Subject:  Alarming Situation in DRDO For HR Management

DRDO has established more than 52 Labs/Establishments across the country with an aim and object to provide reliable & sustainable warfare technologies to the defence forces.

In its pursuit to evade the frontline technology, DRDO encourages its employees and officials to pursue higher qualification and provides all possible incentives as per GOI rules and guidelines.

DRDO Hqrs/ top brasses however, misuses the GOI facilities and encourages the diploma/ degrees from unrecognized universities/institutes for their pet employees (Chamchas), largely the cases are from the universities which are recognized by the UGC/AICTE but the courses offered by these in the mode of distance education, where the study centers / franchises are not properly authorized by UGC/AICTE or Apex body. Most of the cases in DRDO, these Diploma /Degrees are managed fraudulently because it is observed that employee who claimed the diploma / degree not having proper marks sheets, not having proof of proper fee receipts, not having leave records as per exam date sheets, not having admit cards of centers/ and n numbers of ways to verify the degree/ diploma etc.

Surprisingly, you will be shocked to know that these diploma / degree holders have become senior scientists and in DRDO, almost 10 to 15% in total staff / Technical officers / scientists possess such diploma/ degrees etc.

The growing incompetency and failure of projects causes shift towards system engineering. Since 15 years the basic science or fundamental research work has vanished from DRDO objectives, because of improperly qualified workforce.

The person inducted as laborer/peon/security assistant or technician, subsequently via limited departmental competitive examination (LDCE) channel and with the fake/unrecognized diploma / degree become scientist. It is all because of DRDO having their own recruitment and assessment system that is RAC & CEPTAM.

Sir, you already noticed few top scientists of DRDO misused the autonomy given to DRDOyou’re your good office recommended to reexamine the recruitment procedure of scientist in DRDO and asked for CBI intervention vide Ref- Note at 45-55 ante and observations of JS & CVO at note 56 ante.

RTI reveals that DRDO having such employees/ officers who don’t have proper recognized diploma / degree but no action was taken on this issue by DRDO Hqrs till date. (Copy enclosed for ready reference.)

In RTI reply No.01/2091/P2014/0054 dated 12 March 2014 DRDO Hqrs informed that “it is stated that the cases for grant of Lump Sum Incentive are received from respective Labs/Estt in which it is certified that the higher qualifications and the institute are approved by the competent authority. On receipt of such confirmation, the cases are submitted to Ministry of Defence who process each and every cases and issue sanction for grant of Lump Sum Incentives after getting concurrence of the Integrated Finance. However, in case of any doubt regarding verification/ reorganization, the same is thoroughly examined before issuing the sanction. It is also stated here that the lump sum incentive is only one time to promote higher qualification among employees.” (Copy Enclosed for ready reference)

Sir, the astonishing fact of DRDO working is revealed by Director of Personal vide letter No DOP/01/03500/Lump sum/M01 dated March 2014 to all Director Lab/Estt/ Dte in Hq dated 11 March 2014 in Para – 1, line- 9 states that “Of late it has been notice that in most of the cases are taken up acquiring higher qualification, recognition of various courses and universities/ institutes by Competent Authority is not verified/ authenticated by Labs prior to sanction of permission. This non verification in the some cases results in award of degrees/ diplomas by Universities / Institutes not recognized by the competent recognizing authorities. Grant of incentives for such higher qualification becomes against the Rules”   (Copy enclosed for your ready reference.)

It is requested that suitable committee should be form under supervision of CVO, MoD to scrutinize the DRDO scientist, officials and staff’s education qualification records thoroughly, so the incompetent and illegally inducted persons can weed out.

DRDO already spends crores of rupees for digitizing HR records so it is not big task to scrutinize the DRDO’s 7000+ scientists, 25000 + officials and staff’s education qualification.

High Court bars coaching institute from using Brahmos name in test

STAFF REPORTER – The Hindu – 3rd March 2014

Holding that Brahmos is a well known and reputed trademark for supersonic missile in the aerospace industry, the Delhi High Court has restrained coaching institute FIIT JEE from using it for its online aptitude test. It said it gives an impression to the engineering students that the institute’s test is affiliated with Brahmos Aerospace Pvt. Ltd under the Ministry of Defence.

Brahmos Aerospace, in which the Government of India is a majority shareholder, had moved the High Court after it started receiving queries from engineering students if they would be given any preference for employment in the company by taking the Brahmos aptitude test conducted by the FIIT JEE.

Passing the interim order, Justice Manmohan Singh said: “There is no valid justification given by the defendants (FIIT JEE) before this Court how this trademark Brahmos hit upon them except false and frivolous submissions. It is adopted and used by the defendants deliberately in order to take the advantage of the mark Brahmos of the plaintiff (Brahmos Aerospace).”

Brahmos Aerospace is a joint venture between India’s Defence Research & Development Organisation and Russia’s Military Industrial Consortium NPO Mashinostroyenia.

The FIIT JEEhad been advertising a course and an aptitude test for engineering students by the name of Brahmos in conjugation with the phrase ‘will give you top 03 career options as per your inherent aptitude’.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of DMSRDE, Kanpur.

  1. Government of India constituted ‘National Investigation Agency’, (NIA) under ‘NATIONAL INVESTIGATION AGENCY ACT, 2008’.  Para 6. (2)Chapter-II of this act states that:
  • Subject to any orders which the Central Government may make in this behalf, officers of the Agency shall have throughout India in relation to the investigation of Scheduled Offences and arrest of persons concerned in such offences, all the powers, duties, privileges and liabilities which police officers have in connection with the investigation of offences committed therein.

2.   Para 6. (4)Chapter-II of this act states that:

  • Where the Central Government is of the opinion that the offence is a Scheduled Offence and it is a fit case to be investigated by the Agency, it shall direct the Agency to investigate the said offence.

3.    The Act clearly states that only Government of India can constitute any enquiry that is detrimental to the security of nation. In case of Ministry of Defence, only and only Defence Minister can refer such cases to ‘National Investigation Agency’, (NIA).

4.     Two separate interviews of Dr. A. K. Saxena, Director DMSRDE at Kanpur, have been published in a local Newspapers, “DANIK JAGRAN, Kanpur” and ‘HINDUSTAN, Kanpur” on 16 January 2014.  The clips of news are enclosed as ‘Annexure-I’ and ‘Annexure-II’. Kindly provide the following information u/s 6(1) of RTI Act 2005.

  1. Has Dr. A. K. Saxena taken mandatory permission for this press briefing from either Director General (NS &M) or Director of ‘Directorate of Interface’? (YES/NO)?
  2. Please provide the copy of  permission letter from competent authority for briefing the press by Dr. A. K. Saxena, Director, DMSRDE, if any
  3. Please provide the copy of approval of competent authority of DRDO Hqrs for the statement of Dr. A. K. Saxena, Director, DMSRDE given to the news papers.

  19. If the answer to query 10 is NO, also that DRDO does not take suo-moto cognizance of CORRUPTION till the corrupt officer is caught red handed and arrested by CBI, than please provide the details of the existing mechanism for eradication of CORRUPTION MENACE in DRDO

As you aware because of this corrupt act honorable defence minister suspended Dr Arun Kumar, Ex DOP, DRDO and matter recommended for further inquiry to CBI on 29th October 2013

Defence Minister AK Antony has recommended a CBI probe into an alleged recruitment scam in Defence Research and Development Organisation (DRDO) where some senior officers — including two of its former chiefs — violated rules while giving jobs to their kin in violation of rules. The CBI probe was recommended after the Central Vigilance Commission (CVC) favoured action against officials.

The Defence Minister recommended the CBI probe into the recruitment scam after the vigilance wing of the Ministry carried out a probe for more than a year after the allegations surfaced, officials said here on Sunday. The DRDO officials under the scanner included two former chiefs and a former Chief Controller of the organisation.

Recently, a Director-rank officer of the DRDO was probed for his alleged role in an appointment made against the laid down procedures and was suspended hours before his retirement from service in May. The official, a senior scientist, was suspended by the department as an inquiry was pending against him in a recruitment-related case where he allegedly recruited his own daughter in the organisation.

The matter had come to light after the CVC recommended action against two DRDO officials for their alleged role in the case. The suspended official was allegedly involved in promotion and selection of scientists in the organisation.

CEPTAM was constituted with aim and objective to recruit the technical/ scientific/ admin allied man power, who can be the workforce in major national DRDO projects.

DRDO Hqrs made it a mockery and laughing object. DRDO has violated SRO from beginning of CEPTAM and there are several cases pending in CAT/High courts all across the India.

The recent recruitment drive tells a different story.

CEPTAM – 06 Advertisement Published in Employment News dated 04-10th May, 2013.

No of post advertised in various categories – 844

Approximately 5 lakhs application received (excluding hundreds of applications misplaced)

Approximately 1 lakh applications were rejected for silly reasons (example followed)

Approximately 2 lakhs candidates not able to appear for examination held on 25th August 2013

Approximately 3 lakhs candidates deprived by Sh Rajesh Goyal, Director, CEPTAM

It is very big question, how DRDO can give permission to Sh Rajesh Goyal, Director, CEPTAM to play with fundamental right of young citizen of India.

Please go through the following facts which clearly shows Sh Rajesh Goyal’s, Director, CEPTAM personal vested interest

  1. The SMS game – All interested candidates who wish to apply for DRDO Entry Test, are compulsorily required to register themselves on mobile no. 56677 of CEPTAM by sending a SMS in this format CEPTAM First choice of Exam City Code Post Code Date of Birth as ddmmyy NAME (Leaving a space between first, middle and last name) Example: CEPTAM 15 0112 231283 Rupesh Kumar Goyal (Name of Director’s son, it is example of pure chamchagiri environment of CEPTAM). Why this SMS system introduced by Sh Rajesh Goyal, Director, CEPTAM

Approximately 5 Lakhs application received and each applicant paid Rs 3 for each SMS registration.

Total money received by CEPTAM 15 Lakhs

The contract was cooked with M/s MILLENNIUM SYSTEMS  a computer peripheral supplier and well connected with Sh Rajesh Goyal since he was in ISSA. Anyone can verify these things with back record of firms supply orders vs with Sh Rajesh Goyal’s involvements. The M/s MILLENNIUM SYSTEMS website http://milsys.co.in is shown the order of client list. If 5 lakhs applicants registered the money was huge 15 Lakhs and in open market bulk SMS service providers 6 to 7 paisa /SMS so any one can work out the play in this contract. The CEPTAM  did not give this contract through DAVP shows the corruption angle.

  • No approval from competent authority to induct compulsory Mobile registration.
  • No tender floated by CEPTAM for bulk SMS service providing
    • No minimum 7 vendors address procurement policy of DRDO followed (Limited tender)
  • CEPTAM was not approached to DAVP empanelled SMS bulk service provider

Q-6.     Is it necessary to send application after registering through SMS?

A-6.     YES. Without registration number application will not be accepted. It is FIRST STEP for Applying for any post. (Note: Register for each post code separately if you are applying for more than one post code and get registration for each post code.)

Q-9.     I have submitted my application on prescribed format but could not register myself through SMS. Whether my application will be considered?

A-9.  NO; Applications received without registration number are liable to be rejected. Prior registration is mandatory for all posts, candidates applying for.

2.    In above application form the marked box for office use only so hundreds of candidates not filled the SMS registration, result in this basis CEPTAM rejected their applications, who is responsible. Is DRDO ready to repay the money/time wasted by individuals?

Question is whether this kind of provision for like diesel mechanic posts and for SC/ST candidates who belong to rural areas and do not have access or are familiar with internet to verify or clear their issues, is allowed by government of India?

3.    The CEPTAM asked applications by ordinary post and other option were put in 2 boxes in both gates of Metcalf House and 1 box in front of CEPTAM entrance. There was no mechanism to acknowledge applications. So what happened to hundreds of hundreds candidates who spent their days in front of CEPTAM reception but could not get their admit cards because simply they were told that their application was not found. If so then CEPTAM should show their accounts about how many postal orders they enchased against each application. The total number of available applications & postal orders will never match. There is no other example in entire government of India or PSU, Banks where application acknowledgement mechanism is not applied. CEPTAM violated fundamental right of young citizens of  India.

4.   Approximately 2 lakhs candidates could not appear due to wrongly assigned examination centers. It is not possible that the huge number of candidates themselves asked for the centre, this whole thing is deliberately done by CEPTAM on the direction of Sh Rajesh Goyal or otherwise it is clearly proved that he is incompetent to handle such a task. 5.    Although CEPTAM corrected some centre errors and provided that list on the website but numbers (First list -89, http://drdo.gov.in/drdo/ceptam/CityChangeList.pdf second list 54 http://drdo.gov.in/drdo/ceptam/CityAndPCDlist.pdf) were few in respect to the numbers of candidates who were not able to appear i.e. 2 Lakhs.

6.     There are many example in which any one can see, how Sh Rajesh Goyal, Director chose data entry firms who played with the future of young India.

7.      In one of my RTIs, I have requested information regarding selection boards’ expert members, because it is observed that Sh Rajesh Goyal, Director, CEPTAM engaged his wife, his co-brother and other blood relation persons as expert in different selection boards all over India. Like Dr Madhu (Madhuri) Goyal , Mr M C Goyal,  Mr Sekher Gupta,  Mr Anupam Gupta . The act of Sh Rajesh Goyal, Director, CEPTAM assigning his relatives as experts violated the laid down rules CCS rules. No prior approval from competent authority was taken in this regards. Sir, above all examples are enough evidences to investigate the CEPTAM-06 recruitment drive, beside this lot of complaint already received by honorable Defence Minister and various authorities. The CEPTAM director putting his efforts to diluting and burring the subject matter. It is requested kindly do needful urgently for the future of young citizens of India.

Sir,

       You will be surprised to know that under your regime in 21st Century in which India is going from developing to developed country with all efforts of honest and hardworking Indians. However there are some ineligible and corrupt officers managed to get the chair of Director. One of them in this category is Dr. Arvind Kumar Saxena, Director, DMSRDE, Kanpur. He is stigma on DRDO as he dragged the DMSRDE in condition which is un repairable. He is very poor administrator, manager & Scientist.

There are more than 15 parking shades in DMSRDE,Kanpur made of bricks & concrete roofs in all over DMSRDE as DMSRDE premises is spread over 45 Acres area. Everything was running as such but all of sudden Dr. Arvind Kumar Saxena, Director, DMSRDE gets impulse which changed his state of mind and he issued an Order dated AE/Gen Admin/13/0578 dated 26 September 2013 regarding Parking of Vehicles by Officers & Employees of DMSRDE. He issued order “All officers & employees of establishments are ordered to park their vehicles in parking area/shade near CSD Canteen Building“.

This create panic (hurry-skurry) among officers & employees as these two shades were insufficient to park all vehicles of DMSRDE. Handicapped officers & employees face too much difficulty by Tuglaki Farman of Dr. Saxena. In these two shades only 20 cars could be parked, while there are 60 cars, 200 two wheeler & 100 bicycles with officers & employees of DMSRDE.

This Talibani Order & Tuglaki Farman forces me to file an application under RTI Act 2005 dated 04 October 2013 to CPIO, DMSRDE, Kanpur. The immediate effect of this RTI took place on Dr. A.K. Saxena. He called Group/Division Head meeting on 07 October 2013 at 11:30 to 13:00 hrs.

Dr. A.K. Saxena told to officers present that an RTI has been filed on issue of Parking of vehicles in two newly constructed shades as ordered by order dated 01 October 2013. Thereby I have decided to withdraw my orders dated 01 October 2013 and now status quo will be maintained. All officers & employees can park their vehicles as such before issue of this order.

He also decided in meeting that he will dismantle these two shades as designs of these are not proper. Sir you can see how my RTI forces your Director to change decision with in one day. It means his order was illegal, improper and against welfare of official of DMSRDE. Similarly Dr. Saxena is issuing Tuglaki Farman daily and changing them very frequently.

Dr. A.K. Saxena having some vested interest in Gupta Construction, Gandhi Gram, Kanpur. It is matter of investigation to find out connection between Gupta Construction & Dr. A.K. Saxena. Please direct your vigilance director to explore the facts or wait for further expose of Dr. A.K. Saxena’s act and deeds. These two shades should be constructed either by MES or CCE (R&D) but due to vested interest Dr. Saxena issued orders to M/s Gupta Constructions to erect this shade by purchasing raw material to erect the shade by issuing supply order to M/s Gupta Constructions. This whole construction was illegal and smacks corruption in the matter. Thereby Dr. Saxena is feeing disconcertment due to expose of his corruption and illegal construction with in DMSRDE by misusing his powers.

Now Dr. A.K. Saxena decided in Group Head meeting that he will dismantle these shades, it establish & indicates Dr. Saxena wants to destroy the evidences & tempering with files & documents related to purchase of materials for these shades by Estate & Works Division, DMSRDE. I am submitting you the photographs of these two shades recently constructed illegally by Director, DMSRDE as for this work he was not authorize and empowered. Depute an enquiry team to DMSRDE, Kanpur for inspection of this illegal construction carried out by Dr. A.K. Saxena, Director, DMSRDE, Kanpur. So that his corrupt practices would be exposed and he should be penalized as per Rules.

Bye the way Dr. A.K. Saxena is not doing something strange, this practice is already exercised or exercising in various labs. Like Director, DEAL busy with replacing the good perfect tiles in all campus, RTI is there but no worries in face of Sh R C Agarwal. Same in CEPTAM when MES handover the building and very next day all tiles were removed and wood paneling started and all alteration were made without proper sanctions and literally wasted the poor tax payers money.

Sir,

  1. I have send a RTI request CPIO,Under Secretary (Estt.A-IV) R.No.202, North Block, D/o.Personnel & Training, North Block, New Delhi on 23rd July 2013. (Copy enclosed for your ready reference.)
  2. I have received a letter from Sh B Bandyopadhyay, Under Secretary, & CPIO, vide letter No 28034/265/2013-Estt.(A) dated 29th July 2013 stated that my application forwarded to CPIO,DRDO Hqrs for providing information directly to me. Copy enclosed)
  3. Subsequently vide letter no RTI/01/2091/P/2013/0210 DRDO Hqrs CPIO, Dr.A.K.Tyagi, Sc’F’   refused to disclose this information u/s 24 (1) of the RTI Act.

In view of above I would like to inform you some facts for your kind perusal.

  1. In 11th July 2011 I had requested similar RTI request to DoPT and received proper information from Sh Mohd. Moniruazzaman, CPIO vide letter F.No 29/41/2011/EO(SM-II) date 2nd August 2011. ( Copy enclosed)
  2. The DRDO Hqrs CPIO, Dr.A.K.Tyagi, Sc’F’ is facing CVC probe vide CVC No.569/11/9. Dr.A.K.Tyagi, Sc’F’ major concern to protect corrupt officials by not providing information to RTI applicants who want expose DRDO officials  corrupt practices in procurement/ recruitments/ promotions / extensions etc.                         The current status of Dr.A.K.Tyagi, Sc’F’ case is the case file No 203/D/(Vig.II)/2011 was referred to CVC on 17th July 2013 from CVO, Ministry of Defence for further action.
  3. In my RTI request is directly related to corruption in Sh R C Agarwal’s extension case, the guidelines FR 56 d was not followed properly.   Sh R C Agarwal have no international or national reputation credits, his second extension backed by DRDO for Software Defined Radio Project (100 Cores),  without any output PDC Date 27th July 2013, there is no further extension received by DEAL, DRDO till date. As per sources 18 members team of Project Management Review Committee found that project is not feasibly fit for further extension on 14th August 2013 but the DRDO will manage to get extension for another 12 months for wasting rest Rs 40 corers precious poor tax payers’ money.

It is requested to do needful action to replace Dr A K Tyagi from the duty of CPIO as he is facing CVC inquiry against him.

It is requested to kindly directed Sh B Bandyopadhyay, Under Secretary, & CPIO to provide the requested information as earlier followed by DoPT.
