश चन्दर के चरण वंदना में लगे है कि किसी भी तरह उनको सेवा विस्तार दिला दे या फिर कोई चेयर, फेलोशिप, कॉन्ट्रैक्ट या कुछ भी दिला दो।

बदले में वो क्या कर सकते है उसकी एक झलक देखिये, एन बी सी वारफेयर के हेड होने के नाते  डा एम पी कौशिक ने एक विदेशी  यंत्र  (ICAD Chempro100i Make: Environics) जोकि विषाक्त केमिकलो का तुरंत  प्रभाव से पता लगा लेता था का आयात करा और उसकी गुणवत्ता को देख कर सेना ने  999 संख्या में 100 करोड़ रुपये की  इस यंत्र की खरीद जोकि  सामान्य  से दुगनी से ज्यादा कीमत थी।  यंत्र की सेना में विदेश से आप्पूर्ति  के बाद पता चला है की यह यंत्र हमारे देश की क्लाइमेट कंडीशन के लिए उपयुक्त नहीं है और काम नहीं कर रहा।

इस यंत्र की बड़ी इतनी संख्या में बड़ी हुई कीमतों में खरीददारी से किसको फायदा मिला और कहां कहां तक बटा यह तो सिर्फ डा एम पी कौशिक ही बता सकते है।

ऐसे लोगो की सेवा विस्तार के लिए संतुस्ती आना ही एक गंभीर बात है।  इस से संस्तुति करने वालो की मंशा व् नियत पर भी सवाल उठता है।

आपकी निरक्षण व् कार्यवाही के लिए कुछ तथ्य सलग्न है।

आशा है की इन तथ्यों की सपूर्ण जाँच करवा कर देश के बहुमूल्य पैसो का दोहन करने वालो के खिलाफ उचित कार्यवाही का जल्द से जल्द जाँच का आदेश देंगे।

Enclosed details: Purchase background of ICAD Chempro 100i,, Make: Environics

Budgetary Price approximately $9,500 

Purchase Price – Rs 100000/- each in bulk purchase                                                (more than $ 16000/each)

Army has purchased instrument ICAD Chempro 100i (Qty: 999 No’s, Make: Environics) against contract nos B/28704/NBC-4C/ICAD/GS/WE-6 Dated 23 Jun 2009 and B/28704/NBC-4C/Option/ICAD/GS/WE-6 dated 26 Mar 2010 for approximately 100 Crore (INR). This instrument detects the chemical warfare agents and is of utmost importance for the defence services. Having cleared the payment after the delivery, it was found that all these instruments failed to perform as per the specification and have technical problems. It is evident from the letter enclosed that performance related issues were raised in Nov 2012 and since then no action has been taken. Few officials are trying to cover up the issue by changing the specification instead of taking 100 Crore back.

As per the information gathered from the sources, these instruments were first purchased by   M P Kaushik from DRDE Gwalior (A DRDO Laboratory and Nodal Agency in Chemical Warfare). Satisfactory working certificate were given to the company and payment was cleared. Later Army gave the contract. It seems that with the help of M P Kaushik few official of army has executed this act.

Hello,
Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of OFFICE MEMORANDUM  F.No.22/35/2011-EO (SM.II) 24th September, 2014 Sub: Grant of extension/re-employment to Central Government servants beyond the age of superannuation.  In Para 1 – The ACC has observed that in some of the cases, the Departments are not taking timely action to reconstitute the Departmental Peer Review Committee (DPRC) and are unilaterally extending the service of the officers beyond the age of superannuation without first obtaining approval of the ACC.

  1. Please provide the copy of order issued by PMO for cases of services extensions which found without obtaining approval of ACC.
  2. Please provide the names of individuals with name of respective department who were given extensions without obtaining approval of ACC.
  3. Please provide  the names of  individuals who were retired from service as per Para- 4 of above referred OM – that in absence of specific approval of ACC towards extension of his services beyond the date of superannuation, an officer should stand retired on his date of superannuation.
  4. As per Para- 1 of above referred OM  – (The ACC has observed that in some of the cases, the Departments are not taking timely action to reconstitute the Departmental Peer Review Committee (DPRC) and are unilaterally extending the service of the officers beyond the age of superannuation without first obtaining approval of the ACC.) As per above statement it is  understood that ACC found such cases where individuals were given service extension without getting first obtaining approval of the ACC. Provide the action taken by PMO on these illegal service extensions till date.

Sub: Grant of extension/re-employment to Central Government servants beyond the age of superannuation

Attention of all the Ministries/Departments is invited to the Government of India (Transaction of Business) Rules which prescribe that the ACC is the competent authority to decide the cases of extension in service beyond the age of superannuation. Attention is also invited to DoPT’s OM. No. 26012/6/2002-Estt, (A) dated 09.12.2002 on the subject mentioned above laying down instructions/criteria for grant of extension in service to the categories of personnel referred in proviso to F.R. 56(d). The ACC has observed that in some of the cases, the Departments are not taking timely action to reconstitute the Departmental Peer Review Committee (DPRC) and are unilaterally extending the service of the officers beyond the age of superannuation without first obtaining approval of the ACC.

2. It has also been observed that Ministries/Departments often submit proposals late to the EO Division as a result of which submission of cases for consideration of the ACC also gets delayed.

3. In view of the above, all the Scientific Ministries/Departments are hereby advised to take timely action for constitution of the DPRC for considering the cases for extension of service of specialists in medical or scientific fields, beyond the normal date of superannuation and ensure that proposals seeking approval of the ACC be invariably submitted at least two months in advance of the date of superannuation.

4. It is also reiterated that in absence of specific approval of ACC towards extension of his services beyond the date of superannuation, an officer should stand retired on his date of superannuation and under no circumstances should the Ministry/Department concerned extend his services beyond superannuation unilaterally without the approval & ACC.

PUBLIC OPINION & SURVEY ON CONTRACTUAL APOINTMENT OF SHRI AVINASH CHANDER AS DG,DRDO, SA TO RM & SECRETARY, DRD EVEN AFTER HIS RETIREMENT

Sri Avinash Chander, Distinguished Scientist and Chief Controller Research & Development (Missiles & Strategic Systems) as Secretary, Department of Defence Research & Development–cum-Director General, Defence Research& Development Organisation and Scientific Adviser to Raksha Mantri vide letter No. 12/9/2013-EO(SM-I) dated 31st May 2013,Secretariat of Appointment Committee of Cabinet, DOPT, Ministry of Personal, Public Grievances and Pensions, New Delhi. [copy of order dated 31 May 2013  enclosed]

According to the said letter dated 31 May 2013 , The appointment of Shri Avinash Chander beyond his date of retirement i.e.30.1 1.2014 would be on contract basis with the same terms and conditions as he would be entitled to Secretary (DRD) before the date of retirement.

The Chief of DRDO is holding three post simultaneously DGR&D,DRDO, SA to RM and Secretary, DRD and having control over 30000 employees, 52 establishments and Rs. 15283 crore of public money.

The said appointment order of Sri Avinash Chander was illegal on the grounds-

(i)            Shri Avinash Chander is not having International Stature that is basic requirement for extension in service from age of 62-64 years; hence the extension in service beyond the age of 62 years to Sri Avinash Chander was illegal.

(ii)          appointment from Distinguished Scientist to Secretary is promotion cum appointment (promotions in extension in service is illegal as FR 56(d)

(iii)         Shri V. Narayanasamy, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office replied to Parliament in the year 2012 that “there is no policy formulation for appointing the Secretaries in Union Ministries and Departments on contract”.

(iv)         According to News published on 28 May 2012 in Hindustan Times stating “Contractual appointment post-retirement not in rules” based on reply given by DOPT, Ministry of Personnel in 15th Lok Sabha.

(v)          Orders for regular appointment and contractual appointment could not be clubbed in one order as both are totally distinct action as per recruitment rules.

(vi)         An official appointed on contract after retirement cannot function as Head of Office for all administrative & financial matters in the department. It is apparent from his appointment letter that he will exercise all administrative and financial powers on contractual appointment as he was having in his regular appointment before retirement.

In this matter several applications under RTI Act 2005 was filed to DOPT, Cabinet Sectt. , DRDO and MOD. In some applications vital information was provided by Government.

Recently on 06 August 2014, one DRDO scientist filed complaint to Hon’ble Prime Minister who is also the Chairman of ACC. The said complaint is under consideration to Cabinet Secretariat, Government of India.

India Today in its issue of 13 Oct 2014(English Edition) and 15 October 2014(Hindi Edition) published detailed News about post retirement appointment and extensions business in DRDO.

Narendra Modi government takes RTI to another level: All replies to be put online

NEW DELHI: It had been expected to dilute the UPA government’s showpiece Right to Information (RTI) Act that had become a scourge of sorts for its ministers and bureaucrats and was even blamed by some as a contributing factor for the policy paralysis during its reign. But the Narendra Modi-led BJP government has done the reverse and taken RTI to quite another level.

Starting next month, all replies given under RTI by ministries will be posted online, available for access to all and not just to persons seeking the information. This will mean unprecedented scale of disclosure and cheer transparency advocates, especially those in the NGO sector with whom this government has had a testy relationship. Until now, only the person filing the RTI application seeking replies from a ministry or a government department would get the reply and that too mostly via post.

The Department of Personnel and Training (DoPT) on Tuesday issued an official memorandum to all central ministries and departments directing them to take “immediate action” to ensure that “the facility to upload the reply to RTI application and first appeal on the website of the respective ministry or department” may be started from October 31. Replies to queries will be put up on ministries’ website and be available for all to view and not just the person behind the query.

The move has won the government plaudits. Satyanand Mishra, former Chief Information Commissioner, told ET that the step takes transparency under the RTI Act to “just another level.” “It is a very good and welcome step. It will not only improve transparency but also reduce workload of government officials as it will help eliminating possibility of repeated RTI queries on the same issue,” Mishra said.

“As far as person whose RTI reply is put online, someone seeking transparency in form of a RTI plea should not have any problem is government shows the same transparency and makes the reply to him public,” he added. Incidentally, the UPA government too had tried to do a similar thing and even passed instructions to this effect in April last year, but its move could never be implemented.

A DoPT official told ET that the Modi government was now implementing what could not be done by its predecessor, noting that the RTI Act had a specific provision for suo-moto disclosure of information. “Any person can now check a website to see what information has already been asked for and provided under RTI and hence the Ministry will be relieved of answering the same queries again and again. It will also bring transparency,” a senior DoPT official said, requesting anonymity.

The DoPT note to ministries, while exhorting disclosure, also warns them to exercise caution while dealing with information that could affect privacy of individuals.

“It may be noted that RTI applications and appeals received and their responses relating to personal information of an individual may not be disclosed, if they do not serve any public interest,” the note said.

On its part, the DoPT has already added, on a pilot basis, a new feature on its website that gives an option to all Central Public Information Officers to upload replies to RTI on its site. The PMO recently led by example by disclosing the details on number of staff, PM’s staff and also the assets of all central ministers.

The UPA birthed the RTI with great pride in 2005, but found itself bruised periodically by the transparency revolution it had unleashed. Some political storms triggered by the RTI during the UPA era include letters between Manmohan Singh and Sonia Gandhi on RTI amendments; in the telecom scam, the communication between Singh and the then-telecom minister A Raja; the exchange between the PM and the CJI on the declaration of assets by judges and letters from three sports ministers that flagged off the c o r r uption in the 2010 Commonwealth Games spending.
