RAC issued Advt No. 112/ October 2013 for recruitment of 01 Scientist G for DQRS, DRDO with Essential Qualification: At least First class Bachelor’s Degree in Engg./Technology in Mechanical Engg./Aeronautical Engg./ Electrical Engg./ Electronics & Communication Engg. only and Experience: At least 15 years’ experience in areas of quality planning, quality assurance, quality control, and quality improvements.
Recruitment of Sri Saroj Kumar Patel as Scientist G in DRDO against Advt No. 112/October 2013 in March 2014 at seniority no. 486 who joined DRDO on 27 March 2014.

Subject: Complaint regarding qualification entry in service books & recruitment through Limited Departmental Competitive Examination (LDCE) without having required qualifications in DEAL, DRDO, Raipur Road, Dehradun.
Sir,
With reference to above following individuals serving in DEAL, DRDO, Raipur, Dehradun in different post did not have recognized diploma /degree in respective field. The DEAL management unconstitutionally added their qualification without proper verification and violated CCS (CCA) rules 1965. The added qualifications in service book of individuals were duly audited by JCDA on regular basis.
In one RTI reply according to DRDO Hqrs the individuals submitted their respective qualification certificates are not recognized by apex bodies of Government of India. RTI enclosed for ready reference.
It is requested, the cases of following individuals of DEAL, DRDO, Raipur Road, Dehradun may please be investigate / verified as per norms of laid down rules of GOI and take appropriate action to stop their illegal financial benefits with immediate effect and also investigate the role of JCDA, Dehradun for their audit approvals in these individuals cases and fix their responsibilities on the subject matter.
श्री आर सी अग्रवाल के कुछ बड़े जागीरदार वाले कार्यो का अवलोकन
सबसे बड़ा जागीरदारवाला काम अपने अक्षम गैर योग्य अग्रवाल बंधू श्री आर के अग्रवाल को कई सक्षम व् योग्य वैज्ञानिको की योग्यता व् वरिष्ठता को दरकिनार करते हुए श्री आर के अग्रवाल द्वारा फ़र्ज़ी कार्यो के दावों प्रमाणित करते हुए पदोन्नति दिलवा दी। डील में व् डी आर डी ओ जितने भी वरिष्ठ वैज्ञानिको की वरिष्ठता को श्री आर के अग्रवाल ने लांघा वह सब वैज्ञानिक हर तरह से शिक्षा से लेकर कार्य क्षेत्र सभी में बहुत ज्यादा बेहतर है। श्री आर सी अग्रवाल ने डी आर डी ओ के उच्चतम पद साइंटिस्ट ‘एच’ जैसे पद में देश हित को छोड़ भाई भतीजावाद को बढ़ावा दिया। (फ़र्ज़ी कार्यो के दावों की छायाप्रति)
दूसरा बड़ा जागीरदारवाला काम श्री जगदीश कुमार तकनीकी अधिकारी ‘सी’ के सन्दर्भ में श्री अविनाश चन्दर, वैज्ञानिक सलाहकार, डी जी, डी आर डी ओ के 12 मार्च 2014 के आदेश की आज तक खुली अवेहलना कर रखी है। पत्र में श्री आर सी अग्रवाल को यह गया था कि पत्र में श्री आर सी अग्रवाल को यह दिशा निर्देश दिया गया था कि श्री जगदीश कुमार को यह आश्वासन दिया जाय कि उनके साथ जाति गत भेद भाव नहीं किया जायेगा परन्तु जागीरदार साहिब ने आज तक डी जी, डी आर डी ओ के पत्र को कोई तवज्जो नहीं दी। कारण फिर स्पष्ट है की जाति गत भेद भाव का घिर्णीत कार्य किसी और ने नहीं उनके परम प्रिय अग्रवाल बंधू श्री आर के अग्रवाल ने ही किया था। अतः श्री आर सी अग्रवाल का जागीरदार वाला अहम उनको किसी कमजोर वर्ग जाति के प्रति सदभावना जताने से रोकता है। (12 मार्च 2014 के आदेश की छायाप्रति)
तीसरा जागीरदारी का उदाहरण श्री महाकर सिंह को साइंटिस्ट ‘जी’ की पदोन्नति दिलाने में भारत सरकार के सारी नियमावली को दरकिनार कर दी. श्री महाकर सिंह ने सन 2004 में तत्कालीन निदेशक को खुस करने के लिए एक तकनीकी अधिकारी श्री एम आर गुप्ता के साथ मारपीट करी और उस घटना का को इस्तेमाल कर तत्कालीन निदेशक श्री अशोक सेन ने श्री वाई पी सहगल साइंटिस्ट ‘जी’ से मिलकर श्री एम आर गुप्ता की वार्षिक रिपोर्ट ख़राब कर उनका भविष्य से खिलवाड़ किया। श्री आर सी अग्रवाल द्वारा अपनी जागीरदारी के घमंड के दम पर श्री महाकर सिंह के खिलाफ चल रहे कोर्ट केसेस की उपेक्षा करते हुए नियम विरुद्ध श्री महाकर सिंह को सभी प्रकार की विजिलेंस क्लेरेंस दे दी और श्री एम आर गुप्ता विरुद्ध चल रहे षड्यंत्र में शामिल हो गए। सन 2014 में श्री महाकर सिंह जी ने देहरादून की अदालत में सेशन जज के सामने श्री एम आर गुप्ता से बिना शर्त लिखित माफ़ी मांग कर अपने को जेल जाने से बचाया। (माफीनामा की छायाप्रति)
यह एक डी आर डी ओ की जागीरदारों के चरम उदाहरणों की तो एक बानगी भर है। ऐसे दर्ज़नो उदहारण डी आर डी ओ के 52 लैबो में बिखरे पड़े है। डी आर डी ओ मुख्यालयों में तो सिर्फ और सिर्फ बड़ी बड़ी खरीदारियों पर मंत्रणा चलती रहती कि किस तरह देश को पोलटिशियनो को ब्यूरोक्रेट्स को उल्लू बनाया जाय।

माननीय श्री प्रधानमंत्री जी यह एक बड़े खेद का विषय है कि इतने महत्वपूर्ण संगठन के शीर्ष अधिकारी श्री अविनाश चन्दर जी ने सारी नैतिकताओं को दर किनार करते हुए डीआरडीओ में अपनी जागीरदारी चला रखी है।
आपने दिल्ली में जो देख कर जनता को लालकिले से अपना अनुभव बताया कि सब विभागों में अपनी अपनी जागीरदारी चल रही है वह एक पूर्ण सत्य है।
श्री अविनाश चन्दर जी ने अभी कुछ समय पहले एक वैज्ञानिक ‘जी’ पद में बहुत ही मनमाने ढंग सब नियत मानको की अनदेखी कर रिटायर कमोडोर सरोज पटेल की नियुक्ति करी है।
श्री अविनाश चन्दर जी ने रिटायर कमोडोर सरोज पटेल की सिर्फ नियुक्ति ही नहीं करी बल्कि डीआरडीओ के 507 वरिष्ठ वैज्ञानिक ‘जी’ की वरिष्ठता को दरकिनार करते हुए श्री पटेल को नियुक्ति के चार दिनों में डायरेक्टर के पद में भी बैठा कर वैज्ञानिको का मनोबल गिरा दिया है।
पूरे देश ने कारगिल जंग के समय डीआरडीओ की असफलताओ को देखा था और सबको जनरल मालिक के शब्द याद है ” डीआरडीओ के वजह से सेना वेपन लोकेटर रडार नहीं प्राप्त हो पाया और जिसके कारण सेना को अपने इतने जवान खोने पड़े”
आपसे आशा है की निम्न प्रेषित उक्त नियुक्ति की धांधली के पूर्ण विवरण को सी वी सी को जाँच के लिए आदेश देंगे जिससे डीआरडीओ के समर्पित वैज्ञानिको का मनोबल बढ़ सके और वे देश की विकास में भागीदारी में अपना पूर्ण योगदान कर सके।

Recruitment of Sh Saroj Kumar Patel, Scientist ‘G’ and Appointment on post of Director, Directorate of Quality, Reliability &Safety (DQRS), DRDO HQ Complaint against Sh Avinash Chander, DG, DRDO, SA to RM, Secretary, DRD
Sir,
Nepotism, favoritism, corruption and manipulations with vested interest in higher recruitment by misusing powers by HOD are very common practices now days in Government system by different means.
Based on the practices stated above, the Recruitment Scam-I occurred in DRDO in which several top Scientists including some ex-DGR&D, ex-CCR&D, ex-Directors and their daughters & relatives were involved. Several complaints were made to CVC & Defence Minister regarding Recruitment Scam-I and consequently CVC advices disciplinary action against Dr. Arun Kumar, Ex-DOP under major penalty vide OM No. 010/DEF/039/184877 dated 23.08.2012.(Copy enclosed-I).
Dr. Arun Kumar was suspended on the last day of his superannuation. Similarly some other Scientist Dr. S M Veerbhadrapa, Ex-Director, DTRL then HRD Charge Sheeted and Smt Chandra bano, Scientist ‘F’, DHRD was dismissed from service just 12 days before retirement. Since top ten officials of DRDO involved in Recruitment Scam-I were retired therefore on advice of Director (Vigilance) & CVO, Min. of Defence , then Defence Minister recommended CBI probe in Recruitment Scam-I of DRDO vide Dte (Vigilance), MOD note no.48-55 ante observations of JS & CVO at note 56 ante in November 2013. The news was published in media. Copy enclosed (II).
Shri Avinash Chander then CCR&D(MSS) also played an important role in Recruitment Scam-I while being member of expert committee under Chairmanship of Prof. SK Salwan, he gave clean chit to his friend Dr. Arun Kumar , ex-DOP vide his report dated 08.06.2011.
This case is regarding illegal recruitment with motivated planned conspiracy of Shri Avinash Chander, DG, DRDO and SA to RM, Dr. A.K. Singh, DOP and Smt. Hina Gokhle, Director, DHRD and Dr. RK Jain, Director, RAC and Dr. DN Reddy, Chairman, RAC.
BRIEF FACTS OF THE COMPLAINT
Shri Avinash Chander, DS was Director, ASL, Hyderabad from August 2005 to May 2011. He was appointed as CCR&D (MSS) in DRDO HQ and was holding position of no. 2 after Dr. V.K. Saraswat, then DGR&D and SA to RM. Shri Avinash Chander took over as DGR&D, DRDO and SA to RM wef 31 May 2013 after superannuation of Dr. V.K. Saraswat.
Smt. Tessy Thomas was working in ASL since its foundation and she was subordinate to Shri Avinash Chander when he was Director, ASL, Hyderabad. Smt Tessy Thomas was promoted to Scientist ‘H’/Outstanding Scientist wef 18 October 2013. She was appointed as Director, ASL, Hyderabad wef 25 July 2014.
As a matter of facts, the competent authority in DRDO for appointment of Directors of Lab/Estt and Directorates at DRDO HQ is Shri Avinash Chander DGR&D, DRDO and SA to RM.
Shri Saroj Kumar Patel, husband of Smt Tessy Thomas, OS (now Director, ASL) was serving in Indian Navy as Commodore and retired from Indian Navy on 31 January 2013. To oblige Smt Tessy Thomas, Shri Avinash Chander, then CCR&D(MSS) misused his position and succeeded in creation of a vacancy of Scientist ‘G’ in DRDO HQ and applications for this vacancy of Scientist ‘G’ were sought vide RAC Advt No. 110/December 2012. The Scientist ‘G’ in DRDO is having pay scale of Rs. 37,400-67,000/- & Grade Pay 10,000/-, which is equivalent to rank of Joint Secretary in Indian Administrative Services. Joint Secretary to the Government of India has pay scale in Pay Band – 4:Rs. 37400- 67000; and Grade Pay Rs. 10000.All promotions and appointments to this Joint Secretary rank and post are directly made by the Appointments Committee of the Cabinet (ACC).
The requirement of said vacancy of Scientist ‘G’ was tailor made for Shri Saroj Kumar Patel as evident from details of Advt. No. 110/December 2012.

This malpractice for recruitment of Shri Saroj Kumar Patel was exposed by some senior Scientist ‘G’ of DRDO by writing complaint to Hon’ble Defence Minister in 2013 and therefore the plan of Shri Avinash Chander failed due to seriously consideration of the matter by Dr. V.K. Saraswat, then DGR&D, DRDO and SA to RM.
Shri Avinash Chander took over as DGR&D, DRDO and SA to RM on 31 May 2013 after superannuation of Dr. V.K. Saraswat. After acquiring full administrative & financial powers in DRDO, Shri Avinash Chander planned the recruitment of Shri Saroj Kumar Patel as Scientist ‘G’ in DRDO and therefore he planned a conspiracy of the illegal & motivated recruitment with help of his subordinates Dr. A.K. Singh, DOP, Smt. Hina Gokhle, Director, DHRD and Dr. DN Reddy, Chairman, RAC and Shri RK Jain, Director, RAC.
Accordingly phase-II of the said conspiracy started by issue of Letter No. DOP/11/110059/QRSM/M/02 dated 14 August 2013 of Directorate of Personnel, DRDO, MOD, New Delhi on the Subject- Appointment of Director, QRS, DRDO HQ, New Delhi. Copy of the letter dated 14 August 2013 along with Proforma for Director, QRS, DRDO HQ, New Delhi is enclosed-IV.
It was clearly mentioned in Para(1) of the letter that “Applications for the post of Director, Quality, Reliability & Safety(QRS) at DRDO HQrs, New Delhi are invited from SC ‘G’ promoted in the year 2013 having sufficient experience in the field of quality, reliability and safety. The Para 1 of letter is arbitrary, discriminatory, unethical and illegal in nature.
No essential qualification, desirable qualification and years of experience were sought and mentioned in said DOP letter for the post of Director, QRS.
Question arises why applications were invited only from the Scientist ‘G’ that were promoted in the year 2013 while in the seniority list of Scientist ‘G’ of DRDO as on 1st November 2013 there were 507 Scientist ‘G’ in total and out of which 114 were promoted in the year 2013 with effect from 01 July 2013? Copy of the seniority list of Scientist ‘G’ is enclosed-V. Why senior Scientist ‘G’ were not eligible for the post of the Director, QRS and under which rule DOP & DHRD decided that only junior most Scientist ‘G’ are eligible for the said post, while in appointments seniority plays an important role and senior most officers always given priority.
Mere reading of the letter dated 14 August 2013 issued from DOP establishes the conspiracy in recruitment. The letter was issued on 14 August 2013 and it was clearly mentioned in para (2) of the letter, reproduced as it is for ready reference “2. The applications should be duly forwarded/recommended by their respective Directors the enclosed profoma (Annexure-I) and must reach this office latest by 21st August 2013”. Hence only 6 days were provided to all Scientist ‘G’ of 52 Lab/Estt situated allover India right from Leh to Kochi and Vizag to Tezpur. The Para-2 is the clear violation of DOPT norms because period should be minimum 15 days.
As a matter of fact 15 August was National holiday, 16th was Friday, 17-18 August (week end holiday), 19-21 August (three working days). Now three questions arises
(i) Why only 04 working days was provided to submit the applications for post of Director, QRS?
(ii) What was the urgency to keep very short time for submitting applications?
(iii) Whether it was possible in any circumstances that ink signed copy of the application duly recommended by respective Director be reach with in two-three days by speed post to New Delhi far from various Lab/Estt. Of DRDO.
Answer to the questions raised in point(14) above is that applications were sought within DRDO simply to make formality and have a record that no Scientist ‘G’ applied for the said post or found eligible for the said post. It is matter of investigation by CVC from records that how many applications were received for post of Director, QRS, whether any list were prepared, whether any interview/interaction were organized, whether any committee scrutinized the proforma of Scientist ‘G’ and whether any Scientist ‘G’ was found suitable for the post of Director, QRS, DRDO Hqrs.
In fact said post were preplanned for Shri Saroj Kumar Patel since the December 2012 therefore any Scientist ‘G’ out of 507 Scientist ‘G’ of DRDO was not selected for the post of Director, QRS, DRDO Hqrs and post remain vacant.
Further to accommodate Shri Saroj Kumar Patel in DRDO an advertisement for post of Scientist ‘G’ were again issued by RAC, DRDO vide Advt. No. 112/October 2013 under direct recruitment scheme of DRDO under direction & guidance of Shri Avinash Chander with vested interest. Copy of the Advt No. 112/October 2013 is enclosed-VI.
Shri Saroj Kumar Patel was recruited as Scientist ‘G’ in DRDO against the 01 vacancy of Scientist ‘G’ vide RAC Advt No. 112/October 2013 and joined DRDO at DRDO HQrs, DRDO Bhawan, New Delhi with effect from 27 March 2014 at seniority no. 486 among Scientist ‘G’ of DRDO.
As a matter of fact Shri Saroj Kumar Patel joined DRDO as Scientist ‘G’ on 27 March 2014(Thursday) and appointed as Director, QRS, DRDO HQrs on 31 March 2014(Monday) so he worked only two days 27-28 March 2014 and jumped to post of Director only in service of 04 days. Shri Avinash Chander appointed Shri Patel as Director; QRS ignoring the 485 senior Scientist ‘G’ already available in DRDO and it establish favoritism & nepotism. It can only happened in DRDO.
Now again four question arises
i. Why Shri Patel was appointed as Director, QRS while he was recruited against vacancy of Scientist ‘G’ not for the post of Director, QRS by ignoring 485 senior Scientist ‘G’ in DRDO?
ii. What is the specialization of Shri Patel which is not available with 507 Scientist ‘G’ of DRDO, can the conspirators able to justify?
iii. Why so much favoritism was given to Shri Patel for his recruitment as Scientist ‘G’ and appointment as Director, QRS since October 2012 to March 2014 by Shri Avinash Chander?
iv. What special benefit DRDO get from Sh Patel’s tailor made appointment?
Keeping in view of the facts mentioned above and the subordination of Smt Tessy Thomas with Shri Avinash Chander right from several years in ASL, Hyderabad, it is crystal clear gross violation of recruitment rules, ethics and procedures took place and the same were not followed in recruitment of Shri Patel as Scientist ‘G’ on 27 March 2014 and further his appointment as Director, QRS on 31 March 2014. This smacks planned conspiracy and criminal misconduct by Shri Avinash Chander, DGR&D, DRDO, Dr. A.K. Singh, Director of Personnel, DRDO Hqrs, Smt Hina Gokhle, Director, DHRD, Dr. RK Jain, Director, RAC and Dr. DN Reddy, Chairman, RAC.
Therefore, it is kindly requested that appointment of Shri Saroj Kumar Patel, Scientist ‘G’ should be cancelled with immediate effect and inquiry be conducted under Prevention of Corruption Act 1988 and CCS (CCA) Rules 1965 against the senior officers of DRDO involved in planned conspiracy of recruitment and appointment of Shri Saroj Kumar Patel as Scientist ‘G’ in DRDO and appointment as Director, QRS, DRDO HQrs.

With reference to above I would like to submit following facts for your mission of corruption free India.
DMSRDE, DRDO, Kanpur is involved in R&D of polycarbosilane (PCS) since more than 15 years. This material is used for high temperature applications etc.
Polydimethylsilane (PDMS) in form of brisk white powder is used as precursor material required for synthesis of polycarbosilane. Initially the PDMS was manufactured in small scale (quantity)in DMSRDE itself by Scientists of DMSRDE.
The development process of polycarbosilane from Polydimethylsilane (PDMS) was patented by DRDO vide Indian Patent No. 249015 against Indian Patent Application No. 2254/DEL/2004 and the patent was granted on 21 Sept 2011 and published on 30 Sept 2011.
The manufacturing technology of PDMS and polycarbosilane is having only with few countries in world.
When Dr. A. K. Saxena took charge as Director, DMSRDE in January, 2011, he started the procurementof Polydimethylsilane (PDMS) and till date in the period 01.01.2011 to 31.12.2013 he procured 227 Kg PDMS costing around Rs. 1,86,35,780.00 in DMSRDE. PDMS was purchased in DMSRDE @ Rs. 80,000/- per kg approximately.
Procurement was done through 8 demands of limited tender, repeat order and one last order through open tender. The strange fact is that all seven orders of this rare material was placed to M/s Mangalam Traders, Kanpur and the eighth supply order was placed to M/s Paawani Speciality Chemicals, Kanpur which is again the family firm of M/s Mangalam Traders, Kanpur.
As per DMSRDE’s inputs the PDMS material was prepared by ex-DMSRDE employee Shri I. P. Pal, Ex Technical Officer ‘C’ under guidance of Dr. A. K. Saxena under roof of M/s Mangalam Traders, Kanpur of which proprietor is Mr. Manish Gupta and Director is his brother Mr. Anish Gupta.
The Cost and quantity was so designed and architect as every time the order should not exceed in the tune of Rs. 50 Lakhs so it will always come under sanction power of Dr. A. K. Saxena, Director, DMSRDE, Kanpur.
The Prices of PDMS First Order 4/2/2011 cost @ Rs 45000.00/Kg Second Order 27/4/2012 cost @ Rs 70000.00/Kg, Third Order 4/04/2012 cost @ Rs 75000.00/Kg, fourth order 9/02/2012 cost @ Rs 75200.00/Kg, Fifth order 6/09/2012 cost @ Rs 80000.00/Kg, sixth Order 26/02/2013 cost @ Rs 80000.00/Kg, Seventh Order 06/11/2012 cost @ Rs 77800.00/Kg, Eighth 17/12 2013 Order 06/11/2012 cost @ Rs 77800.00/Kg.
The whole exercise of procurement of PDMS itself exposes the corruption and corrupt practices prevailing in DRDO.
The various documentary evidences already exposed the nexus between Dr. A. K. Saxena and owners of M/s Mangalam Traders and M/s Paawani Speciality Chemicals Shri Manish Gupta and Shri Anish Gupta.
I have filed a complaint to CVC dated 11 June 2014 regarding corruption in PDMS procurements in DMSRDE and DRDO HQ made 1stFact Finding Committee than after few months’ days DRDO HQ made 2nd Fact Finding Committee. Till date no action taken against Dr. A. K. Saxena by Shri Avinash Chander, DGR&D, DRDO and Scientific Advisor to Raksha Mantri, DRDO Bhawan, New Delhi.
Now it seems Dr. A. K. Saxena convinced or taken care of motivation of Shri Avinash Chander and seems he inspired your 15th August 2014 address that “mera kya” and boldly raised open tender vide DMSRDE/15552004 dated 1st September 2014 for procuring 60 Kg PDMS.
As per sources the Gupta Bandhu of M/s Mangalam Traders and M/s Paawani Speciality Chemicals, Kanpur arranged 90 Kg PDMS and as usual the case initiated within the sanction capacity of Director i.e. 50 Lakhs of 60 kg. It is understood that the supply order will go in favour of Gupta Bandhu in any cost. Rest 30 kg PDMS will be procured under repeat order of the order issued against this open tender of PDMS.
It is completely established corruption case and enclosed procurement details clearly show the modus oprendi of Dr. A. K. Saxena, Director, DMSRDE. The said open tender dated 01 Sept 2014 should immediately be cancelled till finalization of inquiry by CVC.
Sir, It is requested that for sake of poor tax payers money to take appropriate exemplary action so that Shri Avinash Chander not dare to patronize such corrupt scientists and whole DRDO fraternity could understand your commitment against corruption.
DRDO advertised RAC Advt No. 110, December 2012 for the post of Scientist ‘G’ specially to accommodate CMDR S K Patel Husband of Ms Tessy Thomas but unfortunately due to lot of resistance from DRDO senior scientists Sh Avinash Chander could not succeeded to obliged ? as he was not the big boss that time and Dr V K Sarswat turned down the case and thus RAC Advt No. 110 for Scientist ‘G’ mere wasted.
DRDO advertised RAC Advt No. 112/ October 2013 for the post of Scientist ‘G, this time Sh Avinash Chander was boss and ignoring 485 available scientists G, CMDR(Retd.) S K Patel husband of Ms Tessy Thomas was selected and he joined DRDO as Scientist ‘G’ on 27 March 2014. He was appointed as Director in Directorate of QRS(DQRS) on 31 March 2014″ at DQ, DQRS as Director. DRDO basically turn as den of corruption and manipulations, still not ready to accept that the new era of corruption free governance begin in country.
The root of corruption and the confidence of manipulation and thinking of fooling the politicians in the name of defence secrecy are deeply absorbed in the blood of top old senior scientists who are running the DRDO show.
If some vital information exposed by media or frustrated honest scientists to the government, DRDO first advocate in the name of secrecy or next thing is same old established tactics that make a 1st fact finding committee then 2nd fact finding committee and encash the complaints with temporary duty claims in the name of inquiry and stretch the case up to year or two and people will forgotten the issue/corrupt officer retire from service and corrupt official easily gulp the poor tax payers money.
Sir, will you seriously going to take the corruption prevailing in DRDO which is very important because our defence preparedness is lying on the shoulder of DRDO, if it is not strong enough then what will the fate of country.
As in 5th September 2014 in your interaction to our lovely school students gave clear message that up to 2024 you are ready to give blessing and service to our country. It is very important that you have to operate the inside spread cancer (corruption / nepotism / favoritism) of DRDO.
I would like to inform you that I have continuously submitting lot of complaints in various agencies like CVC, IB and CBI since last 15 years and simultaneously exposing via www.corruptionindrdo.com since 4 years.
Recently, I have submitted 12 complaints on corruption against Dr. Arvind Kumar Saxena, Director, DMSRDE, DRDO, Kanpur to CVC, New Delhi. The complaints are tip of the iceberg and proper investigation can reveal hundreds of crores corruption which was executed by Dr. Arvind Kumar Saxena via various means.
DRDO’s expert manipulators made first fact finding committee spend few time and then made second fact finding committee and now they are killing the time in Dr. Arvind Kumar Saxena’s corruption cases.
Then after few years CAG will submit a report in front of honourable parliament like CAG Report CA No 30 of 2013 (Defence Services) Chapter V, DRDO
Para 5.1 – Extra avoidable expenditure by ANURAG – Violation of the prescribed procurement procedure and allow M/S ITI to execute the job through outsourcing at higher price resulted extra expenditure of Rs 2.12 Crores by ANURAG.
Para 5.2 Unwarranted procurement of CATIA V6 Software costing Rs 11.05 Crores and lying unused since 2011 – ANURAG
Para 5.3 DRDO procured components for NAG Missile at a cost Rs 52.58 Crores in anticipation of an order from Army, which resulted in blocking of Government money of Rs 34.70 Crores.
The man behind the ANURAG procurement manipulation enjoying extension, he is one of the Gem of DRDO scientist and expert such procurement business since his induction in DRDO as direct Scientist D.
Above CAG reports are very tiny part of DRDO corruption the actual corruption is in the tune of thousands of crores every year, dumping equipments, construction buildings in the name of infra structure development without needs and lot of things.

डी आर डी ओ द्वारा आर टी आई 2005 एक्ट की खुलेआम अवलेहना हो रही है। यह एक्ट में स्पष्ट रूप से लिखा है कि एक्ट की सेक्शन 24 के तहत डी आर डी ओ को सूचना के अधिकार नियम 2005 में छूट प्रदान की गयी है। परन्तु यह छूट भ्रष्टाचार और मानव अधिकार उल्लंघन के मामलों में नहीं है।
पर यह खेद का विषय है कि डी आर डी ओ द्वारा भ्रष्टाचार और मानव अधिकार उल्लंघन के मामलों में किसी भी प्रकार से सूचना नहीं दी जा रही है।
इसका मुख्य कारण यह है की पिछले कुछ वर्षो में सूचना के अधिकार नियम 2005 के तहत मांगी गयी सूचनाओं के आधार पर डी आर डी ओ के कई वरिष्ठ अधिकारियो को विभिन्न अनुशासनात्मक कार्यवाहियो का सामना करना पद रहा है। जैसे की एक वरिष्ठ अधिकारी श्रीमती टी चन्द्रा बानू, साइंटिस्ट ऍफ़ को गलत तरीके से पायी गयी सर्विस से 18 जून 2014 हाथ धोना पड़ा।
डा अरुण कुमार पर्सनल डायरेक्टर को सेवानिविर्ती से दो घंटे पहले निलंबित होना पड़ा व् अब डिसिप्लिनरी एक्शन का सामना कर रहे है। डा वीरभद्रपा, डा ए के त्यागी व् अन्य बहुत से अधिकारियों के खिलाफ कई स्तरों की जाँच चल रही है।
करीब डेढ़ दर्जन मामलों सी वी सी व् विजिलेंस में जाँच चल रही है। सी बी आई में भी कई मामलें लंबित है।
श्रीमान यह आर टी आई 2005 एक्ट के कारण ही इन भ्रष्टाचारो का खुलासा संभव हो पाया है।
परन्तु इन सब कार्यवाहियो को देखते हुये डी आर डी ओ अधिकारियो ने यह तय कर लिया है की अब किसी प्रकार से कितने ही भ्रष्टाचारो के सबूत भी लगे हो तो भी आर टी आई एप्लिकेंट को कोई भी सूचना प्रदान नहीं करनी है।
इसके लिए सूचना अधिकारी डी आर डी ओ ने सभी लैब ओ संस्थानों को 8 मई 2014 व् 11 अगस्त 2014 को इस सन्दर्भ में निर्देश दिए है। यह सरासर देश के संविधान के प्रति अवहेलना है। (छाया प्रति सलग्न है।)
श्रीमान, देश के सतर्क नागरिक आपकी कार्य प्रणाली से काफी आशाविंत है कि आप देश को भ्रष्टाचार से मुक्त कराएँगे और देश के सतर्क नागरिक आपके इस यज्ञ में आर टी आई 2005 एक्ट के माध्यम से आपका सहयोग करेंगे। परन्तु ये तभी संभव है जब आप इन सभी अधिकारियो को निर्देश देंगे कि भर्ष्ट अधिकारियो को बचाने के लिए आर टी आई 2005 एक्ट का उल्लघन व् अवलेहना न करे।
