Sir,

It seems that your good office is helpless and not able to manage the DRDO administration, throughout the DRDO establishments in chaos.

Your administration threatened scientist that if you file RTI then you will be transferred to Tezpur, It is common modus of DRDO management.

Labs bosses are allowing supplier to work without supply order matter will settle later on (LRSAM Rs 3 crores case)

One is writing that incentive for higher qualification was distributed after verification, and same time other one writing that without verifications you are sending cases for incentive grant. One is writing these persons having no recognized diploma/ degrees, other one honouring same persons with awards. Harassments of schedule cast community recent cases in DEAL and DRDE.

God will help you; this is the situation when you are working in regular capacity, what will happen after 30th November when you will work in contractual capacity.

In continuation to my complaint against Dr. A.K. Saxena, Director, DMSRDE regarding Misuse of Staff Car, a new case came in light in connection with same programme that held on 23 March 2014 in which Dr. A.K. Saxena, Director, DMSRDE Kanpur and his family was chief guest.

Mr. Hirendra Pratap Singh, SAA is presently posted in Rajbhasha Division, DMSRDE and few months back he was transferred from Material Management Division (MMG) to Rajbhasha Division.

Mr. Hirendra Pratap Singh desired his posting in Finance Division. In order to please Dr. Saxena, he planned a programme with Dr. Saxena & his family as Chief Guest on 23 March 2014.

Mr. Hirendra Pratap Singh, SAA is Manager (Prabandhak) of “VIDYA VIKAS SAMITI NYAS” SARWANGPUR, KANPUR NAGAR. He asked money/fund from all employees of DMSRDE during 20-22 March 2014 for the said “NISHULKA CHIKITSA PARAMARS KENDRA”.

Keeping in view of security of the employees the names & receipt no. has been concealed.

Rs. 51/- to Rs. 501/- were collected from officers & employees on the name of Dr. Saxena by telling that Dr. AK Saxena & his family is chief guest of this function. As this is APAR season so people contributed due to fear of Dr. Saxena, Director.

Sample receipt with name & signature of Mr. Hirendra Pratap Singh is enclosed.

To ask for or accept contributions to or otherwise associate himself in the raising of any funds other collections in cash or in kind in pursuance of any object whatsoever- Rule 12 of CCS (Conducts) Rule 1964 is an activity requiring prior permission/sanction. (See Swamy’s Handbook – Conduct Rules)

Under the provisions of Rule 12 of CCS (Conducts) Rules 1964 – Subscriptions – No Government servant shall, except with the previous sanction of the Government or of the prescribed authority, ask for or accept contributions to, or otherwise associate himself with the raising of, any funds or other collections in cash or in kind in pursuance of any object whatsoever.

Thereby, Mr. Hirendra Pratap Singh, SAA grossly violated Rule 12 of CCS (Conducts) Rules 1964 with consent of Dr. AK Saxena, Director.

It can be imagined the situation of the Defence Establishment where one employee is collecting funds to please the Director of the Establishment.

Kindly take disciplinary action against Mr. Hirendra Pratap Singh, SAA and appropriate inquiry on illegal paisa vasooli.

Bangalore: DRDO bleeds as scientists desert organisation in droves

Young scientists are leaving India’s premier defence research agency in large numbers.

Defence Research Development Organisation (Drdo), responsible for developing indigenous defence systems, has not been able to retain its young scientists over the last seven years or so.

Close to 1,000 scientists have resigned from Drdo since 2007, but it is the exit of young scientists (Scientist ‘B’ and Scientist ‘C’ grades) that is a cause of concern.

The scientists in these grades are critical for research and development of a number of indigenous defence projects in areas such as aeronautics, armaments, combat vehicles, electronics and missiles.

Between 2007 and 2009, around 285 scientists in ‘B’ grade and 162 in ‘C’ resigned. Over the next four years, between 2010 and 2013, there was a small drop as 162 in grade ‘B’ and 77 in ‘C’ resigned.

The flight of the younger scientists is in complete contrast to the resignation to the senior scientists in ‘D’, ‘E’, ‘F’ ‘G’ ‘Outstanding’ ‘Distinguished’ categories, as between 2007 and 2013 only 86 resigned.

Following the high attrition rate in 2012, mainly due to availability better opportunities and incentives in the private sector, the ministry of defence (MoD) announced a few incentives and corrective measures to retain scientists.

The measures included two additional increments on promotion to each Grade, up to six variable increments on promotion granted on fast track, professional update allowance to all scientists, fast track promotions through assessments, opportunity to acquire higher qualifications at reputed institutes viz. IIT`s / IISc, etc. as Drdo sponsored candidate, young Scientists, Scientist of the Year and other Drdo awards in recognition to their contributions and creation of excellent infrastructure facilities at work places and residential complexes.

The incentives, however, have not been able to stop the exodus. Defence minister AK Antony said in Parliament recently that ‘personal and for pursuing higher studies’ as the reason for the scientists leaving the organisation.

Drdo has a sanctioned strength of 7,500 and is currently short of a few hundred scientists.

Live India exposed how national security is compromised by the goverment. Itis related to Balco i,e Bharat aluminium company limited located in Korba,Chattisgarh.
The story talks about a chinese company named SEPCO being awarded a contract for setting up of a power unit inside BALCO, a Navratna company. At BALCO,DRDO’s research and development centre is in operation.They are making aluminium alloys like AA2014 ,AA2219 etc for different kind of missiles.
They are also producing various kinds of aerospace material for ISRO and Vikram Sarabhai space centre.Apart from this missile casing,designing and assembling is also being done here.
Vedanta,a UK based company,being the majority stake holder(51 percent) took the arbitrary decision of giving the contract to a chinese company SEPCO for setting a power unit inside BALCO thus compromising the national security interest.Interestingly SEPCO went a step further by subletting construction work to a company called Gannon Dunkerley.
This company claims to be an Indian company but it has its business interest mostly in Dubai,Abudhabi,Gulf and middle-east. This was done despite govt of India’s instructions that contract should be given to an indian company.The Govt of India remained a silent spectator to Vedanta’s decision.No action was taken.
Prior to entry of the chinese a shocking incident took place at BALCO. Missile proof and design were stolen from BALCO.Adding to that Vedanta,the 51percent stake holder in Balco sold missile assembly line under the pretext of it being oldwith taking due permission or clearance from defence ministry and other security agencies.
A congress MP Dadai dubey wrote a letter to then prime minister and home minister about it.But no action was taken.Now the govt has approved complete disinvestment of BALCO in favour of Vedanta.Finance minister P.chidambaram was non executive director of Vedanta from Nov 2003 till 22nd may,2004 a day before formation of UPA1.
He was given finance portfolio in the UPA govt.Allegation is that he facilitated complete disinvestment of BALCO, a Navratna company in favour of Vedanta.

Sir,

It is really very unfortunate that the Dr A K Saxena, Director, DMSRDE, Kanpur wasting the poor tax payer’s money with each and every manner and you are not taking it seriously.

The complaints, representations of his act & deeds piled in your good office. Hope you also got the fact finding inquiry chairman’s report from Dr S S Negi, Scientist ‘H’, IRDE, Dehradun.

Complaints regarding procurements, exposure of relation with suppliers, manipulation of all rules and regulation for personal gain, encouraging incompetent officials, administration failures, interacting with media without permission, giving false statement to media etc. cases are pending in your table.

Several complaints routing through CVC and Honorable Defence Minister also on the way but it seems like Krishan Bhagwan you are counting   95,96,97,98,99………. and waiting for 100th complaint.

Sir, today I have received a news clip and few photographs of Dr A K Saxena, Director, DMSRDE, Kanpur and information regarding misuse of staff car. Dr A K Saxena, Director, DMSRDE, Kanpur used staff car for to visit outer area of Kanpur with family. Dr A K Saxena forgot the recent  Supreme Court’s Order “The use of red lights on the vehicles carrying the holders of constitutional posts will in no manner compromise with the dignity of other citizens and individuals or embolden them to think that they are superior to other people, more so, because this distinction would be available to them only while on duty and would be co-terminus with their tenure,” it said.

I think you have not conveyed yet the incident of Red Beacon Light with you recently while you are going to attend Director’s conference to Metcalf House.

Therefore, it is requested to take appropriate action against Dr A K Saxena, Director, DMSRDE, Kanpur to honor the Supreme Court of India and save poor tax payers money.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect your RTI Reply No.01/2091/P2014/0054 dated 12 March 2014 DRDO  against my RTI request dated 6 Feb 2014. You informed that “it is stated that the cases for grant of RTI Cell, DRDO Hqrs Incentive are received from respective Labs/Estt in which it is certified that the higher qualifications and the institute are approved by the competent authority. On receipt of such confirmation, the cases are submitted to Ministry of Defence who process each and every cases and issue sanction for grant of Lump Sum Incentives after getting concurrence of the Integrated Finance. However, in case of any doubt regarding verification/ reorganization, the same is thoroughly examined before issuing the sanction. It is also stated here that the lump sum incentive is only one time to promote higher qualification among employees.”

  1. Provide me the certified copy of DOP/DHRD file noting or letter in which they provide you above said information.
  2. Name and designation of DRDO official who signed and provide you above said information.

Subject:  Alarming Situation in DRDO For HR Management

DRDO has established more than 52 Labs/Establishments across the country with an aim and object to provide reliable & sustainable warfare technologies to the defence forces.

In its pursuit to evade the frontline technology, DRDO encourages its employees and officials to pursue higher qualification and provides all possible incentives as per GOI rules and guidelines.

DRDO Hqrs/ top brasses however, misuses the GOI facilities and encourages the diploma/ degrees from unrecognized universities/institutes for their pet employees (Chamchas), largely the cases are from the universities which are recognized by the UGC/AICTE but the courses offered by these in the mode of distance education, where the study centers / franchises are not properly authorized by UGC/AICTE or Apex body. Most of the cases in DRDO, these Diploma /Degrees are managed fraudulently because it is observed that employee who claimed the diploma / degree not having proper marks sheets, not having proof of proper fee receipts, not having leave records as per exam date sheets, not having admit cards of centers/ and n numbers of ways to verify the degree/ diploma etc.

Surprisingly, you will be shocked to know that these diploma / degree holders have become senior scientists and in DRDO, almost 10 to 15% in total staff / Technical officers / scientists possess such diploma/ degrees etc.

The growing incompetency and failure of projects causes shift towards system engineering. Since 15 years the basic science or fundamental research work has vanished from DRDO objectives, because of improperly qualified workforce.

The person inducted as laborer/peon/security assistant or technician, subsequently via limited departmental competitive examination (LDCE) channel and with the fake/unrecognized diploma / degree become scientist. It is all because of DRDO having their own recruitment and assessment system that is RAC & CEPTAM.

Sir, you already noticed few top scientists of DRDO misused the autonomy given to DRDOyou’re your good office recommended to reexamine the recruitment procedure of scientist in DRDO and asked for CBI intervention vide Ref- Note at 45-55 ante and observations of JS & CVO at note 56 ante.

RTI reveals that DRDO having such employees/ officers who don’t have proper recognized diploma / degree but no action was taken on this issue by DRDO Hqrs till date. (Copy enclosed for ready reference.)

In RTI reply No.01/2091/P2014/0054 dated 12 March 2014 DRDO Hqrs informed that “it is stated that the cases for grant of Lump Sum Incentive are received from respective Labs/Estt in which it is certified that the higher qualifications and the institute are approved by the competent authority. It is requested that suitable committee should be form under supervision of CVO, MoD to scrutinize the DRDO scientist, officials and staff’s education qualification records thoroughly, so the incompetent and illegally inducted persons can weed out.

DRDO already spends crores of rupees for digitizing HR records so it is not big task to scrutinize the DRDO’s 7000+ scientists, 25000 + officials and staff’s education qualification.
