India’s secrets are in Guangdong

A successful Chinese hacking attack has caused what is arguably the biggest security breach in India with systems of hundreds of key DRDO and other security officials being compromised and leading to the leak of sensitive files related to the cabinet committee on security (CCS), the highest decision-making body for security issues of the government of India.

The other stolen files recovered so far belong to the governments of the United States, Russia, and South Korea.

The leak was detected in the first week of March as officials from India’s technical intelligence wing, National Technical Research Organisation (NTRO), working with private Indian cyber security experts cracked open a file called “army cyber policy”. The file had been attached to hacked email accounts of senior DRDO officials that quickly spread through the system in a matter of seconds.

As Indian security experts began to track its origin they discovered, for the first time, that all the sensitive files stolen from the infected systems were being uploaded on a server in the Guangdong province of China.

So far, Indian intelligence has never been able to pinpoint a hacking attack with such accuracy.
As they continued to trace the breach, they discovered thousands of top secret CCS files, and other documents related to surface-to-air missile and radar programmes from DRDL, a DRDO laboratory based in Hyderabad, among many other establishments.

Even the e-tickets of the scientists who had travelled to Delhi in the last week of February were found on the server.

The intelligence officials also discovered documents of deals struck between DRDO and Bharat Dynamics Ltd, a defence PSU which manufactures strategic missiles and components. Some other recovered files were related to price negotiations with MBDA, a French missile manufacturing company.

But the shocking part was the extent of the hacking by the Chinese, believed to be officially sponsored.

The officials began to find files related to the Russian military as well as files that belonged to CSRDC (Centre for Security Research & Development Center) which comes under the United States department of Homeland Security’s Science and Technology directorate.
Some files from NASA too have been recovered so far. All this was discovered after cyber security

officials of the Information Dominance Group (IDG) and private Indian cyber security officials began to track down the “NetTraveler Trojan and Key logger” that had infected Indian systems. The other files recovered belong to South Korea, Russia, and the United States.

For a server of its size and capacity, believed to be worth almost Rs150 crore in the open market, it hosted just six domains. This is highly unusual because a server of this size usually has over 10,000 domains.

This meant that this was being used for a specific purpose. Initially, it took time to decipher the files since they were all encrypted. But after the key was found, the decryption of the files began and to their horror, Indian intelligence officials discovered this massive breach of security.

Traced to server:
*Systems of hundreds of key DRDO and other security officials compromised

New Delhi, Mach 13: Chinese hackers have breached the systems of Defence Research and Development Organisation (DRDO) leading to the leak of thousands of top secret files related to Cabinet Committee on Security, which have been detected to have been uploaded on a server in Guangdong, the Mumbai newspaper DNA reported.

The report says this is the biggest security breach in the Indian defence establishment.

The breach was detected in the first week of this month when officials from India’s technical itelligence wing, NTRO (National Technical Research Organisation), working with private Indian cyber security experts cracked open a file called “army cyber policy”.

The file was found attacked to hacked email accounts of senior DRDO officials that quickly spread through the system in a matter of seconds, says the DNA report.

As Indian security experts began to track its origin, they discovered, for the first time, that all the sensitive files stolen from the infected systems were beingu ploaded on a server in Guangdong province of China.

The official website of Defence Research and Development Organisation (DRDO) once again came under the cyber attack unleashed by the Chinese hackers.
According to the Mumbai newspaper DNA, Chinese hackers breached the security of DRDO website and accessed thousands of top secret files.

As par the report, the top secret files related to Cabinet Committee on Security have been uploaded on a server based in Guangdong.

The report claims that this is the biggest security breach in the Indian defence establishment.

The hacking incident came to the fore in the first week of this month when officials from India’s technical intelligence wing, National Technical Research Organisation (NTRO), along with private Indian cyber security experts cracked open a file called “army cyber policy”.

Govt not to extend DRDO chief’s tenure

NEW DELHI: A high profile campaign mounted to ensure an extension for the Defence Research and Development Organisation chief has failed to impress the government and it has decided not to extend the tenure of V K Saraswat, who is set to retire in May.

The decision is being seen as part of the ongoing effort to immediately roll out an ambitious roadmap to significantly improve indigenisation of military procurement, pull up military research and minimize corruption in defence deals. The unusual hurry has been brought about by embarrassing revelations about payment of over Rs 350 crore kickbacks in the VVIP helicopter scandal.

The government is finalising a proposal to amend the Defence Procurement Procedure to make ‘Buy and Make (Indian)’ the first priority in defence procurement and thus bring in Indian private sector in a big way into defence manufacture.

There is also a move to remove software and advisory and consultancy services from the list of offset services that foreign defence companies can offer to India. Sources in the military establishment see the move to deny an extension to Saraswat as part of these efforts.

Over the past several months, there has been an aggressive effort by Saraswat and his well-wishers to secure an extension for the missile scientist. Among high profile persons to endorse Saraswat’s extension was former president and the most famous DRDO chief, A P J Abdul Kalam.

Sources said Kalam had sent an eloquent endorsement of Saraswat, who has also been actively seeking to stay in office for a longer period. Besides being the director general of DRDO, he is also the scientific advisor to the defence minister and secretary (defence research and development).

Saraswat’s tenure ran into trouble last year after a special financial audit of DRDO found many lacunae in the way financial powers were exercised by the DRDO chief. The defence ministry later found that a mid-2010 order issued to hike the financial powers of the DRDO chief went against the norms recommended by a high powered committee headed by former defence secretary and present CVC Pradeep Kumar.

The Pradeep Kumar committee had recommended several measures based on the report of Rama Rao committee for overhauling DRDO functioning and improving its efficiency. The financial powers were hiked selectively, but without getting CAG approval as had been recommended, the government later found.

The defence ministry in September 2012 issued an order saying the DRDO chief would take all financial decisions in consultation with the finance division of the ministry. The DRDO chief until then had autonomous power to grant financial approvals up to Rs 50 crore.

Sources said the government is also not happy with the progress made in implementing Rama Rao committee report. An immediate time-bound roadmap is expected for implementation of the report.

INDIAN DISCOVERER KEPT UNDER CAPTIVITY…… This article is intended to provide some insights to Government of India why INDIAN ACADEMIC and RESEARCH INSTITUTIONS ARE CRUMBLING despite spending huge amounts for research and development. My own experience says hard working scientists with honesty and sincerity face a hell in Indian academic and research institutions, besides not getting normal promotions. The biggest consolation for me today is that I escaped from going to jail, while doing research work at Jodhpur . On one hand, my senior colleagues in DRDO at Jodhpur did not want me to get any award for the discovery of a new atomic phenomenon taking place in radioisotopes, for the fear that I might become the next Director of the Defence Laboratory. They denied me two promotions by downgrading my ACRs. Now some people in DRDO staged a war through Krishnan Raman and Gp Capt Sandhu, as DRDO staff or retired from DRDO and resorted to mudslinging on the Physics Discoveries done by me, discrediting even the India ’s glory. Just one day before Gp Capt Sandhu launched an attack on my research work, I received an e-mail on 2 Feb 13 from Air Cmde Raghubir Singh(Retd), Pune with a copy to Sandhu Gp Capt GS…….. “Dear Dr Padmanabha Rao, I read about you today & your meeting SA at that time. There is similar case of an intellectual Gp Capt GS Sandhu my course mate & we served together in the IAF & DRDO for long years. He took premature retirement & continued with his research on his own .He too had met Dr APJ Abdul Kalam”. ….. BLACK HOLES IN WHITE APRON:…………. While working as Lecturer in Medical Physics in Nuclear Medicine Dept at the All India Institute of Medical Sciences, New Delhi I have been invited as Assembly Member to the World Federation of Nuclear Medicine and Biology held at Tokyo in 1974 at the age of just 37 yrs. Looking at the Memento presented to me at Tokyo, one eminent Physics Professor at Jodhpur told me that it is a rare International Honor. For my doctoral thesis, I worked independently after office hours sometimes up to 2.00 A.M for over 5 years that ultimately led to the award of PhD Degree (AIIMS) in 1975. All these academic distinctions did not help me to get a normal promotion from Lecturer to Assistant Professor for 11 years in the prestigious academic institution in the country, while some others managed to get senior posts with no experience, in the same Department. My medical colleagues did not want an honest man around in the Department in their top secret activity. When AIIMS prohibits private practice, my three Nuclear Medicine doctor colleagues leagued with two private practicing doctors and tested nearly 400 patients secretly for imaging of liver, brain and thyroid using Gamma Camera and radiopharmacuticals whether required for diagnosis or not but to have monetary benefit. These patients were subjected to radiation exposure whether required for diagnosis or not. Against the normal practice, they were given appointments on phone and in the appointment register patients names were not entered, but as 2 patients of doctor (Private practitioner’ name). Reports were handed over directly to patients, while such VIP facilities were denied for AIIMS Hospital patients. Money transaction took place from private practitioners to my medical colleagues. The news was published in magazines, with the title ‘Nuclear Racket’ in the weekly Blitz, and ultimately in Indian Express. Three enquiries were held as a pretext but only to save the guilty. File containing detailed list of patients tested illegally reached Health Minister Laskar through Home Minister Venkata Subbayya but everything was hushed up. Afterwards, two of these Nuclear Medicine doctors could secure posts as International Atomic Energy Agency (IAEA) experts at Geneva . I left AIIMS after 19 yrs when not promoted for 11 yrs from the post of Lecturer………. INDIAN DISCOVERER KEPT UNDER CAPTIVITY:………….. When I joined the Defence Laboratory at Jodhpur in Rajasthan in March 1983 as Sc D (Assistant Director) through UPSC selection, two of my senior colleagues who knew me at Delhi were unhappy of my joining. As a result, no office chair and table were offered to me for 40 days. In 1984, I wrote a letter in private capacity to Prime Minister Indira Gandhi requesting to nominate me for Jawaharlal Nehru Fellowship. An officer was deputed from PMO to meet me and discuss the matter. But the then Director did not allow the officer to meet me. My seniors were afraid that I may become the next Director. What I got was punishment instead of Fellowship. My Annual Confidential Report was downgraded so that I do not get promotion for next 4 to 5 yrs. On instigation by my senior colleagues, three members of workers union were looking for an opportunity. Probably in 1992, three members of workers union saw me in an isolated building but hardly 15 meters from Director’s office. One person blocked the door without any chance for me to escape from the room. Time was 5.30 p.m, and the laboratory would be closed at any moment. When I was trying to escape from room, another person hiding behind the door hit me. My hand was fractured. The third person stood at the entrance of the building so that I cannot escape from the building. The Director office just 15 meters away did not care to relieve me. Director and Deputy Director were hearing the episode from another office. After 45 minutes my colleague with the help of Administrative officer relieved me. When all the scientists protested for the untoward incident and news appeared in local Dailies, those three were suspended on the advice of the Scientific Advisor to Minister for Defence, Dr. Arunachalam. I lodged an FIR and it became a criminal case. In 1997, I withdrew the case because one person may go to jail for 7 yrs. I happened to do the breakthrough research that led to six fundamental physics discoveries while attending criminal court on one side. I just got only one promotion when most of my colleagues got 3 promotions in 14 yrs of service. While the laboratory has been a hell to carry on my research, it was a heaven to some. Some of my colleagues were fortunate to became Grade I directors without any need of working a single hour in the experimental laboratory. One Head of the Department was fortunate enough to purchase 10 plots near aerodrome for serving as Stores in-charge. Today it is worth several Crores of Rupees. Some scientists did pioneering research how to become rich and get regular promotions without any need of doing any significant work. While many young scientists leave DRDO, to some scientists DRDO is an ATM card. This is how a serious research worker with sincerity and honesty can face torturous life in India , so the young seek foreign shores…….. A meeting was chaired by Dr. Prahlada, then Appellate Authority, CC R&D, Mr.S.Ravi, then CPIO, DRDO Hqrs, Dr. Arun Kumar, then DOP, DRDO, One Joint Director, DRDO, Director DEAL, Dehradun with his three representatives, Mr.YV Ratna Prasad, DMS, DRDL, Hyderabad, Mr. Narsimha Reddy, Consultant, DRDL, Hyderabad, on 16th June 2010 at Dr Prahlada’s good office.

The agenda of the meeting was how to stop Prabhu Dandriyal’s RTI requests. It was not a general RTI issue meeting because the officials who were called to the meeting were directly involved in tackling the issues which I had raised through RTIs.

  1. Name and designation of officials who were present in above meeting.
  2. Copy of meeting agenda if any.
  3. Copy of minutes/proceeding
  4. Total amount of TA/DA expenditure of out station officials.
  5. The temporary duty reports of out station officials who attended the above mentioned meeting. Mainly Mr.YV Ratna Prasad, DMS, DRDL, Hyderabad and Sh K K Mishra, Joint Director, DEAL, DRDO. After completion of any temporary duty DRDO officials always submits the TD reports to his parent department stated what the purpose of visit was and what the outcome of visit was, etc.

DRDO is already aware that this matter is related to exposing corruption prevailing in the organization. Dr. Arun Kumar, then DOP, DRDO already suspended on 30th November 2012 by MOD due to his involvement in corrupt activities in the organization. It is requested that you please furnish the above information in prescribed period of RTI Act because this matter is directly related to corruption the evidences are enclosed herewith for your ready reference. staying in DRDO transit facilities/Guest house from the date of their reporting to that station Officers, if have stayed/staying in the DRDO transit facilities/Guest house for more than a month and have simultaneously claimed /claiming HRA for the said period of stay, is against govt. orders/regulations.

2. In view of the above, officers posted at any station who have stayed/staying in
DRDO transit facilities/Guest house for a month or more from their date of reporting and also have claimed/claiming HRA for the said period are required to refund the amount of HRA wrongly claimed forthwith by 15 Sep 2011 through MRO under intimation to the undersigned.
4. This has the approval of the competent authority.

5. The contents of this letter may please be communicated to all concerned.” He wishes to know as to why no recoveries have been effected so far.

6. To this, Shri Mishra would respond that recoveries have been made from all of the scientists.

7. In my opinion, this does not mitigate the irregularity committed in claiming HRA by the above named scientists. Even so, it is to be noted that recoveries have been made from all concerned. If so, the appellant may be informed accordingly in 03 weeks.

Army causes Rs 13.48 cr wasteful expenditure for HEMRL: CAG

PUNE: The Army’s refusal to accept a modular charge system developed by the city-based DRDO lab High Explosive Materials Research Laboratory (HEMRL) has resulted in wasteful expenditure of Rs 13.48 crore for the DRDO, a recent report by the Comptroller and Auditor General (CAG) has said.
The modular charge system helps to enhance functioning of Artillery guns. The chapter titled ‘Unfruitful expenditure on development of modular charge system for field guns’ said that the DRDO undertook a Technology Development (TD) project for development of the modular charge system for 105 mm and 130 mm guns based on a request by the Director General of Artillery. This project was handed over to Pune-based DRDO lab HEMRL.
In the field of artillery guns, modular charge system was considered desirable over the existing bagged charge system in view various advantages.
“HEMRL developed the systems by spending Rs 13.48 crore and after successful technical trials offered both the systems (105/130 mm) in September 2010 for user trials. However, at that stage DG Artillery showed disinterest in the system since the field guns were nearing the end of their life cycle and were likely to be de-inducted from service over next seven to 10 years. This rendered the entire efforts and expenditure of Rs 13.48 cr unfruitful,” the CAG report said.
In reply to audit observation, the DG Artillery stated (May 2012) that DRDO had been asked to undertake the project at no cost implication to the Army and the systems were not accepted as the DRDO did not adhere to the timeline.
On the contrary, the DRDO Headquarters stated (July 2012) that the Army had been associated at each stage of development and kept informed of progress.
“The finger pointing by two organisations both under the Ministry of Defence, DRDO which is responsible for indigenisation and Army which is expected to put such indigenous weapons system to use, indicates that both the organisations within the same Ministry have been operating in silos,” the report said.
While the Army headquarters did not respond to a Sakal Times query on the matter, Director of Public Interface, DRDO Headquarters Ravi Kumar Gupta said that after the establishment of technology, R&D work was undertaken to apply it to field guns of the other caliber like 105 mm and 130 mm field guns.
