Recruitment & Promotions in DRDO for DRTC are governed by DRDO Technical Cadre Recruitment Rules, 2000 notified vide number SRO 296 dated 05 December 2000 as amended framed by Ministry of Defence, Government of India. There is provision of recruitment of STA-B through LDCE under Rule 5(5) of DRDO Technical Cadre Recruitment Rules, 2000.
DMSRDE, Kanpur is an establishment under Materials Cluster of DRDO. LDCE 2012 for DRTC was conducted by DMSRDE for recruitment of STA -B and Mr. Ajay Kishore Sharan, STA -B (presently posted in Applied Chemistry Division, DMSRDE) was recruited on post of STA -B through LDCE 2012.

Note – It is alleged that Mr. Ajay Kishore Sharan, -B was recruited on post of STA ‘B’ through LDCE 2012 at DMSRDE, Kanpur on the basis of un recognized degree from UGC and his qualifying degree of B. Sc. Psychology is not covered under Rule 5(5) and Schedule II of DRDO Technical Cadre Recruitment Rules, 2000.
The recruitment of Mr. Ajay Kishore Sharan is provisional on post of STA ‘B’. Therefore the recruitment of Mr. Ajay Kishore Sharan, STA -B was made with gross violation of DRDO Technical Cadre Recruitment Rules, 2000 and Corruption by Dr. Arvind Kumar Saxena, Director, DMSRDE, Kanpur.

However, every Director of DRDO Labs has fixed their own agent (supplier) who can supply from needle to missile components or any high tech components/systems. In fact to this agent is always behind each and every supply national or international. This agent searches the world market and identifies a manufacturer / suppliers and obtains the details & specification and passed to Director for further procurement.
The following case is the example of modus oprendi of procurement case which directly benefit the lab director.
DMSRDE wanted to procure 50 Lit. High Temperature Reaction System.
Dr A K Saxena, Director, DMSRDE, DRDO , Kanpur discussed this requirement with his pet supplier M/s Manglam Traders, Kanpur
Mr Anish Gupta from M/s Manglam Traders sends a mail to Dr A K Saxena on 6th December 2011
Subject: “Offer for High Temp. Reaction Unit”
“The line diagram attached is not exactly as per their offer, they have forwarded us understand it will be somehow like the same. As per our line of requirement they will send us in 2 to 3 days.” Attached two file with this mail
4. Dr A K Saxena forwarded this mail to Sh J N Srivastava , Scientist ‘F’ indenter on 22 Dec 2011. 5. The DMSRDE_Techno-Commercial_Reaction-unit-50 lit proposal was originally send by the manufacturer “De Dietrich Process Systems India Pvt. Ltd, Mumbai” REF: DDI/DMSRDE/534. DATE: 30th Nov 2011. In thirteen page proposal with specification and terms of condition and in page ten of price quoted Rs 62,50,000/- .
6. In DRDO procurement policy lab Directors have power to sign up to 50 lakhs only. Since the cost was escalating the limit, so Dr A K Saxena asked M/s Manglam to split the quote. 7. As desired by Dr A K Saxena, Mr Anish, partner of M/s Manglam again send a mail on 27th Feb 2012

“As per your discussion held with Mr. Manish enclosed please find here polycarbosilane reactor splitted in two quotes along with their technical prposal and specs for Tender Enquriy”. Attached five files with this mail

Amazing, a supplier dictates the specifications and quotations details of tender enquiry this is the harsh reality and modus oprendi of DRDO procurement scenario. 12. 13 Reactor was deliberately split into two parts in budget forecast and two separate FBE numbers allotted to bring the purchase within Director’s power by Dr A K Saxena. 14. Two Technical Evaluation Committees one headed by Dr. D N Tiphati and the other by Mr. Darshan Lal clear the split cases and Dr. Sarfaz Alam Chairman of Store Purchase Committee clears these split cases on the same day. 15. Mr J N Srivastava, Scientist ‘F’ indenter protests by saying that “The splitting of one item into two is against the purchase procedure of DRDO and CVC’s guidelines“. Dr A K Saxena forced him to process case in split way because of DRDO Directors having absolute power and absolute power means absolute corruption.. 16. However on 12th October 2013, Dr A K Saxena sends a memo DP/15 to Mr J N Srivastava strangely enquiring as to why this case of reactor was split and not purchased as a single unit. Dr A K Saxena is not satisfied with the reply of Mr J N Srivastava that he was instructed by Dr. Ashok Rajan the programme Director to indent and instead pressurizing Mr J N Srivastava to justify the unjustable. 17. Till date the reactor was not assembled and poor tax payer money was wasted, although the payment was not cleared but manpower cost of project was wasted in the interest of Dr A K Saxena. 18. Poly-di-methyle-saline (PDMS) cannot be processed and converted into Polycarbosailine as a product without assembling both the parts of reactor. 19. Poly-di-methyle-saline (PDMS) already purchased worth lakhs of rupees from Dr A K saxena’s pet supplier (Mr Anish Gupta) The PDMS case will send separately. 20. Dr A K Saxena violated all the laid down DRDO procurement rules mentioned above. 21. It is requested that the case may thoroughly examined keeping mind to cost to benefit ratio and the role of DRDO Hqrs rep and PCDA (R&D) involvement. Fix the accountabilities and booked the culprits at the earliest.

CEPTAM was constituted with aim and objective to recruit the technical/ scientific/ admin allied man power, who can be the workforce in major national DRDO projects.
DRDO Hqrs made it a mockery and laughing object. DRDO has violated SRO from beginning of CEPTAM and there are several cases pending in CAT/High courts all across the India.
The recent recruitment drive tells a different story.
CEPTAM – 06 Advertisement Published in Employment News dated 04-10th May, 2013.
No of post advertised in various categories – 844
Approximately 5 lakhs application received (excluding hundreds of applications misplaced)
Approximately 1 lakh applications were rejected for silly reasons (example followed)
Approximately 2 lakhs candidates not able to appear for examination held on 25th August 2013
Approximately 3 lakhs candidates deprived by Sh Rajesh Goyal, Director, CEPTAM
It is very big question, how DRDO can give permission to Sh Rajesh Goyal, Director, CEPTAM to play with fundamental right of young citizen of India.

Why this SMS system introduced by Sh Rajesh Goyal, Director, CEPTAM
Approximately 5 Lakhs application received and each applicant paid Rs 3 for each SMS registration.
Total money received by CEPTAM 15 Lakhs
The contract was cooked with M/s MILLENNIUM SYSTEMS a computer peripheral supplier and well connected with Sh Rajesh Goyal since he was in ISSA. Anyone can verify these things with back record of firms supply orders vs with Sh Rajesh Goyal’s involvements. The M/s MILLENNIUM SYSTEMS website http://milsys.co.in is shown the order of client list. If 5 lakhs applicants registered the money was huge 15 Lakhs and in open market bulk SMS service providers 6 to 7 paisa /SMS so any one can work out the play in this contract. The CEPTAM did not give this contract through DAVP shows the corruption angle.

Q-6. Is it necessary to send application after registering through SMS?
A-6. YES. Without registration number application will not be accepted. It is FIRST STEP for Applying for any post. (Note: Register for each post code separately if you are applying for more than one post code and get registration for each post code.)

2. In above application form the marked box for office use only so hundreds of candidates not filled the SMS registration, result in this basis CEPTAM rejected their applications, who is responsible. Is DRDO ready to repay the money/time wasted by individuals?
Question is whether this kind of provision for like diesel mechanic posts and for SC/ST candidates who belong to rural areas and do not have access or are familiar with internet to verify or clear their issues, is allowed by government of India?

3. The CEPTAM asked applications by ordinary post and other option were put in 2 boxes in both gates of Metcalf House and 1 box in front of CEPTAM entrance. There was no mechanism to acknowledge applications. So what happened to hundreds of hundreds candidates who spent their days in front of CEPTAM reception but could not get their admit cards because simply they were told that their application was not found. If so then CEPTAM should show their accounts about how many postal orders they enchased against each application. The total number of available applications & postal orders will never match. There is no other example in entire government of India or PSU, Banks where application acknowledgement mechanism is not applied. CEPTAM violated fundamental right of young citizens of India.

4. Approximately 2 lakhs candidates could not appear due to wrongly assigned examination centers. It is not possible that the huge number of candidates themselves asked for the centre, this whole thing is deliberately done by CEPTAM on the direction of Sh Rajesh Goyal or otherwise it is clearly proved that he is incompetent to handle such a task. Please find some examples of admit cards issued by CEPTAM.

5. Although CEPTAM corrected some centre errors and provided that list on the website but numbers (First list -89, http://drdo.gov.in/drdo/ceptam/CityChangeList.pdf second list 54 http://drdo.gov.in/drdo/ceptam/CityAndPCDlist.pdf) were few in respect to the numbers of candidates who were not able to appear i.e. 2 Lakhs.
6. There are many example in which any one can see, how Sh Rajesh Goyal, Director chose data entry firms who played with the future of young India.

In one of my RTIs, I have requested information regarding selection boards’ expert members, because it is observed that Sh Rajesh Goyal, Director, CEPTAM engaged his wife, his co-brother and other blood relation persons as expert in different selection boards all over India. Like Dr Madhu (Madhuri) Goyal , Mr M C Goyal, Mr Sekher Gupta, Mr Anupam Gupta . The act of Sh Rajesh Goyal, Director, CEPTAM assigning his relatives as experts violated the laid down rules CCS rules. No prior approval from competent authority was taken in this regards. This act can give liberty to do manipulation in recruitment. My RTI dated 2nd May 2013 and CPIO, CEPTAM Reply is enclosed here with for your ready reference. 8. Please find enclosed list of the name and phone numbers of some candidates from whom you can visualize how CEPTAM, DRDO played with the future of young Indians for their own vested interest. (List enclosed as annexure)
Sir, above all examples are enough evidences to investigate the CEPTAM-06 recruitment drive, beside this lot of complaint already received by honorable Defence Minister and various authorities. The 11 persons arrested by the Bangalore police on Wednesday on the charge of plotting terror strikes in Karnataka, were remanded in police custody for 14 days by a judicial magistrate here on Thursday. Defence Research and Development Organisation, where suspect Aijaz Ahmed Mirza was employed as a junior research fellow, issued a release on Friday, saying Mirza “was not involved in any sensitive work and, as such, no sensitive/classified information has been compromised.”
“Disciplinary action as per Government of India rules is being taken [against Aijaz],” it said adding Mirza’s antecedents were verified before he was taken in.
Even as the police remained tight-lipped, heads of various Muslim organisations, at a press conference, expressed concern at the developments. Students Islamic Organisation (SIO) State president Ashfaq Ahmed said journalist Muthi-ur-Rahman Siddiqui was a listed member of the SIO and the Jamaat-e-Islami.
Jamaat leader Moulana Wahiduddin Khan said, “If those arrested are found guilty, they should be punished by all means.” But he called for more transparency on the part of the police. “Why is it that terrorists from a certain community are always arrested when elections are near,” he asked.
At another press conference, Muthi-ur-Rahman’s brother Ata-ur-Rahman said: “My heart says my brother is innocent.” Meanwhile, the Central Crime Branch of Bangalore police arrested Ubed-ul-Rahman, an MBA student, in Hyderabad.

In a report from Bangalore published in the issue of August 31, headlined “Journalist among 11 arrested for ‘plotting terror in Karnataka’,” the description of some journalists who were purportedly targeted by the alleged plotters as ones “known for their virulent anti-minority columns” was unfair and unwarranted, and escaped gatekeeping mechanisms that are in place to keep such editorialising comments out of the news columns of this newspaper. That description, as well as the loose and imprecise reference to the “divergent ideologies” of two terrorist organisations are regretted and may be deemed as withdrawn. — The Editor

7. Brief facts of the case:
The official address of SF Complex is “SF COMPLEX, AIRPORT TERMINAL BUILDING, JAGDALPUR-494001”. SFC Employees are given appointment letters with above address as reporting place. But, all are forced to report at the above address as well as at its work centre located at Girola village, Bakawand block, Bastar district. This location is completely out of 40 Kms away from municipality (Jagdalpur) of the official address.
As per rule they should report at the place of posting as per the appointment letter. But it is not so. Is it (forcing to report at other place) not violation of an employee’s right to report at the posting place? The management says that reporting place is at Girola and same time management says Airport terminal building, Jagdalpur. It is clear cut case of harassment of employees of SF Complex.
One example: one of the scientists, named Shri Kushal Sahoo, was killed in an accident near Bakawand last year while returning from the Girola site to Jagdalpur in Bolero vehicle. Bakawand police station filed FIR and accident report (can refer the same with the police station). When settling the case the DRDO HQs asked the official movement order to consider it as death while performing duty. As the movement order was not issued actually for him and few more travelling in the same vehicle they were also injured, management of SF Complex made a statement of case stating that “Kusahl Sahoo is travelling for the purpose of meeting at Airport Terminal Building, Jagdalpur office”.
If the travelling from Jagdalpur to Girola and back is official and as per the rule and the rule position should be clear for all for management, employees and the general public. After this accident all the staff of SF Complex Jagdalpur took a decision and reported at posting place only. This happened for two days and later management has interfered and threatened to them for report at Girola and told them if they will not report at Girola, will get termination letter. Employees were forced to report at Girola. It is a violation of Human Right? Reporting at posting place is not correct? Then why appointment letters were given like that? DRDO has to duty to provide them proper necessary papers as per rule position of Central Government.
The requested information is not come under 8(1) (a) and 24 (1) of the RTI Act at all because the information asked not in the nature of secrecy like The copy of fitness certificates of those vehicles which carries the employees daily to Girola plant site from SF Complex from competent authority. This the major concern of family and friends of employees of SF complex for their safety and well beings. For mere few thousand Rupees from contractors as bribe the Top DRDO officials playing with the life of SF Complex Employees.
The required information is fall under corruption and as well as violation human right and therefore in any means it is not come under schedule –II exemption of RTI Act 2005.
