CHENNAI: While the science community behind Mangalyaan’s success is still basking in glory, the Madras high court on Thursday awarded a three-week jail term to the nation’s two top scientists for contempt of court. The court also imposed a fine on them and directed the Centre to initiate stringent action against the duo.
V K Saraswat, scientific adviser to the minister of defence and director general of research & development, DRDO, and G Malakondaiah, director of Defence Metallurgical Research Laboratory (DMRL) in Hyderabad, have to surrender to police in a week and start their three-week jail stint. If they fail to do so, an arrest warrant shall be issued to get them under custody, ruled an irate division bench of the high court.
“The government is directed to take appropriate departmental action against them for the reckless negligence and wilful disobedience of the orders of this court,” said the bench of Justice S Rajeswaran and Justice P N Prakash on Thursday.
The two DRDO officers were found guilty of civil contempt under Section 12 of the Contempt of Courts Act, 1971. They were sentenced to a simple imprisonment for three weeks and directed to pay a fine of Rs 2,000 each.
“We are aware that they are occupying very high positions in the government, but ensconced in a pedestal, their vision became blurred when it came to the travails of an ordinary employee who was suddenly thrown out of employment, for no fault of his. Even during the course of the contempt proceedings, there was no tinge of remorse or an attempt to correct the mistake,” the court said.
On August 13, 1985, Joseph Raj was appointed clerk-cum-store keeper initially on an ad hoc basis in the Combat Vehicles Research and Development Establishment (CVRDE) under the ministry of defence. He acquired his B.Com and master of library and information science degrees later, and when a librarian post fell vacant in the school, he was selected on merits. CVRDE School, started at Avadi here in 1978, was sought to be closed in 2001 and staff members were issued termination notices.
Since then, Joseph Raj won several rounds of litigations in the administrative tribunal, the high court and then in the Supreme Court as well. As he was not reinstated or given job in another unit, he then filed the present contempt of court proceedings, pointing out that the authorities had misled even the apex court.
Narrating the travails of Joseph Raj in detail and convinced that the two officers had done everything to deny him employment for more than a decade, the judges directed the Centre to give a job to Joseph Raj according to the 2004 judgment that favoured him.
It also rapped the two top DRDO officers quoting the Supreme Court’s words: “Non-acceptance of a mistake is not a heroic deed. On the contrary, it reflects flawed devotion to obstinacy. The pink of perfection really blossoms in acceptance.”

Sir,
Nepotism, favoritism, corruption and manipulations with vested interest in higher recruitment by misusing powers by HOD are very common practices now days in Government system by different means.
Based on the practices stated above, the Recruitment Scam-I occurred in DRDO in which several top Scientists including some ex-DGR&D, ex-CCR&D, ex-Directors and their daughters & relatives were involved. Several complaints were made to CVC & Defence Minister regarding Recruitment Scam-I and consequently CVC advices disciplinary action against Dr. Arun Kumar, Ex-DOP under major penalty vide OM No. 010/DEF/039/184877 dated 23.08.2012.(Copy enclosed-I).
Dr. Arun Kumar was suspended on the last day of his superannuation. Similarly some other Scientist Dr. S M Veerbhadrapa, Ex-Director, DTRL then HRD Charge Sheeted and Smt Chandra bano, Scientist ‘F’, DHRD was dismissed from service just 12 days before retirement. Since top ten officials of DRDO involved in Recruitment Scam-I were retired therefore on advice of Director (Vigilance) & CVO, Min. of Defence , then Defence Minister recommended CBI probe in Recruitment Scam-I of DRDO vide Dte (Vigilance), MOD note no.48-55 ante observations of JS & CVO at note 56 ante in November 2013. The news was published in media. Copy enclosed (II).
Shri Avinash Chander then CCR&D(MSS) also played an important role in Recruitment Scam-I while being member of expert committee under Chairmanship of Prof. SK Salwan, he gave clean chit to his friend Dr. Arun Kumar , ex-DOP vide his report dated 08.06.2011.
This case is regarding illegal recruitment with motivated planned conspiracy of Shri Avinash Chander, DG, DRDO and SA to RM, Dr. A.K. Singh, DOP and Smt. Hina Gokhle, Director, DHRD and Dr. RK Jain, Director, RAC and Dr. DN Reddy, Chairman, RAC.
BRIEF FACTS OF THE COMPLAINT
Shri Avinash Chander, DS was Director, ASL, Hyderabad from August 2005 to May 2011. He was appointed as CCR&D (MSS) in DRDO HQ and was holding position of no. 2 after Dr. V.K. Saraswat, then DGR&D and SA to RM. Shri Avinash Chander took over as DGR&D, DRDO and SA to RM wef 31 May 2013 after superannuation of Dr. V.K. Saraswat.
Smt. Tessy Thomas was working in ASL since its foundation and she was subordinate to Shri Avinash Chander when he was Director, ASL, Hyderabad. Smt Tessy Thomas was promoted to Scientist ‘H’/Outstanding Scientist wef 18 October 2013. She was appointed as Director, ASL, Hyderabad wef 25 July 2014.
As a matter of facts, the competent authority in DRDO for appointment of Directors of Lab/Estt and Directorates at DRDO HQ is Shri Avinash Chander DGR&D, DRDO and SA to RM.
Shri Saroj Kumar Patel, husband of Smt Tessy Thomas, OS (now Director, ASL) was serving in Indian Navy as Commodore and retired from Indian Navy on 31 January 2013. To oblige Smt Tessy Thomas, Shri Avinash Chander, then CCR&D(MSS) misused his position and succeeded in creation of a vacancy of Scientist ‘G’ in DRDO HQ and applications for this vacancy of Scientist ‘G’ were sought vide RAC Advt No. 110/December 2012. (Copy enclosed-III)
The Scientist ‘G’ in DRDO is having pay scale of Rs. 37,400-67,000/- & Grade Pay 10,000/-, which is equivalent to rank of Joint Secretary in Indian Administrative Services. Joint Secretary to the Government of India has pay scale in Pay Band – 4:Rs. 37400- 67000; and Grade Pay Rs. 10000.All promotions and appointments to this Joint Secretary rank and post are directly made by the Appointments Committee of the Cabinet (ACC).
The requirement of said vacancy of Scientist ‘G’ was tailor made for Shri Saroj Kumar Patel as evident from details of Advt. No. 110/December 2012.

This malpractice for recruitment of Shri Saroj Kumar Patel was exposed by some senior Scientist ‘G’ of DRDO by writing complaint to Hon’ble Defence Minister in 2013 and therefore the plan of Shri Avinash Chander failed due to seriously consideration of the matter by Dr. V.K. Saraswat, then DGR&D, DRDO and SA to RM.
Shri Avinash Chander took over as DGR&D, DRDO and SA to RM on 31 May 2013 after superannuation of Dr. V.K. Saraswat. After acquiring full administrative & financial powers in DRDO, Shri Avinash Chander planned the recruitment of Shri Saroj Kumar Patel as Scientist ‘G’ in DRDO and therefore he planned a conspiracy of the illegal & motivated recruitment with help of his subordinates Dr. A.K. Singh, DOP, Smt. Hina Gokhle, Director, DHRD and Dr. DN Reddy, Chairman, RAC and Shri RK Jain, Director, RAC.
Accordingly phase-II of the said conspiracy started by issue of Letter No. DOP/11/110059/QRSM/M/02 dated 14 August 2013 of Directorate of Personnel, DRDO, MOD, New Delhi on the Subject- Appointment of Director, QRS, DRDO HQ, New Delhi. Copy of the letter dated 14 August 2013 along with Proforma for Director, QRS, DRDO HQ, New Delhi is enclosed-IV.
It was clearly mentioned in Para(1) of the letter that “Applications for the post of Director, Quality, Reliability & Safety(QRS) at DRDO HQrs, New Delhi are invited from SC ‘G’ promoted in the year 2013 having sufficient experience in the field of quality, reliability and safety. The Para 1 of letter is arbitrary, discriminatory, unethical and illegal in nature.
No essential qualification, desirable qualification and years of experience were sought and mentioned in said DOP letter for the post of Director, QRS.
Question arises why applications were invited only from the Scientist ‘G’ that were promoted in the year 2013 while in the seniority list of Scientist ‘G’ of DRDO as on 1st November 2013 there were 507 Scientist ‘G’ in total and out of which 114 were promoted in the year 2013 with effect from 01 July 2013? Copy of the seniority list of Scientist ‘G’ is enclosed-V. Why senior Scientist ‘G’ were not eligible for the post of the Director, QRS and under which rule DOP & DHRD decided that only junior most Scientist ‘G’ are eligible for the said post, while in appointments seniority plays an important role and senior most officers always given priority.
Mere reading of the letter dated 14 August 2013 issued from DOP establishes the conspiracy in recruitment. The letter was issued on 14 August 2013 and it was clearly mentioned in para (2) of the letter, reproduced as it is for ready reference “2. The applications should be duly forwarded/recommended by their respective Directors the enclosed profoma (Annexure-I) and must reach this office latest by 21st August 2013”. Hence only 6 days were provided to all Scientist ‘G’ of 52 Lab/Estt situated allover India right from Leh to Kochi and Vizag to Tezpur. The Para-2 is the clear violation of DOPT norms because period should be minimum 15 days.
As a matter of fact 15 August was National holiday, 16th was Friday, 17-18 August (week end holiday), 19-21 August (three working days). Now three questions arises
(i) Why only 04 working days was provided to submit the applications for post of Director, QRS?
(ii) What was the urgency to keep very short time for submitting applications?
(iii) Whether it was possible in any circumstances that ink signed copy of the application duly recommended by respective Director be reach with in two-three days by speed post to New Delhi far from various Lab/Estt. Of DRDO.
Answer to the questions raised in point(14) above is that applications were sought within DRDO simply to make formality and have a record that no Scientist ‘G’ applied for the said post or found eligible for the said post. It is matter of investigation by CVC from records that how many applications were received for post of Director, QRS, whether any list were prepared, whether any interview/interaction were organized, whether any committee scrutinized the proforma of Scientist ‘G’ and whether any Scientist ‘G’ was found suitable for the post of Director, QRS, DRDO Hqrs.
In fact said post were preplanned for Shri Saroj Kumar Patel since the December 2012 therefore any Scientist ‘G’ out of 507 Scientist ‘G’ of DRDO was not selected for the post of Director, QRS, DRDO Hqrs and post remain vacant.
Further to accommodate Shri Saroj Kumar Patel in DRDO an advertisement for post of Scientist ‘G’ were again issued by RAC, DRDO vide Advt. No. 112/October 2013 under direct recruitment scheme of DRDO under direction & guidance of Shri Avinash Chander with vested interest. Copy of the Advt No. 112/October 2013 is enclosed-VI.
Shri Saroj Kumar Patel was recruited as Scientist ‘G’ in DRDO against the 01 vacancy of Scientist ‘G’ vide RAC Advt No. 112/October 2013 and joined DRDO at DRDO HQrs, DRDO Bhawan, New Delhi with effect from 27 March 2014 at seniority no. 486 among Scientist ‘G’ of DRDO.
As a matter of fact Shri Saroj Kumar Patel joined DRDO as Scientist ‘G’ on 27 March 2014(Thursday) and appointed as Director, QRS, DRDO HQrs on 31 March 2014(Monday) so he worked only two days 27-28 March 2014 and jumped to post of Director only in service of 04 days. Shri Avinash Chander appointed Shri Patel as Director; QRS ignoring the 485 senior Scientist ‘G’ already available in DRDO and it establish favoritism & nepotism. It can only happened in DRDO.
Now again four question arises
i. Why Shri Patel was appointed as Director, QRS while he was recruited against vacancy of Scientist ‘G’ not for the post of Director, QRS by ignoring 485 senior Scientist ‘G’ in DRDO?
ii. What is the specialization of Shri Patel which is not available with 507 Scientist ‘G’ of DRDO, can the conspirators able to justify?
iii. Why so much favoritism was given to Shri Patel for his recruitment as Scientist ‘G’ and appointment as Director, QRS since October 2012 to March 2014 by Shri Avinash Chander?
iv. What special benefit DRDO get from Sh Patel’s tailor made appointment?
Keeping in view of the facts mentioned above and the subordination of Smt Tessy Thomas with Shri Avinash Chander right from several years in ASL, Hyderabad, it is crystal clear gross violation of recruitment rules, ethics and procedures took place and the same were not followed in recruitment of Shri Patel as Scientist ‘G’ on 27 March 2014 and further his appointment as Director, QRS on 31 March 2014. This smacks planned conspiracy and criminal misconduct by Shri Avinash Chander, DGR&D, DRDO, Dr. A.K. Singh, Director of Personnel, DRDO Hqrs, Smt Hina Gokhle, Director, DHRD, Dr. RK Jain, Director, RAC and Dr. DN Reddy, Chairman, RAC.
Therefore, it is kindly requested that appointment of Shri Saroj Kumar Patel, Scientist ‘G’ should be cancelled with immediate effect and inquiry be conducted under Prevention of Corruption Act 1988 and CCS (CCA) Rules 1965 against the senior officers of DRDO involved in planned conspiracy of recruitment and appointment of Shri Saroj Kumar Patel as Scientist ‘G’ in DRDO and appointment as Director, QRS, DRDO HQrs.
“We feel Tessy Thomas serves as a role model and an inspiration for women scientists to achieve their dreams and have their feet planted in both worlds successfully,”

Ms Thomas – the media also love to call her Agniputri, or one born of fire, after the missiles she has helped develop.
An expert in ‘solid propellants’, which fuels Agni missiles, she is based at the Advanced Systems Laboratory in Hyderabad. ????????
But the charismatic scientist says she has never faced any anti-female bias at her workplace ??????

NEW DELHI: The IITs, predominantly a male club that never had a woman director or scientist in its council, is in for a big change.
HRD ministry has nominated two women scientists Tessy Thomas and Vijayalakshmi Ravindranath to the IIT council, the apex body of 16 IITs.
A senior HRD official said, “The idea behind getting women scientists in the IIT council is to show that science is not the sole preserve of men. Women can be at par with men in carrying out research.”

In DRDO HR and Misadministration problems are in peak and these are only due to incompetent scientists who are looking DRDO administration on the advice of foreign elements that is AFHQ cadre officials who are in deputation and enjoying DRDO facilities. These officials arein deputation in DRDO and they don’t have any, accountability and loyalty with DRDO and not concerned about reputation of DRDO.
DRDO senior officials are moving around them for mere small benefits as DOP run on advices of these AFHQ cadre officers and Dr. A.K. Singh, DOP is acting without application of mind on files/cases put up by these officers of AFHQ. They are expert in manipulation of government rules.There are several examples of wrong doings, some acts were already raised by DRDO admin officers. Some AFHQ cadre officials are still enjoying job in DDO after retirement in contract basis as an award for their wrong acts in DOP and all this happening in DRDO because of incapable and incompetent DOP.

In DRDO TD’s not a big problem scientists and records of TD’s of Senior officers including SA,DG’s& CC’s establish that to take lunch with his family they move in morning to Hyderabad/Bangalore and returned back after good family lunch on the name of TD’s to any of the DRDO establishments at Hyderabad/Bangalore without bothering the tax payers money.
One important example of DRDO TD is worth mention when Dr R Sreehari Rao, Ex -OS & CC R&D (ECS & LIC) and his kin’s marriage function was in Hyderabad 110 of DRDO officials was present in his kin’s wedding function and all were in TD and marriage CD recording is available but who cares it is DRDO of 1972 Arjun MBT.
If Ministry of defence audit the only TD expenses of DRDO top brasses for last 10 years they will certainly put those figure in golden words in Limca and Guinness world record because no department of government of India can beat them in this race. The utilization of flying miles are man discussion among top scientists and as per sources one present director used these flying miles in LTC and claimed the LTC too in his previous establishment matter was buried.
It appears that DOP likes to read Ruskin Bond in his US tours rather Swamy’s Handbook regarding DOPT, GOI guidelines for two year tenure postings in North-East Region, which results another CAT order for consideration of transfer of individual official of DRL Tezpur. Dr A K Singh , DOP is fully accountable for these CAT Orders of Guwahati Bench of CAT and the expenditure incurred by Government/DRDO and the individual should be cost on Dr. A K Singh based on Hon’ble Modi Ji accountability & transparency doctrine for Good Governance.

Corruption undermines social and economic stability. It threatens security and damages trust and public confidence in systems which affect people’s daily lives, its hidden costs immense.

DRDO corruption: comes under the criminality and the abuse of power by DRDO officials, either internally or externally The abuse of public power, office, or resources by government officials or employees for personal gain.
In 1980 when Smt Indira Gandhi was Prime Minister and Sh A. B. A. Ghani Khan Choudhury was union Minister Energy, Coal and irrigation. Sh Choudhury went USA to attend some official program. While returning back from US the stopover was in Frankfurt, in airport VIP lounge some foreign journalists asked Sh Choudhury regarding India’s planes and programs to meet energy requirements. Sudden unexpected situation he advocated the use of Gobar Gas to generate electricity etc. By the time he reaches India Smt Gandhi snatched the energy ministry from Sh Choudhury.
Recently on 25th Union Urban Development Minister Sh M. Venkaiah Naidu inaugurated a two-day international conference on ‘Advanced Avionics’ at the Research Centre Imarat (RCI), DRDO at Hyderabad.
The hidden agenda to invite Sh M. Venkaiah Naidu for such technical issue and which is not related to his ministry and not related to honorable academic interest was to ease the affect of Modi ji’s well derived media created line “ Chalta Hai” attitude of DRDO.
Sh M. Venkaiah Naidu and Sh G. Satheesh Reddy, Director RCI belongs to same District, Nellore and the distance of their villages between only 84 Km.
The line “ Chalta Hai” was seriously taken by DRDO in different means if the DRDO top officials really want to reply the country they should prove and set example by their output. Beside this sh Avinash Chander whiningly repeated said in his speech at seminar that we put video defence minister and Prime Minister Speeches in our website, the “ Chalta Hai” is out of context.

The truth of DRDO’s Bio toilets by IIT Kanpur – Bio-toilets developed by the Indian Railways and Defence Research and Development Organization have earned praise from Prime Minister Manmohan Singh, but IIT scientists say they are neither environment-friendly nor suitable for trains.
IIT-Kanpur and Research Design and Standards Organisation (RDSO) had developed a zero discharge toilet that the railways tried but rejected. Tare said the zero discharge toilet was superior to the bio-toilet project. “The bio-toilet is based on misinformation,” he said. “With every flush, untreated waste is expelled through different levels and finally on the tracks.”
Why the DRDO win race from IIT K because they passed the mechanism of fooling/ provision of motivation to the ministry bureaucrats to the railway officials. The game practice was developed by DRDO TOT division in the time of Maj Gen Umang Kappor.
It is purely money game between railway official and DRDO officials with help of companies who got TOT with DRDO.
The claim for rural area bio toilet technology not new according to the Nordic Ministercounsil in 1982 there were 300,000 composting toilets being used throughout Scandinavia.
DRDO signed MOU and “DRDO to install bio toilet systems in 1000 gram panchayats across the country,” Ramesh told. (UPA Minister Mr Jayaram Ramesh)
“We (the Ministry) will pay for it completely,” the Minister said.
DRDO will install these bio toilet systems in 1000 with their beloved suppliers who got TOT with them at undisclosed premium.
As per DRDE senior scientist the so called Bacteria from Antarctica of DRDO bio-toilets commonly available in cow dung.
As per wikipedia James Bannehr, he took out a patent for the process (No. 1316, dated 28 May 1860). Among his works bearing on the subject were: “The Advantages of the Dry Earth System”, 1868; “The Impossibility overcome: or the Inoffensive, Safe, and Economical Disposal of the Refuse of Towns and Villages”, 1870; “The Dry Earth System”, 1871; “Town Refuse, the Remedy for Local Taxation”, 1872, and “National Health and Wealth promoted by the general adoption of the Dry Earth System”, 1873.
The game is in the name of technology and DRDO brand name just increased the price in multifold and loot the tax payers money.
Inauguration of first fixed bio-toilet at Tata Steel works – The bio-toilet uses an innovative, affordable, durable and eco-friendly construction solution developed by Tata Steel under the brand `Nest-In’ and uses the Nest-In methodology for wall construction and has a bio-digester for solid waste disposal. The unit has two toilets of 27 sq ft , one each for male and female workers. Both the toilets are fitted with electrical and plumbing fittings, etc.
Why not they go for DRDO bio-toilet? if it worth economical viable and Rural Ministry adopted for mass installation, in this connection a scientist from DRDO already complaint to CVC.

Venkaiah pushes for promotion of DRDO civilian technologies
Union Urban Development Minister M. Venkaiah Naidu said that his ministry intended to promote bio-digester toilets and other civilian technologies developed by the Defence Research and Development Organisation (DRDO) in a big way.
Talking to reporters after inaugurating a two-day international conference on ‘Advanced Avionics’ at the Research Centre Imarat (RCI) here on Monday, he said there was a need to take advantage of science and technology to better the lives of common people. He said that although there was no dearth of onion production, there was still a shortage. Technology developed to preserve onions for longer periods can be used to overcome the shortage.
Citing examples of mosquito repellents, mobile water treatment plants, high nutrient value packaged food and medical equipment developed by DRDO, he said these were no ordinary innovations. Observing that the aim was to make the life of common more comfortable, he said that his ministry would OFFER incentives to State governments to implement necessary schemes.
Mr. Naidu said that a new mission in place of JNNRUM was in the advanced stage of finalisation. As part of the nationwide launch of Pradhan Mantri Jan-Dhana Yojana, he will inaugurate the scheme in Hyderabad on August 28. Under the scheme, a person having a bank account will become eligible for life insurance worth Rs.1 lakh.
Earlier, inaugurating the conference, he lauded the RCI’s contribution to the development of different missiles. He said, “We have achieved great strides in missile technologies. But we are importing most of our defence equipment. The government wants to reduce this considerably. We want to establish manufacturing facilities in India to cut imports,” the Minister added.
Recalling that Prime Minister Narendra Modi had announced that India should be able to export military hardware to other nations in the next 10 years, he said that a large quality manufacturing base was required to achieve it.
Scientific Advisor to Defence Minister and Director-General DRDO, Avinash Chander, referred to different technologies developed by RCI for missiles over the years and said whenever India was challenged by the denial of technology, the country rose to the occasion. “You deny, we prosper has been our motto,” he quipped.
V.G. Sekaran, Director General, Missiles and Strategic Systems, DRDO, said the field of avionics was witnessing fast-paced technological innovations and wanted scientists to configure systems that would take care of future requirements.
RCI Director, G. Satheesh Reddy, who gave an overview of the work done at RCI in the last 25 years, said the institution was gearing up to undertake futuristic research and make products that would be the first of their kind.
The conference is being organised to mark the conclusion of the silver jubilee celebrations of RCI.

A Naik Subedar with Army was today arrested by city police on the charge of sharing information about strategic locations of Army bases and deployment of units with a woman, suspected to be a Pakistani national, through the Internet.
The accused was identified as Patan Kumar Poddar, Naik Subedar of EME Unit at Secunderabad.
Commissioner’s Task Force, in liaison with Army authorities, arrested Poddar acting on a tip-off, Hyderabad Police Commissioner M Mahender Reddy said in a press release.
According to police, Poddar was also involved in a network MARKETINGbusiness for a company named ‘Secured Life’, and had tried to persuade his colleagues in the Army to join his network.
His posting provided him opportunity to target the defence personnel who came into contact with him mainly for train reservations, police said.
Some time ago a woman, apparently a Pakistani national, befriended him through social media, and got him to give her information about Army’s strategic locations and deployment of some defence units, the Commissioner said.
She had shared with him her nude pictures to entice him, according to the investigation officer. “We will check his emails and his social media accounts to verify this,” said the officer.
Poddar spoke with several Army personnel and gathered information about locations of artillery regiments, commands, corps, division headquarters, etc.
Police have registered a case under Official Secrets Act (for espionage) as well as under Prize Chits Money Circulation Banning Act, 1977 (for getting involved in the network MARKETING business) against him. At present he has been lodged in judicial custody.

It is also observed that the individuals who received such diploma/ degrees were also received lump sum incentive grants for acquiring higher qualification as per DOPT OM No. 1/2/89-Estt Pay-I dated 9.4.99 but their respective acquired qualifications were not duly verified by DRDO

Hyderabad: A senior DRDO official suffered injuries after he was attacked with a razor blade by a juvenile pickpocket on Sunday who managed to escape even after being caught for stealing a cell phone in the crowded Charminar area.
Regional Director of a Koraput-based DRDO unit R K Satpathy, who suffered injuries below his chest after the teenager attacked him with a blade, was immediately rushed to a government hospital and his condition was stated to be out of danger, police said.
A group of 15 officials of the Defence Research and Development Organisation (DRDO) had come to the city to attend a seminar.
Satpathy, along with his colleagues, went to the Charminar area for sight-seeing and shopping, Deputy Commissioner of Police (South Zone) Sarvashresth Tripathi said.
Taking advantage of the crowded area, a 16-year-old boy snatched a cell phone from the pocket of Satpathy’s colleague Logaonkar.
His other colleagues and some locals immediately chased the teenager and caught him and handed over the boy to Satpathy, the DCP told PTI.
“After catching the teenager, who is a pickpocket and addicted to sniffing whitener, they alerted the police. Even as Satpathy was holding the boy he took out a shaving blade and attacked him and fled away,” Tripathi explained.
“The DRDO official was immediately rushed to a government hospital and his condition was out of danger,” the senior police official said.
The boy, whose identification has been established, was recently arrested in a chain-snatching case and for quarrelling with a local person, though he was out on bail, police said.
Hussaini Alam Police booked a case on charge of attempt to murder and other charges under the relevant sections of the IPC in connection with the incident and launched a hunt to nab the juvenile.
The Regional Director of Regional Centre for Military Airworthiness was on a visit here, said Ravi Kumar Gupta, Director, Directorate of Public Interface, DRDO.
The incident has nothing to do with “DRDO affairs,” he said.
Satpathy was rushed to a hospital. “He is out of danger,” Gupta added.

Hyderabad: In a shocking incident, unknown assailants stabbed the Assistant Director of Defence Research and Development Organisation (DRDO) in the old city area here today .
The victim scientist, identified as Satyapathi was rushed to Hyderabad’s Osmania Hospital where he is undergoing treatment.
