Constitutional crises in DRDO

DRDO comes under the Ministry of Defence, Government of India and all central government rules are applicable.

However, beginning with 1980 (prior to this DRDO was running under defence secretary) when D G (R&D) post was created and approved by cabinet with status of secretary as independent charge of R&D, foundation were laid for an autonomous & central govt. body both.

Special status was given for program director of IGMDP with permission sign 10 cr papers while directors/lab heads limitation was 2.5 Lakhs.

In the name of science & technology development, recruitments were made to develop defence specific weapons/equipments/infrastructures. A separate recruitment and assessment centre (RAC) was created with consent of UPSC and with approval of government.

The absolute empowerment of secretary DRDO gave the individual to implement his decision and with passage of time the interest of nation was over shadowed. The secretary DRDO made the entire lab directors independent and unaccountable.

Today the scenario is no system exists in DRDO, every director following their own rules, whether it is case of procurements/ recruitments / assessments / maximum time busy with construction/renovations etc.

They don’t bother new born D.Gs, DOP, RTI cell and even Secretary, DRDO. Why? Because they know after few days, Dr Avinash Chandra will be working in contract basis. No one is listening his order as well as his advice. For example, Director, Dr CP Ramanarayanan, GTRE not honoring the order of Dr Avinash Chandra, the new DG Electronics Communication System Sh. S S Sundaram also supporting the acts and deed of Director, Dr CP Ramanarayanan, GTRE (because of regionalism). Transfer case of Mr Sachin GTRE to DEAL is a clear cut example of environment of DRDO; the words uttered by Dr. CP Ramanarayanan are resonating in the ears of all top DRDO Hqrs officials.

Dr Avinash Chandra told a scientist that your request is genuine but I am helpless. The scientist got transfer order one and half year back but the because of the dictatorship of Director, LRDE, Sh S Ravind the transfer is still pending and our  Dr Avinash Chandra, SA, Dr G Malakondaiah, DS & CC R&D (HR & M), and DOP, Dr A K Singh all are helpless. Although Dr G Malakondaiah talked in front of the individual scientist with Sh S S Sundaram (conversation was in Telegu) but it did not turn positive.

Surprisingly, the aim and objective of Rama Rao committee was that the power is decentralized for fast decision on procurement issues, management issues. This would give boost for high productivity or pace in development program. It is looking like a total failure in the beginning itself.

Instead of all this all new DG are too busy to manage big chunks of funds and showing off the power of their new kingdom.

DRDO labs directors, mostly known as distinguished or outstanding scientists but it is astonishing fact that most them are not known in India because they have never published any outstanding paper, not have any patents, if PhD then from deemed universities where they are suppose to feed project funds. Like their big guru Dr W Selvamurthy Ex C C R&D, who is PhD in Yoga and involved in feeding funds to various deemed universities or private institutions. (Famous SASTRA case everyone knows). Rest are following their footsteps like Sh S S Sundaram, new born DG, Sh RC Agarwal, Director, DEAL (2nd extension age 63+ yrs), Sh R K Agarwal another outstanding scientist now start pursuing PhD from Graphic Era, also new born Deemed University at Dehardun because they fed funds in the name of projects and their agents ex DRDO employees are managing the show.

A constitutional crisis was the appointment of RAC Chairman. Dr PS Goel was appointed for period 3rd December 2008 – 2nd December 2011. As per rule search committee for next RAC chairman was supposed to be constituted in June 2011. However, minutes (DOP/05/50219/M/01 7th Dec 2011 disclose that first meeting of newly constituted committee was scheduled for 19 December 2011, it is astonishing fact that DRDO writes its own constitution and shows disrespect to Honorable Raksha Mantri.

Negligence of then SA to RM, not to initiate search committee in time was a planned action. He wanted to push all his close aides to appropriate place/post, who were handling sub contracts signed with foreign firms with different areas and were responsible omission/commission dues. The period of Dec 2011 to June 2012 was the crucial period of assessment/recommendations/selections/promotions. To cash this opportunity   Dr V K Saraswat as chairman RAC recommended those who were not competent for the post of ‘H’. Had there been an independent RAC Chairman, he would kept the national interest in forefront. The example of the case of Sh R K Agarwal, Scientist ‘H’ at DEAL, DRDO, Dehradun, who prepared citation for promotion with a false claim (Copy of his claim) attached and got promoted with the blessing of Sh R C Agarwal, Director, DEAL (2nd extension without any achievement) and Dr V K Saraswat.

The letter no 12/7/2012 EO(SM-II) dated 19th March 2012 of DOPT revealed that appointment of

as RAC chairman was approved by Appointment Committee of Cabinet (ACC). The question is why it was waited up to June 19th, 2012; time was buying to adjust all incompetent senior officials by Dr V K Saraswat.

It is requested to Sh A K Antony, honorable Raksha Mantri order for investigation of assessment year 2012 scientist ‘H’.

Austerity a setback for DRDO projects

A Rs. 1,000-crore or 10 per cent budget cut under the government’s austerity clamp for the second year running has kept the DRDO poorer by about 700 entry-level scientists in the last two years.

This may push back some of its prestigious missile and aircraft development programmes, according to a top DRDO official.

The DRDO’s hiring arm, the Delhi-based Recruitment and Assessment Centre, planned to induct 350 young engineers each year in 2012-13 and 2013-14, mainly for its missile and aeronautics labs.

Admitting a shortage of young scientists, RAC Chairman D.N. Reddy told The Hindu, “We have many new and important projects which will now be delayed for want of manpower.”

Frontline hits of this could be the long-range Agni-VI targeted for 2016, the Light Combat Aircraft set for completion in 2015 and the Futuristic Main Battle Tank.

The 35,000-strong DRDO, with 8,000 scientists, gets 6.5 per cent of the defence budget or about Rs. 10,000 crore; this year, the belt-tightening measures have kept back 1 per cent of the funds.

The hiring proposals were cleared by the Prime Minister’s Office. However, the Finance Ministry’s all-round slash on spending has halted the RAC’s drive until the middle of 2014, Dr. Reddy said.

Instead, it has to be content with about 70 recruits only to fill the vacancies created by retiring staff; half of them go directly into the priority areas of missiles and aircraft.

Only short-term

“The financial implications are only of short duration. After June 2014, we are confident that our needs will be met,” he reasoned on the sidelines of a conference on condition monitoring here on Friday.

Every December, RAC picks the cream of graduates from 16 IITs, the Indian Institute of Science and the Defence Institute of Advanced Technology, Pune. Now the entry-level staff are just a few hundred in number.

‘DRDO took up Arjun before it learnt to make tanks’

Some 20 years ago, the defence ministry entrusted the DRDO with two projects: the development of a battle tank and a multi-barrel rocket launcher system.

The DRDO called the former, assigned to it in 1974, Arjun, and the latter Pinaka.

Two-plus decades later, the Arjun is considered a major failure. And so is the Pinaka. The Indian army found the latter passed only seven of its 29 requirements.

Defence experts allege that DRDO continues to work on Arjun and Pinaka just to keep its laboratories open.

“The Arjun main battle tank is not world class and has failed to meet the required levels of accuracy. But DRDO is keeping it alive because it does not want its factories to close down,” says Major General (retd) Ashok Mehta.

Experts like Major General Mehta feel the Arjun could have been a tank with potential if DRDO had got its act together. But the premier defence research organisation continues to exert pressure on the army to accept a limited series of production for the Arjun.

Army officers say it is politics and not the tank’s potential that is at work in the defence ministry, which last year placed orders with the Avadi Ordinance Factory to manufacture 124 Arjun tanks.

“I am happy to inform you that not only is the army satisfied with the Arjun tank’s performance, but it has placed an order for 124 more such tanks,” Defence Minister George Fernandes had told Parliament. “With this India has achieved the capability for indigenous manufacture of battle tanks.”

Army officials, however, say no other defence agency in the world must have spent 25 years and Rs 3.5 billion on developing a tank that has failed to perform.

“We have wasted money and time in producing a tank that is just not a world class product these days,” an army officer in Hyderabad says.

Insiders say the army was not “satisfied with the Arjun’s performance” as Fernandes claimed, but was coerced to accept it by the DRDO.

N K Mohan Pillai, a retired army officer who witnessed the Arjun trials, says the tank lacked three vital strengths. First, its engine is weak. Second, its suspension needs permanent maintenance. Third, its gun control is not accurate enough to obtain first round kill probability.

“In fact, the main problem was that DRDO took up the Arjun project before learning how to make tanks,” Pillai remarks.

In 1994 when DRDO announced that the Arjun tank was ready for production, then army chief General B C Joshi witnessed the trials. He sent a note to the DRDO and the defence minister saying the tank fails to meet standards and therefore was unacceptable. General Joshi then laid down a dozen imperatives that DRDO should take to improve upon the tank.

General Joshi’s main concerns were that the tank that weighs 57 tonnes lacked armour protection and vital suspension for crew comfort and gunfire accuracy.

But DRDO, which has showcased the Arjun as its finest indigenous product, claims that the problem is not with the tank, but with the army.

“The army is used to handling only T-72 tanks. For the soldiers who have fired T-72 tanks, operating the Arjun is a gigantic task. So we have told the army to train their crew before accusing us of inferior production,” a DRDO engineer says.

Despite DRDO’s claims, many in the army believe that the 124 Arjun tanks will drain the exchequer just like the multi-barrel rocket launching system Pinaka did.

In 1999 the Comptroller and Auditor General severely indicted DRDO for its failure to develop critical components for Pinaka after spending Rs 424.5 million on the project.

The defence ministry had entrusted DRDO with the Pinaka project in 1980. The deadline given was 1994. Twenty years later DRDO is nowhere near finishing. The war heads and all the three vehicles necessary for launching the rockets are yet to be developed by DRDO. Against the requirement of eight types of warheads, only three have been developed. Of this, one is not acceptable to the army and the other is only a dummy.

“The delay in the development of the EWPinaka has compelled the army to depend on our existing 20 kilometre-range system even during Kargil conflict. The DRDO is entirely responsible for this,” charges an army officer.

According to experts, the Pinaka system has met just seven of the 29 requirements of the army during trials. The indigenous rocket launcher lacks the promised range, fire power, loading time of the salvo and deployment time.

These, however, are “minor problems” according to DRDO.

DRDO is responsible for indigenising and constantly upgrading the country’s weapons and equipment inventory and related supplies. But the dilemma has always been to determine the correct balance between make or buy.

That has been a longstanding issue between the DRDO and the Services. The former complains that the armed forces make impossible demands. The Forces say the DRDO has failed to develop the frontiers of defence technology. And that its claim to produce anything and everything has virtually strangulated critical defence exports.

Experts say it was in fact the collapse of the Soviet Union that drove home the urgency to reduce dependence on external suppliers and rely on indigenous defence production. “Thus over the years, the DRDO has been volunteering to produce virtually anything for the Indian forces. The result is that it has now accumulated nearly 1,000 projects. The DRDO does not have the capability to accomplish some of these,” says Rajendra Mohan, an independent defence analyst in Hyderabad.

According to Mohan, the DRDO promises to make anything for the Forces simply to keep many of its laboratories running. “Or else, some of the labs would have already been shut,” he points out.

Experts like Mohan argue that the very method of calculating the indigenisation content of defence development and production is a matter of debate. Over the years, the government has set up 10 committees under the Department of Defence Production to identify the scope of items such as aircraft, electronics warfare systems and armament. Based on their reports, the government had been claiming for more than a decade that the self-reliance and indigenisation content will be brought up to 70 per cent before 2000.

The core point as per this plan is minimising imports and inducting indigenously designed and manufactured systems. The stress was on increased research and development and the DRDO was the agency to implement it.

But last year, the government — after a thorough review of the DRDO — admitted that the indigenisation level still remained at only 30 per cent. It then quickly created a Self Reliance Implementation Council, chaired by then DRDO chief and now scientific advisor to the prime minister, Dr Abdul Kalam. The Council’s aim is to take indigenisation to 70 per cent by 2005. But many believe like all other DRDO targets, this deadline would also slip.

DRDO scientists claim they have made significant achievements on indigenisation and in their efforts to meet the requirements of the armed forces. They include flight simulators for aircraft, 68mm reusable rocket pod, brake parachute for fighter aircraft, mini remotely-piloted vehicle, light field gun, a new family of light weight small arms systems, charge line mine-clearing vehicle for safe passage of vehicles in the battlefield, and illuminated ammunitions for enhancing night fighting capabilities in their list of achievements.

The DRDO has also developed a cluster weapon system for fighter aircraft, naval mines, next generation bombs for high speed aircraft, low-level tracking radars Indra-I and II for the army and air force, light field artillery radar, battlefield surveillance radar, advanced ship sonar systems and torpedo launchers.

“Our biggest success and pioneering work has been the testing five nuclear devices during May 11-13, 1998 in the Pokhran range,” claims a DRDO scientist.

In collaboration with the Department of Atomic Energy, DRDO in fact designed, tested and produced advanced detonators, ruggedised high volt trigger systems, interface engineering, systems engineering and systems integration to military specifications for the nuclear blast.

“Like the nuclear bomb project, several high-technology projects are in various stages of design and development. Therefore, it is ridiculous to allege that we are a useless bunch of scientists for the armed forces,” the scientist adds.

Indeed, the problem is that for years DRDO has been enmeshed in several high-technology projects that no one really knows when the armed forces will be able to induct.

“DRDO has been acting like a dog in the manger. The agency has considerably torpedoed our efforts to import state of the art equipment because it has been boasting to make every available defence equipment that we demand,” an army officer says angrily.

For instance, he says, though the defence ministry sanctioned competence build-up projects for the multi-barrel rocket launcher Pinaka in the 1980s, DRDO is nowhere near accomplishing the target. The delay has forced the army to continue to depend upon their existing outdated system, whose range is much less compared to that envisaged for Pinaka.

Concerned about terrible delays in some of the vital projects, the army, the air force and the navy are these days asking just one question: “How long should we wait?”

For the Forces, these projects are lifelines. They include India’s indigenously built surface-to-air missiles Trishul and Akash which were to have replaced the Russian-supplied OSA-AK and Kvadrat systems in 1990. Then there is the most ambitious multi-role fighter, the light combat aircraft, the indigenous production of which DRDO has been grappling with in the last 17 years.

The main battle tank Arjun, incorporating state-of-art tank technologies with superior fire power, high mobility and excellent protection has been developed by DRDO. But the army is unhappy with its performance.

There are growing concerns among the Forces, and politicians and defence experts about the terrible delays of the DRDO and its ability to keep promises. For at stake is not just the concept of indigenisation, but a huge investment of more than Rs 150 billion that the government has made for the last two decades on various projects. Would the money be completely wasted?

“Weapon systems face obsolescence very fast. So the DRDO will have to either give up some projects or reorient its functioning,” says Mohan.

Yet, DRDO has been mouthing the political platitude of indigenisation by postponing the deadlines of LCA, Pinaka, Trishul, Akash, nuclear submarines and several types of electronics warfare systems for the army, air force and navy.

The Kargil conflict last year exposed the chinks in DRDO’s armour. None other than Prime Minister Atal Bihari Vajpayee echoed the Forces’s worries when he told DRDO directors on August 6, 1999: “Technology needed for mountain warfare is to be given the highest priority.”
But the biggest worry for DRDO is not the bureaucratic delays and sanctions, but the Indian air force. Faced with diminishing number of its ageing fleet, the IAF holds DRDO responsible for promising to deliver the LCA before year 2,000, thereby considerably upsetting many of its aircraft acquisition plans.

Suspecting that DRDO will never deliver the LCA, the IAF has now embarked on an ambitious project to upgrade 100 MiG-21 aircraft.

Despite the heavy odds, DRDO still remains confident that it will roll out the country’s first indigenous aircraft before 2002.

“We will induct 200 LCAs into the Indian Air Force between 2003 and 2010,” Dr Abdul Kalam told a group of aeronautical scientists before he handed over DRDO’s charges to Dr Vasudev K Aatre.

But there aren’t many who believe that promise will be fulfilled.

Alandi temple Trust gets lighter, high-tech chariot

PIMPRI: A high-tech battery-operated chariot developed by the Dighi-based Research and Development Establishment (R&DE) was handed over to the Alandi temple Trust on Thursday. The chariot, built at a cost of Rs 2.5 crore, will be used for the annual palkhi procession from Alandi to Pandharpur.
Director of R&DE, S Guruprasad handed over the chariot to the temple. Those present on the occasion included Alandi Temple Trust chief trustee Sudhir Pimpale, palkhi procession chief Dr Prashant Suru and Alandi Municipal Council president Varsha Kodre. The Trust honoured a group of R&DE employees with mementos for their role in developing the chariot.
The high-tech chariot was developed after a bullock was killed during the palkhi to Pandharpur last year.
The battery-operated chariot will run for about 12 hours and the battery can be fully charged within six hours. The chariot has been made out of carbon fibre which has reduced its weight considerably.
The total weight of this modern chariot is 1,900 kg as against the older chariot which weighed about 3,000 kg.

Battery-operated chariot trial for palkhi a success

 PIMPRI: A successful trial of a new battery-operated chariot for the palkhi procession of Sant Dnyaneshwar developed by the Dighi-based Research and Development Establishment (R&DE) was successfully conducted in Dive Ghat on June 14.
With the battery-operated mechanism, there will now be no need for five pairs of bullocks to pull the heavy chariot on the palkhi route from Alandi to Pandharpur and back.
The trial has proved that now the chariot can be pulled with just one pair of bullocks or even without any bullocks.
Dr Prashant Suru, head of the Sant Dnyaneshwar Palkhi Procession Committee, said that the trial, conducted in the presence of the R&DE experts, was successful. The new chariot is being developed at a cost of Rs 2.5 crore.
The need of a battery-operated chariot was felt following the death of a bullock during the annual Ashadi pilgrimage from Alandi to Pandharpur pilgrim town last year.
After the trial, the chariot was taken back to the R&DE campus in Dighi where the work of the remaining design and other works will be completed. The chariot is expected to be ready for the palkhi procession within a week.
The chariot’s battery will run for about 12 hours and can be fully charged within six hours. A steering has been attached to the 13-feet long and seven-feet wide chariot.
There will be three domes above the chariot. It has been attached with a generator, which will be used to light up the lamps. The total weight of this chariot is 1,900 kg while the older chariot weighed about 3,000 kg. The height of the chariot has also been reduced to facilitate its smooth movement.
BULLOCKS TO PULL CHARIOT
The chariot of Sant Tukaram palkhi procession will be pulled by a pair of bullocks owned by Thergaon-based farmer Vitthal Gujar and another pair of bullocks owned by Pimple Gurav-based farmer Shantaram Jagtap. Altogether 18 persons had applied to the Dehu temple trust to seek the honour of using their bullocks for pulling the chariot from Dehu to Pandharpur and back

Tejas project gets wings again under new DRDO chief

In an interview to Express on Friday, soon after New Delhi officially handed over the mandate to pilot DRDO for the next three years, Avinash said that completing the Initial Operational Clearance (IOC) of Tejas by September this year and attaining the Final Operational Clearance (FOC) by the end of 2014, are two primary targets he has already set. “After finishing the taking over formalities, I am catching the first available flight to Bangalore to review the project. I am absolutely aware of the issues that are dogging the project and I would now want to see it from close quarters, what the delays are. The Tejas’ IOC and FOC cannot be postponed any further,” said Avinash, who will also double up as the Scientific Advisor to Defence Minister. He said the induction of India’s long-range ballistic missile Agni-V and development of 155-mm gun are other projects that would get his immediate attention. Saying that his task is cut out with many projects reeling under time overruns, Avinash promised to turn around DRDO into a delivery-oriented unit. “There are grey areas still, despite our efforts to stick to the deadline. We are lagging behind in directive energy systems such as high-energy electro-magnetic lasers. We also need to gear up on the materials front,” said the missile scientist. We have proven our abilities with multiple missile programmes and we need to emulate the same in other projects as well,” said the 62-and-a-half-year-old DRDO chief. He said DRDO will be restructured to catch up with the challenges of modern times. “I will take everything one step at a time. I am aware that we need to create the ‘Brand DRDO’ image,” he said It will be a collective team effort. The idea is to take DRDO to the next level. I will ensure that the confidence of users in DRDO will be always high, Avinash said. Incidentally, Avinash will be the second man after former president Dr A P J Abdul Kalam, who will serve as the DRDO chief beyond 65 years.

Avinash Chander, the man behind Agni series of missiles, was on Friday appointed as the new Scientific Adviser to the Defence Minister and Director-General of Defence Research and Development Organisation (DRDO). He will also hold the post of Secretary, Department of Defence Research and Development. He succeeds V. K. Saraswat, whose term ended on Friday.

“I feel honoured to take up this new responsibility. Dr. Saraswat has set DRDO on a good course. I have to continue and take it to the next level,’’ said Dr. Chander.

Dr. Chander, who was recently awarded Padma Shri, was behind the successful development of 5000-km range Agni-V, enabling the nation to join the elite club of five advanced nations. Development of Agni missiles in highly restrictive international control regimes was possible only out of his technology, perspective planning and efforts. He created the infrastructure, industry base, production lines, and integration facilities to produce different classes of Agni missile systems, a DRDO release said here.

Dr. Chander’s pioneering research in innovative energy management guidance system enabled utilisation of solid propulsion, the main thrust and the backbone of the long-range missile system. Under his leadership, DRDO developed critical technologies such as composite rocket motors and advanced high accuracy navigation system. He also laid the technology road map for missile complex laboratories and led the R&D in the advanced navigation systems, onboard computers, servo valves and seekers.

Dr. Chander joined DRDO in 1972 after completing graduation in Electrical Engineering from IIT Delhi. He is a fellow of the Indian National Academy of Engineers.

Dr. Chander told The Hindu before leaving for Delhi DRDO had lot of commitments and among the immediate priorities were the induction of Light Combat Aircraft Tejas by next year-end and of Agni-V in the next two years.

Dr. Chander, who obtained M.S. in Spatial Information Technology from JNTU, Hyderabad, is also Vice-President of the Aeronautical Society of India. He has received numerous awards and honours, including DRDO Scientist of the year and Agni Self-Reliance Award.

Mr. Chander joined DRDO in August 1972.  A leader in missile technology, he is the Chief Designer of Long Range Missiles System.  He has the unique achievement of delivering and deploying three weapon systems viz., A1, A2 and A3.  He is currently the Programme Director for the Agni Missile Programme.  His latest achievement is the successful development of 3000 kms range Agni-III Missile which is under induction.

Antony defends fired DRDO staff

A DRDO employee, sacked on the grounds that he was a perpetual troublemaker after blowing the lid off alleged irregularities in the recruitment procedure, has sought protection from the Central Vigilance Commission ( CVC) claiming he was harassed for being a whistleblower.

The CVC had sought response from the defence ministry’s vigilance wing before taking any action on the complaint filed by Prakash Singh, an administrative officer, who has been at loggerheads with the DRDO for some time now.

Singh was forced to go on premature retirement last year for alleging that his boss A. K. Maini had indulged in malpractices in the recruitment process. He had forwarded the complaint to the CBI. The DRDO claimed that Singh was sacked because the allegation levelled by him was baseless and caused embarrassment to the organisation and defamation to his senior. It also said the officer had “ acquired a habit of complaining against his colleagues, superior officers and other agencies like DCDA.” The other charge against Singh was that “ he had been involved in creating problem to the organisation by the hostile attitude towards his colleagues and officers that shows, he has not been performing his duties with the requisite quality”. In its reply to the CVC, the defence ministry said that Singh has sought defence minister A. K Antony’s intervention for getting reinstated.

It also said that allegations made by Singh about a scam in the recruitment exercise were being investigated by a high level committee in DRDO on the direction of the defence ministry.

The defence ministry has instructed DRDO to submit its report within a month.

The officer had complained to the CBI against some officers occupying key positions in the defence scientific establishment claiming irregularities in recruitment. But his identity was disclosed after the CBI referred his complaint to the DRDO’s vigilance wing.

Singh had approached the CVC earlier this year seeking protection under Whistleblower Resolution. The CVC on March 18 sought response from the vigilance wing of the defence ministry which came up with the reply on April 25.
