DOP, Dr. A.K. Singh did not take timely action on the letters of cvc and cvo of mod on the illegal Appointments of blood relatives of senior scientist of DRDO as scientists namely SMT. T chandrabanu, Ms Swati Sriwastava, Ms Dolly Bansal & SMT. S Geetha to illegally retain them for the period as much as possible. He did not carry out his duty meticulously against illegal appointment of SMT. S Geetha to please his ex-boss Dr.W. Selvamurthy.
He did not take the following actions as expected from him in the capacity of DOP to know the truth of the experience certificate, got issued from Dr.Ambedkar centre for Bio-Medical research of Delhi university (ACBR of DU) by SMT. S Geetha D/O Dr.W. Selvamurthy Ex- CC R&D, HR
Has not called for any explanation as yet from SMT. S. Geetha to tell the organization about the name of the projects & names & designations of the principal investigators of the projects of the ACBR of DU in which she worked during November 1999 to January 2000 and for the same she was issued a experience certificate.
Has not called for any explanation as yet from SMT. S. Geetha about the date on which SMT. S. Geetha applied for the post of temporary research assistant in ACBR of DU in 1999.
Has not called for any explanation as yet from SMT. S. Geetha about the procedure and mode of selection to the post of temporary research assistant in ACBR of DU in 1999
Did not produce the original copy of the experienced issued to SMT. S Geetha by officiating Director Dr.Veena Brahamchari of ACBR of DU to the high power committee of Shri Bhujanga Rao & Shri Anup Malhotra set up on the orders of defence minister in which DOP was himself a member.
Did not call for any explanation as yet from SMT. S. Geetha, SC-D of DIPAS, Delhi to know all the facts for issuance of the experience certificate to her by ACBR of DU.
Has been instrumental in sending delayed & distorted replies to the CBI since 01-10-2012 (the date from which he is holding the charge of DOP) in respect of the ongoing through inquiry against 04 illegal appointed relatives of the senior scientist of DRDO i.e. against SMT. T Chandrabanu, Swati Sriwastava, Dolly Bansal & SMT. S Geetha.
Has been instrumental in transferring DRDS Cadre Scientists by pick & choose rule without following any uniform policy.
Has harassing the husband-wife scientists by not posting them at a convenient place violating the GOVT. policy.
Has been adopting dilatory tactics to harass the employees of DRDO (who submit genuine grievances on service matters to DRDO HQ to obtain justice through administrative channel) by unnecessarily seeking opinions of the nodal departments even in the matters where the rule position is expressively clear.
Remains dormant in redressing the genuine grievances & acts super actively to help the dishonest employees & officers of the DRDO which shows his possession of doubtful integrity.
Appointed retired officers of AFHQ Cadre, DRDS Cadre, service officers & DRDS Cadre officers as consultants during his tenure as DOP for the regular jobs for which either replacement have joined in DRDO or for the jobs for which no such appointments is permissible under concerned. He even allowed continuation of the tenure of such illegally appointed consultants.
Has been implementing the special pay to the scientist ‘G’ & counting of the special pay in the fixation of Scientist ‘H’ & tapering of the variable increments of the Scientists by violating the concerned express rules of DOP&T & ministry of Finance.
Has omitted his duty as DOP with regard to misconducts of Shri A.K. Maini retired Director of LASTEC to save him from vigilance action.
Dr A K Singh deliberately delayed in processing the case of misconduct prima facie against Dr A K Tyagi, Sc ‘G’ so he could get promotion to the post of Sc ‘G’ before issuance of formal charge sheet. He did not propose his suspension of Dr.A K Tyagi even when charges of corruption were forwarded by CVC for investigation to DRDO through CVO, MoD

Please find following informations of deliberate misconducts committed by Dr. A K Maini voluntarily retired scientist ‘H’ & Director of LASTEC, Delhi, DRDO, MOD.
A K Maini had been submitting false “Nil” immovable returns in his entire service of 36 years rendered in DRDO as Group ‘A’ Gazette officer with effect from 1978 to 09-06-2014.
Didn’t submit his permanent home town declaration during his entire service still he illegally availed Home town LTCs to Jammu many times.
Made entry in his own handwriting on 02-12-1999 on the 2nd page of the 2nd volume of his service book about his permanent home town after 21 years from the date of his initial joining in DRDO in 1978.
Deliberately made another entry about his Permanent Home Town after some years during his tenure of Directorship of LASTEC, Delhi (changing his earlier entered Pmt. Home Town) on the same 2nd page of the 2nd volume of his service Book, without formal submission of a request for change of his Permanent Home Town, with a clear motive to create confusion in his initial entry made on 02-12-1999.
Changed his name from Anil Kumar to Anil Kumar Maini in official records without submitting any formal request in this regard & without undergoing the prescribed procedure in vogue.
Even gave Laboratory Awards to those Scientists of LASTEC, Delhi in 2011 who were members of the Award Selection Committee of LASTEC, Delhi
Even nominated ineligible officer of LASTEC, Delhi i.e. Smt. Sangeeta Talwar, Accounts Officer of LASTEC Delhi to represent LASTEC Delhi in the interview board of the CEPTEM, Delhi for the interviews of the candidates of admin and allied cadre who passed written examination of CEPTEM 06 since minimum level of nomination was SAO-II of DRDO. Proposal of eligible SAO-II of LASTEC Delhi was formally moved but Dr. A K Maini not only did not approve it but he pressurized his sub-ordinate officers to initiate new proposal so that he could nominate the ineligible favorite officer thereby snatching a rightful opportunity of the rightful claimant.
Deliberately did not make routine transfers of the officials and officers of LASTEC Delhi during his tenure of directorship of LASTEC Delhi who was holding sensitive posting/appointments thereby directly violated the standing policy of the DOP&T and CVC. He even did not comply the express orders of the DRDO HQ issued from time to time in this regard thereby created opportunities for corruption and nepotism.
Even made undue favor to the Amity University, Noida, UP, for his personal gain in the form of obtaining PhD from same University, which includes inviting the students of Amity university & its Chairman Dr. Ashok Chauhan as Chief Guest in the annual raising day of LASTEC Delhi in 2010 & giving them lunch and other hospitalities from the funds of the state exchequer besides breaching the security of METCALFE House Complex of Civil Lines Delhi.
Even availed leave for repair of his House in Delhi still he submitted false Nil immovable property return for the same calendar year.
Never formally intimated administration division of LASTEC Delhi about his local tours during the entire period of his directorship of LASTEC Delhi thereby showed himself present on duty even on those dates when he remained at his home for personal work/reasons etc. he thereby blocked the opportunity of the DDO of LASTEC Delhi to make his salary only for those days when he was either on duty or on sanctioned leave. This is evident also from the number of the days leave availed by him in immediate 03 preceding years before his elevation to the post of Director LASDTEC Delhi and the leave taken by him during the tenure of his Directorship of LASTEC Delhi.
Castigated the legitimate powers of the senior most officer of admin cadre of DRDO posted in LASTEC Delhi by depriving him from opening the official DAK received from outside by instructing verbally the officer in-charge of Diary & dispatch section of LASTEC Delhi to send the official DAK received from outside to his personal assistant thereby creating an opportunity for himself to not to bring some official DAK in the records of LASTEC Delhi. this illegal practice is still being continued in LASTEC Delhi in addition to many other laboratories of DRDO to serve the vested interest of the directors of the LABs of DRDO.
Even tacitly got issued repeat supply orders many times in succession at very short intervals for purchase of stores in LASTEC Delhi through his sub-ordinate officers by splitting the supply order to avoid sanction of the higher authorities of DRDO HQ during his entire tenure of Director of LASTEC Delhi.
Even tacitly got issued supply orders in favor of those firms who were either in collusion with other suppliers/firms or which were fake firms.
Even deliberately delayed in according his approvals to the projects Dr M N Ready Scientist ‘G’ of LASTEC Delhi which attracted audit objections which are still pending.
Gave outstanding comments in the APRS of Shri Ghai, the then scientist ‘F’ & present scientist ‘G’ of LASTEC Delhi on extraneous considerations/ grounds simply because Shri Ghai mentioned the research done by him & by other scientist of LASTEC as joint research of him & of Son of Shri A K Maini. The outstanding comments given by Dr. A K Maini in the APAR of Shri Ghai on the above mentioned extraneous grounds begged promotion to the post of Scientist ‘G’ to Shri Ghai & other deserving scientist ‘F’ of LASTEC felt let down.
A K Maini was instrumental to select Shri Amit Kumar Chawla office Assistant to the post of STA-B in LASTEC through LDCE by putting illegal pressure on the concerned selection committee constituted in LASTEC in 2011 although the diploma in Engg. Discipline awarded by Janaradan Rai Nagar Rajasthan Vidyapeeth, Udaipur (deemed to be university) & obtained through distance education mode from the off campus study center of Delhi is not valid Diploma to make him eligible to the post of STA-B in DRDO through LDCE exam.
A K Maini even approved illegal permission to Shri Amit Kumar Chawla to attend classes for study of LLB up 09:00 AM even on working days in an education institution which is not less than 15 kms away from the office campus of LASTEC delhi disregarding the fact that the working hours of LASTEC are 09:00 AM to 05:30 PM. This favor was extended to Shri Amit Chawla just because he was working in the secretariat of Dr. A K Maini.
The above mentioned deliberate misconducts of Dr. A K Maini were not only deliberately overlooked by the vigilance officer of LASTEC Delhi but also by the director of vigilance and security of DRDO HQ New Delhi which paved the way for acceptance of his voluntary retirement from service but also it made him immune from any vigilance/disciplinary inquiry against his deliberate misconducts and illegal acts.
I therefore request you to kindly ensure conducting of discreet inquiry on each and every issue raised in this complain from a independent authority specifically dis-associating any scientist & technical officer of DRDO to bring the prima-facie guilty Dr. A K Maini to the book before he goes scot free by getting his pension & other retirement benefits since his pension case is still under scrutiny containing one of the misconduct of Dr. A K Maini mentioned above.

Sir, Please find following informations about the intentional unlawful acts and omissions made in DRDO, MOD
Shri Krishan Kumar and Shri J B Singh retired joint Directors of AFHQ Cadre of the o/o JS (T) & CAO, MOD have been appointed as consultants in the ADA, Bangalore (an autonomous body under the administrative control of DRDO, MOD.) soon after their retirement on superannuation for the regular official work of ADA Bangalore and they have been illegally posted in the very sensitive establishment of DRDO i.e. RAC, Delhi. these two (02) consultants are used illegally to attend the court cases at CAT Delhi & High Court of Delhi filed by regular employees of the DRDO like court case of retired Scientist ’G’ Shri Virender Kumar of DEAL Dehradun. These consultants even illegally screen the applications of direct recruitments of scientist in DRDO & in such screening no meticulous screening is carried out by these consultants resulting selection of ineligible & relatives of senior scientist of DRDO as a quid –pro-que. Moreover there is imminent danger of favoritism and leakage of confidential and sensitive documents/information of RAC Delhi.
Shri S T Rajan & Shri R Natrajan retired joint Directors of AFHQ Cadre of the o/o JS (T) & CAO, MOD have been appointed as consultants in the program office of DRDO HQ New Delhi in the missiles program for carrying out routine works for which already their relievers in the form of regular employees have been posted in DRDO HQ. these retired GOVT. servants are also appointed against the vacancies of ADA Bangalore and posted in DRDO HQ New Delhi. they don’t belong to scientific or technical cadre. There is imminent danger of the leakage of the sensitive informations at their level.
Shri V K Shrama retired joint Directors of AFHQ Cadre of the o/o JS (T) & CAO, MOD has been appointed as consultants in the o/o DOP, DRDO HQ New Delhi with the approval of the then defence minister of GOI by misrepresentation & distortion of the material facts particularly with regard to the actual need of hiring him as consultant. His services have been utilized for the assignments for which he has not been appointed. There is imminent danger of leakage of the sensitive information.
Dr. A K Singh, present DOP of DRDO HQ New Delhi has played an active role in illegal extension of the periods of consultancy and in new engagements of consultancies of the retired GOVT. servants which he carried out with deliberate misrepresentation and distortion of the material facts submitted to the various senior authorities of DRDO, MOD & to the defence minister.
Shri A K Singh present DOP of DRDO HQ New Delhi did not take any initiative to suspend Shri G Malakondiah, the then CC R&D (HR of DRDO HQ) for his conviction in a contempt of court case of the high court of the judicature of Chennai on 24-sept-2014 although this conviction news came in almost all the important daily newspapers including Hindusthan times New Delhi edition. No convicted person can be retained in GOVT. service even for a single day if the news of his conviction comes to the notice of the concerned public authority through formal or informal channel. The stay granted to Shri Malakondiah on 26-09-2014 by the apex court was restricted to the implementation of the imprisonment and not his conviction. The convicted person was deliberately allowed an opportunity to influence the witnesses and to tamper, mend, amend, destroy, replace & concealment of the concerned documents against the public interest due to lake of devotion to duty and possession of doubtful integrity of the concerned officials of the DRDO HQ New Delhi.
the number of retired officials of DRDO, AFHQ Cadre appointed as consultants, directly violating the rules of consultancy, for the regular work of DRDO has reached to the alarming point where regular employees are considering illegal interference of the consultants in their regular sphere of duties and are also feeling frustrated and de-motivated which is playing havoc on the output of the DRDO as an organization.
I hope that some appropriate concrete action would be taken against the concerned guilty officers of DRDO & all Deviations and distortions would be set right in the national interest.

एक ट्रक माल नहीं पहुंचा था गंतव्य तक, संस्थान ने भी की थी जांच
जागरण संवाददाता, देहरादून: रक्षा क्षेत्र के अति संवेदनशील यंत्र अनुसंधान एवं विकास संस्थान (आइआरडीई) के तीन साल पुराने एल्युमिनियम चोरी के मामले की शिकायत आखिरकार फाइलों से बाहर निकलकर पुलिस तक जा पहुंची है। संस्थान के टेक्निकल स्टाफ ऑफिसर वीके गोयल ने वरिष्ठ पुलिस अधीक्षक को पत्र लिखकर मुकदमा दर्ज करने का आग्रह किया।
एसएसपी को भेजे पत्र में टेक्निकल स्टाफ ऑफिसर ने एल्युमिनियम चोरी होने को लेकर की गई विभागीय जांच की प्रति भी संलग्न की है। शिकायत के मुताबिक 28 जून 2011 को आइआरडीई से पांच ट्रक एल्युमिनियम निकला था। इसमें से एक ट्रक (करीब 500 किलो) गंतव्य तक पहुंचा ही नहीं। इसको लेकर संस्थान ने जांच भी की। किन-किन कार्मिकों की मौजूदगी में ट्रक संस्थान से चले थे, इसका खुलासा होने के साथ ही कई चौंकाने वाली बातें भी जांच में सामने आई थी। हालांकि इसके बाद जांच रिपोर्ट पर कोई कार्रवाई नहीं हुई। उधर, एसएसपी पुष्पक ज्योति ने बताया कि पत्र का संज्ञान लिया जाएगा। जल्द आगे की कार्रवाई की जाएगी।
The above case is not processed by Director, IRDE on the pressure of IRDE Union, the recruitment, promotions, disciplinary proceeding, internal postings, even temporary duties are influenced by IRDE Union. Raipur Thana & Dalanwala Thana is witness of several cases of fighting & compromises.

It is very unfortunate that one of the senior most top clusters DG of DRDO, Dr K Tamilmani, DG (Aero) seems not serious about his responsibilities given by GOI.
As per news clippings and websites of private engineering colleges surrounding to his native place it is observed that Dr. K Tamilmani, DG (Aero) visited 6(six) private institutes during 15th January to 15th March on officials temporary duties.
It looking similar case of Silver Chariot and as per DRDO senior officials, it is come under CSR (Corporate Social Responsibility) but one point that all are private institutes and second one all are near to Dr Tamilmani’s native place.
As per sources, he would have received his honorarium and transport allowance from the colleges also as well availed official TD.

Dr Tamilmani, DG(Aero), DRDO was used Rustom II project vehicle Toyota Innova bearing No # 14B 113597Y. The vehicle was procured for Project Rustom in the name of Remote Video Terminal Vehicle. Vide letter No DRDO/02/333/P/2/Vol-II-394/D/R&D date 23/02/2011.
After complaint to Hon Prime Minister on dated 26th February 2015, the vehicle returned to project premises ADE, Bangalore.
GTRE, Bangalore purchased two Toyota Innova vehicle against project one vehicle is using by Director, GTRE, Dr.CP Ramanarayanan, surprisingly the another Toyota Innova vehicle bearing no ↑15B 115897Y was provided on 11th March 2015 by GTRE, Bangalore to Dr Tamilmani, DG (Aero) against his demand dated 10th March 2015
Provide the sanction letter of DHRD with financial concurrence of Ministry of Finance for purchasing two Toyota Innova vehicles by GTRE, Bangalore.
As per DRDO transport policy the project vehicles should use dedicatedly for project work, provide the DRDO hqrs approval for transfer the vehicle to Dr Tamilmani.
If Director, GTRE not obtained the permission for transferring the vehicle then provide the DRDO provisions for mishandling the project property without prior approval.
Copy of letter of DG (Aero)/Sectt/TSO/1/018 dated 10 March 2015 addressed to Director, GTRE for transfer the vehicle.
Note: The matter is related with corruption allegation that misuse of government funds and mislead to government. The return of vehicle itself proves that DRDO officials are openly wasted the public funds for their enjoyment.

जागरण संवाददाता, देहरादून: रक्षा अनुसंधान कर्मचारी संघ के आह्वान पर प्रतिरक्षा कर्मियों ने बुधवार को डील के मुख्य द्वार पर धरना-प्रदर्शन किया। कर्मचारी ओवर टाइम सहित अन्य मांगों को लेकर आंदोलनरत हैं। बहरहाल निदेशक द्वारा 10 अप्रैल को वार्ता का आश्वासन देने के बाद उन्होंने आंदोलन फिलहाल स्थगित कर दिया है।1डील कर्मियों ने लगातार तीन दिन द्वार सभा व धरना-प्रदर्शन की घोषणा की थी। बुधवार सुबह कर्मचारियों ने मुख्य द्वार पर धरना देकर प्रदर्शन किया। संघ अध्यक्ष अनिल कुमार यादव ने कहा कि विभागीय एलडीसी की परीक्षा 2011 के बाद से बंद कर दी गयी है। जिससे कर्मचारियों को प्रमोशन का मौका नहीं मिल रहा है इसलिए यह परीक्षा दोबारा शुरू की जानी चाहिए। साथ ही डीआरटीसी एवं अन्य वर्ग के कर्मचारियों को पेड ओवर टाइम दिया जाना चाहिए। महामंत्री ललतेश कुमार ने कहा कि एसीपी का निर्धारण नियमों के मुताबिक किया जाना चाहिए। हालिया व्यवस्था से कर्मचारियों को नुकसान उठाना पड़ रहा है। उन्होंने कहा कि स्कूल बस की सुविधा सभी कर्मचारियों को मिलनी चाहिए। जबकि इसका फायदा केवल अधिकारियों को मिल रहा है। इसके अलावा एएलएस का विभागीय स्थानांतरण भी तत्काल रद किया जाए।

SUBJECT: Corruption in Procurement of Universal Testing Machine (UTM) at DMSRDE,DRDO, Kanpur by Dr. Arvind Kumar Saxena, Director.
Sir,
DRDO corruption is challenge for your new government; continue constructions without utilizing the existing infrastructure and unnecessary procurement of systems/equipments without justification of needs are the common mechanisms of DRDO officials for minting money.
DRDO Directors are above the all constitution provisions like Dr. A.K. Saxena, Director, DMSRDE, DRDO, Kanpur still continue the corrupt practices on last leg of his service, despite several complaints (12 complaints) at CVC and Defence Minister, DG, DRDO etc.
DG, DRDO made two fact finding committees and it seems that those committees were managed by Dr. A.K. Saxena.
CAG make observation about corrupt practices at DMSRDE in its Report No. 24 (2011-2012)
Dr. A.K. Saxena several highly costly equipment and instruments have been purchased and some are under procurement process having no utility in any project and scientific activity in DMSRDE. Method of Repeat Order is being mis-utilised for getting fatty commission from vendors of his choice.
Further regarding these irregularities at DMSRDE, Kanpur, The Comptroller & Accounts General (CAG) in its report No. 24 of 2011-12 (Defence Services) Chapter 6-DRDO Para 6.2 – Procurement/receipt of equipment after the closure or at the fag end of a project mentioned that “Defence Materials and Stores Research & Development Establishment (DMSRDE) procured equipment worth 1.52 crore after technical completion of the project or at the fag end of a project. The project was completed with the facilities available in DMSRDE and other Labs implying that the procurement was avoidable”.
Corruption is criminal offence under Prevention of Corruption Act 1988, Indian Penal Code and CCS (Conducts) Rules 1964. On issues of Corruption the anti-corruption establishments like CVC, CBI, CVO & Ministries should be more serious as Corruption is crime against Government not against any individual. Corruption is the abuse of entrusted power for private gain. It is like rust that weakens the foundation of the Government System. Corruption is a termite to society and present in every system.
The Hon’ble Supreme Court said in its judgment dated 02 January 2013. Quoted here from judgment passed by a bench of justices B S Chauhan and F M Ibrahim Kalifulla in Civil Appeal Nos. 8814-8815 of 2012 the court said “Corruption in a civilised society is a disease like cancer, which if not detected in time, is sure to spread its malignancy among the polity of the country, leading to disastrous consequences,”.
Government is having policy of “Zero Tolerance for Corruption” as stated in DO letter No. 11017/04/2010-AIS-III dated March 3, 2010 which clearly states in para (3) that “The issue of corruption needs to be addressed fairly and squarely. The Government’s policy of zero tolerance for corruption must be implemented fully and effectively. Preventive vigilance should be strengthened. Transparency must be introduced in decision making and in all our systems. Stringent action must be taken against officers found guilty. Disciplinary proceedings must be expedited“.
Corruption is authority plus monopoly minus transparency. Despite my 12 complaints on corruption costing about 7.5 crores , no action has been taken against Dr. Arvind Kumar Saxena, Director, DMSRDE, Kanpur by CVC, CVO MOD and Director, Vigilance & Security (CVO), DRDO HQ and Ministry of Defence.
This attitude of anti-corruption agencies towards Dr. Arvind Kumar Saxena encourages him upto the extent that he again started corrupt practices in procurement at DMSRDE, Kanpur.
It is very relevant to mention here that based on my compliant to CVC on the subject “Complaint to CVC – DMSRDE FUME HOOD Procurement Case” dated 22 Jan 2014 costing Rs 45,76,005.00 the supply order was cancelled by Dr. Arvind Kumar Saxena and till date Fume Hoods were not purchased in DMSRDE as there was no requirement of the said item. Fume Hoods were procured from China and these Fume Hoods are still lying at Airport, New Delhi. Based on my complaint in said case the public money of Rs. 46 Lacs was saved as Dr. Arvind Kumar Saxena , Director, DMSRDE was procuring the said item on 300% high prices and getting about Rs 25 Lac as commission. The Million Dollar Question is that if there was no corruption in procurement of fume Hood then why the said Supply Order was cancelled?
On the same line a case was again indented on orders of Dr. Arvind Kumar Saxena in DMSRDE, Kanpur for procurement of UTM with following details.

The same instrument was again procured by Dr. Arvind Kumar Saxena who being Competent Financial Authority (CFA) gave sanction the procurement through Rubber & Adhesive Division in the year 2014 under Repeat Order. The supply order (Repeat Order) was placed to Pal Enterprises in Jan-Feb 2015 for the same item Precision UTM for Ceramic Composite (Tech. Spec. Attached) as stated above .
The following irregularities, violation of the Purchase Management 2006 (Purchase Manual of DRDO (PM 2006), criminal conspiracy and corruption establish in procurement of two UTM in DMSRDE, Kanpur on following grounds.
The item supplied by Pal Enterprises was of INSTRON make which is OEM of the said UTM purchased at DMSRDE. INSTRON (an ITW company) is a Massachusetts based manufacturer of test equipment designed to evaluate the mechanical properties of materials and components, such as Universal Testing Machines (UTM). INSTRON is having its subsidiary in India known as INSTRON INDIA PVT. LTD., 3-C, P.M. TOWER, 37, GREAMS ROAD, Chennai, Tamil Nadu, India.
Tender inquiry under Limited Tendering was not given to INSTRON India despite it was representative/Subsidiary of OEM in India.
M/s Pal Enterprises, New Delhi was registered in DMSRDE on 30 July 2013 in category of Glassware & Hardware under 20 Lac capacities. Case was initiated on 13 August 2013 and this vendor was given tender inquiry on 04 September 2013 for Scientific Instrument costing Rs. 48,37,500.00 despite this vendor not supplied in category of Scientific Instruments and even not supplied any single item in DMSRDE.
R.K. Jain, Scientist E’ was appointed as Chairman, Committee for Registration of Vendors in DMSRDE vide DO No. 10/AD dated 17.01.2013 with gross violation of PM 2006 as Chairman should be of rank Scientist ‘F’ or above.He registered Pal Enterprises on 30 July 2013 in capacity of 20 L under category Glassware and Hardware with registration number DMSRDE 013/02C/42 – 20L.
The case of Precision UTM for Ceramic Composite was indented by Dr. Suresh Kumar, Scientist ‘E’ with demand No. DMSRDE/14ACD013 dated 13 Aug 2013 and demand cost was 45 Lakh .
The case was processed under Limited Tender, although the cost of item was Rs. 45 Lakh and as per Purchase Management 2006 of DRDO, the case should be processed under open tender/Global Tender.
The tender enquiry was send to Pal Enterprises and its dummy firms despite Pal Enterprises were registered in category Glassware and Hardware under capacity of 20Lakh.
In Dec 2013-Jan 2014, for procurement of another case of Tensile Tester (UTM) from FFIT Division, Global Tender was published in News Papers for demand No. DMSRDE/TEX053 with estimated cost Rs. 49 Lac. Copy of advertisement for procurement under Global Tender is enclosed.
It clearly establish conspiracy that to procure the UTM under Limited Tender was corruption and placing the Repeat Order establish splitting of the cases as there was demand of two UTM then these should be purchased in single case but since Director Financial powers is limited upto 50 Lac and total of 02 UTM were about 97 Lac which was beyond the Director Financial Limit so bring the case within Director limit the case was spitted in two parts. One UTM was procured through Limited Tender while other through Repeat Order by pet vendor of Dr. A.K. Saxena, M/s Pal Enterprises, New Delhi.

CLAUSE 7.29(b) REPEAT ORDERS of PM 2006- “The repeat order is not placed to split the requirement to avoid sanction of the next higher CFA” was grossly violated as the purpose to place Repeat Order was to split the demands of two UTMs in two cases.
The Financial Powers of Directors are sanctioned vide letter No. No. DRDO/DBFA/F A/83226/M/OI /2031 /D(R&D) dated 30 July 2010. Accordingly on page 5 of the letter it has been clearly mentioned that extent of financial powers delegated to Lab Director without concurrence of Finance is upto(i) Rs.50 Lakhs in each case Labs/Estts. On Open, Global or Limited Tender basis. (ii) Upto Rs 20 Lakhs in each case concurrence of on PAC basis. (iii) Up to Rs.2 Lakh in each case on Single Tender basis. Copy of the page (5) of the letter dated 3o July 2010 is enclosed.
CENTRAL ANALYTICAL FACILTY DIVISION is exiting in DMSRDE where all costly scientific instruments and equipment are placed in centralised place to be used for the scientists of DMSRDE. Then why two UTMs costing about Rs. 97 Lakhs were purchased at DMSRDE.
This supply order has been issued on behalf of President of India, it clearly means that the Dr. A.K. Saxena, Director, DMSRDE, Kanpur was involved in criminal misconduct and breach of trust against Government.
It is requested that issue orders for through investigation and corrective measures to stop mishandling of public funds by Dr. Arvind Kumar Saxena, Director, DMSRDE, DRDO, Kanpur

The missile was test-fired from DRDO’s launch facility in Wheeler Island, off the Odisha Coast.

DRDO officials, who spoke to OneIndia said that they would be back with another launch of the missile by the end of April after studying what went wrong. “These are part and parcel of every missile trails. We had six successive missions of the interceptor missile. We suspect that one of the sub-systems in the missile might have failed,” a top scientist not wanting to be named, said. He said that Monday’s test was to assess the performance of the composite motor rocket and the missile’s ejection from the canister. “These two parameters have been successfully tested. There was no target today. But one sub-system misbehaved and we are now analyzing some more data,” he added. DRDO says the missile’s basic systems are all intact and worked as per the textbook. “Random problems can occur while dealing with complex systems. We will be back by the end of this month for another launch,” he added. He said that the missile caught fire after falling apart. This was DRDO’s 7th interceptor missile test.
