MoD Seeks Report on DRDO Contract Staff

NEW DELHI: Taking cognisance of Express report, which highlighted that a huge number of contractual employees in the Defence Research and Development Organisation (DRDO) were posing a threat to the defence secrets in the wake of a few espionage cases coming to light, the Ministry of Defence (MoD) has sought a detailed report from the premier defence research agency.

The April 27 report had said the agency had a strength of more than 50,000 temporary or casual employees, who had complete access to all its classified and research activities.

Alarmed over the issue raised by Express, Defence Secretary R K Mathur, who is holding additional charge of the Defence Research and Development Organisation, has sought a detailed report through an internal note issued on May 8 to Director Generals of all the Defence Research and Development Organisation establishments.

“It is therefore requested that requisite inputs in respect of all hired/ contractual employees in your cluster/laboratories and departments along with duration of employment, payment details, functional justification and copy of the relevant authority letter be furnished to the department by June 5 for further necessary action,” Major General Ajay Gupta, Director Vigilance and Security, said in the internal missive on the directions of the Defence Secretary.

These contractual employees are not only involved in every step of design and development of projects, but also in trials. Over 55 laboratories of the Defence Research and Development Organisation, mandated to develop products and technologies to modernise Armed Forces ranging from missiles to combat aircraft, have roped in over these casual employees to assist scientists.sunday standard 17 may 2015

all of us know about DRDL it is a dream job org to every one. but please think about contract employees. My husband is also working in DRDO RCI he is engineering graduate. From past 2 years he is working but he is getting 14k. how we can Liv with family in Hyderabad and this year no increments… we are not dreaming about permanent  job….. my small wish is to get better pay… for the same job a permanent employee getting nearly 4ok but contract employee getting only 12+.but work is same for both. am not asking to give 4o to contract people just i want to say please provide increments at least…this is not only my wish… i hope u can think & talk about this……….

  2. He was posted at Director Secretariat as Personal Assistant/Personal Secretary to Director, DRL, Tezpur prior to his superannuation from DRL, Tezpur.
  3. Right from his superannuation on 31 Dec 2008, he was start working at DRL, Tezpur as contractual Laborer and posted at Director He is engaged in all sensitive work like computerized compiling of materials in Director’s Office, monitoring and maintenance   of important files of Director Office which has already been mentioned in his contract.
  4. Since last 7 years continuously working in DRL, Tezpur as Personal Secretary (PS) to Director, DRL, and Tezpur by means of several private vendors / supplier/security agencies.
  5. M.L. Roy is presently of 65 +years age and not fit for this job as in this sensitive post any private contractual labour should not be appointed while several young skilled manpower is available in DRL, Tezpur.
  6. DRL, Tezpur having permanent staff Sh S K Sharma as PS ‘C’ but he was not assigned the right job.
  7. Interestingly Sh M L Roy working for Rs 5000 – Rs 6000 only as Jan 2015 Salary was Rs 5764.00

Sir, it is requested kindly order for extensive survey of to explore the necessity of this contract business in DRDO. Because like Director, DEAL Sh R C Agarwal used these contract labour for kitchen gardening, to clean utensils, to wash his wife’s petticoats etc, when this issue published on website Sh R C Agarwal stopped using these labours. ‘DRDO Chariot’ Donation Issue Reaches Parliament, Parrikar Says Probe Ongoing

Parrikar2-PTINEW DELHI: A probe is on into allegations that a Pune-based laboratory of the country’s premier defence research agency DRDO had developed and donated a hi-tech chariot to a temple, Defence Minister Manohar Parrikar informed Parliament on Friday.

Express in its report dated November 23 had reported that the DRDO laboratory had spent `5 crore to develop a hi-tech chariot and donated it to Alandi Temple in Pune.

Responding to a` question raised in the Lok Sabha by TDP MP C H Malla Reddy on the matter, Parrikar said in a written reply that the matter is “under inquiry”.

“Further action would be taken thereafter,” he added.

This shocking piece of information came out after a scientist of the same laboratory moved the Bombay High Court over the absurd venture and filed a complaint with the CVC.

The scientist, was made to pay for raising his voice. The DRDO, in turn, not only stripped him off from ongoing projects, but also transferred him from the centre.

Dr S Guruprasad, Director of the laboratory Research and Development Establishment (engineers), Pune, had told Express that they had built the battery-operated chariot over a year’s time and the DRDO carried out the project under the head of corporate social responsibility (CSR).

The chariot can run for about 12 hours and the battery takes six hours to get fully charged. The chariot is made of carbon fibre, which has reduced its weight considerably to 1,900 kg from about 4,000 kg of the old chariot.

R&DE, Pune, has a mandate to design and develop combat engineering systems such as military bridging and mine warfare systems, development of field defence systems and, design and development of weapon launch systems such as Prithvi, Agni, Brahmos, Nirbhay, among others.

While numerous DRDO projects such as the Light Combat Aircraft Tejas, Nag missile, long-range surface-to-air missile and the airborne early warning and control system have been delayed and have cost much higher than their original estimates, indulging in such an expensive “religious” project have raised many eyebrows.

CAG picks holes in LCA project, says it fails to meet IAF requirements

NEW DELHI: India’s Tejas Light Combat Aircraft project, in the works for over three decades, came under severe criticism from CAG today as it pointed out that its Mark-I version has 53 “significant shortfalls” which have reduced its operational capabilities as well as survivability.

Not only that, IAF would be “constrained” to induct the fighter LCA without availability of a trainer model, thereby “adversely impacting pilot training”, the audit body said in a report tabled in Parliament.

The CAG noted that it was due to the delay in the manufacture and supply of LCA that IAF had to go for alternative temporary measures such as upgrading its MIG BIS, MiG-29, Jaguar, and Mirage aircraft at a cost of Rs 20,037 crore and revise the phasing out of MiG-21s.

“LCA Mark-I, which achieved Initial Operational Clearance (December, 2013) has significant shortfalls (53 permanent waivers/concessions” in meeting ASR (Air Staff Requirements) as a result of which it will have reduced operational capabilities and reduced survivability, thereby limiting its operational employability when inducted into IAF squadrons,” the report said.

Listing the shortcomings, the CAG said that the LCA Mark- I fails to meet the electronic warfare capabilities sought by IAF as the Self-Protection Jammer could not be fitted on the aircraft due to space constraints.

Also, it said that the Radar Warning Receiver/Counter Measure Dispensing System fitted on the aircraft had raised performance concerns which are yet to be overcome till January this year.

It added that the shortcomings in the Mark-I (increased weight, reduced internal fuel capacity, non-compliance of fuel system protection, pilot protection from front, reduced speed) are expected to be overcome in the Mark-II model.

“LCA Mark-I does not meet the ASR. The deficiencies are now expected to be met in LCA Mark-II by December 2018,” the CAG said.

IAF had proposed in the early 1980s that a new aircraft be developed to replace the MiG-21 fleet, manufactured during 1966 and 1987, after its phasing out in the 1990s.

The project for indigenous design and development of LCA was sanctioned in 1983 at a cost of Rs 560 crore, which was enhanced from time to time up to Rs 10,397.11 crore.

The government in June, 1984, constituted an Aeronautical Development Agency (ADA) as a dedicated institution for the management of the LCA project.
IAF had issued Air Staff Requirement (ASR) in October, 1985, envisaging a light-weight multi-mission fighter with contemporary air combat and offensive air support capabilities and excellent manoeuvrability for close air combat at low and medium altitudes.

The projected requirement was for 220 Light Combat Aircraft (200 Fighters, 20 trainers) to be inducted by 1994.
However, LCA could only achieve Initial Operational Clearance in December, 2013, as against the earlier scheduled date of December, 2005.

The Full Operational Clearance (FOC), which was scheduled to be completed by December, 2008, is now slated to be achieved by December this year although experts said even that could be delayed.

The CAG said that ADA’s decision to advance the building of two prototypes from Full-Scale Engineering Development (FSED) Phase-II to FSED Phase-I so as to utilise its savings on the grounds of accelerating the development process of LCA had failed to yield the desired results.

This, the report said, was because preponed prototypes were deficient in terms of critical onboard systems (Multi- Mode Radar, Self-Protection Jammer, Radar Warning Receiver) and led to ADA using the Limited Series Production (LSP) aircraft (meant for IAF use) towards flight testing/evaluation of these critical on board systems.

“This was in contravention of the Cabinet approval (November, 2001) for phased development of the prototypes in FSED Phase-II after Technical Demonstrators had been built and flight tested for 210 hours,” CAG said.

Talking about lack of trainer aircraft, the audit body said that IAF was in the interim using an upgraded Full Mission Simulator (FMS) at ADA for pilot training, pending supply of an FMS by HAL at the LCA operating base.

It said that the long gestation period led to a change of weapon systems on LCA, necessitating the acquisition of new ones.

The audit body also had a word of appreciation for the ADA, saying its work centres on the indigenous development of the LCA, “which is comparable to many contemporary aircraft in the world”.

CAG said that the manufacturing facilities at HAL cater presently to the production of only four aircraft per annum as against the envisaged requirement of eight due to delays in procuring plant and machinery, tools and also construction of production hangars, which would further impact production of LCA and induction into IAF squadrons.

Repair and Overhaul (ROH) facility for LCA, as specified in the ASR, has not been created fully at HAL, the CAG said.

Of the 344 Line Replaceable Units of LCA, 90 LRUs were considered non-repairable, it said. Of the remaining 254 LRUs, while ROH facilities in respect of 185 were available, the same was yet to be established for 69 LRUs as of January this year, the report added.

The CAG stressed on the need for more efficient management of planning and execution of aircraft development programmes, closer interaction and coordinated efforts among all the stakeholders involved.
It recommended that realistic timelines should be set by MoD while seeking approval for such projects from the government and that the same ..

should be adhered to during their execution with coordinated planning and an effective in-built monitoring mechanism.

“In view of the complexity of the technology involved, while deviating from the approved plan of development, ADA should consult the user (Air HQ) and obtain prior approval of sanctioning authority/ministry for such deviations so as to minimise waivers and concessions at the time of acceptance by the user (IAF),” it said.

The agencies — DRDO, ADA and HAL — should undertake the projects strictly in conformity with the specifications projected by IAF, who should be involved right from the planning stage so as to ensure timely achievement of their requirements.

Indigenisation efforts should be made in coordination with all the agencies involved by having a well-defined indigenisation plan and a clear roadmap for developing a quality product as per the requirement so as to avoid import substitution, it said.

“MoD should award contract to production agency at an appropriate stage of development of a system/equipment in order to avoid the necessity of extending delivery schedule due to a delay in the development of the system, apart from the resultant blocking of funds/inventory and to overcome obsolescence of the components procured by the production agency,” the CAG said.

As per sources the second Fact finding Committee asked all procurement related files and found lot of irregularities, but the Sh Avinash Chander and Dr A K Singh both were given assurance to Dr A K Saxena, the reason only know to them or GOD.

The website have all documentary evidences to prove the corruption allegations, it is expected that DRDO have no choice to send all these cases for CBI inquiry and website will submit all those evidences to CBI, which website continuously receiving.

See the DRDO efficiency till date DRDO not take any action on the basis of second fact finding committee reports or neither had they submitted the fact finding report to CVO, MOD.

Toilet truth hits drive

New Delhi, Sept. 3, 2014: Whether the digester bacteria have called cease work or not isn’t clear but the government’s bio-toilet drive in villages is suddenly looking a bit leaky.

The Odisha government has told the National Human Rights Commission that nine of the 12 bio-digester toilets installed in five villages in Bhadrak district have become defunct, contrary to the Centre’s claims that these toilets don’t need maintenance.

The toilets, developed by defence research organisation DRDO and launched by then rural development minister Jairam Ramesh as part of the Centre’s drive to end open defecation, had been installed in 2012 in two blocks — Dhamara and Basudevpur — all meant for community use.

In a report last month, the state’s rural development department said the Bhadrak district administration had written to the DRDO in July requesting it to repair the toilets — that use bacteria for treating the waste — but has got no response yet.

No one from the DRDO was available for comment.

The report followed a case filed by a lawyer, Radhakanta Tripathy, who complained to the rights panel that the toilets were not helping the common people and the practice of open defecation was continuing as before.

“The people were expecting their miseries would end after the installation of the bio-toilets. These toilets have become defunct and nobody is taking responsibility for their maintenance,” Tripathy said.

The report has come as a “reality check” at a time the Centre is promoting these toilets in a big way as part of its efforts to make India free of open defecation by 2019.

A letter from the ministry of drinking water and sanitation last month to all state secretaries in charge of sanitation said states may be given the option of adopting the DRDO model for safe disposal of human waste. The ministry also sent the names of 39 firms that produce bio-toilets, used mainly by the army in high-altitude areas.

The railways, islands such as Lakshadweep and houseboats also use the technology that involves bacteria converting human waste to odourless compost and biogas. There is no need to replenish the bacteria since they regenerate.

Bindeshwar Pathak, founder of sanitation NGO Sulabh International, said the technology was not foolproof. “The water released from tanks of these bio-digesters is pollutant. The technology should be further developed.”

But Rail Tech, one of the firms mentioned in the government letter, defended the technology. “The technology is working perfectly in trains and army camps in high-altitude areas. There is no reason why they cannot work in the plains,” Rail Tech director Kunal Jain said.

He said the problem lay with the user. “If foreign materials are dropped into the drainage system of the toilets, they will stop working.”

‘Army Takes a Day to Reach where PLA Can Rush In’

NEW DELHI: Commenting on poor border roads connectivity, a Parliamentary panel has said that in the event of a war, the Army will take more than 24 hours to reach a border area where the Chinese PLA can arrive at in two or three hours. The Standing Committee on Defence, expressing serious concerns over connectivity to Arunachal Pradesh’s Tawang area, hit out at the Border Roads Organisation and asked it to construct good roads, especially on the eastern front facing China, on a priority basis.

The report said the delay in the procurement process had affected the armed forces’ operational preparedness.

The Committee observed that the naval budget had declined from 18.14 percent in 2006-07 to 16.51 percent in 2015-16.

Raising the issue of repeated naval accidents, the panel said the promulgation of the standard operating procedure to check the spurt in accidents was “ineffective”. The panel observed that allocation for the IAF is approximately 70 percent of the projection.

The report also slammed the ministry over the gap between the sanctioned strength of active fighter aircraft squadrons and their actual number.

The report said that the position of expenditure up to the end of February 2015 for the Army, Navy and the IAF is Rs 14,843,37 crore, Rs 18,438.02 crore and Rs 29,682 crore against their revised estimates of Rs 21,933.54 crore, 18,507.07 core and Rs 33,710.68 crore respectively.

Revamp DRDO

The Parliament Panel on Defence has called for a “complete revamp” and reorientation of the Defence Research Development Organistaion DRDO) to allow active participation of the private sector. It stressed on the need for a “complete revamp and reorientation of how the DRDO functions” with a major suggestion being to encourage the active involvement of the private sector, universities, the IITs and IIS. They could play a major role in the resurgence of the DRDO, it added.

Sir,

  1. Please find enclosed Corruption Complaints Status against Dr A K Saxena, Director, DMSRDE, DRDO, Kanpur & other officials working with him (Complaints during period from 29/11/2013 to 15/01/2014).
  2. All complaints sent to CVC with documentary evidences till date no action was taken by DRDO hqrs because Ex Secretary, DRD, SA to RM, DG, DRDO Sh Avinash Chander patronized Dr A K Saxena, Director, DMSRDE.
  3. DRDO hqrs constituted two fact finding committees to investigate the complaints. First fact finding committee under chairmanship of Dr S S Negi, Sc ‘H’ only grope the complaints and smell only the hands of Sh Navin Prakash Gupta, Sc ‘C’ and Sh R P Bhatt, Sc ‘F’.  Rest real findings buried under the Sh Avinash chander’s table because that time Dr S S Negi was in the race of IRDE Lab directorship.
  4. Based on his unconstitutional (because the fact finding committee jurisdiction is only find the facts and handover those facts to competent authority not to give any suggestions) suggestions DRDO hqrs transferred both scientists from DMSRDE, Kanpur and gave hurdle free play ground to Dr A K Saxena’s team to collect as much run (Gandhi) from the unrequited, low specifications items/ machineries etc from unqualified vendors. (Dr A K Singh, DOP submitted an affidavit in Allahabad court that on the basis of first fact finding committee’s suggestions DRDO transferred Sh Navin Prakash Gupta, Sc ‘C’ to DRL, Tezpur)
  5. The copy emails are a security threat waning in the concern of defence preparedness as these emails exposes that vendors are know the all future plans of DRDO R&D that what they are planning to develop and what are their aim & objects. But unfortunately our responsible post holders are ignoring such activities of their beloved ones.
  6. Second fact finding committee under chairmanship of Dr D.C. Pande, Sc’H’ , LRDE, Bangalore visited DMSRDE and grilled Dr A K Saxena’s team but delayed the report waited up to result of Distinguished Scientist. Unfortunately Dr D.C. Pande not able to achieved goal, submitted report. In the mean time Sh Avinash Chander hold his position very strongly and showed his lousy power by making Ms Tessy Thomas as Director, ASL and her husband Cmdr S K Patel director QRS with violation of all rules regulation, with this success he kicked the second fact finding report proudly in to dustbin.
  7. It is requested that it is high time top show DRDO’s corrupt scientists that you are paid for science and development not for making fun ride with vendors. ( like Director, GTRE, Mohan Rao who caught by Karnataka police in massage parlor with Israeli company rep) The technology is so powerful that now 250 crores eyes are watching corrupt official’s each and every move.
  8. The following table will show you clear picture of handling corruption complaints related to DRDO. The massage is to all corrupt officials is that nothing will happen to anyone so enjoy life with corrupt practices.

Your early needful action in this matter required. The all honest DRDO officials are waiting the decision so they can feel the difference of new fare governance.

Real reasons behind DRDO chief Avinash Chander’s sacking

Three major complaints against Defence Research and Development Organisation (DRDO) chief Avinash Chander, including two anonymous ones, were pending before the Prime Minister’s Office in November 2014, when he was given a contract of 16 months on his retirement. It is reliably learnt that investigations into the complaints went against him and thus he was summarily sacked two months after the extension in service.

What were the complaints about?
According to RTI by Uttarakhand-based Prabhu Dandriyal in December 2014, and accessed by dna, PMO had stated that it had received three complaints against Avinash Chander. The details of the two complaints could not be ascertained. The third complaint was filed by R K Gupta of Advance System Laboratory, Hyderabad. According to PMO sources, Gupta had made an allegation against DRDO chief Avinash Chander for favouring his junior. Gupta was apparently superseded by his junior scientist by bending the rules, sources added.

Why was the PM peeved?
Chander had to face PM’s ire also because of the mess in the DRDO. As per the PMO estimates losses worth around Rs 29,000 crore were accrued due to time and cost overruns in acquisitions/developmental projects. For example, the indigenous Aircraft Carrier will now cost Rs 19,341 crore from its original cost of Rs 3,241 crore. Similarly, in case of the Stealth Guided Missile Destroyer, the cost has been revised from Rs 3,850 crore to Rs 11,662 crore and timelines have been revised from 2010-11 to 2015-16.

What did dna report highlight?
In December, dna had exposed how Parliament Standing Committee on defence had rapped up DRDO for its shoddy research, inordinate delays, corruption and its fancy for reverse engineering.

What’s Parrikar’s justification for sacking Chander?
On Wednesday, defence minister Manohar Parrikar said, “It was my recommendation that the DRDO chief’s post should be held by a young person and not by someone on contract.”

Interestingly, the government has taken action against Chander, but there are many more scientists in DRDO working under extension rules even after their retirement. As on September 1, 2014, around ten scientists in category of distinguished scientists i.e. special secretary level and over a dozen scientists on grade H — outstanding scientists i.e. additional secretary level – are still working in DRDO. But no termination orders have come against them.

The government’s reason seems to be also ironical as it has recently appointed Vijay Kumar Saraswat, former DRDO chief, as full-time member of newly formed Niti Aayog. Saraswat had worked as DRDO director general post 60 years. He had got an extension of two + two years and finally retired on May 31, 2013. Saraswat is Chander’s predecessor and according to a senior scientist in DRDO, “both have ideological differences which was known to scientific fraternity.”

What are Chander’s credentials?
Avinash Chander is an IIT Delhi graduate and joined DRDO in August 1972. He has won several awards, including DRDO medal for scientist of the year for AGNI I, and is called the chief architect of the long range ballistic missiles in India. He had retired on November 1, 2014 but was given an extension, on contractual basis, till May 2016.
