Respected Smt Sonia Ji                                                                                                                                                  It is the 12th anniversary when entire country has remembered their brave son’s who laid their lives.

Simultaneously people remembered the post KARGIL WAR analysis, our strength, our weakness in 1999, the role of DRDO in consuming thousand and thousand crores in the name of technology development. Than DRDO after KARGIL WAR promised to utilize the nation’s resources for deliver the indigenous develop arsenal to our defence forces.

But slowly the total energy was constraint to see big flow of funds on corruption and nepotism.  Issues like low intensity conflict were not addressed instead funds were given under CARS program to near and dear of top brass sitting in DRDO Hqrs.

Passed twelve years has seen the incompetency of two scientific advisers namely Dr V K Atre (Imported) and Dr Natrajan whose MBT project since 1972 is still looking for induction.

IGMDP was unceremonial closed.  The design of GTX engine is being developing in massage parlour of Bangalore instead of GTRE by Sh T Mohan Rao the wealthiest director of DRDO.

AWACES is integrated by importing import substitute by CABS.

The RADAR BFSR (Battle Field Surveillance Radar) and WLR ( Weapon Locating Radar) is being studied theoretically DRDO came in way of acquiring key radars before Kargil: Malik”

The statement of former Army chief V P Malik, who led the army during the 1999 Kargil war, has said casualties in the conflict could have been reduced had DRDO “not come in the way” in the acquisition of weapon-locating radar

SASE (Snow Avalanche Study Establishment) is doing avalanche study in Chandigarh while ITB jawans are losing their lives during avalanche breakdown for which prediction were made that there won’t be a breakdown.

The famous bullet proof jacket for Sh Hemant Karkare (lost his life in 26/11 Mumbai) was also tested by TBRL, DRDO expert and given clean chit.

On behalf of Poor tax Payers, I request SA To RM to shoulder the responsibility and fix the accountability to save the image of DRDO.

In this scenario what the poor tax payers needs.

  1. As social commitment government should pay the salary to DRDO.
  2. Fixing accountability if project is sanctioned.
  3. Some of areas where serious R & D work is involved be only taken up

i)           Missile Defence using HARP   (High Altitude Research Project)

ii)         99.99% round the clock communication network.

iii)        Seizing & freezing the auto engine from a safe distance to counter fidayeen attack.

iv)     Deep sea (400m-500m) submarine communication technology for mission mode operation

He has recently built a Two Storey Building with High Class Marble brought through a Contractor M/s Jeet & Jeet, Jaipur as a Free Gift by helping him out for procurement of two Nos of Blast Proof Shelters in 2009-10. He has purchased landed property of around 2acres in around Balasore without permission from Govt. Can the DRDO authorities investigate his disproportionate wealth ? Otherwise he will eat whole

Sub.: MISCONDUCT & CORRUPT PRACTICES BY Shri PC ROUTRAY,Sc”F”,

Dear Sir,

  1. 1.  The following allegations may be verified against Shri PRAKASH CHANDRA ROUTRAY, Scientist”F”, ITR, Chandipur.

(a)  In the year, 1996-1997, he had used political influence (by approaching a Senior Member of Parliament Shri Srikant Jena) to influence upon the DRDO Hqs to get his transfer from VRDE, Ahmednagar to ITR, Chandipur. On this aspect he has been duly warned by DRDO Hqs and then Director of the VRDE. But subsequently, after succumbing to the pressures of the political person, DRDO HQs finally transferred him to ITR. The records at DOP,DRDO HQs and VRDE, Ahmednagar can be verified.

(b)  Shri PC Routray,Sc”F” has used his official position in ITR,Chandipur to influence Shri R Appavuraj , Sc”F” (the then Secretary of DRDO Range Educational Society, Chandipur) and Maj Gen(retd) US Abrol, the then Director & Commandant of PXE,Chandipur and Patron of DRDO Range Educational Society to get his wife Mrs Bindukalpa Routray , M Sc (Zoology), B Ed to get her selected as a Primary Teacher (PRT) in Range School, Chandipur by unfair means , whereas she was rejected by a selection board headed by Mr N Ganeshan,Sc”F”(retd) in 1998 to select TGTs. Without any proper advertisement for PRTs and clear violation of norms by DOMS, DRDO Hqs, wife of Shri PC Routray was appointed as regular Primary Teacher (PRT) by ignoring other candidates and without giving wide publicity.

(c)  Shri PC Routray, Sc”F” had appeared for a examination for part-time MCA course conducted by IGNOU at FM Autonomous College, Balasore Centre along with his wife Mrs Bindukalpa Routray, a Primary Teacher in Range School, Chandipur. During this course, he had several times harassed the teaching faculty especially Ms Minati Mishra of the IGNOU, Balasore Centre by influencing other part-time students. During the examination, she was caught red handed while doing malpractice. He had misbehaved with the invigilators and was debarred from the examination. The matter was reported to ,DOP, DRDO Hqs and subsequently his assessment result for post of Sc”F” for 2006 & 2007 was withheld and DRDO Hqs conducted inquiry in this aspect. He had threatened the IGNOU Professors for taking revenge with the help of his spouse’s brother who is a political leader in Cuttack (now in Indian National Congress Party) and another relative of his own who was IG, Police, Bhubaneswar in 2005. The then Director of ITR, Shri AK Checker ,Sc”G” and several senior officers of ITR e.g. Shri SR Bera,Sc”G”, Shri R Appavuraj ,Sc”F” were also threatened by him. The records at DOP, DOMS may be verified

(d)  Shri PC Routray,Sc”F” had influenced his spouse Mrs Bindukalpa Routray, a PRT in DRDO Range Educational Society ,Chandipur) to file a criminal case against the Principal of the Range School in Sep 2005 on a false allegation which is still  sub judicious,    By approaching his relatives who are in political circles and IG,Police ,Bhubaneswar he got SA Ahmad,Principal, Range School arrested from his residence at Bhubaneswar. The Departmental inquiry ordered by Shri GC Das,Sc”G’ ,the then Director of PXE and President ,DRDO Range Educational Society found Mrs Bindukalpa Routray ,PRT guilty of filing a false allegation & without putting a formal complaint/grievance to the School Management. But the report was put under cold storage by Director, PXE who was influenced through pressures from Maj Gen (retd) US Abrol, the then Director, VRDE. Now Shri PC Routray is using his official position and threatening the staff of Range School to give witnesses in his wife’s favour. The retired Principal who is under medical treatment at Bhubaneswar is being unnecessarily harassed by Shri PC Routray ,Sc”F” . He is also instrumental in instigating contract workers in Range School to file several court cases, cases in EPF Commissioner’s Office and Central labour Commissioners Office. Thus he is instrumental in spoiling the reputation of the Range School and DRDO in particular.

(e)  Shri PC Routray,Sc”F” had manipulated in Purchases made by his Deptt. From 2004-2008. He has awarded Annual Maintenance contracts and several purchase orders (Cash purchase & Tender purchase) to one M/s SP Sales & Service, Balasore which is not having existence now. He had manipulated the procurement by allowing a cartel formation of firms during limited tender process. He has visible links with M/s Pentagon Rugged Systems, Hyderabad whose Managing Director uses official transport at ITR and DRDO VIP Guest House at Chandipur & also M/s Maity & Co, Chandipur,M/s Balaji Enterprises, Balasore & M/s Sk Allauddin, Balasore. He is collecting huge amount of Bribe in Cash from the Contractors pressuring them not to pay the minimum wages to Conservancy workers and their EPF in collusion with Shri LAXMAN LIKHAR, JCDA, Balasore, to construct his house at Cuttack and Flat at Bhubaneswar. He has use political pressure by approaching Mr Pranab Mukherjee,Defence Minister in 2007-08 through WB Pradesh Congress to get his promotion with retrospective effect from July 2006 though SA to RM & then CCR&D(MSS) were not in his favour .During BrahMos missions conducted from ITR, Chandipur he had personally hired A/C buses for Russian Team from Grand Coach, Cuttack through his relative (his spouse’s brother ,a political activist at Cuttack) by manipulating purchase procedure of Brahmos Aerospace Ltd, N Delhi.. He has misbehaved with several Senior Officers posted to ITR (Shri BK Paltasingh, Sc”F’, Shri A Thyagraj. Sc”F”,Col R Sharma, Maj Gen(retd) RK Sahoo, Cdr A Mishra, Col S Anikhandi, Cdr A Sarabhai, Shri NN Nayak,Sc”F’, PXE,Shri SR Bera,Sc”G”(retd) ,Col(retd) B Bas, EMU , Gp Capt US Rajababu, PGAD and also several other Senior Officers of PXE & Projects and staff of ITR to name a few who want peaceful co-existence). Recently again he used political influence on DOP to get DRDS Assessment Call in Excellent Category by increasing his C_PAR marks of 2006 which was damaged by then Director, ITR Shri AK Checker due to his gross misconduct.

2.     It is requested that ,the DRDO Hqs should take a strong stand in this matter by not succumbing to political pressures and transferring both Shri PC Routray,Sc”F”, B.Tech, M.Tech. ,MBA,PGDM who is a so called Management Guru, from ITR, Chandipur and removing his wife Mrs BK Routray, PRT from Range School, Chandipur at the earliest and post him to a suitable place like SASE, MANALI or FRL,LEH on PUBLIC INTERST to have a conducive atmosphere at DRDO estate, Chandipur

Information Asked Regarding – The information sought for is not related to end senior officer in his individual/personal capacity but in his capacity being a public authority.

Too frequent visit to a particular destination on Government expenses require to justify and as to how much it was beneficial to the organization and how much to the officer especially when he belongs to that particular destination. It appears that the permanent residence is his Hqrs and place of posting is a temporary duty station. The frequent move availability of the officer in the Hqrs. station may lead to problem of command and control and discipline, which may hamper the progress and led to undue delay and time and cost overrun to ongoing projects of DRDO.

In this particular case I requested the TD details of Dr. Prahlada, Appellate Authority, CC R&D (Ae & SI) & DS, who is staying C-7 Qutab Enclav, DRDO guest house since his posting to DRDO Hqrs, for him most of time he took his breakfast in his Hyderabad residence and lunch in DRDO Hqrs and evening for dinner he was again back to his Hyderabad residence. Please see his TD detail and then decide.

Second one is Shri  RC Aggarwal, Director DEAL, Dehradun, since his posting he use to out  from DEAL, Dehradun almost more than 250 days out of 365 days. How can the armed forces expect trustworthy products from these so called senior scientists?

There more 9-10 CC R&D and Directors who are belongs to Hyderabad and Bangalore and their families are staying Hyderabad and Bangalore respectively and they all are staying in DRDO guest houses they are giving their residence address in telephone directory at DRDO guest houses and enjoying HRA also. They are frequent fliers, they all are already break the Milkha Singh ‘s (Flying Sikh of India)  records and relishing without fear with TD with poor tax payers money.

Information Asked Regarding How many technical papers were published by DRDO Scientists in International Journals like Journal of Applied Physics, IEEE Transactions, Proceedings IEEE, Transactions IEE, Electronics Letter, SPICE etc. from 1990 to March 2010.

Why I asked this Information – Almost 400 Corers of rupees are distributing through these boards and different DRDO projects to IIT’s, Universities’ and Colleges and even some NGO’s, in the name of  expanding and deepening the knowledge-base, Enhancing core competence in the field of knowledge, To encourage and provide funds for basic research in pertinent scientific disciplines etc.

The most of funds distributed till date to maximum private universities and private institutions and especially in last ten years out of total grants has gone to southern states. DRDO in its charter of duty has specifically mentioned Kashmir to Kanyakumari and Gujarat to North East the equal opportunity will given to universities/institutions.

The DRDO is giving funding for various R&T projects with IIT’s, IIsc’s and various premier scientific institutions. In return DRDO sends annually many officers for higher studies particulars to IIT’s and national Universities.

The number of international papers can justify the real out of projects working with IIT, IIsc and other various institutions.

I am surprised that DRDO is deny for giving information related to paper publish in international journals, where is schedule-ii exemption is comes in between.

Information sought is already publish in journals, so why DRDO afraid to give information. It shows that DRDO is not respect for RTI Act 2005.

International publications are basically the most valuable achievement of any scientific institute /organization and it always proudly mentioned by each and every institute /organization.

So deny of such information is not understand by RTI requester.

The reason of denial is following

Under the chairmanship of DRDO’s Appellate Authority, so called expert of DRDO Hqrs, DRDL, Hyderabad and DEAL, Dehradun met on 16th July 2010 at First Appellate Authority’s Office and decided not to give single information to RTI requester but only to reply to obstruct the giving of correct information to RTI requester they wasted lot of public money on TA/DA for said government officials who attended the said meeting from Hyderabad and Dehradun.

Camouflage of exemption under schedule –II of RTI Act 2005 has been deliberately taken to circumvent to deny the required information

 Information Asked Regarding – Dr. Prahlada, CC R&D (Ae & SI) & DS and Other top DRDO officials are misusing the guest house facility and also drawing HRA , attract the serious disciplinary action against the official, DRDO following blind law, different rules for different persons.

Why I asked this InformationThe DRDO Appellate Authority Dr. Prahlada, CC R&D (Ae & SI) & DS have not given his residence address and contact details in any documents or website or any other public domain. I think he is staying in DRDO Bhawan itself.  The CPIO and FAA of DRDO Hqrs both are on their posting at DRDO Hqrs,   staying in DRDO Guest House and drawing the HRA. So how can Indian citizen expect any right information from these corrupt officials?

There more 9-10 CC R&D and Directors who are belongs to Hyderabad and Bangalore and their families are staying Hyderabad and Bangalore respectively and they all are staying in DRDO guest houses they are giving their residence address in telephone directory at DRDO guest houses and enjoying HRA also. Following DRDO senior official are staying in guest house since their positing to DRDO Hqrs and drawing the 30% HRA .  it is big money and two major points i.e. one -these guest house not meant for permanent residence  and second when the official come from various station to attend the meeting  these guest house are not available for them and they have to spent precious poor tax payers money in luxury hotels.

There are more than 15 room is permanently occupied by DRDO senior officials in C-7, DRDO Guest House, Qutab Enclave, &6 official also unauthorized  /occupied the  DRDO Guest Development Enclave Rao, Tularam Marg, because as per sanction both places are as DRDO guest house facility in Govt .of India’s records. This is the purely dadagiri of DRDO.

And some of official are drawing HRA as per CDA records it can be verified I have recived some information from PCDA in this regard.

Information Asked Regarding DRDO’s policy for encouraging employees for higher studies

Why I asked this Information – DRDO sends annually many officers for higher studies particulars to IIT’s and national Universities. The admission which granted normally after tough competitions are available to DRDO’s sponsored candidates was easily.

Aim of such higher studies is to use the academic platform to solve the complicate technical issues. DRDO in turn give the IIT’s or Universities sufficient grants against project and R&T schemes.

No one gets benefited neither the institutions nor the DRDO, it is because the most of the individuals after getting higher education working as admin, allied works, and  the reaction of this most of them leave the organization. For example DR.DP Singh, Estate Manager, Scientist ‘F’ did his post graduation and PhDs from DRDO sponsoring and performing duty of admin purely non scientific assignment. Sh A.K Musla, Sc ‘F, holding post Joint Director Admin in IRDE, Dehradun, he also did his B.Tech and M.Tech from DRDO sponsored funds and working as purely in admin. I am quoting only two names as tip of the iceberg, because in DRDO you will find 100 of such cases. DRDO is shear wasting the corers and corers rupees public funds in the name of higher education programs. Although, the aim and object of the higher education program is really good, but in hands of bad corrupt officials, the output is wasting by DRDO.

According to the ministry, a total of 1,107 scientists, mostly young entrants, have resigned from the DRDO between 2003 and 2007, implying that on an average one person leaves every two days.

Information Asked Regarding DRDO annual in Which DRDO distributing Rs 2 Corers

Annually and for managing ceremony DRDO spending a huge amount.

Why I asked this Information – The awards given by Government of India like Padma Award, Shanti Swaroop Bhatnager Award etc all these awards are given with an aim to encourage/motivate/ recognize the contribution of individual recipients and therefore it carries a citation.

DRDO constituted its awards like Scientist of the year, Young Scientist awards, Technology Leadership Award etc. with the aim to inculcate a culture of hard work, dedication, scientific achievements, and technology breakthrough leading to the technology development for national security.

But the award given in DRDO, the mode of selection, the encouragement to the scientific team does not rely on the standards.

Different rules for different occasion or different rules for different officer, the motto of DRDO or the definition of DRDO is suitably implemented..

The public would like to know the manner DRDO spending nearly 2 crores of rupees annually to   these awards, the recipients does not know that he has been chosen for this award, there is no scientific presentation of technology. The recipients, are even unable to operate any scientific instruments  like network analyzer, spectrum analyzer etc because most of awardees scientist or technical personals are working as Director Management Services, Head Material Managements, Security Officer, Library In-charge, Works  In-charge and other suitable position from where they can feed their Akas(Boss).

If any one look in to the list of award recipients and analyses year wise, he will be find the most of citation actually not even justify the work or relation between award and awardees.

There is N number of examples available in various labs where most of awards were not justified; it is purely depending upon the Director’s choice. So nut shell DRDO awards are like ”Andha banten revari apne apne ko de” it is nothing doing with their contribution whether the awardees is related to technology or not. How come a person sitting in security, MT will entitled to get technology award, when DRDO having other awards for non technical working area.

It is really big question in front of country people?

Like in Kargil, one officer got gallantry award and later it was found that the fake encounter was staged for award. (Famous ketchup Colonel Case) 

Same tactics is adopted by DRDO they are distributing awards to their own boys with fake technology propaganda.

Since money belongs to poor tax payers, when Padama award citation are available to citizen of India then how can DRDO deny  give details in the name of schedule –II exemption.

One award Defence Technology Absorption Award is using by DRDO for giving color to their pet firms. Anyone can judge from the recipients list that these firms are really worth does these firms have any significant signature in field of respective industry like M/s Resins & Allied ProductsVijayawada. received this award from Honorable Prime Minister Sh Man Mohan Singh is   related to Dr. A. Subhananda Rao, CC R&D, Director, HEMRL)

The DRDO Awards Scheme, in its present form, was introduced in the year 1999 to motivate DRDO scientists, engineers and partners in industries and academic institutions in contributing for the cause of national security and self-reliance. The present Award Scheme, instituted by the Government of India, are therefore, meant to encourage DRDO scientists and our partners in the Private Sector Undertakings (PSUs), the private firms as well as the academic institutions in performing even better towards accelerating the pace of development of critical technologies, transfer of technologies from laboratories to industries as well as productionisation of the state-of-the-art defence systems.

The Scheme consists of a total of 17 awards, out of which, 4 awards are given by the Directors of the concerned laboratories/establishments in recognition of outstanding contributions of their scientists and other supporting staff consisting of technical, administrative and allied cadres. The remaining 13 awards are decided at the DRDO HQrs for which nominations are called every year from all laboratories/establishments. The nominations are initially short listed by the Screening Committee under the chairmanship of the Chairman, Recruitment and Assessment Centre (RAC). The short listed nominations are, thereafter, examined by the Apex Committee for finalisation of the awards which also consists of two outside experts. These awards are normally given away by the Prime Minister of India on the “Technology Day” which falls on 11th May of every year.

In this connection it is requested to provide the following detail information

The Local Audit Objection report, a JCDA questions contract to Viswaat Chemicals without seeking explosives handling licence.  An audit report by the Joint Controller of Defence Accounts (JCDA) has raised questions about the security and tender awarding processes at High Energy Material Research Laboratory (HEMRL), a DRDO lab.

copy of which is with The Indian Express, has questioned HEMRL’s logic of awarding explosive handling contract to Viswaat Chemicals Pvt Ltd under Government Owned Company Operated (GOCO) contract, without asking the company to submit the requisite explosive handling licences. The report also pulls up the contractor for not maintaining entry and exit records of 173 contract manpower during the contract period.

Viswaat Chemicals has been producing a sensitive explosive (HEMRL claims India is only the third country in the world to possess it) at the HEMRL facility. According to the Explosives Act, 1884, producing an explosive handling licence is an important part of the tendering process mandatory for manufacturing and handling explosives.

The Local Audit Objection Report submitted by the Joint Controller of Defence Accounts (JCDA) six months ago refers to a letter numbered HEMRL/MMD/3044/SRP 09-10/34 and dated February 2, 2010 under which the contractor was asked to submit the licence for handling explosives and for the operation of propellent facility.

Former director of HEMRL Haridwar Singh is the director of Viswaat Chemicals.

Scientist G, HEMRL, Dr Bikas Bhattacharya said, “The requirement of the licence was mentioned in the tender specifications. They were to handle explosives for various facilities of the same organisation, HEMRL, because of which licence was not asked. There has been a communication gap and they have the necessary documents. Subsequent reply has been sent to JCDA.”

Manager, R& D, Viswaat Chemicals, S A Borkar said, “We have the licence, however, at the time of the audit, it was submitted for renewal because of which it might not have been seen by the auditors.”

The report also pulls up HEMRL for lapses in security saying, “As per clause 12 of MOU, the contractor has to provide 173 workmen. On scrutiny of the documents, it is revealed that no uniform system exists for maintaining the attendance by the lab for the deployed manpower.”

HEMRL security in-charge Colonel Alok Mathur said, “The system to ensure security checks is in place irrespective of whether the person entering is a scientist or a contract worker.” Bhattacharya said, “Besides normal working hours, there are overtimes during processing campaigns. We have replied to the auditors and they are satisfied with our reply.”

As per the contract, the laboratory agreed to purchase the explosive produced by Viswaat Chemicals at Rs 11,000 per kg. Between November 2007 and December 31, 2010, the laboratory purchased 1,500 kg of explosive from Viswaat Chemicals for Rs 1.7631 crore, including VAT and excise duty. The objection report points out why the laboratory paid additional Rs 11.31 lakh to Viswaat as VAT and excise duty when the production activity of TATB has been undertaken inside the HEMRL campus. “In view of this, the amount paid to the tune of Rs 11, 31,328 may be recovered and remitted into the treasury under intimation audit,” the report said. “We have sent the replies and the case will be settle in a month or two,” said Bhattacharya.

There was a communication blackout on 13 July 2011 in Mumbai

Honorable Chief Minister Maharashtra Sh Prithiviraj Chavan while talking to media said that for 15 minutes just after serial blast there was a communication blackout and he was not able to communicate with senior official of Maharashtra Police.

Had Pakistan planned to attack Mumbai the financial capital of India by sending F-16/ F-18 with a speed of 2000 km/hour, under the cover of the serial blast, within 15 minutes the F-16 can travel to 500 Km,

Time and again it was brought to the notice of Government of India that for such crises management of two way communication NVIS (Near Vertical Incident Sky wave) mode of HF communication provides only hotline solution without fail.
