Open Letter to Sh Avinash Chandra, SA to RM, DG DRDO

Dear

Shri Avinash  Chandra Ji, after you joined as DRDO boss, honest and neutral official expected and hoped for good decision, good administration, good cohesive  environment, hope you will shake DRDO with your full strength  to get rid of incompetent stuff.

But sorry to say you disappointed the honest scientists/ staff/ officials and they are not finding any reason to stay or giving their 100% output to DRDO.

Avinash ji, collect all your good energy and get rid of the nexus of culprits who are controlling SPIC, CCE, Department of Personnel, RTI Cell, RAC, CEPTAM and some Lab heads.

Every DRDO official knows acts and deeds of these corrupt officials but sake of their carrier not coming forward but sending anonymous or fake signed letters ( inputs are correct) to Prime Minister, Defence Minister and other government agencies and of course to you also, I have also received some from various labs. (Sending bunch to Honorable Defence Minister)

The increasing numbers of court cases are also perfect examples of mismanagement in DRDO.

The decision of giving responsibility of administration/material management to scientists is also going to be a big problem in the coming time.

Perfect administration and perfect procurement is not cup of scientists. They are not able to match with laid down rules of government of India. Day by day increasing number of anomalies / audit objections in recruitments / procurement are going to be a big issues.

Dr. P S Goel’s DO letter implementing of interaction for promotion from  Sc ‘ F’ to Sc ‘G’   without approval from cabinet is a clear cut  case of violation of Article 309 and the repercussion now started in shape of court cases which was hampering the progress of DRDO and created demotivation among senior scientists

Same in RAC/ CEPTAM encouraging recruitment of incompetent / fake degree / diploma appointment of such candidates who are not eligible as per SRO/ appointment on the basis of nepotism/ in this respect you only see the RTI’s on these issues, you will find clear picture of the future of DRDO.

You are under the impression that corrupt CPIO, Dr A K Tyagi is protecting DRDO. It is not true, instead of exposing the corrupt practices, he is trying to bury the information and very soon these corrupt practices will sink the DRDO ship. As you aware CVC already issued advice to CVO, MoD against the Dr A K Tyagi for “Regular Disciplinary action is recommended on: 9/9/2013“and you are not taking any action to remove him for the post of CPIO, DRDO. What does it mean, it means still you are in grip of corrupt officials. A honest advice is first change your staff officer and old staff of Dr Sarswat’s time, than only you will be find some change in DRDO’s scenario.

Avinash ji, we all very well know that you are washing dirty linen of Dr V K Sarswat’s several misdeed which are the outcome of mismanagement of Dr Sarswat, because he was only on? Government agencies very well know about that, and why he was not able to get extension,    Ms R. AMRUTHA VANI, SC ‘F’’s  (‘Below the Bench Mark’) case, Dr Neelam Bhalla’s, Sc ‘F’ (Workplace Humiliation, Harassment, Gender discrimination & Victimisation)  case etc. but problem is that you are dealing all issues with same set of officials ( Dr Sarswat’s  & Dr. W Selvamurthy’s gang) who created and responsible for these kinds of hurdles in DRDO for their own wasted interest.

CEPTAM Director enjoys all type of corrupt practices like he is engaging his wife and relatives in different recruitments boards as experts. Recent CEPTAM recruitment process he introduced mandatory SMS registration (cost Rs 3 to each applicant) for his personal benefit (he worked this out this without proper procedure) and due to this almost thousands of aspirant were not able to get their admit cards. In this process lot of SC/ST candidates also suffered, you can check with records, where Government of India facilitates to SC/ST candidates in recruitments without any fee. Almost 5 lakhs candidates applied nearly one lakh rejected and thousands of candidate could not appear due remote centre problem, candidates were not given asked choice centers, they received admit cards with centers like Goa, Mizoram, Chennai, Patna.

For DRDO RTI Act-2005 means, wasting the public funds, wasting the public time

It is observed that DRDO is denying 99% RTI request under shadow of Schedule – II.  This RTI request will reveal the policy of DRDO in which DRDO official stated that they give reply of all RTI requests but not to give the requested information.

DRDO RTI cell is always lead by corrupt official, like Dr. Prahalada who held the position of appellate authority very long time. He is a corrupt person did a lot of corruption in DRDO and is still doing corruption sitting as Vice Chancellor of DIAT, DRDO.

One CIC decision exposed his corrupt practice that year of years he claimed the HRA from the government and simultaneously enjoyed the government accommodation. Although as per DRDO RTI reply that he refunded a few lakh but no administrative action was taken against him for his corrupt practice.

Dr. Arun Kumar is facing suspension and disciplinary action against him after intervention of Honorable Defence Minister, was also holding the position of appellate authority for long time in DRDO.

Present CPIO, DRDO Dr A K Tyagi also faced numerous enquiry and transfers due to his involvement in corruption.

Happy Holi, Holi Mubark to each and every true Indian who thinks for the country and dreams of self-reliance, secure, healthy and honest India including our defence sector.

In the Holika Dhahan occasion we congratulate and support our honest Defence Minister Sh A.K. Antony for starting swaha of corrupt officials in our defence sector. We are also thankful to him for taking such exemplary action (suspension just half an hour before his retirement after enjoying extension in service for two years) against Dr. Arun Kumar, Ex-DOP, DRDO.

Sir, there are so many other corrupt DRDO senior officials who deserve the same action from your side. These officers exploit DRDO by inducting incompetent family members in different levels, involving procurement businesses as the name of ex- air chief name is accused. If DRDO is investigated, you will find that SPIC, ASL, DRDL, HEMRL, GTRE, TBRL and lots of other DRDO labs are busy in the same manner. We have already shared some information with IB, CBI and other agencies. The family members, relatives and friends of these corrupt DRDO officials are enjoying shares of DRDO funds.

There are many more secrets of incompetent DRDO officers mishandling constitutional valid rules for their wasted interest.

RAC of DRDO established to accelerate the recruitment process of potential scientists. However, unfortunately RAC is losing its utility and working as it is now a tool for corrupt senior DRDO officials to encourage corrupt and incompetent stuff in DRDO and it is also being used for demoralizing the honest and real R&D scientists. The increasing representations and court cases are the live examples of these acts.  We think that by now, you are also fed up by answering a lot of honorable parliament members, who are regularly asking the exodus of DRDO scientists.

Recently, as per sources, in one court case, a scientist accused that the thenRACChairman Dr. P.S. Goel unconstitutionally cleared screening committee’s list. The claim is that the list was not signed by the members. It is not surprising because Dr. P.S. Goel has already violated Article 309 by issuing a letter for modifying the SRO on his own without approval of cabinet vide letter no.RAC/01/Assessment/PSG dated 27, March 2011. This was blindly done to give benefits to some incompetent DRDO officials out of way; in return, Dr. P.S. Goel got DRDO chair which costs nearly Rs. 83 lakhs per year on the poor tax payer.

Dr. R.C. Aggarwal, Director DEAL, DRDO gave unceremonious favor to another Agarwal, a scientist of his lab for the post, outstanding scientist. This outstanding scientist had been claimed that “his main contribution has been the development of NARAD, the first semi-static and transportable terminals developed in the country. These terminals were immediately deployed in SRI LANKA during operation PAWAN where they have played a vital Role.”  We are waiting for RTI reply on this subject from DRDO, but we know personally this claim is totally false and used to make him an outstanding scientist.

Another great job was done by DRDO when DRDO ignored your power delegation orders No 36(3)/ 2009-D(O&M), Govt. of India, Min of Def, dated 1 June 2009 and No 36(3)/2012-D(O&M), Govt. of India, Min of Def, dated 5 Nov 2012. . DRDO took approval to suspension/dismissal of honest officials from RRM and in this respect they also filed affidavit in the honorable courts that they got approval from RRM on the subject matter.

Sir this is the tip of the iceberg and the main reason of the exodus, court cases and unproductiveness of DRDO.

Sir, in the DRDO scenario a lot of evil things are waiting for your Holika Dhahan like

  1. Arun Kumar’s daughter’s illegal appointment.
  2. Selwamurthy’s daughter’s illegal appointment.
  3. T.Chandrabanu’s illegal appointment
  4. Prof S K Salwan’s , illegally given DRDO chair (ignored the age limit)
  5. Vasudev’s illegal stay and involvement in SPIC (the IB already reported his daughter’s involvement)
  6. Dr Prahlada ’s VC, DIAT appointment  (ignored his all corrupt activities including remark for SC candidate)
  7. DLRL security surveillance procurement which was submitted with evidences to you only an eyewash inquiry was done by DRDO officials)
  8. Appointment of Sh Dharmendra Kumar, Scientist ‘B’ helped by Dr Arun Kumar, He was MSc,(2001)  at the time of joining in DRDO as STA (2003)

List is too long and the paper will fall short but we are assured that you will surely swaha some corrupt officials in this holy holi festival.

Kudos to the Defense Minister for at last getting rid of the black-sheep of DRDO before he could escape.

Lots of thanks to Sh A K Antony for taking such a great decision of suspending Dr. Arun Kumar, Out Standing Scientist for his corrupt activities.  This is clear cut message to the corrupt DRDO officials that no one can escape from justice and it will also be a booster message to all honest DRDO officials who are protesting and exposing the corruption prevailing in this  great organisation.

The appellant submits that there are a large number of senior scientists who have lived or are living in Government guest houses and yet claiming House Rent Allowance which is contrary to the rules. Thus, they are defrauding the Government. He provides a list of such scientists which is as follows :-

4. “1. It has been observed that some officers posted to a Lab have stayed/are
staying in DRDO transit facilities/Guest house from the date of their reporting to that station Officers, if have stayed/staying in the DRDO transit facilities/Guest house for more than a month and have simultaneously claimed /claiming HRA for the said period of stay, is against govt. orders/regulations.

2. In view of the above, officers posted at any station who have stayed/staying in
DRDO transit facilities/Guest house for a month or more from their date of reporting and also have claimed/claiming HRA for the said period are required to refund the amount of HRA wrongly claimed forthwith by 15 Sep 2011 through MRO under intimation to the undersigned.
4. This has the approval of the competent authority.

5. The contents of this letter may please be communicated to all concerned.” He wishes to know as to why no recoveries have been effected so far.

6. To this, Shri Mishra would respond that recoveries have been made from all of the scientists.

7. In my opinion, this does not mitigate the irregularity committed in claiming HRA by the above named scientists. Even so, it is to be noted that recoveries have been made from all concerned. If so, the appellant may be informed accordingly in 03 weeks.

This is a case of the corruption so that the main object to take this information is to provide as an evidence before High Power Investigating Officer/ Commissions / High Courts in the interest of law and justice. 8. Brief facts of the case:-

I submitted my RTI application before the CPIO, DRDO, New Delhi on dt.29-10-2011. Cause for put up this application was the allegation of the corruption / misuse of the office for HRA benefits in their own financial interest after corrupt practices because “ It has been observed that some officers posted to a lab have stayed / are staying in DRDO transit facilities / Guest house from the date of their reporting to that station. Officers, if have stayed / staying in the DRDO transit facilities / Guest house for more than a month and have simultaneously claimed / claiming HRA for the said period of stay, is against govt orders / regulations.” So that financial losses occurred to govt. funds by the corrupt officers / scientists. CPIO reply is not satisfactory and not as per the law because the RTI is related with the allegation of the corruption and not exempted under section 24(1) of the RTI Act-2005.

In his reply FAA mislead to me with the reference of Supreme Court civil Appeal no – 6454. However in this Supreme Court civil Appeal no – 6454,clearly mentioned that- “37. The right to information is a cherished right. Information and right to information are intended to be formidable tools in the hands of responsible citizens to fight corruption and to bring in transparency and accountability. The provisions of RTI Act should be enforced strictly and all efforts should be made to bring to light the necessary information under clause (b) of section 4(1) of the Act which relates to securing transparency and accountability in the working of public authorities and in discouraging corruption.”

I was not satisfied with the reply of CPIO,DRDO HQ, New Delhi, after that I submitted an appeal before FAA to take the information but the FAA of DRDO dismissed the appeal and failed to provide the information with the ref. of second schedule of the RTI Act & section 24(1) of the RTI Act-2005.

9. Reasons/grounds for this appeal:-

1- That this information is directly related with the corruption and misuse of the office and not come under section 24(1) of the RTI Act because Director of Personnel for DG(R&D) issued a recovery of HRA letter no-DOP/03/31000/M/05 DT-17 Aug.2011 . It seems that a financial irregularity are carried out by the officers / scientist in DRDO. So that financial losses occurred to govt. funds by the corrupt officers / scientists.

2- That the main object to take this information is to provide as an evidence before High Power Investigating Officer/ Commissions / High Courts in the interest of law and justice.

10. Any other information in support of appeal:-

CPIO reply against the CIC decision dt-29 Jun 2011on file no-CIC/LS/A/2011/000412 is a clear cut evidence in support of my RTI application related with corruption.(Encl)

1- Ex – Scientists of DRDO getting the Tenders with the pecuniary arrangement with his colleagues Presently working in DRDO. — HERML having practice to hire outside manpower to produce explosive and the companies involved in this business is related to ex- DRDO senior officials. Dr Hardwar Singh, Ex- Director HEMRL & present director M/s Viswaat Chemicals Pvt Ltd since 2006), the sources said that earlier he was sleeping partner (his son Bunty was inducted in the firm as an employee) when he was active Director, HEMRL.  [ For detail Pl. see Annex-I]

2- Single contractor submit tenders in different names and pull the tender on high value — Dr S K Vasudeva ex Director spic (presently Program Director at the age of 66 yrs).Dr S K Vasudeva has a close friend Sh Sudhir Marwaha.Sh Sudhir marwaha has created many namesake companies in the name of his close relatives  and friends. Tenders are filled by these relatives and friends in the name of these namesake companies for all the construction and technical projects in SPIC DRDO.All the projects in this way are awarded to Sh Sudhir Marwaha by CCE R&D( for the last one decade). 3- Back door support —        Tender   released to another party came through back door with the support of DARE senior members who  took  all product  input, budget, data  sheets and quoted rates accordingly to pull tenders.[ For detail Pl. see Annex – III]

A high revenue loss is expected from this type of the tender pulling techniques developed by corrupt scientists. Scientific Advisor to Raksha Mantri  & Secretary DRDO , Mr. Sarasvat is fully Accountable & Responsible to  Govt. of India revenue loss.

I request you to take suitable action against the corrupt scientist / accountable officer and prevent the tender pulling by the Ex – Scientists of DRDO getting the Tenders with the pecuniary arrangement with their colleagues presently working in DRDO.

I have faith on our system, that’s why I am writing to you even after RTI rejected my request to provide a satisfactory answer.

The purpose of this mail is to “delink our scientists from the external polluted world” and if anyone does it for his own interest he or she must be noticed and get the due reward so that our new generation of scientists will focus on more creative things than doing unwanted jobs”

 

1.This is a requirement for a entirely new technology product called ARINC -818 used for Video data over Fibre Channel”

2. Normally for new technology it’s practice to initially purchase off the shelf product to get familiar with the technology.

3. Based on this requirement we spent almost 8 months time with DARE team to provide demo, data sheets etc etc.

4. finally tender came with our specification ( a product from GRT, USA).

5. since the requirement was very urgent they asked us to delivery in 4 weeks. You can see the same in the tender specification attached for your reference

6.after tender is released another party came through backdoor with the support of DARE senior members took all our product input, budget, data sheets and quoted

7. Due to his link he has managed to grab the order with 16 weeks as delivery time as a development project ( if it has to be a development project there are many companies to quote for the same, but since it was 4 weeks delivery no one quoted as it understood to be a off the shelf product.

9. the tender opening was delayed to make this party do some development job.

10. However it was not delivered ( as expected) even after 16 weeks.

11. in the mean time we asked the details of what this party is going to supply ( only technical info) in 16 weeks and i was replied in negative by RTI reply.

12. we even got calls to withdraw the complain which was actually not a complaint but an information. I have attached the RTI letter for your reference.

13. I request you to take this investigation forward as Mr. Arun kumar is not very responsive and showing negative interest on such matters.

14. It seems if no one ask them they will take their sweet time to deliver something which of course will be acceptable to DARE team as the TOP Senior people have the blessings. However it is not the way we look forward our scientist to get involved in favouritism to this extent and which will not take us forward.

 

We look forward for a quick and satisfactory investigation to this matter which will have a positive impact.

I can give you my affidavit whenever you require to put my strong complaint related with the CVO / Director / Add. Director (Intelligence & vigilance); O/o –DRDO that they are working for providing the shelter to the corrupt officers and scientist in DRDO. After having strong evidences they ignored and give the clean chit to the corrupt officers / scientist. This clean chit is used by the corrupt officers and scientist to show their integrity. A lot of honest departmental senior officers and scientist put up complaints against the corrupt DRDO scientist but this Directorate of Intelligence and vigilance give the shelter to corrupt persons and recommended the action against the honest officers and scientist. This is a very good joke in your corruption preventive department. Can you scrutinize the complaints investigated by this CVO / directorate (Intelligence & vigilance) of DRDO? If yes than a lot of honest officers / scientists / NGO’s and individuals will give you strong evidences related high level corruption in DRDO, Ministry of Defense.
Secondly , however RTI is not your jurisdiction but a lot of the RTI file before CPIO, o/o DRDO to take the corruption related information’s, but CPIO never give the corruption related information to the RTI activist and get sheltered from 24(1) of the RTI act. If you can take the notice on RT I applications related with corruption than definitely you can get evidences against the corruption.
Thirdly, a lot of the scientist are involving in spy the researches and leak the classified information’s. This Directorate (intelligence and vigilance) O/o – DRDO is fully aware about these things but after that they are given the shelter to the corrupts.
Fourthly, I put up more than 100 complaints scrutinized by the (intelligence and vigilance) O/o – DRDO and give shelter to the corrupt offices / scientists—-
1- Scientist ’F’ O/o-DRDO; Neelam Bhalla complaint for recruitment of Swati Srivastava Scientist D/o-Mr Arun Kumar, Director O/o- DRDO HQ.
2- Senior Administrative Officer, O/o- DRDO Mr Prakash Singh , more than 40 corruption related complaints.
3- My corruption related more than 20 complaints against RAC OF DRDO.& others.
4- Spy of the research related complaints by the honest DRDO Scientists.
5- More than 50 corruption related complaints through www.drdocorruption.com
TOP senior scientists of the DRDO directly related with corruption, so that CVO / Directorate (intelligence and vigilance) O/o – DRDO give the shelter to his senior involved in corruption.
I request you to re-investigate the all corruption related cases of the DRDO investigated by the CVO / Directorate (Intelligence & vigilance) of DRDO through another investigating agency or directly by the CVC. DRDO contradicts Army chief, says Tatra trucks ‘outstanding’

NEW DELHI: Contradicting Army Chief General V K Singh, DRDO chief V K Saraswat on Saturday said Tatra trucks were “outstanding” and there was nothing substandard about the vehicles used as base for launching all important missiles like Prithvi and Agni.

“Tatra truck is an outstanding truck… They have a very good cross country capability and can move at good speeds,” Saraswat said at a press conference at Defence Expo here.

He was responding when asked about the performance of Tatra trucks in view of the Army Chief’s contention that these vehicles were substandard.

Noting that the launchers of all important missiles like the Prithvi and Agni are based on these trucks, the DRDO chief said the performance of these vehicles “has been good in armed forces and we have no complaints about it.”

Saraswat said “we will have more of them” if there was any further requirement of these trucks. However, if the government gives direction against using them, the premier research organization will stop doing so.

Asked to comment on the perceived tussle between defence minister A K Antony and the Army Chief, he said both were good people and should handle their differences, if any, with more caution.

“The harmony within the defence ministry with respect to our functioning and image is very important. I give my advise on technical issues but as a citizen of this country, I would say that I have known both the defence minister and the Army Chief and both of them are very good people.

V K Saraswat has not answered the general’s allegations. The general has said that Tatra is too expensive. DRDO has not disputed it. That Tatra is delivering the service is like saying Bofors Guns are firing. They should. Can Tatra or similar truck be bought from other suupliers? Will they give more for the same money or will they cost less. DRDO would be wise not to drag itself into lime light. As it is it is in trouble for its own scandals and poor performance. Mr. Sarsvat, isn’t a shame that India has to depend on import of major requirement of weapons and army equipment from abroad? Isn’t a shame for the scientists and technicals experts of DRDO that after fifty years’ in existence it cannot meet the Indian military’s major weapons requirements? How is that a small country like Israel without any major resources invents and manufactures most sophisticated weapons and a country of 1.2 billion people has to import such weapons from Israel inspite of the fact the India spends millions of dollars on its research organizations like DRDO? Obviously, there is something rotten in working of these government research organziations which work like any other government organization. They are managed by corrupt and third rate bureaucrats appointed by corrupt politicians. Even the Almighty creator cannot save India unless the corrupt and criminal politicians, bureaucrats and businessmen are prosecuted and hanged in public.

tatra trucks may be good, but the problem is they are not supplying the trucks, instead it was sold as CKD(completely knocked down kit) by the vectra group (ravi rishi- broker) to BEML inturn they assemble the trucks and supply it to army… the main problem is even a new truck supplied by BEML has fault spare parts such as old battery, old tyres, the life of the spares is very low, it takes two years to replace a spares and it costs ten times more than that of other trucks…..

I had been to my Arms show [ very common in Texas] and there show guns of all kinds and first time in my life I saw guns so accessible and so very in-expensive. Semi-automatic , AKs , krinkov , Rugers and many Guns which were in range of 500$-1200$. I bought one at 780$ [AK56 of Bulgarian made] .So the question is I can procure this gun at the price I told, so how is Govt. [ which buys thing in bulk] cannot get at the price said. Its’ anyone’s guess How much these guns would have been bought by Raksha Mantralaya. So, people Enough is Enough… Throw this system out …

DRDO scientists are jack of all but masters of none. DRDO has done nothing to produce the the defence Equipments indigenously. They are simply functioning as inspectors and certifying agents for the equipments being imported . yes, they have successfully produced the half cooked packed food items for soldiers but to be produced by private industry. All the claims of DRDO are bungus and Untrue. If by any chance some thing is assembled in DRDO LAB , it the just variant of imported item with zero reliability. Basically DRDO creats the the employment opportunity for the under qualified and low IQ children of politicians and the babus of various ministries because there is no accountability and efficiency criteria for service and promotion. Dear Sir, DRDO’s certificate about Tatra Truck is very surprising. The Army Chief’s remarks are contradictory and confusing.. A thorough enquiry needs to be undertaken to find out the truth. No substandard material must be tolerated at any time.

The credibility of DRDO and their Men can be well known from the fact that inspite of spending billions of dollars to develop a homemade defence system ,We are world’s largest importer of arms and Ammunitions and import nearly 95 % of the weapons … Tanta commission must be shared among DRDO ..& MOD as a bonus for non performance…

It a shame for DRDO that we are buying trucks from a czech republic with population less than Mumbai alone and GDP of $ 218 billion (India is $1.8 trillion economy) Building such trucks is not rocket science. And yes, we already are experts in rocket science and IT. Then WTF is DRDO doing?. As per news Rishi(Tatra’s promoter) misused his position in the board of Tatra Czech [the original equipment manufacturer (OEM) of Tatra trucks] to enable Tatra Sipox (UK) Ltd, a company Rishi’s Vectra Group incorporated in 1994 and now owns, to buy knock down trucks from Tatra Czech at below production cost. Tatra Sipox then sold the trucks to India’s BEML at a profit, causing huge losses to Tatra Czech since profits from the sale were being made by Rishi’s company, Does DRDO not understand that Tatra trucks are brought below production cost and sold at inflated cost to BEML. Sab chor mile huwe hai.

Sarasvat is one of the most incompetant people around to head DRDO. He has done nothing except delivering some failed missiles to India, which can blast in the Barrel and never hit the target, if they fly. DRDO has never been able to deliver any successful product which is useful for Nation and its army therefore a white elephant. His integrity is obviously doubtful because he is giving certificate to Truck, where he doesnt not possess any domain knowledge. May god help India, where people like him call all the shots in various spheres of science and engineering.’

The whole world knows that the Indian politicians and bureaucrats are corrupt from head to toe. Any substandard hardware not sold anywhere else in the world is easily dumped in India, and at a higher price. Tatra Trucks are good only in name, those supplied to India are handicapped lacking in specifications and quality, with very poor maintenance facilities.Gen. VK Singh is right; he knows better than the sycophant DRDO Chief. They are trying to protect their corrupt deal. It has always happened in the Army since no previous Army Chief had the courage to blow the whistle as Gen. VK Singh had done. Hope the succeeding Army Chiefs will maintain this tradition of honesty.

VK Saraswat , the DRDO Chief must be investigated on his connections with Tatra organisation. I have heard employees of BEML opining that the Tatra Trucks is a con job and made over to the Army on an understanding reached between Ravi Rishi, owner of Vectra, the shell company that promotes Tatra to the Indian Army and makes the pay-offs.

DRDO chief is lying as DRDO is specialised in missile technology and not automobile technology. It is like a sattelite technologist giving certificate to the booster Wrocket manufacturer which have separate technologies.DRDO , DMRL,DRDL which comes under MOD are white elephants.When DRDO chief gets salary from MOD he has to side with MOD and not the Army.

Because of DRDO our country is not self sufficient. You 1st explain why DRDO is not able to produced these types of trucks which is a basic transport for defense after thousands of crores spend in the name of research?? Who are you to say about the quality? Only the arm-force who are actually using it can comment. So we can trust the army chief not a DRDO official. Those officials satisfy 10 janpath are appointed there.

This DRDO chief V K Saraswat (or BEML chief) making statement to fool the public with a spin as usual without touching the sale price of truck which is more than double, ie. cheating. These guys are un-trustable, probably he in the loop of beneficiaries and it’s evident from timing of his statement that he in support of top crooks ……. Now I really doubt this Prithvi and Agni what he is talking about is fire-crackers or missiles!

Can the DRDO answer why truck like TATRA cant not be produced after 30-40 yeras even though a technology transfer agreement is in place? Why the tatra trucks are still left handed drive? Why the company selling it around 1 crore to indian army while anybody can purchase it around 40 lakh on open market? Can he informed us how many trucks are dumped because of shortrage of spare parts? If the trucks are so efficient then why they are offering bribe? We all know the credibility of DRDO. Just shot your mouth. The truth is out dont try to cover it. We all are with general v.k.sing.
