  2. Provide following information in respect of business carried out by M/s Manglam Traders, Kanpur in DMSRDE, Kanpur.
    1. Registration Certificate issued to M/s Manglam Traders, Kanpur by DMSRDE, Kanpur.
    2. As per provisions of Rule 3.2 of Purchase Management 2006 of DRDO in which  categories of stores, e.g., raw materials, chemicals, machine tools, instruments, electronics and electrical items, timber, fabrication jobs and other general stores etc., the M/s Manglam Traders, Kanpur is registered in DMSRDE, Kanpur.

The information related to purchase, supply orders, bills etc. has already been allowed by FAA, DRDO vide his decision No. RTI/02/2091/F/2013/0142 dated 14 October 2013 in First Appeal No. 142 on First Appeal of applicant.

This is to inform that Central Information Commission in its various decisions consistently held that establishment matters relating to the organization notified u/s 24 of the RTI Act come within the purview of the Act and information in this regard thereto are not exempted from disclosure.

Besides purchase and establishment matter the information sought is pertaining to allegations of Corruption and as such not exempted u/s 24 of RTI Act 2005.

An IPO of Rs. 10/- as application fee (IPO No. 17F548630 ) is enclosed as Annexure-1.

File No. CIC/LS/A/2012/002612 dated 22.3.2013 (Dr. Neelam Bhalla vs. DRDO) Verdict – “It is, no doubt, true that DRDO is an exempted organisation; yet it has been the consistent view of this Commission that the benefit of exemption extends only to functional / operational matters and not to establishment related routine matters. The legality of this view has not been challenged in the relevant judicial forum so far”.

In its various decisions CIC consistently held that Establishment Matters relating to the organization notified u/s 24 of the RTI Act come within the purview of the Act and information in this regard thereto are not exempted from disclosure.

In light of the above decisions of CIC, Kindly provide the following information under RTI Act 2005. 

BRIEF FACTS FOR APPLICATION UNDER RTI ACT 2005

With reference to your Minute Sheet No. AE/Gen Admin/13/0578 dated 26 September 2013 and modified Minute Sheet No. AE/Gen Admin/13/0578 dated 04 October 2013, signed by Dr. D.N. Tripathi, Addl Director (Admin.) on behalf of Director.

  1. It has been ordered by these Minute Sheets that “wef 01.10.2013 all officers and employees are informed to park their vehicles in the Parking Area constructed near CSD Canteen” and “above Minute Sheet is related to the officers/employees who goes to CSD Canteen for purchasing items by their vehicles”.
  2. Facts narrated above in points (1) and (2) establish that CSD Canteen building exists in DMSRDE and CSD facility is available in DMSRDE

In light of above facts kindly provide following information u/s 6(1) of RTI Act 2005.

INFORMATION SOUGHT

  1. Provide the details of officers and staff with name & rank that are attached and involved in management and operation of DMSRDE CSD Canteen right from Chairman, Officer-In- Charge, Technical Officers and Staff at present.dmsrde csd table1
  2.  Total monthly expenditure incurred on incentives/emoluments to official working part time in DMSRDE CSD Canteen for month July 2013.
  3. Provide the amount of miscellaneous expenditure incurred in July 2013 under following heads in DMSRDE CSD Canteen.

  7. Whether rotation of officials working in CSD Canteen took place vide CVC Circular No.03/09/13 letter No.004/VGL/090/225753 dated 11.9.2013. (Yes/No).
  8. If answer to point (7) is yes then provide the maximum period for which an official could remain attached with CSD Canteen?
  9. Mr. DP Shukla, Lab. Attd. (Now Technical Officer) is attached/posted in DMSRDE CSD Canteen since long time. Provide his attachment/posting detail in DMSRDE CSD Canteen from 01.01.2000 to 30 September 2013.
  10. DMSRDE CSD Canteen is a profitable unit which earning good amount of money by getting commission/profit in sale of store items at canteen. In which account this money is being deposited and the name of officers who are authorize/responsible to withdraw the money.
  11. Provide type /nature of purpose for which the fund of CSD can be utilized.
  12. Can CSD fund be utilized for purchase of item/store/services that are not used by CSD Canteen instead used by DMSRDE officials like furniture, construction of aluminum, partitions, distribution of gifts etc.?
  13. Provide sales statement of DMSRDE Canteen for month of July 2013.
  14. Cheque No. 871271 dated 22.7.2013 issued by DMSRDE Canteen. Provide information in following format.

  16. Whether any fund was withdrawn from account of DMSRDE Canteen for purpose of aluminum door and grill partition in Security Division Building at reception counter.(Yes/No)
  17. If answer to point (16) is yes then provide the expenditure details for the said work at reception of Security Office.

    1. The agency (DMSRDE/MES) which issue supply order to accomplish the task for aluminum partition at reception of Security Office.

  20. Whether audit of CSD Canteen accounts took place by Local Audit Officer (LAO)/ACDA on annual basis. Yes/No
  21. If answer to point 20 is yes then provide the copy of audit report of DMSRDE CSD Canteen for FY 2012-2013.
  22. Percentage of average profit in sale of items/store at DMSRDE CSD Canteen.
  23. Average profit of DMSRDE CSD Canteen in rupees  per month in FY 2012-13.
  24. How much funds/money has been expenditure in welfare activities from CSD fund in FY 2012-2013?

The information sought in this RTI Application is on Establishment Matter and as such not exempted u/s 24 of the RTI Act.

Besides Information sought is pertaining to allegations of Corruption and as such not exempted u/s 24 of the RTI Act 2005.

RTI Act -2005 – Effective Tool to Tackle Corruption and Very Potent Weapon against Corruption and Nepotism

The main objectives of the RTI Act are – To promote transparency and accountability in the working of every public authority and

To set up a practical regime for giving citizens access to information that is under the control of public authorities.

RTI Act 2005 was introduced to make the government machinery transparent and enhanced the accountability for good governance.

Right to Information and has been given the status of a fundamental right under Article 19(1) of the Constitution. Article 19 (1) under which every citizen has freedom of speech and expression and have the right to know how the government works, what role does it play, what are its functions and so on.

The Act confers right to the citizens to know as to how the taxpayer’s money is being spent by the Government.

Right to Information Act empowers every citizen to seek any information, take notes, extracts or certified copies of documents or records, and take certified samples of material.

DRDO although governed by Indian constitution and draw salary from central government funds.

But decisions are autonomous without accountability. They all are self style generals, they have own rules and rule implantations in own terms & conditions, but when succumbed to injury look for RM for protection and ask protection in the name of secrecy.

Like when an RTI revealed that induction of Grade Pay – Rs 4800 without approval of finance ministry now question of recovery of Rs 24 Cr is big crisis for DRDO, several court cases are facing by DRDO, almost 665 technical officers are busy to tackle the recovery issue.

DRDO management to hide their irresponsible act, making arrangements for reassessment for these technical officers. Please imagine the money involvement and man hour wastage.

The present Honorable Defence Minister has tried his level best and convinced DRDO officers/ employees to fall in the line and follow the constitutional provisions.

Honorable Defence Minister has take prompt action as per rule:-

  1. Not granted extension to Dr V K Sarswat
  2. Suspended Dr Arun Kumar, DOP two hours before his retirement day.
  3. Charge sheeted to Dr. S M Veerabhadrappa just after retirement.
  4. Node to enquiry for Dr W Selvamurthy, Ex CC R&D, Ph D in Yoga, Ms S Geetha, Ms Swati Srivastva, Mrs T Chandra banu, Scientist ‘F’
  5. Charge Sheeted Dr A K Tyagi, ex CPIO, DRDO Hqr
  6. Protected whistle blower Sh Prakash Singh, Senior Admin Officer-I

These well known decisions are in the right direction and has encourage the common people to identify incompetent, corrupt official , non performers etc of DRDO Labs across the India. So this cancer of corruption, nepotism, casteism can be treated in first stage.

DRDO has made it mockery of RTI Act – 2005. There are several examples in CIC decision; “ The Commission has taken a consistent view that notwithstanding the fact that DRDO is an exempted organization, this exemption applies only in respect of scientific/technical matters and not in respect of establishment matters.”

And best part is this that after CIC stands, DRDO went Honorable High Court for wasting precious poor tax payer’s money. Common man cannot digest who give power to these corrupt officers for saving their own skin they are using public money.

In case of DMSRDE, DRDO Lab Kanpur, some RTI were placed to expose the corrupt practices following in the Lab. As usual practice of RTI cell DRDO all were denied and after thoroughly and specifically made first appeal force to think first appellate authority for provide requested informations.

RTI cell DRDO intends to disclose informations. However, the RTI cell at Lab level put the sundry things under schedule-II exemptions. DRDO has protected its corrupt officials under exemption clause in the name of secrecy.

Heartiest congratulations to Sh.Avinash Chandra and all AGNI team members for the great success of AGNI-5 trials. It will boost the moral and reason to stay in DRDO to new upcoming young DRDO scientists.

Sh.Avinash Chandra is also keeping his promise to implement the Rama Rao Committee’s recommendations.

But major challenges are still waiting for your attentions like corruption and nepotism.  Both are big issues that require careful handling and also strongly like Honorable R.M. Sh. A K Antony gave example not to gave extension (License of Corruption) to Dr V K Saraswat.

The recent extensions to some senior incompetent scientists are example that Sh.Avinash Chandra is still in the grip of corrupt DRDO officials.

In Dr.Arun Kumar’s case Sh.Avinash Chandra was member of inquiry committee and gave clean chit to Dr.Arun Kumar and later on Sh. A K Antony corrected and suspended the culprit.

Sh.Avinash Chandra’s weaknesses are with corrupt DRDO officials gangs who are enriched and patronized by Dr. V K Sarswat and Dr. W Selvamurthy (PhD in Yoga).

Sh.Avinash Chandra ji leave your weakness, without fear declare the results of Scientist ‘H’, since you have taken responsibility to develop defence self reliance of our great nation. Leave the small weaknesses and weed out the corrupt gang of DRDO. A lot of honest and capable persons are available in DRDO.

Dr. Anil Kumar Tyagi’s case is also an example, why Dr. A K Singh helped him to get result via DoPT advice, have they shown you that this kind of practice done by DRDO before; you just allow them blindly to follow this route. You have been receiving hundreds of cases where humentrain / medical/ grievances request for transfer and other kind of help by DRDO scientist and staff. Can you tell me a single example of where these stalwarts took fast action?  I can send you a lot of examples where your HR/DOP dealings have been insensitive and the person has no choice but to bear it or leave the organization.

You can find their expertise and efficiency in protection of corrupt and incompetent DRDO officials like example case of Sh. R K Agarwal, who got promotion of scientist ‘H’ with false work claims and proudly publishes in DRDO news letter also, because he knows he managed his boss.

Sir, it is requested that you do the needful to save DRDO from the claws of these corrupt DRDO officials.

DRDS Promotion Policy

Dear all Scientists,

   It is observed that due to absolute power, the directors of labs are encouraging nepotism, casteism openly, and this is major obstacle in progress of DRDO. The incompetency is the main and foremost challenge for Sh Avinash Chander.

DRDO Directors are having a lethal weapon i.e CPAR and absolute right to block the carrier of anyone beside that the person delivering his best to organization and country.

I request you all please go through this Honorable Nainital Highcourt judgement where it is clearly mentioned that if your junior is called for assessment then you have the right to ask DRDO to call you for assessment.

Dr K K. Jha, the petitioner has challenged DRDO, that on what grounds was he not called for assessment without serving any negative advice and at the same time his juniors were called for assessment.

He got assessment call and promoted as Scientist ‘F’. If Dr.K.K.Jha had not approached the court he would not have been able to get promotion because Dr, A S Bains maintained his CPAR’s in bare minimum numbers.

Hope these inputs will help you to get your due credits from DRDO and our young and senior scientists will get their promotions in due time.

Mr. Avinash Chander obtained B.Tech degree from Indian Institute of Technology (IIT Delhi)  in Electrical Engineering in 1972 and M.S. (Spatial Information Tech.), JNTU, Hyderabad. . Mr. Avinash Chander, Distinguished Scientist is the Director of Advanced Systems Laboratory, Hyderabad and an eminent scientist in the field of Missiles.

Mr. Chander joined DRDO in August 1972.  A leader in missile technology, he is the Chief Designer of Long Range Missiles System.  He has the unique achievement of delivering and deploying three weapon systems viz., A1, A2 and A3.  He is currently the Programme Director for the Agni Missile Programme.  His latest achievement is the successful development of 3000 kms range Agni-III Missile which is under induction.

Honorable Sir,

As you already very well aware that DRDO is in neck deep nepotism and corruption and we all welcome your latest decisions like suspension of Dr. Arun Kumar, not giving nod for further extension to Dr. V. K. Sarswat, order for special audit to CGDA, etc.

Sir, your commitment for honesty and stride for eradication of corruption and nepotism specially in defence sector, we salute your honest efforts and we are trying to contribute some authentic information related to nepotism and corruptions prevailing in DRDO from time to time to strengthen your  mission.

In this series I would like to submit some documentary evidences of nepotism of Sh. R. C. Aggarwal, Director, DEAL, DRDO.

  1. Sh. R. C. Aggarwal after taking charge as Director, DEAL put all scientists/staff of his community in important positions. You can verify with Departmental Part orders.
  2. He supported Sh. R K Agarwal for his false claim of work in “Project NARAD”, which was the only real-time successful project and was appreciated by user (IPKF).
  3. Sh. R K Agarwal claimed the aforementioned for his promotion to outstanding scientist and it was published in DRDO’s News Letter September 2012 page No -14 (Copy enclosed)
  4. Departmental Part Order for manpower for Project NARAD reference are DO Part-I No.232/AD dated 18/11/1988 and DO Part-I No.238/AD, No.239/AD dated 24/11/1988. There was clear cut mention in the order that Sh. R K Agarwal was not part and parcel of Project NARAD.
  5. The appreciation letter No 35795/Aks/per date 20th April 1990 by Major A K Singh, 57 Mtn Div. Signal Regiment to Sh Surendra Pal, Dy. Director, Project NARAD clearly reveals the names of DEAL’s scientists who participated and contributed their best  in the real operation scenario. There is no name of Sh. R.K Agarwal in the appreciation letter.
  6. The DRDO in their RTI reply No.DEAL/RTI/0003/2013 dated 08/04/2013 clearly mentioned that No such document/information is available, means there is nothing available which proves that Sh R K Agarwal was part and parcel of Project ‘NARAD’. It is clear evidence that Sh RC Aggarwal supported Sh R K Agarwal’s false claim for promotion to outstanding scientist because of the only reason of nepotism. (Copy enclosed)
  7. Sh R.K.Agarwal already created an embarrassing situation for you due to his personal bias towards Schedule Cast when he deliberately cut the APAR numbers of a Technical Officer ‘C’. The victim has already represented this to Director, DEAL on 11th April 2013. But the best part is that DEAL management threatened and focused all their lethal weapons to fix him. And soon you will get this matter from SC/ST committee.

Sir, this nepotism and corruption is in the peak and this is also a right time for you to select a dynamic personality who can first tackle this neck deep nepotism and corruption of DRDO.

Sir, you are giving answering regarding exodus of DRDO scientists to our honorable parliamentarian since last 7-8 years and quoting that the senior scientists E, F, G are not quitting. But you are not aware that by seeing this honoring of incompetent scientists due to nepotism the junior scientists imagine their future and quit for better future.

Second major point is the senior scientists who were/are super seeded by these incompetent scientists are suffering from, blood pressure, heart problems and depressions. Ask health report of senior scientists.

Sir, can we expect any miracle research from these bunch of halfhearted and blood pressure, heart problems and depressions patients? Not at all.

Sir, you can find some scientist ‘G’ age of 38/40/42 etc. but they achieved this due nepotism if it is not true than how many get international recognition of their research work.

Once again it is requested to see this personally in the interest of DRDO as well as in the interest of nation.

Hello,
Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of DRDO Newsletter September 2012 page No -14. In which the details of Outstanding Scientists of the DRDO. Sh, R K Agarwal, Outstanding Scientist, DEAL   “ his main contribution has been the development of NARAD, the first semi-static and transportable terminals developed in the country. These terminals were immediately deployed in SRI LANKA during operation PAWAN where they have played a vital Role.”

  1. The certified copy of his claim for working or association with Project NARAD.
  2. Number of temporary duty if done by Sh R K. Agarwal in connection with Project Narad including deputation to SRI LANKA or any place in India during operation PAWAN.
  3. Provide the copy of DO Part –I published reflecting that Sh R K Agarwal was deputed or associated with Project NARAD, in DEAL, Dehradun
  4. Copy of appreciation letter regarding providing communication during Operation Pawan to IPKF by GOC, IPKF and then S O –in- C.
  5. Number of technical papers published as first author on design aspects of SATCOM systems by Sh R K Agarwal in various publications? Provide the name of Journals /year/page no of publications and issues/ volume numbers.
  6. On  “Throughput Acceleration Satellite Adaptation Unit (SAU)”  and the role and contribution of Sh R K Agarwal  in its patent filing. –

Find the application fee for the request attached with this application. If you feel that above requested information does not pertain to your department then please follow the provisions of Section 6(3) of the RTI Act, 2005/Also as per the provisions of the RTI Act, 2005 please provide the details (Name and Designation) of the first appellate authority w.r.t to your department with the reply to the above request., where I may if required file my first appeal.

Arun Kumar finally suspended on the last day of service

Kudos to the Defense Minister for at last getting rid of the black-sheep of DRDO before he could escape.

Lots of thanks to Sh A K Antony for taking such a great decision of suspending Dr. Arun Kumar, Out Standing Scientist for his corrupt activities.  This is clear cut message to the corrupt DRDO officials that no one can escape from justice and it will also be a booster message to all honest DRDO officials who are protesting and exposing the corruption prevailing in this  great organisation.

Again great salute to Sh Antony ji

AMU VC committed financial impropriety’

Honorable Sir,

The following news was published on Friday, 13th January 2012 Times of India, New Delhi.

‘AMU VC committed financial impropriety’: CBI is believed to have found that AMU VC P K Abdul Azis had committed financial impropriety and knowingly claimed allowances for which he was not entitled.

Sir, Dr Prahlada, VC, DIAT, DRDO has also did same corruption and the RTI reply from JCDA and DRDO Hqrs proved the same then why the similar action is not taken by Ministry of Defence ?

Dr. Prahlada is not only case in DRDO there are so many other senior officials who have committed similar corruption until my RTI was raised. Like Sh S Ravi, Scientist ‘G’, Sh Neeraj Kumar, Scientist ‘D’ etc.

Please find enclosed documentary evidences of above corrupt practices done by DRDO officials for your needful action.

Yours sincere effort is needed to clean the DRDO.

Dr Selvamurthy and his big team at Electronic Niketan

Dear Dr Saraswat Ji Good Morning  

Yesterday I was astonished to see Dr Selvamurthy and his big team at Electronic Niketan during the meeting called by IT Ministry regarding the DRDO complaint about www.corruptionindrdo.com.

When you assumed the charge of Scientific Adviser to RM, I congratulated and expressed the hope of common people with DRDO as the wound   of KARGIL WAR is still very painful. Almost all the general had expressed the reluctance and incompetence of DRDO at different forums and this fact cannot be ignored by even the Defence Minister and Prime Minister.

Starting from 2001 till date whatever information related to corruption/ nepotism / favoritism was collected or received by me was sent to competent authorities of DRDO but it was thrown in to dustbin. All your courtiers suggested and advised you to ignore the truth and even somebody like Dr. Arun Kumar and Dr. Prahalada opined for stern action in open meeting stating “CBI raid, Income Tax raid, IB raid to be conducted on me.” Arun Kumar even said that, “What the hell this 8th pass will do to DRDO.”

Unfortunately, you felt that Prabhu Dandriyal is alone. However, all those who are honest and disciplined worker and have suffered by nepotism/favoritism are Prabhu Dandriyal. All those deserving and who do not get their due credit are behind this website.

I request you, as a true Indian national, at least think about your country first, Peoples’ aspirations are very high.

Dr. V. K. Saraswat should shine like the sun in the sky. He should not vanish like his predecessors, in the dense darkness.

Kalam is honest and puts all his efforts for the nation. The others however, respect their bank balance and country’s interest is lost.

I request you for implement immediate corrective measures in respect of corruption/nepotism/favoritism prevailing in DRDO. Stop the growing incompetency in all levels. The  idea behind this website shall be accomplished and it won’t be required anymore. A scientist B sidelined today after twenty years may prove fatal.
