Ex-DRDO technical officer’s son held for murdering scientist’s wife

Financial gain motive; suspect ‘blackmailed’ victim with her fake suicide note
The son of a retired technical officer of the Defence Research and Development Organisation has been arrested on the charge of murdering the wife of a scientist for financial gain at the DRDO quarters in Baiyappanahalli here on Monday. The suspect had also “blackmailed” the victim with her fake suicide note.

Vijayan R, 33, was arrested from his Horamavu house about six hours after he allegedly slit the throat of Rajani Rajbala, 46, and snatched her gold chains, Police Commissioner Raghavendra Auradkar told reporters here on Tuesday.

Vijayan’s father was a technical officer at the Gas Turbine Research Establishment and the family lived in the DRDO quarters, Phase I, CV Raman Nagar, until his retirement. Since Rajbala and her husband Amrith Pakyadas also lived on the same campus, the suspect befriended the family which hails from Nagercoil, Tamil Nadu.
Huge loans

Vijayan, a school dropout who had been working with a non-profit organisation, was unable to repay the huge loans he had taken.

Even his debit-cum-credit card had been deactivated and he needed Rs 10,000 to reactivate it. An urgent need for money thus drew him to murder Rajbala, G B Manjunath, ACP (Ulsoor subdivision), told Deccan Herald. The suspect thought of “extorting” money from Rajbala.

He met her recently at her D-22 flat and claimed he was planning to make a documentary on the love story of a couple. But the female protagonist commits suicide following differences with her husband, Vijayan reportedly told Rajbala and coaxed her into believing that he needed a suicide letter in Tamil to be used in the documentary.

He then requested her to write the suicide letter as he does not know the language. Rajbala believed him, wrote the letter and gave it to him. Vijayan, however, started blackmailing her with the letter and even threatened to murder her if she did not give him money.

“He entered Rajbala’s house around 11 am. After a brief conversation, he demanded money but she refused. In a fit of rage, he then slit her throat twice with a knife in the bedroom.
Leaving her almost dead, he snatched the two gold chains on her person,” said Baiyyappanahalli Police Inspector K V Srinivas.

A neighbour rang the door bell just when Vijayan was allegedly slitting Rajbala’s throat. The suspect hurriedly pocketed the gold chains, jumped to the second floor from the balcony and fled.

Key, a dead give-away

He suffered a fracture in his leg and also injured his spine. While jumping down, he lost the key of his motorcycle which later gave away his identity. He managed to sneak out of the DRDO campus, hired an autorickshaw and reached his house, the police inspector added.

The wife of a scientist with the Defence Research and Organisation Development (DRDO) was found murdered in her residence in the heavily-guarded DRDO quarters in Byappanahalli on Monday. Police say Rajani Rajabala, 49, the wife of A Packia Dhas, scientist ‘D’ with the Aeronautical Development Establishment (ADE) of DRDO, was killed between 11 am and 11.30 am on Monday.

The incident came to light when neighbours found the victim lying in a pool of blood. Her throat has been slit and she had also suffered stab injuries to the neck, police said.

Rajabala was staying on the third floor of an apartment in ‘F’ wing in Block No. 22 of the DRDO quarters. She was alone at home. Her husband had gone for work and daughter, a first year engineering student, had left for college. The family is from Kanyakumari, but have been staying in the city for the last six years. Her son studies engineering in Chennai.

Police found no evidence of forced entry and suspect the killer fled by jumping from one of the floors to the ground. Salva Kumari, a resident of the ground floor of the same building, told police that at around the time of the crime, she heard the sound of something falling from a top floor and had rushed out. She found an unidentified man sitting on the ground near the building. The man later got up and walked away.

Along with Karthika Devi, another neighbour, Kumari climbed to the top to find out what had fallen. The door to Rajabala’s apartment was open and they entered to find their neighbour lying in a pool of blood. Byappanahalli police, who are investigating the crime, say the killer may have taken something from the house.

“Dhas and his daughter are still in shock and did not speak to us,” said K V Sharat Chandra, joint commissioner of police (East, law and order). “Once we speak to them and find out what’s missing, we will know if it was murder for gain or for personal rivalry. There is huge security for the quarters, but security staffs don’t do much checking in the morning. It is only after 8 pm when security is tight. There were no CCTV cameras installed.”

Scientist’s wife murdered in DRDO quarters

BANGALORE: The wife of a scientist with Aeronautical Development Authority (ADE) was stabbed to death inside her house on Monday morning.

The body of Rajini Rajamala, 42, lying in a pool of blood, was spotted by her neighbour just after 11am at the Defence Research and Development Authority (DRDO) residential quarters in CV Raman Nagar, off Old Madras Road.

A man who had come to house number 22/12, on the third floor of house complex number 4, inside the residential quarters, is suspected to have killed her.
Two stab marks were found on her neck. The neighbour, whose identity was kept a secret by police, is a resident of the second floor of the same building. She told police that on hearing a noise, she peeped out of her balcony to see what was going on. She saw a man landing on the ground, and suspected that he had jumped from the third floor of the building.

Surprised, she went up to the third floor, and found Rajini dead.

By the time she returned, the man had vanished. She immediately cried for help and informed police. The murder is suspected have taken place between 10am and 11am.

Her husband Packya Das, a grade D scientist, left for work around 9.30am. One of the neighbours called Das, who was at work, informing him about the murder a few minutes after 11am, police said. The couple’s children, a son and daughter, were at school at the time.

Kamal Pant, additional commissioner of police, law and order, who visited the spot said no valuables were missing from the house. Also, there were no signs of a forced entry.

Joint commissioner of police, law and order (East), KV Sharat Chandra, who is monitoring four special teams formed to investigate the case, said police have a few clues. “All I can say at this point is that the attacker left something behind,” he said.

DID ASSAILANT JUMP FROM THIRD FLOOR?

That the alleged killed jumped from the third floor has left everyone shocked. Joint commissioner Sharat Chandra said: “We’re as surprised that a man jumped from the third floor and survived. However, in her statement, the neighbour said she only saw him land on the ground and suspected that he had jumped from the third floor.”

Sources said the attacker was injured after jumping from the building and there were some spots of blood where he landed. The investigating teams are looking at CCTV camera footage in and around the complex to look for suspicious persons.

“The quarters have a thoroughfare running through, allowing free entry of private vehicles. So there’s no way to maintain a log of visitors. The public road has a bus stand and BMTC buses ply here. However, we keep a record of private vehicles entering the area at night,” DRDO spokesperson.

High Court bars coaching institute from using Brahmos name in test

Holding that Brahmos is a well known and reputed trademark for supersonic missile in the aerospace industry, the Delhi High Court has restrained coaching institute FIIT JEE from using it for its online aptitude test. It said it gives an impression to the engineering students that the institute’s test is affiliated with Brahmos Aerospace Pvt. Ltd under the Ministry of Defence.

Brahmos Aerospace, in which the Government of India is a majority shareholder, had moved the High Court after it started receiving queries from engineering students if they would be given any preference for employment in the company by taking the Brahmos aptitude test conducted by the FIIT JEE.

Passing the interim order, Justice Manmohan Singh said: “There is no valid justification given by the defendants (FIIT JEE) before this Court how this trademark Brahmos hit upon them except false and frivolous submissions. It is adopted and used by the defendants deliberately in order to take the advantage of the mark Brahmos of the plaintiff (Brahmos Aerospace).”

Brahmos Aerospace is a joint venture between India’s Defence Research & Development Organisation and Russia’s Military Industrial Consortium NPO Mashinostroyenia.

The FIIT JEEhad been advertising a course and an aptitude test for engineering students by the name of Brahmos in conjugation with the phrase ‘will give you top 03 career options as per your inherent aptitude’.

4. Facts & Grounds leading to appeal:-

(a)          An application under Section 6(1) of RTI Act 2005 dated 02 February 2013 was submitted to CPIO, DRDO HQ, New Delhi  providing information regarding “Assessment & Promotions -2013 regarding Scientist ‘G’ to Scientist ‘H’ ”. Copy of the RTI Application dated 02 February 2014 is enclosed as Enclosure-2.

(b)          Central Public Information Officer, DRDO HQ transferred the application dated 02 February 2014 under Section 6(3) of RTI Act vide letter No. RTI/01/2091/P/2014/0048 dated 10 Feb 2014 to CPIO, RAC.  RAC is recruitment wing of DRDO and under direct control of DGR&D, DRDO. CPIO, DRDO HQ did not intimate to appellant regarding transfer of application u/s 6(3) of the Act therefore transfer of application u/s 6(3) of the Act is illegal as provisions of Section 6(3) of the RTI Act “the public authority, to which such application is made, shall transfer the application or such part of it as may be appropriate to that other public authority and inform the applicant immediately about such transfer”.

(c)          The transfer of application under Section 6(3) of the RTI Act by CPIO, DRDO HQ to CPIO, RAC was totally illegal as  CPIO, DRDO HQ was custodian of the information sought in application dated 02 Feb 2014 under RTI Act which is quite evident from reply of CPIO, RAC vide letter No. RAC/03/RTI/95/2014 dated 25 Feb 2014 in which he again transferred the information on points 4, 5, 6, 7, 8 & 14 to CPIO, DRDO HQ. Therefore CPIO, DRDO HQ transferred the application illegally with malafide intentions just to harass the applicant & deprive of the information. He illegally misused Section 6(3) of RTI Act as when CPIO is custodian of information then he cannot transfer the application under provisions of Section 6(3) of the Act.  CPIO, DRDO is adopting dilatory tactics to create delay & hindrance in seeking information by appellant. 

(d)          CPIO, RAC is also the sole custodian of information as sought in application dated 02 Feb 2014 under RTI Act. Therefore transfer of application on certain points to CPIO, DRDO HQ is illegal under Section 6(3) of RTI Act 2005. CPIO, RAC is also in position to provide the information sought.

(e)          CPIO, RAC also rejected the information sought on points 1, 2, 3,9,10, 11, 12 & 13 by misusing Section 24(1) of RTI Act 2005 despite that it was clearly mentioned in application dated 02 Feb 2014 that Information asked is on Establishment Matter and not exempted u/s 24 of RTI Act as per various decisions of CIC.

(f)           CIC decision in File No. CIC/LS/A/2012/002612 dated 22.3.2013 (Dr. Neelam Bhalla Vs. DRDO) was referred clearly in RTI application dated 02 February   2014 that “It is, no doubt, true that DRDO is an exempted organization; yet it has been the consistent view of this Commission that the benefit of exemption extends only to functional / operational matters and not to establishment related routine matters. The legality of this view has not been challenged in the relevant judicial forum so far”. Therefore CPIO, RAC illegally rejected the application by misusing Section 24(1) of RTI Act 2005.

(g)          It appears that CPIO, DRDO HQ, CPIO, RAC and Public Authorities are still living in the era of September 2005 when DRDO was placed in Second Schedule of the Act. In past eight years CIC has passed various decisions regarding DRDO and now it is well settled principle of RTI that DRDO is only exempted for S&T and Strategic information despite being notified organization under Schedule II of the RTI Act. Public Authorities in DRDO has already provided full information related to APAR, Promotions, Service Matter & Establishment Matters to various citizens under RTI Act then denial of similar information to appellant attracts violation of fundamental rights of appellant on basis of cast & creed which is again violation of Constitution of India. This attracts penal action on CPIO u/s 20 of the RTI Act.

(h)          Treating application under RTI Act as tennis ball & passing from one CPIO to other CPIO is dilatory tactic to protect the interest of  one person in a public department is gross violation of RTI Act. Corruption in recruitment, promotions, appointments & transfers in DRDO is of serious concern in Ministry of Defence. In the year 2013 declaration of results for promotions from Scientist ‘G’ to Scientists ‘H’ (OS) was surprisingly delayed and announced in month of October, 2013 instead of July 2013. This smacks Corruption and nepotism in promotions as there is no such provision in DRDS Rules 1979 to hold Review Peer Committee to amend & review the results of promotions finalized by original Peer Committee. Two Peer Committees cannot be constituted & exist in the same year for assessment & promotions of Scientist ‘G’ to Scientist ‘H’ under the provisions of DRDS Rules 1979. Therefore assessment & promotions from Scientist ‘G’ to Scientist ‘H’ in year 2013 are illegal.

(i)            Transfer of application under Section 6(3) of the Act for information on points 4, 5, 6, 7, 8 & 14 to CPIO, DRDO HQ by CPIO, RAC is again illegal, unethical and against the spirit of RTI Act.

(j)           Facts mentioned at above establish irregularities in assessment & promotions of Scientist ‘G’ to Scientist ‘H’ in the year 2013.

5.   Prayer /relief sought for:-

Information sought vides RTI Application dated 02 February 2014 by appellant has been denied on false and invalid reasons by CPIO, RAC, Delhi. Therefore, appellant kindly prays to FAA, DRDO to allow this appeal and issue instructions/orders to CPIO, DRDO HQ and CPIO, RAC to provide the information sought as seek by appellant vide his RTI Application dated 02 February 2014.

In pursuance of Rule 8(2) Schedule ID of DRDS Rules 1979 as amended a Peer Committee for assessment of Scientists G to Scientists  H (OS) in the year 2013 was constituted and assessed the suitability of Scientists  G for the grade of Scientists H (OS). Subsequently several Scientists G were promoted to the rank of Scientist H  (OS). However declaration of results for promotions from Scientist G to Scientists H (OS) was surprisingly delayed and announced in month of October, 2013 instead of July 2013.

In reference to the above kindly provide the following information under RTI Act 2005.

INFORMATION SOUGHT

  1. Copy of the letter by which competent authority constituted Peer Committee.
  2. The details of Chairman and Members of the Peer Committee.
  3. The dates on which Peer Committee meetings were held for assessing the suitability of Scientists G for promotion to Scientists H(Outstanding Scientist).
  4. The date on which results has been declared.
  5. The date from which the promotions of Scientist H (Outstanding Scientist) in the year 2013 became effective.
  6. The date on which results for promotion from Scientists G to Scientists H (OS) were declared and became effective in the year 2012.
  7. The reasons for delay in declaration of results.
  8. These promotions were conducted under which promotion scheme of Government of India. (Flexible Complementing Scheme (FCS) or Merit Promotion Scheme (MPS).
  9. Copy of the minutes of Peer Committee duly approved by Defence Minister.

10. Whether any representation was submitted by any assessed Scientist G to Defence Minister regarding his/her promotion before the declaration of results. (Yes/No)

मई से डीआरडीओ प्रमुख भी संविदा पर

डीआरडीओ में जहां वैज्ञानिकों की नियुक्ति को पारदर्शी बनाए जाने को लेकर तमाम विवाद मुंह उठा रहे हैं, वहीं ऑर्गेनाइजेशन के वर्तमान महानिदेशक अविनाश चन्दर सेवानिवृत्ति के बाद भी पद पर बने रहेंगे। मई 2014 से वह संविदा पर महानिदेशक के रूप में सेवाएं देंगे।

वैज्ञानिकों की भर्ती खुद करने के पक्ष में

डीआरडीओ प्रमुख ने कही खामियां सुधारने की बात, भर्ती यूपीएससी से करवाने से इंकार

देहरादून। डीआरडीओ में वैज्ञानिकों की भर्ती में कथित धांधली पर सीबीआई जांच बैठने के बावजूद रक्षा मंत्री के वैज्ञानिक सलाहकार और डीआरडीओ प्रमुख अविनाश चंद्रा आंतरिक भर्ती प्रक्रिया के पक्ष में हैं। बता दें कि सेंट्रल विजिलेंस कमीशन की रक्षा मंत्रालय को सौंपी रिपोर्ट में डीआरडीओ की आंतरिक भर्ती प्रणाली रिक्रूटमेंट एसेसमेंट सेंटर (आरएसी) पर सवाल खड़ा कर भर्ती संघ लोक सेवा आयोग से करवाने की सिफारिश की है। वहीं, डीआरडीओ प्रमुख का कहना है कि मौजूदा प्रक्रिया का अध्ययन करवाया जा रहा है। अगर खामियां सामने आईं हैं तो उनमें सुधार कर लिया जाएगा।

चंद्रा ने ये बातें देहरादून के यंत्र अनुसंधान एवं विकास संस्थान (आईआरडीई) में बुधवार को अंतरराष्ट्रीय सम्मेलन के उद्घाटन अवसर पर कहीं। प्रकाशिकी एवं विद्युत प्रकाशिकी विषय पर आयोजित सम्मेलन में चंद्रा ने कहा कि हमारी भर्ती प्रक्रिया संघ लोक सेवा आयोग (यूपीएससी) के समकक्ष है। डीआरडीओ का आरएसी इसीलिए बनाया गया है कि संस्थान में विभिन्न शोधों के लिए आवश्यक वैज्ञानिक अपने स्तर पर भर्ती किए जा सकें। शोध संस्थान के लिए अपनी ही भर्ती प्रक्रिया होनी जरूरी है। गौरतलब है कि विजिलेंस जांच रिपोर्ट पर रक्षा मंत्री ने नवंबर 2013 में भर्तियों में गड़बड़ी का प्रकरण सीबीआई जांच को आदेशित किया है। कथित धांधली में दो पूर्व डीआरडीओ प्रमुखों सहित अन्य कई अधिकारियों पर आरोप लगाए गए हैं।

चयन प्रक्रिया का आकलन

डीआरडीओ में रिक्रूटमेंट एसेसमेंट सेंटर (आरएसी) के माध्यम से वैज्ञानिकों की भर्ती प्रक्रिया का अध्ययन पूर्व यूपीएससी चेयरमैन कर रहे हैं। प्रक्रिया में सुधार के लिए चेयरमैन डीआरडीओ को जरूरी बदलाव की सलाह देंगे, जिससे भविष्य में कोई गड़बड़ी सामने न आए।

देहरादून: तमाम रक्षा उपकरणों में सेंसर प्रणाली उसकी सटीकता को कई गुना बढ़ा देती है। अब तक सेंसर के लिए भारत फ्रांस व इजराइल समेत विभिन्न देशों पर निर्भर है। इस निर्भरता को खत्म करने के लिए रक्षा मंत्रलय ने देश में ही सेंसर तैयार करने का निर्णय लिया है। पत्रकारों से रूबरू डीआरडीओ के महानिदेशक अविनाश चंदर ने बताया कि रक्षा उपकरणों में अपने ही देश में निर्मित सेंसर लगाने के लिए करीब 700 करोड़ रुपये की योजना पर काम चल रहा है।

जागरण संवाददाता, देहरादून: डिफेंस रिसर्च एंड डेवलपमेंट ऑर्गेनाइजेशन (डीआरडीओ) के महानिदेशक व रक्षा मंत्री के वैज्ञानिक सलाहकार अविनाश चन्दर ने रक्षा बजट के विभाजन पर गंभीर सवाल खड़े किए हैं। उन्होंने कहा कि रक्षा बजट में रिसर्च एंड डेवलपमेंट के मामले में भारत फिसड्डी है। कुल रक्षा बजट का महज 5.5 फीसद हिस्सा ही आर-एंड-डी पर खर्च किया जा रहा है, जबकि 25 फीसद से अधिक बजट का प्रावधान विदेशों से रक्षा खरीद के लिए किया जा रहा है। इसका प्रतिकूल असर देश के रक्षा अनुसंधान पर पड़ रहा है। उन्होंने इंडियन सोसाइटी ऑफ इंडिया के स्वर्ण जयंती समारोह के उपलक्ष्य में आयोजित अंतरराष्ट्रीय सम्मेलन में कही। बुधवार को राजधानी देहरादून स्थित यंत्र अनुसंधान एवं विकास संस्थान (आइआरडीई) में ऑप्टिक्स एंड इलेक्ट्रोऑप्टिक्स विषय पर आयोजित अंतरराष्ट्रीय सम्मेलन का शुभारंभ करते हुए डीआरडीओ प्रमुख ने स्वीकार किया कि अमेरिका, इजराइल, रूस, फ्रांस व चीन के मुकाबले रक्षा अनुसंधान में भारत को अभी लंबा सफर तय करना है। यह तभी हो पाएगा जब रिसर्च एंड डेवलपमेंट की तरफ विशेष ध्यान दिया जाएगा। चिंता की बात यह है कि इस मोर्चे पर देश बेहद पीछे चल रहा है। अपने देश में रक्षा बजट का महज 5.5 फीसद भाग आर-एंड-डी पर खर्च किया जाता है, जबकि चीन में यह दर 20 फीसद है। इसी अनदेखी के कारण रक्षा हथियारों की खरीद के लिए भारत को दूसरे देशों पर निर्भर होना पड़ता है। यदि हथियारों की खरीद के लिए रक्षा बजट के 25 फीसद हिस्से का बड़ा हिस्सा रिसर्च एंड डेवलपमेंट पर लगाया जाए तो विदेशी सहायता की जरूरत नहीं पड़ेगी। सम्मेलन में डीआरडीओ के महानिदेशक (ईसीएस) एसएस सुंदरम, व ऑप्टिकल सोसाइटी के अध्यक्ष बीपी पाल ने माइक्रो ऑप्टिक्स, नैनो ऑप्टिक्स आदि पर विस्तृत व्याख्यान दिया। साथ ही कई रिसर्च पेपर भी प्रस्तुत किए गए। इस मौके पर सोसाइटी की स्मारिका का विमोचन व ऑप्टिक्स व इलेक्ट्रॉऑप्टिक्स प्रदर्शनी, ऑप्टिकल व फैब्रिकेशन भवन का शुभारंभ भी किया गया। कार्यक्रम में आइआरडीई के निदेशक डॉ. एके गुप्ता, डॉ. एसएस नेगी, एलएन हाजरा, अनुराग शर्मा, अमिताभ घोष, अभय कुमार उपस्थित थे।

डीआरडीओ विकसित करेगा मिसाइल डिटेक्टर

अभी विदेशों से हो रही है इसकी खरीद, निशाना भेदने के लिए दिशा देता है उपकरण

देहरादून। सेना के लिए मिसाइलों के इंफ्रा रेड सीकर्स के डिटेक्टर अब डीआरडीओ खुद तैयार करेगा। डिक्टेक्टर लक्ष्य का पता लगाकर मिसाइल की दिशा और रेंज निर्धारित करता है। डीआरडीओ अभी तक इजराइल आदि देशों से डिटेक्टर की खरीद कर रहा है। इसके लिए सात सौ करोड़ की लागत से आप्ट्रोनिक फैब्रिकेशन सेंटर स्थापित करने की तैयारी है जो दो बरस के भीतर उपकरण तैयार कर लेगा।

अग्नि मिसाइल के जनक और डीआरडीओ प्रमुख अविनाश चंद्रा ने यंत्र अनुसंधान एवं विकास संस्थान (आईआरडीई) में बताया कि मिसाइल में दुश्मन को पहचान कर टारगेट तक पहुंचने के लिए इंफ्रा रेड सीकर्स लगे होते हैं। इन सीकर्स में डिटेक्टर होता है जो निशाने की पहचान करता है। अब डीआरडीओ इसे खुद विकसित करने जा रहा है। उन्होंने बताया कि डीआरडीओ आप्टिक्स के क्षेत्र में भारतीय नौसेना की पनडुब्बियों के लिए जायरो स्कोप विकसित कर रहा है। इसका सफलता पूर्वक ट्रायल हो चुका है और यह तकनीक विश्व के चुनिंदा देशों के पास ही है।

अनुसंधान कार्य हो रहे हैं तेजी से

डीआरडीओ पर धीमी गति से शोध के साथ हथियारों की तकनीक विकसित करने में कई दशक लगने पर चंद्रा ने कहा कि अक्सर अनुसंधान में अधिक समय लगता है। विदेशों के मुकाबले ही हमारे रक्षा अनुसंधान चल रहे हैं बावजूद इसके डीआरडीओ ने छोटी परियोजनाओं को न्यूनतम सात वर्ष और बड़े प्रोजेक्ट के लिए 15 वर्ष का लक्ष्य निर्धारित किया है।

मिलता है कम बजट

रक्षा अनुसंधान में होने वाले खर्च को डीआरडीओ प्रमुख अविनाश चंद्र कम मानते हैं। विदेशों से खरीद के लिए रक्षा बजट का 25 फीसदी सरकार खर्च कर रही है लेकिन अनुसंधान में पांच फीसदी ही दिया जा रहा है। ऐसे में विदेशों पर निर्भरता समाप्त करना आसान नहीं है। चंद्रा ने कहा कि रक्षा अनुसंधान में लगी प्रयोगशालाओं को ज्यादा बजट मिलना चाहिए।
