Sir,

I have submitted eleven complaints to you regarding Corruption cases meted out by Dr. A.K. Saxena, Director, Defence Materials and Stores Research & Development Establishment (DMSRDE), Kanpur and several other Scientistsof this establishment working under Defence Research & Development Organisation (DRDO), Min. of Defence. Details of complaints along with involved Scientists are as follows:dmsrde rac

Based on my complaints to you a Fact Finding Committee was constituted by DGR&D and Scientific Advisor to Raksha Mantri to investigate my complaints and I have been informed by CPIO, DRDO regarding this. Copy of the letter No. RTI/01/2091/P/2014/0068 25 Feb 2014 from CPIO, DRDO is enclosed, Fact Finding Committee of DRDO yet to submit his report to DGR&D, DRDO.

The Fact Finding Committee under Chairmanship of Dr, S S Negi, Sc ‘H’, IRDE with as member Sh Manoj Bali, Sc ‘G’, Director, LIC, DRDO Hqrs and Sh Jagdeep, Sc ‘F’ Additional Director, DMM, DRDO Hqrs visited DMSRDE and inspected few files and interacted with scientists of DMSRDE. It is observed that the demeanor of  Fact Finding Committee was not appreciable, they treated the complainants unfairly because their mindset was prejudice and it is standard procedure in DRDO if someone want to give feedback about corrupt practice  of top officials they try to do their best for victimize such personnels. In this case the protest from complainants already present to DG, DRDO.

There are n numbers of examples, recently Sh Prakash Singh, SAO-II, LASTEC, who gave feedback of corrupt practices of Dr Anil Kumar Maini, Director, LASTEC and others,  the whole DRDO sit aside and they forcibly gave CRS to Sh Prakash Singh but grace of GOD you intervene the situation and save the service of honest person. Surprisingly, Dr Anil Kumar Maini is living DRDO from 31st May 2014 as he applied VRS and got sanctioned. His retirement was due on 31st Jan 2015, Big question what is the hurry, or he is maintain the LASTEC legacy, his predecessor was also took VRS.

In this case the Fact Finding Committee Chairman Dr, S S Negi, Sc ‘H’, IRDE is a pro management, yes man recently in Dehradun he set a unprecedented example as Chairman of ASCODAR committee. While handling a very sensitive issue of SC Community he tried to harass Sh Jagdish Kumar, TO ‘C’ by pressurizing him to give power point presentation to prove himself for 94 marks in APAR, which was not in the purview of ASCODAR. This act was done only in pressure of Sh R C Agarwal, Director, DEAL, Dehradun (Fax copy enclosed)

How can honest persons believe that Dr, S S Negi, Sc ‘H’, IRDE will give justice to his assignment of Chairmanship of Fact Finding Committee. Hope GOD will give him strength to come out from grip of corrupt gang of DRDO.

Besides this above mentioned my all complaints has been registered at CVC and Director (VIG.), Ministry of Defence is inquiring the complaints. In this connection I got letter No. CVC/RTI/13/1862/249925 dated 18th March 2014 from CVC.  “All complaints sent to CVO, MoD for further action.

Sir, this year in DRDO following delinquent Scientists of DMSRDE involved in Corruption got assessment call for promotion vide RAC, DRDO letter No. RAC/08/05/AB/M/2014 dated 12 March 2014.  Details are as follows:dmsrde rac2

Sir, DRDS Rules 1979 as amended are applicable for Recruitment & Promotion   in case of DRDS cadre (Scientists) and FCS is fully applicable in DRDO. As per DOPT OM No. AB-14017_37_2008-Estt-RR.pdf dated 10 September 2010 page 6 Para (ix)     and Page 9 Para(4) it is clearly stated that “Scientists/ Technical experts doing management/ administrative work in the Ministries should not be considered for up gradation under FCS, they should only be given benefit of up gradation under MACP”. Then how these corrupt officers got outstanding report and outstanding call despite being involved in Administrative/Management/Non-Scientific work. These officers got reward from Dr. AK Saxena, Director for indenting and clearing the cases of procurement that resulted Corruption in tunes of crores.

Sir, I therefore kindly request you to issue order to DGR&D, DRDO and Chairman, RAC to take appropriate action as per laid down direction of GOI for appearing in Assessment-2014 for DRDS till they got clearance from Vigilance (MOD) and Fact Finding Committee of DRDO.

Sh Avinash Chander in his reply to press question regarding engaging scientists in allied work justified but he forgot that VI Pay commission gave all incentives to scientists who are engaged in scientific work not for those who are working as clerk and wasting our country’s  poor tax payers money.

Unfortunately, DRDO top management encouraging scientists to work as managerial task, like HR, Admin, Stores, Security etc for long durations and scientists who are involved in such tasks are getting outstanding promotions without any scientific contributions. Dr A K Singh, DOP, Dr R K Jain, Director, RAC are exemplary examples to all DRDS scientists.  Result the real scientists either leaving the organization or dumped un-utilized or frustrated and every ugly acts are coming out from organisation.

Appropriate early action is requested, I would like to thanks you for recommendation of CBI investigation in DRDO recruitment scam for 10 top DRDO officials and also recommendation for alternate recruitment mechanism instead of RAC.

Demand raised by Sh. V. Venkateswarlu , Scientist – D , LRSAM Project, DRDL. The Erection and Commissioning is already started in first week of February 2014 by M/s Trinetra Constructions, 17-1-388/77/B, Lakshmi Nagar Colony, Saidabad, HYDERABAD – 500059 without supply order and much before TEC & TPC. The case initiated in limited tender mode and cost finalized  at Rs.  28500000.00 Sales Tax (VAT) 5.00% Tax Value   Rs. 1425000.00 SO Value with TAX  Rs.  29925000.00. The Bank Guarantee of Rs 2850000.00 (10% of order value) vide Bank Guarantee No 35214IGPER0004 dated 13/03/2104 of Andhra Bank. The Supply order S.O. No. DRDL/LRS/26/98P/13/049/8500 not yet placed but the above was the proposed serial no 8500. In this case it seems that Defence Purchase Manual 2009 was totally ignored.

The firm already erected the structure and work in progress up to window and door level.

  2. Date of starting construction by M/s Trinetra Constructions against above said demand.

  4. Names and address of other firms who were invited for said demand as the case was dealt in limited tender mode.

The 38th DRDO Directors’ conference (25th -26th March 2014) – Hidden Agenda

Over time now the shape of DRDO Directors’ conference has become more like a dealer’s meet.  Day after day mismanagement, corruption, incompetency and lack of responsibility are increasing in DRDO.

The superfluously  increasing number of court cases are giving red signal to top DRDO brass, but they are following great lines, Don’t See (corruption/ manipulations/ hatred toward SC community or weaker section/ Nepotism ), Don’t Hear (feed backs/grievances),  Don’t speak (Good words)

The concept of participating in conferences with wives and thereby waste huge amount of poor taxpayers’ money in the name of corporate management meet.

Hope in 40th DRDO Directors’ conference directors will attend conference with their sons and daughters, son in laws, daughter in law or with ………. Because the aim and total object is exploit the funds. No common Indian can imagine the expenditure of Nehru Park morning walk.

Starting from morning walk dressed with DRDO track suits with the aim of reviviscence / reincarnation but they look like under heavy encumbrance and look towards each other for race of H to DS, for Director to DG, extension, extension to contract, or finally post in any deemed university because the great institutions are not going to entertain such scraps.

The end of each and every corporate meet always shows productive results but in the DRDO Directors’ conference the directors learn  good manipulation techniques to wring the suppliers from  their extra ordinary expert colleagues, how to put their wards/ kith & kins in DRDO (already 10 top ex  brass are under CBI lens),  how to rafa dafa complaints (LTC 80 is one), how to use flying mileage points in personal use, how to manage PhD’s from deemed university by distributing funds from CARS or project funds, how to manage foreign tours by forge/ false inventions from foreign universities, best ways of plagiarism, how to manage one or two rebellions (common figure in DRDO now  the figure is increasing in few labs like DMSRDE, DRDE may be some short of chemical reaction), how to get fast VRS if some audit objections start targeting, how to manage fake degrees cases as DOP already sent a letter in this regard No DOP/01/03500/Lumpsum/M/01 dated 11th March 2011.

So beware all DRDO officers /staff only honest ones (not Chamchas) after two days all directors will return from 38th DRDO conference with sharpened skills………etc.

DRDO is having Centre for Acquisition for Research Services (CARS) for partnership with Academic Institution in R&D projects/ programmes/basic research activities. Funding of academic institution for research whose expected outcome was judged to be of use in extent DRDO R& D projects/programmes. Instrumentality was the sponsored research proposal instigated by a DRDO laboratory or vetted by it for direct relevance of research outcome(s).

Director, DMSRDE granted several projects/programmes under CARs of DRDO to various academic institution/University/IITs/private industries etc.

Kindly provide following information

  1. Name & Designation of Sanctioning Authority for CARS Project in DMSRDE, Kanpur.
  2. Copy of delegation of financial powers of Director, DMSRDE for sanctioning CARS project.
  3. Provide details of the CARS projects given by DMSRDE, Kanpur to other research organizations/academic institutions etc for FY  2011-2012 &  2012-2013 in the following format:

The information sought pertains to misuse of official capacity of Dr. Arvind Kumar Saxena, Director, DMSRDE and falls under the ambit of corruption, therefore not exempted u/s (24) of RTI Act 2005.

पौड़ी। मुख्य न्यायिक मजिस्ट्रेट महेश चंद्र कौशिवा ने फर्जी डिग्री के जरिये श्रीनगर मेडिकल कालेज में एसोसिएट प्रोफेसर के पद पर नियुक्ति पाने के मामले में दोषी को पांच साल कारावास और पांच हजार जुर्माने की सजा सुनाई है।

मामले में अभियोजन पक्ष की ओर से पैरवी कर रहे शासकीय अधिवक्ता दिग्पाल सिंह नेगी और श्रद्धा रावत ने बताया कि डा. केपी सिंह पुत्र रण बहादुर सिंह ने एक सितंबर 2011 को वीर चंद्र सिंह गढ़वाली राजकीय आयुर्विज्ञान शोध संस्थान श्रीनगर के माइक्रोबायोलॉजी विभाग में एसोसिएट प्रोफेसर के पद पर कार्यभार ग्रहण किया था। कार्यभार ग्रहण करते वक्त डा. केपी सिंह की तरफ से मेडिकल कालेज में अपनी डिग्री की डुप्लीकेट कापी जमा की गई थी। इस दौरान मेडिकल कालेज प्रशासन की मांग पर डिग्री की ओरिजिनल कापी प्रस्तुत नहीं जा सकी। कुछ समय बाद माइक्रोबायोलॉजी की विभागाध्यक्ष डा. नीलम शर्मा ने डा. केपी सिंह की डिग्री पर संदेह जताया तो तत्कालीन प्राचार्या डा. स्नेहलता सूद ने मामले की जांच के लिए शासन को पत्र लिखा था। इस बीच कालेज प्रशासन की तरफ से जांच कराई गई तो डिग्री फर्जी पाई गई। 12 जून 2012 को मेडिकल कालेज के तत्कालीन प्राचार्य डा. वीएल जहागिरदार ने श्रीनगर पुलिस को तहरीर देकर डा. केपी सिंह पर फर्जी डिग्री के आधार पर मेडिकल कालेज में एसोसिएट प्रोफेसर पद पर नियुक्ति पाने का आरोप लगाया था। आरोपी को गिरफ्तार कर जेल भेज दिया गया। अभियोजन पक्ष के अधिवक्ताओं ने बताया कि इस मामले में सुनवाई के दौरान न्यायालय ने डा. केपी सिंह को धारा 420 के तहत दोषी पाया। अदालत ने इस मामले में दोषी को पांच साल कारावास और पांच हजार जुर्माने की सजा सुनाई है। डा. केपी सिंह मूल रुप से रायबरेली उत्तर प्रदेश का रहने वाला है और तब देहरादून के भानियावाला में किराए पर रहता था।amar ujala farzi degree

Bangalore: Ex-DRDO technical officer’s son held for killing scientist’s wife

Bangalore, Mar 12: Byappanahalli police arrested the alleged murderer of a home-alone woman within six hours of the crime on Monday.
The victim Rajani Rajabala (60) was married to Amrit Packia Dhas, a senior scientist at DRDO.
The accused Vijayan(33) is the son of Ramanirutam, a retired technical officer at Electronics and Radar Development Establishment. Police said Vijayan, employed as a helper at an NGO, had incurred debts and was finding it difficult to provide for his family. He planned to sell Rajabala’s ornaments to raise some money.
Vijayan was acquainted with the Dhas family as he stayed at the DRDO residential complex in the quarters his father was allotted. An SSLC dropout, Vijayan later married a Manipuri woman against his parents’ wishes and was living separately with his wife and two children in a rented house at Agara near Horamavu, from where he was nabbed.
Murder for Gain
Police said in the last 10 days, Vijayan visited Rajabala twice and asked for `2 lakh but she refused to give him the money. He then demanded `60,000 a week ago to pay his credit card dues. As Rajabala refused to budge, he hatched a plan to kill her and steal her jewellery.
Vijayan planned the murder well in advance and purchased a knife before heading to Rajabala’s house Monday on the pretext of taking her help for a documentary. He told her that he was directing a documentary and one of the scenes was that of a woman ending her life over differences with her husband.
Police said Vijayan convinced Rajabala to write a death note in this regard and she wrote it in Tamil. He then blackmailed her using that note, threatening to kill her if she did not give him the money. He told her no one would suspect his role behind her death as she wrote the death note, police explained. However, Rajabala did not heed his threats and Vijayan slit her throat. Neighbours who heard Rajabala scream rang the door-bell. In his hurry to escape, Vijayan dropped the suicide note and stole her two gold chains, before jumping from the balcony on the third floor, police said.
Though he was injured, Vijayan managed to walk till the main road and took an auto and reached home. He told his wife he met with an accident and after changing his clothes, went to a nearby clinic. He gave the doctor the same explanation.
However, in his haste to flee, Vijayan left his two-wheeler at the DRDO residential complex as he lost its keys at the spot. Based on the vehicle’s details, the police traced Vijayan. He was taken to a hospital as he sustained multiple injuries, including damage to his spinal cord, while jumping off from the third floor of the building.
