As you very well aware the complaints against Dr.Arvind Kumar Saxena, Director, DMSRDE, Kanpur and estimated amount involved in corruption is about 7.5 crore is a tip of ice berg only.

Sh. Avinash Chander (Padam Shree) appointed 1^st FFIC under Chairmanship of Dr.S.S. Negi, Scientist ‘H’ as Chairman and Shri Manoj Bali , Scientist ‘G’ and Shri Jagdeep, Scientist ‘F’ as members of FFIC. This FFIC visited DMSRDE, Kanpur on 13-14 March 2014 and submitted FFIC report in a speedy manner in April 2014. This illegal committee submitted fake report as directed by Shri Avinash Chander who patronage Dr. AK Saxena and in lieu of obedience both Dr.SS Negi and Manoj Bali were awarded by big boss.

You are aware that Dr. SS Negi has been appointed as Director, IRDE, Dehradun and Shri Manoj Bali, Scientist ‘G’ is promoted as Scientist ‘H’ superseded 55 senior scientists as his senirity roll no is 71, despite several honest and eligible scientists have been ignored.

You have been appointed as Chairman of 2^nd FFIC by big boss with same hope that you also show your loyalty and obedience towards him but your honesty came in path and you still not submitted the report to big boss and not giving clean chit to Dr. AK Saxena who is very close friend of mini DG & DOP Dr. A.K. Singh. Thereby your name is not in today list of promotes for the year 2014 for Distinguished Scientist. May be it will come in supplementary list?

You are fully aware that now Government has been changed and our Prime Minister is not happy with DRDO’s Chalta hai attitude, for FFIC as maximum time for submission report is three months as per DOPT Inquiry Manual, CVC expects preliminary investigation to be completed within three months.

You have visited DMSRDE, Kanpur on 09-10, July 2014 and completed the FFI. Now third month is coming to end soon and Director (Vigilance), MOD has sought Director (Vigilance & Security), DRDO for consolidated report by his letter dated 04 August 2014.

In recent judgment of Madras High Court, Hon’ble justice commented “Scientist have no excuse that they have no administrative knowledge” and thereby two great senior officials have been sentenced three week imprisonment. Although DRDO हाथ क़ानून से भी लम्बे है today they filed SLP in Supreme Court and got time further with the help of poor tax payers money. पर कब तक ?

Don’t worry sir, one chance still there for you with for being DS in case you submit true report solely based on voice of your sole. You remember that “गरीबों की सुनो वो तुम्हारी सुनेगा, इस साल नहीं हुआ लेकिन अगले साल प्रमोशन होगा”.

क्योंकि अगले असेसमेंट तक अविनाश चन्दर जी तो होंगे नहीं मोदी जी २ अक्टूबर को झाड़ू लगा कर भारत को स्वच्छ बनाने का अभियान छेड़ रहे , भाई साहेब अब सफाई तो होगी ही उसको कोई नहीं रोक सकता ।

You submit the report to justice with poor tax payers money so that culprits of corruption in DMSRDE could be punished CVC and higher authorities.

What happened if you are in hit list of Director?

In DRDO there is no HR policy, although the post of CC R&D HR and a big HR directorate under him working in DRDO Hqrs but they are working with sole aim and object that how to execute and manage the unethical/ unconstitutional demands of DG, DRDO to all establishment heads.

Generally these demands are to adjust their beloved by any means like Smt. T Chandra Bhanu or Ms Geetha or Ms Swati Srivastva or Ms Dolly Bansal recruitment cases. Some cases come out from the four walls of DRDO but inside DRDO everyone knows this practice is continue carryon in DRDO by so called DRDO,HRD like adjustment of Commander Patel, Ex- SA’s daughter, CEPTAM Chairman’s son, Ex- Scientist ‘G’ in DEAL who was head of HRD, DEAL adjust his son Sh Saket Jain with all farzi certificates.

It is very well proven DRDO HRD can do any dam thing under wish of their AAKAS whether harassment of any individual from class IV employee to Scientist ‘H’. There is no moral exists in DRDO, HRD n numbers of examples available of transfers cases, manipulating in ACR/APAR’s, Awards to incompetents, authentication of false claims, list is too long.

The following case of Sh M R Gupta, TO ‘C’ is a clear cut case of dictatorship of DRDO officials, several years torture now Sh M R Gupta become chronic depression case.

Sh M R Gupta joined as JSA-II in 1979 in GTRE, DRDO, Bangalore, transferred to IRDE, Dehradun and subsequently joined DEAL as SSA in October 1987.

Up to 1986 his ACR’s was very good and enjoyed regular growth, but the day when then Director, IRDE Dr O P Nijhawan raised his eyebrow and put him in hit list, the bad days started and Sh M R Gupta’s service journey till date exposes the DRDO HR policy.

His 1987 ACR reflects the real bossism of Mr O P Nijhawan number dropped to 62

As IETE graduate Sh M R Gupta applied for the post of Assistant executive engineer in I & B through UPSC and got selected but Dr O P Nijhawan not supplied his 1987 ACR so he was deprived to get post.

Dr. O P Nijhawan’s effect also passed to DEAL and it was always made confirm that any advantage should not passed to Sh M R Gupta,

Sh M R Gupta qualified 9 times LDCE examination of Scientist ‘B’, the RTI revealed that RAC maintained the boss wishes. No one imagine the act of RAC officials.

Sh M R Gupta‘s ACR/ APAR of 1995 and 96 was found blank.

The 2004 ACR/APAR was reviewed by Sh Y P Sehgal, Ex Sc ‘G’ illegally as Sh M R Gupta was never worked with him and put adverse remark “ One disciplinary case is with DRDO Hqrs” and remark was duly approved by the Director, Sh Ashok Sen and it was not even communicated to Sh M R Gupta.

DRDO having very common scenarios that if one official is in hit list then all chamchas never leave any chance to fix him to make happy the boss.

In case of Sh M R Gupta same thing happened, several attempts were done to harm, Dr. B S Jassal throw his wife’s medical bill for unforeseen reason and exchanged heat argument, in those argument frustrated Sh M R Gupta told him that I will jumped from the building, very next movement the explanation call with initiation of disciplinary action raised against him.

In 2004 Sh Mahakar Singh, Sc ‘G’ also demonstrated the extreme loyalty and one incident he scrimmage with Sh M R Gupta in his office room, next moment the room was sealed and an ION was served and an inquiry was constituted in a hurry and stage was set for dismiss Sh M R Gupta. By grace of God Sh M R Gupta approached local police and case was registered, subsequently after lower court to high court and again to lower court Sh Mahakar Singh rendered his apology in front of Session Judge, Dehradun and matter was closed.

This is not a single case, the HR policy ingest lot of DRDO officials by heart attack, High blood pressure, increasing number of bye passes, inserting stunts, depressions or exodus.

RTI is only weapon to correct the mind of so called Dictators of DRDO

Dear friends of DRDO,

Following inputs being published for awareness of all DRDO officials. All of them are experiencing the arbitrariness of entire DRDO‘s Lab directors. Every year you all are silent spectators of this arbitrary conduct of the respective lab directors when DRDS or DRTC promotion’s results are declared.

Few days’ frustration looks are seen on the faces of few but again they indulge in the same cycle. If you seriously observe the health condition of DRDO scientists, this time every year a bitter sip of humiliation distorted the life and health conditions of each one.

It is not because of their failure in assessment. It is because of the success of those incompetent / working on non-scientific assignments.

Earlier in days of beginning of 90’s this kind of push pull was not done openly or in a big way. One or two cases were seen in entire DRDO, but nowadays Directors, New born DG’s, DRDO Hqrs beloved boys are fully creating dadagiri and clearing/helping incompetent and ignoring all those who are seriously involved in scientific research and development.

Although the exodus ratio dropout because of two reasons. One, the world economic recession and two, the VIth pay commission hike in pay package of scientists, but this frustration directly affected their output and as well as their daily life. The enthusiasm of young scientists is lost in DRDO and now they are involved to mint money in all means. An example would be like the LTC 80 scam of Metcalf house is a clear signal of the mindset of the new generation of DRDO team.

The following papers are the example of dadagiri of DRDO lab directors. Sh. M R Gupta, TO ‘C’ was joined DRDO in 9 Nov 1979 as JSA – II, subsequently transferred IRDE in 1981 and in 1987 in DEAL, he is IETE graduate (1987), presently he is working as TO ‘C’ in DEAL since 2008. As per normal conditions he is supposed to get a promotion in 2001.

Sh. M R Gupta rested his ACR/APAR through RTI in 2013 from 1987 to 2013 after a long battle CIC ordered to supply all ACR to DRDO on 4^th March 2014 vide File No.CIC/LS/A/2013/001815/RM dated 2014 “DECISION – The Commission directed the CPIO to provide copies of ACRs for the period 1987-2007 as sought by the appellant within three weeks from the date of receipt of this order, free of cost”

Now see in followin enclosed document, Sh M R Gupta shocked to see that his two year ACR/ APAR of 1995 and 96 was blank and in 2004 ACR/APAR was reviewed by Sh Y P Sehgal, Ex Sc ‘G’ illegally as Sh M R Gupta was never worked with him and put adverse remark “ One disciplinary case is with DRDO Hqrs” and remark was duly approved by the Director, Sh Ashok Sen and best part of this RTI revealed that it was not even communicated to Sh M R Gupta.

This illegal unethical act done by Sh. Ashok Sen, then Director, DEAL was perfect example of DRDO work atmosphere, which proves that the absolute power made DRDO Lab’s director became autocratic/dictator/tyrant, etc.

This is not the only case you will find this kind of act in the entire DRDO. RTI’s also revealed that in several cases white fluid applied in ACR/APAR, tempering of marks in any stage even after in final stage at DRDO Hqrs.

It is requested to all suffering DRDO officials to please file RTIs with reference to supreme court order of Justice Markandey Katju, in Devi dutt Vs Union of India (CIVIL APPEAL NO. 7631 OF 2002) to confirm your ACR/APAR marks and comments.

One more important observation is that these DRDO Lab’s director also authenticating false claim of work to their beloved incompetent scientists.

Hope with the following example you all will review your promotion profile and analyze the possible flaw in the process of DRDO’s promotion mechanism.

Sh Y P Sehgal, Sc ‘G’ reviewing officer put adverse remark in para 5 –“one disciplinary case is with DRDO Hqrs”.

Provide the certified copy of disciplinary case which was pending in DRDO Hqrs against me as mentioned by RO, Sh Y P Sehgal, Sc ‘G’.

Provide the certified copy of communication letter of above adverse remark.

Atrocities on SC/ST in DRDO – Police Investigation Begin

An official of DEAL, DRDO Sh. Jagdish Kumar, Technical Officer ‘C’ reported SSP, Dehradun against the crime committed by Sh. R K Agarwal, Scientist ‘H’ Principal Associate Director, (Farzi Designation because as per RTI information there is no such gazette notification), DEAL.

Today at 2:30 PM Sub Inspector B P Singh visited DEAL and asked comments from Sh. R K Agarwal on Sh. Jagdish Kumar’s complaint under atrocity act. Sub Inspector B P Singh was escorted from DEAL gate to Sh. R K Agarwal’s room by Sh VVS Panwar, Technical Officer ‘C’ who is presently looking security officer assignment and Sh Balwant, security in-charge. As per Sub Inspector B P Singh, Raipur Thana that Sh. R K Agarwal told him that a written reply of queries will be submitted as soon as possible.

Sh. Jagdish Kumar, Technical Officer ‘C’ accused Sh. R K Agarwal that his APAR marks intentionally downgraded due to hatred towards the SC community. Sh. R K Agarwal’s malicious act was proved by ASCODAR committee headed by Dr S S Negi, Scientist H, IRDE, Dehradun, which in turn restored the APAR marks.

Sh Jagdish Kumar, TO – C, DEAL, Dehradun send a representation to DG, DRDO and requested action against Sh R K Agarwal, Scientist H, DEAL, Dehradun for ill treated as he belongs to SC community.

DRDO Hqr Letter No. DOP/01/00008/DEAL/M/01 dated 12^th March 2014 in reference of representation of Sh Jagdish Kumar, TO – C, DEAL, Dehradun and directed Sh R C Agarwal, Director, DEAL to assure Sh Jagdish Kumar in this regard.

But king of nepotism Sh R C Agarwal, Director, DEAL ignored the DG, DRDO directives and encouraged Sh. R K Agarwal to commit such crime. Sh Jagdish Kumar explored all option and at last he approached local police for seek justice.

I have gone through the clarification of Dr. A K Saxena’s letter to you dated 22^nd January 2014 on the above subject matter.

I am really shocked to see your concern and observations on corruption, although I once again am trying to convince as I belief that every human has honesty inside but needs to search for it within.

You will agree with me that whether Dr. A K Saxena’s involved and cooked the above procurement in an illegal manner or not.

In Point 2 he is writing in the above reference letter that “Never discussed, it is a false statement”

Can he justified how can Mr. Anish Gupta<mangalam26@bsnl.in sent a mail with following text on Tue, Dec 6, 2011 at 6:54 PM to Dr. AK SAXENA <arvsaxena@gmail.com

After seeing this mail you and I both have to accept that if Dr. Saxena is right then Mr. Anish Gupta has the supernatural power to know what the requirements of Project DRDM-552 are.

Dr. Saxena asked to file a complaint against me for spying. Actually it should be filed against Dr. Saxena’s close friend and associate Mr. Anish Gupta, Partner of M/s Magalam Traders, Kanpur who is not only involved in this reactor case but several other procurement cases of DMSRDE like sample case-

Demand No. DMSRDE/13552009 for “Laboratory Microprocessor Based Programmable High Temp.Furnace” Item procured from M/s Omega Furnace Industries Bangalore, Item was duly supplied byfirm on 27^th September 2013 vide RIN No 14LP0149 after all procurement process.

Like SPC, TEC, TPC 16^th Jan 2013 etc, but suddenly M/s Manglam Traders comes in front and a review TPC was done, under Chairmanship of Dr. Sarfaraz Alam, Sc’G’

Sir, now tell me what else you want? As shown above, how does M/s Manglam Traders, Kanpur come in the picture? It is because of his supernatural power capabilities which are common phenomena of DRDO labs. Everyone knows the Director’s favorite vendors have super powers of respective Labs. They can interfere in any procurement case even if it is highly sophisticated missile parts or nuclear stuff or unattainable chemical (सुई से लेकर हाथी तक) etc.

Now the second proof which can expose the mechanism of corrupt practices adopted by Dr. Saxena’s friend with super powers is that he sent two mails to Sh. J N Srivatva, Sc ‘F’s mail id jn_sri<jn_sri@rediffmail.com the indenter on Wed, 21 Mar 2012 15:16:54 IST from mail id Anish Gupta<mangalam26@bsnl.in Subject: SUPPLIERS LIST in first mail he send list of 7 vendors for limited tender call for reactor procurement case and best part is that he highlighted the name of 5^th supplier i.e. M/s De Dietrich, Andheri (E) Mumbai-400072, in second mail dated Wed, 28 Mar 2012 14:24:33 IST Subject: AADITIONAL SUPPLIERS LIST with same mail id sent list and address of 4 more suppliers. Out of 11 names Sh J N Srivatava invited quotations from 8 firms provided by Mr.Anish Gupta, Partner, Ms Mangalam Traders. Surprisingly the name Ms Mangalam Traders was not in the list.

Sir, Mr. Anish Gupta, Partner, Ms Mangalam Traders acted honorary consultant for Project DRDM-552, it will be very nice if you recommend the name of Ms Mangalam Traders for 2014

“Defence Technology Absorption Award” and he will receive this award from Honorable Prime Minister Sh. Narendra Modi Ji likes M/s Resins & Allied Products, Vijayawada received this award from Honorable Prime Minister Sh. Man Mohan Singh. The firm is related to Dr. A. Subhananda Rao, then CC R&D, Director, HEMRL.

It also covers his point no. 3 that “I have never sent any mail to Mr Anish” he forgot that I have never claimed in my complaint that Dr. Saxena had sent any mail to Mr. Anish. It is the frustration of Dr. Saxena so he is writing blah blah.

In same para he wrote that “How he got access of my email account.” It is very strange that if he totally denies of such communication of mails then why is he worrying about the mail access?In

In Para 6 I think Dr A K Saxena never gone through the letter of Sh S K Deb regarding Delegation of Financial Powers to Secretary Department of Defence (R&D),Chief Controllers (R&D) & Heads of Defence R&D Lab Estt No. DRDOIDBFAIF A/83226/M/OI /2031 /D(R&D) dated 30 July 2010.in which it is mentioned the power of Heads of Defence R&D Lab is Upto Rs 10 lakhs – Without consultation of Finance and Above Rs.l 0 lakhs and upto Rs.5 crores – With Concurrence IFA, Dr A K Saxena forgot that he is writing to his DG, who knows the financial power of a Director of Lab. As Dr A K Saxena wrote “ it range from 1 lakh to 5 cr with or without concurrence of competent authority” for justifying the split of procurement – bogus justification.

In Para 7 of his letter he quoted that”On my visiting card my e mail is written so any one who is having it can use” Dear Dr. A K Saxena in the computer era the mail generated by any one or sending to any one can be traced easily. Please allow DRDO or NTRO or NIC experts to prove the mail which you have received from Mr. Anish Gupta and duly forwarded to Sh. J N Srivastave are fabricated. I think someone has told you that if you format your computer nobody can prove that you have received a mail from Mr. Anish Gupta. Dr. A K Saxena if Dr. Bhujang Rao believes in national interest or faith in Sh. Modi ji’s mission to eradicate corruption from India then it is a matter of minutes and Google Gmail will provide all data of your Gmail account to the government of India and it is a common practice that Google has already mentioned from time to time on the request from various country.

Sir, it clearly proves the corruption on his side.

Although, it was a proven fact that corruption was done in this case, and many other cases which I have already submitted to competent authorities, I want to offer you or your rep if they want see the documentary evidences on this procurement. I will always welcome DRDO representatives or any government agencies.

Rest what else he has written to his above refer letter has nothing to do with justification of corruption. It is only to misguided to accounts people by using word like it is the only one which we have designed and developed in the first time in the world and blah blah or as he quoted “It is developed reactor based on our requirement not a market item” Dr. Saxena forgot in the age of Internet Era his son can understand that his father is fooling the whole nation in the name of technology.

The website www.corruptionindrdo.com’s sole mission is to eradicate corruption, nepotism and favoritism in DRDO.

Again, I believe that you will understand that Dr. A K Saxena is involved neck deep in corruption, but I do not believe the input of the fact finding committee because on the basis of evidences a blind man can smell the corruption but specially such a honest Chairman Dr. S S Negi closed his eyes for his future to become Director of IRDE or DEAL.

Now you throw ball in the court Dr. D C Pande, Sc H, LRDE for final enquiry, but it is unconstitutional that you are giving spare time to Dr. A K Saxena for cleaning his mess.

Sir, the corruption stains are same as blood stains because this kind of corruption by senior DRDO officials is compromising our national security. If it will not be checked properly, then in a situation like KARGIL WAR, DRDO will again have to be ready to listen to statements like than General Malik’s just after KARGIL WAR in reference with DRDO’s role.

An early action requested to eradicate corruption and again I am ready to support with evidences or if you feel I am also ready to face Dr. Saxena’s desired inquiry against me. It is always welcome by me as I have dedicated my life to the nation.

Subject : Assessment call for promotion to delinquent Scientists of DMSRDE Kanpur

Sir,

I have submitted eleven complaints to you regarding Corruption cases meted out by Dr. A.K. Saxena, Director, Defence Materials and Stores Research & Development Establishment (DMSRDE), Kanpur and several other Scientistsof this establishment working under Defence Research & Development Organisation (DRDO), Min. of Defence. Details of complaints along with involved Scientists are as follows:

Based on my complaints to you a Fact Finding Committee was constituted by DGR&D and Scientific Advisor to Raksha Mantri to investigate my complaints and I have been informed by CPIO, DRDO regarding this. Copy of the letter No. RTI/01/2091/P/2014/0068 25 Feb 2014 from CPIO, DRDO is enclosed, Fact Finding Committee of DRDO yet to submit his report to DGR&D, DRDO.

The Fact Finding Committee under Chairmanship of Dr, S S Negi, Sc ‘H’, IRDE with as member Sh Manoj Bali, Sc ‘G’, Director, LIC, DRDO Hqrs and Sh Jagdeep, Sc ‘F’ Additional Director, DMM, DRDO Hqrs visited DMSRDE and inspected few files and interacted with scientists of DMSRDE. It is observed that the demeanor of Fact Finding Committee was not appreciable, they treated the complainants unfairly because their mindset was prejudice and it is standard procedure in DRDO if someone want to give feedback about corrupt practice of top officials they try to do their best for victimize such personnels. In this case the protest from complainants already present to DG, DRDO.

There are n numbers of examples, recently Sh Prakash Singh, SAO-II, LASTEC, who gave feedback of corrupt practices of Dr Anil Kumar Maini, Director, LASTEC and others, the whole DRDO sit aside and they forcibly gave CRS to Sh Prakash Singh but grace of GOD you intervene the situation and save the service of honest person. Surprisingly, Dr Anil Kumar Maini is living DRDO from 31^st May 2014 as he applied VRS and got sanctioned. His retirement was due on 31^st Jan 2015, Big question what is the hurry, or he is maintain the LASTEC legacy, his predecessor was also took VRS.

In this case the Fact Finding Committee Chairman Dr, S S Negi, Sc ‘H’, IRDE is a pro management, yes man recently in Dehradun he set a unprecedented example as Chairman of ASCODAR committee. While handling a very sensitive issue of SC Community he tried to harass Sh Jagdish Kumar, TO ‘C’ by pressurizing him to give power point presentation to prove himself for 94 marks in APAR, which was not in the purview of ASCODAR. This act was done only in pressure of Sh R C Agarwal, Director, DEAL, Dehradun (Fax copy enclosed)

How can honest persons believe that Dr, S S Negi, Sc ‘H’, IRDE will give justice to his assignment of Chairmanship of Fact Finding Committee. Hope GOD will give him strength to come out from grip of corrupt gang of DRDO.

Besides this above mentioned my all complaints has been registered at CVC and Director (VIG.), Ministry of Defence is inquiring the complaints. In this connection I got letter No. CVC/RTI/13/1862/249925 dated 18^th March 2014 from CVC. “All complaints sent to CVO, MoD for further action.

Sir, this year in DRDO following delinquent Scientists of DMSRDE involved in Corruption got assessment call for promotion vide RAC, DRDO letter No. RAC/08/05/AB/M/2014 dated 12 March 2014. Details are as follows:

Sir, DRDS Rules 1979 as amended are applicable for Recruitment & Promotion in case of DRDS cadre (Scientists) and FCS is fully applicable in DRDO. As per DOPT OM No. AB-14017_37_2008-Estt-RR.pdf dated 10 September 2010 page 6 Para (ix) and Page 9 Para(4) it is clearly stated that “Scientists/ Technical experts doing management/ administrative work in the Ministries should not be considered for up gradation under FCS, they should only be given benefit of up gradation under MACP”. Then how these corrupt officers got outstanding report and outstanding call despite being involved in Administrative/Management/Non-Scientific work. These officers got reward from Dr. AK Saxena, Director for indenting and clearing the cases of procurement that resulted Corruption in tunes of crores.

Sir, I therefore kindly request you to issue order to DGR&D, DRDO and Chairman, RAC to take appropriate action as per laid down direction of GOI for appearing in Assessment-2014 for DRDS till they got clearance from Vigilance (MOD) and Fact Finding Committee of DRDO.

Sh Avinash Chander in his reply to press question regarding engaging scientists in allied work justified but he forgot that VI Pay commission gave all incentives to scientists who are engaged in scientific work not for those who are working as clerk and wasting our country’s poor tax payers money.

Unfortunately, DRDO top management encouraging scientists to work as managerial task, like HR, Admin, Stores, Security etc for long durations and scientists who are involved in such tasks are getting outstanding promotions without any scientific contributions. Dr A K Singh, DOP, Dr R K Jain, Director, RAC are exemplary examples to all DRDS scientists. Result the real scientists either leaving the organization or dumped un-utilized or frustrated and every ugly acts are coming out from organisation.

Appropriate early action is requested, I would like to thanks you for recommendation of CBI investigation in DRDO recruitment scam for 10 top DRDO officials and also recommendation for alternate recruitment mechanism instead of RAC.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect DRDO Hqr Letter No. DOP/01/00008/DEAL/M/01 dated 12^th March 2014 in reference of representation of Sh Jagdish Kumar, TO – C, DEAL, Dehradun requested action against Sh R K Agarwal, Scientist H, DEAL, Dehradun for ill treated as he belongs to SC community.

Please provide certified copies of all concern note sheet of all the concern file of DRDO Hqrs generated in connection with representation of Sh Jagdish Kumar, TO – C, DEAL, Dehradun.
Kindly provide names/designations/phone numbers/fax numbers and complete postal address of all concern competent authorities of DRDO Hqrs who actually initiated, agreed, processed and gave final approval/ decision on the representation of Sh Jagdish Kumar, TO – C, DEAL, Dehradun.
Any action taken against Sh R K Agarwal, Scientist H, DEAL, Dehradun whose malicious act was proved by ASCODAR committee headed by Dr S S Negi, Scientist H, IRDE, Dehradun, which in turn restored the APAR marks intentionally downgraded due to hatred towards the SC community. (Yes/ No)

हथियारों के सेंसर देश में ही बनाने की योजना

देहरादून: तमाम रक्षा उपकरणों में सेंसर प्रणाली उसकी सटीकता को कई गुना बढ़ा देती है। अब तक सेंसर के लिए भारत फ्रांस व इजराइल समेत विभिन्न देशों पर निर्भर है। इस निर्भरता को खत्म करने के लिए रक्षा मंत्रलय ने देश में ही सेंसर तैयार करने का निर्णय लिया है। पत्रकारों से रूबरू डीआरडीओ के महानिदेशक अविनाश चंदर ने बताया कि रक्षा उपकरणों में अपने ही देश में निर्मित सेंसर लगाने के लिए करीब 700 करोड़ रुपये की योजना पर काम चल रहा है।

जागरण संवाददाता, देहरादून: डिफेंस रिसर्च एंड डेवलपमेंट ऑर्गेनाइजेशन (डीआरडीओ) के महानिदेशक व रक्षा मंत्री के वैज्ञानिक सलाहकार अविनाश चन्दर ने रक्षा बजट के विभाजन पर गंभीर सवाल खड़े किए हैं। उन्होंने कहा कि रक्षा बजट में रिसर्च एंड डेवलपमेंट के मामले में भारत फिसड्डी है। कुल रक्षा बजट का महज 5.5 फीसद हिस्सा ही आर-एंड-डी पर खर्च किया जा रहा है, जबकि 25 फीसद से अधिक बजट का प्रावधान विदेशों से रक्षा खरीद के लिए किया जा रहा है। इसका प्रतिकूल असर देश के रक्षा अनुसंधान पर पड़ रहा है। उन्होंने इंडियन सोसाइटी ऑफ इंडिया के स्वर्ण जयंती समारोह के उपलक्ष्य में आयोजित अंतरराष्ट्रीय सम्मेलन में कही। बुधवार को राजधानी देहरादून स्थित यंत्र अनुसंधान एवं विकास संस्थान (आइआरडीई) में ऑप्टिक्स एंड इलेक्ट्रोऑप्टिक्स विषय पर आयोजित अंतरराष्ट्रीय सम्मेलन का शुभारंभ करते हुए डीआरडीओ प्रमुख ने स्वीकार किया कि अमेरिका, इजराइल, रूस, फ्रांस व चीन के मुकाबले रक्षा अनुसंधान में भारत को अभी लंबा सफर तय करना है। यह तभी हो पाएगा जब रिसर्च एंड डेवलपमेंट की तरफ विशेष ध्यान दिया जाएगा। चिंता की बात यह है कि इस मोर्चे पर देश बेहद पीछे चल रहा है। अपने देश में रक्षा बजट का महज 5.5 फीसद भाग आर-एंड-डी पर खर्च किया जाता है, जबकि चीन में यह दर 20 फीसद है। इसी अनदेखी के कारण रक्षा हथियारों की खरीद के लिए भारत को दूसरे देशों पर निर्भर होना पड़ता है। यदि हथियारों की खरीद के लिए रक्षा बजट के 25 फीसद हिस्से का बड़ा हिस्सा रिसर्च एंड डेवलपमेंट पर लगाया जाए तो विदेशी सहायता की जरूरत नहीं पड़ेगी। सम्मेलन में डीआरडीओ के महानिदेशक (ईसीएस) एसएस सुंदरम, व ऑप्टिकल सोसाइटी के अध्यक्ष बीपी पाल ने माइक्रो ऑप्टिक्स, नैनो ऑप्टिक्स आदि पर विस्तृत व्याख्यान दिया। साथ ही कई रिसर्च पेपर भी प्रस्तुत किए गए। इस मौके पर सोसाइटी की स्मारिका का विमोचन व ऑप्टिक्स व इलेक्ट्रॉऑप्टिक्स प्रदर्शनी, ऑप्टिकल व फैब्रिकेशन भवन का शुभारंभ भी किया गया। कार्यक्रम में आइआरडीई के निदेशक डॉ. एके गुप्ता, डॉ. एसएस नेगी, एलएन हाजरा, अनुराग शर्मा, अमिताभ घोष, अभय कुमार उपस्थित थे।
