Race for DRDO top spot in its final lap

Radar specialist S Christopher has emerged as the frontrunner to take over as the next chief of the Defence Research and Development Organisation (DRDO).

Christopher heads the Bengaluru-based Centre for Airborne Systems and heads the project to develop airborne early warning and control systems.

The post has been vacant since January 31 when the government terminated then chief Avinash Chander’s contract.

G Satheesh Reddy, who heads the Hyderabad-based Research Centre Imarat, and Anil Datar, chief of Pune-based Armament and Combat Engineering cluster, were also in the running. The government will appoint a scientific advisor to the defence minister after the DRDO vacancy is taken care. Both roles were being essayed by the DRDO chief so far.

ACC Appointment

The Appointments Committee of the Cabinet has approved the assignment of additional charge of the post of Secretary, Department of Defence Research and Development to Shri G. Mohan Kumar, IAS (OR:79), Defence Secretary for a period of three months or till a regular incumbent is appointed or till further orders whichever is the earliest w.e.f. 25.5.2015. __________________________________________________________

It means GOI in no mood to offer responsibility to above three stalwarts of DRDO.

May be Parrikar Shahib received bunch of Anonymous letter in which the DRDO officials exposes their great achievements like connections with suppliers / vendors, their encouragement towards incompetent beloveds, their technical compatibility, managing their in house awards, specially their patronage and soft corner to some one special  like Sh Avinash Chander pattern.

We request to PMO, MoD this time they should take care all above,  IB clearance, clear vision, original subject knowledge,  not deemed private universities credentials,  most important is the feedback from younger scientists because they are future of DRDO and they need fearless environment to grow so they can able to deliver their best.

Sir,

It is observed that DRDO has a 30000 strong scientific and technical force and but unfortunately output is not corresponding with manpower strength, it is exceptionally very low in compare to any other organizations or corporate.

Reports are showing so many reasons and excuses for achievements in development of technology like inadequate allotment of budget, unavailability of latest components and systems from developed countries, not given free hand for procurement, not giving free hand for recruitments of manpower etc.

One of the real reasons is incompetency in lower level to higher level of DRDO organization.

If you see the level and quality of qualification of DRDO, a 30000 strong scientific and technical force you will see a very unbelievable scenario.

The real qualified manpower who are having a certificate/diplomas/degrees/post doctoral research/ having good number of published papers in national and international journals/ having name patents but under pressure put their bosses name or bosses blue eyed names without contribution/researchers are doing PhD’s under them, all these kind officials fail to get proper growth in DRDO. Such Skilled officials, if their family commitment allows, then the first thing they do is quit DRDO. Otherwise they accept the current scenario as their destiny.

The officials who have the manipulated certificates/diplomas/degrees/post doctoral research in private deemed universities where they are instrumental to in siphoning the DRDO funds in the name of CARS, Grants-in-Aid. Grants-in-Aid Scheme: Research sponsored in academic institutions under the extramural research (ER) etc / having good number of published papers but as a second, third fourth author, patents in their name but forcefully entered their names etc. These kinds of DRDO officials are at the top of DRDO each and every where.

Sir, unfortunately this is the real harsh situation of DRDO, since we are feeling that you are in the process of revamping DRDO, so this is the real time to look and check even verified from out sourcing like the corporate world is adopted before giving responsibility to someone because you are giving a free hand to spend 10000 cr taxpayers money, the educational professional background of each and every DRDO officials.

Any qualification enhancement from DIAT, Amity, JNTU, Shoolini University and other private deemed universities are mostly by manipulations. DIAT governed by DRDO, rest all private deemed universities from last 15 years enjoying lot of funds from DRDO in the name of CARS, Grants-in-Aid. Grants-in-Aid Scheme: Research sponsored in academic institutions under the extramural research (ER) etc and freely distributing all kind of qualification M Tech, MBA’s, lot unrecognized subject P h D’s and private university self designed degrees/diplomas.

When you will see the data of these DRDO officials you will automatically realize the reason of failure of DRDO.

Sir, above subject’s court decision attracted me to write this letter that I have collected so many evidences of forge qualification evidences of DRDO officials, and as per DOP, DRDO, Dr A K Singh’s letter it is clearly established such acquired qualification were not even verified and encouragement money was also distributed to hundreds of DRDO officials.

Sir, it is requested in the national interest through study is required from outside agency GOI can decide before allotting funds for projects whether the DRDO officials qualified and capable and they are having background knowledge of proposed projects, till date country is witnessing DRDO’s technology demonstration drama which they are able to display with the fully support from outside firms Indian or international.

If you want the evidences which I have collected in last 10 years, I am ready to provide.

COMPLAINT AGAINST RECRUITMENT OF LABORATORY SUPERINTENDENT (ESTATE EXECUTIVE) AT DIAT (DU), GIRINAGAR, PUNE VIDE ADVERTISEMENT NO 02/2014 AND SCIENTIFIC OFFICER IN 2013

Dear Sir,

I, the above named ex-serviceman, retired from Indian Army,(Qualification of, Diploma in Civil Engineering ,  BE Civil & Post Graduate in Construction Management),  would like to submit the following facts regarding manipulation and corruption in recruitment processes going on in DIAT, Girinagar, Pune :-

  • DIAT(DU, Girinagar, Pune, published vacancy for the post of, Registrar, Scientific Officer and Superintendent in Apr 2013 and I applied for Scientific Officer, as my qualification and experience meeting their essential and preferential qualification.
  • In mid of year 2013 they also published for a post of Estate Manager, later amended to Estate Consultant, on contract basis with lump sum payment of Rs 31,000/pm. I appeared for this post and was selected with joining date 06 Sep 2013. When I submitted my resignation to my present company, but my resignation was not accepted, which I intimated to DIAT well in advance.
  • Again DIAT conducted a walk-in-interview for Estate Consultant but they did not get suitable candidate in interview in the month of Oct-Nov 13. When they didn’t get candidate, I was contacted in the moth of Dec 2013 by Registrar saying to meet him personally in the office.  When I came, I was given a promise  ”If I will join as Estate Consultant, they will select me for SO post, for which I applied, which is a permanent job with basic pay of 9300 and grade pay of Rs 5400/-), (as discussed in para1 above)”. I agreed happily and promised them to Join DIAT on 03 Jan 2014.  As I was promised for a permanent job by top official of DIAT(DU) in basic pay of 9300 with 5400 grade pay,  I forcefully got resignation from my present employer by giving up my one month salary about 75000/ (as I did not given them notice period of one month).  But during joining I was mentally tortured by Mr AnantSubramaniam, Dy Registrar (Admin) for reason best known to him at that time in the name of documentation etc.  But any how I joined DIAT on 13 Jan 2014.  Later it was revealed that the reason for tortured by Anant sir was that the advertised post of Scientific Officers was already fixed for his candidate Mr SD Adilinge, who was later selected also, not only selected but his basic pay was increased from 9300 to 15600/- rewarding him being candidate of Dy Registrar (Admin) and ex-Navy, Registrar is also ex-navy,  Sir my question is that if this post was for Rs 15600 basic pay(Class I Officer),  why it was not published in advertisement.  This is nothing but way ofhelping their own candidate by keeping higher office in dark/conceding facts.
  • In between my duty in EWO, a case was initiated for Qtr No P 325/3, new multi-storeyed building (occupant Mr Ramesh A Jahangirdar, Finance Officer, DIAT). This quarter was from MILIT pool and MILIT as well as EMU was pressing hard to vacate the qtr. As quarter was in excellent condition Mr FO was not in mood to vacate the same.    In correspondence process with MILIT, several time FO asked me for all connected files of that quarter from board stage to till date, but I refused to give them without consent of my boss Mr HN Sahu, EWO.  At that very time I was threatened by FO that he will damage my career when time come. I did not care and kept doing my duty sincerely.
  • In the month of February 2014 list of shortlisted candidates for interview(only two or three candidates) for SO was out but my name was not there. When I asked them, as I was already working there), they raised question of my experience and grade pay which I shown them through MES Regulation and my PPO, I retired from grade pay of 4600/-. As stated earlier also, Anant Sir never wanted me to be called for interview as I was having better qualification and experience than his candidate Mr Adlinge.But finally my candidature was not considered for interview and I got frustrated as I joined DIAT on pretext of this job only and not for Estate Consultant which was a temporary job with mere payment of Rs 31000/-pm, by leaving 75000/- PM from my previous company.  Seeing  corrupt recruitment process of DIAT, I put up resignation giving one week notice as per agreement made.  My resignation was accepted by then Hon’ble VC, Mr Prahlada. I discontinued my service from DIAT.
  • When I did not go to office after resignation, I was called several times by Registrar sir from his landline phone and mobile phone, but I did not respond to the call. Finally my wife attended the phone and was told to send me to office to meet him personally (Registrar sir).  I went there and met him too and expressed my anguish. But finally I was convinced and told that a new post called Lab Superintendent (Estate Executive) will be created and will be given to me.  But I had no faith in their false promises, as I already resigned from my previous company and resigned from DIAT too making me un-employed,so I decided to continue in DIAT till I get a new job in outside Construction Company.  I kept on searching out side job from my old friend circle while doing duty at DIAT and got job in Apr 2014 and thereafter I put my resignation from DIAT and came out with effect from 15 May 2014.
  • But keeping DIATtheir promise alive they published one vacancy vide by advertisement No 02/14 for Laboratory Superintendent (Estate Executive) in pay scale ofRs 9300 and grade pay 4200 which I also applied.This post has requirement of experience grade pay of 2800/- Luckily this timeI was called for written test and interview on 05 Dec 2014. But when I was in interview I was surprised to see the candidates who were called for interview were not having basic requirements of advertisement like grade pay of 2800/- and experience and some were fresher too, but were called for interview. If so is the process then why it wasnot followed for selecting SO earlier, the reason is very clear if I would have been called for interview their candidate Mr SD Adilinge, who is also from Ex-Navy (also Registrar sir is from Navy) would have not been selected because selection team for SO was from outside DIAT.
  • Generally DIAT give result for selected candidates(if the candidate is of their choice) within maximum 1-2 days(as was done for SO) but for Lab Supdt no result has been published so far. On enquiry un-official it has come to notice that Finance Officer Mr Ramesh A Jahagirdar, also member of governing body, has raised objection that I am not fulfilling requirement of computer qualification. If it was so, then why I was called for interview. Actual ground fact is something different “As FO seen my name in selected list, he raised illogical objection of computer knowledge.  If a candidate is Diploma in civil, BE in civil  and Post Graduate,  and experience of 22 years and MES as JE (Civil) where separate subject of computer is there(in all three degrees) with ‘C’ C+ languages.  How these petty things can yield to rejection of selected candidate in written and interview in spite of having better computer qualification than required and has also worked for same post in DIAT.
  • Sir, Finance Officer, DIAT, is so annoyed to me that he compelled DIAT administration to re-advertise same vacancy, without giving information of previous recruitment of the post,and kept this post in reserve category of OBC so that even I cannot apply for the post. Sir how previous advertisement of general category has become this time in reserve category of OBC. Ref advertisement of Lab Superintendent published vide DIAT advertisement No 03/2015.
  • Sir I would like to bring following facts into your notice about the recruitment process in DIAT, Girinagar :-
  • No selection in DIAT is fair and un-biased.
  • No defined and firm recruitment policy exists in Institute which are changed according to the stature of the reference officer of DIAT.
  • Vacancy is advertisedonly based on either recommendationfrom DIAT or some other intention not on actual requirement of the Institute.
  • Only those candidates are selected against vacancy which has strong recommendation or great influence in the big post staff of institute.
  • Candidates are being black mailed by giving hope for job.
  • There is big nexus between some selected officialsof the Institute.
  • Sir, though I worked in DIAT for merely 4.5 months but what I seen there is that single quoted tender of Rs 5 crore in 2014 in the name of “Data centre in Mechanical engineering dept”, where already centralised Data centre is functioning, was accepted.  Which is entirely against the rules of Indian Contract Act 1872, as I have also prepared and accepted contract independently in CWE Udhampur for 3 years when was in MES.  They not only accepted single tender but each item was overpriced, and entire running 11 split AC of 1.5ton capacity of the room was removed and thrown to scrap and replaced with new one.    This is nothing but wastage of public money.

In view of the above, I would like your intervention in recruitment and functioning process of DIAT so that no eligible candidates like me are rejected from selected list due to personal interests of some maligned officers of institute.  I think it will be great help if recruitment power of the institute is ceased and a proper enquiry is set to check the process adopted for selection of entire posts since 2013. The power of recruitment must be given to professional recruitment agency like CEPTAM or SSC.

Defence secretary R K Mathur’s additional charge as DRDO chief extended

An order by the DoPT said Mathur would now hold the additional charge as secretary of DRDO till May 24.

Buying itself more time to choose a full-time head for the Defence Research and Development Organisation (DRDO), the government Tuesday extended the tenure of defence secretary R K Mathur’s additional charge as DRDO head. An order by the DoPT said Mathur would now hold the additional charge as secretary of DRDO till May 24.
“The appointments committee of the Cabinet has approved the extension of additional charge of the post of secretary, Department of Defence Research and Development assigned to Shri Radha Krishna Mathur, IAS, Defence Secretary for a period up to 24.05.2015 or till the appointment of a regular incumbent or till further orders, whichever is the earliest,” the order said. Mathur has been holding the additional responsibility since January 31.

  1. DOP, Dr. A.K. Singh did not take timely action on the letters of cvc and cvo of mod on the illegal Appointments of blood relatives of senior scientist of DRDO as scientists namely SMT. T chandrabanu, Ms Swati Sriwastava, Ms Dolly Bansal & SMT. S Geetha to illegally retain them for the period as much as possible. He did not carry out his duty meticulously against illegal appointment of SMT. S Geetha to please his ex-boss Dr.W. Selvamurthy.
  2. He did not take the following actions as expected from him in the capacity of DOP to know the truth of the experience certificate, got issued from Dr.Ambedkar centre for Bio-Medical research of Delhi university (ACBR of DU) by SMT. S Geetha D/O Dr.W. Selvamurthy Ex- CC R&D, HR
  • Has not called for any explanation as yet from SMT. S. Geetha to tell the organization  about the name of the projects & names & designations of the principal investigators of the projects of the ACBR of DU in which she worked during November 1999 to January 2000 and for the same she was issued a experience certificate.
  • Has not called for any explanation as yet from SMT. S. Geetha about the date on which SMT. S. Geetha applied for the post of temporary research assistant in ACBR of DU in 1999.
  • Has not called for any explanation as yet from SMT. S. Geetha about the procedure and mode of selection to the post of temporary research assistant in ACBR of DU in 1999
  • Did not produce the original copy of the experienced issued to SMT. S Geetha by officiating Director Dr.Veena Brahamchari of ACBR of DU to the high power committee of Shri Bhujanga Rao & Shri Anup Malhotra set up on the orders of defence minister in  which DOP was himself a member.
  • Did not call for any explanation as yet from SMT. S. Geetha, SC-D of DIPAS, Delhi to know all the facts for issuance of the experience certificate to her by ACBR of DU.
  1. Has been instrumental in sending delayed & distorted replies to the CBI since 01-10-2012 (the date from which he is holding the charge of DOP) in respect of the ongoing through inquiry  against 04 illegal appointed relatives of the senior scientist of DRDO i.e. against SMT. T  Chandrabanu, Swati Sriwastava, Dolly Bansal & SMT. S Geetha.
  2. Has been instrumental in transferring DRDS Cadre Scientists by pick & choose rule without following any uniform policy.
  3. Has harassing the husband-wife scientists by not posting them at a convenient place violating the GOVT. policy.
  4. Has been adopting dilatory tactics to harass the employees of DRDO (who submit genuine grievances on service matters to DRDO HQ to obtain justice through administrative channel) by    unnecessarily seeking opinions of the nodal departments even in the matters where the rule position is expressively clear.
  5. Remains dormant in redressing the genuine grievances & acts super actively to help the dishonest employees & officers of the DRDO which shows his possession of doubtful integrity.
  6. Appointed retired officers of AFHQ Cadre, DRDS Cadre, service officers & DRDS Cadre officers as consultants during his tenure as DOP for the regular jobs for which either replacement have joined in DRDO or for the jobs for which no such appointments is permissible under concerned. He even allowed continuation of the tenure of such illegally appointed consultants.
  7. Has been implementing the special pay to the scientist ‘G’ & counting of the special pay in the fixation of Scientist ‘H’ & tapering of the variable increments of the Scientists by violating  the concerned express rules of DOP&T & ministry of Finance.
  8. Has omitted his duty as DOP with regard to misconducts of Shri A.K. Maini retired Director of LASTEC to save him from vigilance action.
  9. Dr A K Singh deliberately delayed in processing the case of misconduct prima facie against Dr A K Tyagi, Sc ‘G’ so he could get promotion to the post of Sc ‘G’ before issuance of formal charge sheet. He did not propose his suspension of Dr.A K Tyagi even when charges of corruption were forwarded by CVC for investigation to DRDO through CVO, MoD

It is requested that do needful in this with above all reference to save the DRDO.

Sir,

Please find following informations of deliberate misconducts committed by Dr. A K Maini voluntarily retired scientist ‘H’ & Director of LASTEC, Delhi, DRDO, MOD.

  1. A K Maini had been submitting false “Nil” immovable returns in his entire service of 36 years rendered in DRDO as Group ‘A’ Gazette officer with effect from 1978 to 09-06-2014.
  2. Didn’t submit his permanent home town declaration during his entire service still he illegally availed Home town LTCs to Jammu many times.
  3. Made entry in his own handwriting on 02-12-1999 on the 2nd page of the 2nd volume of his service book about his permanent home town after 21 years from the date of his initial joining in DRDO in 1978.
  4. Deliberately made another entry about his Permanent Home Town after some years during his tenure of Directorship of LASTEC, Delhi (changing his earlier entered Pmt. Home Town) on the same 2nd page of the 2nd  volume of his service Book, without formal submission of a request for change of his Permanent Home Town, with a clear motive to create confusion in his initial entry made on 02-12-1999.
  5. Changed his name from Anil Kumar to Anil Kumar Maini in official records without submitting any formal request in this regard & without undergoing the prescribed procedure in vogue.
  6. Even gave Laboratory Awards to those Scientists of LASTEC, Delhi in 2011 who were members of the Award Selection Committee of LASTEC, Delhi
  7. Even nominated ineligible officer of LASTEC, Delhi i.e. Smt. Sangeeta Talwar, Accounts Officer of LASTEC Delhi to represent LASTEC Delhi in the interview board of the CEPTEM, Delhi for the interviews of the candidates of admin and allied cadre who passed written examination of CEPTEM 06 since minimum level of nomination was SAO-II of DRDO. Proposal of eligible SAO-II of LASTEC Delhi was formally moved but Dr. A K Maini not only did not approve it but he pressurized his sub-ordinate officers to initiate new proposal so that he could nominate the ineligible favorite officer thereby snatching a rightful opportunity of the rightful claimant.
  8. Deliberately did not make routine transfers of the officials and officers of LASTEC Delhi during his tenure of directorship of LASTEC Delhi who was holding sensitive posting/appointments thereby directly violated the standing policy of the DOP&T and CVC. He even did not comply the express orders of the DRDO HQ issued from time to time in this regard thereby created opportunities for corruption and nepotism.
  9. Even made undue favor to the Amity University, Noida, UP, for his personal gain in the form of obtaining PhD from same University, which includes inviting the students of Amity university & its Chairman Dr. Ashok Chauhan as Chief Guest in the annual raising day of LASTEC Delhi in 2010 & giving them lunch and other hospitalities from the funds of the state exchequer besides breaching the security of METCALFE House Complex of Civil Lines Delhi.
  10. Even availed leave for repair of his House in Delhi still he submitted false Nil immovable property return for the same calendar year.
  11. Never formally intimated administration division of LASTEC Delhi about his local tours during the entire period of his directorship of LASTEC Delhi thereby showed himself present on duty even on those dates when he remained at his home for personal work/reasons etc. he thereby blocked the opportunity of the DDO of LASTEC Delhi to make his salary only for those days when he was either on duty or on sanctioned leave. This is evident also from the number of the days leave availed by him in immediate 03 preceding years before his elevation to the post of Director LASDTEC Delhi and the leave taken by him during the tenure of his Directorship of LASTEC Delhi.
  12. Castigated the legitimate powers of the senior most officer of admin cadre of DRDO posted in LASTEC Delhi by depriving him from opening the official DAK received from outside by instructing verbally the officer in-charge of Diary & dispatch section of LASTEC Delhi to send the official DAK received from outside to his personal assistant thereby creating an opportunity for himself to not to bring some official DAK in the records of LASTEC Delhi. this illegal practice is still being continued in LASTEC Delhi in addition to many other laboratories of DRDO to serve the vested interest of the directors of the LABs of DRDO.
  13. Even tacitly got issued repeat supply orders many times in succession at very short intervals for purchase of stores in LASTEC Delhi through his sub-ordinate officers by splitting the supply order to avoid sanction of the higher authorities of DRDO HQ during his entire tenure of Director of LASTEC Delhi.
  14. Even tacitly got issued supply orders in favor of those firms who were either in collusion with other suppliers/firms or which were fake firms.
  15. Even deliberately delayed in according his approvals to the projects Dr M N Ready Scientist ‘G’ of LASTEC Delhi which attracted audit objections which are still pending.
  16. Gave outstanding comments in the APRS of Shri Ghai, the then scientist ‘F’ & present scientist ‘G’ of LASTEC Delhi on extraneous considerations/ grounds simply because Shri Ghai mentioned the research done by him & by other scientist of LASTEC as joint research of him & of Son of Shri A K Maini. The outstanding comments given by Dr. A K Maini in the APAR of Shri Ghai on the above mentioned extraneous grounds begged promotion to the post of Scientist ‘G’ to Shri Ghai & other deserving scientist ‘F’ of LASTEC felt let down.
  17. A K Maini was instrumental to select Shri Amit Kumar Chawla office Assistant to the post of STA-B in LASTEC through LDCE by putting illegal pressure on the concerned selection committee constituted in LASTEC in 2011 although the diploma in Engg. Discipline awarded by Janaradan Rai Nagar Rajasthan Vidyapeeth, Udaipur (deemed to be university) & obtained through distance education mode from the off campus study center of Delhi is not valid Diploma to make him eligible to the post of STA-B in DRDO through LDCE exam.
  18. A K Maini even approved illegal permission to Shri Amit Kumar Chawla to attend classes for study of LLB up 09:00 AM even on working days in an education institution which is not less than 15 kms away from the office campus of LASTEC delhi disregarding the fact that the working hours of LASTEC are 09:00 AM to 05:30 PM. This favor was extended to Shri Amit Chawla just because he was working in the secretariat of Dr. A K Maini.
    1. The above mentioned deliberate misconducts of Dr. A K Maini were not only deliberately overlooked by the vigilance officer of LASTEC Delhi but also by the director of vigilance and security of DRDO HQ New Delhi which paved the way for acceptance of his voluntary retirement from service but also it made him immune from any vigilance/disciplinary inquiry against his deliberate misconducts and illegal acts.

I therefore request you to kindly ensure conducting of discreet inquiry on each and every issue raised in this complain from a independent authority specifically dis-associating any scientist & technical officer of DRDO to bring the prima-facie guilty Dr. A K Maini to the book before he goes scot free by getting his pension & other retirement benefits since his pension case is still under scrutiny containing one of the misconduct of Dr. A K Maini mentioned above.

Sir,

  1. Since last 10 years lot of complaints were received by defence ministry regarding the manipulation, nepotism, recruitment of incompetent candidates by RAC, DRDO
  2. Country already witnessed the degradation of DRDO output in several field including Kargil War and one of the major reason of downfall is below standard recruitments done by RAC.
  3. After intervention of Ex Defence Minister 2 scientists recruitment was annulled by DRDO and more are in queue, same time minister also recommended vide Diary No. 14320 dated 24/102013 for CBI enquiry against 10 senior top scientists including two Ex SA to RM and also advice to rethink recruitment through UPSC to avoid all nonsense activities doing by RAC.
  4. Dr. RK Jain, when he was mere Sc F, appointed Director, RAC, w.e.f. 1 March 2009. Without doing science he was promoted Sc ‘G then Sc H in 2013 ignoring GOI order of FCS.
  5. RK Jain’s expertise are utilizing by most of Directors for nepotism and for other vested interest.
  6. Recently Dr S C Sati, Director, ADRDE, Agra pushing a privilege to his loyal multidimensional, multitalented, supporting  Ade Sh Vikas B Thakre, Sc F by helping him to recruit his wife Dr. Vandana V Thakre for the post of scientist E in DRDO.
  7. A tailor made post was advertised with help of great manipulator Dr R K Jain for Dr. Vandana V Thakre, Interview is already completed, as per sources the selection was finalized within day or two it will be declare by RAC.
  8. Presently Dr. Vandana V Thakre is working as associate professor in Madhav Institute of Technology and Science, Gwalior and Dr Sc Sati’s son Akshat is perusing his engineering in her guidance.
  9. I think Sh Vikas B Thakre, Sc F inspired by Dr A K Sikdar, Sceitist G, HEMRL, Pune that his involved in writing/reviewing of his own wife Dr.Nirmla Sikdar, Scientist F and reporting her husband since last five years. Anything can happen in DRDO

These all involved scientists are not learn a lesson from Dr Arun Kumar, Ex DOP’s last minute suspension, his daughter;s 10 year service annulling, Dr. S M Veerabhadrappa, Director, DTRL charge sheeted and facing Departmental proceeding, Mrs T Chandrabanu, Sc F service annulled, Ms S Geetha, Sc D, DIPAS and Ms Dolly Bansal both are in queue, any time their service will be terminated. The queue is very long.
  11. I would like to congratulate through you to Dr Vandana V Thakre, Sh Vikas B Thakre, Dr S C Sati and Dr R K Jain follow the footsteps of great corrupt Dr Arun Kumar, Dr W Selvamurthy etc.

Sir, we feel that in Modi ji era and your special selection as defence minister everyone in country start hopping that now the corruption/nepotism/favoritism will be end. The two major steps like termination of Sh Avinash Chander, and order for review and hold his last moment orders are giving us  some light rays.

Missile boss axe swivels glare on rot

SUJAN DUTTA New Delhi, Jan. 14: The sacking of Avinash Chander as the country’s top defence technocrat yesterday has brought back into focus allegations of murky deals with international arms lobbies, corruption and nepotism, professional jealousies at the top and a failure to deliver usable and accurate weapons.

The rot had institutionalised itself over the years — long before Chander was appointed to the post on May 31, 2013 — and marked even the tenure of his predecessor, V. K. Saraswat. Saraswat was last week appointed as a full member of the Niti Ayog, which took over some functions of the Planning Commission, with the rank of a minister of state.

Defence minister Manohar Parrikar said today that even he had learnt of the sacking of Chander from the media though he had recommended that the office should be held by a younger person. Like Antony, the defence minister in the UPA II regime, Parrikar has also promised a revamp of the Defence Research and Development Organisation (DRDO) that Chander headed.

In addition to his job as the head of the DRDO, Chander was also the scientific adviser to the defence minister.

In New Delhi, the headquarters of the DRDO is a gleaming block of Jaipur sandstone behind South Block. Entry is restricted. The terrace on the third- floor offers a view of the central vista rivalled only by the buildings on Raisina Hill. It is from here every other month, year on year, that the DRDO makes claims of successful missile tests, and of being avant- garde in technology.

The claims only make for a smokescreen that barely dispels the rot that has set into the government outfit that this year has a budget of more than Rs 15,000 crore for 52 establishments and 30,000 employees, including 7,500 technologists.

DRDO insiders believe Saraswat and Chander never got along though both had similar profiles before rising to the top. Both Saraswat and Chander are missile technologists, both protégés of the original missile man, A. P. J. Abdul Kalam. While Saraswat was credited within the organisation for the development of the surface- to- surface Prithvi missile and its variants, Chander was honoured for his contribution to the Agni series.

Parrikar said the impression that Chander had been given an extension by his government after superannuating in November ” was wrong”. Chander’s appointment for three years was approved in May 2013. Under the terms of the order by the appointments committee of the cabinet, he would retire in November and continue to serve for a further 18 months on a contract.

” And my contention was that such a post of that importance cannot be held by a person on contract,” the defence minister said.

In the UPA regime, Saraswat, Chander’s predecessor, ran into tough times with the establishment himself.

Antony restricted his fiscal powers and instituted an audit of the DRDO by the Controller General of Defence Accounts ( CGDA).

The report by the CGDA said, among other things, that the DRDO was entering into agreements with Israeli firms unnecessarily. It specifically named one Israeli firm, Semi- Conductor Devices Ltd, with which DRDO had entered into an arrangement that the auditors questioned.

” Chander was actually against this,” DRDO insiders say. ” He was trying to source components for missiles from other countries and that probably angered his masters,” alleges Prabhu Dandriyal, a right to information activist who is almost always investigating the operations of the DRDO. The CGDA audit also said that barely 10 per cent of the projects undertaken by the DRDO were eligible for consideration by the users ( the armed forces).

On November 29 last year, a day before Chander was to superannuate, the Prime Minister’s Office, in response to an RTI request from Dandriyal, said it had received three complaints against Chander. Two had been forwarded to the national security adviser and the cabinet secretary. A third complaint was still being studied.

The third complaint was from Navin Prakash Gupta, who is with the DRDO’s Advanced Systems Laboratory ( ASL), a Hyderabad- based outfit that Chander himself headed before moving to New Delhi.

In the seven- page complaint ( with 17 annexures), Gupta questioned the appointment of Chander as the head of the DRDO after two extensions ( till he was 64 years of age) and doubted if he could be called a scientist of ” international stature” as the ACC (appointments committee of cabinet) had remarked in May 2013 ( under the UPA regime).

In other complaints, the DRDO technologists alleged that Chander had promoted Tessy Thomas over other more qualified peers. Thomas was described in media as India’s first ” missile woman” after she was made project director for the Agni- IV missile.

In the complaints, Chander was also alleged to have created a post for Thomas’s husband, a retired commodore from the navy, and accommodated him in a DRDO laboratory, overriding the claims of qualified DRDO employees.

The responses of the government to the complaints are still pending.

Saraswat, after retirement, joined the Centre for Technology and Scientific Studies as its dean. The centre is associated with the Vivekananda International Foundation (VIF), the think tank that used to be headed by Ajit Doval, now the national security adviser.

Sources in the defence ministry said that although Chander would technically serve till January 31, he had been ” attached” to the PMO. He was to have met a delegation from a western country this morning but the appointment was cancelled.

Defence minister Parrikar has said that ” things will happen” in the DRDO. In the weeks ahead, the DRDO will have to be consulted on important technologytransfer issues with the US. An India- US framework agreement on defence is due to be renewed during the visit of President Barack Obama later this month. A revised list of items for technology transfer under a Defence Trade and Technology Initiative ( DTTI) is in the works.the telegraph 15 jan 2016

Real reasons behind DRDO chief Avinash Chander’s sacking

Three major complaints against Defence Research and Development Organisation (DRDO) chief Avinash Chander, including two anonymous ones, were pending before the Prime Minister’s Office in November 2014, when he was given a contract of 16 months on his retirement. It is reliably learnt that investigations into the complaints went against him and thus he was summarily sacked two months after the extension in service.

What were the complaints about?
According to RTI by Uttarakhand-based Prabhu Dandriyal in December 2014, and accessed by dna, PMO had stated that it had received three complaints against Avinash Chander. The details of the two complaints could not be ascertained. The third complaint was filed by R K Gupta of Advance System Laboratory, Hyderabad. According to PMO sources, Gupta had made an allegation against DRDO chief Avinash Chander for favouring his junior. Gupta was apparently superseded by his junior scientist by bending the rules, sources added.

Why was the PM peeved?
Chander had to face PM’s ire also because of the mess in the DRDO. As per the PMO estimates losses worth around Rs 29,000 crore were accrued due to time and cost overruns in acquisitions/developmental projects. For example, the indigenous Aircraft Carrier will now cost Rs 19,341 crore from its original cost of Rs 3,241 crore. Similarly, in case of the Stealth Guided Missile Destroyer, the cost has been revised from Rs 3,850 crore to Rs 11,662 crore and timelines have been revised from 2010-11 to 2015-16.

What did dna report highlight?
In December, dna had exposed how Parliament Standing Committee on defence had rapped up DRDO for its shoddy research, inordinate delays, corruption and its fancy for reverse engineering.

What’s Parrikar’s justification for sacking Chander?
On Wednesday, defence minister Manohar Parrikar said, “It was my recommendation that the DRDO chief’s post should be held by a young person and not by someone on contract.”

Interestingly, the government has taken action against Chander, but there are many more scientists in DRDO working under extension rules even after their retirement. As on September 1, 2014, around ten scientists in category of distinguished scientists i.e. special secretary level and over a dozen scientists on grade H — outstanding scientists i.e. additional secretary level – are still working in DRDO. But no termination orders have come against them.

The government’s reason seems to be also ironical as it has recently appointed Vijay Kumar Saraswat, former DRDO chief, as full-time member of newly formed Niti Aayog. Saraswat had worked as DRDO director general post 60 years. He had got an extension of two + two years and finally retired on May 31, 2013. Saraswat is Chander’s predecessor and according to a senior scientist in DRDO, “both have ideological differences which was known to scientific fraternity.”

What are Chander’s credentials?
Avinash Chander is an IIT Delhi graduate and joined DRDO in August 1972. He has won several awards, including DRDO medal for scientist of the year for AGNI I, and is called the chief architect of the long range ballistic missiles in India. He had retired on November 1, 2014 but was given an extension, on contractual basis, till May 2016.
