Fight Against Corruption prevailing at DMSRDE, Kanpur – Act of Desperate D G DRDO

Dear Sir,

This website has been reporting the several cases of corruption/ nepotism and anarchy against SC/ST and weaker section of the society prevailing in DRDO.

The legacy followed from early 80’s has shown that instead of to counter the corruption / nepotism the top brasses of DRDO has carved out a mechanism to disseminate the whistle blowers.

The whistle blowers of DMSRDE, Kanpur who had been helping the DRDO Hqrs to keep an eagle eye on corrupt practices of senior officials and Director of DMSRDE has been served transfer orders to Timbuktu.

DRDO Hqrs thinks the transfer order is a only weapon to solve the problem and divert attention from corruption, but those days are over now.

Sh R P Bhat, Scientist ’F’ and Sh Naveen Prakash Gupta, Scientist ’C’ both were awarded transfer order on 19th May 2014 afternoon and immediately relived on account of their fight against corruption of Dr A K Saxena, Director, DMSRDE, Kanpur.

The transfer shows that DRDO Hqrs is deaf and dumb and bunch of corrupt officials who are protecting corrupt officials of DMSRDE are not able to hear the Modi’s Hunkar against corruption. The clear mandate by 125 crores people of India for eradication of corruption and corrupts only.

In similar case Sh Prakash Singh, SAO-II, LASTEC, DRDO, Delhi, who exposed the corrupt practices of Dr A K Maini, Director, LASTEC.  Sh Prakash Singh was dismissed by service on the wrong feedback of Dr A K Maini.  Defence Minister noticed the truth and reinstated Sh Prakash Singh and ordered high level inquiry against corrupt officials. To avoid the consequences of investigation Dr Maini took the VRS and the current position of the case is on your table as CVO, MOD was not satisfied with DRDO Hqrs reply in Dr Maini’s case.

The same bunch of officials of DRDO Hqrs who suggested the termination of Sh Prakash Singh, SAO-II is instrumental in recent transfer orders of DMSRDE scientists. You very well know the then DG Dr V K Saraswat did not apply his mind in Sh Prakash Singh’s case and trusted those bunch of flatterers and result he was out unceremoniously and CBI sword is also hanging.

RTI- Corruption in LRSAM Project

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect  of LRSAM Project, DRDL’s demand of  Design, Manufacturing, Supply, Erection and Commissioning of Detachable Integrated Logistics Store Enclosure vide Demand No. DRDL/LRS/26/98P/13/049 Demand Dated 31/12/13. It is observed that M/s Trinetra Constructions already started construction on the site against above demand well before (almost two months) supply order is not given to firm. The firm already erected the structure and work in progress the store was constructed and wall plaster is in progress.

The demand was raised vide Demand No.  (DRDL/LRS/26/98P/13/049) dated 31.12.13  by sh V. Venkateswarlu , Scientist – D, LRSAM Project, DRDL SO Value with TAX (Rs.) 29925000.00 Firm Name M/s Trinetra Constructions  Address 17-1-388/77/B, Lakshmi Nagar Colony, Saidabad , HYDERABAD The firm submitted the Bank Guarantee of  Rs 2850000  vide Andhra Bank  Guarantee No.35214IGPER0004 dated 13.03.14 As per the bank guarantee dates  and enclosed photo of constructions anyone can understood the work was started very early before the date of bank i.e 13.03.14. Your rep Sh   Ved Veer Arya , IDAS, finance officer , missile complex ( DRDL,ASL, was participated in the processing of the case. The matter is directory related with corruption and it seems that PCDA rep closed his eyes because the rate of construction of required store Enclosure is five time higher.

  1. Names and address of  firms who were invited for said demand as the case was dealt in limited tender mode
  2. The copies of quotations received from firms against said demand
  3. Copy of authority letter (other than supply order) given to M/s Trinetra Constructions enters and starts the construction the restricted area by competent LRSAM officials.
  4. Date of starting construction by M/s Trinetra Constructions against above said demand.
  5. Certified copies of last three years (April 2010 to March 2013) orders given by DRDL to M/s Trinetra Constructions.
  6. Provide the number of supply orders placed to M/s Trinetra Constructions in April 2011 to March 2014 processed by CDA, Hyderabad.

Note : Matter is directly related to corruption and not exempted under Section 24 (1) as a proof the photos of above said   Detachable Integrated Logistics Store Enclosure are enclosed.

Defence Minister A K Antony reinstated Sh Prakash Singh and ordered CBI intervention but Dr Anil Kumar Maini’s case was in pipeline with CVO, MoD.

Dr Anil Kumar Maini, Director, Lastec, DRDO was submitted his VRS paper silently and got sanction by competent authority and leaving DRDO on 31st May 2014. Dr A K Singh extended his all efforts to arrange farzi vigilance clearance like in the case of top corrupt DRDO official Dr W Selvamurhty’s vigilance clearance. The local DRDO vigilance cell’s vigilance clearance was put with pension paper and till date Dr W Selvamurthy not got vigilance clearance from CVO, MoD. As everyone knows that CVO, MoD raised note sheet with request of action against 10 top DRDO officials from CBI and Defence Minister A K Antony approved, so how can Dr W Selvamurthy got vigilance clearance from CVO, MoD at the time of his superannuation.

However, reliable sources said Singh was ‘punished’ for highlighting widespread corruption in DRDO. The officer had filed a complaint with the CBI against three senior functionaries: Manas Kumar Mandal  Technology Centre) and Dr Arun Kumar (director, personnel, at the headquarters). Alarming Situation in DRDO For HR Management

Subject:  Alarming Situation in DRDO For HR Management

DRDO has established more than 52 Labs/Establishments across the country with an aim and object to provide reliable & sustainable warfare technologies to the defence forces.

In its pursuit to evade the frontline technology, DRDO encourages its employees and officials to pursue higher qualification and provides all possible incentives as per GOI rules and guidelines.

DRDO Hqrs/ top brasses however, misuses the GOI facilities and encourages the diploma/ degrees from unrecognized universities/institutes for their pet employees (Chamchas), largely the cases are from the universities which are recognized by the UGC/AICTE but the courses offered by these in the mode of distance education, where the study centers / franchises are not properly authorized by UGC/AICTE or Apex body. Most of the cases in DRDO, these Diploma /Degrees are managed fraudulently because it is observed that employee who claimed the diploma / degree not having proper marks sheets, not having proof of proper fee receipts, not having leave records as per exam date sheets, not having admit cards of centers/ and n numbers of ways to verify the degree/ diploma etc.

Surprisingly, you will be shocked to know that these diploma / degree holders have become senior scientists and in DRDO, almost 10 to 15% in total staff / Technical officers / scientists possess such diploma/ degrees etc.

The growing incompetency and failure of projects causes shift towards system engineering. Since 15 years the basic science or fundamental research work has vanished from DRDO objectives, because of improperly qualified workforce.

The person inducted as laborer/peon/security assistant or technician, subsequently via limited departmental competitive examination (LDCE) channel and with the fake/unrecognized diploma / degree become scientist. It is all because of DRDO having their own recruitment and assessment system that is RAC & CEPTAM.

Sir, you already noticed few top scientists of DRDO misused the autonomy given to DRDOyou’re your good office recommended to reexamine the recruitment procedure of scientist in DRDO and asked for CBI intervention vide Ref- Note at 45-55 ante and observations of JS & CVO at note 56 ante.

RTI reveals that DRDO having such employees/ officers who don’t have proper recognized diploma / degree but no action was taken on this issue by DRDO Hqrs till date. (Copy enclosed for ready reference.)

In RTI reply No.01/2091/P2014/0054 dated 12 March 2014 DRDO Hqrs informed that “it is stated that the cases for grant of Lump Sum Incentive are received from respective Labs/Estt in which it is certified that the higher qualifications and the institute are approved by the competent authority. On receipt of such confirmation, the cases are submitted to Ministry of Defence who process each and every cases and issue sanction for grant of Lump Sum Incentives after getting concurrence of the Integrated Finance. However, in case of any doubt regarding verification/ reorganization, the same is thoroughly examined before issuing the sanction. It is also stated here that the lump sum incentive is only one time to promote higher qualification among employees.” (Copy Enclosed for ready reference)

Sir, the astonishing fact of DRDO working is revealed by Director of Personal vide letter No DOP/01/03500/Lump sum/M01 dated March 2014 to all Director Lab/Estt/ Dte in Hq dated 11 March 2014 in Para – 1, line- 9 states that Of late it has been notice that in most of the cases are taken up acquiring higher qualification, recognition of various courses and universities/ institutes by Competent Authority is not verified/ authenticated by Labs prior to sanction of permission. This non verification in the some cases results in award of degrees/ diplomas by Universities / Institutes not recognized by the competent recognizing authorities. Grant of incentives for such higher qualification becomes against the Rules”   (Copy enclosed for your ready reference.)

It is requested that suitable committee should be form under supervision of CVO, MoD to scrutinize the DRDO scientist, officials and staff’s education qualification records thoroughly, so the incompetent and illegally inducted persons can weed out.

DRDO already spends crores of rupees for digitizing HR records so it is not big task to scrutinize the DRDO’s 7000+ scientists, 25000 + officials and staff’s education qualification.

New Delhi: At least 10 top scientists of the country’s premier defence research agency, the DRDO, are accused of flouting rules and misusing their positions to recruit family members in the organisation.
Among the accused are M Natarajan, former scientific adviser to defence minister AK Antony and VK Saraswat, India’s Missile Man and former DRDO chief.
Antony was apprised of the matter in November last year
by Sameer Kumar Khare, joint secretary and chief vigilance officer (CVO) in the defence ministry.
Khare, in his report (dna has a copy), recommended “criminal action against top functionaries of DRDO for committing irregularities in the recruitment of officers/officials, including their kith and kin, in DRDO by misusing their position of power”. Based on his report, Antony handed over the investigations to the CBI in November.
Apart from Natarajan and Saraswat, charged with nepotism, the other big names in the CVO’s report are W Selvamurthy, former chief controller, R&D, Arun Kumar, former director, recruitment & assessment centre (RAC), AK Bansal, former director,AK Bansal and SM Veerabhadrappa, senior scientist.
“The brazenness with which systems and procedures have been overridden, it would not be prudent to believe that these are isolated cases,” Khare said in his report.
“The malice may have spread to wider areas hence causing to raise doubts that the integrity of the whole recruitment systems as such might have been compromised. This situation warrants a comprehensive and thorough investigation of the recruitment system, structure and cases of criminal misconducts of similar nature, including the present cases, by the CBI.”
Antony had said in November: “DRDO may be directed to put in place an appropriate recruitment system with adequate checks and balances. They may consider bringing the system under the purview of UPSC.” All recruitments were done through the UPSC till 1982, after which DRDO’s recruitment & assessment centre handled it. The ministry said DRDO could take a professional agency’s help to come up with a foolproof recruitment system.
Ravi Gupta, DRDO spokesperson, told dna that he could not comment as the CBI is investigating the matter.

DRDO Recruit 500 Scientists this financial year 2014

The news was published in Times of India “DRDO to recruit 500 more scientists this year” – Vishwas Kothari, TNN Jan 8, 2014,

Directorate of HRD, DRDO vide their letter no DHRD/77001/C/M/010 dated 22 August 2012 conveyed to all Lab Directors/Establishment that the Government for Sanction of additional scientist posts to meet only the immediate and unavoidable critical requirements against the ongoing projects/progarammes as per the advice of Ministry of Finance.

The Lab Directors are therefore to submit scientists’ requirement as per enclosed   “Appendix ‘A’ “

How the government has been fooled and the poor tax payers money is being misused can be observed by “Appendix ‘A’ “, deployment of scientists (DRDS personals)

The Performa “Appendix ‘A’ stats the scientists requirement as under:-

  1. PROJECT/PROGRAMME WISE
  2. NON-PROJECT WISE (TECHNICAL JOBS)
  3. ESTABLISHMENT ACTIVITIES

All these above activity is earlier in DRDO doing by admin allied cadres which were duly approved and sanctioned by Government of India, and come through UPSC recruitment system, but unfortunately in the last week of December 2010 DRDO director’s conclave some directors raised voice against the admin allied officials quoting that  they are creating hurdles by pin pointing the Government orders. The DRDO directors want to run their own rules and they very much sure that the big boundary walls of their territory can stop their all illegal acts in the name of secrecy.  So it was decided in year 2010 itself that they will remove admin allied cadre phase wise.

If you examine the current scenario of each DRDO lab will find everywhere 30 – 40 % scientists are engaged in above mentioned assignment.

The best part of this these scientists who are engaged in admin allied task are enjoying all special perks and allowances which are given specially to scientists in VI pay commissions and also  getting fast promotions in respect of those scientists who are devotedly working in projects/ programs. It is because of their proximity with top management of DRDO.

Due to this incompetency is growing very fast in DRDO. This has resulted into large number of litigation due to incompetent scientists handling the administration and HR activities.

The current ongoing example the grade pay 4800 was inducted without taking proper sanction from Min of Finance and hundreds of effected employees filed case in CAT.

There lot of complaints registered by CVC/CVO MoD in respect of recruitment procedures  were manipulated several times by these incompetent scientists who were looking HRD/Administrations and resulted Sh A K Anthony, Defence Minister recommended a CBI inquiry against 10 top DRDO officials on 29th October 2013.

Major setback is that by implementing this practice of using scientist for sundry task the real scientist losing their interest in work and most of the time either leave the organization or sit idle.

So all these fabricated demand of DRDO may please be thoroughly examined with their time bound impact.

Finance Ministry requested to send their rep to meet admin/ allied officials of DRDO before sanctioning the post of scientist.

Finance Ministry must examine the DO part orders of all respective 52 Labs of DRDO, which will be best way to verification of utilization of scientific / technical manpower of DRDO.

DRDO to recruit 500 more scientists this year

PUNE: The Defence Research and Development Organisation (DRDO) plans to recruit 500 additional scientists this year to meet its workforce requirement across different levels and projects.

“Our present recruitment is focused on filling vacancies that arise from retirements and resignations. However, considering the kind of projects we have been working on, we have moved a proposal with the Union government for an additional recruitment of 500 scientists,” DRDO’s human resources (HR) chief Malakondaiah said on Tuesday. “The government had asked us to file the proposal projecting our need,” he added.

The collective cost of DRDO’s ongoing projects, including Aakash missile, light combat aircraft ‘Tejas’ and Brahmos missile, is worth Rs 1.6 lakh crore. The organisation has close to 7,500 scientists as part of its existing force, he said.

Malakondaiah, who is chief controller of research and development (HR), was in the city to address the valedictory function of the 71-member ‘batch-18’ of the Post Induction Training School (POINTS) at the Defence Institute of Advanced Technology (DIAT), a deemed university under the DRDO in Girinagar here.

Started in March 2003, POINTS is an initiative to impart integrated training to newly inducted scientists in the beginning of their career in DRDO laboratories and projects. So far, the school has trained 3,394 scientists from 17 batches and the 18th batch was the first of its kind, comprising graduates and postgraduates only from the Indian Institutes of Technology, Indian Institute of Science and DIAT.

Malakondaiah said, “Unlike conventional industries like information technology, DRDO is facing an almost negligible rate of attrition vis-a-vis resignations, which contributes barely one per cent of the arising vacancies. This is due to the fact that the Sixth Pay Commission has vastly reduced the gap in the pay scales offered by DRDO and private corporate bodies. This has also helped the organisation to attract and retain young scientific talent emerging from the IITs and IISc.” The additional recruitments will go a long way in resolving some of the issues related to the shortfall of workforce in projects across DRDO, he added.

Meanwhile, POINTS programme director Ajay Misra gave an overview about the training activities at the valedictory session, while DIAT vice-chancellor Prahlada addressed the young scientists. Deputy director D Srikanth was also present.

Believe me fellow citizen, the culprits of deliberately creating hindrances in the opportunity and fundamental rights of the lakhs of the youth of this great nation for consideration for public employment in DRDO will be very soon brought to the book only with the active cooperation of the concerned youth candidates and their parents.

Appeal

I call upon all concerned youth members of the public of this great nation who either applied for various posts in CEPTAM 06. in DRDO And didn’t get call letters and who wanted to apply but couldn’t apply due to the deliberate bottleneck created in the form of mobile registration, concerned parents of those youth candidates and fellow honest citizens (which inter-alia includes honest employees and officers of DRDO also) to provide information of the following kinds of acts and omissions of deliberate corruption done in the form of sugar coated capsules (seemingly making believing the general public at large as if the culprits acted in public interest) containing only poison which turned out fatal to all those members of the youth who either applied against the various post under CEPTAM 06 in DRDO but could not get call letters or who could not succeed in applying just for want of mobile registration since after repeated attempts mobile registration couldn’t take place.

1. Corruption in the form of making mobile registration as mandatory for applying for the various posts

(a) Kindly provide the information of the attempts made by you and by your parents for mobile registration at mobile no. between to to complete the first mandatory step for applying for the various posts in DRDO against CEPTAM -06 .

(b) Kindly provide the information of the time period in which the website of CEPTAM Delhi remained un operational/un-accessible due to which you couldn’t apply online for the various posts in DRDO against CEPTAM-06.

2. Corruption in the form of non-issuance of call letters to the persons who applied online and also sent offline applications for direct recruitment of various posts in DRDO against CEPTAM-06

(a) Kindly send the print out of your online application form against which you did not get call letter.

(b) Kindly send photocopies of your offline application forms against which you did not get call letter.

(c) Kindly send photocopy of the counter foil of the Indian Postal Order which you have attached with your offline application form sent with the CEPTAM, Delhi under CEPTAM-06 in respect of which you didn’t get the call letter.

(d) Kindly intimate me the manner through which you submitted your offline applications form to CEPTAM, Delhi against which you did not get the call letter.

(e) Kindly intimate the efforts made by you to get issued call letters from CEPTAM (including the information of the phone number of CEPTAM Delhi on which you made your efforts) and the results of such efforts.

(f) Kindly intimate the name of the officials of CEPTAM whom you contacted personally or on official telephone of the CEPTAM, Delhi but still your grievance was not redressed.

3. Corruption in the form of issuing defective call letters.

(a) Kindly send photocopies of the online print out of your application from and the defective call letters issued to you due to which you could not appear in the exam of CEPTAM-06 of DRDO.

(b) Kindly send photo copies of your offline application forms and the defective call letters issued to you due to which you could not appear in the exam of CEPTAM-06 of DRDO.

4. Corruption in the form of allotting exam centre at far off places altering the choice given by the candidate.

(a) Kindly send photo copies of your online print application form and the call letter issued to you un which the centre of written exam was allotted at different far off place due to which you could not appear in the written exam.

(b) Kindly send photo copies of your offline print application form and the call letter issued to you in which the centre of written exam was allotted at different far off place due to which you could not appear in the written exam.

5. Corruption in the form of non-ensuring of the website of CEPTAM operational and functional just some days before the exam.

(a) Kindly intimate the date of your failed attempts when you wanted to access the website of CEPTAM to download the call letter but you could not open the website and hence you could not appear for the exam.

6. Corruption in the form of late sending the call letter to the candidates.

(a) Kindly send the photocopies of the call letters which you received late.
