India, US agree on arms deal, but technology transfer remains key

NEW DELHI: India and the US on Friday agreed to go in for co-development and co-production of advanced weapon systems, with Washington pushing New Delhi for early decisions on offers ranging from the next-generation Javelin anti-tank guided missiles (ATGMs) to unmanned aerial vehicles (UAVs).Modi-Chuk

But India will not jump headlong into any venture without first ensuring the US sticks to its promise to provide “ground-breaking technology” on par with its closest allies, even though the Modi government is keen to strengthen the moribund domestic defence production sector.

The decision to revive the floundering Defence Trade and Technology Initiative (DTTI) between the two countries, as also work towards the extension of the 10-year India-US defence framework, was taken after visiting US defence secretary Chuck Hagel held delegation-level talks with his Indian counterpart Arun Jaitley.
But India is still not fully convinced about the US as a reliable long-term, high-end defence supplier, given its propensity to impose sanctions and stringent export control laws. The US, however, believes it can effectively marry trade and technology, with benefits for both.

Stressing that “security, stability, freedom of sea lanes, economic development and energy” is in the interest of the two countries as well as the Asia-Pacific region, Hagel said the US wants to be a partner in India’s military modernization and recognises its needs to strengthen its defence-industrial base.
The US will be led by its under secretary of defence acquisition, technology and logistics Frank Kendall in the DTTI. The Indian points-man, in turn, will be the defence production secretary, which is a comedown from before since former national security advisor Shivshankar Menon earlier led the initiative. Jaitley, incidentally, accepted Hagel’s invite to visit Pentagon when he goes to Washington to attend the annual meetings of IMF and World Bank.

Of all the joint development and production offers, the US is especially keen to push the case for fourth-generation Javelin ATGMs, which even President Barack Obama has personally pushed with Modi. The Indian ATGM project, after all, is going to be worth over $2.5 billion. Javelin is in contention with the Israeli “Spike” tank-killing missiles to bag the project, as was earlier reported by TOI.

With the 1.13-million Indian Army grappling with a huge shortfall of 44,000 ATGMs of different types, the project involves an initial direct acquisition of the man-portable “tank killers”, with a strike range of 2.5km, followed by technology transfer to defence PSU Bharat Dynamics for large-scale indigenous manufacture. The Army is keen to equip all its 382 infantry battalions with third and fourth-generation ATGMs.

In the 50’s and 60’s the Russians supplied us with their MIG’s, T-72 tanks and other weapons. The technology was transferred at that time. What happened after that. Were you guys able to develop further from that platform and make your own planes. No. The French transferred their Mirage aircraft technology in the 70’s and 80’s. Did you develop your own from that platform. No. It took 30 years to develop a 3rd generation aircraft called the Tejas. The Arjun tank was forced on the Army. So why do you Indians keep harping about technology transfer. Even after we give you all the books and manuals and the design features for a product, your paan chewing babu’s of the DRDO and the Defence Ministry are unable to develop anything over and above that. It is way better and cheaper to employ German and Japanese engineers and scientists, pay them well in India and they will develop your arms industry for you. You don’t have much time. World War III is round the corner.

Yeah probably India should focus of Developing worlds class universities and then investing similar amount to restructure and new-hiring in DRDO.

The USA now is willing to give all the technology India wants as it knows that the idiots in DRDO cannot duplicate or build on anything. The technology for the MIG and the T-90 tanks was transferred by Russia long time ago but we are still unable to build on it and innovate based on the earlier model. It took 30 years to build the Tejas. What a joke it turned out to be. The tech for the French planes was also provided, but just to upgrade the planes they spent billions and had to send them to France. Poor show India.

PULSE OF INDIA: The fact that India is unconvinced of the reliability of US as a trustworthy defence supplier is absolutely understandable and perfect, considering the past experiences where the US had utterly failed to keep its promises on some important deals. So, it is only right for India to insist that all major deals should be fair and wherever appropriate include transfer of technology which was rightly pinpointed by the Prime Minister. The US belief that it can “effectively marry trade and technology” benefitting both is simply yet another striking example of marriage of convenience! The defence needs of India are indeed varied and important, some even urgent, but the Indian requirements are also huge and long-standing. Thus, it is important for India to ensure continuity in the supply chain which can only be achieved by establishing manufacturing facilities within the country. The keenness of US to strike deals with India on the latest weapons is also equally understandable, especially considering the money-value of the deal as well as its own role as a leading defence equipment exporter but the US should know that from now on all deals with India will have to be on a win-win situation basis! However important or urgent the defence needs are to modernize its armed forces, India should indeed not hurry or plunge into any deals without knowing the depth! India is the largest democracy in the world followed by the US but whether they have been truly friendly or why the US has failed to extend a hand of friendship befitting that status are debatable issues. The project headed by Roy, a scientist at DRDO’s explosives lab in Pune, led to the creation of Explosive Detection Kit (EDK), which makes it easy to detect all kinds of explosive, especially those used by terrorists.
The kit was launched in Washington on Friday for production and sale in the US and other countries in the region, by Crowe and Company, a South Carolina firm.
It is currently undergoing tests by US military and other security agencies but may soon be headed for use by coalition forces in Afghanistan through a non-profit.

The people of India looking forward to Sh Avinash Chander, DG, DRDO for his next visit to US for Signed MOU with “The Cookie Lady,”

The Explosive Detection Kit (EDK) was launched at the US Chamber of Commerce building in Washington. The event welcomed by all print and electronic media across the globe. Even our honorable parliament also noticed and SHRI A.K. ANTONY informed parliament against UNSTARRED Lok Sabha QUESTION NO 2583 that “The kit was launched by a US Company, Crowe & Co. On 2nd August, 2013. DRDO has granted a license on non-exclusive basis to sell EDK in countries other than India and on exclusive basis for manufacture & sales in US”

The Indian premier defence organization DRDO having annual budget of more than 10000 crores and the US firm having $ 100000 annual turnover.

What are the hidden agenda behind this event by spending crores of crores rupees as almost 10 to twelve persons along with Sh Avinash Chander’s wife ( may be own expenses) also went to US. Govt of India spends a hefty some of amount for the event to please the family of Ms Fay A Crowe, CEO, Crowe & Co, LLC without having no credential and subsequently the whole Crowe family enjoyed the dinner at Ambassador’s residence with poor tax payers money.

In India to purchase Rs 10000 item the department ask the previous experience / cliental list / turn over etc? But in the case of Crowe & Co who verified the credentials from DRDO only GOD knows.

How much money received by DRDO/ Govt of India against licensing /rights for manufacturing of EDK in USA?

Does DRDO think that this Crowe & Co with annual turnover $ 100000 can manufactured the EDK?

When DRDO’s party in the US almost went for a toss

Apparently some officials in the United States consulates in India do not seem to have received the memo about sanctions against Indian entities like the Defence Research and Development Organisation, Indian Space Research Organisation, etc, which were imposed immediately after the May 1998 Pokhran nuclear explosions, being lifted years ago.

Or, still lurking in the shadows of the US State Department are non-proliferation ayatollahs who have not forgiven India for its nuclear tests and are totally opposed to the Indo-US civilian nuclear deal.

These could be the only possible explanations why visa applications of some of the DRDO delegation members were rejected or delayed, which almost made them, miss the official launch last week of the DRDO-developed Explosive Detection Kit in Washington, which was a historic reverse technology transfer by India to the US.

But what is ironical here is that the leading research scientists from DRDO who had applied for visas and were part of the delegation slated to attend the official launch of the EDK had developed and were now transferring a technology that was going to save the continued killing of US troops from IEDs.

This visa issue had gotten so embarrassing that former Defence Secretary William Cohen, now a member of the US-India Business Council’s board of directors, who was presiding along with Ambassador Nirupama Rao at the launch, had to prevail upon Secretary of State John F Kerry and get the visas okayed.

Obviously, not wanting this visa issue to colour the growing Indo-US defence relationship, which he has been promoting assiduously, Cohen said at the outset of the launch that ‘we tend to accentuate the negative in our relationship with India over the years,’ but acknowledged that ‘this most recent snafu about getting visas cleared,’ didn’t help.

Cohen said, ‘We complain about Indian bureaucracy frequently and we only have to look at the mirror and see what happened to American bureaucracy.

‘And thanks to the activities of Secretary Kerry, who at least tried to rectify the errors that we made,’ he said.

In welcoming the DRDO delegation, Cohen said, ‘So we apologize for your delay and I know as a frequent traveller what it means to get off a plane after flying 14 hours and to come directly to a meeting such as this.’

‘So, we are honoured that you are here, embarrassed that we somehow forced you to delay your trip and not give you enough time to rest before coming.’

“This kit has a much better field deployable position than other items. We have just signed an agreement with a US company to take the technology to South America. The technology would be presented to the Columbian Defense Ministry and to Panama and across the world,” Crowe said.

It is India which holds the patent on the technology, and Crowe has paid an unspecified amount to commercialise it in the US and would also pay royalty on the EDK kits sold.

“Yes”, she said when asked if Boston bombings could have been prevented if the technology was available in the US at that time.

“I believe that it could have been deployed in Boston and with proper training if the kits were in use…at large events, it would every easy to implement a posture where you can detect explosives,” she said.

US Firm Signs Pact to Acquire DRDO’S Technology for Explosive Detection Kit

A USA based firm Crowe & Company, LLC has entered into a licensing agreement with DRDO to acquire the technology of Explosive Detection Kit developed by the High Energy Material Research Lab (HEMRL), Pune, one of the constituent laboratories of DRDO. An MoU to the effect was signed by Dr. Subhananda Rao, Director HEMRL on behalf of DRDO, and Ms. Faye Crowe, President, Crowe & Company, LLC, USA here today.

HEMRL has developed the kit for quick detection and identification of explosives that can detect and identify explosives based on any combination of nitro esters, nitramines, trinitrotoluene (TNT), dynamite or black powder. The testing requires only 3 to 5 mg of suspected sample and only 3 or 4 drops of reagents. The explosive detection kit comes packed in a box the size of a vanity case and in miniature vials that can be kept in shirt pockets. It contains reagents capable of detecting explosives, even in extremely small, trace quantities.

Crowe & Company had approached FICCI under DRDO-FICCI, ATAC programme to enter into MoU for licensing agreement with DRDO for the said technology. In the past FICCI has also facilitated a similar kind of licensing agreement for explosive detection kit between DRDO an Indian company, named, Vantage Integrated Security Solutions (P) Ltd. The DRDO – FICCI Accelerated Technology Assessment & Commercialisation (ATAC) programme is a unique initiative that aims for commercialisation of cutting edge technologies developed by various labs of DRDO for civilian applications.

Speaking on the occasion Dr. Prahlada, Distinguished Scientist & Chief Controller R&D (Aeronautics & Services Interaction), DRDO, the key architect of DRDO-FICCI ATAC initiative, said “the ATAC programme has achieved a major milestone with the US Company taking DRDO technology for use by US homeland security and for international markets.” Dr Prahlada further said that the present technology can also be helpful to control illegal trafficking of the explosive materials as it can equally detect and identify explosive materials in the pre- and post-blast scenarios.

Mr S. Sundaresh, Distinguished Scientist & Chief Controller R&D (Armaments & Combat Engg.) stated that the technology is very effective and is in use by Indian security forces and would now help the international community also. Speaking on the occasion Dr. Subhananda Rao, Distinguished Scientist & Director HEMRL, Pune informed that through the explosive detection kit, the security forces can instantly identify the explosive that was used for the detonation in the aftermath of a blast. They just have to take a sample of the residues from the scene of the crime and test it against the chemicals given in the kit. The change in colour tells them if the explosive used is RDX, TNT, PETN or any other chemical. Highlighting the features of the technology Mr S. Radhakrishnan, Director, DIITM, DRDO informed that the present technology is being widely used by the bomb detection squads of the Indian Army, paramilitary and police in Jammu and Kashmir, Assam, Maharashtra, Gujarat, Andhra Pradesh and Tamil Nadu. Mr Radhakrishnan further informed that the present licensing agreement with M/s Crowe & Company is a major milestone and it also signifies DRDO solution for a global problem.

Ms Faye Crowe, President of Crowe & Company said that after getting the necessary approvals from the US regulatory institutions they are planning to introduce the explosive detection kit to the US army and US homeland security forces and in other international markets.

‘The LCA won’t take off in the near future’

The Light Combat Aircraft is perhaps the most ambitious of all DRDO projects. But 17 years and four postponements of its test flight later, the multi-role fighter meant to replace the MiG-21 is still a dream.

What has happened to the LCA, the most technologically complex challenge that DRDO had taken up? Air force officers, DRDO scientists and defence experts say it remains grounded because of “scores of technical problems.”

The delay has hurt the air force badly and dented the DRDO’s image. A country that has not designed a jet fighter in decades had been waiting long for one. India had designed and produced the HF-24 aircraft in the early 1960s, but its engine was British.

Such was the enthusiasm behind the LCA that in 1985 the then prime minister Rajiv Gandhi showcased it as a symbol of the new era of co-operation and friendship between India and the United States. Gandhi even overrode the claims of the French and Germans who had been collaborating with DRDO and the Bangalore-based Hindustan Aeronautical Limited for the LCA production.

The original deadline to fly the aircraft was 1993. The cost, Rs 5.6 billion. The DRDO and HAL did roll out an LCA in the presence of then prime minister P V Narasimha Rao on November 17, 1995. DRDO top brass then announced that the maiden flight would take place in early 1997. The dates were revised to June 1998 and then to February 1999.

Years passed by, but no test flight took place. Today the deadline for the LCA has become a joke in defence circles.

The most scathing criticism of the project came from the Comptroller and Auditor General of India who, in his 1999 report, said: ‘Even at the end of 1998, the LCA had not crossed the development stage. Its production and induction into the air force remains only a distant possibility.’

The CAG report went on to add that the airframe for LCA developed by the DRDO’s Bangalore laboratory, the Aeronautical Development Agency ‘is deficient in vital parameters of aerodynamic configuration, volume and most importantly, the weight.’

The first phase of the project consumed Rs 25 billion, overshooting the estimated Rs 5.6 billion. Worse, due to the delay, the air force was compelled to upgrade its MiG Bis aircraft at a cost of Rs 21.35 billion.

Scientists at DRDO, ADA and HAL concede one thing: the LCA has run into some serious technical problems. LCA is a meticulous fly-by-wire aircraft, which is critically dependent on software to fly.

“But over the years, we have not been successful in fully testing the software. Therefore, we face difficulties in integrating the system,” admits an engineer at HAL.

Since the aircraft depends on computers, no pilot wants to risk a flight test without thoroughly validating the system. Scientists say the trials intended to test the dynamic stability of the airframe and the LCA’s engine-flight control system has been successful. Though the engine and the electronics are in the advanced test mode, the aircraft’s ability to withstand low pressure and temperature at high altitudes is suspect.

“There is reason enough to worry that the LCA will not take off in the near future,” says Bangalore-based aviation expert P N Srivastava.

I feel the delay is primarily due to the fact that it took years for a country like India to get the advanced technology for the project,” he says. “The idea for LCA was born without having any requisite technology on our side,” Srivastava points out.

DRDO officials put forward one reason for the project delay — sanctions from the United States after the Pokhran nuclear blasts. In a bid to force India to put the nuclear genie back into the bottle, the US has pulled out of the project soon after the tests.

Thus, just one week after the explosions in May 1998, many scientists working on different fields linked to the LCA at aerospace giant Lockheed Martin in Binghamton, New York, were asked to pack their bags for India by the United States. The Indian engineers were working to validate a computerised control law software for onboard computers which will ultimately fly the aircraft.

As it imposed sanctions, the US also denied key components like hydraulic actuators — that help manoeuvre the aircraft, gain altitude and determine the trajectory — and the ring-laser gyros to make inertial navigation systems.

“One of the main reasons for the delay is that technological sanctions from the US hit us badly. Had it not been for the nuclear blasts, our deadline to test fly the aircraft would have been successful in December 1998,” says a senior DRDO official.

Lockheed Martin refused to give the DRDO the flight control computer, which was in the US for testing, when sanctions were announced, he added.

Another major hurdle for DRDO is the LCA’s engine. As per its agreement with the US, India was allowed to purchase frontline 404 engines from General Electric. In fact, DRDO imported 11 such engines and fitted them on to the early versions of the aircraft, pending the development of the indigenous Kaveri engine being developed by Bangalore’s Gas Turbine Research Establishment.

But after the nuclear tests, GE withdrew its technical support personnel from India and DRDO was forced to depend only on Kaveri. Sources now say it will take at least two years to determine whether Kaveri engines can withstand the low pressure and temperature at high altitudes.

No one at DRDO, ADA and HAL believes that the LCA will fly before 2005.

Experts say the delay should be examined in the context of a country that has not designed and produced a jet fighter since the 1960s. Development of every vital component of the LCA — airframe, multimode radar, flight control system, Kaveri engine, digital electronic engine control – are said to be beset with problems.

Scientists at DRDO, for their part, hold the defence ministry partially responsible for the delay. Between 1990 and 1994, all work came to a virtual standstill as the defence ministry refused to release the much-needed foreign exchange because of economic stringency.

But the biggest worry for DRDO is not the bureaucratic delays and sanctions, but the Indian air force. Faced with diminishing number of its ageing fleet, the IAF holds DRDO responsible for promising to deliver the LCA before year 2,000, thereby considerably upsetting many of its aircraft acquisition plans.

Suspecting that DRDO will never deliver the LCA, the IAF has now embarked on an ambitious project to upgrade 100 MiG-21 aircraft.

Despite the heavy odds, DRDO still remains confident that it will roll out the country’s first indigenous aircraft before 2002.

We will induct 200 LCAs into the Indian Air Force between 2003 and 2010,” Dr Abdul Kalam told a group of aeronautical scientists before he handed over DRDO’s charges to Dr Vasudev K Aatre.

But there aren’t many who believe that promise will be fulfilled.

DRDO’s Nag missile fails in user trials

New Delhi: The long-delayed Nag anti-tank missile project of the DRDO has suffered yet another setback as its user trials held recently failed.

In the trials held in Rajasthan in presence of senior Lt Gen-rank officers from the Army and top DRDO officials, the modified carrier of the missile called NAMICA also under-performed, DRDO sources told a news agency here.

In the trials held at the Mahajan firing range, four Nag missiles were fired of which only one could hit the target whereas the remaining failed to do so due to glitches in the equipment on-board the weapon, they said.

Army officials present at the test-firings were not happy with the performance of the missile and have asked the defence research agency to come better prepared for the trials to be held in the future, they said.

The missile has been under development as part of the Integrated Guided Missile Development Program (IGMDP) initiated in early 1980s and is now expected to take few more years to reach the induction stage.

Sources said the carrier of the Nag missile called NAMICA — a modified Russian-origin BMP-II personnel carrier, also failed to satisfy the users in displaying its capabilities in water during the trials.

However, the NAMICA met the requirements of the user in terms of its cross-country capabilities, they said.

When contacted for his reaction, DRDO spokesperson Ravi Gupta said the trials were a “partial success”.

“The Advanced Target Acquisition systems with both the Gunner and Commander have performed well,” he claimed.

The spokesperson said these trials have “brought out certain deviations in the engine performance of the NAMICA BMP-II and those were being assessed by the experts.”

So far, DRDO has carried out more than 50 test-launches of the missile since it started its development in the 80s.

The DRDO is also working on developing the helicopter-launched Nag missile called the HELINA and its trials are also expected to be held soon.

The Indian Army has been awaiting the induction of the Nag missile for a long time now. In absence of any indigenous system, it uses the French-origin Milan anti-tank missiles and is also in negotiations with the US for procuring a significant number of Javelin anti-tank guided missiles.
